Rohit SACRAMENTO—A standoff between two of the world’s largest economies on offshore drilling doesn’t appear to be losing any steam, as the state of California refuses to let up in its challenge of the White House’s plan to pursue oil exploration opportunities in federal waters off the West Coast. The latest salvo in the ongoing backand-forth between policymakers in Sacramento and the White House is a State Senate resolution seeking to maintain California’s role in determining whether certain federal actions are harmful the state’s coastal lands and waters. State Sen. Hannah-Beth Jackson, D-Santa Barbara, introduced Senate Resolution 32 (SR 32) on April 11; the resolution challenges a possible policy shift within the National Oceanic and Atmospheric Administration (NOAA), where California’s role in the state-federal relationship could be weakened. Federal law, as it stands right now, allows California to determine

– and potentially influence – whether major decisions handed down from Washington, D.C. would be consistent (or inconsistent) with the state’s Coastal Management Program. The Coastal Zone Management Act of 1972, a federal law effectively creating a flexible partnership between Washington, D.C. and states, mandates such deference. A proposed rulemaking, however, would streamline federal decisions, which could take away state input on local or regional issues. “The unwarranted removal or weakening of [Coastal Zone Management Act] consistency authority could leave the state in a weakened posture in the face of emerging federal offshore drilling proposals and related decisions leading up to the implementation of an outer continental shelf (OCS) offshore oil and gas lease sale,” Jackson’s resolution stated. The Coastal Zone Management Act allows California to participate in a decision-making process where federal policies or directives could effect the state’s coastal resources and economies, according to SR 32. “This federal consistency determination utilizing the CZMA effectively provides an essential partnership opportunity between coastal states, local governments, and federal agencies

Scuba diving was banned throughout the country except in a few specific locations until 2005 for fear that divers might loot the countless antiquities that still lie scattered on the country’s seabed.

Ancient shipwrecks and even many more recent ones are still off-limits. Now that seems to be gradually changing, with a new project to create underwater museums.

Port of Vancouver breaks cargo tonnage record for fifth consecutive year VANCOUVER, Washington (AP)— The Port of Vancouver chronicled record-breaking cargo tonnage in 2018 at 8.1 million metric tons, an 8.3 percent increase over the 7.5 million in 2017. The Columbian reports this marked the fifth consecutive year the port tonnage had set a record. Total imports increased by

6.2 percent, climbing from 1.24 million metric tons in 2017 to a record-breaking 1.32 million metric tons in 2018. Steel commodities continue to be the largest imports at the port by volume, and in 2018 the port moved 830,912 metric tons – an increase of 16.6 percent. Subaru also had another record-breaking year by importing 91,544 vehicles – 4.1 percent more than the previous year. Overall exports increased by 8.7 percent in 2018, with strong gains in several commodities. Corn exports climbed 61.3 percent and copper concentrate increased by 40.7 percent. There was lots of commercial traffic and debris with which to contend.”

Prioritizing Recreation: Advocacy Group Seeks Inclusion of Boating in Policymaking National Marine Manufacturers Association campaigns federal legislators to be more receptive of boaters in developing infrastructure policies. By Parimal M. Rohit NATIONWIDE—Recreational boating plays a major role in the national economy and should not be overlooked by legislators as they craft outdoor policy. This was the message of a letter sent to the leadership of the House’s Committee on Transportation and Infrastructure on March 25. The letter, which was penned by Nicole Vasilaros, the senior vice president of government relations and legal affairs for the National Marine Manufacturers Association (NMMA), requested a specific “Recreation Title” be included in any infrastructure package addressing recreational outdoor needs. Vasilaros’s letter included several policy recommendations for committee members

Peter DeFazio and Sam Graves. “While roads, bridges and commercial airports are key infrastructure touchpoints, infrastructure that improves the use and enjoyment of our environment – both on land and by water – and encourages outdoor recreation, should be also considered,” the letter continued. The March 25 letter went on to boast the contributions of recreational boating on the U.S. economy.

SAN DIEGO—April is here, which means San Diego area yacht clubs will be hosting regattas with regular frequency during the next few months. San Diego’s first-ever regatta was held 167 years ago this month, shortly after the formation of Pacific Pioneer Yacht Club. A news report in the San Diego Herald stated the Pacific Pioneer Yacht Club opened its doors on March 16, 1852 and had 15 members (including seven military officers). The yacht club would hold its inaugural regatta less than one month later on April 6, 1852. An entry from the San Diego Herald’s coverage of the first-ever regatta in America’s Finest City was shared on the San Diego History Center’s website; the news report stated the fleet arrived at the local Long Wharf at 8 a.m. on April 6, 1852. “The vessels were under way at 11; booming-out was allowed, but no sweeping; the race started at 11:30 but the wind died before 12. A light breeze came up at 12:10,” the San Diego Herald’s news report stated, as told on the San Diego History Center website.

The regatta’s first place winner took home a “magnificent gold-chased drinking cup valued at $250.” A silver speaking trumpet was awarded to the second place winner, with third taking ohm a suit of colors. Following the regatta was a sac-race at 4 p.m. and a dinner at the clubhouse at 6 p.m. Admission to the dinner was $10 for men and $5 for women. The news report of this first-ever regatta in San Diego appeared on page 10 of the April 10, 1852 issue of the San Diego Herald. Fifteen vessels participated in the regatta, according to the first-ever volume of Hunt’s Yachting Magazine. The vessels were Plutus, Fanny, Josephina, Major Allen, General Hitchcock, Lavinia, Spun Yarn, Contreras, Lone Star, Venie, Playa, Case and Heiser, Bob and Ocean Tub. Eight of the 15 vessels were schooners; the other seven were sloops. “The distance to be sailed is twenty-two miles,” an entry in Hunt’s Yachting Magazine about the regatta said.“The yachts will weigh with the seabreeze, and run up the bay as far as Gray’s Point, back, and beat out to Point Loma, then back, and return to the starting point.”

