New Study Finds Fishing Ban in Marine Protected Area Doesn’t Negatively Affect the Fishing Industry

According to a study published in Science Advances, c onducted by a team of researchers from the Mexican Center for Marine Biodiversity, UC San Diego’s Scripps Institution of Oceanography, the Institute of Americas’ Gulf of California Marine Program, and the National G eographic Society, evidence found that large-scale, offshore, and fully marine protected areas (MPA) successfully protect biodiversity without negatively impacting fishing and food security.

On Aug. 4, 2023, the U.S. Coast Guard celebrated the 233rd anniversary of its inception. The Coast Guard has stood watch and kept the nation’s waterways safe, playing an important role in our nation’s security. This commemorates nearly two and a half centuries of valor and discipline.

Since 1790, the U.S. Coast Guard has been tasked with patrolling coasts and conducting law enforcement, security, and defense operations, safety and marine environmental protection, executing security op-

erations, and successfully being rst responders.

Over the years and still today, our Coast Guard heroes’ courage, dedication, and vigilance have been re ected in their motto, Semper Paratus , meaning “Always Ready.”

Alexander Hamilton established the foundation for today’s Coast Guard. Hamilton was an American military ocer, statesman, and Founding Father who served as the rst Secretary of the Treasury from 1789 to 1795 during George Washington’s presidency. Hamilton proposed the formation of the Revenue Marine, a seagoing military service that would enforce customs and navigation laws, collect tari s, hail inbound ships, make inspections, and certify manifests.

CDFW Director Opens

Razor Clam Fishery in Humboldt County

The Director of the California Department of Fish and Wildlife (CDFW) has re-opened the recreational razor clam fishery in Humboldt County following a recommendation from state health agencies that consumption of razor clams in the area no longer poses a significant threat for domoic acid exposure.

The razor clam fishery was closed in April of this year in Humboldt County due to the risk of domoic acid exposure. During the closure, state health agencies continued to assess domoic acid levels, which consistently exceeded the federal action level for domoic acid of greater than or equal to 20 parts per million (ppm). However, in July, clams collected from Clam Beach, Humboldt County, all had domoic acid concentrations lower than this action level.

Domoic acid is a naturally occurring toxin produced by certain types of plankton that can be harmful or even fatal to humans. Domoic acid poisoning in humans may occur minutes to hours after consuming affected seafood. It can result in signs and symptoms ranging from vomiting and diarrhea to permanent short-term memory loss (Amnesic Shellfish Poisoning), coma, or death. There is no way to prepare clams that will remove the toxin. Cooking and freezing have no effect.

The CDFW reminds clammers that the daily bag limit for razor clams is 20, and the first 20 clams dug must be retained regardless of size or condition. Each person must keep a separate container and cannot blend their clams with another person when digging and transporting clams to shore.

QUESTION :

I just bought a 65 ft. boat on the East Coast, and I am looking at di erent methods for transporting the boat to California. Since it’s too big for a truck, my options appear to be limited to sailing it here myself or loading it onto a ship. The ship would obviously save a lot of wear and tear on my boat, but I have a few questions about the process. First, I have noticed these ships will deliver a boat to Ensenada but not to California. Is there a reason for that? Second, the bill of lading includes some unfamiliar language. What is meant by a “package limitation,” and what is “general average?” Any insight that you can o er on this process would be very helpful.

ANSWER: The ships that are used in the yacht delivery trade are all foreign built and foreign registered. And most of the ships that deliver yachts from the U.S. East Coast will load their cargo in Florida. They discharge their cargo in Ensenada because they are prohibited by American “cabotage” laws from carrying cargo directly between two U.S. ports.

