Newport Coastal Adventure Spots Rare Orca Pod
NEWPORT BEACH — On the afternoon of
Dec. 11, Newport Coastal Adventure, a whale-watching company, spotted a rare pod of whales called Eastern Tropical Pacific (ETP) Killer Whales off the coast of Newport Beach. Newport Coastal Adventure provided this statement: “We were tipped off to the Orca sighting yesterday by the Catalina Express out of Long Beach. (Crews) with Newport Coastal Adventure in Orange County decided to take all available boats out, adding on a last-minute trip for the possible ‘chance’ of seeing killer whales, and we rushed to their last-known location, focusing our binoculars [on] the spouts of killer whales. We got extremely lucky and were able to relocate this pod of 10-12 Orcas, two of which were [calves]! This [species] of killer whales [is] known as Eastern Tropical Pacific Killer Whales (Orcas). These killer whales are very rarely seen here, as they reside in waters off Mexico and Central America. These whales are mammal eaters and can prey on other whales, dolphins, seals and sea lions off our coast. During their encounter, Newport Coastal Adventure boats watched this pod of killer whales

These whales are genetically and behaviorally distinct from other killer whale populations because they represent separate subspecies or ecotypes. sociated with colder, polar regions, ETP killer whales have specific adaptations for warmer climates. The diet of ETP killer
whales differs from that of other killer whale populations. They feed on various prey, including fish, rays and sharks.

Did you know that being on a boat elevates psychological and physiological health and wellness? Research has indicated that being near the water, participating in water-based activities or simply spending time in aquatic environments can positively affect mental well-being, leading to greater relaxation and happiness. Numerous studies have explored the topic, but environmental psychology, which investigates the relationship between individuals and their surroundings, provides much of the relevant research.
First, there is the Blue Mind Theory. Dr. Wallace J. Nichols, a marine biologist, introduced the concept of in his book “Blue Mind: The Surprising Science That Shows How Being Near, In, On, or Under Water Can Make You Happier, Healthier, More Connected, and Better at What You Do.” According to MI Blues Perspective, “Blue Mind is the mildly meditative state people fall into when they are near, in, under or on water. Water positively affects the mind and body, and the Blue Mind Theory provides ways people can use water to improve their well-being. Blue Mind is the term used to describe the state of water-associated peace.” Va r i o u s s t u d i e s h a v e

A study published in the jour na l “Environmental Research” in 2019 found that spending at least 120 minutes per week in nature, including near water bodies, was associated with bet ter hea lth and well-bei ng. R e s e a r c h published in the “Health & Place” journal in 2016 found that living closer to the coast is associated with better mental health. The study, conducted in New Zealand, suggested that individuals residing in coastal areas had lower levels of psychological distress. A study published in the “Journal of Coastal Zone Management” in 2012 looked into the psychological benefits of boating. The findings suggested that recreational boating can

reduce stress and increa se overall well-being. The practice contributes to stress reduction and improves overall well-being through various physical, psychological and social mechanisms, such as exposure to vitamin D, creating a sense of adventure and seeing new places, engaging in physical activity and social interaction, and more. LOCAL San Clemente Announces Next Phase of Beach Sand Project SAN CLEMENTE — The U.S. Army Corps of
Engineers (USACE) has advised the City of San Clemente (City) that its contractor (Manson Construction) brought construction equipment to the City on Dec. 7. Equipment and materials are being held in a staging area located in the upper portion of the Pier Bowl Parking Lot. While the first deliveries of the sand arrived in mid-December, the project is anticipated to be completed by the end of January 2024. The sandy beach is a critical natural infrastructure and an essential public recreational amenity requiring regular maintenance. This project represents the first phase of the City’s 50-year federal sand project.

On Nov. 21, USACE contractors installed the dredge pipeline on the beach south of the City’s municipal pier. The pipeline is now in place, enabling the dredge to connect to this pipeline in approximately two weeks to deliver sand to the beaches of San Clemente.

