Whale with no Tail Swims with no Travail

NEWPORT BEACH — On March 13, a gray whale was spotted by Newport Coastal Adventure swimming up the coast off Newport Beach around 10 a.m. at an average pace of 3mph.

Whale watchers became stunned as they noticed the whale was swimming with a significant part missing from its body— its fluke. Newport Coastal Adventure is calling the mammal the “Miracle Whale” since, despite completely missing its tail, the whale still kept on and continued to make the epic 12,000-mile round trip migration from its feeding grounds in Alaska to its breeding grounds in the lagoons of Mexico, and back.

“The whale appeared able to make its migration from Alaska to Mexico and back since this injury looks to be several years old,” said Jessica Roame, the education manager for Newport Coastal Adventure, in an email to the Log. “The whale is maybe a little underweight but not dramatically so. This type of injury was likely caused by its tail being tangled in commercial fishing gear, and eventually falling off. As horrible as this injury

is, it’s incredible that this whale is determined to survive, and so far, appears to be successful.”

According to NOAA, the massive flukes on these whales are used to propel them through the water and are controlled by an enormous muscle system that makes up one-third of the whale’s weight.

Although it’s not the first time a whale in these circumstances has been seen, it’s definitely uncommon. In early 2023, a tailless humpback whale was seen swimming normally in the Pacific off the coast of Columbia,

Fast Facts and Easter Traditions

Since Easter was just here and gone, dissecting the holiday traditions, how they got here, and where they came from might be interesting. For centuries the symbols and traditions that come with Easter have morphed. For Americans, the holiday is somewhat of a combination of Christmas and Halloween. For Christians, Easter is the celebration of the resurrection of Christ— but many Easter traditions are not found in the Bible.

For most, when we hear Easter, we visualize the easter bunny. But, according to History.com, the bunny was introduced to America by German immigrants who brought over their stories of an egg-laying rabbit.

Decorating eggs and painting them with bright colors comes from as far back as the 13th century, and the rite of the Easter parade dates back even further. New additions to Easter traditions include filling baskets with candy and leaving them out the night before for children to find, hunting for eggs, and rolling them around the lawn.

While the Bible does not refer to a white bunny leaving spring-themed eggs in baskets for well-behaved children, the bunny has nonetheless become a prominent symbol of the Christian holiday. And while the exact origin of the Leporidae creature is unclear, rabbits are believed to be prolific procreators and are an ancient symbol for fertil-

ity and new life.

Some sources claim that the Easter bunny first arrived in America in the 1700s when German immigrants settled in Pennsylvania and brought along the tradition of their egg-laying hare called “Osterhase” or “Oschter Haws.”

Once the U.S. adopted the tradition, we changed the story to read that well-behaved children will wake up to a basket of chocolate, toys, and decorated eggs left there by the easter bunny himself. In addition, children will often leave out carrots for the bunny in case he works up and has an appetite from hopping from home to home.

According to History.com, decorating Easter eggs is most likely linked to a pagan tradition. The egg is an ancient symbol of new life and has been related to pagan festivals celebrating

the welcoming of the spring season. In addition, Christians see the eggs as a representation of Jesus emerging from the tomb and his resurrection.

However, decorating the eggs is an old tradition that dates back to the 13th century. One justification for decorating eggs was that eggs were once forbidden during the Lenten season. So rather than eating them, people would decorate them to mark the end of the period of penance and fasting, then eat them on Easter day as a celebration.

As for Easter egg hunts and egg rolling, the White House Easter Egg Roll was first started in 1878 when Rutherford B. Hayes was president. The non-religious event was held for children to push decorated, hard-boiled eggs across the White House lawn the Monday after Easter.

HUNTINGTON BEACH — The City of Huntington Beach is celebrating Earth Day by helping clean up the coastline and parks for a sunnier place for humans, plants, and animals and becoming part of the solution to pollution. Fish Filmed 27,000 Below the

Ocean’s Surface

Swimming at a depth of 8,336 meters, approximately 27,000 feet, a juvenile snailfish has officially become the deepest fish ever to be filmed by scientists during a quest into the deep blue of the northern Pacific Ocean. In addition to filming the sea creature, scientists also caught two other specimens at 8,022 meters (26,318 feet) and set a second record for the deepest catch.

Announced on April 3 as part of a 10-year collaborative study between the University of Western Australia and the Tokyo University of Marine Science and Technology, scientists used robotic cameras rigged with bait to film the creatures. The school regarded the

record-breaking discovery the “world’s deepest fish.”

“We have spent over 15 years researching these deep snailfish; there is so much more to them than simply the depth, but the maximum depth they can survive is truly astonishing,” said UWA Professor Alan Jamieson in the news release.

Despite the large and rather energetic population of fish living at these depths, the individual fish that claims the prize of the deepest ever found was a tiny juvenile. This is because snailfish tend to be the opposite of other deepsea fish, where the juveniles live at the deeper end of their depth range.

