SAINT AUGUSTINE, FLA.— Reza Baluchi,

an Iran-born cyclist, has built his own version of a hydro-pod to hopefully run the pod from Saint Augustine, Florida to Bermuda in an over 3,000-mile trip all in the name of charity. Baluchi’s hydro-pod sits in the middle of a large wheel with several spokes attaching the pod to the wheel to add to the stability of the structure, the wheel is then attached to 36 buoyancy balls to stay afloat. On August 2 Baluchi posted on his Facebook page Run with Reza, updating followers about this adventure and talking about the new design. “During the month of July, there were multiple dry runs and tweaks to the new Hydro-pod, 2021!” said the August 2 Facebook post. “This year’s vessel is more sturdy and takes to the ocean well! Yesterday, off the East coast of Florida, Reza was able to run in the ocean for a couple of hours, checking stability, audio transmissions, etc.” Baluchi uses a satellite phone to connect with his team as well as SPOT a satellite messenger that will keep track of

Fast Facts: Panama Canal Opens for Traffic in 1914 By: JORDAN B. DARLING PANAMA— On Aug. 15, 1914, the Panama Canal had its inaugural passage when the U.S. vessel Ancon, passed through its gates, according to an article from This Day in History on History.com. In the 1880s a French contractor was brought on to attempt to build the canal to connect the Pacific and Atlantic oceans. According to the article construction on the sea-level canal began in 1881 but was halted because of poor planning, a breakout of disease among the crew, and financial problems that drove the contractor’s company to bankruptcy in 1889.

In 1902 U.S. Congress authorized the purchase of the French contracting company. Congress signed a contract in 1903 with Colombia granting the U.S. use of the territory. Colombia refused to ratify the treaty and a faction of Panamanians issued a deceleration of independence from Colombia. The movement was supported by President Theodore Roosevelt who removed the U.S. railroad trains from Colón stranding Colombian troops sent to stop the rebellion and then Roosevelt sent the U.S. warship Nashville to Panama. Part of Roosevelt’s foreign policy “speak softly and carry a big stick.” On Nov. 18, 1903, t he

Hay-Bunau-Varilla Treaty was signed w ith Panama which granted the U.S. exclusive rights to the Panama Canal Zone. Construction began again in 1909 and was one of the largest construction projects of all time, engineers moved almost 240 million cubic yards of earth and spent roughly $400 million in constructing the 40-milelong canal. In 1977 President Jimmy Carter signed a treaty with Panamanian dictator Omar Torrijos for the transfer of the canal to Panama by the year 2000, the transfer happened on Dec. 31, 1999. The canal had its one-millionth passing ship in Sept. 2010.

LOCAL Bacteria Warning in Effect for Catalina Island CATALINA— Los Angeles County

Department of Public Health has issued a bacteria warning for several Los Angeles County beaches including Avalon Beach on Catalina Island. The department is cautioning swimmers, surfers, and anyone that spends time in the ocean around discharging storm drains, creeks, and rivers to be aware of bacteria that come up after storms. This warning also follows a 17-million-gallon sewage spill that happened last month, according to patch.com. The spill was from Hyperion Water Reclamation Plant in Playa Vista and affected beaches throughout Los Angeles. Other beaches under a warning are Malibu Lagoon at Surfrider Beach, Santa Monica Pier, and Mother’s Beach in Marina Del Rey. The department has been giving daily warnings about the water quality near Los Angeles beaches.

Cure Cancer Cup Raises $20,000 REDONDO— The King Harbor Yacht Club hosted the 29th Annual Cure Cancer Cup in July and raised over $20,000 for

Cedars-Sinai Research Lab, according to a press release from the club. There were 24 sailboats in the inverted start pursuit race ranging from 14 to 40 feet all hoping to take home the Tom Collier Memorial Trophy. Collier passed away from cancer and soon after his friends established the regatta is in his name. The top three boats were Fred and Suzanne Cottrell in Tigger in the first place, Marty Burke in a Beneteau 36.7 Bella Vita in second place, and Andy Beggs in a Beneteau 40.7 Triggerfish V.

