“I think Lou Gerlinger instilled in us a discipline that you cover boating just like a newspaper and it is news,” said McIntosh. “That was something that was easy to understand and we came at from the same standpoint.” He said he liked what Gerlinger was doing with the paper so much he briefly published a rivalry paper called Waterfront and when the opportunity to become publisher of the Log came in 2004, he took it. “Just tried to take what he was doing and do a good job with it,” said McIntosh. The Log staff looks forward to continuing to cover top boating, fishing, and waterfront issues in Southern California as well as the events and aspects that make the sailing and boating lifestyle so enjoyable. “Maintain the standard that he set forth to take it seriously, by the same token boating should be fun and we don’t want to lose sight of that,” said McIntosh.

The Log, 50 Years of Covering Southern California Boating, Fishing, and Sailing By: LINDSEY GLASGOW SOUTHERN CALIFORNIA —This year the Log is celebrating 50 years in circulation. In its history, the boating, sailing, and fishing publication has transferred hands to new ownership three times, weathered storms – including a national pandemic – and grown and evolved. The journey began in 1971 when former newsman William
O. Roberts founded San Diego Log to provide information to San Diego’s boating community. Working from The Red Sails Inn dining room on Shelter Island, Roberts conducted interviews and meetings from a table reserved just for him. He wrote many of the articles, edited freelance stories, laid out the paper, sold advertisements, and distributed the paper, which began as a monthly publication. Old archives show the now free paper sold for 25 cents in 1974. OM

Roberts sold the paper to Louis Gerlinger and his wife Betty in 1975. Gerlinger had been writing a column for the paper about his adventures sailing in Mexico for a section of the paper called “Mexican Scene.” “Since October of 1971, when Roberts first began publication of the Log, he has devoted himself to reporting news of port happenings and has often been outspoken on material that he has felt should be brought to the attention of the boating community,” reads a May 1975 Log article announcing the sale of the paper. Gerlinger ran the paper in a small building in the back of the family ’s Point L oma home. The full-time staff included Gerlinger’s wife, Betty; their daughter, Lise, and son Lou Jr. He added a section for “Reg ional News” which included Oceanside, Dana Point, and Newport Beach. In 1978, Gerlinger expanded the paper’s coverage to include Orange County and Los Angeles County, with separate editions printed for each region. The paper began publishing twice monthly in June 1979. In 1990, the Log was acquired by Independent News Corporation. In 2001, then editor Jack Innis added the still popular “Dog Aboard” section. In 2004, the Duncan McIntosh Co. purchased the paper that to this day continues to cover maritime and waterfront news from Santa Barbara to Mexico. Gerlinger continued to be involved with the Log after selling the paper and regularly wrote news stories under the alias of “Log News Service” until his death in 2020.

Hi-Tech Pirates Abscond with Log Internet Domain Name

ered its fair share of bizarre news in its 50-year history. This bizarre story comes from the archives, specifically a Dec. 1, 2000, issue when it was reported “hi-tech pirates” had absconded with The Log newspaper website domain name. The article published in a December 2000 issue of The Log reported the publication was temporarily using www. thelog newspaper.com af ter someone somehow stole the website domain of www.thelog. com. The following is from the article, written by the paper’s editor at the time, Jack Innis. “Hi-tech pirates have absconded with the internet domain name of The Log newspaper, a 29-year-old recreational
boating publication. The piracy occurred on Nov. 16 when bookmarked, hypertext links and web address commands worldwide began linking www.thelog.com to an Eastern European lumber company. The Log has owned its domain name, www.thelog.com, since 1996. ‘We are a timber company located in the Republic of Moldavia,’ the new site read. ‘Please feel free to contact us with any of your timber wants!’ By following a lone link on that web page, viewers are routed to a mailbox addressed: thelog@lizardholdings.com. There is no other substance to the website. Moldavia or Moldova, is a former republic of the U.S.S.R. Efforts to resolve the domain name theft through Network Solutions, The Log’s contract-

QUESTION:
I own a sailing catamaran that is in a charter fleet in Florida. The yacht is booked through a professional management company that is also responsible for maintenance and for arranging for insurance and paying the insurance premium. Last year the boat caught fire and was severely damaged after their crew installed a shore power connector with the wrong voltage. The management company submitted an insurance claim on my behalf, and I was advised that the boat was declared a constructive total loss by the insurance adjusters. I was prepared to accept the payment from the insurance company and walk away from the boat, but the management company had a different plan. They advised that, after discussing the claim with the insurance company, they had chosen to pursue the “repair option,” which called for us to accept payment from the insurance company that was thousands of dollars below the insured value of the boat and to keep the boat and repair it, hopefully within the budget established by the reduced insurance payment. The charter management company referred to this as the “repair option” and they contend that they have the right to make this decision because they pay the insurance premiums. This entire process has me completely confused. This is my boat and I want to accept the insurance payment and walk away. Why is this not my decision to make?
ANSWER: Our reader is being mismanaged by his management company. Let’s start by examining the concept of a “constructive total loss.” When an insurance company declares that a yacht has suffered a total loss, they are saying that the cost of repairs will approach or exceed the insured value of the vessel. Even when the repair estimates don’t quite exceed the boat’s insured value, they recognize that repair estimates may be revised upward in the course of a project, and they choose instead to limit their risk by declaring the vessel to be a constructive total loss (CTL) and paying the full insured value of the vessel to the owner. The purpose of a CTL declaration is to limit the insurance company’s financial exposure. This differs significantly from a decision to repair the vessel. When they decide to authorize repairs, they are obligated to return the boat to its pre-incident condition without regard to the cost. In those cases, the insurance company bears the risk that repairs may exceed the insured value of the vessel. A CTL therefore will not include a “repair option” as suggested by our reader’s charter management company. It is either a total loss or a repair. It can’t be both. The management company’s proposal is, therefore, more accurately described as a “salvage option.” A declaration of total loss requires the boat owner to transfer the title of the damSee ATTORNEY page 27

During construction of the pier, neither ferryboats nor private craft were allowed to anchor at Scorpion or go ashore. Now boaters may use one of two ladders on the pier to drop off and pick up visitors. The Island Packer ferryboats are authorized to use the new lift ramp to land passengers. Private boaters may not use the lift as it requires park staff to operate the lift.
VENTURA —Construction of a new pier at Scorpion Anchorage is finished and is accessible again for all who want to visit.
Construction of a new pier caused this popular spot to remain closed for visitation for 18 months, but it is now accessible by personal craft or the Island Packer ferryboats. Santa Cruz Island is the largest of the five islands that make up the national park—Anacapa, Santa Barbara, Santa Cruz, Santa Rosa, and San Miguel islands—it is the most visited as well.
A fire broke out above Scorpion Canyon last fall, scorching about 1,400 acres. This area from Scorpion Valley to Smugglers Cove is open for hiking, as long as hikers stay on the marked trail, to help island flora to revegetate. Camping is now open as well in Scorpion Canyon but currently limited to tent sites in the Upper Loop. The Lower Loop campground is undergoing tree and limb removal of damaged trees in the area. Crews are on-site to take care of any damaged trees and limbs and the park is expecting the campground to reopen in March.
Scorpion Anchorage is the most visited destination in the park, with about 65,000 people coming ashore each year to enjoy recreational activities such as hiking, picnicking, camping, kayaking, swimming, snorkeling, and diving.
Wildflower season has begun on the island with the amazing bright yellow blooms of the giant Coreopsis know as tree sunflowers coming to life. Other island native plants and trees are beginning to bloom as well. It’s a great time to visit the east end of Santa Cruz Island.