Alaskans Own is Offering Early-Bird Shares in Program to Benefit Communities

SITKA, AK — The Alaskan seafood program, Alaskans Own, has been delivering monthly shares to buyers throughout Alaska and the Seattle area since 2010, with profits going directly to affiliated programs benefitting fishery conservation, community health, and resilience efforts.

This year, Alaskans Own is once again offering customers the option of choosing their shares in a variety package, salmon or white fish, all consisting of hook-and-line caught wild Alaska seafood harvested by Southeast Alaska’s troll and longline fishermen.

Alaskans Own remains a program of the Alaska Longline Fishermen’s Association (ALFA), a non-profit organization, and 100 percent of Alaskans Own’s seafood sales go towards projects that support the conservation of Alaska’s fisheries, create equitable fishery access, and provide healthy seafood to communities in need.

According to ALFA, the program has helped deliver more than 650,000 donated seafood meals to more than 100,000 families. Additionally, it has assured longline fishermen that they have a market before heading out to the fishing grounds.

Alaskans Own program Director Natalie Sattler said that customers who buy monthly shares take care of their family’s health and directly support the conservation of Alaska’s fisheries and seafood donations for needy families.

Alaskans Own profits benefit ALFA’s Fishery Conservation Network and community health and resilience programs such as ALFA’s Seafood Distribution Network. The Seafood Distribution Network was formed in 2020 as a direct result to the COVID-19 pandemic and the increase in demand for food assistance throughout Alaska and the greater Pacific Northwest region.

LEGAL ADVICE ask a maritime attorney

QUESTION: Last year I was stopped by a Coast Guard boat while leaving Long Beach Grand Prix on my boat. I was given a sobriety test by one member of the Coast Guard crew, while others searched my boat from bow to stern while performing a “safety inspection,” and the remainder of their crew stayed aboard their boat with their holstered weapons clearly visible. They did not give me an opportunity to consent or object to the search, and they never showed me a search warrant. They were very polite, and they let us go without incident, but the fact that they simply boarded our boat without a warrant was very disturbing to me. Did they exceed their legal authority? Can the Coast Guard simply stop and search any boat at random? Is this a homeland security thing?

throughout the weekend by the Coast Guard, Long Beach Police, and Harbor Patrol.

Based the description of the incident provided by our reader, it appears that he cooperated with the Coast Guard during their inspection notwithstanding his concern over the lack of a warrant. He did the right thing. Federal law expressly authorizes the search that he was subjected to, and the United States Supreme Court has ruled that the search does not violate our Constitutional rights.

The idea of a warrantless search does sound like a recent homeland security measure, but the Coast Guard’s authority actually dates back to 1949 with the enactment of a federal statute which, in turn, has its roots in the Revenue Service Act of 1790. The Revenue Service Act authorized the Revenue Service (the predecessor to today’s Coast Guard) to board ships for the purpose of demanding manifests and searching those ships. The Revenue Service Act expressly granted free access to every part of the ship.

The currents statute (14 U.S.C. §89) authorizes the Coast Guard to “make inquiries, examinations, inspections, searches, seizures, and arrests upon the high seas and waters over which the United States has jurisdiction,” all without a warrant and without probable cause or suspicion that a crime has been committed. And this authority has been extended to the local harbor police as well.

Courts have consistently enforced these laws over the past 200 years, and held that a brief, random stop of a vessel does not violate the operator’s right to be free from unreasonable search and seizure. This treatment differs from the search of a vehicle, but the Supreme Court noted that ‘important factual differences between vessels located on waters offering ready access to the open sea, and automobiles on principal thoroughfares, justify the application of a less restrictive rule for vessel searches.

Prior to 9/11, the Coast Guard took advantage of this inspection authority for purposes ranging from safety inspections to sobriety checks to drug enforcement. In recent years they have of course added homeland security to their mission, and the nature and frequency of these inspections has probably changed. However, the men and women of the Coast Guard who conduct the inspections are invariably polite and professional, and you can expect to be on your way quickly and with very little inconvenience.

Here in Southern California, anyone who has traveled by boat to a large waterfront event such as a fireworks display or the Long Beach Grand Prix has probably been subjected to a stop by the Coast Guard or Harbor Patrol or Lifeguards. Your own professionalism during the course of the inspection will be greatly appreciated by the crews of

those boats and it will help to minimize your inconvenience.

Time to Transit the Gulf of Tehuantepec?

Spring has sprung, and summer is approaching, so boaters throughout Mexico are discussing where they will spend hurricane season 2023. This column will discuss each of the most likely choices over the next few weeks.

Basically, the options are (1.) bash back up the outside of Baja. But that’s no fun.

Or (2.) cruise slowly up to the northern end of the Sea of Cortez, where hurricanes seldom reach, and spend summer bouncing between three primary hurricane holes up there.