“Recreational boating is a significant contributor to the U.S. economy, generating $170.3 billion in annual economic impact that supports more than 35,000 businesses and 690,000 jobs. Additionally, the outdoor recreation economy as a whole – which is driven by boating and fishing and includes RVing, guided tours, and motorcycling and ATVing – accounts for 2.2% of U.S. [gross domestic product], $734 billion in gross economic output and 4.5 million jobs. “In terms of [gross domestic product], outdoor recreation is larger than mining, utilities, and chemical products manufacturing,” Vasilaros continued in her letter. “For our industry – and the entire U.S. economy – to continue to grow, it is essential that recreation infrastructure be addressed in a comprehensive infrastructure proposal.” One of those key infrastructure initiatives Vasilaros referred to was federal dredging. Vasilaros specifically stated Congress must “address critical dredging needs,” as it effects recreation boating, and study recycling alternatives for dredged materials. “[The Army Corps of Engineers] prioritizes dredging funding by total tonnage, failing to properly account for lower tonnage harbor needs and the value in creating access for recreational activities,” Vasilaros said. “Under this flawed system, federal navigation maintenance, dredging and dredged material management projects are conducted almost entirely in the nation’s largest port districts, thereby ignoring the needs at smaller ports used by recreational boaters and anglers.” She added bays and harbors become filled with debris, mud, silt and other materials over time, eventually reducing waterway depth and creating environmental and safety standards. “Proper dredging of these sediment materials plays a critical role in providing access to the recreational boating and fishing communities and maintaining clean and healthy waterways for local ecosystems,” Vasilaros said. Other recommendations posted in the Vasilaros letter called for Congress to consider: • A review of the Army Corps’ recreational infrastructure assets to determine new investment areas • Ensuring recreational projects, amidst a backlog of nearly $2.28 billion in repairs, are properly funded • Boosting the gas tax to provide additional revenues for conservation funding • Assessing the status of aquatic invasive species, nationwide • Investing in pump-out and decontamination stations • Improving broadband access at federally managed lands and waters, and • Enhancing the overall recreation economy. “The benefits of expanding and improving the outdoor recreation economy are clear and compelling,” Vasilaros would later write. “A recent study confirmed that for every dollar Congress invests in the National Park Service, $10 is returned to the U.S. economy.”

Ichthus Unlimited was awarded a $945,000 grant to develop and sustain a farm production model for bluefin tuna. The Iowa-based company would use the funding to establish a tuna hatchery operation in San Diego. The San Diego hatchery would cultivate tuna eggs and grow them into juvenile fish. Blips on the Radar Latest News Updates Port of L.A. publishes 2019 Mariners Guide and Tide Tables What Happened: All vessel operators navigating in and around the Los Angeles Harbor are encouraged to review and keep the 2019 Port of L.A. Mariners Guide and Tide Tables. Most of the guide focuses on commercial vessel traffic and tugboats, but a few elements are dedicated to recreational boating and other activities. The guide specifically includes boating safety information, small vessel safety standards, instructions for emergency calls, guidelines for managing inclement weather, vessel operating procedures, environmental policies, marine mammal viewing protocols and a directory of all the marinas in the Port of L.A. Also included in the guide is a metric conversion table and information on tides, sunrises and sunsets. What’s On Tap: The guide provided broad direction of impending redevelopment at the Port of L.A. – specifically along the San Pedro and Wilmington waterfronts. “The Port of Los Angeles funds and maintains the LA Waterfront, a tourism, recreation, and retail destination of more than 400 acres of prime waterfront property set against the backdrop of our nation’s busiest port,” an excerpt of the mariners guide stated. “The port has invested more than $600 million in public access enhancement and waterfront development projects to date – with plans to invest another $400 million over the next decade – and remains committed to delivering projects that provide additional open space and encourage public access, while utilizing a sustainable approach to design, planning, and urban architecture. “For the last decade, the port has also been at the forefront of revitalization of the LA Waterfront, improving public access to the water, developing public-friendly amenities and infrastructure, and transforming the harbor shoreline into a worldclass visitor destination,” the mariners guide continued.

Fourth annual California Boating Congress focuses on 2019 priorities What Happened: The Marine Recreation Association hosted the 4th annual California Boating Congress in Sacramento, March 5-6. More than 80 marine industry leaders and professionals met at the Embassy Suites by Hilton Sacramento Riverfront Promenade Hotel, not too far from the state capitol building. Topics discussed during breakout sessions focused on attempts to increase fishing participation rates in California, a campaign to reduce sales and use taxes on watercraft and water quality regulation. Boat shows across the U.S. are incorporating “career days” into their schedule Some perks of boat show “career days,” which provide more than 41,000 jobs in California alone, have been free entry and networking with major players in the marine industry. By Devon Warren-Kachelein NATIONWIDE—A common concern seemingly crossing the desk of this writer on a regular basis is how to garner a younger audience in the boating industry, be it through sailing competition or increasing yacht club memberships. In Southern California especially, there is a specific niche for boating-related activities, but at the same time a noticeable decline in participation of younger crowds. Is there a way to get the younger millennial generations more involved? One obvious way seems to be boat show organizer moves to include more marine-based career days and networking opportunities. In the recreational field alone, think of how many people in the marine industry are working to connect boaters to their beloved vessels – sales teams, brokers, manufacturers, and more. Recreational boating is certainly one thing (a hobby that draws 141.6 million participants every year), but on the West Coast, San Pedro is breaking record numbers each year for longshoremen who are moving containers. Commercial boating and other marine-industry careers are available in numbers to those who have the skills and proper training to take on the trade. LinkedIn, a popular career searching tool, currently advertises thousands of jobs available by simply searching “marine industry” – that doesn’t even account for the many title specific careers that could pop up when searching in depth. In an attempt to attract more people to boat shows (and as a benefit for vendors/sponsors who are looking to

