A few safety tips to remember: have a designated boat driver, apply sunscreen, don’t forget the earplugs for the kiddos, have enough life jackets on board, make sure your boat lights are all working properly and run through the “man overboard” safety procedure with all guests before leaving the docks, be conscious and considerate of other boaters, do not litter and finally make sure your dog is well taken care of and your home is noise proofed before you leave the house. Cathy on La Belle at anchor in MacKaye Harbor AS WITH EVERYONE ELSE, 2020 was an eventful year for us. Late in 2019 we decided to put our 1984 Californian LRC up for sale. Our goal was to move to a more modern trawler with a single diesel with more amenities. We were fortunate to find a buyer and the boat sold in about 6 weeks at the end of February.

We found our next boat through the same broker, a 34’ American Tug. As we approached the signing, we had a long conversation whether making such an investment at this time made sense but chose to forge ahead. That deal closed in late March. Other than paperwork delays due to COVID, the process was fairly smooth. With many marinas either closed or a reduced capacity in early summer, we anchored out more often for weekend cruises. Other than the late night and early morning shore duty trips with our dog, we loved the quiet being at anchor. We had more meals onboard with restaurants being take-out only or at reduced capacity for outdoor dining. Our home port is Port Orchard, WA and we’d hoped to take La Belle into the Gulf Islands BC. COVID shut the border so we spent 10 days visiting Port Townsend, Lopez, Stewart and Cypress Islands in the San Juan Islands. We found the anchorages busy

with many boats that would normally have been further north. We thought often about how fortunate we were to be able to escape being locked down and home and enjoy the beauty of the Salish Sea. My wife and I have received both vaccine shots and are hopeful we’ll be able to visit our neighbors to the north this summer. IF IT DON’T FIT BEFORE MY BROTHER JOHN and I became adults—that would be last Tuesday—we were full

of witticisms. If some wires had to be bundled because there was excess wiring, we might look at the result and say, “Can’t see it from my house.” Wishy-washiness called for “Make up your damned mind! The highways are littered with squirrel carcasses whose owners couldn’t make up their minds.” Very little prompted “Can’t fix stupid.” And the Cadillac: “If it don’t fit, force it. If it breaks, it needed replacing anyway.” Notes here: we didn’t originate those comments, we just repeated them until we thought we’d started them. And we never invoked the last one. It was an observational comment rather than a situational prompt. However, once there was an exception…. A few years ago I found myself missing the old engines that you could repair by listening to them. A fellow halfway across

the state heard I was the only mechanic that worked on engines beyond warranty, and he massaged my ego by asking if he could bring his Thompson lapstrake powered by a 1963 60 horsepower Evinrude with Electramatic shift to me for a complete workover. (Understand, when you’re a mobile service in VA in the winter means you check your phone twice daily to see if it still works, and

if the opportunity presents itself, you’ll hire out as a pooper-scooper walking behind weekenders’ Fidos at least until April.) It was winter. I was broke. His boat fit where the Camry parked. Yessir, I think I can manage this. Bring ‘er on. Over a month of dodging weather I moved right along, but at some point created a misfire that I couldn’t interpret. Thinking John was bored enough to drive seven hours to help me figure what I’d done in exchange for some of my crab cakes and a ribeye two nights in a row, I asked him. Izzy greeted him at the door seemingly moments later. And it was moments later he found a wobble in the distributor that allowed the points to arc and misfire. We temporarily isolated the grounded point with tape until we got it running. Later, a little eBaying and problem resolved.

The Motor Nurse has had a huge trash container for ages. We keep it near the street for the weekly pick-ups, but I thought perhaps this magnificent “Brute” might better serve us as a “test tank.” Now, an Electramatic gearcase on an engine this size is monstrous. It cuts through the water with a bullet nose that makes a sniper’s ammo look square. Its anti-ventilation plate extends way aft of the prop. We tilted the engine up. That sucker is heavy, no matter how it’s balanced. We could lower it part the way into the container, but just as it entered, we lost control and it dropped, with the nose puncturing, and exhibiting itself, through the side of the barrel. We were able to Gorilla-tape that mistake. The more difficult damage was done by the anti-vent plate, which really protruded. We taped all around that, filled the somewhat-leaking barrel with water and started the engine. By golly, it ran! I added water until the owner came to get it a few weeks later, then remembered, as I extricated the lower unit, that there was

going to be a helluva leak. I was right. But, in my defense I figured it had a lid to keep out, among other things, rain, so why worry about a couple of dings? Now, a couple of years later—last Thursday, actually—I got two dozen steamed of some of the best of the male blue crabs. I use the meat to make mouth-watering crab cakes, and sometimes have enough to take to elderly shut-ins who can take all day to tell you about the Bay’s cornucopia of seafood in the late 1800s. A good crab cake will loosen the tongue. After breaking the steamed and seasoned bodies into a pile of claws, a pile of split bodies, and a big pile of crab garbage, I bagged the garbage and dropped it into the barrel. The damaged barrel. Yesterday I came flying out the house, running late for my first appointment and glanced at the barrel. Some inventive animal had pulled the corner of the bag about 6” through the crack toward the bottom. Of course “he” had ripped that open, spreading stuff all over, and then, to add insult to injury, he’d left a very nice poopie on top of

the mound of his destruction. I got a small bag from under the front seat of the truck and bagged everything outside the barrel. I removed the two top bags and put them aside. Almost at the same instant I lifted that last bag the thought ran through my pea-brain that the corner was still stuck in the crack and there was gonna be a nasty, stomach-roiling mass of crab gook that had been sitting in 90-degree heat for four days in the bottom of the barrel that I was going to have to pick up and put in yet another bag and hope the varmint ate enough last night to slate his hunger. Just the smell limited me to no lunch, and half-dinner proportions. Worse yet, I was busted by The Nurse. I cleaned up the mess. I was late to the job. I bought a new barrel for $31.68 on the way home from PT. I put a big note on the whole barrel: “ALL OF ME--TAKE ALL OF ME.” The drivers probably don’t remember that song. But, God love ‘em, they took the barrel! “If it don’t fit, force it…” Don’t listen to me, okay?