Or (3) reserve a 4- or 5-month slip in one of the five hurricane-hole marinas in the lower Sea of Cortez and Jalisco.

Or (4.) scoot safely south of Mexico’s hurricane-nursery zone to meander among the many cruiser marinas of El Salvador, Nicaragua, Costa Rica, and Panama.

In the following few issues, we’ll discuss each of these options, but first, let’s explore option (4.), starting with why it has to be first.

Tropical storms in the eastern Pacific are normally born in the waters just off southern Mexico’s Gulf of Tehuantepec. (See graphic.) These summer storms are born as early as mid-May as Tropical Depressions by feeding on the increasingly warm seawater. Because cyclonic storms must spin counter-clockwise (Northern

hemisphere, remember?), they generally travel northwest following the Mexican coastline.

By staying coastal, sailing from Barra de Navidad (hurricane hole) down to Acapulco is easy.

But the tricky part of the option (4.) is getting through the Gulf of Tehuantepec. And we need to do that pretty soon, or one of those baby storms might block our route further south.

As Captain Jack Aubrey would say, “Time is of the essence!”

From Barra South to Acapulco, we’ll monitor at least the local marine-weather forecasts for southern Mexico, which all the Port Captains broadcast on VHF 16 and 22 daily at 0800 in Spanish and 0900 in English.

But we’ll also look for any “easterly waves” of low pressure that are quickly moving west across the western Caribbean or Gulf of Mexico because a deep wave (29.35 to 29.75 MB) there can actually cross over into the Pacific and foment a new Tropical Depression.

The originator of this arcane pressure-wave data is the National Weather Service’s telecom station NMG (November Mike Golf) in New Orleans, broadcasting 24/7 over SSB, WX-fax, and Ham radio frequencies. Boats lacking HF radio capability can always ask neighbors on VHF or might temporarily hire a weather-routing service. We’d ask our router to notify us of any suspicious easterly waves.

A gale predicted in the Gulf of Tehuantepec is even bigger news on NMG. (See chart.)

WEATHER WINDOW TO GO

Punta Sacraficios is where we’ll turn into the Gulf of Tehuantepec and can tell by any large waves if a “T’peck” gale has already started. But at cozy Marina Chahue in Huatulco, we’ll fuel up and wait

until we get a favorable “weather window.” That means it’s predicted to stay open long enough for the boat (depending on max speed and navigation ability) to get safely to Marina Puerto Chiapas on the other side.

Many cruising boats hang out around Huatulco while awaiting their window, so here’s a chance to temporarily buddy boat with a similar vessel able to run at the same speed and having similar crew capabilities. The faster power boats can run at fast cruises. Most sailboats will probably have to motor overnight, and the slowest ones plan for perhaps two overnight runs. Get rested up because the helm is usually draining.

Five Notable Shipwrecks on The U.S. West Coast

There are a number of factors that can cause a ship to sink. Most shipwrecks occur when the stricken vessel experiences flooding that compromises the ship’s ba lance and ability to remain afloat. Ships may also sink if they run aground, collide with another vessel, experience a catastrophic fire, encounter severe weather, or forgo proper maintenance and repairs for a long time. In some cases, ships may even be sunk intentionally to form an artificial reef.

Even after they’ve been abandoned by the sailors that once called them home, some shipwrecks are still visible — the vessel may have run aground, settled in shallow waters, or remain accessible to experienced divers. In this article, we discuss some memorable shipwrecks on the West Coast of the United States that remain accessible to the present day.

The SS Palo Alto

The SS Palo Alto is rather unique amongst this list of shipwrecks, primarily for the nature of its building material. The vessel, which rests in Santa C ruz County, has been nicknamed the “Cement Ship” by locals. As the curious nickname alleges, the SS Palo Alto is actually m ade up of steel-reinforced concrete, or “ferroconcrete.” The SS Palo Alto was constructed during the final days of

World War I, at a time when steel was in short supply. President Woodrow Wilson approved the creation of a fleet of concrete ships to aid in the war effort, but the fighting came to a close before the completed vessels ever saw action.

T he SS Palo Alto was used in a variety of roles after its launch. At one point, the vessel was used as a high-end entertainment venue, boasting an onboard casino, heated swimming pool, and ballroom. Following the Great Depression, the ship was sold t o the state of California for the price of a single dollar (yes, you read that right). For a number of years after, the vessel was openly accessible to the public. Over time, the vessel grew increasingly unsafe and was deemed off-limits entirely in the 1980s.

The ship now rests at the end of a fishing pier at Seacliff State Beach. While it is not safe to go onboard the SS Palo Alto’s remains, visitors can nonetheless observe the ship from the safety of the shore or nearby pier.