employ qualified people in the marine industry), it has been a rising trend to feature boating career days or seminars to the shows.

Boating Careers Available Ask most people how they got their current position and few of them will likely say it was through cold applying. Statistically, networking is the best way to find a new career. By adding career fairs to boat shows, it makes it easier to connect face-to-face with industry professionals. For younger adults, those who are high-school- or college-aged, it’s the best time to begin looking into interesting careers and making those valued connections. According to statistics presented by National Marine Manufacturers Association (NMMA), in California alone recreational boating offered 41,125 jobs in 2018. Of those jobs, 28,749 were direct jobs and 12,376 were indirectly related. The annual report stated manufacturers and suppliers, sales and services, boating activities and business tax revenue contributed $13 billion to California’s economy. While some may think that boating is only a rich man’s hobby, NMMA reports that it is actually enjoyed by many Americans across the United States who fall into the middle class income bracket. As far as careers offered in this lucrative industry, there are varying positions available for people of all skills sets and educational levels.

IN MEMORIAM Michael Sachs, Westrec Financial founder, dies at 77 LOS ANGELES— Michael Sachs, founder of Westrec Financial, has died; he was 77. He passed away at his home, peacefully, on April 11. Sachs Michael Sachs founded Westrec Financial in 1987; he was also the brain trust behind the formation, development and capitalization of Westrec Marinas. Prior to Westrec, Sachs practiced law and was a partner at Agnew, Miller and Carlson; he also practiced law at Kindel and Anderson. He started his own firm, Sachs and Phelps, in 1982 and served as the executive vice president and general counsel of Public Storage Inc. between 1982 and 1990. Sachs is survived by: his wife, Maureen; sister, Rosanne Ezer; nieces, Debbie and Melissa; and, grandnephews, Bradley and Derek. His immediate family held a private service and requested privacy during the mourning process. The family also requested no flowers or phone calls to the residence. Another perk of the marine industry, according to Seattle Boat Show’s website, was the average salary for such positions was advertised as $70,800. New England Boat Show, meanwhile, reported in February it had set record attendance. An article published by Boating Industry stated one of the show’s highlights was Boating Career Day, which took place on Feb. 15. Marine Trade Association of Massachusetts welcomed 130 students, hailing from all over the New England area, with presentations and question and answer sessions with nine marine and boating executives. MARINA DEL REY—A new Trader Joe’s at Marina del Rey’s Pier 44 was all set to open on April 12, with the company’s public relations team announcing a formal grand opening of the waterfront store on a Friday morning. The April 12 opening, however, was cancelled less than 24 hours later, with doors set to open later in the month. “The Trader Joe’s Marina Del Rey store was set to open on April 12th. We’ve just gotten word that the date has been pushed back, due to some last minute preparations. The store is still expected to open this month, however I’ll share an exact date with you, once it is confirmed,” Kenya Friend-Daniel, Trader Joe’s public relations director, stated in an email on April 3. An email sent to The Log on April 2 stated the Trader Joe’s in Marina del Rey, which had been in the works for years, was set to open at 9 a.m. on April 12. The grand opening festivities would continue throughout the day, with a ribbon cutting at the start. Those visiting the store on its first day in business would be offered food tastings and giveaways. Trader Joe’s has been positioning its Marina del Rey location as a destination for local mariners and residents alike. “The much anticipated waterfront store will offer boat ramps and feature murals that pay tribute to local landmarks and attractions including nearby yacht clubs, Mother’s Beach and Fisherman’s Village,” the official Trader Joe’s statement on its Marina del Rey location said. Los Angeles County, which oversees Marina del Rey, had been working to bring a Trader Joe’s, West Marine and other retailers to Pier 44 for some time. The larger redevelopment project was to also include dining and recreational options. Pacific Marina Venture was given the green light to redevelop Pier 44 a few years ago, with plans calling for new dry boat stacks, an updated marina and space for a yacht club to be included with the new Trader Joe’s and West Marine. Plans for the new marina called for 141 slips and five end-ties, a dramatic change from the 232-slip marina (with seven end-ties) at Pier 44 prior to redevelopment. A fully redeveloped Pier 44 was also set to include a public promenade, bicycle paths and water taxi, according to L.A. County staff. Such amenities, county staff added, would improve public access to the waterfront. Redeveloping Pier 44 also called for the demolition of existing docks and 15,000 square feet of existing landside

uses, which included a boat launch ramp, public parking and a yacht anchorage. L.A. County staff, in 2012, anticipated the project redevelopment would cost $23 million. The Log will follow this story up with an in-depth feature story about the new waterfront redevelopment at Pier 44, comparing what exists today to what was at the same location prior to the start of work. Trader Joe’s is a national grocery chain, which started in the Los Angeles area in 1967; there are 500-some stores in 41 states and Washington, D.C.