I was just informed by my tax accountant that the IRS is trying to exclude a piece of equipment I bought for business purposes and installed aboard our vessel, which is a U.S. flagged, Coast Guard documented vessel. The vessel was operated in foreign waters at the time that the equipment was in use and they say that since the equipment was out of the U.S., it is not deductible. I’ve always been under the impression that essentially a U.S. flagged vessel is considered U.S. “soil” and all U.S. laws apply onboard. Is that true? BW

vessel is “American Soil” or “American Territory,” but U.S. flagged vessels are nonetheless subject to U.S. jurisdiction and U.S. law wherever they are located on the planet. An international treaty dating back to 1962 (the United Nations Conference on the Law of the Sea; Convention on the High Seas) provides the rules for nations to exert their jurisdiction on the high seas. Article 5 of the Convention provides, in part, that “Ships have the nationality of the State whose flag they are entitled to fly.” Article 6 of the Convention provides, in part, that “Ships shall . . . be subject to [the Flag State’s] exclusive jurisdiction on the high seas.” Most of the statutory and case law in this area concerns the enforcement of U.S. criminal law on the high seas, particularly in the area of drug trafficking. For example, in United States v. Riker, a 1982 case from the 11th Circuit Court of Appeals, the Court noted that “ the United States has power to define and punish criminal offenses aboard ship just as it has power to do so upon American territory.” The drug trafficking cases establish the right of the U.S. government to expressly extend various laws to the high seas (in the case of drug enforcement, they are referring to the “Maritime Drug Law Enforcement Act.”). Unfortunately,
this is where the analogy to “American Soil” begins to fall apart. It’s one thing to say that the United States has the power and authority to extend its laws to the high seas, but that’s different than saying that all U.S. laws are automatically extended to the high seas. Congress has chosen to extend many of our criminal laws to the high seas, but you may find the provision of the tax code that includes your equipment deduction to have been left at the dock. My suggestion to your tax advisors (again, I am not a tax attorney!) would be to start with various criminal enforcement statutes that are expressly extended to the high seas, then look to aspects of the IRS Code that extend to U.S. interests operating in foreign territory, and try to draw an analogy that will work for your case. Jerkbaits By: KATHERINE CLEMENTS A crankbait is a round lure that imitates the movement of a baitfish by making a side-to-side wobble motion through the water with a steady retrieve. This lure is designed so anglers can control how deep they dive into the water. A jerkbait is a long, slender lure shaped like a minnow to provide a horizontal presentation. The lure make erratic actions through the water with a jerk, shimmy and twitch-styled retrieve. This catches fish, but where a jerkbait really shines is on a snap-pause retrieve.