In honor of The Log’s 50th anniversary, we brought back the original look of our “Legislative Update” section and took a look back at some of the legislation once covered by the paper.
THEN California Coastal Act Signed into law on Sept. 29, 1976, an amended version of the “Scenic Highway” bill included the provisions of the Coastal Conservation Act, which failed to move through the Senate finance committee, according to a 1976 Log article. The passed bill curbed development along 1,070 miles of the California coastline, giving the newly formed California Coastal Commission control over a strip of land extending inland from the shoreline generally 1,000 yards.
Charter Boat Safety Act
Introduced by Assemblymember Sam Farr (D-Monterey) Signed into law on Sept. 23, 1983, the act required passengers be given a demonstration on how to use life preservers, required passengers be informed they can be ordered to don life preservers by the boat’s operator, and required all charters carrying seven or more passengers be licensed by the U.S. Coast Guard. The legislation was sparked by a near tragedy in February 1982 in which a whale-watching boat carrying 32 passengers – 24 of them schoolchildren – overturned, according to a September 1983 Log article. The article also stated that none of the passengers were wearing life preservers.
California Gillnet Ban PROPOSITION 132
Sponsored by Assemblymember Doris Allen Approved by voters in the Nov. 6, 1990 election, the initiated constitutional amendment banned the use of gill nets and trammel nets, beginning Jan. 1, 1994, in coastal waters of central and Southern California. It also imposed additional fees for marine resource protection stamps through Jan. 1, 1995 and allowed the revenue from the increased fees to go toward making a lump sum payment to fishermen who lost income due to the imposition of the ban of gill and trammel netting.
Boater Education SB 941 Signed into law on Sept. 18, 2014, the bill requires boaters pass a safety course and obtain a vessel operator card from the Division of Boating and Waterways in order to operate a boat in California that is propelled by an engine. The seven-year phase-in began in 2018 and will apply to everyone as of 2025. At the time of passage, California was one of only five states that did not require boater safety education.

Introduced by Assemblymember Jim Wood (D-Santa Rosa) on Feb. 16 Under the existing system, fishing licenses in California expire on Dec. 31 of the current year and then are re-upped on Jan. 1. If passed, AB 817 would transition California fishing licenses to a 365 dayof-purchase system and would also require the department, on or before Jan.1, 2023, to provide an option to display a sport fishing license electronically on a mobile device, except as provided. The bill is currently still waiting to be heard in committee.
Dominguez Channel watershed and Santa Catalina Island Conservation AB 78
Introduced by Assemblymember Patrick O’Donnell (D – Long Beach) on Dec. 7, 2020 Existing law requires the conservancy to prepare a San Gabriel and Lower Los Angeles Parkway and Open Space Plan for the protection, preservation, and enhancement of specified areas. If passed, this bill would require the conservancy to update the plan to include the priorities for conservation and enhanced public use within the Dominguez Channel watershed and Santa Catalina Island. The bill was referred to the Committee on Natural Resources on Jan. 11, 2021.
Ropeless Crab Gear AB 534
Introduced by Assemblymember Rob Bonta (D-Oakland) on Feb. 10 If passed, the bill would require all trap and pot fisheries, recreational and commercial, in California to transition to ropeless gear by Nov. 1, 2025, in an effort to eliminate marine life entanglements. The bill was referred to a committee on Feb. 18 and could be heard this month.
Drift Gillnets
Reintroduced by Senators Dianne Feinstein (D-Calif.) and Shelley Moore Capito (R-W.Va.) on Feb. 8 Existing law allows the use of large mesh drift gillnets in federal waters off the coast of California – the only place the nets are still used in the United States. Congress passed the Driftnet Modernization and Bycatch Reduction Act last year but it was vetoed by President Trump on Jan. 1. If passed, the bill would phase out the use of drift gillnets in federal waters off the coast of California.
NATIONAL/INTERNATIONAL A Woman Walks 1,000 Miles for World Ocean’s Day GIBRALTAR— Marie Harrington a resident
of Gibraltar, a British overseas territory on a narrow peninsula on the Southern Coast of Spain, is walking 1,000 miles for Whale and Dolphin Conservation. The United Kingdom-based charity runs a “Great Migration” charity event every year where participants work together to walk thousands of miles to replicate the migratory pattern of whales. Harrington decided to take advantage of the COVID-19 lockdown to participate in the migration and get out and enjoy the natural beauty of her home. Harrington figured out that a walk around “the rock” referring to the Rock of Gibraltar, added up to seven miles a day. After some calculation, she figured out that there were 143 days between January 17, when she set out on her adventure, and World Ocean’s Day on June 8. Seven times 143 is 1,000 and Harrington told the Gibraltar Chronicle that it seemed like “a nice number.” The Strait of Gibraltar is used as a migratory corridor for different species of whales, who use it as a highway between the Atlantic and Mediterranean. “Every year we have Orca, Sperm whales, and Fin whales as well as our resident populations of Pilot whales, Bottlenose, Striped, and Common dolphins. A truly amazing place to live for a cetacean lover,” said Harrington in a March 7 article from the Gibraltar Chronicle. West Palm Beach Hosts 35th Annual International Boat Show PALM BEACH, FLA.— The city of West
Palm Beach gave the green light for the 35th Annual Palm Beach International Boat Show on March 2. The show will be held from March 25 through March 28 in downtown West Palm Beach. The city and event organizer Informa Markets have put in place a series of safety procedures to combat COVID-19. Participants are required to wear face coverings and there will be temperature checks at the entrance. The location of the event has been updated to be entirely open-air and hand sanitizer will be available throughout the venue. The boat show brings in $682.7 million statewide and creates 4,394 full-time Florida jobs every year, according to a press release for the show. This year’s event will showcase a
variety of yachts, accessories and will have a large selection of exhibits and educational interactive activities for kids, including an AquaZone and a kid’s fishing clinic by Hook the Future. For more information see PBboatshow.com.