NATIONAL/INTERNATIONAL Man Catches a Great White Shark from the Beach Fox News reported that an angler on the beach in Massachusetts caught a great white shark that was trying to snag a fish off of his line. Matt Pieciak was on Nauset Beach with his family when he and his dad decided to throw a couple of fishing lines out into the water. Pieciak’s cousin Maggie Ciarcia told the Cape Cod Times that the angler had stuck the rod in the sand and gone to play cornhole when the line began to rattle. Ciracia thought her cousin had caught a fish and began to record Pieciak reeling in the line and the shark appeared thrashing around before breaking free and swimming off.

The best guess is that Pieciak had caught a smaller fish and the shark got caught on the line by mistake trying to snag the smaller fish.

New Scoring Penalty in Use from Racing Rules of Sailing INTERNATIONAL—The Racing Rules of Sailing 2021-24 has added a new scoring category for sailing the course. The new rule can be applied by the race committee without a hearing for boats that do not sail the course, by adding ‘did not sail the course’ into the list of categories to be scored by the race committee. The change was made in accordance with Proposal 4 of Submission 139-18 which was considered at the 2018 World Sailing Annual Conference. According to Scuttlebutt, there are four parts, part one inserts a definition of ‘sail the course’ based on the string part of rule 28.2.; part two delete the ‘string part’ of rule 28.2, and base rule 28.1 on the newly defined term ‘sail the course; part three insert a requirement that a boat must ‘sail the course’ into the definition of finish; part four amend rules A4.2 and A5 (new rules A5.1 and A5.2) to include a requirement to score a boat that did not sail the course NSC without a hearing.

Our building materials company is supplying a substantial amount of material for the renovation of a historic vessel, and the primary contractor has asked us to open a line of credit for him. We are very experienced with these type of jobs on real estate projects but it is our first project involving a boat. As security for the extension of credit, we want to protect our ability to lien the vessel if the contractor fails to pay. What steps do we need to take to ensure our future lien rights?

The club is nationally recognized and has over 300 clubs around the country with about 30,000 members nationwide. “We are a boating education organization,” said Robert Gibbs, public relations officer for America’s Boating Club. “Totally non-profit non-governmental volunteer organization our annual dues are about $140 for a family and about $100 per individual and there is a wide assortment of classes that can be taken.” The club offers educational courses for boaters of varying experience levels, there is even a 12 to 14-week course teaching boaters how to chart using paper, a sextant (a double reflecting navigation device that measures the angular distance between two visible objects), and celestial navigation, in case a boater’s GPS goes down. “The most basic is the ABC course, which if you take that and pass the test at the end of the course you qualify for the California Boating Certificate,” said Gibbs. “And there are further courses you can take after that. Some of them are seamanship piloting and celestial navigation, marine weather, engine maintenance, cruise planning, all the ins and outs of sailing both basic and advanced.” The club was created in early 20th century Boston by a man named Robert Upton. Upton was a sailing member of the Boston Yacht Club in 1909 who became fascinated with powerboats and wanted to learn more. Upton became Rear Commodore of the Boston Yacht Club in 1912 where he created an unofficial Power Boat Division

and in 1913 the Executive Committee officially established the Power Squadron and the first inkling of the United States Power Squadron was born. Since that time the club has shared in ups and downs but continues to provide education for boaters and work with other government organizations like the United States Coast Guard. The club works with the USCG to provide free vessel safety checks for sailboats and powerboats up to 65 feet. “We have a checklist from the Coast Guard,” said Gibbs. “We are the only other organization authorized aside from the Coast Guard to be able to do vessel safety checks. We do that free of charge

The club offers on-the-water training for powerboats there is no reporting it is just a checklist of things we go over with the vessel’s owner if they pass, they get a triangular coast guard sticker or decal and they put it on the port side of their boat somewhere where it is visible.” The decal lets the Coast Guard know that the boat has been checked and passes the safety requirements for that year, decals are changed every year. Coast Guard Broke Ground on New Facility in Long Beach