The HMCS Yukon

The HMCS Yukon was a Mackenzie - class destroyer that served in the Royal Canadian Navy and Canadian Forces. The vessel was commissioned on May 25, 1963, and remained in service until December of 1993. During the c ourse of her active service, the HMCS Yukon ’s primary role was as a training ship, though she did serve as an escort vessel to Queen Elizabeth II and t he HMY Britannia. In 1983, the vessel made international headlines when a minor collision occurred between the destroyer and the USS Kitty Hawk, an American supercarrier.

The destroyer was decommissioned in 1993 and later sold to the San Diego Oceans Foundation. In 2000, the vessel was towed to San Diego, California. Once the ship reached San Diego, it was gutted and cleaned to prepare it for its next role as an artificial reef. The day before the ship was due to be scuttled, or intentionally sunk, the ship ended up sinking on its own during poor weather. Prior to the ship’s sinking, explosive charges had been placed to facilitate the scuttling, making the wreck highly dangerous. U.S. Navy SEALs successfully removed the live explosives over several weeks.

D ue to the ship’s unexpectedly early sinking, the vessel ended up on the seafloor in an awkward position. The scuttling had been planned so that the ship would sink straight down — instead, the HMCS Yukon came to rest flat on its port side. The vessel’s remains are still accessible to experienced divers, but it has a reputation as a particularly deadly ship-

wreck. Low visibility, the wreck’s depth, a nd the angle of the ship’s final resting position have combined to disorient many divers, several fatally.

The Ruby E

The Ruby E (formerly known as the USCG Cyane) is located in Wreck Alley, which is the West Coast’s largest assembly of artificially sunken ships. The previously mentioned HMCS Yukon is another one of the more well-known vessels located in the San Diego ship’s graveyard. The Ruby E began her career as a Thetis-class Coast Guard cutter in 1934. Thetis-class vessels were designed with an emphasis on maneuverability and range, so that they could track down rumrunner ships during the height of Prohibition.

By the time of Ruby E ’s launch, Prohibition had been repealed, but the Coast Guard remained in need of agile patrol vessels. The Ruby E saw service periods off the waters of Alaska and Washington state as well as brief combat during World War II. In 1950, the vessel was decom-

missioned. After being decommissioned, t he vessel changed ownership multiple times and was used as both a fish processing ship and a salvage ship. Eventually, the ship ended up in the hands of the San Diego Tug and Barge Company, who donated the vessel’s remains to Wreck Alley.

D espite experiencing difficulties during the ship’s scuttling in 1989, the vessel landed upright on the seafloor, making it a much more palatable dive than the wreck of the HMCS Yukon. The Ruby E remains accessible to divers to this day, lying at a depth of approximately 65 feet.

SS Dominator

The SS Dominator was initially launched under the name Melville Jacoby a s a Liberty ship. Liberty vessels were a class of cargo ship built using a British design that were created during WWII in the U.S. through the Emergency Shipbuilding Program. Liberty ships were c heap and relatively easy to manufacture in bulk, which allowed the U.S. to

replace British transports lost during earlier stages of the war.

The Melville Jacoby survived the war intact and was then sold into private service, where she took on the name Victoria As the Victoria , the vessel sailed under the Panama flag. The ship was sold again in 1950 and became known as the North Queen. After a relatively brief period, the ship was sold a third time, acquiring the name Dominator in the process. At this point, the Dominator was a Greek-owned cargo ship operating under the Panama flag.

On March 13, 1961, the ship encountered poor weather whilst sailing from Portland, Oregon to Long Beach, California. Heavy fog made it impossible for the ship’s crew to find the harbor entrance. Despite the vessel’s captain ordering reduced speed, the ship ran aground upon a rocky reef near Palos Verde Point. Fortunately, the water was too shallow for the vessel to sink immediately. A rescue attempt was launched almost immediately by the Coast Guard, who tried to use tugboats to dislodge the cargo ship. These efforts failed due to storm surges and high wings.

By March 16, it was evident that the Dominator could not be saved. The ship’s captain sent out an SOS, and the vessel’s entire crew was rescued by the Coast Guard. The ship was abandoned, to be gradually broken apart by the pounding surf. Numerous treasure seekers attempted to explore the wreck, oftentimes a r isky prospect due to the rough waters in the area. Even as a wreck, the Dominator became a headache for locals. The ship had been carrying grain and beef when it ran aground, which attracted swarms of flies and rats as the food began to go bad.

The Peter Iredale

Unlike the other vessels on this list, which ended up in California waters, the Peter Iredale ’s final resting place lies in Oregon. The Peter Iredale was a 287foot, four-masted steel ship in the Pacific Coast Wheat Fleet. While en route to Portland to retrieve a cargo of wheat in 1906, the vessel became mired in fog and rain. The vessel nonetheless managed to safely make it to the mouth of the Co -

lumbia River but was subsequently forced aground by a deceptively strong current. The force of the impact snapped several of the ship’s masts, yet no serious injuries were suffered by crew members.