was arrested for drug possession and authorities uncovered a 4-foot-long crocodile in an unkept tank in the home. The Oxnard Police Department’s Drug Enforcement Unit executed a probation search for suspected drug possession on the residence of Donny Asker at 6:22 p.m. on March 2. During the search, police found the crocodile in poor conditions described in a news release as “submerged in a poorly secured tank with rancid water.” Asker’s home is located on the waterfront near Channel Islands Harbor, police believe it could have resulted in the reptile escaping into the harbor. Officials contacted the California Department of Fish and Wildlife who removed the crocodile and transported it to a temporary facility to provide care before being permanently moved to a new facility. Asker was arrested for felony animal cruelty, felony possession of drugs for sale, and misdemeanor possession of a crocodile, which are protected under the Endangered Species Act.
Port of San Diego Invites Boating Community to Participate in In-Water Hull Cleaning Survey SAN DIEGO— The Port of San Diego has
invited boaters, hull cleaners, and marina and yacht club operators and managers in the San Diego Bay community to participate in their “In-Water Hull Cleaning Survey.” The information collected through the survey will be used by port staff to better understand the cleaning strategies used in San Diego Bay and inform potential next steps in the effort to improve water quality. The survey is open until midnight on March 21 and can be completed online at portofsandiego.org/environment/environmental-protection/ copper-reduction-program. The Dissolved Copper Water Quality readings show regulatory listings for water body impairments around San Diego Bay and the port has been working to reduce those levels through its Copper Reduction Program. Idea for a Floating Hotel Sinks By: JORDAN B. DARLING CATALINA ISLAND—In 1986 there was a proposal for an elaborate floating hotel just off of Santa Catalina Island in Avalon Harbor. On Aug. 25, 1989, there was a meeting held in Long Beach between Innerspace Inns International and state and local agencies. At the meeting there was an informal presentation for the hotel would have held over 500 guests with a gym, sauna, nightclub, underwater suites with viewing windows, and a marine research laboratory. The original proposal in 1986 would have placed the hotel just outside of Avalon Harbor serving as a hotel and a breakwater. The plan was rejected because it was considered vague and blocked the view from Avalon. The company offered to move the hotel to other locations around the island but each location was rejected by the islanders because it was thought to ruin the natural beauty of the island.

In-Water Hull Cleaning regulations in 2012 to reduce or eliminate copper pollution caused by hull cleaning activities in San Diego Bay. The ordinance requires the use of Best Management Practices (BMPs) for anyone doing in-water hull cleaning. In late 2019 into early 2020, port staff conducted outreach and engaged with the boating community regarding proposed amendments to the port’s proposed ordinance for in-water hull cleaning. The port said on its copper reduction webpage, staff continues to evaluate the feedback and potential next steps.
Port of Los Angeles Receives ‘Gamechanger’ Award SAN PEDRO— The Port of Los Angeles
received the gamechanger award from the American Society of Civil Engineers for their innovative design of the port’s Port Optimizer.
The digital portal keeps track of realtime, data-driven insights of the performance and predictability of the port supply chain. The app was developed in partnership with Wabtec Corp. and was introduced to the port in 2016. ASCE gives the award out every four years to recognize infrastructure projects around the U.S. The awards were given out after the release of the ASCE 2021 Report Card assessing 17 categories of infrastructure. “Harnessing the power of data to improve cargo efficiency continues to be a priority for the Port of Los Angeles, and our Port Optimizer is at the center of that effort,” said Port Executive Director Gene Seroka in a March 11 press release. “We are thrilled to be honored by the American Society of Civil Engineers for our digital approach to improving the performance and fluidity of the port supply chain.”

USC Wrigley Study Finds Promising Future for Kelp Fueling Boats, Cars, Planes Researchers in collaboration with Marine BioEngery Inc. tested the “kelp elevator” to see if the new aquaculture technique could improve large-scale cultivation of seaweed to use as a biofuel alternative to conventional petroleum fuels. AVA LON— Under water autonomous drones pulling kelp around the open ocean might sound like a cinematic feature of a science fiction movie, but it might not be that far off in the future. Scientists from the University of Southern California Wrigley Institute for Environmental Studies and engineers from Marine BioEngery Inc. have found a new
aquaculture technique that could help overcome some of the roadblocks to creating macroalgae ocean farms for the purpose of creating an alternative biofuel feedstock, which could be used to fuel boats, cars, planes and more. Using technology called the “kelp elevator” designed by Marine BioEngery, a private-sector company, a team from USC Wrigley studied the effects of depth cycling on the growth, morphology, and chemical composition of the giant kelp macrocystis pyrifera, a target species for renewable biomass production. “We’re trying to figure out a way for us as a society to move away from fossil fuel source-based energy,” said Diane Kim, a member of the research team and senior scientist and DEI manager at USC Wrigley Institute. The results of the study, published Feb. 19 in the journal Renewable and Sustainable Energy Reviews, found depth cycling increased kelp growth, yielding four times more biomass than natural processes. “That was incredibly exciting to us because essentially this method could be

utilized in places like the open ocean,” said Kim. While the open ocean offers a large area for potential cultivation, the distribution of giant kelp is restricted by the availability of light, nutrients, and hard substrate for attachment. The kelp elevator consists of fiberglass tubes and stainless-steel cables that support the kelp in the open ocean, raising and lowering it to different depths to optimize sunlight exposure and nutrient supply. In a 100-day study, research divers collected kelp from the wild, affixed it to the kelp elevator, and then deployed it off the shore of Catalina Island, near the USC Wrigley Institute’s marine field station. The elevator raised the kelp near to the surface during the day so it could soak up sunlight, then lowered it about 260 feet at night so it could absorb nutrients in the deeper water. Researchers compared the kelp grown on the kelp elevator to a control group grown in a native kelp bed where kelp normally thrive near Catalina Island. “We wanted to see how they responded to that and it turns out they not only survived, but they grew and they grew faster than a control group of kelp that we set out in a natural bay,” said Kim. The results from the study found giant kelp grown under depth cycling conditions had an average growth rate of 5 percent per day and produced four times more biomass (wet weight) than individuals grown in a kelp bed without depth cycling. Analysis of tissue from the depth cycled kelp suggested the depth cycled kelp were not nitrogen-deficient and assimilated nutrients from deep water, according to the study.
Our 50th Year “There’s a lot of potential for improving this, but the first essential question was are they going to survive and then if they do survive, can they grow under those seemingly stressful conditions for natural kelp,” said Kim. “Now that we’ve answered that first fundamental question, we can move on to really figuring out how to optimize this.” Kelp has been identified as one potential sustainable alternative to conventional petroleum fuels since it requires very few natural resources, it doesn’t require land or fresh water, and is regenerative, the carbon emitted into the atmosphere when the fuel is burned is absorbed by kelp to build its own biomass. It can be converted into a lot of different types of energy including ethanol and methane. “What we’re really excited about is the conversion of that biomass into a biocrude that can essentially be fed directly into existing refineries, so you don’t need new infrastructure, new technology and so what you end up with is something you can essentially pump into cars that exist today,” said Kim. Kim said USC researchers are gearing up for another depth cycle trial to address some of the next step, high priority research questions. She said Marine BioEngery Inc. is preparing a pilot scale model of an open farm to develop technologies that can be commercialized, with ideas of autonomous drones one day pulling kelp in the open ocean. “Just using that space alone [the U.S. Exclusive Economic Zone], we could really cultivate a feedstock, a sustainable feedstock, to supply some of our energy sector,” said Kim.