SAN PEDRO — On July 28 the United

States Coast Guard broke ground on a new facility at Los Angeles/ Long Beach Base in San Pedro. The new location, a $35 million, 11,500 square-foot Naval Engineering Department facility is set to be an extension to the existing Maintenance Augmentation Team building that will support the Coast Guards’ two new offshore patrol cutters, according to a July 28 press release from the Coast Guard. “The 360-foot Coast Guard Cutter Argus (WMSM 915) and Coast Guard Cutter Chase (WMSM 916) are under construction and expected to arrive in late 2022/early 2023,” said the July 28 press release. “The offshore patrol cutters will join the four 154-foot fast response cutters – Forrest Rednour, Robert Ward, Terrell Horne, and Benjamin Bottoms – and the 175-foot buoy tender, the Coast Guard Cutter George Cobb (WLM 564), currently stationed at Base LA/LB.” The facility is set to be complete in October 2022 and will hold roughly 60 personnel who will provide maintenance, weapon, and naval engineering support, the facility will also have a new 257-foot pier extension to make room for the Chase. The Coast Guard has been present on the west coast dating back to 1848 and the 11th district, which includes California, now has 43 units and employs over 2,400 active-duty, reserve and, civilian personnel according to the Coast Guard website. The Coast Guard carries out search and rescue missions, homeland security, law enforcement, marine safety, and aids

This new cutter support facility will enhance the capabilities of future Coast Guard cutters to meet critical mission needs in a demanding and constantly evolving maritime environment,” said Vice Admiral Michael F. Scientists Explore California Coastal Waters to Learn More About the Human Impact There were 12 exploratory dives that took place off of California’s coast exploring the DDT dumpsites and mineralrich hard grounds in the California borderlands. By: JORDAN B. DARLING

Levin and her team explored nine locations along Southern California’s borderland and were up to 150 miles offshore, dives took place on seamounts and sea knolls which are submerged mountains and hills, underwater escarpments, or steep underwater cliffs, and the DDT dumpsite. The scientists collected samples using a remotely operated vehicle that was tethered to the ship. The vehicle was sent down in the morning and spent seven to eight hours a day collecting rocks, water, sediment, and other samples before returning to the ship. Levin and her team explored mineral-rich hard grounds which lead them to discover a whale fall and a new methane seep along California’s coast. According to Levin, the expedition was a baseline study to look at these areas and create a better understanding of the sea life that calls rock-hard grounds home and hopefully be able to track changes later on. “We are doing what is called a baseline study,” said Levin. “We are looking at what lives there how many kinds of organisms how diverse they are and whether they have an affinity with the substrate with the surface that they are on.” During the expedition, scientists discovered two new environments in the California borderlands, a whale fall and a methane seep. These environments foster unique communities on the ocean floor, a whale fall is where a whale carcass comes to rest on the seafloor and often provides food for scavengers but the whale also releases chemicals that can fuel a community that relies on chemical synthesis the same way a methane seep would. “They represent reducing environments,” said Levin. “They are a different kind of ecosystem on the seafloor the methane seep has animals that are get-

That’s of interest, and the whale fall also because when the whale decays it produces chemicals, hydrogen sulfite, in particular, that can fuel the same kind of community as a methane seep or thermal vent so they are little patchy environments that are actually turning out to be pretty common on the California margin.” Levin said that it could take a year to two years to solidify the findings and publish but that the general impression is that California’s borderland is diverse and full of life. “They’re kind of general but the initial impression is that the borderland is a very diverse system with every single site we visited had different species,” said Levin.

“We call it heterogeneity you know there is a lot of differences, minor differences in the habitats that shape different animal communities.” Levin and her team have gathered the data to gain a baseline of the ocean and continue to track changes over time, whether it is from climate change, human exploitation or even wind power offshore. “I think you know the average person doesn’t care too much about the deep ocean but it is vulnerable to change from human activities,” said Levin. “We’ve been using the expression exploration before exploitation this cruise was a good example of that exploring our own backyard and new things trying to do things before we’ve damaged it.” The data is being returned to Scripps for further analysis.