Cabotage laws require the transportation of passengers or cargo between U.S. ports to be performed aboard “U.S. agged” vessels (vessels registered under the laws of the United States), and U.S. built vessels. These laws are a form of protectionist legislation, and they have been a component of U.S. transportation law for over a century. The current cabotage statutes which establish these restrictions include the Merchant Marine Act of 1920 and its amendments (popularly known as the Jones Act), the “Passenger Services Act,” and various other provisions of the United States Code which de ne and regulate foreign vessels and U.S. Coastwise Trade.

a classic example of “fine print legalese,” and I congratulate anyone who has the eyesight and the patience to actually read one of these documents. Unfortunately, bills of lading are drafted to protect the steamship company and to place most of the risk of the voyage on the owner of the cargo. Cargo owners are assumed to know and understand the contents of a bill of lading, and to take whatever steps they may deem necessary to protect themselves. This is a reasonable assumption if the cargo is owned by a large retailer or manufacturing company that imports a lot of cargo. But most people who retain a yacht transport company to ship their boat are not experienced shippers.

The most onerous concept in the ocean transportation of cargo is the limitation of liability provided under the U.S. Carriage of Goods at Sea Act (COGSA). Under COGSA, the steamship line may limit its liability to $500 per “package.” The definition of a “package” may be open to discussion, but a yacht will always be deemed to be a single package. As such, a steamship line’s liability for damage to your yacht may be limited to $500.00!

A bill of lading may also require a lawsuit to be brought within a very short period of time, and it may require a suit to be brought in a foreign country (China, for example) that had no connection whatsoever to the actual voyage.

The reference to “general average” is probably the least onerous term of a typical bill of lading. General average refers to a circumstance where the crew of a ship needs to sacrifice some of the cargo to save the ship after some sort of casualty. The classic example of this is where the crew throws cargo overboard to lighten the load after the ship has run aground. In such a case, the remaining cargo shares the loss of the cargo that was

The simple solution to all of these one-sided contractual provisions is to get a cargo insurance policy for the voyage. This is extremely important, since a regular yacht insurance policy will generally not insure a boat that is being shipped as cargo. The shipping company will refer you to a company that offers cargo insurance, or you can get a referral from your regular insurance agent or broker. Talk to the cargo insurance people about the extent of coverage that may work for you and ask them to explain the bill of lading to you.

F inally, don’t rule out the trucking option completely. You may find it prohibitively expensive for a 65 ft. boat, but trucking companies do move boats of that size. The terms of a motor carrier’s bill of lading may include many of the same restrictions that are found in an ocean bill of lading, but it will nonetheless be a little less onerous. And a truck is not subject to the “cabotage” laws so it will deliver the boat directly to your nearest shipyard. The best solution, of course, is to talk to a maritime or transportation attorney and ask him or her to walk you through the process in greater detail.

Ham Radio for Cruising Mexico?

My husband John and I had a booksales booth at a West Coast boat show, and we were scheduled to give a seminar called Ham Radio for Cruising Mexico

That morning, a young couple visiting our booth slowly browsed my guidebooks to Mexico and Central America, said that circumnavigating was their dream, and they were in the process of outfitting their boat for just that goal. They bought my books, so I signed them ‘Smooth Seas to Jim and Judy.’

So, I invited them to our ham-radio seminar.

To which Jim replied, “Ham radio! You are nuts? We just bought Starlink; it’s super easy,” said Jim . “We’ll operate our business while cruising paradise.”

Judy said, “Yeah. Our boat’s gonna’ have satellite internet and stream movies all the way around the world,” said Judy.

Jim said, “We already bought a sat phone and an InReach with texting. Why on earth would we bother with more?”

WHY ON EARTH

Well, Jim and Judy have a point: all their gizmos are absolutely brilliant. But, do you know their common vulnerability? They all rely on satellites, so they’re v ulnerable to sudden failure. What if Jim and Judy were half way to Hawaii and suddenly the all their satellites went down? And a whale broke their rudder. What if they were searching for a safe anchorage outside Baja before a hurricane hit?

No, forget streaming movies; we’re talking having no GPS, no electronic charts, no satellite phones, no satellite compass, no nada!