Ocean Climate Action Plan is a
non-partisan coalition developed by Blue Frontier and Center for the Blue Economy. Key supporters of the coalition include John Kerry, the first special presidential envoy for climate change, Jane Fonda, actor, and environmental activist, and Dr. Robert Bullard the founder of the environmental justice movement. The coalition is focused on ocean and coastal environmental justice and climate action, and making sure the federal agencies use their power to support those resources. The goal for the April Hill Days is to encourage concrete legislation for offshore renewable energy that supports communities and ecosystems; A job-producing living shorelines coastal restoration industry; Sustainable fisheries and aquaculture; The greening of our ports and shipping industry; And the 30x30 initiative to expand marine protected areas to 30 percent of federal waters. If we looked back to the sudden and largely unexpected stock market crash on Oct. 19, 1987, and its effect on vessel sales, we might have had a rose-colored glasses outlook for the boating industry at the onset of COVID-19, which was declared an official pandemic by the World Health Organization just about one year ago on March 11, 2020. In January, the National Marine Manufacturers Association reported more than 310,000 new powerboats were sold in 2020,

In California specifically, NMMA told the Log retail sales of new powerboats grew for the ninth consecutive year in 2020 to a twelve-year high, on par with levels from 2008. While boat sales appeared to be up in 2020 compared to 2019, vessel registration numbers were down. Numbers provided to the Log by the U.S. Coast Guard show there were 645,951 vessels registered with USCG in California in 2020, 718,661 in 2019, and 670,102 in 2018. There were 642,203 vessels documented with the California Department of Motor Vehicles in 2020 through Nov. 30 and

Commission has cleared Bellwether Financial, the marina developer under Dana Point Harbor Partners, to begin construction on the redevelopment of the marina in Dana Point Harbor. Dana Point Harbor Partners was granted a Coastal Development permit with 28 special conditions in September 2020 but 15 needed to be met before shovels could hit the ground. Bellwether Financial founder and President Joe Ueberroth said they worked closely with the Coastal Commission to meet those conditions and on Feb. 22 received a permit to commence construction. Special conditions dealt with protection of marine life, commitment to water quality, expansion of public access, and environmental justice, among others. The topic of vessel registration numbers came up at the California Boating and Waterways Commission meeting on Feb. 11 during a discussion about a state budget proposal to increase the biennial boater registration fee by 250 percent as early as July 1. Commissioner Kenneth Ehrman asked about the estimated number of registered boats in California and raised concern about the number of unregistered boats. “I’m concerned, maybe enough effort isn’t made to require those boats to pay their fair share or some type of enforcement effort to be encouraged like we do with vehicles on the street or increasing penalties, but it allows a lot of people to simply go years without registering their boat while other people who are trying to abide by the law are paying these increases in fees,” said Ehrman at the meeting. That increase came due to the passage of California Assembly Bill 2443, which authorized the assessment of additional funding for the Department of Boating and Waterways for the implementation and administration of a quagga and zebra mussel monitoring, inspection, and eradication program. The COVID-19 pandemic seems to have spurred growth in the boating industry and it wasn’t the first time an event with catastrophic economic impacts has spurred growth within the sector. Following “Black Monday,” the global

A headline from a Log article published on Jan. 20, 1989, read “Recreational Boat Sales for ’88 Said Best Ever.” “Despite analysts’ predictions one year ago that the nation’s boatmakers were headed for a steep fall resulting from the stock market crash of 1987, sales of recreational pleasure boats hit an all-time record 750,000 units in the 1988 calendar year, the National Marine Manufacturers Association reported,” stated the article. The article went on to say market observers were also sure boating would stumble with the 1988 summer drought but it actually drove boat users and buyers to the water in increasing numbers resulting in a sixth straight year of sales gains. The article stated figures from NMMA translated to a growth of 4.8 percent in boat units and 8.65 percent in dollar volume.

said they hope to begin construction by the end of this year. “I think DP boaters are happy the Coastal Development Permit got approved,” said Dana Point Boaters Association President Anne Eubanks in an email. “They are looking forward to hearing about the final plans and learning about the implementation process, especially the boat transition plans for when construction begins.” The large-scale marina remodel will take place over a five-year period and involves replacing the 2,409 recreational boat slip marina with a 2,254 recreational boat slip marina. “We’re taking a thoughtful approach to rebuild the marina and will do so in phases over the next five years so we can avoid displacement of tenants,” said Ueberroth in an email. Plans include replacing 16 commercial fishing slips; replacing 11 yacht club slips with 13 yacht club slips at Dana Point Yacht Club; relocating and reconfiguring the fuel dock and emergency dock; slight relocation of the bait dock; installing a new drive-in boat wash in the Outer Basin, and relocating and expanding the transient guest docks to the Outer Basin. Bellwether-owned entity Bellingham Marine will develop and build the marina. “Our dock system innovation by Bellingham Marine will eliminate all treated wood and includes technology that removes all ferrous metals, ensuring longer dock life, while ridding the environment of those toxic materials,” said Ueberroth in an email. Land-side redevelopment of the marina includes replacing 11 existing boater service buildings with 10 boater service buildings and repairing 9,964 linear feet of seawalls/revetment; replacing 1,644 designated boater parking spaces with 1,410 spaces, and relocating and expanding park scape and public access areas closer to the water. Updates to the boater parking lots, including new parking kiosks, gates, and rules, were completed in November 2020. Once the revitalization is complete, which is anticipated in 2026, Bellwether’s sister company Bellport will oversee operations of the harbor for the duration of the 66-year lease.

Allen served in the California Assembly from 1982 to 1995 and was the first woman to be elected as the Speaker in 1995 according to the Los Angeles Times. Her work on the gill net ban has a bit of a legacy as the ban on drift-gill nets was passed and is set to be enacted in California by 2023.
CALIFORNIA — Women’s history month began as a single week in 1982 and progressed into a full month after a petition in 1987 from the National Women’s History Project convinced Congress to pass resolutions requesting that the President proclaim the month of March as Women’s History Month. After a series of additional resolutions from Congress between 1988 and 1994, the President of the United States began to issue an annual proclamation to designate March as National Women’s History Month, according to the Women’s History Month website. Journalism allows reporters to become the flies on the wall and recorders of history, in this segment we are reliving historical moments created by women that the Log has covered in the past 50 years.
In 1978, a 203-year tradition of ex-
clusively male crews on naval vessels was broken when eight women joined the ranks of sailors on five different sea-going vessels. The headline made the front page of the Log for the November issue. The eight women, all ensigns, reported for sea duty on Nov. 1, 1978, until that moment women had only served on hospital ships and on transports vessels. Two of the five vessels, the USS Dixon, a submarine, and the USS Norton Sound, a seaplane tender, were homeported here in Southern California. The three sailors that reported for duty on the West Coast were Ensign Bobbie McIntyre, Ensign Macushla McCormick aboard the USS Dixon, and Ensign Charlene Albright aboard the USS Norton Sound. McIntyre served as the operations officer and assistant navigator while
McCormick served as the weapons quality assurance officer.
Fast forward to 1983 and staff writer
Lucy McBride covered the first Women’s Offshore Clinic sponsored by the United States Yacht Racing Union. The clinic was hosted at the San Diego Yacht Club and was attended by 70 women from all over the U.S. The clinic was directed by the 1982 National Sailboard Champion Anne Gardner. Gardner went on to compete in the 1984 Olympic Sailing Team and took a silver medal for boardsailing and now holds five world titles and 17 national and international titles, according to the TeamUSA 11 website. Oldham and her fiancé Richard Sharp met, fell in love, and took off to sail around the world aboard the Hazaña when they were caught in a storm and Sharp was swept overboard. Oldham survived 41 days at sea alone before being rescued by a Japanese research vessel. Oldham turned her story into a book in 2002, Red Sky at Morning, and the book was turned into a movie titled Adrift with Shailene Woodley in 2018.

