It was fashion week on a Western Australian beach when an undiscovered crab species washed ashore, rocking a hat made of sea sponge. On June 7, the Western Australian Museum shared the latest trend in oceanic fashion, sponge hats for crabs. The Lamarckdromia beagle, a southwest endemic crab named for Charles Darwin’s HMS Beagle, has been the talk of the museum as a new subspecies. The crab is part of the sponge crab, or Dromiidae family, a species of crab that will turn living sponges into portable shelters to protect themselves from predators. There are 31 species of dromiid crabs known to the Western Australian coast, with five species endemic to that part of the country. There are also 40 more species of Dromiidae known throughout Australia, with about 40 percent considered to be endemic, according to a study of sponge crabs published on Zootaxa in April 2022. The crabs will cut a sponge or sea squirt to fit themselves and then hold

the sponge on their head with specialized hind legs, according to the curator of crustacea and worms at the museum, Dr. Andrew Hosie. This species is also not the only one to use other sea life as protective wear. Crab species will wear sponges or ascidian as a disguise or an olfactory deterrent. “Some of the compounds these sponges are producing are very noxious,” said Hosie in an interview with The Guardian. “There’s not a lot of predators that would be interested in munching through a sponge just to get a crab.” This particular crab species is set a part by its dense shaggy hair, which is actually soft and fluffy to the touch. Scientists’ best guess is that the fuzz helps to obscure the outline of the crab’s limbs and other body parts not covered by the sponge to allow it to blend in with its spongy sunhat and to protect it from predators. While scientists are unaware of the hair’s actual function, it makes for a pretty cute crustacean.

This would be the 20th iteration of the games in modern history and a significant one as the Olympics of 1984 encompassed commercialism, modern technology, the inclusion of China after 50 years, and a boycott from the Soviet Union and 14 of its allies. When it came down to the bid for the 1984 Olympics, few were willing to participate as interest in the game's was waning. Los Angeles had submitted bids for the 1948, 1952, 1956, 1976, and the 1980 games, according to a June 3, 2021, article from Sports Illustrated. By the time the bid for 1984 came around, the ability to host was between Tehran, Iran, and Los Angeles. However, L.A. became the default winner after Mohammad Reza Pahlavi, the last Shah of Iran, was over-

Port of San Diego’s Environmental Efforts Recognized with Green Marine Certification been re-certified by Green Marine, North America’s most extensive voluntary environmental certification program for the maritime industry. The port first enrolled in Green Marine in 2018 and, at that time, was the second port in California to become a Green Marine participant. The port had to undergo a rigorous evaluation of its environmental initiatives to earn the re-certification. An accredited third party then verified the results of the assessment. The program addresses 14 key areas, including community relations and environmental leadership, with precise criteria that measure progress beyond regulations. Areas in which the port was evaluated include initiatives for reducing greenhouse gas and air pollutants, spill prevention and stormwater management, community impacts, environmental leadership, waste management, and underwater noise. Initiatives were ranked on a 1-to-5 scale based on detailed criteria that Green Marine’s performance indicators specified. Overall, the Port of San Diego ranked in the top ten percent of North American ports in the Green Marine program, with an average score of 4.3 out of 5 across all categories.

Partners Return WinterRun Chinook Salmon Eggs to McCloud River On July 11, the Winnemem Wintu Tribe, the California Department of Fish and Wildlife, the National Oceanic and Atmospheric Administration Fisheries, and the U.S. Fish and Wildlife Service celebrated the return of endangered winter-run Chinook salmon eggs to the McCloud River upstream of Shasta Reservoir for the first time since the construction of the Shasta Dam in the 1940s. Approximately 20,000 fertilized winter-run Chinook salmon eggs were collected from USFWS’ Livingston Stone National Fish Hatchery near Redding and driven to the Ah-Di-Na Campground within the Shasta-Trinity National Forest on the banks of the McCloud River. The eggs were placed into specialized incubators alongside the McCloud River’s cold waters, where the species once spawned. Another 20,000 eggs will be transferred to the incubators in the McCloud River in early August. Then, both cohorts will be released into the river as fry. The return of winter-run Chinook salmon eggs to the McCloud River was accompanied by a tribal celebration by the Winnemem Wintu, which has supported the return of salmon to their ancestral homeland. CDFW staff and tribal representatives will remain alongside the incubators and monitor the eggs and the young salmon as they develop and disperse into the river over the next few months.

I operate a boat rental business in California, and a customer who claimed to be a maritime attorney advised me that if a jet ski hits and injures someone, the owner of the jet ski may limit his liability to the value of the jet ski under a 19th century law that is still on the books. If this is true, then why do I (or anyone with a small vessel) need a million-dollar (or more) liability insurance amount? Are we overpaying for a risk that does not exist?