Satellite failure is more common that we like to admit. It can be due to those huge “coronal mass ejections” that our sun has been flinging at Earth lately. Also in the news, satellites have been hacked by foreign and domestic bad guys. Satellites and civilian GPS signals have been i ntentionally dithered, as boaters experienced in the 2010s, and actually shut dow n.

HAM RADIO NETS

Most boaters who are also “hams” (amateur radio operators) say that it’s the ham radio networks (nets) that offer them the most practical value while voyaging and cruising. The nets provide free worldwide marine communications – boat to boat and boat to shore. Ham nets give boaters a chance to palaver regularly with a curated group of hams and share info. The nets also offer listeners at least two valuable services for free: Weather (official forecasts plus onsite weather reporting gathered from fellow boaters) and emergency assistance instantly - even on

the high seas.

Go ahead, listen in; it’s free. Anyone with a SSB radio can “monitor” the different ham nets to hear what’s going on, like rescue and recover work for the Lahaina fires. Ham radio nets are a purely volunteer public service that’s regulated by the FCC, and they’re free listen in. If you’re having any emergency, you can always call in for help even if you’re not a licensed ham.

Sonrisa Net: meets on 3.968 Mhz LSB, 80-meter band. Starts at 0630 PDT. The geographic range of the Sonrisa Net is smaller, centers around the central and lower Sea of Cortez, yet more boats check into this net.

California-Baja Net: meets on 7.2335 Mhz LSB, 40-meter band. Starts at 0815 Pacific Time. Covers California and the outside of Baja.

California-Hawaii Net: meets on 14.340 Mhz USB, 20-meter band. It runs daily 1600 to 1700 Zulu. This ham net transferred hundreds of emergency rescue messages during the deadly Lahaina, Maui, fires while cell-phone towers and underground cables were burned out of serviced.

VHF vs HAM

Ham nets are formatted like boaters’ familiar VHF nets - but on steroids.

Morning Cruisers’ Nets on VHF are a backbone of the cruising community. First-timers in Mexico quickly learn to tune in at 0800 (usually on VHF channel 22) to these English-speaking VHF nets that operate from boats within marinas and anchorages at all Mexico’s cruising ports. VHF is purely “line of sight” communications.

Ham nets operate on HF or high frequencies, so they cover a vast geographic reach. Voice signals can actually bounce off the Earth’s ionosphere. Ham nets can instantly link multiple radio operators (stations) located thousands of miles apart, even if some are aboard boats in the middle of an ocean, or in Coast Guard aircraft or scattered across a continent.

In both cases, someone must volunteer to be Net Control for a few weeks. He

MEXICO REPORT

Pat Rains, call sign KB6HBI, at her ham-radio station in San Diego is using ham radio to converse with her husband John at sea.

Here are four Ham radio nets that serve Mexico’s Pacific cruising grounds, the Sea of Cortez and west to Hawaii.

Chubasco Net: meets on 7.192 Mhz LSB, 40-meter band. In winter starts at 1545Z, summer 1445Z. The Chubasco Net covers the U.S. and Mexico Pacific coast, all the Sea of Cortez, south to Manzanillo, west to Hawaii.

Ham and VHF nets follow similar formats.

EMERGENCY TRAFFIC

Except, on ham nets, the first activity is “Emergency Traffic.”

“Anybody having an emergency? Medical, mechanical or otherwise? Licensed o r not, if you’re having an emergency, please come back now to Gulf Echo Tango.”

Everyone stays silent for about 10 seconds to listen for any weak radio signal possibly trying to call for help. Dozens of hams listening are ready to relay the weak station’s plight and launch the whole network into emergency action.

After a silent moment, the net control asks checked-in stations in other f requency radii to put out a call for any emergency or priority (low battery) traffic in their vicinity. One by one, nothing was heard today.

But personally, I know of at least a dozen maritime emergencies expertly handled by ham radio nets: May Day rescue after a sailboat sank, Coast Guard alerted to pirate attack on motoryacht, two vessels diverted to assist an endangered Transpac rower, Coast Guard standing by a motoryacht taking on water while halfway to Hawaii, for example.

