Fifth Avenue Landing’s potential hotel project would make way for added convention space. By Parimal M. Rohit SAN DIEGO — A joint settlement to provide the city and port of San Diego with a necessary piece of land to expand the region’s largest convention center was approved, June 12. The approved deal called for Fifth Avenue Landing to relinquish the land in question and opened the door for San Diego’s Convention Center to be expanded and modernized. Members of the San Diego City Council, in a separate action later on the same day, approved the joint settlement. Whether the city’s Convention Center, which is adjacent to Fifth Avenue Landing’s superyacht marina and across from the Marriott Marquis Marina and Hotel, will be up to voters to decide. A proposal to raise a hotel room tax to help pay for the Convention Center expansion and modernization will be on the November 2018 ballot. News reports indicate the hotel room tax could jump from the cur-
rent 12.5 percent to as high as 15.75 percent. Fifth Avenue Landing hoped to build a hotel on the land, which was transferred to San Diego’s city and port. “On January 11, 2016, [Fifth Avenue Landing] submitted a project proposal consisting primarily of a hotel, a lower cost overnight accommodation and a marina expansion,” port district staff stated in a report to commissioners. “Recently, [Fifth Avenue Landing] requested that the [port] district enter into negotiations to facilitate a transaction that would give the city [of San Diego] control of the [land in question].” The land could still become a hotel if San Diego voters reject the proposed hotel room tax increase. The port district would make a $5 million down payment, prior to the November election, to Fifth Avenue Landing for the land transfer; city taxpayers, however, would be on the hook for that payment if the ballot initiative fails. Both agencies agreed to pay a little more than $33 million for the land. San Diego Mayor Kevin Faulconer stated the port’s approval of the joint agreement would boost the local economy and help the city modernize its Convention Center area.

“This agreement is critical to the future of our San Diego economy,” Faulconer told commissioners. Plans to expand the Convention Center, a steady parade of speakers told commissioners, would serve as an economic engine for San Diego. San Diego Port Tenants Association President Sharon Cloward added she believed an upgraded and expanded Convention Center would bring millions of people to the city’s working waterfront. “When we have international and national conventions here, the people that come to those conventions will
actually get an eye on what we have on our working waterfront,” Cloward told commissioners. The port district build and paid for the San Diego Convention Center in 1989. It hosted the Republican National Convention in 1996 and has been the home of ComicCon and other trade shows. “The Convention Center has reached a maximum occupancy, and there is lack of available space to bring additional convention business to San Diego,” port district staff stated in a report to commissioners.

Discarded fishing nets find second life as sunglasses, swimsuits and more

By Devon Warren WORLDWIDE — Fishing nets have allowed for sustenance – an ability to feed man and also create the industry that grants fishermen jobs. On the more negative and controversial end, fishing nets have encroached upon endangered and extinct species – most notably of the porpoise variety such as the critically endangered vaquita or the recently vanquished river dolphin, baiji. While the fishing net has had so many impactful uses, good and bad, manufacturers of various products, from Volvo to Volcom, have begun looking for ways to reuse heavy, discarded fishing nets to make

Man abandons third attempt to row solo across Atlantic Ocean BOSTON (LOG NEWS SERVICE) — A Scottish man seeking to cross the Atlantic Ocean in a rowboat abandoned his 3,400mile journey after being rescued some 500 miles off the coast of Massachusetts. The Coast Guard’s Boston office reported Niall Macdonald triggered his emergency radio beacon at around 12:30 a.m. on June 15 and had also called the UK Mission Control Center via satphone to report that after 36

new swimwear, sunglasses and even cars. Plastics have been threatening the environment for decades as can be witnessed by studies on The Great Pacific Garbage Patch. Off the coast of the Cayman Islands recently, a massive balled up gill net has been traveling the ocean, engulfing large quantities of fish. And there are likely more of these discarded nets out there. NOAA reported that some of the nets are as long as 2 miles long and can cause marine life to become entangled, struggling for their life. However, there may be a creative solution in sight. Several big-name companies have seen this dilemma
and have used or plan to use recycled fishing net in the products they make. Volvo, for instance, announced they plan to use 25 percent of fishing net products and recycled plastics by 2025. Costa, a designer of high-end sunglasses, recently announced a partnering with Bureo, “the pioneer in recycled fishnet products,” to turn discarded nets into high-quality sunglasses. In Alaska, on Sept. 8 and 9, an event called Alaska Net Hack Challenge will be held to challenge others to make new items from old nets. Many of the agencies involved have been in the fishery industry and cooperate with the local fishing industry to transform the waste
into resources. DARK Many fishermen, most as BKGND concerned as the rest of the world, have begun hauling in their dangerous nets, according to an article by The National BW Geographic, to prevent even more pollution. An Indian fisherman, who mentioned he is not opposed to using the tactics of guilt to get fishermen to recycle, told The National Geographic, “I tell them, ‘If you keep polluting the ocean with plastic … as fishermen our livelihoods will cease to exist.” While these nets have become a burden to the ocean, it is a possibility they can again grow into an industry – and create some unique things while increasing jobs too.