cargo ships would disappear on voyages that lasted several years. During the time that the ships were away from their home port, the owner had very little – if any – control over the operation of the ship. A legal concept developed to limit the owner’s liability to the post-incident value of the vessel in recognition of the owner’s lack of control over vessel operations. The legal concept continues today under the Limitation of Liability Act, and if limitation is found, an owner’s liability is limited to the post- incident value of the vessel. The most famous limitation case was filed by the White Star Line after the Titanic incident. White Star tried to limit its liability to the value of the nine lifeboats that were recovered, but they lost that case because the court found that the owners did in fact exert control over vessel operations. Modern day limitation actions are common, but the actual finding of limitation by the court (and therefore the ability of the owner to limit liability) is NOT common. In a limitation action, the first task will be to establish that the incident occurred on “navigable waters” subject to the jurisdiction of a federal court. Navigable waters are bodies of water that are navigable to the ocean or bodies of waters that traverse state line in the United States (such as Lake Havasu or Lake Tahoe). If the incident occurred on navigable waters, a court must then (1) determine what acts of negligence or conditions of unseaworthiness caused the accident; and (2) determine whether the vessel owner had knowledge (or “privity” of knowledge) of those acts of negligence or conditions of unseaworthiness. Those two elements are a big deal. In a circumstance where the owner, or the owner’s employees or independent

contractors, have daily contact with the vessel, it is extremely difficult to imagine a scenario where the owner did not have knowledge or privity of the circumstances that led to the accident. “Privity” is basically some level of involvement, oversight or responsibility in the operation of the vessel or the circumstances of the accident. In our reader’s case, we can assume that the owner or owner’s employees will not be aboard a jet ski or small rental boat. In that case, the owner will probably not have any involvement in the actual accident. However, a court may still find “privity” in a case such as that because the owner will be responsible for evaluating the competence of the operator before renting the boat to them, and they are responsible for ensuring that the vessel is safe and seaworthy. It is extremely difficult for an owner to limit liability in a recreational boating accident, but competent maritime defense attorneys will always explore the limitation option when they are defending a boat owner after a maritime accident. Nonetheless, the difficulty of establishing this defense suggests that the large insurance liability policies referenced by our reader are still a good idea.

The Division of Boating and Waterways Shares a Reminder for the California Boater Card

The Division of Boating and Waterways (DBW) published a reminder for California boaters about a change in the requirements to obtain and carry a California Boater Card, which is required when boating in state waterways. On Sept. 18, 2014, Governor Edmund G. Brown, Jr. signed into law Senate Bill 941, which prohibits the operation of motorized vessels in California without a valid California Boater Card developed and issued by the DBW. The law requires vessel operators to complete an approved boating safety course and carry a California Boater Card when operating in state waters. The law is being phased in by age group, with all boaters required to carry the card by January 2025. As of Jan. 1, the card is required for operators 45 years of age or younger, and by Jan. 1, 2023, all boaters 50 years of age or younger must carry a card. The card verifies that its holder has successfully taken and passed an approved boating safety education course. It is important to note there are exemptions to the law. For example, those operating a rental vessel or possessing a valid marine operator’s license issued by the U.S. Coast Guard do not need to obtain a California Boater Card. To date, DBW has issued more than 143,000 cards. As of the dates shown below, these boaters will be required to carry a boater card issued by DBW unless they meet specific exemptions. A person who is a resident of a country other than the United States who is temporarily operating a vessel in California for less than 90 days and meets the boating requirements, if any, of their country. A person operating a vessel in an organized regatta, vessel race, or water ski race. A person who owns a current commercial fishing license. A person who has a valid marine operator license for the waters upon which the licensee is operating, issued by the U.S. Coast Guard, or who is in possession of a valid certificate issued pursuant to the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, 1978, as amended. A person who has successfully completed a boating course approved by the Commission on Peace Officer Standards and Training Post. “In order to receive a California Boater Card, an operator must complete one of the approved courses and apply for their card,” said Moreno. “All courses are approved by the National Association of State Boating Law Administrators (NASBLA) and California State Parks’ Division of Boating and Waterways. Boaters can choose to complete an approved online, classroom, or home study course.” All approved courses for the California Boater Card can be found at www. californiaboatercard.com and vary in price. The cost for the lifetime card is $10, and a replacement card is $5. By law, this is a cost-neutral program, and all money generated goes towards the development and operations of the program. Boaters have an option to complete an online, classroom, or an at-home study

As the requirements around the California Boater Card change yearly, The Division of Boating and Waterways reminds boaters to stay up to date with the terms in order to continue legally boating in California.

Boating safety courses must be approved by the National Association of State Boating Law Administrators (NASBLA) and DBW. The courses may be done in a classroom, home study, or online. A current list of approved courses can be found at www.CaliforniaBoaterCard.com. course. Boaters only need to complete one of the approved courses. Once the DBW has received your application, proof of education, and payment, boaters will receive a 90-day temporary boater card via email. You should receive your official boater card by mail within 30 days of the application being approved.

Operators who do not comply with the law and are caught operating a vessel without their California Boater Card will be cited accordingly. This is considered an infraction, and base fines can range anywhere from $100 – $500, according to the DBW.