questions: How is the lien perfected, and how is the lien enforced? The “perfecting” of a lien is the process of converting a claim for an unpaid obligation into a legal right against a piece of property. The “enforcement” of a lien is the process of converting that legal right against a piece of property into a payment to satisfy the obligation. A contractor who provides labor and materials for a building in California must follow a clear set of rules to perfect and enforce a lien against that building. Pursuant to California Civil Code sec. 3143 and 3144, the contractor must first record a Notice of Claim of Lien with the County Recorder’s office, and then he must file a lawsuit to enforce the lien within 90 days after the lien is recorded. The procedure is clear and unambiguous, but there is no similar procedure for maritime liens. A famous legal scholar once wrote, when comparing maritime liens to other types of liens, that “a lien is a lien is a lien, but a maritime lien is not.” His point was that you should disregard most of what you know about liens when you enter the world of maritime liens. Let’s start with the lien recording process. As noted above, a lien must be recorded for a real estate construction project prior to the enforcement of the lien through the filing of a lawsuit within 90 days after the lien is recorded. Conversely, there is no recording requirement for maritime liens and there is no time limit that ties lien recording to the filing of a lawsuit. A Notice of Claim of Lien may be recorded against a vessel’s title by filing appropriate paperwork with the US Coast Guard’s National Vessel Documentation Center (“NVDC”). But the recording of a lien against a boat is optional. Recording has no effect on the validity of the lien or the underlying claim, and recording is not necessary prior to taking steps to enforce the lien. A claimant does not “lien the vessel.” A maritime lien is instantly perfected without recording it anywhere, assuming that the services were provided at the request of the owner or owner’s representative, and assuming that the nature of the services will give rise to a maritime lien (the services must basically provide some kind of benefit to the vessel). Recording a Notice of Claim of Lien with the NVDC has no legal effect on the rights of the claimant or on the rights of the vessel owner. Recording the claim only (1) clouds the title, which may encourage payment by the vessel owner if the vessel is ever listed or offered for sale; and (2) Notifies the vessel owner and the rest of the world that you might have a lien. I say “might” have a lien, because the NVDC will accept virtually anything for recording, so long as the claim includes a notarized signature and a statement under penalty of perjury that the claim is being submitted for recording in good faith. The NVDC makes no determination regarding the validity of the claim. The validity must be tested in court.

Speaking of going to court, let’s take a look at the enforcement process. As noted, the claim does not need to be recorded. Whether you opt to record or not, the procedure for enforcement is the same. A lawsuit is filed in Federal Court, seeking damages for breach of contract and a warrant for the “civil arrest” of the vessel. Assuming the warrant is issued, the boat is seized by the United States Marshals and custody is then transferred to a commercial custodian until the vessel is either sold at auction or released under a bond. The lawsuit then proceeds along the lines of any breach of contract lawsuit. This is essentially a sneak attack no notice is required to the vessel owner and the vessel is typically seized by the

Marshals before the vessel owner is served with the Complaint. We should point out in closing that this is a very expensive process. Legal fees, court costs and related custodial costs for the vessel may easily exceed $40,000.00 for the uncontested foreclosure of a maritime lien on a medium-sized yacht. The costs will increase significantly if the claim is contested. I often close this column with a note that readers should discuss these issues with a qualified maritime attorney for information specific to their case. This is especially true when dealing with maritime liens. This is a very specialized area of law.

50 boaters from Dana Point gathered around the Richard Henry Dana statue across from Dana West Yacht Club to protest an increase in harbor slip fees that were announced in June. Boaters were sent a letter from Bellwether Financial, a member of the Dana Point Harbor Partners, on June 21 informing them that slip rates would increase by 26 to 90 percent starting on Oct. 1 in lieu of the harbor revitalization and renovation. Rates for slips under 30 feet would increase by 26 percent and the rates for the largest slip between 55 and 60 feet would increase by 90 percent. Bellwether used public marinas from Orange County including 11 marinas that were located in Newport Beach, two which were located in Huntington Harbour, and one located in Sunset Beach to determine the average market rate. In an Aug. 10 letter addressed to Orange County, Dennis C. Winters, a legal advisor to the Dana Point Boaters’ Association, alleged that the Partners were in violation of the spirit of lease and the Tidelands Grant to the County, which states that prices will be ‘market rate’ and pricing would be reasonably determined and consistent with the limitations on pricing as mandated by the Tidelands Grant. Winters continued by saying that the partners used the ambiguity of the term ‘market rate’, which was not defined in the master lease, to justify their methodology. In the letter Winters states that Newport is one of the most affluent areas in Orange County and had small marinas that catered to the community’s wealthiest and the Tidelands Grant was intended to provide an alternative for boaters