Scotland’s Isle of Lewis in three to four months. Macdonald’s failed attempt this year was his third try at the North Atlantic row. His first attempt in 2014 ended when he suffered a back injury in rough seas just a few days into the trip. In 2017 he called off his rowing plans after spending six weeks in New York waiting for a weather window that would allow him to clear land safely never arrived. In April of this year he returned to New York and spent two weeks before moving down the coast to Norfolk to take advantage of better weather conditions. Alba featured cabins forward and aft for storage and shelter and
an open center cockpit. Macdonald said in a release written while aboard Dolfijngracht enroute to Canada that even before leaving Norfolk in May he had decided that – having committed eight years to the project during which he had already failed twice and requested assistance from rescue services and other agencies on those occasions – this third attempt would be his last.

In a live demonstration, a 68-foot yacht fitted with the technology skillfully maneuvered itself into the tightest of spaces between two of the Volvo Ocean Race 65 racing yachts. The unveiling of the pioneering self-docking yacht technology is the latest in their ongoing “Easy Boating” philosophy to make boating simple, enjoyable and accessible to more people a Volvo Penta spokesman said. At its heart is the joystick-controlled Volvo Penta Inboard Performance System, a complete and integrated propulsion system – from the helm station, via the engine, all the way to the propellers. “Docking is one of the most challenging boat handling maneuvers – getting it wrong can be embarrassing, expensive and precarious,” Björn Ingemanson, president of Volvo Penta, said.“Our IPS system has already taken great strides in making docking easier, and this new self-docking feature takes that process one important stage further. Its sensors and onboard computers react in milliseconds to changing wind and sea conditions, constantly making micro adjustments in power and steering angle of the IPS drive to keep the boat on its intended course into a safe berth.” Automating the docking process involves three distinct phases. First, as the boat nears its berth, the system recognizes that it has entered a “catch zone” and sends out a signal to the captain that it is ready to dock. Once the captain has activated the self-docking function, the boat is then (aided by GPS), automatically moved into a ‘docking ready’ position. Once the captain has initiated the final stage, the system uses a combination of GPS and sensors, both those fitted onboard and additional sensors fitted to the destination dock to automatically move the boat into a safe berth. Another feature of the system is that it will be available not only for the latest IPS equipped boats – a retrofit version is also planned, which would make an attractive upgrade to thousands of boat owners. Volvo Penta said safety is a primary factor in the development of the system. Its docking system, accordingly, is not designed to be fully autonomous. While the system will feature surround sensors that provide anti-collision alert and avoidance, the captain needs to remain at the helm during the docking.

STATE Mexican immigrants detained for second time in two weeks at Crystal Cove LAGUNA BEACH, Calif. (AP) — Authorities say four men were taken into custody after a panga boat was found on the beach at Southern California’s Crystal Cove State Park for the second time in two weeks. U.S. Border Patrol officials say those detained Tuesday in Laguna Beach were Mexican nationals. It wasn’t immediately known if there were more than four people on the boat originally. The men were located after a quick search with the use of a drone and a helicopter that prompted a lockdown at a nearby elementary school. Pangas are open boats designed for fishing but commonly used by smugglers trying to bring people or drugs north from Mexico. An empty panga was found at Crystal Cove on June 11. Its occupants ran from the vessel and were not found.