U.S. Coast Guard boating accident data show that states with some boating safety education have fewer accidents and fatalities than states without boater education requirements. California is one of the last states to implement a mandatory boating education requirement. The Division of Boating and Waterways Is Offering Boating Infrastructure Grants for Marina Operators

The BIG Program is a federally funded program created by the Sportfishing and Boating Safety Act of 1998 and is funded through the Sport Fish Restoration Fund and Boating Trust Fund. The grant program is awarded through United States Fish and Wildlife Service and the Division of Boating and Waterways solicits to subgrantees and administers the grants. BIG is a competitive program that is open to public and privately owned marinas, to support specific renovations or construction. “The purpose of the grant program is to construct, renovate, or maintain facilities for transient recreational vessels, passing through, staying 15-days or less, that are 26 feet or more in length,” said Adeline Yee, Information Officer for California State Parks. “Examples of eligible projects include construction or renovation of tie-up facilities, visitor docks, restrooms, gangways, docks for potable water, pump outs, and fuel stations, showers, laundry, breakwaters, etc.” The City of Avalon was awarded the BIG grant in mid 2017 and is using the funds to refurbish and replace its current pump-a-head dock that has been in service for over 20 years and is weakening from age. The construction of the actual float began in June 2022, and it is expected that the new float, which measures 40 feet in length and 12 feet in width, will be completed in September and installed in October. “The original application for the grant was way back in 2017 and a number of extensions were approved while engineering and other plans were approved along the way,” said Orne Carstarphen,

Harbor Master for the City of Avalon in a July 8 email. “Avalon Harbor will benefit greatly by the new and much improved pump out dock with freshwater fill stations. We truly appreciate having access to these funds. We also know that our boating community appreciate quality pump-a-head and water fill stations and are happy to see these improvements.”

The water district plans to disperse the water across Orange County in assigned sectors. “The water would remain in South Orange County; specific areas would be determined by our [SCWD] partnerships, which are still being determined,” said Sheena Johnson, public information specialist for SCWD, in an email from July 11. According to Johnson, the design and construction of the plant would take approximately three years. SCWD hopes to have the Doheny Ocean Desalination plant operating by 2027. “The Doheny Ocean Desalination Project has been studied for over 15 years with extensive prior feasibility studies, technical studies, and a successfully installed and operated test slant well at Doheny State Beach (Doheny TSW) that operated for 18 months and produced approximately 3 MGD [million gallons per day] of raw intake water,” said Johnson. According to Noaki Schwartz, Deputy Director of Communication for the California Coastal Commission, the water district built a test well at Doheny several years ago to determine whether it would

be a good site for the proposed subsurface intake but has not yet built the other wells or the facility. One of the most significant differences between the Poseidon and the Doheny plant is their size and capacity. The Poseidon plant has a production capacity ten times the size of the Doheny plant. There are also notable differences in the infrastructure of the Huntington Beach desalination plant compared to the Doheny plant. During the May commission hearing, opponents of the Poseidon project cited an increased cost for water ratepayers and harm to marine life as a reason to deny the plant’s permit. At the same time, supporters noted the ongoing severe drought and the need for new water sources outweighed perceived issues. The Poseidon plant intended to use the existing AES Huntington Beach Energy pipeline infrastructure for intake and outfall. The old power plant used a “oncethrough cooling system” to bring seawater in and send it back out to the ocean, a system that releases the water back into the ocean, making it much warmer and contaminated with dead marine life. The Doheny desalination plant would instead use a subsurface slant well, drawing ocean water into the plant from below the ocean floor. According to an article from flitsep. com, a filtration and separation information source, the use of subsurface, below the ocean floor, intake systems for seawater reverse osmosis by desal plants, actually improves water quality, reduces chemical usage, decreases the carbon footprint, and reduces water costs, with a smaller environmental impact. Poseidon planned to use that existing infrastructure while adding a fine, one-millimeter wedge wire screen into

the ocean end of the intake tunnel to prevent marine life from being impacted during intake. “Subsurface intakes include any of several designs that collect water from beneath the beach or beneath the seafloor,” said Schwartz. “The overlying sand and sediment act as a natural filter and prevent any impacts to marine life. Under the State’s Ocean Plan, these types of intakes are the preferred alternative, where feasible, for seawater desal projects.” According to the California Coastal Commission’s staff report that recommended denying Poseidon’s plans for the desalination plant, the high speed of the diffusers could kill marine life. However, the diffusers are needed to prevent a concentration of highly salty water from sinking to the seafloor and creating a dense salinity ‘dead zone’ around the outfall. The Doheny plant would require less infrastructure to transport the potable water to neighboring cities as a significant regional water transmission line crosses the site. Because SCWD is a public water agency, whereas Brookfield-Poseidon was a private developer, the agency can receive grant funds and lower interest loans to fund the project. The company is currently focusing on partnership education and is in the process of enlisting partners to provide better funding. SCWD hopes to schedule a permit hearing with CCC in the fall. The company is looking to address concerns brought up during the Poseidon hearing before that point. Sixteen-Week Water Quality Survey Shows No Difference in Copper Reduction Following Eight-Week Pause on In-Water Hull Cleaning The Commission implemented a temporary pause for in-water hull cleaning from Dec. 19, 2021-Feb. 9, as part of a 16-week study of copper levels in the basin as a part of an ongoing initiative to lower the Total Maximum Daily Load of copper in the bay.