eight years,” said Mari Garza, liveaboard and Dana Point Boater. “I love being down in the harbor, but if they do this, I won’t be able to afford to stay so I will probably end up having to sell my boat and maybe leave the area entirely. To live here is a fantastic lifestyle so to see what they are doing is really heartbreaking.” Protesters wearing tee shirts that read SOS, Save Our Slips, and carrying signs calling out corporate greed and the Orange County Board of Supervisors marched around the harbor and chanted about saving Dana Point Harbor. Walking throughout the protestors as they rounded the harbor the general consensus was that although they expected a raise they didn’t expect the jump to be so drastic without any updates to the harbor. “I am more upset about the fact that they haven’t done any of the renovations,” said Garza. “I would probably be more accepting of the fact if the work had already been completed and they were asking for additional costs because the amenities had been improved and without that, it

just seems pointless they are just trying to sock it to us and who knows about the renovations.” In a July 25 newsletter from the Dana Point Boaters Association the association lists a number of grievances with the marina including crumbling docks and broken-down bathrooms. The current docks are built from concrete and covered in a layer of plywood. In some areas you can see the concrete breaking apart and the plywood has started to warp in parts of the harbor. The group of boaters said they planned to continue to make their voices heard between letters, peaceful marches, and continuing to attend the Orange County Board of Supervisors meetings. “We are going to make our voices heard peacefully at the board of supervisors meeting the following Tuesday and hopefully get some feedback,” said Addison. The next board of supervisors meeting will be held at 9:30 a.m. on Tuesday, Aug. 24 in Santa Ana.

‘Critically Endangered’ Giant Sea Bass Found in Mexican Waters The giant sea bass ranges up and down the California coast and into Mexico, it is thought that 73 percent of their habitat is in Mexico waters. By: JORDAN B. DARLING SAN DIEGO — A researcher from the

University of California, San Diego has discovered a population of giant sea bass thriving in Mexican waters that could lead to a change in the giant sea bass designation of critically endangered. The bass is considered the largest coastal bony fish in the Northeastern Pacific reaching up to 700 pounds in weight and growing up to 9 feet in length. The fish is native to the coastal waters of California, Mexico, and is found throughout the Gulf of California. The bass is considered to be critically endangered by the International Union for Conservation of Nature and has been banned in both commercial and recreational fishing in the United States since 1981. Arturo Ramírez-Valdez, a researcher for UCSD, believes that he has made a discovery that could change the endangered designation of the bass. In an Aug. 9 article that Ramírez-Valdez wrote for The Conversation, an academic publication, he alleges that the report used by the International Union for the Conservation of Nature lacks data from Mexican waters which is considered 73 percent of the species’ range. Ramírez-Valdez took what he believed to be a gap in the knowledge and began to research the giant sea bass population in Mexico.

According to the article, Ramírez-Valdez led an effort to document the giant sea bass in Mexico in 2017 and was surprised to find that the bass was found throughout markets and fishing grounds. “The fishmongers were never out of the fish; instead, they would ask us, “How many kilos do you need?” said Ramírez-Valdez in the article. “It was clear that for fishers in Mexico, the species is still common in the sea, and therefore, in their nets. It is still possible to find big fish up to 450 pounds or 200 kilograms, and the average catch was around 26 pounds (12 kilograms).” According to Ramírez-Valdez biologists consider a fishery to have collapsed when total catches, with the same amount of fishing effort, fall below ten percent. In his study, Ramírez-Valdez found that the largest yearly catch ever recorded in Mexico was 386 tons in 1933, since that time Mexico has had a steady trend of 55 tons a year for the past 60 years with a peak of 112 tons in 2015. “A big request for the revision of the overall plan is health equity for all with more of a focus on improving the life of neighboring communities to our marine terminals on the working waterfront,” said Weber. “Having that be the primary focus with our plan is to improve the health and in turn the clean air or making the air cleaner for the community.” The MCAS establishes more specific near-term goals to reduce emissions and improve air quality over the five-year period. CATALINA ISLAND — The Catalina Island