The company added it would instead focus on growth opportunities in the sport boat and cruiser segments. Poseidon’s Desalination Plant in Orange County: Protector of all Seafarers? Local water district delays decision on term sheet, but Huntington Beach’s saltwater conversion plant might still arrive by 2019. By Parimal M. Rohit
ORANGE COUNTY — The final days of spring met with a bit of a victory for those opposed to Poseidon Water’s plans to build a massive desalination plant on the Huntington Beach coastline (roughly halfway between Newport Beach Harbor and Huntington Harbour). Board members with the Orange County Water District held off on making a decision on a term sheet for the planned desalination plant, meaning the public will have a little more time to chime in on Poseidon’s proposal. The window for public input won’t be long, however, as the Water District is expected to make a decision on Poseidon’s term sheet at its July 18 meeting. Poseidon Water, according to news reports, only needs to obtain a couple
more permits for its planned desalination plant. Can the final few hurdles be influenced by public sentiment, or is this brief delay just a blip in what might already be a sealed decision? The Log has covered Poseidon Water’s plans on an intermittent basis since 2014. One of the questions raised was whether the area covered by Poseidon’s plan – mostly Huntington Beach and a few immediately surrounding communities – was truly worth the estimated $1 billion price tag. Desalination has been marketed as THE answer to Southern California’s persistent drought cycles, yet is it truly a practical solution when the Poseidon plant in Huntington Beach would provide converted freshwater to less than 500,000 people for $1 billion. (Poseidon Water, interestingly enough, would have to absorb any construction cost increases.) Southern California, of course, is home to nearly 14 million people in Los Angeles and Orange counties alone. SALT OF THE EARTH: Desalination in California By Parimal M. Rohit STATEWIDE — Poseidon’s plans to build its billion-dollar desalination plant just off the Huntington Beach coast continues to endure an up-and-down saga. It remains to be seen when the plant will become operational, if at all. The proposed desalination plant in Huntington Beach is not the first attempt to address California’s rampant water insecurity and constant battle with droughts. There are 19 existing or proposed seawater desalination plants operational up and down the Golden State’s coastline. Nearly one-third of the plants are in the Monterey Bay region. The San Diego suburb of Carlsbad recently brought its desalination plant – which is operated by Poseidon – online. A public meeting was held June 26 in San Juan Capistrano to discuss plans for an ocean desalination project at Doheny State Beach.
The Doheny desalination project in South Orange County would, at the outset, be able to store up to five million gallons of converted water daily. “Using environmentally friendly slat well technology, located beneath the ocean floor, the proposed project would draw water from beneath the ocean floor to the desalination facility site, located on the [water] district’s property behind the Doubletree Hotel,” a South Coast Water District flyer for the June 26 public meeting stated. Other saltwater-to-freshwater conversion projects potentially on the horizon: a desalination pilot project at Camp Pendleton, three sites in the Monterey Bay region and a possible plant in Southern California’s South Bay area. Desalination plants are also operational at five locations in Ventura and Santa Barbara counties and on San Nicolas and Catalina islands.

region for the next 40 to 75 years. Perhaps other agencies or private companies can offer converted freshwater at a cheaper rate than Poseidon, but do the numbers really add up for desalination to be the sole solution to our water insecurity? A fact sheet shared on the Water District’s website states ratepayers would pay a 20 percent premium on a base rate of freshwater from Poseidon’s plant for the first 10 years. “Starting in the 15th year of operation and every five years thereafter, the premium amount will be reviewed and adjusted down (can go below zero) if Poseidon Water is receiving an economic return above the agreed upon amount,” the Water District’s fact sheet stated. What the Water District is set to revisit in mid-July, meanwhile is a non-binding term sheet. Stopping or altering the course of the Huntington Beach desalination plant freight train, however, becomes all the more difficult if the term sheet gains the Water District’s support.
One of the biggest issues facing the Water District – and Poseidon Water’s desalination plans, as a whole – is pricing. The Orange County Water District would buy converted freshwater from Poseidon’s Huntington Beach plant and then shift the cost to rate paying customers. Whether such costs would be higher than what ratepayers already shell out for water imported from Northern California or elsewhere could well be a serious point of contention. The good news is a lot can happen between now and this time next year, when contract negotiations are expected to reach a fever pitch and financing starts to take shape. Water District staff was clear in stating the term sheet board members will consider on July 18 is “not comprehensive or definitive.” Public input, various review stages and contract negotiations will play a major role in what happens moving forward – which means the time for boaters, anglers and local residents to chime in on the future of desalination in Southern California is more imperative now than ever.
TAKE ACTION How much will converted freshwater cost the public? What responsibilities do government or public agencies, such as Orange County Water District, owe to local boaters and residents? Should such agencies treat desalination as one tool in the shed and, hence, work to keep costs and environmental effects as low as possible? Have Poseidon Water and the Water District considered as many environmental effects as possible? Can desalinated water benefit local marinas? Below are a few people to contact to find out more about the term sheet being considered by Orange County Water District and what changes (if any) could be on tap in the future. In the original letter sent to Supervisor Bartlett on March 27, DPHAB chair James Lenthall requested a formal review of Dana Point Harbor Patrol’s performance and its effect on the Dana Point Tidelands Fund 108; the Harbor Patrol is a branch of the Orange County Sheriff’s Department. What Happened: Port of San Diego’s copper reduction program continued to meet its goals, district staff told commissioners during their June 12 meeting. The port district specifically met its Total Maximum Daily Load, or TMDL, goals for the 2017 interim loading target, according to a staff report prepared for commissioners. Port officials were expected to reduce copper loads at Shelter Island Yacht Basin by 40 percent by 2017; the port district reportedly achieved a 45.4 percent reduction of copper in the basin. Last year was the final one of the TMDL program’s second phase. The first phase required port officials to reduce copper loads at Shelter Island Yacht Basin by 10 percent between 2007 and 2012. Phase two began in 2012 and continued through 2017. “Today’s presentation … marks the end of our second compliance phase, and so far it’s been a success story,” Karen Holman, the port district’s director of environmental protection, told commissioners. The port district has worked with recreational boaters, leaseholders, paint suppliers, in-water hull cleaners, boatyards, fishing interests, marinas and various local, regional and state agencies to execute its copper reduction program, Holman added. Kelly Tate, a senior environmental specialist with the port district, said boaters reduced the use of high copper paints between 2012 and 2017. Use of low copper paints, meanwhile, steadily increased during the same stretch. The number of boats within the Shelter Island Yacht Basin ranges between 2,200 and 2,500, according to port district staff. What’s On Tap: The third and final phase is currently underway and continues through 2022. Port officials must reduce the copper load for Shelter Island Yacht Basin by 76 percent by 2022. Port district staff will continue to work with the Regional Water Board to fulfill its final compliance phase. Tate added the district would also reach out to stakeholders and educated as many boaters as possible on topics such as hull cleaning, paints and alternative technologies.