Dungeness Crab Fishery Delayed for Third Time Since Season Opened
For the third time since the season opened on Nov. 4, the California Department of Fish and Wildlife has implemented a partial recreational crab trap restriction and delayed the commercial Dungeness crab fishery due to the entanglement risk for humpback whales. The Dungeness crab fishery is one of California’s largest, and the season co-occurring with the whale’s migration is causing entanglements. Traditionally, the Dungeness crab season has had minimal overlap with the migration of gray whales, but due to the species beginning to recover and the number of whales increasing, results indicate that more whales are being caught in the traps. “The whales are typically leaving this time of year,” said Rayn Bartling, senior environmental scientist supervisor for CDFW. So, historically, the fishery has occurred when the whales are not typically present. There is a little more overlap now because the whale population has begun to recover, and there have been some season changes.” Changes began when the fisher y saw delays begin to occur in 2016 and 2017 as the fishery and the migration patterns began to overlap with the returning whales; an anomaly, according to Bartling. Humpback whales are currently migrating south from Alaska to Central America and the lagoons of Mexico to breed in warmer waters. The migration routes form a loop, with whales traveling from their feeding grounds in polar or subpolar regions, such as the Antarctic Peninsula for the Southern Hemisphere population and places like the Gulf of Alaska for the Northern Hemisphere population, to breeding and calving regions, such as Hawaii, Mexico, and the Caribbean and back.
One solution is to modif y the opening and closing dates of the season. “With our risk assessment mitigation program, that’s what we’re doing with the season delays, and we’ve also done early season closures,” explained Bartling. “For example, south of the Sonoma/ Mendocino county line, the season can run as late as June 30. It has been closed severa l instances as early as April in recent history.” According to Ba r tling, there ha s also been a discussion about potential longer-term solutions with a permanent season curtailment, but that would require a legislative change outside of CDFW’s control. Sim i la r t o spiny lobster traps, the traps used for c atching Dungeness crabs are called crab pot/trap and are 36-40 inches on average, made of heavy rebar and mesh. When fishermen set the trap, they deploy it to the desired location and each trap has a vertical line attached that goes to the surface with a buoy so the fisherman can locate the trap. Whales passing by the traps become entangled in several different ways. Often, it can be through their mouth, their baleen or around their tail fluke. Recreational anglers can catch crabs inshore with hoop nets and possibly with snares, but that’s not sufficient at the commercial production level. The most recent delay only applies to commercial fishermen. In the recreational fishery, CDFW will restrict traps when the entanglement risk is high, but recreational fishermen can still use hoop nets, snares or secure their take by hand. The Sonoma and Mendocino county line is the central management area and has been delayed three times this season compared to the Northern locations, which have been delayed twice. There are other delays in the North due to crab quality, which impacts the season. While a sea tur tle was recently reported becoming entangled, this is a rare event, and the CDFW has only two turtle entanglements on record. As for the humpback whales – entanglement statistics vary. California can see as few as one or two entanglements a year. This calendar year has seen four. There have been years where it’s been much higher. “The grey whales will be starting their northern migration soon,” Bartling said. “But the good news is we don’t see many entanglements [with grey whales]. Their migrating and feeding behavior are slightly different, so it keeps them away from the lines. Entanglements do occur but definitely much, much less.” Director Charlton H. Bonham will re-evaluate available data to inform the potential for a commercial fishery opener and modification of the recreational trap restriction, which has yet to be announced. New Boating and Fishing Fees for 2024 By BILL MORRIS
New Year’s Day 2024 will bring more than just cheer and “Auld Lang Syne” for Californians who love getting out on the water, with new fees for fishing enthusiasts, boat operators and boat owners. The fees for both resident and nonresident anglers have risen by a daunting 300 percent, but since they were not terribly expensive before, most of us can probably endure the extra expense this year. The new, 365-day resident license costs $61.82, and the nonresident fee is $166.89. The Ocean Enhancement Validation costs an extra $7.05, the Second Rod Validation is $19.44 and the annual second-rod fee is now $19.44. Short-term licenses are also available for those who rarely get out on the water. A one-day resident pass is $20.26 and a two-day pass is $31.06, just right for a quick vacation to Big Bear Lake or the Channel Islands. Keep in mind there are Fishing Report Cards required for several endangered species, including North Coast salmon, steelhead trout, sturgeon and spiny lobster. Each species has a separate card with its own fee, all of them ranging from $8 to $12.