The Peter Iredale ’s Captain Lawrence ordered his crew to abandon ship and launched signal rockets to call for assistance. A rescue party arrived from Point Adams, safely bringing the floundering ship’s crew ashore. At this time, a pair of stowaways were discovered on board the ship and were rescued as well. Following the ship’s grounding, the British Naval Court cleared the captain and his crew of all liability, deeming the current and winds responsible for wrecking the vessel.

To this day, the Peter Iredale ’s wreck remains visible. Although plans were made to tow the almost fully-intact ship back into the sea, poor weather delayed the salvage efforts. By the time the waters were calm enough to make an attempt, the ship had developed a severe list and became trapped in the sands. The vessel was left to decay naturally, with the ship’s rusting bow and masts still visible to the present day.

How Frequently Do Shipwrecks Occur in the Present Day?

Between 2011 and 2021, a total of 892 vessels were confirmed lost at sea , according to Statista. The vast majority of lost vessels were cargo ships, though a substantial number of fishing vessels sunk or went missing as well. The Black Sea, East Mediterranean, and Southeast Asian coast saw the majority of reported incidents. Modern naval accidents occur for a variety of reasons, from negligent acts by the ship’s captain or crew to unexpected storm surges. As a precaution, you should always familiarize yourself with a ship’s emergency protocols, the location of lifeboats, and the application of life vests when you step foot on an unfamiliar vessel.

Buying A Used Boat?

Thoughts on hiring a competent marine surveyor.

Like a lot of first-time buyers, it’s fair to say that the 42-year-old restaurant executive was head-over-heels in love with the boat — in this case, a 28-foot sportfishing boat — and couldn’t wait to finish the paperwork and take title. But first — and this really irked him —the local bank was saying he had to have it surveyed. The man reluctantly called the broker who gave him a shortlist of names. After a little price shopping over the phone, the executive had his surveyor and was only one short step away from owning the boat.

The survey inspection went well; at least it went quickly. The boat was hauled out of the water and the surveyor spent a couple of hours poking around the boat, occasionally pausing to scribble a few comments in a notebook. Two days after the inspection, the survey arrived with a few minor recommendations. The surveyor also placed a value on the boat that was acceptable to the bank, and in short order the executive had his boat.

It would be nice to say that the restaurant executive and his new boat lived happily ever after, but it wasn’t to be. Over t he following weeks and months, problems arose with a rusted engine mount, a worn cutlass bearing, and the grim discovery of rot in two bulkheads. Every one of the boat’s seacocks was “frozen” open, and a badly leaking hose almost sank the boat. Finally, a helpful engine mechanic who was doing some repair work noticed the boat’s water heater mounted in the engine compartment wasn’t ignition-protected and strongly recommended that it be replaced. The end result was that two years and several more repairs later, the sportfisher went up for sale. It was an expensive lesson on the value of a good marine survey.

Finding A Good Surveyor

Finding a competent surveyor may be the final step in a boat purchase, but it could easily be the most important, and should never be taken lightly. Anyone can call himself a marine surveyor; there are no licenses or exams required. One longstanding joke among surveyors is that all it takes to become a “professional” is a business card, a cell phone, and somebody to believe you. Being a competent marine surveyor, on the other hand, requires a good deal more. First it takes expertise, a lot of expertise. The American Boat & Yacht Council (ABYC) publishes 68 standards totaling over 650 pages that cover everything from a boat’s deck hardware to fuel and electrical systems. Being a competent marine surveyor requires a comfortable working knowledge of them all. In addition to ABYC standards, a surveyor must know National Fire Protection Association (NFPA) standards and

the Coast Guard’s safety requirements, and be familiar with various construction standards (ABS and L loyds). Needless to say, a good marine surveyor must have a mind for technical details.

These standards are continually being revised and a surveyor has to keep abreast of the changes, which means reading technical books and attending e ducation seminars. The latter involves paying for airfare, hotels, and meals. Good surveyors also invest in expensive moisture meters and multimeters. In a f ew cases, they may purchase specialty equipment s uch as hardness testers and ultrasonic thickness gauges. Becoming a competent surveyor involves making a considerable financial commitment.

Surveyors aren’t licensed, so the industry is in the position of having to police itself. There are two major surveying organizations, which, among other t hings, have programs to certify or accredit their members: the National Association of Marine Surveyors (NAMS) and t he Society of Accredited Marine Surveyors (SAMS). A NAMS surveyor must have at least five years experience working as a full-time marine surveyor and pa ss an exam in order to use the initials NAMS-CMS (NAMS Certified Marine Surveyor) after his or her name. A SAMS surveyor who’s worked five years as a fullor part-time surveyor and has passed an exam can use the AMS (Accredited Marine Surveyor) credentials. Both organizations have apprentice members who have not yet earned their certification.