NOW THAT SO MAN Y West Coast boaters are fully vaccinated and planning to head south, what is Mexico going to look like? Will we be welcomed or shunned? What new Covid rules and restrictions can we expect down south? In the cruising and fishing scenes, what changes took place during 2020?

WHAT TO EXPECT?

“New Covid inspection protocols called Sanidad Internacional will be in effect throughout Mexico at least through the summer,” said Fito Espinosa, dockmaster of Marina Coral in Ensenada. Unlike pre-Covid days, boaters arriving from the U.S. must stay aboard their vessel until they’ve each passed a physical inspection administered by a team of Health Department medical doctors who are summoned from the city’s hospital. Besides standard temperature and symptom checks, the doctors ask more than a dozen questions. They don’t ask if you’ve been vaccinated. Best of all, they can administer the PCR Covid test if anyone has a symptom. Because they bring with them a mobile laboratory, they can get your Covid test results in 45 minutes. If you test positive, you can either return to the U.S. aboard the boat or quarantine aboard for 14 days.

MEXICO AFTER COVID

Among the many boating activities you can enjoy in warm Mexican waters, kayaking rates real high.

Once you’re deemed not a health threat, the doctors issue each person a new document called the Libre Platica which is now required by the Port Captain in order to begin your international arrival into Mexico. Keep your Libre Platica with your passport. “Welcome to Mexico,” they say. The rest of the port clearance procedure is basically the same as pre-Covid times. Returning to the U.S. by boat doesn’t require a Covid test. NOTE: Due to the additional time needed for the health inspectors to be called and arrive from the hospital with their equipment and then to administer all the boaters’ inspections, Espinosa strongly recommends that boaters arrive in their reserved slip on weekdays by 10 or 11 a.m. because the Immigration and TIP offices close at 12:30. On Saturdays, get there even earlier so your inspection starts well before 10 a.m. Why? All port offices close at 12 noon and don’t reopen until Monday. Nobody wants to be quarantined aboard for the rest of the weekend. Another new wrinkle? These morning arrivals often mean U.S. boaters will be underway throughout the night before reaching Ensenada. Sorry, there’s no more arriving at sunset and rushing ashore to the nearest margarita bar.

WHAT’S NEW ASHORE? Throughout Mexico, masks in public (even outdoors) and social distancing are mandatory. Mexico’s social-distance separation is 150 cm, slightly closer than the U.S.’s 183 cm (6 feet). Grocery shopping? Note the separation marks on the floors. Take your own bags to the check-out register and pack them yourself, because those handy bagger kids are presently obsolete. Restaurants are limited to 50% occupancy, so reservations are a good idea. Masks must be worn over nose and mouth except while you’re actually putting food or drink into your mouth. Banks, laundromats, marina chandlers, boat yards, department stores all require masks and physical distancing.

SAFEST STATES? All Mexico’s Pacific states report fewer than 10 Covid cases per 100,000 people, which is the same rate as California (according to Reuters News Service as we go to press in early May). The safest states to visit are Baja California Norte, Baja California Sur, Sonora, Sinaloa, Nayarit, Jalisco, Colima, Michoacán, Guerrero and Chiapas.

WHAT HAPPENED DURING 2020? In pre-Covid years, the annual northward migration of hundreds of smaller or slower U.S. boats begins in April and May, well prior to the start of “hurricane season” in the tropics. Larger and faster boats that don’t intend to summer over in Mexico usually start their trek north in late May or early June, depending on the storm forecasts. Starting in March, 2020, ugly Covid news began contracting international travel. According to marina statistics at Los Cabos, La Paz and San Carlos, many owners of boats in the 50’ and smaller range began vacating their slips a bit earlier than normal and returning to the U.S. That accounted for about 6% fewer U.S. boats staying in Mexico than previous years. “But surprisingly, during May through September of 2020,” said Gabriel Ley, the manager of Marina CostaBaja, a 250-slip facility in La Paz, “we had 89% slip occupancy rate, which was the same as we had in 2019, the summer before Covid.” Ley attributes that to at least three factors. “First, a lot of the big sportfishing tournaments were cancelled due to Covid restric-