WEATHER

After the emergency traffic, ham-net formats sound like any VHF cruisers’ net, shifting to the all-important “weather.” In ham nets, another volunteer disseminates official NOAA forecasts plus several onsite weather reports that he or she has gathered from other boaters underway. Two ham boaters listening to the same net might be thousands of miles apart, in remote or undeveloped corners of the planet - or crossing oceans.

VHF nets’ focus is local weather, which gains importance during hurricane season.

Last comes the sharing of local news, same format but a big difference between hams and VHF nets. Hams may share tsunami warnings for Alaska to Japan, or the new check-in procedures for Raitai or Mumbai.

V HF boaters’ news is local – like a jellyfish warning for divers in Agua Verde, or which La Paz store has the cheapest cerveza, where to get propane tanks refilled, who’s selling their used snorkel gear for how many coconuts.

Finally, the net-control people on both VHF and ham networks close their net frequency and turn it over to whoever wants to use that clear air space to meet more contacts.

N EWPORT BEACH — On Sunday, Aug. 20, Matthew Thomas – a coma survivor who was once given a five percent chance of living – will once again pedal his hydro bike from Avalon, Catalina, to the Orange County Sheriffs Harbor Patrol Station in Newport Beach.

Thomas is attempting to beat his previous record from August 2022, which was an 11-hour ride where he faced persistent high winds and rough waters. This time around, Thomas is aiming for a record of seven hours and a new world record for the estimated 30 miles race.

“I was thinking 11 hours is kind of a big window for others to beat, that don’t have a disability because I wasn’t really listening but I was pedaling and ped-

Thomas began training in mid-April to prepare for his goal of shaving four hours off his record time. Thomas started training daily for an hour and a half a nd then continued to add time. He is now up to four hours of training an afternoon in the ocean to go up against the water’s current.

“[I] just keep [my] legs going so it can be done,” said Thomas. “Plus, I have been riding now for 30 years. Putting Ability in Disability, PAID.”

I n 1991, Thomas was involved in a DUI crash that almost killed him. He was a passenger in a car that drove off a 30-foot bridge on Lake Sherwood, CA. Thrown from the vehicle, Thomas’s head hit the rocks, and he went into a coma. The prognosis was grim; he was given a five percent chance of survival and would remain in a coma thereafter. After three months in a coma, Thomas began a lifelong road to recovery.

“As I slowly came to, I realized I was paralyzed on my left side – couldn’t read, write, talk, shower, shave, eat or dress,” recalls Thomas.

Today, Matthew is an in-demand public speaker for Mothers Against Drunk D riving (MADD) and other organizations, a consultant, photographer, bodyboarder, and avid golfer. Thomas lives a s proof that there are no limits to the human brain. According to Dr. Philip O’Carroll, his longtime neurologist, “He healed himself in a way that far exceeds any conventional medical wisdom.”

However, it’s not the race against the clock that he’s worried about. Thomas’s most significant obstacles are getting the chase boat, his bike, and himself over to

the Island.

“It’s a cognitive thing: attention/divided multitasking, a nother extra thought process to open up new neurons that were injured and to show it can be done, even after 32 years of tripp’in aint EAZY,” said Thomas.

There is a celebration for Thomas on the dock at 1901 Bayside Drive at the Corona del Mar Harbor Patrol from 3-6 p.m., with more celebration to follow at the Bahia C orinthian Yacht Club after that.

The 23rd Annual Beneteau Rendezvous at Two Harbors was a Groovy Hit!

South Coast Yachts, and the Beneteau Dealer for San Diego and Orange Counties, hosted 60 boats and 250 guests at Two Harbors the weekend of Aug. 5 for the 23rd year in a row. The weekend started as boats and guests arrived from ports as far north as Santa Barbara down to San Diego on Thursday to relax on their moorings and begin to enjoy the magic of The Isthmus. The Beneteau event attracted Oceanis and First Sailboats, Swift Trawler, Gran Turismo Powerboats, and Antares Outboard powered boats, all built by Group Beneteau and delivered by South Coast Yachts.