1992, Assemblymember Doris Allen was honored for her conservation work towards the gill net ban by the International Game Fish Association. Allen led the charge in the 90s gathering 600,000 signatures to put Proposition 132 on the 1990 November ballot.
In 2016, Valerie Termini was hired
as the first female Executive Director for the Fish and Game Commission. Termini succeeded Sonke Mastrup whose role came to an end in Dec. 2015. Previously serving as the fisheries policy advisor and interim executive director of the California Ocean Protection Council, Termini began her role on May 16, 2016, and held the role until 2019 when Governor Gavin Newsom appointed her chief deputy director of the California Department of Fish and Wildlife.

Office estimated that the federal government was at a $300 billion deficit in just the month of February, the federal deficit for the fiscal year of 2021 is just over $3 trillion, according to Deficit Tracker on the Bipartisan Policy Center website. The government is spending more than they are making in order to combat the COVID-19 pandemic and this story is a common thread on a state and local level as well. At a March 11 meeting of the San Diego Board of Port Commissioners, Vice President and Chief Financial Officer Robert DeAngelis gave a report on the year-to-date budget report, the budget forecast, and the reserves for the 2021 fiscal year. The adopted budget was presented in September 2020, the summary that DeAngelis presented was from January of this year as the February update is still being processed. Broken down, the year-to-date update for January showed that revenue from real estate and parking was down by a combined almost $2 million from the projected budget that saw the two revenue sources bringing in $8.2 million for the month. DeAngelis attributed the loss to COVID impacts, lack of demand for hotel
rooms, and canceled events at the convention center and Petco Park. The adopted budget was created under the assumption that there would be a recovery period from COVID-19, that recovery has yet to occur and the port is readjusting with a new forecast. The forecast predicts a $16 million drop in operating revenue for 2021, with a $7 million reduction in expenditures. The goal is to reduce the personnel budget by $3.6 million, it is currently 94.3 percent of the way to the reduction and the non-personnel budget is being reduced by $1.9 million and is currently 176.1 percent over the goal. DeAngelis expects the savings to go down as the port continues with projects and continues COVID-19 cleaning protocols. Equipment, maintenance, and time management program are looking at a combined $2.2 million in reductions, as projects are put on hold to meet the savings goal. The total revenue for the port has been dropped $16 million in the re-forecast leaving revenue at roughly $49 million and expected expenditures at $151 million. The original budget for 2021 was projected to have a $9.9 million deficit with an expense total of $157 million that the board was planning to balance out with money from the reserves. The forecasted budget sees the deficit at $18 million with an extra $8.2 million pulled from reserves and expenses set at $151 million as seen above. For the first time in five years, the port is not expected to have a surplus of reserves, between the $11 million used to pad expenses for 2020 and the $18 million expected for 2021, the reserves for the port are expected to be at $51.5 million. In 2020 reserves were accumulated $78.4 million and the four years before that, from 2016 through 2019 reserves held between $90 million and $100 million.

By: LINDSEY GLASGOW NEWPORT BEACH— The Orange County Parks Department has sought California Coastal Commission approval for afterthe-fact changes made to the visitor dock shared by the Orange County Sherriff Harbor Patrol and the boating public in Newport Beach Harbor. OC Parks is seeking after-the-fact approval to amend a coastal development
permit to change the use of the visitor dock at 1901 Bayside Drive from a public temporary tie-up to an emergency dock for OCSHP use only and after-the-fact approval to change the hours of the dinghy dock tie-up from 72 hours maximum to day-use only between 6 a.m. and 10 p.m., among several other changes. In 2019, despite being a public dock, signage reading “Keep Out” and “Authorized Personnel Only” was placed at the entrance area to the public guest docks. In May 2019, the OCSD changed the public dingy dock time limit at the dock from 72 hours to 20 minutes. The Log reported on the changes in a series of Standing Watch columns published in 2019, which sought to determine whether a Sheriff’s Department lieutenant had the authority himself to change the time limit on the dock. The Coastal Commission’s enforcement staff sent a Notice of Violation letter to the OCSD harbormaster on May 20, 2019, notifying them the signage, change in public dinghy tie-up access and place-

Balboa Boat Yard Seeks Lease Agreement to Replace Aging Dock System Balboa Boat Yard, which is located at the 26th Street end in Newport Beach, seeks a city lease to replace its aging dock system.

Harbor Commission has sent a recommendation to the City Council to approve a five-year lease with Balboa Boat Yard to allow the shipyard to replace their aging dock system and address their use of the public tidelands in the street-end. The harbor commission was given a presentation on the proposed lease at its March 10 meeting. The shipyard has operated a commercial shipyard at 2414 Newport Boulevard since 1964. Balboa Yacht Club was granted a city permit to install their existing dock system which includes one southern float projecting bay-ward of the bulkhead line along the prolongation of the property’s southern line and a second northern float. Since the northern float is parallel to the southern float, the

northern float does not follow the prolongation of the northern property line and therefore encroaches into the public tidelands at the 26th Street street-end. “If we dive a little deeper into the area their permit occupies, we see that there are 1,559 square feet of public tide-lines and then 924 square feet of private waterway,” said Newport Beach Real Property Administrator Lauren Wooding in a presentation to the Harbor Commission at its March 10 meeting.
Section 17.35.020 Harbor Development Regulations prohibits private piers at street ends but allows for special consideration for areas where property lines are not approximately perpendicular to the bulkhead line and where street ends adjoin the property. “Staff is proposing to lease to the tenant rather than a permit, a lease agreement so that we can further condition their use,” said Wooding at the commission meeting.

port performed by Orange County Intelligence Assessment Center (OCIAC) conducted in May of 2017,” said a California Coastal Commission staff report. “One of the security issues identified was non-Sheriff personnel having access to the dock and the potential exposure of adjacent public safety and law enforcement equipment.” OC Parks is also seeking after-the-fact approval to change the hours of the dinghy dock tie-up from 72 hours maximum to day-use only between 6 a.m. and 10 p.m. “Opponents of the County’s proposed restrictions contend that changing the Dinghy Dock hours… will deprive “livea-board” users who need overnight access to dinghy docks at all hours of the day and night,” stated the Coastal Commission staff report. “However, restricting the public dinghy tie-up to 6 a.m. to 10 p.m. to coincide with the beach hours will improve some public boaters’ ability to access the public beach and surrounding visitor-serving amenities by encouraging daily turnover of the dinghy dock tie-ups and discouraging only a few members of the public from monopolizing this amenity.”

blips on the radar Fishing Companies Look to get Input on 30x30 By: JORDAN B. DARLING WHAT HAPPENED: In Oct. 2020, Governor Gavin Newsom signed an executive order pledging California as the first state to conserve 30 percent of land and coastal water by 2030. In January of this year, newly elected President Joe Biden also committed to conserving 30 percent of the land and ocean by 2030. In previous articles, the Log has written about the fishing and boating communities who are looking for a seat at the table to talk about 30x30 and how the communities can work with the government to protect the ocean but still continue to operate. WHAT’S ON TAP: The latest update on 30x30
is a little more international as a series of fishing and surfing companies have written an open letter to the World Surf League asking them to suspend their 30x30 petition until they have sat down and allowed the various water-centered communities to add their input. The “We Are One Ocean” petition was put forth by the World Surf League to all national governments encouraging them to secure 30 percent of the global ocean by 2030, and strengthen the conservation of the other 70 percent. The World Surf League is hoping to encourage a target at the 2021 United Nations Convention on Biological
Diversity on May 17. This particular petition is heavily focused on international waters and is working to promote the creation of Marine Protected Areas that allow for low-impact fishing, according to the We Are One Ocean website. “The single most important thing we can do for the ocean, besides cutting CO2 emissions, is to significantly reduce other major stressors like overfishing, offshore oil development, seabed mining, and habitat destruction through the creation of marine protected areas (MPAs) — parks in the ocean where human industrial activities are prohibited,” said the World Surf League website. The open letter from sixteen fishing and surfing companies calls for the league to sit down with the angler community to specify the definition of “low-impact” fishing and ensure that the community continues to have access. The community goes on to list a series of conservation strategies that have been put in place like seasonal closures, bag and size limits, and the discontinuation of destructive gear like gill nets. “We know that the WSL does not intend to inadvertently ban fishing access.” said the March 3 letter. “However, without representation in the process, we have no assurance that our access will not be negatively impacted. Many of the emotion-based arguments made for recreational fishing closures could one day be applied to beach and surfing access.”