tions, especially those down south,” such as at Costa Rica, Acapulco and Ixtapa. Without the attraction of big-dollar tournaments, the owners of those larger sportfishing vessels moved them up north, such as to Puerto Vallarta and La Paz, in order to lower their insurance premiums and risk of hurricane damage. Secondly, Ley noted that a more than a dozen of the world’s most glamorous mega yachts (250’ to 300’) berthed in his marina all last summer, specifically to provide safe quarantine homes afloat for their jet-setting owners and uniformed crews. “The big boats,” said Ley, “kept their slips while they occasionally cruised off explore to the middle and northern anchorages in Sea of Cortez for 7 to 10 days at a stretch.” Nice way to quarantine. Ley said that three of the largest mega yachts (up to 990’) anchored outside the marina all summer and dinghied people in to enjoy the private beaches and scaled-down restaurants. Despite world news of Covid death rates climbing, Ley said that “boats 55’ and larger filled the bulk of slips here and in Los Cabos, Puerto Vallarta and San Carlos.” That included about 40 Canadian boats that were not allowed to reenter Canada due to Covid fears. Ley said most of this size boats were enrolled in the marina’s caretaker service while their owners flew home to quarantine. A few had their own hired captains who lived aboard to maintain the boat. About a dozen motoryachts, trawlers and sail boats that arrived in Mexico before Covid struck had simply stayed in the Sea of Cortez during 2020 in “safe cruising mode,” avoiding marinas but enjoying remote anchorages, pristine beaches and virgin diving conditions. Carol and Jerry Switzer said a couple villagers in a remote anchorage wore masks as they came out in a panga to say hello from a safe distance. “They said they were delighted to see some gringos. This makes a lot of sauce. We live full time on our 34ft Mainship Trawler. I feed the whole dock on this meal! If you have an immersion blender, it helps to break down the onion better. In a pot, add oil and butter, melt. Finely dice the onion, add to pot. Cook until translucent. Add garlic, cook 5 mins. Add vodka. Add tomatoes and paste, mix well. Add cream, if you have immersion blender, use it now to make almost smooth. Salt and pepper to taste. I add frozen peas for the texture, burst of color and the pop of flavor. I served this over rigatoni but use any pasta you’d like and if you’re low carb, definitely delicious over cauliflower rice or spaghetti squash as well! 1 medium-sized green pepper chopped 1-15 oz. can tomato sauce 1-14 1/2 oz. stewed tomatoes 1 t. salt 1/2 C. Monterey Jack cheese, grated Cover lima beans with cold water in large saucepan. Bring to boil. Reduce heat. Simmer until tender, adding more water if necessary, about 25 minutes for fresh or 5 to 6 minutes for frozen. Drain thoroughly. Grease 12-inch gratin pan or deep casserole. Cook bacon in heavy 10-inch skillet over medium-low heat until translucent, about 10 minutes. Add onion and green pepper and cook until hot, stirring frequently, about 5 minutes. Mix in tomato sauce and stewed tomatoes. Cover and simmer 15 minutes. Uncover and simmer until most of tomato juice is absorbed, stirring frequently about 20 minutes. Mix in salt. Pour into dish. (Can be prepared one day ahead and refrigerated. Bring to room temperature before continuing). Preheat oven to 450*. Sprinkle cheese over beans. Bake until gratin is hot and cheese melts, about 20 minutes. Serve immediately. 1 English muffin 1 slice of cheese, squared 1 egg Butter Salt & pepper 1 dog Separate the halves of the muffin and

place on aluminum foil in a toaster oven, turn oven to hottest setting. Take a small cup—any kind, but not spouse’s coffee cup—and spray inside with PAM. Break egg into cup, remove shell, add salt and pepper, stir with fork, put into microwave on HI for 45 seconds. Don’t worry about the popping noise—the door should protect you. Cut the corners from the square piece of cheese so the remainder is the same size as the muffin, put the corners in a small stack, put the cheese round on one side of the toasting muffin. Add a dab of butter to the other side. A piece of cooked Canadian bacon is good, too, eh? Let it all heat 15-20 seconds. Take the cup from the nuker; remove both halves of the muffin from the oven, SHUT THE OVEN OFF, fork the egg from the cup onto one half, slam the two halves together in a paper towel, toss the cheese corners to the dog to allow you to get out of the door unhindered. A FORCE TO BE

Michael Peters is the designer and a legend in the Yachting world, known for his stunning yacht designs for the elite and private owners as well as brands Hinkley, Bertram, and Viking to build production boats with a class-A reputation of style, performance, and quality. Michael built his first boat at age fourteen, the 8-ft sailing dinghy. He later went on to be awarded a U.S. patent for a “hydroplane boat” with a continuous chine and ventilated transverse step and in 1981 he established Michael Peters Yacht Design in Sarasota, Florida. Michael specialized in designing high-speed boats and his designs have won hundreds of worldwide wins. Continuously expanding his focus, adding production boats and yachts to his expertise and according to Outback Yachts, Michael and his firm have produced over 400 designs which have led to the building of more than 30,000 custom and production boats. John Olsen is the President and CEO of California-based Offshore West, Inc., and President of Outback Yachts. John joined Offshore Yachts in 1992 and in 1996 John accepted the opportunity to become the West Coast dealer for Offshore Yachts, marking the beginning of Offshore West, Inc. In 2009, Offshore West became the exclusive dealer for Offshore Yachts in North America and opened a new office in the Ft. Lauderdale area. With the strategic partnership of Luke Brown Yachts, the Offshore brand expanded their sales and