lem of derelict boats in the Zuñiga Jetty anchorage grew exponentially once it became the last-resort anchorage around San Diego after the Port District closed the notorious A-8 Anchorage off National City in 2008. The Navy, which owns the adjacent beach, reports that they removed 61 sunken, beached or broken-up boats between November, 2010 and September, 2017, 24 boats in 2017-2018 and 18 already in the first three months of 2019. The area has become a general dumping ground for unwanted and deteriorating boats and equipment that the owners either don’t want or can’t pay for disposal. Intense wave action from winter storms causes the vessels to deteriorate and disintegrate. About 20-50 wrecks now sit underwater. These boats also represent an environmental nightmare, with many polluting waters through leaking fuel and other hazardous materials. One abandoned boat broke apart, spilling 200 to 400 gallons of fuel. Clean ups and disposals are also costly; a single broken boat cost $50,000 for environmental remediation. SAN DIEGO—The city of San Diego, which controls the Zuñiga Jetty Shoal waters, finally developed and passed an ordinance dealing with abandoned boats that often break apart and foul the waters and beaches by North Island Naval Air Station. In the works since committee approval in October 2017, the ordinance received its first unanimous vote April 9. It’s taken so long to find a solution because multiple governmental jurisdictions are involved. I’ve heard rumblings this ordinance seriously disadvantages low-income and frugal boaters seeking an unrestricted anchorage, particularly fishermen and long-distance sailors wanting a free spot to lay up before traveling onward. Yet the way this ordinance is structured shouldn’t pose a problem for responsible boaters needing a shortterm anchorage. The proposed law – it won’t be official until the City Council votes a second time – bars anchoring by unattended vessels for more than two hours near Zuñiga Jetty. Mariners, under the law, could still anchor there, theoretically for as long as desired –provided someone is physically aboard the boat. They can anchor there for a few days, a week or even longer, but they can’t leave the boat with no one aboard for more than two hours. DANA POINT—Efforts to put Dana Point Harbor Partners, the private development team tasked to oversee the revitalization of Orange County’s southernmost harbor, on the record to confirm the merger of venue’s two marinas proved to be a challenge. The Log can re-confirm the news originally reported in the publication in early March: Dana Point Harbor’s East and West marinas are officially consolidated into one large entity. There are more than 2,400 slips at both marinas, combined. East Marina and West Marina had previously operated independent of each other. The Log, however, reported the marinas were being merged, as part of Dana Point Harbor Partners’ next step in the waterfront revitalization project, which has been ongoing for more than 20 years. Dana Point Harbor Partners, however, was designated as the revitalization’s project manager in 2018. Bellwether Financial Group, which is part of the recently created Dana Point Harbor Partners entity, formally announced the creation of “The Marina at Dana Point,” which is the new name

of the merged East Marina and West Marina. Dana Point Harbor Partners, comprised of three development groups, stated The Marina at Dana Point creation is part of the entity’s “One Harbor, One Marina” vision. Bellwether Financial will oversee The Marina at Dana Point. Kelly Rinderknecht was announced as the new marina’s general manager. Rinderknecht served as the general manager of West Marina since 2004. “The joining of the East and West Marinas into one marina is the first step in our pursuit of a revitalized, worldclass marina at Dana Point Harbor,” Ralph Grippo, principal of Bellwether Financial and former president of The Irvine Company’s hospitality division, said in a released statement. “This merger will allow us to deliver a premiere recreational boating experience to a unified Harbor community.” Rinderknecht and her staff will be based out of their office at 34555 Casitas Place in Dana Point; the main office phone number is 949-496-6137. The office will serve as the headquarters for Dana Point’s revitalization; boaters will also be able to manage their billing, leases and slip reservations at this office. The marina’s management team is now looking to add to its waiting list for slips; the separate waiting lists at East Marina and West Marina were combined as part of the merger. NEWPORT BEACH—News reports of the giant sea bass fishery steadily recovering after years of decline do not appear to be greatly (or even mildly) exaggerated, thanks to coordinated efforts in Newport Beach and elsewhere to restore the species in sustainable numbers. The current state of the giant sea bass was actually prime fodder at a recent Newport Beach Chamber of Commerce meeting, where a member of the Balboa Angling Club gave a presentation of the conservation and recovery efforts surrounding the species. Balboa Angling Club’s Mike Berdine provided a broad overview of the history and effectiveness of white sea bass pens at Newport Beach Harbor; the first-ever pen arrived in Newport Beach in 1993. The Pacific Fisheries Enhancement Foundation, or Pac Fish, co-operates the Newport Beach Harbor pens with Balboa Angling Club, according to Berdine. No one has complete data of the whether conservation or restoration efforts have fully paid off, Berdine added, but there is certainly visual evi-

dence confirming progress. “We know [more than] 2,000,000 white sea bass have been released through the Ocean Resources Enhancement and Hatchery Program from grow-out pens ranging from San Diego to Santa Barbara,” Berdine told The Log in an email. “While we don’t have exact statistics on the benefits of the program, we know the species was depleted when the program started and now large white sea bass are being caught up and down the Southern California coast.” The goal of the Ocean Resources Enhancement and Hatchery Program, according to Berdine, is to counteract coastal fish depletions through restocking. Conservation and restoration efforts actually date back to 1982, when all fishing of black sea bass were banned within California waters. More than two million white sea bass have been tagged and released since 1986, Berdine added, with data collected from 1,200 or so recoveries. Sea bass definitely appear to be making a comeback, but no one is in a position to take the foot off the pedal when it comes to maintaining or improving fish stocks, according to Berdine. “When it comes to conservation of fish stocks, it seems there is always need to continue the work,” Berdine told The Log. The Balboa Angling Club, fortunately, has been up to the task. “We have a range of responsibilities taken by our volunteers. Currently, we have another dozen or so volunteers who help out on special events like fish deliveries, education days, and cleaning and repair events. There are also four people handle daily work duties of feeding, taking instrumentation readings and cleaning,” Berdine said.