has issued early invitations for the 54th Governor’s Cup International Youth Match Racing Championship which is to be held July 26 to 31. “The Governor’s Cup was the first age-limited youth regatta to be granted “Grade 1” status by World Sailing for the 2018 Cup,” said a Feb. 24 article from Sail-World. Defending champion Nick Egnot-Johnson and his teammate Jordan Stevenson of New Zealand were automatically issued an invitation for the event and have accepted. Those that are interested in racing must fill out a “request for invitation” form on the Governor’s Cup website by April 9. The committee can issue up to 16 teams and will issue invitations by April 23. In order to be eligible for the event, racers must be under the age of 23 as of July 31, unless skippers were issued an invitation for the canceled 2020 race. Skippers who are were issued an invi-
tation in 2020 and are now over the age limit may request an invitation but there is no guarantee that they will receive one for the 2021 race. In order to be accepted, competitors have to be members of their Member National Authority or an affiliated organization, and they have to obtain a World Sailing ID. The ID can be found online at www.sailing.org, after registering skippers need to inform Balboa Yacht Club. Balboa Yacht Club is working with “fleet surgeon” Dr. Rob Bray to implement a series of COVID-19 restrictions to ensure the health and safety of competitors. There will be periodical updates over the next few months as things change and new health restrictions are put in place. If competitors are accepted their entry packets are due on June 15 with a non-refundable entry fee of $1,000 USD. The race will be governed by the Racing Rules of Sailing, the OA will provide rules for the handling of boats, the Governor’s Cup Selection criteria and the Governor’s Cup Deed of Gift will also apply. Balboa Yacht Club will provide the boats and sails for the race. Boats and Spinnakers will be chosen by a draw, spinnakers stay with the team for all
N2E 2021 to Commemorate 200th Anniversary of the Mexican Navy The 73rd running of the annual Newport to Ensenada International Yacht Race, which begins April 23, will include celebratory events for the Mexican Navy’s 200th anniversary. By: LINDSEY GLASGOW NEWPORT BEACH—Extra special events have been planned as part of the 73rd running of the annual Newport to Ensenada International Yacht Race as the race will join the Mexican Navy in celebrating its 200th Anniversary. As part of the organization’s plan to integrate nautical events in celebration of the 200-year history, Admiral Hilario Duran Tiburcio, of the Second Naval District, has authorized and will host special recognition and celebratory events at the
Hotel Coral and Marina, and at the Port of Ensenada in conjunction with the running of N2E. Sailors will be greeted by Naval ships at the Coronado Islands, while cutters and patrol boats will remain on the course and in the harbor for most of the race weekend. Club Nautica Baja is also organizing a Sunday race around the bay that N2E sailors will be invited to join. The Mexican Navy, Armada de México, is one of the two independent armed forces of Mexico under the Secretaría de Marina. The commander of the Navy is both a cabinet minister and a career naval officer. “We are honored to be part of their celebrations,” said Staff Commodore Tom Kennedy in a Feb. 25 statement. until 2022 for the next Ullman Sails Long Beach Race Week (LBRW). Alamitos Bay Yacht Club and Long Beach Yacht Club announced the 2021 iteration of the event scheduled for June 25 through 27 has been canceled. City-wide pandemic restrictions including constraints on dock space and parking lot permits, which would limit the participation of several classes of boats, prompted the decision, according to event Co-Chair Steve Mueller. “If we are forced to eliminate a lot of our competitive classes, and can’t have our traditional parties, it just won’t be Long Beach Race Week!” said Mueller in a Feb. 25 statement. “As we cannot run it in the fashion it deserves, and history demands, we regrettably have decid-

ed to cancel.” The 40-year-old event combines competition alongside nightly parties which rotate between hosts LBYC and ABYC. Each year the regatta draws more than 100 teams from the West Coast of the U.S., Canada, Mexico, and beyond for three days of windward/leeward and random leg races, in both one-design and PHRF fleets. Event organizers said Long Beach’s “classic conditions” guarantee a challenging breeze and venue for premier racing. In 2019, the regatta saw winds grazing 20 knots and testing conditions, according to the hosting yacht clubs. LBRW is frequently a platform for national and regional championships, including the Schock 35 Pacific Coast Championship. The Catalina 37 National Championship is also a mainstay of LBRW. In 2019, LBYC’s Team DH3 recaptured the title for the fifth time in nine years, while ABYC triumphed in the Yacht Club Challenge. LBRW 2020 was also canceled due to the pandemic. Competitors will have the opportunity or knock their rivals off the podium when LBRW returns June 24 to 26, 2022. “We’ll see you in 2022!” said Mueller in the released statement. “It will be three times the fun!”

Etchells Mid-Winters West Regatta By: JORDAN B. DARLING
SAN DIEGO — The San Diego Yacht Club
in conjunction with the Etchells Fleet 13 - San Diego will host the Mid-Winters West Regatta as a part of the 2021 Etchells West Coast Spring Series. The regatta will run from April 9 to 11, it is a sanctioned event for Class C with nine races scheduled. The race will be governed by the “Racing Rules of Sailing,” other prescriptions of US Sailing will apply rules 40, 60.3, 61.4, 67, 76.1, and Appendix R. The races are open to active skippers of the international Etchells Class and all crews are required to be active or associate members of the International Etchells Class Association for the sanctioned events. Old Ben or Big Ben, a Second Look at Catalina’s Favorite Sea Lion By: JORDAN B. DARLING CATALINA ISLAND — In a 2009 article
from The Log, a reporter wrote about the relocation of a bronze statue depicting Old Ben, a friendly sea lion that inhabited the harbor and made friends with locals and tourists. Looking through the archives brought the famous sea lion back to the attention of The Log staff for the 50th anniversary edition. Old Ben, Big Ben, or just plain Ben, was a 1,800-pound sea lion that appeared in Avalon Harbor in 1898, according to a blog post on Looking for Mabel Normand. Ben made his world debut in the 1914 film “Sea Nymphs” starring Mabel Normand and Roscoe Arbuckle. Pictures show the stars of the film coaxing Big Ben out of the surf with food. This wasn’t entirely uncommon for

It seems that slip fees were reasonable when the harbor was managed by the county. Readers may remember in October 2018 the Orange County Board of Supervisors approved a 66year lease with Dana Point Harbor Partners, which is made up of Burnham Ward
Ben, who would come out of the surf to accept food from people around the beach and pose for photos much to the delight of locals and tourists. Old Ben was also known as a bit of a prankster according to the Love Catalina website. The cheeky sea mammal would hide around small tour boats and wait for the last passenger to get on board and then launch himself out of the water causing the passengers to be sprayed with seawater barking loudly in delight at the passengers. The sea lion disappeared sometime in the 1920s, leaving behind a colorful legacy. In 1975 a life-size bronze statue of Old Ben was sculpted by Stanley Rosin as a part of the Bicentennial celebration. The statue is a life-sized Ben sitting on his rock looking out of over the bay ready for pictures and snacks. The statue was originally placed atop the rocks at Cabrillo Mole before being moved to Crescent Street adjacent to the Catherine Hotel in 2009.