marketing reach throughout the entire U.S. East Coast and Europe. John is the U.S. distributor for Offshore Yachts, built in Taiwan by Kha Shing Enterprises and according to Outback Yachts, has personally supervised the construction and delivery of over 100 new Offshore Yachts from the Kha Shing yard. Andrew Cilla is the Founder of Outback Yachts. He joined Luke Brown Yachts in 1977 and one year later, he acquired the firm and assumed the role of President. With over forty-five years as a yacht broker and forty years as the owner of a major yacht brokerage, he has more experience than most active brokers in the industry today. Andrew is also the Former President of International Yacht Broker’s Association, Former Director of Yacht Architects and Brokers Association, Former Officer of Southern Yacht Broker’s Association and Original Member of Super Yacht Network. His company is the East Coast and European distributor of Outback Yachts. This past May, Michael Peters and Andrew Cilla flew in from Florida and I was able to catch up with them, along with John Olsen in Newport Beach. CA. John told me the story of how the three men eventually partnered up to conceptualize the model. “I was in Florida, sitting in Andrew Cilla’s reception area and saw a scale model of the Outback in a case. I thought to myself this is the ideal yacht for friends and family. So, I inquired about it to Andrew. That’s when Andrew told me about Michael Peters”.

He told me in 2013, Jay Coyle, editor of Yachting Magazine had seen Andrew drawing a boat on a napkin and told Andrew that Michael Peters had a very similar concept and that he would connect the two. Andrew and Michael came together, adhering to the philosophy that form follows function, completed the construction drawings and design that would become the Outback 50, and then shelved the project while waiting on the right man for the job to build it. Andrew asked John if her would be interested. Afterall, John was the perfect fit, having a long-term relationship with Offshore Yachts, built in Taiwan by Kha Shing Enterprises. John said yes and the “dream boat” started production. When I asked what the concept behind the Outback 50 was and why is it special, Michael told me, he loves designing boats customized to fit others needs but he wanted to design his dream boat. John, Andrew, and Michael all had similar visions of what that “dream boat” would look like and it had to be a place where friends and family came together. Michael wanted a fun comfortable inviting layout where you could spend the entire day on the Aft deck in Catalina or offshore excursions. John loved the idea of an infinity deck and entertaining platform. Andrew wanted enough space for the kids and a launching platform for as many watersport toys one could possibly fit. They all had a passion to capture the essence of living on deck.

THE RESULT:

Not your father’s Trawler! The Outback yacht 56ft in length with more deck space than any yacht in her class offering flexibility to fish, dive, play or simply relax and dine on deck. Elegant, modest interior extends naturally from the aft deck, opens expansive views, and emphasizes casual onboard living. Michael Peters describes the Outback 50 as stand-alone boat geared toward a more active boater, an easy transition for someone that comes from a sailing background or someone looking for more contemporary functional features than other power boats have to offer. The Outback 50 is a very clean, contemporary design with a galley-up or aft galley option. I personally find the galley-up design to be ideal. The settee pulls out, raises, and lowers for the perfect dining experience. The galley has a cook top, microwave, refrigerator, freezer, deep sink, and lots of overhead storage for kitchenware. The interior has beautiful hardware and teak wood raising the quality to another 22

level. The single or dual option helm has an all-weather station, full water view with 360-degree visibility and a starboard door for easy access. Down below, there are two staterooms. The master queen is a sea maidens dream, with an abundance of closet space, shelving running and reading lights, USB outlets, room to maneuver on both sides of the bed, four portholes and a very large forward hatch, providing optimal natural light and ocean views. The guest stateroom has a twin bed configuration, making it the ideal accommodations for children or friends to sleep over and plenty of cabinets and drawers for all the yachting ocean attire and kids’ toys that you could possibly bring onboard. The head has a full shower and separate doors for privacy entrance from the Captain’s quarters. Unique hull design by Michael Peters

features a shallow draft of only 3 feet and aft engine placement for a smooth, level, quiet, and comfortable ride regardless of speed. The hull and modern tunnel technology results in a keel that helps protect her running gear in shallow waters as well as offshore. The particular prop/tunnel configuration of the Outback 50 contributes to an astonishing degree of efficiency and comfort and allows her to access cruising locations inaccessible to more conventional yachts with deeper drafts. Extremely economical, requires only 500 total hp to push to 20 knots. The Outback 50 features twin engine propulsion for three important reasons: performance, draft, and safety. Redundancy in engines, running gear, and rudders, offers increased security. point on the boat and thereby protecting the running gear. Housing all primary mechanical systems under the aft deck away from the accommodations means a quieter ride, reduced vibration and odors with no need to rearrange the interior or bother anyone onboard while servicing the equipment. Overall, I can’t say enough about the Outback 50. I have been on a lot of boats and I always find something that “if it were mine”, I would change. Over a couple days, I walked this yacht up and down, back, and forth and I couldn’t find one single thing that I would do differently and honestly that says A LOT! I have never even considered living aboard any boat but after spending time on the Outback 50, I wanted to go home, eliminate my possessions, pack my

bag, grab my dog, and move onboard! It is the ideal “Dream Boat”!