U.S. Army Corps of Engineers awards $3.657 million dredging contract to Manson Construction, set to begin at the end of April and reach completion by May 24. By Devon Warren-Kachelein OCEANSIDE—Last year may have been a dramatic year in regards to dredging for Oceanside Harbor, but this year appears to be different. On March 29, the U.S. Army Corps of Engineers awarded Oceanside a dredging contract. The contract, which was made between Manson Construction Company based in Seattle, Washington, costs $3.675 million and creates an annual dredging project in the harbor. According to Harbor Division Manager Ted Schiafone dredging activities are set to begin on or around April 22. The completion date for the dredging project is before Memorial Day weekend, which usually kicks off the busiest time of the year for boating. The Army Corps anticipate the completion date to be May 24. In a statement released by the Army Corps, it says: “The contract calls for the removal of about 200,000 cubic yards of beach-quality sand from the harbor’s entrance channel and its placement along Oceanside’s beaches. The project’s local sponsor is the city of Oceanside.” The Army Corps continued: “Manson is placing the dredged material along the coastline, from the San Luis Rey River to points south of Oceanside Pier. The material is compatible with sand on the beach,

and the placement of the material is economically beneficial, enhances the city’s recreational assets and increases protection for oceanfront homes and business that are susceptible to impact from storms.” Manson Construction, a business geared towards marina infrastructure projects since 1905, will begin the new dredging assignment in Oceanside after they complete a current contract in Ventura. Dredging is an important process in any harbor, but Oceanside served as an example last summer when dredging was postponed until fall 2018. National Oceanic and Atmospheric Administration (NOAA) describes dredging as “the act of removing silt and other material from the bottom of bodies of water,” and says, “It is a routine necessity in waterways around the world because of sedimentation – the natural process of sand and silt washing downstream – gradually fills channels and harbors.” When a harbor is not dredged for sand, this can be especially concerning for boaters since sand builds up and causes more tumultuous water. Dredging also plays an environmental role in some cases where is reduces pollutants in the water that could harm humans and animals. The Army Corps stated: “The annual dredging project is conducted to maintain the federal channel within the harbor at its authorized federal depth and to provide safe navigation for recreational, commercial and military vessels that use it.” Oceanside Harbor is one of four annual dredging projects conducted by Los Angeles District, according to the Army Corps.

NATIONWIDE—Two Southern California harbors in the running for the “Best Harbor in the U.S.” title failed to make the final cut, with a New England area waterfront ultimately being recognized by USHarbors.com as the country’s most popular boating destination. The harbor in Padanaram, Massachusetts won the crows-sourced title of “Best Harbor in the U.S.,” it was announced by USHarbors.com on April 15. USHarbors.com staged a nationwide voting campaign to determine this year’s “Best Harbor,” with nearly 1,500 votes cast nationwide. A Northern California harbor was among the five

honorable mentions. The crowd-sourced contest began in January and solicited votes from U.S. Harbors readers; 90 harbors were shortlisted for the vote. San Diego Harbor and Avalon Harbor were the two Southern California candidates for the “Best Harbor” title; neither location fared well, with both missing out on the top spot and five honorable mention slots. USHarbors.com recognized two West Coast harbors as runners-up: Sausalito Harbor (just north of San Francisco) and Florence Harbor (in Oregon). The other runners-up were Lubec Harbor (Maine), Rockland Harbor (Maine) and Oyster Bay (New York). Padanaram is located on South Dartmouth – which is south of Boston and east of Providence, Rhode Island. The harbor is home to New Bedford Yacht Cub and South Ward Yacht Yard. The city, sitting on the Apponagansett River, became shipbuilding village in

the mid-1700s. New Bedford YC hosts the bi-annual Buzzards Bay Regatta. AVALON—Imagine racing with a partner, tethered together, on a 27-mile course that includes running and swimming – that means running in wetsuits and swimming in shoes. It turns out Avalon may be hosting a race of this caliber on an annual basis. One the most challenging endurance competitions, ÖTILLÖ Swimrun, was approved by Avalon’s City Council to come to Catalina Island from Feb.29March, 1 2020. There was an outpouring of support at the meeting, including from Tony Budrovich, CEO of Catalina Island Conservancy. Budrovich cited ÖTILLÖ events have been largely environmentally conscious, leaving no waste behind. While other athletic events could produce trash, the running/swimming combination does not. One of Catalina’s challenges has been keeping the small island clear of trash, especially during the high tourism seasons. Events creating too much waste are potentially hazardous to the envi-

ronment, but ÖTILLÖ’s environmental awareness makes it a fit for Catalina Island. Andy Hewitt of Swimrun Americas, Inc. gave a presentation on the event and stated that approximately 1,500 people could be expected to visit Avalon during the game, which could translate into $450,000 or more in revenue. Mayor Ann Marshall stated she felt this is the kind of event city staff would encourage to take place on Catalina Island. City council members unanimously agreed to give the race a chance for the upcoming year, with data gathered after the completion and a $5,000 contribution from city funds. Further sponsorship of the potentially annual event would be considered at a later date. Council member Richard Hernandez was absent from the meeting. ÖTILLÖ Swimrun “was born from a drunken bet,” according to the official website, after four Swedish friends (Anders Malm, a hotel owner; Janne Lindberg and the Andersson Brothers) challenged each other to this unique