SAN DIEGO — The Port of San Diego Board of Port Commissioners heard the findings of a recent study from an eightweek pause for in-water hull cleanings on boats with copper-based paints as the port comes up on a 2022 deadline to reduce overall copper levels in the bay by 76 percent. The port has been able to meet the first two levels of TMDL reaching 40 percent by 2017. The new study indicates that levels have fluctuated without a significant decrease over the past three or four years, leaving the port at a load reduction rate between 40-50 percent and about 20 percent shy of its goal. The deadline to reach 76 percent of lowered copper reduction levels is six months away, and the pause on in-water hull cleanings had a minimal effect on copper levels leaving the port at stalemate. A Dissolved Copper Total Maximum Daily Load for the Shelter Island Yacht Basin set by the regional water board in 2005 due to copper levels that exceeded federal and state water quality standards requires a 76 percent reduction of copper loading by Dec. 2022. The in-water hull cleaning survey findings were presented as part of a yearly presentation about the progress toward lowering the copper levels in the port. The study came about after 2013 find-

The eight-week pause on in-water hull cleaning in the Shelter Island Yacht Basin showed a minimal decrease in copper loading levels. ings theorized that a pause on in-water hull cleaning in the basin for a period of time would decrease the levels of copper in the basin. The 2013 study found that dissolved copper leach rates were enhanced during the cleaning and for two to three days after. Previous findings found that five percent of the annual dissolved copper load came from in-water hull cleaning of copper-based anti-fouling paint, while 93 percent of copper came from passive leaching of copper-based AFPs. After a request from stakeholders, the study was implemented and ran for 16 weeks with four weeks of monitoring before and after the pause and an eightweek pause from Dec. 19, 2021, - Feb. 9 on all in-water hull cleaning of boats with copper-based paints. During the study, there were over 200 inspections made to the marinas and yachts clubs to ensure compliance with the pause. Water quality was sampled weekly at 20 different stations throughout the basin. Studies showed slight decreases

throughout the inner and middle parts of the basin, with no significant decrease on the outer parts of the basin. “Even with some of the slight decreases that were observed, the averages, as you see here, remained consistent with the levels of copper that we tend to see within our annual monitoring, and they did not approach the water quality standard,” said Karen Holman, director of environmental protection for the port. The study ultimately found that the changes in water quality from the pause on hull cleaning seemed minor compared to the copper dissolved from passive leaching. The port finds that the biggest challenge moving forward is the continued use of copper paint, a preferred paint, as it is an effective method for deterring marine growth. With the popularity of the paint, places with a high density of boats seem to have elevated levels of copper and a significantly hard time reducing those levels. “It is clear that it is not just an issue that is here,” said Holman. “It is any-

However, the phase-out of the older formula is still occurring, and according to Holman, the port has yet to see the effect of that phase-out. “We have taken the program about as far as we can; given the challenges with copper paint, we need support of the regulatory agencies,” said Holman. The next plan for the port is to meet with the regional board to understand their expectations and plans for further engagement with the Department of Pesticide Regulation. The study is open for comment through July 22, and once the port has a chance to look at all the comments, the study will be updated and reposted on the port website. REDONDO BE ACH — At the Redondo Beach Harbor Commission meeting on July 11, the commission unanimously voted to create a subcommittee that would work with staff for the reestablishment of the White Sea Bass Program. Committee and staff are charged with finding the dimensions of the grow-out pens, determining several in-water locations throughout the harbor for a temporary location, starting a water quality survey, and adding plans for a permanent location for the grow-out pen in the harbor revitalization project attached to the future dinghy docks or sport fishing pier. During the meeting, the commissioners heard a staff report with several suggestions for reestablishing the white sea bass grow-out pen in King Harbor. The White Sea Bass Program is a part

of a larger program run by the Hubbs-SeaWorld Research Institute to restore depleted sea bass populations in California. There are several grow-out facilities up and down the coast of Southern California that work with volunteers and cities in conjunction with the research program to allow juvenile sea bass to grow and acclimate in protected pens within ocean water. The program in King Harbor closed due to a lack of funding in 2019 but plans to reopen the facility have been a part of the larger discussion on revitalizing the harbor. In the report heard on July 11, harbor commissioners were tasked with identifying and reviewing what would be required to reopen the program. The report presented by Waterfront and Economic Development Director Greg Kapovich was from a previous 2020 proposal from the King Harbor Enhancement Foundation. The proposal touches on equipment, spacing criteria, and identifies a couple of places in the harbor to place the pen. The proposal included a sketch with a rough idea of how the facility would look. In the sketch, the in-water tank would utilize an existing 36-foot-long boat slip. The slip would accommodate a 5,000-gallon in-water tank, a floating dock to accommodate a lockbox for

Dennis Sigalos is a born and raised Southern California native who first got into offshore powerboat racing because of his father, Tony Sigalos, and his life-long best friend Bruce Penhall’s father, Leroy Penhall, who both raced flat-bottom SK runabouts back in the 60s. Sigalos and Penhall were world champions in speedway motorcycle racing in the 1980s. Ten years after retiring from the track, the two friends revived their competitive impulses and became an offshore powerboat racing team. Their

team’s name was Ocean Spray “Crave the Wave.” They raced in A-Class, D-Class, and modified Class in a V-bottom Scarab. Sigalos and Penhall won their first race on the water on June 8, 1993, in a Pacific Offshore Power Boat Assn. race off the coast of Dana Point. Sigalos and Penhall took to the water and defeated world champions Rique Ford and Paul Whittier taking the race. Sigalos and Penhall’s first race boat was a 38-foot Scarab/ Larry Smith design V bottom none step hull. The boat’s design had four seats but was only raced with two crew members. Penhall was the driver, and Sigalos ran the throttle, trim, and monitored all the gauges. The two families (fathers and sons) then built their first boat. In 1904, offshore speedboat racing was officially recognized as a sport after a race took place from the south-eastern coast of England to Calais, France. Soon after, the American Power Boat Association was formed in the United States, and the first U.S. recorded race took place in 1911 in California. In modern times these competitions are raced by mega-horsepower catamarans and V-hulls capable of speeds up to 180 mph. However, the teamwork and professionalism of offshore racing make it a class act and a rush for spectators. Typically, a team of one driver and one throttleman wrangle the wind and waves of