I had the eerie feeling that there really was no water: I was supported by invisible threads in mid-air. The only sound was my breathing through the snorkel and, I admit it, my mind drifted wickedly. I thought of the phone calls I’d had in recent days before catching a flight to Belize for a week of bareboat chartering. I’d talked to a good friend in Chicago, who told me

that the slush on the streets was eight inches deep, that another storm was due that night, and he was worried about keeping his driveway clear. I had talked to a friend in the Northeast, who said it had gotten as high as 11-degrees that afternoon. And I talked to friends in Seattle who hadn’t seen the sun in two months. Handy tip: Don’t laugh with a snorkel in your mouth. Yes, things were far better in Belize. The air temperature was in the high 70s, the water temperature was in the mid-70s and, frankly, it was hard to tell where one started and the other stopped. Fluffy white clouds drifted past overhead, and the

sunsets were spectacular. I think that Belize is the way they spell “paradise” in the Western Caribbean. Let’s cut to the chase: why would you charter a bareboat in Belize? Well, for one thing, because it’s what the Caribbean used to be fifty years ago. Although it is showing some stirrings (a superyacht marina is being built in Placencia), it remains as untouched and laid back as when it was a Crown colony known as British Honduras. Most important, however, is that Belize is absolutely gorgeous. You’ll be the first person to put footsteps on most of the beaches,

UnBelizeable! Belize Charter Tips Getting There: Gateway cities to Belize are Miami, Houston and Dallas via American, Continental and TACA airlines. Once in Belize, Tropic Air is your commuter airline to the charter base and it’s a good idea to book this flight through your charter company for simplicity. Currency: Two Belize dollars are worth about one U.S. dollar. U.S. dollars are generally accepted, with change given in Belizean dollars. Visa (best) and Mastercard (next best) are accepted at hotels and restaurants on the mainland, but supermarkets and services in the islands require cash. ATMs are non-existent. Language: English is the official language and widely spoken, along with Spanish. Immigration: Passports but not visas are required for U.S. and Canadian citizens. You must have either a return or ongoing ticket. A departure tax of about $40 U.S. is charged per person. Climate: Dry season is January to April; rainy season is July to October. What To Take: Two swimsuits (so one can dry), walking shoes, sandals or reef runners for exploring, hat or cap, polarized sunglasses to read the depths, and plenty of sunscreen. Provisioning: Once you’re away from the charter base, there isn’t much available so plan to take all your food and plenty of water with you. Each of the charter bases has grocery stores within taxi distance, or you can have the charter companies provision the yacht for you. Additional Fees: Park fees of US$10 per person per day are charged at marine reserves in the cruising grounds. A departure tax of about US$40 is charged per person. Fishing licenses of US$25 per week are required if you plan to fish, with large fines and prison terms for violations. Communications: Cell phone service, particularly with Sprint or Verizon, is surprisingly good, but check with your carrier to make sure you have international roaming.

the water is perfect, and the snorkeling is out of this world. Trade winds blow steadily most of the time, so you not only have good sailing, but you have natural cooling at anchor. And, speaking of anchoring, you don’t have to race from harbor to harbor just to get a good spot. You may find yourself surprised to see another boat. Now, for your geography lesson. Most people don’t place Belize within a thousand miles of where it really is, which is on Caribbean side of Central America, tucked under the bulge of Mexico’s Cancun Peninsula and with its southern and western sides pressed against Guatemala. Flying time is just two hours from Miami, and Belize City is served by nonstops from a number of North American hubs. But, in a word, the reason you’ll come to bareboat in Belize is the reef. Stretching for more than 350 miles south from the tip of Cancun and protecting the shore of Belize, the Mesoamerican Reef is the second largest barrier reef (behind Australia) in the world. Scattered behind and around this reef are more than 400 islands and cays. Many are deserted and look just like your mental picture of a beachcomber’s dream: a few palms, blue-green waters, a perfect sandy islet. In the waters around these islands are more than 500 species of fish and it is like swimming in an aquarium. Here’s the disclaimer: if your idea of fun is spending your evenings in a marina and going ashore to dine and dance, stop reading right here. If you want cutesy pastel tourist villages with shops selling faux native crafts, well, you’re out of luck. What you will find in Belize, however, is serenity. The serenity that comes from having an anchorage all to yourself. Of swimming from a pristine beach and snorkeling above a huge reef of living coral. Of your kids touching a starfish for the first time and giggling helplessly. Or of just