Maritime swap meets provide grounds to find some pretty spectacular things, but also give attendees a change to explore harbors in a different area like Santa Barbara. Treasure hunters everywhere are invited to attend Santa Barbara’s Annual Harbor Nautical Swap Meet on Saturday, May 25. Santa Barbara’s Nautical Swap Meet, in its 10th year, is a fan favorite among boaters. Not only is admission free, but free coffee, fruit, donuts and other treats are provided by Harbor Merchants Association. take part in a hazardous material turn-in event. “And while taking inventory of what you need to buy or sell, check your dock box too, since again this year the Waterfront Department will sponsor a Hazmat Turn-in event … in conjunction with the Swap Meet. Next to the Swap Meet, you’ll find a marked disposal area for hazardous materials you may want to dispose of before boating season hits high gear—items like waste oil, old cans of varnish, lacquer or paint, or small amounts of gasoline or diesel,” Kronman said. Kronman continued: “The Hazmat Turn-in is funded in part through a CalRecycle usedoil grant. In an effort to limit the Hazmat event to harbor boat owners only, an “entry ticket” will be included in May’s slip billing. The ticket entitles slip permittee to dispose of any appropriate items from their boat or dock box.” Taking place from 8 a.m. until noon at Marina 3 parking lot, there is still time to

46th Newport Boat Show comes to Lido Marina Village, April 25-28 NEWPORT BEACH — Springtime is in full bloom at Lido Marina Village, which means its time for Newport Beach’s postcard destination to again host annual Newport Boat Show, an in-water event presenting the largest collection of big yachts west of the Mississippi. The nautical event returns to Newport Beach, April 25-28. The Newport Boat Show is the West Coast’s premier big boat and yacht show, showcasing more boats in the water than any other event in the region. This year’s attendees will be able to step aboard and compare the unique features of more than 200 pleasure boats, with no size limit on the bigger boats. Brand-new models and oceantested brokerage yachts pre-loaded with sought-after amenities, coastal and long-distance cruisers, dayboats, center consoles, sportfishers, catamarans, pilothouses and other styles will all be on display at the Newport Boat show, which returns to Lido Marina Village. Beneteau GT50 The Beneteau Gran Turismo 50 (GT50) will be making its Newport Beach debut, thanks to South Coast Yachts. Highlighting the GT 50 are a modern flybridge, three staterooms and IPS Volvo 600s (435 horsepower each). Also available at the South Coast Yachts display: the Antares 23 weekender.

Four yacht clubs hosting 2019 California Offshore Race Week This year’s regatta features a new race: the CA 500 from San Francisco to San Diego. By Parimal M. Rohit STATEWIDE—This year’s Memorial Day Weekend will be a treat for sailing fans, as four yacht clubs up and down the state will co-host the 2019 California Offshore Race Week, May 25 to June 1. The four clubs joining together for the race week are: Encinal Yacht Club, Monterey Peninsula Yacht Club, Santa Barbara Yacht Club and San Diego Yacht Club. One of the new elements added to

this year’s weeklong sailing competition is the CA 500, a race from San Francisco to San Diego. The inaugural CA 500 is reserved for monohulls with an ORR rating of 1.06 or higher and multihulls with an LOA of 45 feet (ORR-MH rating of 1.4 or higher). Qualified monohulls and multihulls competing in the CA 500 race will begin at St. Francis Yacht Club and head south toward San Diego. The approximate length of the race, which is presented by San Diego YC, is 500 nautical miles. Racing takes place May 30 to June 1. The race is intended for large, fast boats with deep drafts and could be held every other year. Kicking off the 2019 California Offshore Race Week is the Spinnaker

Cup, which is jointly presented by Encinal YC and Monterey Peninsula YC. Sailing teams will race from San Francisco to Monterey, May 25-26. The second race of the week is Coastal Cup, which runs May 27 and 28 and is presented by Encinal YC and Santa Barbara YC. The Coastal Cup starts in Monterey and finishes in Santa Barbara. Leg Three of California Offshore Race Week is the SoCal 300, which runs from Santa Barbara to San Diego and is presented by Santa Barbara and San Diego yacht clubs. Rohit CATALINA ISLAND—The 39th annual Cabrillo Beach to Dana Point “Around Catalina” Race is on deck, this Memorial Day Weekend; the annual regatta, which first launched in 1981, kicks offs at Los Angeles Harbor, continues to Catalina Island and comes to an end at Dana Point Harbor. Racing begins on May 25

and continues through May 26. The “Around Catalina” Race, where sailors literally go around Catalina Island as they head from San Pedro to Dana Point, is co-sponsored by Cabrillo Beach and Dana Point yacht clubs. Both organization joined forces to create the race nearly 40 years ago. It was originally called the Historic Mariners Race but later changed to Around Catalina Race, as to no longer give off the impression it was a regatta of old, classic boats. Teams must submit an online entry and $125 fee ($150 for late entries) in order to compete. The race will be divided into PHRF and Cruising classes; one-design boats