There are a handful of other surveyor organizations, some of which are more credible than others. There are also some very competent marine surveyors who, for one reason or another, don’t belong to any surveyor organization. What’s Covered On A Survey?

Even among the best surveyors, there is no consensus on what is or isn’t covered on a pre-purchase survey. NAMS a nd SAMS both publish voluntary survey report guidelines for their members. (NAMS publishes “Recommended Guidelines for Yacht Condition and Valuation Surveys” and SAMS publishes “Recommended Survey Report Content.”) BoatU.S. did a poll (see sidebar) of SAMS and NAMS members who survey recreational boats that found many of their inspections are consistently the same. A comfortable majority of surveyors said they always sound the boat (using

a plastic hammer to detect voids and delamination), reference the ABYC standards, and test electronics to see if they’re operable.

There were also some significant variations. For example, only a slight majority of surveyors always use a moisture meter and slightly less than half said they always take the boat on a sea trial (assuming a sea trial is possible). There are even bigger differences with engine inspections. A few surveyors are former mechanics and are qualified to do a complete inspection while others have very little handson experience. Most have at least some familiarity with engines but stop short of a complete inspection — oil analysis, compression check, and so on. Using a scale of 0 (no inspection) to 10 (complete mechanical inspection), the poll average of 6.05 indicates most surveyors spend at least some time with engines. Based on the age of the boat, the number of hours on the engine, and what’s found during the inspection, a surveyor will often recommend that a mechanic do a more complete analysis. It’s usually good advice, a lthough some surveyors include a disclaimer recommending an engine inspection with every survey. The same is true of sailboat rigs — going aloft — and electrical system inspections. The latter can t ake many hours and is usually recommended with some imports or when an older boat’s electrical system has been repeatedly “upgraded.”

Question To Ask Before Hiring A Surveyor

Tom Benton, a marine surveyor in Oklahoma, considers it a red flag whenever a conversation with a prospective client begins with a discussion of price.

“How much do you charge for a survey?” Benton acknowledges it’s a fair question, one that he expects to be asked eventually, but it really bugs him whenever it’s the first question. Other surveyors interviewed for this a rticle echoed similar sentiments; it’s a fair question t o ask after establishing a surveyor is qualified to survey the type of boat you’re c onsidering. Here are some questions to ask before asking about price:

1. How long have you been surveying boats?

Several years of experience are no guarantee of competence, but, as with any profession, it’s a terrific start. Also, what marine-related experience does the surveyor have? A lot of surveyors came to the profession via boat repair yards, which is another plus; having done repairs for years gives the surveyor a good understanding of why and where a boat is likely to develop problems.

2. What professional organizations do you belong to?

A side from being a member of NAMS or SAMS (a few are members of both), a surveyor should be a member of the ABYC, which is the organization that writes the standards used by most of the major marine manufacturers. The NFPA is another standard organization that writes fuel and electrical standards for boats. (Note: The surveys themselves should include appropriate references to the standards.) Although very few surveyors belong, a membership in the American Society of Appraisers (ASA) is almost a guarantee that the surveyor takes a highly professional approach to valuations.

3. Can I be present?

If you plan to be there during the inspection, be sure to ask if it’s OK. Most surveyors prefer you be there, if for no other reason than to make sure you understand whatever problems they encounter. However, there are a few surveyors who prefer to work alone.

4. How much do you charge?

Once you’ve found the best person for the job, ask about price and what’s included. Some surveyors want an up-front deposit and a few want to be paid in full. You may also be asked to sign a written agreement. As with any contract, read it before you sign.

straight red dotted line) directly across from Huatulco to Puerto Chiapas. This is the easier route, but it means being as far as 60 n.m. offshore, where it’s no place to break down. Also, we’ll ensure everyone onboard is OK with being out of the sight of land for a day and a night.

On the other hand, if we’re unsure of our weather window’s predicted duration, we could parallel the gulf’s curving coastline staying two nautical miles offshore (note the curving red dotted line). This is the traditional “one foot on the beach” route. We can handle this meth-

od as long as (1.) we monitor VHF 13 and 16, stay well outside Salina Cruz’s ship anchorage and busy traffic lanes, and (2.) we also jog 90° out to 10 fathoms and then 90° back in again to avoid two specific shoals: off Boca San Francisco and off Boca Tonala.

If a gale is blowing along the eastern half of this gulf, we might travel as close in as 36 feet of water. But this requires diligent hand steering while constantly adjusting our course in small increments to avoid getting in too shallow or out into the fray. It also requires a finely tuned radar (changing range frequently) and an accurate depth sounder at night. Some recreational boats hire a professional watch stander specifically for this

inshore route. If a gale is blowing on this inshore route, our waterline will get slapped by the tops of small wind waves, the spray might require windshield wipers, and our decks might acquire drifts of beach sand. But at least we’ll avoid those huge and dangerously breaking seas found 60 miles out.