sprawling in the cockpit with a trashy novel, a little Diana Krall gentle in the background, and something rummy and cold in the foreground. There are three major bareboat charter companies in Belize: The Moorings, sister company Sunsail, both based in Placencia, and Tortola Marine Management in San Pedro. All offer a range of monohulls and catamarans in sizes to fit your planned crew. For our adventure, we went through The Moorings and reserved a Moorings 4000, a 39’ catamaran with three staterooms and two heads that was perfect for two couples and some kids. We chose the catamaran not just because it gave us great privacy with the cabins in each corner of the two hulls and not just because we liked the spacious deck areas and not just for the springy trampoline at the bow on which we lay to watch the stars at night. We chose it because, by and large, the Belizean waters inside the reef are fairly shallow. With just a 3’ draft, we wouldn’t have to watch the chart as closely as we would with the 6’ or more draft of a monohull. And, because we could navigate thin water, we were able to get close to the beaches and into quiet anchorages. Sailing the waters of Belize doesn’t require the skills necessary for a voyage through, say, the swirling waters and rocks of the Scottish Hebrides but, on the other hand, you need to pay attention. Most of the charter boats have chart plotters and GPS, all have paper charts and cruising guides, but your primary navigation tools are your eyes. Take polarized sunglasses so you can read the changing colors of the water: deep water is blue, skinny water is increasingly pale or turquoise. One interesting option for bareboating in Belize is to choose a one-way charter. This costs extra, but it allows you to mosey through the islands without having to double back. you can arrange to rendezvous with one of the many dive shops in Belize that will provide you with tanks and gear, as well as guides to the best diving sites. I won’t bore you with the minute-by-minute details of our charter because Belize offers a diversity of possible charter itineraries. Unlike the British Virgin Islands, where most charterers depart Tortola and then make a counterclockwise circuit of the islands, you can cruise Belize several times and never follow the same path. So here are some tasty destinations for you to consider: Wippari Cay: Mooring buoys are usually available and, since this is a just 14nm from Placencia, a good place for your last (or first) night. The Sea Urchin Bar has great seafood, and there is impressive bonefishing nearby. South Water Cay: About 22nm from Wippari, this is your introduction to fabulous snorkeling with a menagerie of brightly colored tropical fish and even the occasional ray. Part of Belize’s World Heritage Site, this 15-acre coral island is dotted with coco palms and mangrove islets. Several mooring buoys are available with good protection from the prevailing easterlies. Ashore, there are some restaurants (freshly caught lobster, yum!), bars, and a dive shop. With so much wildlife, it’s no surprise that there are two scientific research facilities (one from Smithsonian) on the island. Cocoa Plum Cay: Several mooring buoys and a dinghy dock with water lead to a resort and restaurant ashore. Nature paths wander around the caye, where you’ll see coatimundi, Belizean raccoons and sea iguanas. Lagoon Caye: Really two cayes separated by a deep-water channel, there are moorings, a ring of shallow coral for snorkeling, and a chance to kayak in the lagoon. Queen Cays: Three pristine islets with beautiful reefs for snorkeling, and moorings off the southern caye offer good shelter. This is where the huge whale sharks come after the full moon between April and June and, though harmless, they could be heart stopping if you weren’t expecting them. miss Glenda’s for freshly baked cinnamon rolls. Tobacco Caye: More good snorkeling and great for dinghy exploration. The perfect desert island of sand and palms. Laughing Bird Cay: Named for the laughing gulls, there is a coral restoration project here, and you may meet the “coral gardener” responsible for nursing the growing reef. One bit of advice: almost every bareboat charter crew returns wishing they’d left a few days to explore Belize after their charter trip. Save a few days at the end, and you’ll be well rewarded. The Mayan civilization dates back to 2500BC, and their sophistication and knowledge is well documented. They were building great pyramids at a time when much of Europe was still living in mud cottages. Belize has an abundance of Mayan ruins, but the best is Tikal, just across the Guatemalan border, with excursions readily available. Then there is the Great Blue Hole, one of the most unique geological features on Earth, and one that astronauts can see clearly from space. A circular limestone sinkhole outside the reef, it provides unbelievable wall diving for novices and experts alike. Jacques Cousteau named it one of the 10 best dive sites in the world. Novices can marvel at the sheer walls covered with elkhorn coral, and experienced divers can venture down into a forest of stalactites protruding upward in a cave formed during the Ice Age more than 15,000 years ago. You might also enjoy a boat excursion up the Monkey River near Placencia to see the wildlife, or a visit to a jaguar preserve. A laid-back paradise where time seems to have stopped back in colonial days, Belize offers superb sailing in protected waters, world-class snorkeling and diving, and a pristine beauty that can’t be described. En route to our charter base, our taxi driver summed up Belize when he turned around, grinned, and said, “Welcome to the most peaceful and beautiful place in the world.”

If you’re looking for some cheap, easy ways to conquer some common boating problems and inconveniences, read on.

If you have a rain top or Bimini, you know how it’s often in the way when it’s folded up. What I did was install a second set of deck mounts, aft of the main ones. Now, I attach the top to the aft ones with wing bolts, when I’m not using it, so that the top folds back and rests over the splashwell. If you need to raise the top, it takes about two minutes to relocate it to the front mounts and then erect it. If you can’t find stainless wing bolts, you can make some easily out of a wingnut, a machine bolt, and a nut. Carry a couple of spares in case you drop one overboard and show that thing whose boss and stow it out of the way. 0 2 | MY LIFE FOR A KNIFE

Commercial fisherman always have a knife on them, ready to grab and use with one hand – and for good reason: That knife can be the difference between life and death if you get a line wrapped around you. If you’re boating recreationally, you may not have a knife on you, but that doesn’t mean you have to be unprepared. When things go to Hell on a boat, they usually leave from the stern, so on my boats (work or pleasure) I keep a serrated knife (they cut the fastest), in a scabbard, attached to the boat, in the stern, where I can reach it from either side. I prefer serrated knives because they cut the fastest. One of these knives saved my life many years ago (on my recreational boat). I hope to never need it again, but like knowing it’s there. 03 |

to you, while staying out of harm’s way. To avoid a Homer Simpson “D’oh” moment, tie your end of the line to your boat before throwing the other end. Whether you’re the tow-er or the towee, a heaving line can save the day.

was blowing onto the rocks. The wind was stiff, the water choppy, and the tide going. He’d grabbed a lobster buoy, and the trap was holding him off the rocks, but not by much. He was bobbing in the surf just off the shore. He was in trouble. He wanted me to come in close and hitch him up and tow him off. No way Jose. If I’d done that and I lost power, we’d have had two boats in trouble. I got a line to him by using my heaving line. A heaving line is just what it sounds like: a line for heaving. Mine is a quarter-inch line with a plastic float on the end of it. The small line is easier to throw than a larger line, and the float on the end gives the end some extra zip when it’s sailing through the air. You can wing it like a bolo for extra distance, and the float makes it such that the recipient can snag it with his boathook if it’s close. You throw it to the other boat, and then use it to pull the towline (an anchor line on most small boats) back