Museum is currently hosting Soot and Water: Gyotaku Records of Catalina, an exhibit from artist Dwight Hwang, through Sept. 2021. Hwang used gyotaku, a mid-19th century Japanese art form using washi (ink and paper), to record sea life from around Catalina. “As one of the few artists practicing the traditional Japanese methods involving Sumi and washi (ink and paper), Dwight Hwang’s remarkable works reveal a tenderness and reverence for both the fish he is immortalizing and the legacy of the gyotaku craft,” said the Catalina Island Museum website. The art form was created by fishermen in 19th century Japan who found that if they rubbed a catch with ink and imprinted it on paper, they could effectively record their catches. The art became known as gyotaku or fish rubbing, the fishermen would take a catch and rub it with sumi ink before

sticking the catch onto a piece of paper creating a rudimentary depiction of the fish allowing the fishermen to keep a record of their size, according to an Aug. 30, 2015, article from NPR. After time fishermen became more creative and began to add details and color to their prints, the traditional method did not record minor details like eyes. Methods for the art form also changed when artists began to use indirect printing, where the paper is glued to the fish and ink is tamped gently onto the page, like gravestone rubbing, according to the NPR article. Hwang’s impressions of Catalina include striped marlin, the California state fish the garibaldi, and more. The exhibit came to the museum in June 2020 and is scheduled to leave in September of this year, according to the museum website. NEWPORT BEACH— The Dory Fishing Fleet and Market was founded in 1891 at the base of what at the time was known as McFadden Wharf. A group of local fishermen subleased a section of beach property from the McFadden’s to open up their own market to sell their catch rather than selling to commercial businesses. The Dory fishermen, as they were come to be known, built the marketplace on the north side of what is now known as Newport Pier in 1902, 11 years after subleasing the land. The market was registered as a permanent local historical landmark in 1969 by the Newport Beach Historical Society and was rebuilt and refurbished by the fleet and their families in 1989, according to the Dory Fleet website. The current market includes a boardwalk, fishermen’s lockers, dory boats, and wooden stands for weighing and selling fish. The market continues to be open today Wednesday through Friday 6:30 a.m. to 12 p.m. and Saturday and Sunday 5:30 a.m. to 12 p.m. or until the market is

DARLING MARINA DEL REY— Peter Duncan and his team on Relative Obscurity came out on top of the five-day series for the 2021 J/70 World Championship. Duncan, a past world champion, along with his team Willem van Waay, Morgan Trubovich, and Victor Diaz de Leon secured a top-five spot early on in the competition and just never let it go, according to a California Yacht Club press release. The regatta started on Aug. 11 with six to eight-knot winds which disappeared by the next day Aug. 12 and the racing committee suspended that day’s races. the Labor Day Regatta Sept. 4-5. The regatta is open to ocean course classes: 29er, 5-0-5, A-Cat, C-15, CFJ, Cal 20, Finn, Formula 18, Hobie 16, I-14, Laser Standard, Laser Radial, Laser 4.7, Nacra 15, Portsmouth (monohull and multihull), Shields, Tempest, and Viper 640; and bay course classes: Naples Sabot (Senior, Junior A, B, C1, C2, C3), Lido 14 (A, B). Racers have to be in good standing with yacht clubs or sailing organizations affiliated with US Sailing, sailors from other countries have to be in good standing with their respective national governing authorities. Bay classes will race in Alamitos Bay and ocean classes will race in Long Beach Harbor behind the federal breakwater, the race is governed by The Racing Rules of Sailing, with a prescription from US Sailing, Appendix V, rule V1 penalty at the time of the incident. Club will host Outlook Trophy, an over 13-mile pursuit race, hosted on Santa Monica Bay west of the Marina del Rey Breakwater on August 29. The assigned start time will be calculated by the Race Chair and is based on the boat’s Portsmouth Rating DPN and is converted to a PHRF rating. Yachting Association turns 100 years old this year and to celebrate the association will be expanding the 31st SCYA Women’s Boating Event into a two-day event, Sept. 18 and 19 split between the California Yacht Club and Santa Monica Windjammers Yacht Club. The event will have 25 workshops for sailing and powerboating for women in all skill levels and for juniors between the ages of 9 and 17. The event will start at 9 a.m. each day and end at 4:30 p.m. with networking events later in the day. On Sept. 18 boaters will head out to a chosen destination to work on coastal piloting, anchoring, cruise meal planning, dinghy handling, swimming, and kick-