On Friday, all guests were invited to the Dinghy Cocktail Raft Up at the host boat, a brand new 2023 Beneteau Oceanis 51.1, where the dinghy crews enjoyed potluck cocktails, hors d’oeuvres, and lots of laughter, creating new friendships.

Saturday was a full day, starting with a hot catered breakfast at the Rendezvous Complex on land and then a few hours of interactive seminars with industry professionals.

The Event was sponsored by Yanmar, North Sails, Safe Harbor Marinas and Boatyards, Yachtbedding. com, Novamar, and The Dinghy Doctor, who all had representatives there to add to the seminars and answer boating questions.

After lunch, many sailboats left their moorings for the annual “Ship Rock Regatta,” where the boats started at 1:30 p.m. near Bird Rock and sailed out around Ship Rock and then to a mark o the west end to return to a nish at the green buoy marking the west end of the

Bird Rock reef.

Winds gusted to 20 knots, creating exciting sailing and coverage from professional drone photos and video provided by Eddie Frank. The Race Committee and photo boat were provided by Mike and Merrilee Neal on their new Beneteau GT 50 “Vivere II” from San Diego Yacht Club. Greg Price (SDYC) and his crew aboard the Beneteau First 44.7 “Aelos” took line honors at the nish.

All guests returned to the heavily decorated Rendezvous complex on land for the “Groovy 70’s” theme party, where they were served tasty dishes from the Catalina Island Company catering, received exciting ra e prizes and regatta awards,

and danced into the evening with old friends and new.

Preparing for its 6th Year, War Heroes on Water Welcomes Back Legacies and Newcomers

War Heroes on Water is returning to Newport Beach for the sixth annual charitable shing tournament to raise money supporting combatwounded veterans with a three-day on-thewater shing experience hosted by a crew of experienced anglers.

NEWPORT BEACH — War Heroes on Water will host its sixth annual event, which will take place Sept. 22-26. A eet of over 40 yachts (with more expected to join) donated to the tournament by SoCal residents, some participating for the sixth year in a row, and will take nearly 120 vets out on the water for the three-day shing tournament.

WHOW was created in 2018 by Anthony Hsieh. Hsieh is the founder of loanDepot, a lifelong angler, and the owner and leader of Team Bad Company, a world-class, record-holding competitive sport shing eet.

Hsieh started WHOW to honor his best friend— a Veteran of the Vietnam War and is con dent that the joy he and fellow anglers found on the ocean could bring healing to the Veteran community. Since the rst tournament, Hsieh has dedicated himself to bringing awareness to the Veteran community’s needs, speci cally to the mental health crisis many returning heroes face daily.

Veterans receive a hero’s welcome upon arrival at the Newport Beach kicko reception on Sept. 22 at 5 p.m., where they will mingle with captains, crews, and supporters.

Saturday, Sept. 23, will kick o with opening ceremonies from noon- 4 p.m. and will host a silent auction. At 4:30 p.m., a celebratory boat parade will take place throughout Newport Harbor. View-

Sept. 24 will be dedicated to an entire day of shing, as will Sept. 25 until 5 p.m., when an onthe-water closing ceremony will commence at 5 p.m. From 5:308:00 p.m., a live weigh-in will take place on the Green Pleasure Pier in Avalon. The weigh-in will be live-streamed for viewers to watch from home. Tuesday, Sept. 26, there will be an intimate private ceremony for the captains and crews.

Onboard the boats, Southern California shermen will share their knowledge of local waters and expert shing techniques to teach veterans how to catch a bite. Each crew will sh for ranking points and trophies across various categories.

“[Freedom Alliance] is our charitable partner,” said Tournament Director Rod Halperin. “They accept all the donation funds directly, cover our hard costs to operate the event, and the surplus goes to help fund all of their other veteran support e orts throughout the year.”