Station in Seal Beach has started the next phase in the Ammunition Pier Project by undergoing the six-month process of creating the concrete deck for the new pier. Anaheim Bay is going through a five-year project to restructure the bay to build a new ammunition pier for the Naval Weapons Station. The current pier was built in the 1950s and doesn’t meet current safety codes or operational standards. The old pier must be kept in operation throughout the project as the ammunition station is the nearest base to San Diego. The next closest ammunition loading station is located 50 miles from the Canadian border. To build the new pier, the station had to relocate the pier to the middle of the bay to keep the current pier operational. The first step in the project was to build a new public access channel connecting Huntington Harbour to the Pacific. “We basically need to turn the previous public boating channel into a construction zone,” said Gregg Smith, public affairs officer for Naval Weapons Station Seal Beach. “So, our first step was to build the public boating channel through Anaheim Bay.” The public access channel was completed in early 2021 and granted public access while allowing the Navy to cordon

“Wow, what a rush,” said Sigalos. “Both of our families traveling the U.S. was our new sport.” Sigalos and Penhall won five out of six world championships they raced in, the world speed record, and Rookies of the Year throughout their six-year career as speedboat racers. The two raced the 38-foot Scarab from 1994-1996, hitting a top speed of 120 mph and 2000 hp winning them two world championships and one national title. From 1997-1999, Sigalos and Penhall raced a 42-foot fountain power boat with a step bottom. The two sat in this boat tandem, with Penhall driving in the front and Sigalos in the back running the throttle again. Their top speed for this boat was 150 mph and 3000 hp. This boat won them three world championships, and a world record in their class

called Super V. “We raced offshore most of the time but did run some big lake races as well,” said Sigalos. “My favorite win and place was our first world championship in 1994 in Key West, Florida, and we were the underdog. The swell was so big and rough; it was what we were looking for. Buena Vista Lagoon, One of the Last Freshwater Lagoons in California The Buena Vista Lagoon sits between Oceanside and Carlsbad and is the state’s first ecological reserve. The lagoon stretches over 206 acres of habitat and is home to several bird species and small mammals who have made their homes in the marsh. The reserve was created in 1968 and is considered the first reserve in the state, according to the California Department of Fish and Wildlife (CDFW) website. On April 26, 1968, the Fish and Game Commission authorized the CDFW to lease 80 acres of land and water owned by The Nature Conservancy. On Nov. 13 of that year, the lagoon became the state’s first ecological reserve. The lagoon was formed when it took in runoff from hills to the east and fed water to the Pacific. In the 1940s, a weir was added at the mouth of the lagoon, essentially changing the lagoon so it was freshwater only. In the 70s, a stronger block was placed at the lagoon’s

mouth, emphasizing the transformation into a lake rather than a body of water with a connection to the ocean. At the time this photo was taken in 1975, the Fish and Game Commission had classified the last 110 acres of the lagoon as an ecological reserve, according to a report published by the Buena Vista Lagoon Foundation. In 1982, the Buena Vista Lagoon Foundation was formed to conserve and restore the lagoon. In 1983, the Buena Vista Audubon Society signed a lease with the City of Oceanside to create a nature center for public use; the center was opened in 1988. In 2021 the Wildlife Conservation Board awarded $3 million to the San Diego Association of Governments for the restoration of the Buena Vista Lagoon. The project was approved in 2020 and was set to remove the low

dam at the lagoon’s outlet to create a channel for the ocean water to flow in and out, allowing the lagoon to return to a saltwater wetland.

Most recently, the CDFW granted $1 million for the second phase of the lagoon enhancement project in June 2022.

Sailing made its last appearance at the 2016 Paralympics in Rio de Janeiro.

World Sailing Officially Requests LA28 Participation By: JORDAN B. DARLING

World Sailing has submitted an official application for the inclusion of sailing in the 2028 Paralympic Games set for Los Angeles. Sailing was an official part of the Summer Paralympic Games from 2000 to 2016. However, no one competed for the event in the 2020 Tokyo Paralympics, and the event was denied a bid for reinstallation at the upcoming 2024 Paris Paralympics.

The International Paralympic Committee cited that sailing lacked a global reach with too few countries competing in the sport at this level. World Sailing kicked off a campaign in October 2021, “#BacktheBid,” to gain the support of globally renowned sailors and social media. The hashtag took over social media, gaining traction from participants worldwide. “Our global sailing family has spoken loud and clear, coming together to #BacktheBid – to see this sport, which offers so much to so many people, back

in the Paralympics,” said David Graham, CEO of World Sailing, in a July 4 press release. According to World Sailing, as of June 2022, there are 41 nations actively participating in Para Sailing, five world championship events in 2022, and 631 para sailors in the classification master list. “Para Sailing is thriving despite what has been a challenging few years for global sports,” said Graham. “We now have Para Sailors active in 41 countries on five continents. Our dedicated Para

Sailing Development Programme (PDP), created in 2017, has been key. We kicked off 2022 with our first PDP to be held in the Sultanate of Oman, and just one week ago, we held our first ever Para Kiteboarding PDP.” World Sailing is continuing to move forward and looks to have 30 percent female participation by 2023 and an increase in youth participation to 20 percent of all athletes by the same year. The International Paralympic Committee will make its final decision in January 2023.