The sponsorship would be for $265,842 in port district services for the 2018 Bayside Summer Nights. A summer concert series on the Downtown San Diego waterfront was approved in 2014. NEWPORT BEACH — The city of Newport Beach, steadily considered a premier boating destination, has made strides, in the last year, to improve services, amenities and educational information available to recreational boaters, residents and tourists. A model was also introduced for a freshly conceived Harbor Department, which also happens to be “new to the world,” according to several city officials. “A lot has happened/is happening with harbor operations over the past year,” Tara Finnigan, Deputy City Manager, said in an email to The Log. “A lot of thought and effort went into the department structure that the city council approved on June 12.” In addition to approving the department structure, council members approved the new budget of $1.1 million – up around $200,000 from last year’s budget – to be included in the 2018-19 fiscal year at the June 26 meeting. The Harbor Department will essentially shift around a few employees and allow for more hours for part-time employees, such as city lifeguards, to see

sive cruising resume in all parts of the globe, which is very valuable in that I have seen how many different harbors have been run around the world.” With Durgan’s leadership and a team of capable individuals in harbor operations, the last year of implementing changes has had a positive effect, according to Finnigan. “That [harbor operations] has been going well and over the past 11 months, Dennis and his team have been helping to identify other areas/opportunities where the City can provide service to harbor users,” Finnigan said. “The City Council has been pleased with the first year of changes and asked us to draft a longer-term plan for the future of our harbor operations.”
Harbor Division vs. Harbor Department: Impending Changes In terms of the difference between the division and the department, harbor operations previously functioned under another department. After the first year of the trial run, City Council saw the value in creating a standalone department for harbor operations. Newport Beach Harbor currently operates Harbor Operations Division under direction of the city in cooperation with the Harbor Operations Division, which in turn works with the local Harbor Patrol, U.S. Coast GuardLong Beach, and other agencies to assure those enjoying the waters have access to emergency respondents and so forth. California Coastal Commission approves impending development notice for waterfront project. By Parimal M. Rohit
CHULA VISTA — Plans to tear down and redevelop a dilapidated hotel property in the heart of Channel Islands Harbor earned a Notice of Impending Development by the California Coastal Commission, June 8. The notice would allow Ventura County to move forward with its planned hotel redevelopment of a portion of the Oxnard waterfront at Channel Islands Harbor. The project is located at the end of Peninsula Road and in the heart of Channel Islands Harbor. Casa Sirena was originally built in 1972 as a moderately priced four-building hotel accommodation. The hotel, which comprised of 274 rooms, was redeveloped in 2006. A 90-room portion of the hotel property was rebranded as a Hampton Inn, but the rest of the hotel property, according to Coastal Commission staff, continued to suffer a slow but sure decline. The hotel was boarded up on 2009 and become non-operational. Current redevelopment plans call for the dilapidated hotel (and adjacent Lobster Trap restaurant space) to be torn down and replaced with a new overnight lodging venue (and neighboring eatery). The new hotel would feature 210 rooms in a 55-foot high structure and occupy 203,011 square feet along the Channel Islands Harbor waterfront. “These are amenities that will help make the proposed hotel more accessible to a broader range of the public by allowing visitors to better afford staying at the proposed accommodation,” Coastal Commission staff stated in a report to commissioners. Other new amenities would include a public plaza in between the hotel and restaurant, as well as a new waterfront promenade along the southern and western edges of the property. A new boater restroom will also be built adjacent to the new hotel development. The existing 390-space parking lot would be reconfigured and feature 11 fewer slots. Users of Peninsula Yacht Marina would share the parking lot Ventura County previously tried to redevelop the Casa Sirena site, but economic conditions at the time prevented any construction projects from moving forward. The county has long sought to improve the Channel Islands Harbor area, in general. “The previous redevelopment plan was killed in the 2008 recession,” former Ventura County Harbor Department Director Lyn Kreiger told commissioners. Coastal Commission staff added the
redevelopment project would not harm or inhibit boater access to the harbor. “The project is located at the southern terminus of Peninsula Road adjacent to the waterfront and existing marinas,” Coastal Commission staff stated. “[Ventura County’s] Harbor Department has confirmed that access to the existing boating