Nice job “Grandpa”!” Lingcod is actually neither ling nor cod but actually a Pacific greenling that ranges from Baja, California to the Aleutian Peninsula in Alaska. The recreational boatbased groundfish fishery reopened with some new guidelines on March 1 in the Southern Management Area, which runs from Point Conception to the U.S.Mexico border. In the Southern Management Area, the Rockfish Conservation Area for 2021 increases from 75 fathoms (450 feet) to 100 fathoms (600 feet), allowing access to reefs and areas that have not been open to fishing in two decades. This year there is also a new sub-daily bag limit of five vermilion rockfish. Take and possession of bronze-spotted rockfish, cowcod, and yelloweye rockfish remains prohibited statewide. Coinciding w ith the groundfish openings, the California Department of Fish and Wildlife (CDFW) announced new map-based flyers and an updated online web map to assist recreational anglers with Rockfish Conservation Area (RCA) waypoints and boundaries. T h e n e w fl y e r s a n d m a p are available online at w ildlife.ca.gov/conservation/marine/ groundfish#28720314-recreational. RCAs are used in each of the state’s five Groundfish Management Areas (and the Cowcod Conservation Areas) to minimize contact with deeper-dwelling species of rockfish that need protection from fishing. Anglers fishing for groundfish and non-groundfish species on the same trip are encouraged to review rules on taking and possession inside and out-
side of RCAs. The new flyers include an overview cover map, and a series of 38 regional maps detailing the entire California coastline, including offshore islands and banks. The maps feature the RCA waypoint coordinates and boundary lines as well as the Groundfish Management Area lines. Also included is California’s network of Marine Protected Areas, which may be closed to some or all recreational fishing. The RCA maps are overlaid on National Ocean Service nautical charts to help anglers compare them to their desired fishing location; however, the CDFW cautioned they should not be used for navigation. CDF W w ill also update the online Ocean Sport Fishing Interactive Web Map with the new RCA lines. The web map, when used with a smartphone, will show your current position in relation to the RCA lines and marine protected area boundaries. Locations can be clicked or tapped to show the current fishing regulations. New features will also include the ability to live-track your position and different selections for the background to better understand the boundaries. Anglers in the Central Management Area (Pigeon Point to Point Conception) and San Francisco Management Area (Pigeon Point to Point Arena) will have to wait until April to fish for groundfish and anglers in the Mendocino Area (Point Arena to near Cape Mendocino) and Northern Management Area (Near Cape Mendocino to California/Oregon state line) will have to wait until May 1.

SOUTHERN CALIFORNIA anglers have not seen a lot of rain during this winter season but that does not necessarily mean there has been good weather for getting out on the water and doing some fishing. The month of March has brought some rain and a lot of days of lousy sea conditions with strong winds and large swells. Wednesday was a prime example of the recent weather pattern with a Gale Watch being posted from a weather system that has brought strong wind, high seas, and a bit of rain. Anglers are hoping that the upcoming change of seasons will bring with it some nicer days of weather that are accompanied by good fishing.

There have been some days of good and very fishable weather out on the water and there has been good fun fishing to be found. A lot of anglers are already focusing on thoughts of bluefin tuna as the late part of February and the first part of March have seen bluefin tuna located and caught at offshore areas that are as close as 20-miles from Point Loma. The most recent bluefin report came from the more distant offshore waters outside of Punta Colnett where Old Glory out of H&M Landing fished a 1.5-day trip and had nine anglers catch 21 yellowtail. They did not catch any bluefin on that trip but H&M Landing reports that there were some schools of bluefin tuna spotted that did not want to bite.

Not necessarily a rare fish to catch off of California but rockfish have been off-limits for the past two months but opened up again on March 1. Ventura Harbor Sportsfishing had a good start to the season catching 830 rockfish on the first day. “Great start to the season today at Ventura Harbor Sportfishing!” said a March 1 Facebook post from Ventura Sportsfishing.“Four boats, 83 anglers 830 Rockfish, 106 Ocean Whitefish, 8 Lingcod.”

The last reports of bluefin tuna encounters more local to San Diego were from about 10 days ago. The current situation from that more local zone is unknown as very few if any boats have been out looking due to the unsettled weather conditions. At last report, there were a few bluefin being seen and caught at areas within 38-miles of Point Loma for boats fishing around the Upper Hidden Bank, 371 Bank, 230 Spot, and 302 Spot. Most of the bluefin have been located by finding spots of breaking fish under diving birds. They have been 30 to 100pound fish and have bit on poppers, Colt Snipers, or iron that is cast to breaking fish.
The bottom fishing continues to be very good around Los Coronado Islands and a good yellowtail bite was recently found aboard San Diego out of Seaforth Sportfishing. They were out on a fullday trip with 34 anglers who caught 47 yellowtail, 80 rockfish, and 20 whitefish. What a great sign of spring to have had San Diego catch 47 yellowtail during the last week of winter! Seaforth Sportfishing reports that the yellowtail were in the 12 to 20-pound class and that yo-yo iron fished with a 40-pound test line was the best way to go. Good choices for yo-yo iron would be Salas 6X and Salas 6X Jr. jigs in blue and white, blue and chrome, and scrambled egg.
Look for sonar marks or meter marks to locate yellowtail and likely areas would be the ridges off the weather side of North Island, the hard bottom to the east and northeast of North Island, the South Kelp Ridge, and the ridge areas ranging from the Rockpile on down to the Finger Bank. A good depth range would be in 18 to 30-fathoms.
The bottom fishing around Los Coronado Islands has been good and the best areas continue to be at the hard bottom to the northwest and north of North Island in 30 to 50-fathoms. Also, take a look at the hard bottom to the northeast and the east of North Island in 20 to 30-fathoms. On the day prior to finding their good yellowtail bite as talked about above, San Diego had great bottom fishing with 31 anglers catching 247 rockfish, 17 reds, 40 whitefish, and 6 sheephead.