will compete as PHRF. An awards party will be held at Dana Point Yacht Club on May 26. Rohit LONG BEACH—The British have come, and they are taking the Congressional Cup with them – again. A five-day sailing series pitting the United States against Great Britain resulted in the island nation on the other side of the pond winning this year’s Congressional Cup. Ian Williams (Great Britain) and Team GAC Pindar defeated Scott Dickson (USA) to capture the team’s fourth-ever Congressional Cup, April 7. Taylor Canfield (USA) and Johnie Berntsson (Sweden) rounded out the leaderboard with third and fourth place finishes, respectively. Williams said he started off slow, placing sixth at the end of the first day of racing, but eventually picked up the pace. “We were not really on our game on Day One,” Williams noted. “I haven’t sailed in a monohull since this regatta

last year. But it’s always about just being good enough to get through. As long as you get through each round, and build momentum; that’s how match race regattas work. It’s not how you start, it’s how you finish.” Williams joins Gavin Brady, Canfield, Rod Davis and Peter Holmberg as four-time Congressional Cup winner. No one has ever won the cup five times (or more). Dickson was hoping to be the third person from Long Beach YC to win the Congressional Cup; the only two club members to win the Congressional Cup were Tommy Pickard (1971) and Davis (1981). This year’s Congressional Cup skippers were: Williams, Dickson, Canfield, Bermtsson, Maxime Mesnil (France), Nicklas Dackhammar (Sweden), Nick Egnot-Johnson (New Zealand), Will Boulden (Australia), Harry Price (Australia) and Chris Poole (USA). Long Beach established the Congressional Cup in 1965; it has since been hailed as the “grandfather” of match racing. Several roads still closed as Eastern Sierra Trout Opener approaches This year’s winter season dumped a lot of snow at or near many freshwater lakes in Inyo and Mono counties.

EASTERN SIERRAS—”Fishmas” - the nickname bestowed upon each year’s Eastern Sierra Trout Opener - is around the corner, with many anglers hoping to drop a line in their favorite freshwater lakes beginning April 27. But what has the most recent winter season, which brought a substantive amount of rain and snow to the state, done to the Eastern Sierras? Are the access roads to and through the Eastern Sierras navigable? Here are a list of road closures, provided by officials at Inyo and Mono counties (where most of the Eastern Sierra freshwater lakes are located).

Latest attempt to change the way California issues fishing licenses moves forward to the Assembly Appropriations Committee. By Parimal M. Rohit

SACRAMENTO—The first hurdle in the dogged attempt to reform California’s fishing licensing system was cleared on April 9, as the Assembly’s Committee on Water, Parks and Wildlife unanimously voted in favor of Assembly Bill 1387 (AB 1387). The bill is the latest attempt to shift California’s fishing license scheme from a calendar regime to a 365-day system. Assembly member Jim Wood introduced AB 1387 at the start of the current legislative session. AB 1387 now moves forward to the Appropriations Committee, which California Sportfishing League hailed

as a “graveyard” for sportfishing bills. A hearing is scheduled for April 24. California Sportfishing League, a recreational fishing lobby actively advocating for the passage of AB 1387, stated the bill has already received support from more than 60 national, state and local organizations. The lobby group has been urging anglers to contact their legislators and campaign for the passage of AB 1387. The Assembly Committee on Water, Parks and Wildlife published a legislative analysis of AB 1387 on April 5 and included a statement by Wood as to the bill’s significance. “Sport fishing and fishing tourism is a key component of rural economies in my district and across the state. Unfortunately, California has seen a dramatic decline in fishing participation statewide,” Wood stated. “There are over 14 million more people in California today than there were in 1985. Despite this significant increase in population, there are 1 million fewer

sport fishing licenses being sold today than there were in 1985.” Wood, through his statement in the legislative analysis, added the calendar licensing system currently in place often discourages anglers from purchasing a license. The new regulation, according to the state’s Department of Fish and Wildlife (DFW), “adds a 6.75-inch minimum fillet length and requires that the entire skin remain intact, allowing legal-sized California sheephead to be filleted on board vessels while at sea and brought ashore as fillets.” The new regulations, according to DFW staff, will be included in the supplemental sportfishing regulations booklet. Also included in the supplemental booklet are updated regulations for black rockfish, canary rockfish, ocean salmon and Pacific halibut. DFW staff worked with the Sportfishing Association of California

to develop and establish the new regulation. The changes to sheephead fillet regulations furring the February Fish and Game Commission meetings in Sacramento. “The Sportfishing Association of California sincerely appreciates the Department and their willingness to work with the community to solve a problem which will result in the protection of our resources. This is just another example of the collaborative efforts of the Department and industry as we jointly assist recreational fishing efforts,” Ken Franke, president of the Sportfishing Association of California, said in a released statement. The first-ever Robert Ross Fishing Tournament comes to Loreto, Mexico, May 17-19. Robert Ross, the tournament’s namesake, made headlines when he caught a 430-pound yellowfin off the coast of Loreto in 2016.