slips and operation of existing marina facilities will be available during construction of the development. “Furthermore, the Harbor Department has confirmed that access to the boating slips and operation of the marina facilities will be available after construction of the proposed project,” Coastal Commission staff continued. McIntosh may no longer sit on the commission, but his passion for environmental, boating- and harbor-related pursuits will continue. By Devon Warren
FOUNTAIN VALLEY, California — President Lyndon B. Johnson, in his March 31, 1968 National Address, is known for saying “I shall not seek, nor will I accept, the nomination of my party for another term [as your president],” in announcing he would not seek a second term. Duncan McIntosh, who served eight years as a commissioner on the Newport Beach Harbor Commission and sat his last meeting on Wednesday, June 13, echoes this quote. When asked about his future political aspirations, McIntosh simply says, “No thank you.” It’s fairly common for Harbor Commissioners in Newport Beach to continue their political journeys such as Council member Brad Avery, who currently sits on City Council. However, these days, according to McIntosh, the position seems to be more about raising funds than the political atmosphere it once was. McIntosh says these days, the position of City Council member has turned into a full-time job and the other elements of lobbyist-like individuals trying to target and wrangle up council members to support them – that kind of thing isn’t really to McIntosh’s liking; he prefers the environmental aspects he has been a part of over the years on the Harbor Commission such as some of the dredging activities that took place in Newport Beach. “For one, I have enough going on here,” he said. Here is his publishing company, which produces several boating-themed newspapers and magazines, including The Log, Boating World and Sea, as well as news outlets such as Editor & Publishers and OC Weekly.
On the day leading up to this interview, McIntosh was busily wrapping up tasks related to the San Diego International Boat Show – staff at Duncan McIntosh Co., Inc. can attest whenever one of the many boat shows are on, it can be difficult to catch McIntosh as he is involved with the many tedious elements that go into producing some of the largest boat shows in the country. McIntosh runs an operation that has employed a good number of people, some who have been working at Duncan McIntosh Co., Inc. as long as 30 years or more. He recently bought some of the country’s largest fishing and outdoor recreation shows such as the Fred Hall Shows, San Diego International Boat Show and Newport Beach Boat Show, each adding to the show he started 45 years ago, the Lido Boat Show in Newport Beach. Essentially, his whole life has revolved around the water in some way or another. McIntosh mentions there have been challenges on the Harbor Commission, but overall he is very proud of one thing he has seen happen after his years as a commissioner. “We have gotten the City Council to take us seriously,” McIntosh said. With several boating industry folks sitting on the Council now, such as Mayor Marshall Duffield and the aforementioned Council member Avery, it can be seen just how important the harbor has been to Newport Beach. With a wide array of on-water activities, a desirable and beautiful sailing location and a recreational boating haven that is still growing, the Harbor Commission’s members have their work cut out for them studying everything from illegal charters to dredging activities and making recommendations on financial, practical and even common sense decisions in the harbor. “We have a good group of people – it could be challenging, but everyone does a good job,” McIntosh said, adding the current commissioners