During an infamous Tehuantepec gale, your nautical neighbors on this inshore route will likely be professional delivery skippers, big tournament sportfishers, rusty old shrimpers, commercial fishing vessels, and a few veteran cruising boaters like ourselves.

WHY GO THERE?

Not every boat crossing the Gulf of

Tehuantepec is fleeing the start of hurricane season in Mexico. Throughout the year, several hundred sportfishers fish the world-famous tournaments in the coastal waters off of Costa Rica’s Papagallo and Nicoya Gulf. Another hundred cruising yachts pass through Tehuantepec to visit Costa Rica’s rain forests or to snorkel and scuba dive through magnificent coral reefs off Panama’s Isla Coiba National Park.

Most of our fellow boaters are en route to transit the Panama Canal from the Pacific into the Caribbean – or heading back north toward the U.S. West Coast.

SailTime Launches PowerTime

The entrepreneurial couple who brought SailTime fractional sailing to Newport Beach 18 years ago recently launched PowerTime fractional power yachting.

Local residents Chris and Angele Jester debuted SailTime for the first time at the Lido Boat Show in 2005. This year they are debuting PowerTime at the NBIBS, exhibiting a Beneteau Swift Trawler 35. In addition, SailTime will also show a 2023 Beneteau 34.1 and a 46’ Lagoon Catamaran.

SailTime/PowerTime creates and manages a partnership of one owner and six fractional leaseholders. With the help of SailTime/PowerTime, the owner buys a new sailboat or powerboat and places it into an LLC. Alan Roura Aims to Sail the World— Again

Swiss sailor Alan Roura will make his third attempt to sail around the world in the 2024 Vendée Globe— a single-handed, non-stop round-the-world yacht race considered ‘the Everest of the Seas.’ The race will begin on Nov. 10, 2024

The event is held every four years, and Roura’s first attempt was at 21 years old. Roura competed with a tiny budget and the oldest IMOCA 60 in the fleet. Out of 29 competitors, he finished in twelfth. The last race was a war of erosion, with eight of the 33 entries retiring and one lost at sea, which went on to include more later on in the race.

For the 2024 Vendée Globe, Roura will welcome British skipper Alex Thomson’s former Hugo Boss boat, a revolutionary design built in Britain and designed in collaboration with Thompson’s team and

First launched in 2019, the 60-footlong black carbon-fiber yacht features premier hydrofoils and solar paneling on the deck. It sails without using fossil fuels to power onboard systems like computer navigation and communications. Roura estimated that in today’s world, it would cost roughly $8.8 million to build and prep a vessel of this status.

Traditionally, the cockpit is completely enclosed for the skipper’s safety, which Roura recognized will be an adjustment for him to get used to.

The boat was designed around Alex Thomson’s figure and frame, and Roura has a slightly agile build but is skillful and very fit. Roura executes mental and physi-

cal adjustments to make for such a stateof-the-art boat.

“You can be the best sailor in the world, but you have to hold the race mentally; anything can happen, so I must believe that I will cross the finishing line,” Roura went on to say in the article. “Some days you can feel really good and the next day you may break something, and the race falls apart. When you begin a race, you realize that any minute can be your last one.”

L oneliness plays a significant factor when independently traveling around the world in a boat, but Roura remains positive.

“It’s normal to miss family and friends, but two or three days before the finish you suddenly get really stressed about being amongst people again,” said Roura in the article.

Roura reflected on his last race, which occurred during the COVID pandemic, as he departed with no one waving him goodbye.

“I didn’t want to hear the world news while I was sailing, just news about family and friends, and so as I w as sailing up the channel to Sable d’Olonne (the base for the race) and saw it lined with police, I [realized] it was the same as it had been

F ishermen traditionally use the organized box to a rrange their lures, baits, flies, and lines. However, a clean tackle box is a great way to organize cured meats, cheeses, crackers, sweets, nuts, and spreads when you’re out on the water.

W hile a charcuterie board is traditionally an appetizer served on a slab of s tone or wooden board and eaten with your fingers from directly off said board, the portable tackle box is an easy solution for a charcuterie board required on the go.

T he tackle box technique seems to have evolved from the bento box, a Japanese iteration of a single-portion, organized meal.

One suggestion is to make sure that your tackle box is made of safe material for consumption. We don’t want you ingesting any harmful chemicals from the plastic. Run your tackle box through a dishwasher cycle, whether it’s new or old,

before using it. Tackle boxes are available in metal or plastic. I recommend plastic for cleaning purposes and to avoid possible rusting, But if you’re concerned, just l ine the box with parchment paper or Syran wrap.