Marina Puerto Escondido to host firstever Robert Ross Fishing Tournament Loreto’s play to be a sportfishing destination manifests into a big game competition. By Parimal M. Rohit LORETO, Baja California Sur—The recently updated Marina Puerto Escondido in Loreto, Mexico, has been angling to be one of Baja California Sur’s top sportfishing destinations – and rightfully so, what with the hidden port sitting on the Sea of Cortez (which many have dubbed as the world’s aquarium). A few of the most desired fish – Dorado, marlin, sailfish, tuna and yellowtail – will be sought after, May 17-19, as the first-ever Robert Ross Fishing Tournament comes to town. Anglers will be competing for a minimum payout of $8,000, though the tournament will also offer daily and

species-specific money awards. The tournament is named after Robert Ross, who reeled in a 430pound yellowfin off the coast of Loreto in 2016. Teams of four will compete for cash prizes and free entry into the Grand Final Calisureños Tournament, held in Loreto in August. The grand prize is an $8,000 minimum payout and Suzuki outboard motor; first place payouts for Dorado, tuna and yellowtail are $4,000 each (minimum). There are also brown bag pots (ranging from $500 to $5,000) and cash prizes for smallest fish ($500) and largest fish ($1,000) caught. Loreto is a small town on the east coast of Baja California Sur. Stardust’s Lone Sheep SANTA BARBARA—The 28 anglers aboard Stardust headed out to Santa Rosa Island to do some deepwater fishing on April 5. Limits of rockfish were not met but the anglers reportedly were happy with the haul they did catch. “Heading in from a great day at Santa Rosa with amazing weather,” the Stardust team wrote on its Facebook page. “We had a charter with Jaime Herrera and the boys from the city of Santa Barbara. We also did a memorial out at sea for one of our fellow fishermen and S.B. city guys. May he Rest In Peace.” Stardust staff added the 28 anglers caught 256 rockfish, 26 whitefish, 17 lingcod … and the one sheephead pictured here. “We primarily fished in deep water looking for the bigger reds and chucks,” Stardust staff stated in the Facebook post. “We did good not quite limits but really nice fish overall and very happy anglers.”

SoCal’s spring offshore fishing still highlighted by bluefin tuna and yellowtail By Bob Vanian

SAN DIEGO—The Southern California spring fishing season is beginning to blossom like a field of wildflowers as there are bluefin tuna and yellowtail biting and providing impressive action. The weather has also been improving and the upswing in the spring fishing has been right in step with the weather. Fishing on April 13 and 14 saw several sportboats out fishing for bluefin tuna and there was a good amount of success reported for bluefin tuna that ranged from 25 to 160 pounds. The best fishing was found while fishing the area around the Lower 500 Bank for boats working from 80 to 90 miles, 161 to 163 degrees from Point Loma. Some fish counts for boats fishing on 1.5-day trips on April 13 include Tribute out of Seaforth Sportfishing, which had 29 anglers catch 37 bluefin tuna. Seaforth Sportfishing also had Pride fishing a 1.5day trip with 11 anglers catching nine bluefin tuna and 21 yellowtails. Seaforth Sportfishing also had Pacific Voyager fishing a two-day trip with 20 anglers who caught 77 yellowtails and 10 bluefin tuna. Fisherman’s Landing had Condor fishing a 1.5-day trip with 26 anglers catching 21 bluefin tuna. H&M Landing had Legend fishing a 1.5-day trip with 30 anglers catching 18 bluefin tuna. H&M Landing also had Old Glory fishing a 1.5-day trip with 30 anglers catching 26 bluefin tuna and six yellowtails. Poseidon out of H&M Landing had a 1.75 day-trip with 19 anglers catching 18 bluefin tuna. The bluefin stops have been coming from stopping on sonar marks or meter marks as well as from stopping on spots of breezing fish. The spots of breezing bluefin have had the tendency to show best during the afternoon hours. Sardines and flat fall jigs have been working best for the bluefin. The offshore yellowtail has been caught while fishing around kelp paddies. There has been good yellowtail fishing around Los Coronado Islands, with some of the recent fish counts on full day sportboat trips getting up over the 200 mark. Some fish counts for boats fishing on April 14 include Grande out of H&M Landing, where 51 anglers on a full-day trip caught 227 yellowtails and six bonito. Fisherman’s Landing had Liberty fishing a full-day trip with 59 anglers who caught 262 yellowtails. Mission Belle out of Point Loma Sportfishing had a full-day trip with 35 anglers catch 134 yellowtails, eight rockfish and six bonito. San Diego out of Seaforth Sportfishing had a full-day trip with 50 anglers return with 221 yellowtails. In addition to the fishing for yellowtail and bonito around Los Coronado Islands, there has also been good fishing for rockfish. One of the best zones for rockfish has been at hard bottom areas to the north and northwest of North Island in 40 to 65 fathoms of water. Another productive rockfish zone has been while fishing the South

Anglers fishing along the San Diego County coast have been finding good fishing for a mix of bass, sculpin, whitefish, reds and an assortment of rockfish. There has also been an occasional bonus halibut, lingcod, white sea bass or yellowtail in the mix as well. There have been a few halibut biting and productive halibut areas include the sandy bottom near the Aliso Pipeline off South Laguna Beach, the area outside of the Oceanside Pier, the sandy bottom off South Ponto Beach, the sandy bottom next to the structure of the sunken NEL Tower, the sandy bottom next to the structure of the Yukon Shipwreck, San Diego Bay and while fishing sandy bottom areas outside of the Imperial Beach Pier. Up at Catalina, there has been some squid to be caught for bait at night outside of Ben Weston. Catalina has been producing an occasional white sea bass or yellowtail but it continues to be scratchy fishing. Areas where occasional white sea bass or yellowtail activity has been reported have been while fishing outside of the V’s and Salta Verde as well as off the area between Ribbon Rock and the West End. A prolonged stretch of good weather would go a long way toward stabilizing the water conditions and sparking some improved white sea bass and yellowtail fishing at Catalina. There is improved yellowtail activity to report from San Clemente Island with an occasional yellowtail biting at hard bottom areas off Pyramid Cove as well as along the front side of the Island in the White Rock area. The spring fishing season continues to improve with bluefin tuna and yellowtail grabbing the spotlight. I hope you have a chance to get out on the water and sample the springtime action.