Freedom Alliance was formed in 1990 by two Vietnam Veterans to provide yearround support for wounded troops and military families. To this day, Freedom Alliance has awarded more than $20 million in college scholarships to the children of military heroes who were killed or disabled in military service. Additionally, Freedom Alliance helps injured Veterans and military families with outdoor recreational therapy trips, hero vacations, care packages for deployed troops, and all-terrain wheelchairs. The money raised supports thousands of veterans through Freedom Alliance’s year-round therapeutic services and scholarships for combat-wounded service members and

their families.

“Our partnership with WHOW continues to deepen with each passing year,” said Freedom Alliance President Tom Kilgannon. “We are honored to support WHOW’s goals and humbled by the work they have achieved in such a short

Catalina Divers Supply Honored with Catalina Cares Award

AVALON — Catalina Divers Supply (CDS), the island’s only full-service dive center, was recently honored with the Cares for Catalina Award. The Care for Catalina programs were developed to encourage dedication to conservation and sustainability e orts on Catalina Island to limit human impacts, protect the environment, and learn more about Catalina’s approach to sustainability and commitment to future generations.

The sustainable tourism award honors Catalina Divers Supply “for extraordinary contributions by a business to the furtherance of sustainable tourism” for managing the 2023 Avalon Harbor Underwater Cleanup. This was the event’s 41st year, where more than 600 divers and about 100 volunteers headed out to Avalon Harbor to groom the sea oor and collect an average of 3,000 pounds of debris. 2023 was the rst year CDS managed the respected event. The next Annu-

al Avalon Harbor Underwater Cleanup will be held Feb. 24, 2024.

The Catalina Cares Award was distributed in July at the annual meeting of the Catalina Tourism Authority, known as LoveCatalina.

Catalina Divers Supply owner Christy Lins said hosting the underwater cleanup is part of the company’s environmental commitment. CDS is also a PADI Aware Partner (Professional Association of Diving Instructors), a designation that honors the company’s commitment to the dive agency’s ocean conservation programs. At CDS’s dive center located in the Catalina Casino, a signi cant portion of the retail space is dedicated to sustainable products, including re llable water bottles, reef-safe sunblock, and reusable home products.

The United States Coast Guard requires boaters to carry several unexpired visual distress signals on board, day and night. Pyrotechnic marine ares are the most common distress signals found onboard. Still, they are explosive and contain hazardous waste and toxic chemicals, like perchlorate, that are harmful to humans and the environment. Marine ares are single-use only, expire 36-42 months after manufacture, and can also fail to launch.

However, California resident boaters do not have access to routine expired marine are disposal programs, and according to the California Expired Marine Flare Working Group, recreational vessels generate about 174,000 pyrotechnic marine ares yearly, an estimation from 2012.

In the absence of safe disposal options locally, the partners encourage resident boaters to consider switching to eVDSDs as a reusable distress signal alternative to the single-use pyrotechnic marine are. They are a one-time fee, last up to ten years, and have different colored light patterns that stand out against bright, chaotic cityscapes.

Sail Canada Denies Lisa Ross’s Claim — Issues Statement

On March 17 of this year, twotime Olympic sailor for Canada who had joined the national sailing team’s coaching staff, Lisa Ross, hopped on a video call with Sail Canada’s CEO, Don Adams, and High-Performance Director, Mike Milner, when she was instructed to pack her bags and return to Canada following the news that she w as terminated. Ross was in Andora, Italy, coaching Canadian sailors at the European championship when she was preparing to take off to Spain for her following competitions and training camps. This video call took place only nine days after she informed them that she was pregnant and intended to take a maternity leave.

R oss’s initial statement on May 29 read:

“On March 8, I told Sail Canada I was expecting my third child.

Nine days later, I was abruptly fired while working in Europe, halfway through a six-week training and competition block.