The fishing along the San Diego County coast has been good for a mix of rockfish, reds, whitefish, sculpin, sand bass, calico bass, and an occasional bonus lingcod or halibut. There is a lot of cold 58 to 59-degree water along the coast and the yellowtail and white seabass fishing remains slow.
Productive hard bottom and structure areas for the reds, rockfish, whitefish, and lingcod have been the Imperial Beach Pipeline, the International Reef, the Whistler Buoy and Dropoff outside of Point Loma, the Point Loma Pipeline, the Green Tank at Point Loma, “The 270” out to the west of Mission Bay, the upper end of La Jolla, the ridge outside of Del Mar and hard bottom areas off South Carlsbad, Leucadia and Box Canyon.
Productive areas for sand bass, calico bass, and sculpin include the Imperial Beach Pipeline, the hard bottom to the southeast of the Whistler Buoy at Point Loma, the hard bottom to the northwest of Buoy 3 at Point Loma, the Jetty Kelp outside of Mission Bay, the upper end of La Jolla, the Anderson and Buccaneer Pipelines, the artificial reefs outside of Oceanside and Box Canyon.
The yellowtail and white seabass fishing along the San Diego County Coast remains slow. The last area where there were some showings of yellowtail reported was outside of the upper end of La Jolla. Yellowtail have been located by finding meter marks, sonar marks, and spots of breaking fish which are usually marked by working birds. Fishing around areas of bait is a way to try and be located in an area where some yellowtail might eventually show.
If you locate yellowtail along the coast, good choices have been surface iron, yo-yo iron, and sardines or mackerel that are fished on a dropper loop rig. Fresh frozen squid has also been effective and a productive method has been to fish two squid on a single hook down near the bottom on a dropper loop rig. Good choices for surface iron include Salas 7X lights and Tady 45’s in blue and white, mint and sardine colors. Good choices for yo-yo iron include Salas 6X and Salas 6X Jr. jigs in blue and white, scrambled egg and blue and chrome. The yellowtail found along the coast during the winter season have been quality-sized fish with most up in the 15 to 25-pound class.
Recent weeks have seen a few halibut biting up and down the San Diego County coast. Places, where occasional halibut have been reported, have been San Diego Bay, outside of the Imperial Beach Pier, the Yukon Shipwreck off Mission Beach, the sunken NEL Tower off Mission Beach, outside of South Ponto Beach, the Buccaneer Pipeline, and the artificial reefs off Oceanside.
The good weather tends to provide good fun fishing and anglers are hoping that consistently better weather conditions will come with the arrival of spring. Keep on fishing and I hope to see you out on the water sometime soon!

The insurance company will then dispose of the damaged boat by selling it to a salvage company or, in some cases, selling it back to the boat owner. The offer that has been presented to our reader includes a substantially reduced payment from the insurance company because he is actually being asked to buy the salvage value of the damaged boat back from the insurance company. Our reader and his charter management company would then be free to undertake repairs on their own, using the remaining insurance funds and with the insurance company otherwise completely out of the picture. This option is, therefore, more accurately described as a “salvage option” and it would require the boat owner to absorb all of the risks of the repair costs. Our reader has recognized the financial risk associated with the salvage option, but his charter management company has chosen another path. The reason for this is unclear, but they cannot make

this decision for our reader regardless of their motivation. The charter management company acts as an agent for the boat owner in this insurance claim. They may speak for the owner under certain circumstances, but they have no ownership interest in the boat, and after reviewing their agreement we found nothing that would allow them to make decisions concerning the disposition of the boat in connection with an insurance claim. The scope of their agency may be expanded, reduced, or terminated by the boat owner, and our reader has advised the insurance company that the management company is not authorized to speak on his behalf for this insurance claim. Our reader is now faced with two possible legal disputes. First, with the insurance company if the adjusters choose to listen to the charter management company rather than to our reader as the boat owner. And second, with the charter management company for exceeding the scope of their authority as our reader’s agent. in 1971 by founder William O.Roberts, the paper was specified to San Diego and cost 25 cents at the newsstand. Through the next 50 years, the paper would change YEAR hands, extend coverage, undergo a name change, and continue to cover boating and fishing news throughout Southern California. Throughout the 1970s the paper covered the opening of 1.6 million acres of ocean off of the Southern California coast for oil drilling, a proposal that is still being fought today as part of efforts to reverse the damage done to the ocean. And in 1979 the Log covered Dean Chenoweth’s survival of a 200-mph crash in the Miss Budweiser. The Log itself changed hands in 1975 when Lou Gerling and his family took over the paper, running it from their home. Gerling wrote for the paper until his death in 2020. In 1978 Orange County and Los Angeles County were added to the news coverage and in 1979 it began to publish twice a month. OUR

The 1980s brought along the opening of the Log office in Marina Del Rey, the office opened its doors in 1983. Within the decade, recreational boat sales skyrocketed, a lot like current headlines; an artificial reef was added off of Newport; A 23-year-old woman survived 41 days alone at sea, and three people stole the

Catalina ferry and then it caught fire. In a bit of an ironic twist, history tends to repeat itself. The 80s saw familiar headlines involving boat paint regulations and registration increases. As we moved into the 90s, the Log was picked up by Independent News Corporation and added AP News service coverage. Headlines ranged from a spike in boat sales to follow the previous decade and a series of conservation efforts like Doris Allen’s work on the gill net ban in 1992, and Gray the Whale’s removal from the Endangered Species list in 1993. The past two decades covered major world events including the effects of 9/11, the COVID-19 pandemic, and oil spills. In 2000, the U.S. brought home gold medals in Sailing at the Australian Olympics and a bill was put out that ended the need to display a fishing license. The Log had a milestone with the first-ever Dana Point Boat Show hosted by the paper. In 2001 the country grieved the loss of life on 9/11, Huntington Harbor closed in response, and the Log shared sentiment from a reader who voiced the grief of the boating community. In the same decade Dog Aboard made a debut as a regular feature and in 2004 McIntosh and his wife Teresa purchased the Log. In the most recent decade, the Log experienced a couple more changes. The original home of the paper, the Red Sails Inn in San Diego, closed its doors after being sold to a multimillion-dollar restaurant group. In 2016 the Duncan McIntoshCo. acquired the Los Angeles and San Diego boat shows. In 2020 the world was turned upside down when COVID-19 shut everything down. Both the boating and fishing communities had a surge in participation as people readjusted their priorities and looked for outdoor activities to fill their time. For the past 50 years, the Log has covered news stretching from San Diego to Santa Barbara and everything in between, here is to 50 more years.

While our roots can be traced back to 1971, Seacoast Yachts as we know it was purchased in 2001 by entrepreneur and yachtsman Brian Coryat. Brian’s enthusiasm for the boating lifestyle and exceptional business skills led to a rebirth for Seacoast. The year was 1884. The cornerstone of the Statue of Liberty was laid on Bedloe’s Island in New York Harbor. In London, The Adventures of Huckleberry Finn was first published. And in the French port city of Croix-de-Vie, Benjamin Beneteau founded the BENETEAU boatyard and thus began a journey that continues to flourish this very day. Benjamin built his fishing boats to be rugged enough to handle the capricious waters of the North Atlantic and fast enough to be the first back to port so the fishermen could get the best price for that day’s catch. Even though he was an artisan, Benjamin was always in pursuit of innovations that could make his boats better. In fact, in the early 1900s, he designed the first engine-powered fishing boat in his region. This addition of an engine caused a shock to the local fishing community who believed the engine noise would scare away the fish and ruin the industry and their livelihood. Benjamin Beneteau was right and was the first back to the docks and to market. The fish stayed and the other fisherman soon caught on! Benjamin’s granddaughter Annette was the company pioneer for a new idea of recreational family boats and took one of the small, humble crafts to the 1965 Paris Boat show where it caused a sensation. It took the rest of the ’60s, but by the early ’70s, Beneteau had successfully transitioned from its commercial fishing roots to one of the most respected pleasure boat builders in all of Europe.