The New Yea r ha s brought yet another change for individuals operating motorized boats in freshwater or ocean water along the Pacific coast. First, all California boaters 16 to 60 years of age will be required to possess a California Boater Card. By Jan. 25, 2025, this requirement will include California boat operators over 60. An exception is made for boaters aged 12 to 15, who may operate a vessel of no more than 15 horsepower, and youngsters supervised by adults on sailboats of no longer than 30 feet. To receive the Boater Card, which is issued by the California State Parks Division of Boating and Waterways (DBW), you must take a boater safety course and pass an exam approved by the National Association of State Boating Law Administrators (NASBLA). Bear in mind there are a few common-sense exceptions to this requirement. First, this does not apply to rowing dinghies, canoes or kayaks. Another exception is made for indiv idua ls operating motor-powered dinghies from ship to shore. Additionally, the Boater Card is not required of individuals renting boats, a decision resulting from heavy lobbying by the boating industry, but do not be surprised to see this change at some point in the future. There is also an exemption for individuals operating a vessel under the direct supervision of someone aged 18 or over who possesses a California Boater Card. Also, if you are master of an ocean-going vessel along the California coast in a major shipping port, such as the ports of Los Angeles and Long Beach, you may operate the vessel with your U.S. Coast Guard captain’s license or equivalent from outside the U.S. By the way, the fine for the first infraction of operating a motorized vessel in California without a Boater Card is “not more than $100,” second infraction “not
more than $250” and the third infraction “not more than $500.” So the onus is on the vast majority of boat operators to receive the appropriate training, take an approved test and get the Boater Card as soon as possible.
Vessel Registration and Renewal
If you own a vessel over eight feet long or any vessel with a motor, regardless of length, within the state of California, you must register it with the Department of Motor Vehicles (DMV) before operating it on state rivers, lakes or coast, unless your vessel is documented by the U.S. Coast Guard. When measuring our boats for registration, some of us may be wondering, how does one determine boat length for legal purposes? Does that include a n outboa rd motor, a bowspr it , a mizzen boom or a windvane self-steering system? We can just hear the state courts wrangling over these and other questions open to interpretation. If possible, do some homework and try to determine what the standard is for your vessel before writing that check. If you are registering a vessel for the first time, you must provide a California Certificate of Ownership and Application for Vessel Certificate of Number, along with applicable fees, at your local DMV office. The original fee for registering a vessel is $29 if sold in an even year, $49 if sold in an odd year. Registration renewal is $20, due in odd years, and the penalty for overdue payment is $10.
Quagga Mussel Sticker Fee
Aside from vessel registration, all vessels operating on inland waters must have a California Mussel Fee Sticker, also known as a “Quagga Sticker,” said Adeline Yee of the California State Parks Department. Yee pointed out, “Over 620,000 vessel owners received their
biannual vessel renewal notices from the DMV in September,” and many of these vessels will require the Quagga Sticker. Quagga and zebra mussels live in freshwater and can grow to over one inch long, big enough to clog up cooling systems on boat engines and harm freshwater habitats, threatening the survival of thousands of animal and plant species. Vessels documented by the USCG or used exclusively on ocean water are exempt from the Quagga Sticker requirement. However, Yee explained, the moment a California-registered boat ventures into freshwater, that vessel is required to have a Quagga Sticker. Southern California coastal estuaries, which largely have been closed off over the last century, are still prominent in the Long Beach and Oceanside areas, so be prepared to purchase the Quagga Sticker for your boat if you venture into those shallow freshwater areas. Your $16 fee, separate from your vessel fee, is intended to support the state’s Quagga and Zebra Mussel Infestation Prevention programs. This transaction is separate from the DMV vessel sticker and paid biennially in addition to the registration fee. After you receive the sticker, peel off the backing and affix it directly abaft and level with the state vessel registration number on each side of the vessel. Please remember, this is for inland and coastal estuary vessels only, as quagga and zebra mussels live in freshwater, not ocean water. Although it may seem like a huge pile of errands to run, a new annual fishing license, a once-in-a-lifetime California Boater Card and biannual vessel registration renewal with Mussel Sticker fee are minor matters when compared with the joy of getting outdoors to sail, motor, ski or fish to our hearts’ delight. Progress Report on Channel Island Harbor Projects The Channel Islands Harbor Department offers updates on work at locations throughout the Harbor. By: KATHERINE M. CLEMENTS C H A N N E L I S L A N D S — A s 2 02 4
The process of beginning construction of the new Hyatt House Hotel, formerly the Casa Sirena and the Lobster Trap, is continuing to move forward. The original Casa Sirena hotel, constructed in 1972, had 197 rooms with additional space for meetings. The proposed redevelopment of the site will include the new hotel and a restaurant of up to 5,000 square feet, similar to, but not smaller than, the former Lobster Trap, which was located nearby. The Casa Sirena Hotel demolition was completed in June 2022, and the much-needed rock revetment replacement project surrounding the property was completed in May 2023. The site of the new Hyatt was handed back to the developer, Brighton Management, in July 2023. The developer continues pursuing the necessary permits to start construction. The first visible signs of the project moving forward will be property grading, likely towards the end of December, though it could trail to January. Tripp also announced that the Kiddie Beach parking lot w ill be replaced before summer 2024. This is a project that Harbor Department staff has been working on for several months. Channel

Turtle Bay fuel is closed
As we go to press, Turtle Bay’s fuel pier and fuel pangas are not in operation. Hundreds of boaters rely this small port (located about half way down Baja) for diesel. Meanwhile, the Pemex fuel station in Turtle Bay is still selling diesel and gasoline to boaters with jerry jugs, as is another Pemex station in Bahia Asuncion, about 50 n.m. southeast of Turtle Bay. Last month, Enrique Castro was no longer running Turtle Bay’s fuel operations, but his sister Maria had stepped into the job, and according to boaters fueling there, it was running smoothly. However, the government of Baja California Sur currently lists Enrique Castro as a missing person and is seeking his whereabouts.