Sailing 101: Radio Not, Here It Comes! Announcing Trouble Through Your VHF Radio

A marine VHF radio, (Very High Frequency), is global system of two-way radio transceivers on ships and watercrafts used for bidirectional voice communication from ship to ship. VHF radios are not required in recreational boats under 65.5 feet in length, however, a VHF radio does allow for instant communication between your boats and those surrounding you, marinas, bridges, and the United States Coast Guard (USCG). A VHF radio is the primary means of communication while out on the water and has many advantages that a cell phone doesn’t making it the preferred method of communicating on the water.

VHF Radio Basics To use your VHF radio, it helps if you start by turning it on and picking a channel. Set your squelch as low as possible, to the point where you hear no white noise; you can then begin speaking. A squelch is a circuit that suppresses the output of a radio receiver if the signal strength falls below a certain level. Push the button on the microphone to transmit. Take your finger off the button to allow for responses.

How to Use Your VHF Radio The standard process for a non-emergency call, such as calling another vessel, marina, or restaurant to ask where to tie up for dinner, is as follows: Call the vessel, marina, or restaurant on Channel 9 in the following manner: 1. Say the name of the station being called three times. 2. The words “THIS IS” spoken once. 3. Name of your vessel spoken once. 4. The word “OVER.” 5. Then wait for the station you

c a l led t o a n s wer. Their answer should be in the same manner as your call. Once answered, you should suggest a specific working channel to carry on your conversation. Then the word “OVER.” Wait for a reply or confirmation from t he st at ion bei ng called, switch to the working channel, and repeat the process. When done speaking and leaving a specific channel, use the word “ OUT” at the end.

Ahoy sailors, you should be well versed in maritime navigation tools. Now it’s time to talk about your VHF Radio. This will be an introduction to how it works, and an explanation on how to use it for emergency and non-emergency situations. This two-part lesson will continue on in the next issue where we discuss what to do if you hear a distress call.

OVER.” Responding Station: “Switching Channel 68, OUT.” You would then switch to Channel 68, call Dana Point Marina using the same procedure, and conduct your conversation. Again, all discussions, whether on a hailing or working channel, should be kept brief and to the point.

A Mayday Situation “MAYDAY” is only to be used in an emergency situation where the boat and/ or persons on board are in inevitable danger of sinking or significant injury or death. A situation may arise with a short amount of time to execute your distress call. Here’s what you do; transmit in this order: 1. Tune your radio to Channel 16. 2. Distress signal “MAYDAY” communicated three times. 3. The words “THIS IS” spoken once. 4. Name of vessel in distress spoken three times. 5. Announce the vessel’s position by latitude or longitude or by bearing (true or magnetic; state which) and distance to a well-known landmark such as a navigational aid or small island, or in any terms which will assist a responding station in locating the vessel in distress. Include any information on vessel movement such as

course, speed, and destination. Explain the nature of your distress (sinking, fire, etc.). 7. Indicate the number of people on board. 8. Provide the kind of assistance you want. 9. Communicate any other information that may aid in the rescue, such as length or tonnage of vessel, number of persons in need of medical attention, the color of the hull, cabin, masts, etc. 10. The word “OVER.”

(You must use the low power on your radio when broadcasting on Channel 13.) Channels 68, 69, 71, 72, 78A: These are all “Working Channels.” These are the only channels available to non-commercial vessels for ship-toship and ship-to-shore communications. Although you may have many other channels on your radio, they are restricted to specific uses.

SAN DIEGO — The 19th Annual Sharp HospiceCare Benefit Regatta will sail into the San Diego Bay Aug. 26-27. The regatta is hosted by Sharp HospiceCare, Coronado Yacht Club, and the Cortex Racing Association.

The pre-race event is on Aug. 26 at 6 p.m. at Hotel del Coronado. Tickets cost $250 and include a full-course dinner, dancing, and a silent auction.

The event will begin Aug. 26, with a pre-race dinner and silent auction, followed by all-day festivities on Aug. 27, when guests will board yachts and cruise along the racecourse throughout San Diego Bay. All proceeds from the Regatta will support Sharp HospiceCare, a non-profit that provides end-of-life care to patients via hospice homes throughout San Diego County. This year’s event is anticipated to raise $415,000 for Homes for Hospice, a Sharp HospiceCare initiative to build and maintain residential hospice homes. Southern California is the perfect location for outdoor activities. With several environments just an hour’s drive, an avid outdoor explorer can see mountains, deserts, and the coast within a day. For anglers, California offers a myriad of ways to dust off the rod, reel, and tackle box to get that perfect catch. One way to get out on the water is kayak fishing. Anglers take to the water in kayaks a bit wider and longer than standard kayaks with their rod and reel to pull up fish close to the waterline. Kayak fishing offers a new type of adventure whether you use it on the coast or inland. Southern California, in particular, offers options up and down the coast to allow anglers access to the water. One angler finds the opportunities in Southern California too good to pass up and has chosen to share his experience with the internet. “I am in Southern California, and in Southern California, you can launch out of like, let’s say, Marina del Rey, you can launch out of Redondo Beach, you can launch out of Newport or further south,” said kayak fishing YouTuber Gianni Enne. Enne runs Honeybadger VooDoo Outdoors, a YouTube channel focusing on outdoor sports, including kayak fishing. Enne began kayak fishing four or five years ago after watching an angler launch out of Redondo Beach. Enne was already a kayaker and avid angler since childhood, so the next steps naturally led him