get along very well and work together easily. Safety measures have come a long way for McIntosh, who recalls an early memory of his boating experience. “I grew up in Long Beach. At about 10 or 12, I started sailing with Long Beach Youth Sailing Program. I still remember the woman in charge – her name was Fran Dixon. She asked my dad if I could swim and he said, ‘Yes, he’s good in the water.’ Then they said they were going to push the boat off and I’d be able to sail by the time I figured out how to get back to the dock. [Sailing instructors] weren’t so big on teaching methods back then,” McIntosh said. McIntosh has lived in Newport Beach going on 50 years. When asked if it has changed much, McIntosh states most of the issues have remained the same – it’s still about traffic, noise and the airport, but the population has grown and there is quite a bit of newer construction. As the conversation turns, the subject of sea lions arises – a subject that has caused boaters a great amount of grief in Newport Beach. McIntosh, though agreeing the animals can be cute, also acknowledges their size and having so many in the Bay is a problem.
“Sea lions cause quite a racket,” McIntosh, who regularly hears them from his home, said. The racket might be one of the less troubling aspects as McIntosh tells a story where one looked as though he was going to bite McIntosh’s dog. Though sea lions have recently seen a reemergence in their population, McIntosh said it has been difficult to find humane methods to deal with them. Sea lions can cause massive amounts of damage to boats, are messy and could be harmful to pets among other things. Wrapping up, there’s a focus partially on the unexpected elements of being involved in politics. “I couldn’t believe the West Anchorage project didn’t go through,” McIntosh said, referencing a recent project where the Coast Guard denied a permanent anchorage to be placed in Newport Harbor. Though McIntosh will no longer be a harbor commissioner, he did get a nice-looking plaque for serving and he went to dinner with the other commissioners. Three appointees to Newport Beach Harbor Commission will begin their terms in July, continuing to work where McIntosh’s legacy leaves off.

Channel Islands Harbor creates launch ramp for kayaks, SUPs OXNARD — Ventura County’s Harbor Department has reportedly reached an agreement with the California Coastal Commission to allow for kayak and standup paddleboard (SUP) launches at Channel Islands Harbor. The tentative agreement was announced on June 13. Kayakers and SUP users will have access to a temporary launch lane at Channel Islands Harbor’s Kiddie Beach, which is located by the northwest corner of Victoria and San Nicolas avenues. Signage has been installed at Kiddie Beach, which was previously (and exclusively) reserved for swimming, to direct kayakers and SUP users to the launch area. A temporary launch ramp at Kiddie Beach was sought after sand erosion at nearby Hobie Beach made launching

In terms of employment, not much will change aside from Durgan going full-time as the harbormaster. Other positions will remain part-time. A chart presented to the council by Kiff showed how the harbor division positions would break down. Dennis Durgan would become both the Harbor Director/Harbormaster in a full-time position and Chris Miller, who has been the Harbor Operations Manager, will have some of his responsibilities shifted. Matt Cosylion, Code Enforcement Supervisor, would be transferred to the department for a year to focus on one of the primary goals of training staff on enforcing city codes. Kiff also presented that the Harbor Department’s tasks have been outlined for the next few years (see sidebar). Though there would be no new head count, according to Kiff, there would be a lot more hours as previously mentioned.

He’s also optimistic about the new
policies that are being developed and how this has reflected in outdoor recreationists experience in Newport Beach Harbor. “As with any new program, we have to develop policies and procedures and identify the issues and concerns of our harbor users,” Durgan said. “We have certainly learned a lot with regard to helping both residents and visiting mariners by educating the public on safety, and managing all the friendly activities which take place out on the harbor. “We have been successful in collecting tons of floating trash, slowing vessels down as to create a smaller wake, educating SUP boarders on the necessity to have a personal flotation device on their board, along with helping visiting mariners to get on and off their rental moorings & slips,” Durgan continued.

Overall, Avery felt this was a way to grow the harbor and its revenue as well as coordinating with OC Sheriff’s Department.