California Yacht Club Destroyed in Fire By: KATHERINE M. CLEMENTS MARINA DEL REY— A huge fire destroyed the California Yacht Club, located in Marina del Rey, on Dec. 11.
Los Angeles County Fire Department received a call around 11:30 p.m. that night and arrived to find a massive two-story fire. Videos from news outlets show bright red flames traveling over the roof of the club and producing large black clouds of smoke. Two firefighters suffered moderate injuries and were hospitalized before the blaze was extinguished just before 1:30 a.m. Dec. 12. The cause of their injuries has not been released. Among the most prominent California clubs, the California Yacht Club was established in 1922 and has a long histor y of promoting yachting and maritime activities. It has frequently hosted national and international
regattas, with recent events including the J/70 World Championship, U.S. Junior Women’s Championship, Martin 242 North American Championship and CFJ National Championship. The club was started in Los Angeles harbor by a group of loyal yachtsmen – most from the Los Angeles Athletic Club and the rest active in other early yacht clubs of that day. In 1941, America went to war, and the Coast Guard took over CYC’s facilities in Wilmington. Members continued to fly the Club Burgee, but after World War II, the facilities were so run down that CYC never could return to its birthplace. Former owner Steve Hathaway noted that his father helped build the club in the 1960s. “It’s been a home for so many people,” said Hathaway in a statement. “We are so heartbroken right now… It tears me apart to see… It’s just terrible.” The c ause of t he fi re is u nder investigation.

SailGP Confirms Return to Christchurch for Season 4 New Zealand Event By LOG STAFF
On Dec. 12, SailGP confirmed that the ITM New Zealand Sail Grand Prix will return to Christchurch, New Zealand for its Season 4 iteration. The SailGP sports league had taken a hit as the Auckland event, initially scheduled for March 23-24, 2024, in Season 4, was canceled due to the unava ilabilit y of spectator stands for the harbor course. However, the league has now turned to Christchurch on those same dates. The city hosted an event in Season 3. Following the announcement of the new site, S a i lGP g loba l CEO Sir Russell Coutts said, “After extensive consultation with our partners, we’re delighted to confirm the ITM New Zealand Sail Grand Prix will be staged once again on the spectacular Whakaraupō, Lyttelton Harbour. Christchurch has proven to be one of our very best events, with fantastic racing, thousands of fans, and spectacular scenery in a natural amphitheater. This is a perfect venue for the stadium-style, inner-harbor racing SailGP is known for around the world, and we can’t wait to bring more fans closer to the action with additional grandstands planned for next year’s event.” The ITM New Zealand Sail Grand Prix in Christchurch will convert Naval Point into a lively stadium to host the race, entertaining a projected 22,000 observers throughout the weekend.
The Season 4 event will see the return of fan favorites, including an enlarged Race Stadium, a grandstand seating area and the exclusive Platinum Lawn. Additionally, for the first time in Christchurch, fans can purchase behind-thescenes tours of SailGP’s team bases and technical areas. Christchurch Mayor Phil Mauger said, “It’s fantastic to welcome SailGP back to

Sardine Populations and Fisheries Harvest Control Rules May Need to Respond to Climate Change

According to the National Oceanic a nd At mo spher ic A d m i n i s t r at ion (NOAA), sardines have been managed under a harvest control rule linked to average sea-surface temperatures, which are believed to influence sardine numbers. The rule is to modify catch limits as temperatures vary. However, there are now signs of climate-driven changes in the productivity of the West Coast offshore ecosystem that may also impact sardine numbers. Sardines are highly sensitive to environmental conditions, and changes in ocean temperature, acidit y and other factors associated with climate change can influence their distribution, abundance, and overall health. Sardines are beneficial to California’s economy. The sardine fishery supports the fishing industry as a whole, including commercial fishermen, processors and distributors. Additionally, the sardine industry offers employment opportunities for individuals in fishing operations, seafood processing plants, transportation and distribution, including fishermen, fish processors, drivers and other workers along the supply chain. Sa rd ines a lso benefit the sea food industry, and some coastal cities host events such as the Sardine Festival in
San Jose, generating tourism. S c ient i s t s at NOA A F i sher ie s’ Southwest Fisheries Science Center a ssessed whether management measures for the sardine fishery still will be effective if climate change alters the productivity of the species. “The goal as climate change continues is to develop information and tools that help fishery managers stay on top of the changes,” said Robert Wildermuth, lead author of the new management strategy evaluation for the West Coast sardine fishery, in a news release. The evaluation tests different strategies by modeling how they would play out under varying conditions, including shifts in ocean conditions accompanying climate change. NOAA has stated that recruitment drives the change. Recruitment refers to how many young sardines survive to join the population as reproducing adults, affecting the population’s course. That then affects how much fishing the population can support. Most sardine fisheries off the West Coast have been closed since 2015. The number and size of the fish – collectively known as biomass – have fallen below the current harvest control-rule cutoff, forcing the fishery’s closure. Wildermuth and NOAA Fisheries colleagues at the Southwest and Northwest Fisheries Science Centers collaborated with University of California Santa Cruz scientists to study nine ways of setting the harvest control rule for sardines off the West Coast under different future recruitment scenarios. The research is part of Future Seas, a collaboration between scientists at NOAA Fisheries and other organizations. It examines strategies for managing fisheries as climate change affects the California Current off the