ing back. Juniors will have a full-day workshop of Match Racing, teams of three will swap boats throughout the day and learn techniques, rules, and skills for match racing on Santana 20s. According to a press release from SCYA the big focus for the event this year will be networking, the big events will be a Saturday night dinner with keynote speaker Captain Debbie Huntsman, president of the National Women’s Sailing Association, and a party held on Sunday with speaker Rosalie Green who was sailing on the Green Dragon in the Sea of Cortez in 2020 when a storm hit and Green and her husband had to be rescued. On Saturday night after the workshops, participants will have a no-hostbar cocktail hour followed by a sit-down dinner at Santa Monica Windjammers Yacht Club where they will hear from Huntsman. The talk will be followed by live music to wrap up the night. Sunday will look fairly similar but will end at the California Yacht Club. Anglers collect stamps for catching fish listed in the passport, the CDFW is looking to encourage anglers to get out and fish while appreciating California’s natural resources. By: JORDAN B. DARLING CALIFORNIA— Anglers looking for a new challenge can check out the California Fishing Passport, a booklet provided by the California Department of Fish and Wildlife that lists 150 different species of fresh and saltwater fish found around the state of California. The CDFW is encouraging anglers to “take the challenge” and catch each of the listed species. Anglers are rewarded for each successful catch by receiving a stamp in the booklet that they can use for the Angler Award application qualifying them for various awards from the CDFW. To verify a catch and receive a stamp anglers should take a photo of the fish and fill out the catch report section of the passport book, if the angler doesn’t have a camera, they will need a witness to certify the catch and sign their name on the witness line in the book.

After verifying the catch and receiving the stamp anglers are encouraged to fill out an Angler Award application and scan the passport with the application before sending it to passport@wildlife. ca.gov. Awards include pins, certificates of recognition, and letters of congratulations from the CDFW Director. The awards are based on different levels reached and fish that are caught, for example for warm water fish the awards are broken up by California Warmwater Angler, California Accomplished Warmwater Angler and California Master Warmwater Angler. The passport is free for anyone with an annual California fishing license and for children under the age of 15, and stamps can be received at any of the ten official CDFW licensing offices or at any of the stamp agents throughout the state, for more information on stamping agents see https://wildlife.ca.gov/Fishing/Passport/ Stamps.

Orange County Parks Set to Stock Catfish in Local Lakes the Week of Sept. 6 ORANGE COUNTY— The Orange County

Park system is restocking local lakes with catfish from Sept. 6 to Sept. 10. The 2021 Catfish Stocking Schedule, originally released on April 7 lists out four parks throughout Orange County that anglers can check out for catfishing opportunities. Anglers over the age of 16 are required to have a California Fishing License at all the listed parks except for Irvine Regional Park which was stocked the week of Aug. 9 and is not set to be restocked again for 2021. To register for a fishing license, visit the California Department of Fish and Wildlife website. The CDFW has several options including the Annual Sport Fishing License as well as a Short-Term Fishing License that has one-day, two-day, and ten-day nonresident options. For the temporary licenses anglers can print out their pass after purchase,

and for the annual license the printed-out pass will serve as a temporary license until the actual license arrives in the mail. The parks listed below are set to be stocked the week of Sept. 6.

Even during the current dip in the hot fishing there are still bluefin and yellowfin around and biting. In all likelihood, it is only just a matter of time before they pop up in big numbers and start biting in force.

The bluefin tuna attract most of the

attention and they have been nice sized fish that have ranged from 15 to 200plus pounds with most falling within the 25 to 80-pound range. Yellowfin tuna have been biting with the bluefin and for the most part they have been in the 15 to 30-pound class. Most of the dorado have been running from 6 to 15 pounds and most of the yellowtail have been in the 12 to 25-pound range.

Before the recent two-day downturn in the bluefin and yellowfin bites, the hotspot tuna area was around the eastern part of Catalina Island with good tuna fishing being found in the region of the Avalon Bank, the Slide, the lower end of the Steamer Lanes, the 125 Spot, the 152 Spot and in the area 4 to 8 miles southwesterly from Church Rock. Other areas that have also been producing bluefin and yellowfin in recent days have been in the region of the 499 Spot, the 289 Spot, the 14 Mile Bank, the 277 Spot, the 209 Spot, the 181 Spot, the 312 Spot and the 178 Spot.

A lot of the bluefin hookups have come from stopping alongside of spots of breaking fish, foaming fish, or breezing fish and casting poppers, Colt Snipers, stick baits, or surface iron to the bluefin before they sound. There have also been bluefin biting from stopping and drifting on sonar marks, meter marks, and spots of breezing, breaking or foaming fish. When boats are drifting, bluefin have been biting on flylined live sardines and live mackerel and on rubber band torpedo sinker rigged live sardines and live mackerel. Yellowfin tuna and dorado have been biting incidental to the bluefin fishing and kelp paddies that are fished with live sardines have been producing yellowtail and most of the dorado.