If you have a portable swim ladder on your small boat, you probably know how there’s no good place to stow it, and it’s always in the way. I stow mine in the splashwell, fastened in place with two pad eyes and ball bungees. It’s out of the way, easy to get when you want it, it’s space you don’t use for anything else, plus who cares if it gets wet? From the “Fool Me Twice” file, I lost a ladder one time by taking off while it was still hanging over the side, so the new one has a line on it that I fasten to the stern cleat when in use, just in case… 0 5 | STASH IT AND LASH IT

A nautical corollary of Murphy’s Law is that anything that can blow out of a boat will, and that applies on land as well as water. Unless your boat’s faster than most, the fastest it travels is when you’re trailering it down the highway, when you’re not aboard to see the stuff taking flight. Life jackets, fenders, charts, whatever - they all have aviary tendencies given the chance. So be sure to stow and/or lash down anything that can blow out.

Like duct tape and wire ties, ball bungees are devices I don’t know how we lived without. They’re a cheap, quick, convenient, durable, waterproof, easy-to-undo way to secure all sorts of things. I use them to secure the rain top, and stow my swim ladder, and waterskis, and I keep one around the tongue of my trailer to hold the chains and wires off the ground if it’s being towed by a vehicle with low ground clearance. I’ve seen them used to secure a coil of line. Get them at the hardware store. You can shorten them if you need to by pulling the line out of the ball and cutting it to length; you can lengthen them by connecting several together or replacing the shock cord with the length you want. Whoever invented these is a genius!

The electric bilge pump is a convenient little device. With the flip of a switch, or even all by itself, it removes water from your boat - when it’s working. Give thought to what you’ll do if it doesn’t. I have two electric bilge pumps on my boat, but a light, cheap, reliable Plan C for removing water is a good old fashioned hand pump. No fuse, no wire connectors to corrode, no motor to fail when you need it most. It works. Every. Time. I put an extra-long discharge hose on mine so it will reach up and over the splashwell if I have to

pull water from underneath it, because the pump takes two hands to operate. Absent that, be sure to have a pail aboard so you can pump and dump. 08 |

MAN THE OARS!

A cheap, reliable means of moving your boat if the engine or engines quit is a good pair of oars. You can row a fairly sizeable boat (just ask the Vikings). Rowing is a lot more mechanically efficient than paddling, and you can do it alone and keep the boat moving in a straight line without having to switch sides. Plan on rowing standing up, pushing on the oars. It lets you put your whole

body into it. The oars stow on the floor along the sides, or up under the gunnels, and don’t take up much space. Mount the oarlock sockets where you can stand and row comfortably, with full range of motion. Mount them far enough outboard on the gunnels so that the oars don’t scrape on the rubrail. If that’s not an option, you can buy extended (tall) oarlocks for around $80 pair (ouch) or make up a pair of extenders that raise the oarlocks, half-inch bar and three-quarter-inch pipe. A local machine shop fabricated mine up for $20 while I waited. Be sure to use backing plates under the gunnels when you mount the sockets, to distribute the load. 0 9 | CHOCK TALK If you read boat magazines or go on YouTube and search “launch ramp fails”, you’ll see people’s tow vehicles submerged in the lake. Don’t join that club. The emergency brake on your vehicle is a mechanical system that can fail, at any time, for no good reason. For about $10 you can avoid lasting video infamy by using a wheel chock. Cheap. Simple. Effective. Mine is on a line tied to the truck, so if I’m alone, it stays in place until I’m done using it, and follows me up the ramp. As extra insurance against YouTube virality, never turn the tow vehicle off while launching or retrieving on a coming tide… 1 0 | PARTS

SMARTS

We’ve all seen abandoned trailers beside the road, often with a wheel missing. Most of those are there because their owner didn’t have what they needed to fix what broke. Don’t be like them. Carry a spare trailer tire, the tools to install it and a wrench to get the spare tire off the trailer. I carry a good old fashioned four-way lug wrench, because you can apply a lot more torque to the nut with one of those than with the little L shaped lug wrench that comes with cars (and odds are, that wrench wont’ fit your trailer nuts). Apply a good coat of anti-seize lubricant to the wheel/hub mating surfaces and the lug-nut studs. Keep the tires properly inflated (including the spare), and check for sidewall cracking/dry rot. Unless you trailer the boat a lot, your tires may wear out due to age before treadwear. Sometimes that orphaned trailer fried a wheel bearing. Bearing Buddies are often

an affordable, easy way to apply grease to those bearings regularly. Even then, that’s no guarantee, so I carry a spare hub, and bearings, all packed with grease and ready to go, plus some latex gloves, paper towels, and a trash bag, in a toolbox attached to the trailer. If you don’t have a toolkit on the boat, put the tools you’ll need to replace the hub in the box too, because spare parts are useless if you can’t install them.

When parking your trailer, broken or not, you may need wheel chocks. For a few pennies, I made a set out of wood that fits in the winch stanchion. They’re connected together with a piece of twine and have finger holes drilled in them so you can get them out of the stanchion easily. If your stanchion isn’t slotted, attach a line to the top one too, so you can lift them out handily. 1 1 | THE CHOCK SOCK Are you tired of the bow chock or roller on your trailer putting a black smudge on the bow of your boat? Stop the madness by putting some socks on it. A couple of gym socks will solve the problem in short order. The low-rise, “footie” kind work best. Cheap. Simple. Effective. Easy! With a little time and forethought, and not much money, you can make your boat neater, cleaner, safer, better looking, easier to use, and better prepared for whatever Murphy might throw your way. Your friends, passengers and fellow boaters will all marvel at how smart you are. And that always feels good.