Dana Point Harbor Revitalization: Ready To Go? Orange County reportedly reaches agreement with Dana Point Harbor Partners. Is the revitalization finally ready to move forward? By Devon Warren DANA POINT — Between The Log going to press for this issue – and for the five or so years writers have closely covered the harbor revitalization for that matter – a lot has been happening in Dana Point Harbor. There have been discussions, meetings and negotiations, but little to nothing in terms of physical progress. The docks and slips

at Dana Point Harbor are the same today as they were in 1997, when chatter of revitalization first occurred. A positive ray of light, however, appears to have broken through, according to a June 22 newsletter by Dana Point Boaters Association (DPBA). The newsletter revealed a final lease agreement between Orange County and Dana Point Harbor Partners (DPHP) might have finally been worked out. The Board of Supervisors could consider the contract at its July 17 meeting – about two years after ground was broken on the revitalization project. In the recent past, the draft lease negotiation was expected to come before the public before it being

reviewed by the Orange County Board of Supervisors at the June 26 meeting – it did not. Broken promises have lined this lease agreement since Lisa Bartlett stated to The Orange County Register back in October 2017 a contract between the county and Dana Point Harbor Partners would be finalized to begin a long – more than 20 years long – awaited harbor revitalization project soon. DPBA’s newsletter, of course, is cautious. “To be clear, the deal isn’t officially done. It still requires careful review by stakeholders, including your DPBA, as well as approval by the OC Board of Supervisors,” the June 22 newsletter

stated. “But after eight months of formidable negotiations since DPHP was selected by the County last October, the parties have (mostly) closed the divide and are preparing to advance their proposed agreement to the Board of Supervisors for approval. We expect this to take place at the July 17 Board of Supervisors meeting.” Where is the contract revision and while, again, there is chatter on the horizon, is this the real deal and will the public finally know what has been cooking behind closed doors between the county and Dana Point Harbor Partners? Below is a timeline of how the Dana Point Harbor Revitalization Plan has evolved over more than two decades.

IN MEMORIAM: Bob Bisbee
DALLAS, Texas — Bob Bisbee, the founder of Bisbee’s Black and Blue Marlin Tournament in Cabo San Lucas, Mexico, has died. He was 85. The news was shared on the Bisbee’s tournament website; Bisbee had passed away on June 14 in north Dallas metroplex area, according to the official blog post. The marlin tournament founder was born on March 6, 1933 in Excelsior Springs, Missouri. Bisbee moved to California when he was 25 and soon found a home in Orange County. He spent quite a bit of time at his fuel dock and tackle store in Newport Beach’s Balboa Island, according to the blog post on Bisbee’s death. Bisbee’s boating and fishing career allowed him to pursue his business interests in Cabo San Lucas, which was apparently his “favorite place on Earth.” Bisbee soon launched his Black and Blue Marlin Tournament, which is now

in its 38th year. The tournament was launched in 1981 and has been organized by three generations of the Bisbee family ever since. From the Bisbee’s website: “The Black & Blue Marlin Tournament has grown from six teams with a purse of $10,000 to more than 150 teams with millions of dollars on the line. In 2006 the Black & Blue had its biggest overall cash payout of $4,165,960. This was, and remains, the largest payout in sportfishing history.”
His wife Aina, children Debbie, Bob Jr., Wayne, Tricia, Erik and Destiney, grandchildren and great-grandchildren all survive Bisbee. Sister June and brothers Larry, Gary, George and Bruce also survive the former boating and fishing professional, according to the fishing tournament website’s blog post on Bisbee’s death. Bisbee had lived in Lucas, a northeastern suburb of Dallas, with is wife since 2006. His family held a private gathering in Texas on June 23 to commemorate
Bisbee’s life. “Since so many of those who know him are literally spread throughout the world, we feel that the most appropriate way for everyone who would like to say good-bye would be at a celebration of life in Cabo in October,” the marlin tournament website’s blog post on Bisbee’s death stated. “This is where so many of us all gather each year anyway, and we’ll be able to offer him a toast together and spread his ashes then, in the waters he loved so dearly.” The Black and Blue Marlin Tournament will be held in Cabo San Lucas beginning Oct. 22 with a pub-crawl. Registration will be on Oct. 23, followed by the days of fishing (Oct. 24-26). An awards ceremony will be held on Oct. 27. The 2018 East Cape Offshore Tournament, which is also a Bisbee’s event, will be held July 31 to Aug. 4. Also presented by Bisbee’s is the Los Cabos Offshore Tournament, which comes to the southern tip of Baja California Oct. 18-21.