Bluefin have been biting both day and night and when fishing sonar marks or meter marks found in the dark, Flat Fall jigs, knife jigs and sinker rigged live baits have been most effective. Trolling with spreader bar rigs and with cedar plugs has been producing an occasional bluefin or yellowfin. Slow trolling with sardines and mackerel has also been effective for bluefin, yellowfin, dorado, and yellowtail.

and outside of Los Coronado Islands have been catching yellowtail and dorado around kelp paddies. Productive areas have been the 182 Spot, the lower end of the 9 Mile Bank, the 224 Spot, the Corner, the 302 Spot, the 230 Spot, the 371 Bank, the 101 Spot, the 425 Bank and the Upper Hidden Bank.

Until a new tuna hot spot zone pops up, some of the boats that would otherwise be tuna fishing offshore are fishing kelp and hard bottom areas around San Clemente Island where there has been good yellowtail fishing and a chance at catching fair numbers of 12 to 25 pound bluefin tuna. The White Rock region has been productive along with Pyramid Head, Purse Seine Rock and the 9 Fathom Spot that is located at the West End of the Island. Most of the yellowtail have been in the 12 to 25 pound class.

The yellowtail fishing at Los Coronado Islands has improved and the Rockpile is the current yellowtail hotspot. In addition to yellowtail, the Rockpile has also been productive for bonito and rockfish. There are additional productive areas around Los Coronado Islands that have been providing good mixed bag fishing for calico bass, barracuda, yellowtail, reds and rockfish. Good spots have been the weather side of North Island, the Middle Grounds, the north end of South Island, the Ribbon Kelp, the lighthouse at the south tip of South Island and the South Kelp.

Yellowtail at Los Coronado Islands have been located by finding sonar marks, meter marks, spots of fish up on the surface, trolling strikes on deep diving Rapalas and trolling strikes on slow trolled sardines. Good choices for surface iron that work well for yellowtail and barracuda include Salas 7X lights and Tady 45’s in blue and white, mint and sardine colors. Slow trolled sardines have been one of the best ways for private boaters to try and locate biting yellowtail, bonito, barracuda and calico bass. The slow trolled sardines also work well for fishing the area of biting fish once they are located.

The San Diego County coast is producing good fishing for a mix of calico bass, sand bass, rockfish, reds, whitefish, sheephead and sculpin. There has also been a chance at scratching out a yellowtail at La Jolla and a white seabass off Mission Beach.

There has been some squid to be caught for bait off Mission Beach and there has been an occasional white seabass biting in the squid area. A good depth to look for the squid and white seabass has been in 75 feet. The squid area recently got fished by a couple of purse seine boats and the information I

have is that the squid fishing has slowed in recent days.

Captain Joe Cacciola of Sea Star with Sea Star Sportfishing and the Oceanside Sea Center reports fishing kelp bed areas between Solana Beach and Del Mar and finding good fishing for calico bass, short sized barracuda, whitefish, reds, and rockfish. Cacciola adds that they occasionally see a good sized yellowtail swimming around the boat while they are fishing for calico bass.

The yellowtail fishing along the San Diego area coast continues to be slow with the upper end of La Jolla providing the best chance at scratching out a coastal yellowtail. With the exception of short sized barracuda that must be released, the barracuda and bonito fishing along the San Diego area coast remains slow.

The halibut fishing has been fair and the best halibut bite area has been while fishing the sandy bottom off Mission Beach around the structure of the Yukon Shipwreck and the sunken NEL Tower. Other places along the San Diego County coast where occasional halibut have been reported have been Imperial Beach, San Diego Bay, outside of South Ponto Beach, the sandy bottom next to the Buccaneer Pipeline and the sandy bottom next to the artificial reefs off Oceanside.

Cacciola says they have had 4 to 5.5inch sardines in their bait supply lately and that these baits have been working well for the kelp bed fishing. Cacciola also reports that some of the Oceanside Sea Center Boats have been fishing deep water for rockfish and that they have been doing well on reds and an assortment of rockfish at hard bottom areas off Leucadia, Solana Beach and Del Mar. His report on the water temperature along the coast is that it has been running between 70 and 74.5 degrees.