West Coast. The evaluation was recently published in the Canadian Journal of Fisheries and Aquatic Sciences. The report reads: “We’re trying to look at the different ways climate change will affect fi sh e r i e s a n d a sk , ‘Ho w d o w e maintain sustainable fisheries when the environment is changing around us,’” said Annie Yau, Director of the Fisheries Resources Division at the Southwest Fisheries Science Center. Sardine fluctuations are intertwined with California history, f ueling the boom and subsequent bust of Cannery Row in Monterey in the 1950s. Researchers have long probed the factors behind the rise and fall of sardine numbers. They have tied sardine fluctuations to oceanic conditions, such as the Pacific Decadal Oscillation. That climate pattern can drive warm and cool phases of Pacific
Ocean waters that have been found to affect many species, including salmon. Recent research has also found links to food availability. Dynamic Drivers Wildermuth’s team looked at sardine management options that included the current method, which is tied to sea-surface temperatures. They also con sidered u sing dynamic reference points for the population to determine changes in harvest. Usually, the reference points assume a static amount of recruitment. However, they can also be “dynamically estimated,” which means that they fluctuate according to changes in recruitment or sardine biomass. Yet cleaning and maintaining your fishing rod and reel is important for ensuring optimal performance, longevity and preventing corrosion. Let’s present a general guide for how to clean and maintain your fishing rod and reel.
Cleaning Your Fishing Rod Rinse with Freshwater: • After each use, rinse your fishing rod with fresh water to remove salt, sand and other debris. Pay attention to guides, reel seats and the rod blank. Check Guides: • Inspect the rod guides for any signs of damage or corrosion. If you notice any issues, clean the guides with a soft brush or toothbrush. Inspect Reel Seat: • Check the reel seat for dirt or debris. Clean it with a soft cloth or brush. Wipe Down Rod Blank: • Wipe down the rod blank with a clean, damp cloth to remove any residual salt or grime. Handle and Cork Maintenance: • Clean cork handles with mild soap
and water. Avoid soaking cork excessively. For Ethylene-vinyl acetate (EVA) foam or synthetic handles, a gentle wipe with a damp cloth is usually sufficient. The approach does not identif y exactly what factors affect sardine biomass. However, the annual adjustments in reference points help capture patterns and relationships between ocean conditions and reproductive capacity over time, independent of fishing. That better reflects how biomass fluctuates with changing ocean conditions. Incorporating that relationship into the harvest control rule leads to a more stable fishery with fewer closures. “We get a more realistic picture of both the biomass and how it may [change] over time,” Wildermuth said. NOAA Fisheries’ annual California Current Ecosystem surveys regularly measure the biomass of coastal pelagic species such as sardines to support fishery management decisions. Catch records also supplement the survey data. “These data are essential to the stock assessments, which are developed to track changes in the sardine population through time,” said Desiree Tommasi, a co-author in the study. “ Thu s , to c o nt inu e [e ff e c t iv e ly managing sardines] under changing ocean conditions, it is also essential