CDFW Announces Closure of Commercial Dungeness Crab Fishery Off Central California to Protect Humpback Whales

The California Department of Fish and Wildlife Director Charlton H. Bonham announced that he had evaluated the entanglement risk under the Risk Assessment Mitigation Program (RAMP) and declared a fishery closure for the commercial Dungeness crab fishery in fishing zones 3, 4, 5, and 6 (Sonoma/ Mendocino county line to the U.S./Mexico border) effective at noon on April 15.

As a result, the take and possession of Dungeness crab is prohibited at 12 p.m.

on April 15 in fishing zones 3-6.

This season’s closure is being enforced to minimize entanglement risk for humpback whales as they return to feed off the coast of California and in response to several entanglements during March and April of 2022.

Based on recorded migration patterns, the CDFW expects humpback whales will begin arriving soon and has determined this action is necessary to avoid future entanglements during the same period that occurred last season. In addition, CDFW has authorized the Lost and Abandoned Gear Retrieval Program to remove com-

“The fleet has done an impressive job helping CDFW manage entanglement risk in the commercial fishery and appreciates the high level of involvement to inform the risk assessment process,” said CDFW Director Bonham in a news release from March 30. “We applaud the Working Group for their dedication and continued focus on the long-term viability of the fishery that helps ensure we protect future opportunities to bring Dungeness crab to Californians and provide protection for whales and sea turtles off our coast.”

Additionally, fishing zones 1 - 6 remain under a Fleet Advisory for commercial and recreational Dungeness crab fisheries. As a result, the recreational fishery remains open to crab traps north of Point Arguello, Santa Barbara County. However, it may be subject to a future trap restriction when humpback

whales return to feed during the spring and summer. In addition, the CDFW is reminding all commercial and recreational fishery participants to implement best practices, as described in the Best Practices Guide. The CDFW also emphasizes that all anglers must act fast and remove fishing gear from remaining open areas should entanglement risk become elevated. BLUEFIN BITE IMPROVING!

• The weather of the early spring fishing season has continued to bring rain, wind and sloppy seas but the past 10 days or so have seen improving weather with more days of sunshine. Some of the sunny days have seen strong winds blowing but the overall weather picture has been getting better. Anglers have been anxiously awaiting improved weather conditions to not only enjoy nicer days out on the water but to allow the colder than normal water conditions to stabilize and warm. There was water as cold as 51 degrees reported outside of Dana Point after a recent weather front passed through several days ago.

• The anticipated improvement in surface fishing that one normally associates with the spring time season has been slow in coming with the late winter and early spring of unsettled weather conditions but that situation appears to be changing out on the offshore fishing grounds today with today’s fishing seeing good numbers of bluefin tuna biting. Before today’s catch, the bluefin bite was on the scratchy side of things and very much hit or miss with recent weeks seeing

boats finding occasional action on fish to 170 pounds while fishing offshore waters to the southwest of Punta Colnett and to the southwest of San Martin Island between 110 and 140 miles from Point Loma.

• Today there has been a breakthrough catch of bluefin made by Pacific Queen out of Fisherman’s Landing. Fisherman’s Landing reports that Pacific Queen is out on a 1.5 day trip and that they had an early update of having 25 bluefin aboard that were in the 20 to 50 pound class. They were still fishing at the time of that report. The limited information I have is that this catch of bluefin was made within 60 miles of Point Loma while working the 1000 fathom trench between the 390 Bank and the 60 Mile Bank.

• The spring season has seen bluefin biting during both the daylight and the night time hours. Knife jigs and Flat Fall jigs have worked best during the dark and flylined sardines have been working best during daylight hours.

• The fishing at Los Coronado Islands has been producing a very occasional yellowtail but the yellowtail bite has been slow. Occasional

schools of yellows are being metered with the electronics so there are some yellowtail around that could change their habits and start biting better. What has been very good around the Islands has been the fishing for reds, an assortment of rockfish, whitefish and an occasional lingcod. The most recent trip aboard San Diego out of Seaforth Sportfishing was a full day trip that had excellent bottom fishing and returned with limits of reds and limits of rockfish.

• If you want to try for yellowtail around the Islands, yo-yo iron has been working best with dropper loop fished sardines also producing occasional hookups. Good choices for yo-yo iron include Salas 6X, Salas 7X and Salas 6X Jr. jigs in blue and white scrambled egg as well as blue and chrome colors. Most of the yellowtail activity has been found while working sonar marks found on the warm water side of temperature breaks found off the weather side of North Island and to the northeast of North Island. The cooler water around the Islands has been down around 56 degrees and the warmer water has been up around 59 degrees. Best areas for the bottom fishing around Los Coronado Islands have been to the northwest and to the north of North Island in 30 to 60 fathoms.

County coastal areas have been focused on fishing for rockfish since the seasonal rockfish/groundfish closure came to an end on April 1. The fishing at coastal and at offshore rockfish areas has been excellent as anglers have been able to fish rockfish areas without the depth restrictions of recent years.