A t the time, I was the only female coach within the nine-member [ High-Performance] coaching staff, a group [that] had recently added two new male coaches.

US Sailing has announced the 19 athletes who will take the international stage for one of the premier global sailing events held every four years— the Pan A merican Games.

The racing will occur in Algarrobo, Chile, about an hour’s drive west of Santiago, with competition taking place from Oct. 28- Nov. 5.

The Pan American Games (Pan Am Games) are a continental multi-sport event in the Americas featuring summer sports in which thousands of athletes participate in various competitions and is the oldest continental games in the world. The competition is held among athletes from nations of the Americas every four years in the year before the Summer Olympic Games. Quillback Rockfish Retention Officially Prohibited Statewide

The California Department of Fish and Wildlife announced that as of Aug. 7, custody of quillback rock sh (Sebastes manager) is prohibited statewide in recreational and commercial sheries, e ective immediately.

The CDFW is projecting that the combined recreational and commercial take of quillback rock sh will exceed the harvest limits speci ed in federal regulation for 2023, and in-season action must occur to reduce the risk of over shing. According to California Code of Regulations Title 14, section 27.20(e), when federal harvest limits are projected to be surpassed, the CDFW has the authority to make in-season adjustments, including bag and sub-bag limits.

The 2021 stock assessment for quillback rock sh o California indicated severe population declines. As a result, a recreational one- sh limit and reduced commercial limits were implemented in 2022 to minimize catch. Further constraints to the ground sh seasons for 2023 have yet to su ciently reduce yield for quillback rock sh to meet federal harvest guidelines.

The CDFW has announced it urges

anglers to use best shing practices to reduce impacts on quillback rock sh and other prohibited species. These include reducing mortality when releasing sh by utilizing a descending device (as discussed in the Log’s Aug. 4-17 edition) and relocating to di erent shing grounds or switching targets if you are catching and releasing quillback rock sh or other prohibited species.

The Rock sh, Cabezon, Greenling (RCG) complex bag and possession limit will remain ten sh daily, with a one- sh sub-bag limit for copper rock sh and a four- sh sub-bag limit for vermilion rock sh. Along with quillback rock sh, the take of bronze spotted rock sh, cowcod, and yelloweye rock sh continue to be prohibited year-round at all depths.

The CDFW has prepared informational yers to distinguish quillback rock sh from similar-looking species, such as China and black-and-yellow rocksh, to better assist anglers with identifying rock sh species while shing. The CDFW continues monitoring ground sh species of concern, such as quillback rock sh. Suppose the current

in-season change prohibiting the take of quillback rock sh needs to be revised to reduce harvest. In that case, further in-season actions, such as adjustments to the season dates and depth constraints, may be implemented.

Anglers are urged to reduce the catch of quillback rock sh and other prohibited species to decrease the possibility of further in-season actions in 2023

and beyond. The CDFW recommends anglers review the Summary of Recreational Ground sh Fishing Regulations page before each trip to guarantee that they are current on the most recent groundsh regulations.

Recreational Pacific Halibut Fishery to Officially Close

On Aug. 4, the California Department of Fish and Wildlife o cially closed the recreational Paci c halibut shery statewide at 11:59 p.m. The decision is based on the latest catch projections because the CDFW expected the 2023 California recreational quota of 39,520 net pounds would be reached by that date.

The CDFW is tasked with tracking the progress of the shery each year to meet but not exceed the California quota. The CDFW eld sta gather at public launch ramps and charter boat landings to monitor Paci c halibut catch and other marine sport sh species throughout the sea-

son. The International Paci c Halibut Commission (IPHC) is in charge of determining the quota annually.

In early August, the CDFW consulted with the National Marine Fisheries Service (NMFS), the IPHC, and the Paci c Fishery Management Council to review projected catch amounts and determine the closure date. Formal authority to close the shery is granted to the NMFS, which chose to close the shery following consultation with the CDFW. The CDFW implements changes to the season according to authority found in sections 1.95 and 28.20, Title 14, California Code of Regulations.