san diego fish report BLUEFIN TUNA REMAIN IN THE OFFSHORE PICTURE APPROACHING CHRISTMAS! By Bob Vanian of 976Bite.com The holiday season is here, and Southern California anglers still have bluefin tuna and a lot of other species to target should they want to head out fishing and take a quick break from their onshore holiday activities. Not many boats have been fishing the bluefin tuna lately, but some private boaters have been trying to catch bluefin from spots of breaking fish that have been showing in areas within 25 miles or so of Point Loma. There have also been a few sportboats making multi-day trips to target bluefin outside of Punta Colnett and to the southwest of San Martin Island in an area that ranges from 120 to 145 miles from Point Loma. The water temperature at the areas where bluefin have been found within 25 miles or so from Point Loma has been running from 61 to 62.5 degrees. Not much has been caught from this local sector but private boaters have been reporting seeing spots of breaking and foaming bluefin in the deep water inside of the 302 Spot, around the 178 Spot and in an area 7 to 10 miles off the coast between La Jolla and Encinitas. The bluefin have been biting better when found in the warmer 66-to-67-degree water being found by sportboats that
have been fishing off the Mexican coast in an area that is down between 120 and 145 miles from Point Loma. This has you fishing in an area ranging from the waters outside of off Punta Colnett on down to where you are fishing out to the southwest of San Martin Island. The best sportboat fish count that I know of was on Polaris Supreme out of Seaforth Sportfishing that had a 2 day trip with 23 anglers catch 90 bluefin tuna. Most of the bluefin tuna activity has been on fish ranging in size from 20 to 50 pounds but on the trip talked about above Polaris Supreme did have 3 of the larger bluefin that were up in the 80 to 150 pound range. The deep drop fishing for swordfish has dropped off in the post Thanksgiving time period but there are still a few swordfish around with an occasional swordfish being caught by commercial boats fishing the region of the 182 Spot, 181 Spot and the Corner. There have not been any boats that I know of trying for surface fishing species at Los Coronado Islands but the fishing for an assortment of bottom fish species has been very good. There has been very good fishing for a mix of reds, salmon grouper, whitefish, an occasional lingcod and an assortment of rockfish species. The best bottom fishing areas have been in the 25 to 60 fathom depths to the northwest, north and northeast of North Island.

An important reminder to anglers fishing in United States waters is that the fishing for rockfish in Nearshore waters and the fishing for Nearshore Rockfish species no matter where they are caught is currently closed. Please refer to the Department of Fish and Wildlife website for all the details about the closed areas and the closed species at www.wildlife.ca.gov. Anglers also need to know that the current closure regulations are in effect through December 31, 2023, when the “regular” seasonal rockfish closure will come into effect and be in effect from January 1, 2024 through March 31, 2024. An additional reminder to anglers is that the fishing for sheephead will be closed from January 1, 2024 through February 29, 2024. The fishing for rockfish has been good in areas that are outside of the current closure zones at places such as the 9 Mile Bank, South Carlsbad, Del Mar, Box Canyon and the 14 Mile Bank. The rest of the fishing along the San Diego County coast has been improving for a mix of calico bass, sand bass, sculpin, whitefish and sheephead and there has also been improved fishing for nice sized yellowtail along with a chance at a white seabass at La Jolla. Productive areas for calico bass, sand bass, sculpin, whitefish and sheephead have been the Imperial Beach Pipeline, the hard bottom to the northwest of Buoy #3 at Point Loma, the Green Tank, La Jolla, Solana Beach, Leucadia, South Carlsbad, the Barn and San Onofre.

Captain Joe Cacciola of Sea Star with Sea Star Sportfishing and the Oceanside Sea Center reports that water temperatures between South Carlsbad and Solana Beach have stabilized between 61.8 and 62.5 degrees. Cacciola reports good fishing for a mix of calico bass, sand bass, sheephead, whitefish and sculpin and says that their best calico bass and sand bass fishing to be while chumming with sardine chunks and fishing with a 5 inch live sardine on the hook. Most days are seeing a few nice sized yellowtail to 35 pounds being caught at La Jolla. Most hookups have been on yo-yo iron or surface iron while fishing areas of bait, meter marks and spots of working birds. There was also a 45 pound white seabass recently caught on a yo-yo iron that was dropped down to a bait ball that was found via locating a bait ball meter mark. The best zones to try for a yellowtail off La Jolla have been along the outskirts of the MLPA closure zone at the lower end of La Jolla as well as outside of the upper end of La Jolla in 20 to 27 fathoms. Good choices for yo-yo iron include Salas 6X and Salas 6X Jr. jigs in scrambled egg color. Good choices for surface iron include Tady 45 and Salas 7X light jigs in blue and white, mint and sardine colors. Halibut fishing along the San Diego County coast remains scratchy. A few of the areas that produce an occasional halibut have been off Imperial Beach, in San Diego Bay, at the sandy bottom next to the structure of the sunken NEL tower or the structure of the Yukon shipwreck off Mission Beach, the Buccaneer Pipeline and the artificial reefs outside of Oceanside.