to take up the sport. Kayak fishing offers several advantages compared to a powerboat, access, stealth, and in some cases, easier transportation. Kayaks glide along the surface and can add unparalleled access to good fishing spots. Launching is a matter of being comfortable on the beach or finding a good launch lane in the harbor, and the kayak offers an up close and personal view of your catch breaching the water. However, nothing is perfect, and the plastic vessel can offer its own challenges. Kayaks do not cover the same ground as a powerboat, so anglers need to be more tactical when finding fish. For Enne, one of his most important tools is a Garmin fishfinder. “If you can understand the fishfinder, you are doing yourself a huge favor,” said Enne. “I think that is the biggest component in terms of putting fish on a boat.” Pure Fishing, a global market for fishing equipment, also recommends using versatile, easy-to-fish lures, which reduces retying and rigging so you can get more casts in a day. After catching active fish, they recommend backtracking with a small jig or another finesse bait to coax more bites; and target several types of species in one area before moving on. Enne’s preferred area for multiple species is Redondo Beach. Recreational Ocean Salmon Fishing Resumes July 22

a giant kelp fish!” said a July 6 Facebook post from Dana Wharf Sportfishing. “These guys live in the same kelp as the calico bass. They are ambush predators like the bass are too. These fish have fantastic camouflage making them virtually unnoticed as they hang out in the stringers of kelp. Not typically a good table fish, so we like releasing these guys!” The giant kelp fish ranges from British Columbia to southern Baja, making their homes in kelp forests where their blade-shaped bodies help them blend in with the leaves. The fish come in various colors, red, green, and brown, with several silvery patterns. They can reach up to two feet in length and feed on small crustaceans, fish, and mollusks. Fun fact as larvae, the giant kelpfish, has been known to school with transparent mysid shrimp.

The last day for ocean salmon fishing was July 4 in the Fort Bragg Management Area, and it will open to fishing again on July 22. In California, salmon is managed by geographical area; the CDFW has split the state into four zones: KMZ (Klamath Management Zone), Fort Bragg, San Francisco, and Monterey and South of Monterey. Generally, each area has different season dates, landing restrictions, and total length requirements. This is done because different stocks of concern, such as threatened and endangered stocks, have different geographical distribution in the ocean and protect those stocks at different times of the season. In addition, the fishing fleet has different behavior in each geographical area. Therefore, the CDFW needs to be able to manage the fishery at a more granular level. season is now in full swing with lots of fun fishing to be found offshore at the Coronado Islands and along the coast.

Bluefin tuna continues to be the highlight of offshore fishing with the best bluefin area in the waters ranging from westerly of the 499 Spot located off the back side of Catalina on out to the waters easterly of San Nicolas Island in the region of the 563 Spot.

Bluefin continue to be caught both day and night. During the dark, bluefin have been biting best on sinker rigged sardines and knife jigs that are fished while boats are drifting over sonar marks or fathometer marks. During daylight hours, boats have been fishing around sonar marks, meter marks, breaking fish, and breezing fish. Anglers have been getting bluefin bites on Nomad Madmac trolling jigs, spreader bar trolling rigs, Flat Fall jigs, knife jigs, sinker rigged or flylined sardines, Colt Snipers, poppers, surface iron, and stick baits. Nomad Madmac trolling jigs have emerged as one of the top bluefin producers for private boaters when trolled at 11 to 14 knots.

Private boater Tom Golding of Last Buck reported a recent trip for bluefin. He said they caught a 60-pound bluefin and a 100-pound bluefin on Nomad Madmac jigs that were being trolled between 11 and 13 knots. The 60-pound fish bit on a size 240 Nomad Madmac in pink and the 100-pound fish bit on a size 200 Nomad Madmac in a sardine color.

Golding said both bluefin were caught late in the day in areas where they were seeing breaking bluefin out to the west-southwest of the 499 Spot. The 60-pound bluefin was hooked in 67.96degree water and the 100-pound bluefin was hooked in 66.75-degree water. These two fish were caught between 94 and 99 miles and 280 to 281 degrees from Point Loma.

Another to target during a day of offshore fishing is to fish an area providing a good mixed bag of yellowtail, dorado, and bonito along with a chance at catching a few bonus bluefin tuna or yellowfin tuna. The northern end of this large zone is where there have been a few dorado found around kelp paddies in the region of the 209 Spot and the 181 Spot with the more southerly areas offering more of a mixed bag catch for boats working spots ranging from the 182 Spot (located outside of San Diego) on down to the area of the Upper 500 Bank that is located outside of Ensenada. Productive areas within that zone have been the 224 Spot, the 302 Spot, 5 to 8 miles west of North Island, the 425 Bank, the 371 Bank, the 390 Bank, the Upper Hidden Bank, the Lower

Hidden Bank and the Upper 500 Bank. The region of the Upper Hidden Bank has often been the best of these spots for boats fishing 35 to 40 miles 170 to 190 degrees from Point Loma.