ECOS devices eliminate the lanyard and rely on wireless proximity devices to shut down an engine if the operator goes overboard. “They all turn off the engine so the boat doesn’t start to death spiral around you in the water,” said Croft. The new law requires a vessel operator to use either a helm, outboard lanyard, or wireless ECOS on certain vessels less than 26-feet when traveling on plane or above displacement speed. For a boat, “on plane” means the point in which the boat, in effect, rides over its bow wave, reducing the wetted area of the hull and thus reducing drag. These vessels include boats that have a functioning engine cutoff device installed at the helm, on an outboard engine, have wireless ECOS, or boats manufactured beginning January 2020. BoatUS said the Coast Guard increased the number of boats required to have ECOS installed after this date in an effort to reduce boating accidents and fatalities. Exceptions to the ECOS requirement include if the main helm of the vessel is in an enclosed cabin or the vessel is not operating on plane or at displacement speed. Low-speed activities such as fishing or docking do not require the use of an ECOS. The vessel operator is also exempt if the boat’s motor produces less than 115-pounds of static thrust – or about the size of a 2-hp engine. “All the normal things you do at a low speed don’t really change, what does change is again, if you’re going fast on a small boat under 26-feet,” said Croft. As this is a federal law, states do not have the ability to enforce the regulation. However, seven states, Alabama, Arkansas, Illinois, Louisiana, Nevada, New Jersey, and Texas, currently have their own ECOS laws. BoatUS expects most states to amend their regulations to match federal law over the coming years. “This is really a way, a smoother way to get the states to embrace engine cutoff switches in a more efficient manner, in a more uniform manner,” said Croft. While boat operators who fail to follow the new requirement could face a $100 civil penalty for the first offense, BoatUS expects the U.S. Coast Guard’s initial focus will be education. “The Coast Guard’s not looking to write everybody up right away,” said Croft. “They really want to educate.” There are many different scenarios as many different boats with different builds exist, boaters with questions can visit uscgboating.org/recreational-boaters/engine-cut-off-switch-faq.php for frequently asked questions.

posal to increase the vessel renewal fee by 250 percent has been heard by two Senate budget subcommittees, but so far, no decision has been made. The proposal was heard by Senate

Budget Subcommittee No. 2 on Feb. 9 and Senate Budget Subcommittee No. 3 on Feb. 17 and held open by both subcommittees. The proposal, which is part of Governor Gavin Newsom’s proposed 2021-22 budget, would increase the vessel renewal fee from $20 to $70 biennially and could be implemented as soon as July 1. California State Parks staff said the proposal aims to address a projected $52 million annual deficit in the Harbor and Watercraft Revolving Fund (HWRF), which is the primary fund source for boating programs managed by the California Division of Boating and Waterways (DBW). fornia said the organization is not supporting the governor’s proposal as it stands now. Jerry Desmond Jr., RBOC’s director of government relations, said the proposal being held open buys them some time to have their concerns addressed. “We believe we have a lot more work to do,” said Desmond. On Feb. 16, RBOC, along with 13 other boating organizations, sent a letter to the Senate budget subcommittees asking them to take these actions: reduce the amount of the proposed increase to an amount significantly less than 250 percent; re-direct a small, yet reasonable portion of the $107 million in annual boat fuel tax dollars to the HWRF; permanently eliminate the authority for HWRF funds to be utilized for beach erosion control; establish an equitable funding structure for the invasive species program that includes other beneficiaries with a proportional financial framework; establish in statute the stake-

holder process to be undertaken over the next few years to develop long-term funding approaches to the HWRF, and add to the Boating and Waterways Commission’s statutory authority the responsibility to approve loans and grants from the HWRF. Those concerns were the major focus of the time-limited discussions at the subcommittee meetings. “Does the department have any data that shows the fuel tax dollars and the registration fees have been placed in the HWRF account? And I’d like to see that data,” asked California State Assemblymember Thurston Smith at the Senate Budget Subcommittee No. 3 meeting. Director of Administrative Services for California State Parks Will Schaafsma, who gave a presentation on the proposal to both subcommittees, said State Parks does have that data and would provide it. “It’s a 250 percent increase and first in many years, one, I would like to be able to

He said they would work with boaters to come up with a long-term solution that would be more satisfactory to all parties. The next hearing for the proposal has not been announced yet. transporting you to another era in time. After perusing our options of trailers, we decided on “Green Eggs & Ham”, a 1968 Airstream Ambassador. We packed the car full and headed up the California coast for our quick escape. Upon arrival, the staff gave us a warm welcome and our key for early check in. The grounds were well maintained and thoughtfully laid out. Some of the trailers are strategically located around the common area, others spaced for privacy. Since my car was loaded down with our luggage, the dog’s luggage, a surfboard, two electric scooters, a large ice chest, a Weber grill, grocery’s, a hammock, games, and my exterior glamping essentials; rugs and lightening, we were happy that each site also had a personal parking space located next to it offering convenience unloading the car. Entering the trailer, I was pleasantly thrilled with my choice. The Airstream Ambassador is known for its curved walls and tapered sides, giving it a 1950s and 60s mod style. Green Eggs & Ham has a