Paci c halibut is a di erent species than California halibut and inhabits an

extensive geographic range from the Aleutian Islands eastward through Alaska to British Columbia and throughout the ocean waters of the Paci c Northwest. Along the West Coast, Paci c halibut are commonly found as far south as Point Arena in Mendocino County. California halibut are more common farther south.

Taking place Sept. 8-9, anglers from far and wide are invited to participate in the competition. An entry fee of $250 per angler includes the chance to compete in the tournament and access to the KickOff Dinner and Captain’s Meeting. On Aug. 9, participants joined a pre-tournament festivity where they connected w ith fellow anglers, shared strategies, and built camaraderie before the intense competition began.

The excitement will culminate at the awards banquet on Sept. 10, where angling accomplishments will be celebrated. Awards will be given to 1st, 2nd, and 3rd Place High Anglers. SUMMER FISHING HIGHLIGHTED BY BLUEFIN TUNA, DORADO, YELLOWFIN TUNA, STRIPED MARLIN, YELLOWTAIL, AND CALICO BASS!

Southern California anglers have a lot to be thankful for as the summer shing season continues to provide opportunities to catch numerous wonderful warm water game sh that include blue n tuna, dorado, yellow n tuna, striped marlin, yellowtail, barracuda, sand bass and calico bass. When you add to that a chance at white seabass, halibut, white sh, sculpin, reds, sheephead, rock sh and maybe even a rare albacore, we are truly blessed to have an opportunity to go out on the ocean and target some fantastic game sh.

The blue n tuna continue to attract most of the attention and they have been running from 20 to 220-plus pounds. The blue n have been biting well on sardines, mackerel, kite shed ying sh, trolled Nomad Madmac jigs, spreader bar rigs, knife jigs, Colt Snipers and poppers.

The two current blue n hotspot areas are at the Tanner Bank and in the region of the 474 Spot above the West End of San Clemente Island. Other areas where there have been occasional recent showings of blue n have been the area inside of the 267 Spot that is easterly of the Tanner Bank and the area outside of Seal Cove o the back side of San Clemente Island. There are also occasional showings of blue n 2 to 7 miles o the coast between Laguna Beach and La Jolla, in the area ranging from 2 to 7 miles northwest over to southwest of North Island, at the 9 Mile Bank and at the178 Spot. What has also been interesting is that there have been occasional showings of both blue n and yellow n incidental to shing for yellowtail around Los Coronado Islands.

There have been scattered showings of 15-to-40-pound yellow n tuna being reported in the waters ranging from some of the local banks outside of Los Coronado Islands on up to the Catalina Channel but the showings of yellow n have been inconsistent and it has not been easy to get the yellow n to bite. One of the areas where yellow n have been showing with a bit of consistency has been 2 to 8 miles o the coast between Point San Mateo and Laguna Beach. Yellow n have been biting on ylined sardines shed around kelp paddies, porpoise schools, blue n stops,

yellow n trolling stops, spots of breaking sh and spots of working tern birds. Cedar plugs and Halco trolling plugs have been reported to be working well on the troll for yellow n. Try Colt Snipers and poppers if you can cast them to breaking sh before they sound.

The dorado bite has been on the decline in recent days and has been just fair. There have been good numbers of dorado around prior to the recent decline and it is my guess that the dorado will pop up in good numbers again sometime soon.

Dorado have been biting from spots of breezing sh, kelp paddies and blind trolling strikes. Some of the better numbers of dorado have been reported in the region of the 9 Mile Bank, the 178 Spot, the 182 Spot, the 224 Spot and the area 2 to 7 miles northwest over to southwest of North Island.

Striped marlin have been biting well at times in the area one to ve miles o Catalina between Arrow Point and Long Point and also in the region of the 172 Spot above the West End of Catalina. The marlin bite slipped a bit over the past weekend but has been good enough at times over the past 10 days or so to be at the point where some boats were releasing two or three marlin in a day.