Most of the good dorado and yellowtail bites originate from kelp paddies. The few tunas that are being caught have been coming from spots of breaking fish the area around the 224 Spot is currently the best for a chance at catching a bluefin tuna within 40 miles of San Diego. What has been nice abut the kelp-paddy yellowtail fishing is that a good percentage of the yellowtail being caught have been in the 8 to 20-pound range with a few bigger yellows up to 25 pounds found in the mix. Some of the better trips have caught limits of yellowtail, several dorado, a good number of bonito, a few bonus bluefin and maybe a yellowfin or two.

A recent full day trip on the sixpack charter yacht El Gato Dos out of Seaforth Sportfishing had a fish count that is a good example of the good mixed bag fishing that has been going on in the waters within 40 miles of Point Loma. Their recent full day trip had 5 anglers catch 19 yellowtail, 1 yellowfin tuna, 1 bonito, and 5 bluefin tuna.

The fishing at Los Coronado Islands has been good for a mixed bag of yellowtail, barracuda, calico bass, an assortment of bottom fish species and an occasional halibut or white seabass. As an example of the fishing, the most recent full day trip on San Diego out of Seaforth Sportfishing had 32 anglers catch 30 yellowtail, 14 barracuda, and 13 calico bass.

The best of the yellowtail fishing has come from the Pukey Point and Keyhole areas of North Island with some yellows also biting at the Middle Grounds, the weather side of South Island and the north end of South Island. Private boaters have been doing well on yellowtail using sardines that are slow trolled or flylined. Surface iron also accounts for some yellowtail bites and there have also been some yellowtail bites on trolled Rapalas.

The best spots for calico bass and barracuda have been at kelp bed areas at South Island and the Middle Grounds with the hard bottom at the north end of South Island producing some calicos and barries. Sardines and surface iron have been good baits for the calico bass and barracuda. When available, anchovies will also work well for the calico bass. Good choices for surface iron for calico bass, barracuda, and yellowtail include Tady 45’s and Salas 7X lights in the blue and white color combination, mint, and sardine colors. tween cost and environmental factors. Out-of-water pens would require restucturing proposed facilities and would limit the city’s ability to use those facilities. In addition, pumping seawater in and out of the facility could present a detriment to the environment. On top of that, several community members reminded the commission that when the original pen, which was an out-of-water tank, was operational there were times when the electricity in the out-of-water facilities failed, and the pen lost thousands of fish because the water stopped circulating. Previous proposals from several years ago suggest putting the pen behind the renovated harbor patrol docks in basin two. “It just wouldn’t eat up, you know, used slip space,” said Harbor Commissioner James Light. “It would probably drive-up costs because…you don’t have a slip infrastructure to build on behind it. That was something we had discussed extensively when we were talking about the whole upgrade to the docks for the harbor patrol.” The discussion about the location was tabled because of the possibility of limited access due to security needs because of the harbor patrol and limited space. The new docks for the patrol will only have six slips to accommodate the harbor patrol vessels. The pens would also require a good

water flow to keep oxygen and temperature levels stable, requiring staff to commit to a water quality study of the harbor. “ The temperature in the harbor swings wildly. There have been years where there’s been die-offs in there at least in the back corners of things,” said Harbor Chairperson Roger Carlson. When it comes down to it, the committee is looking for a safe out-of-the-way place with open access for volunteers, a consistent water flow with stable temperatures, and the space to accommodate the pen. Carlson suggested a walk-through that would look at the harbor patrol docks, areas along the edge of the basin areas, the existing bait barge, and as a last-ditch option at the end of the condemned sports fishing pier for a temporary location. “What I am thinking, in general, for the room is finding some space wherever it is,” said Carlson. “Get the dimensions of this thing, find some space in the water, give up on a tank on land, and then in the future, we plan on building more dinghy docks, we plan on building a new sportfishing pier, we plan on building a lot of new, and there ought to be room for it somewhere. So, I hope we find something temporary and then drag it over by rope to somewhere permanent.” The committee will conduct a walkthrough over the next few weeks and complete a water quality survey to gauge the summer water quality in the harbor. There is no set time for the Harbor Commission to meet again on the topic.

A recent private boater report was of good fishing for calico bass, barracuda, and a 25-pound white seabass while casting surface iron at the hard bottom area outside of the lighthouse at the south tip of South Island. Occasional white seabass have also been caught at “The Shack” area along the lee side of North Island. Look for a spot where you might be able to beach a panga along the lee side of North Island and that will mark the area of “The Shack” where there was once a lobster shack there for commercial lobster fishermen.

An occasional halibut has been caught while drifting sandy bottom areas along the lee side of South Island. The best zones for the assorted rockfish species have been at the Rockpile and at hard bottom areas to the north and the northwest of North Island. Whitefish have also been biting well in the lee of North Island. A good depth range for the rockfish type species has been in 20 to 50 fathoms.

The fishing along the San Diego County coast has been good for a mix of calico bass, sand bass, reds, rockfish, sculpin, and whitefish along with a chance at catching a bonus yellowtail, lingcod, halibut, or white seabass. The not so good news is that the surface fishing along the San Diego County coast has been effected by a recent cooling of the water that has caused the tempera-

ture to drop into the low to middle 60’s. The calico bass and yellowtail fishing has slowed some with the decline in the water temperature. The good news is that the water along the coast has started warming again and that there is improving fishing for calico bass at some kelp bed areas to go with a chance at finding a biting yellowtail at La Jolla.