NATIONWIDE — Recreational boating industry advocates who have been campaigning against the use of certain blends of ethanol in the national gasoline supply earned a bit of a victory on June 12, when Scott Pruitt, administrator of the Environmental Protection Agency (EPA) approved the registration of bio-isobutanol as a fuel additive. Registration of the fuel additive, however, does not mean it was approved, certified or endorsed by the EPA or any other branch of the U.S. government. Groups such as BoatUS and the National Marine Manufacturers Association (NMMA) have consistently voiced their respective (and collective) opposition to the inclusion of E15 – gasoline fuel blends with 15 percent ethanol – in the national fuel supply (per the Renewable Fuel Standard, or RFS). Recreational boating groups have recently been pushing biobutanol – or bio-isobutanol –as a more viable renewable fuel alternative for boaters. The odds of the fuel coming onto the market and being available for boaters at the pump certainly took a positive step forward when Pruitt approved the first registration of biobutanol as a fuel additive. Pruitt’s announcement was made during a visit to an EPA field office in Kansas, where he met with the state’s Department of Agriculture head and
local farmer. The EPA administrator said his agency’s approval of a biobutanol registration would enable nationwide growth of biofuels. The approved registration of biobutanol was specifically for it to be used as a gasoline additive at up to 16 percent volume, according to the EPA, whose staff reviewed an application by Butamax Advanced Biofuels, LLC. Butamax, a manufacturer of bio-isobutanol, submitted its application to be a registered fuel additive. EPA staff, according to a released statement, determined Butamax “successfully demonstrated that bio-isobutanol meets all applicable requirements under the Clean Air Act (CAA) for registration under Fuel and Fuel Additive Registration Program.” “With this registration, bio-isobutanol can be used as a gasoline additive or a ‘drop-in’ fuel. Bio-isobutanol, which is produced from renewable resources like corn, can reduce greenhouse gas emissions, and is eligible to generate credits under the RFS program,” EPA staff said in a released statement. A Federal Register notice on the fuel additive’s possible registration was published in March. The notice’s public comment period was open through April; more than 2,000 comments were received, according to the EPA. “Most [comments] were positive comments in support of the registration of bio-isobutanol from across multiple stakeholders,” EPA staff said in a released statement. “After reviewing all comments received, EPA has determined that Butamax has demonstrated it has met all the applicable requirements under the CAA and therefore

Rohit MARINA DEL REY — The Los Angeles County Board of Supervisors updated regulations within the county code in an effort to minimize and prevent the discharge of bacterial and chemical pollutants into the waters of Marina del Rey. Portions of the county code governing harbors were updated, thanks to the supervisorial vote, to reflect changes to penalties, definition of terms and clarification of prohibitions and restrictions. The code changes were approved at the supervisors’ June 12 meeting, opening the door for county officials to monitor and regulate discharges into the waters of Marina del Rey Harbor. The approved ordinance specifically updated Title 19 of the county code. Someone who violates the anti-discharge ordinance at least three times within a 12-month period, for example, would be subject to a misdemeanor under the new ordinance. Supervisors added new definitions on in-water hull cleaning and non-biocide hull paints. “‘In-Water Hull Cleaning’ means the cleaning, by hand or mechanical means, of a recreational or commercial vessel hull up to the waterline while the vessel is in the water,” the new section on In-Water Hull Cleaning stated. Also added to the section on definitions were standards for in-water hull cleaning best management practices, or BMP. “‘In-Water Hull Cleaning Best Management Practices’ or ‘Hull Cleaning BMPs’ means In-Water Hull Cleaning practices generally accepted by the hull cleaning industry to be effective, while having as little negative effect on the environment as practicable,” the approved ordinance stated. A mandated BMP would manage educational, housekeeping, maintenance, pollution-preventing and training practices used to “prevent or minimize the discharge of pollutants into receiving waters,” according to the
ordinance update. The section on non-biocide hull paint was updated to read: “‘NonBiocide Hull Paint’ means hull paint that does not contain any chemicals capable of killing living organisms.” Anyone leasing slip space at a Marina del Rey facility, whether for a vessel that is privately owned or otherwise, is required to take all reasonable precautions “to ensure the safekeeping of such vessels at all times.” Language of the ordinance was specifically updated to remove the phrase “privately owned” and to add a section on certification for water hull cleaning. “The harbor master shall issue written proof of certified or re-certified completion of one or more education and training programs in Hull Cleaning BMPs to any person who, whether for compensation or not, boards, dives near or works on any vessel, while the same is both berthed, moored or stored within any county harbor or maritime facility, for the purposes of conducting … any in-water hull cleaning,” the new language on water hull cleaning certification requirements stated. County supervisors also approved changes to the code’s prohibitions on toilet fixture use. “No person shall operate the toilet fixtures of a vessel, floating home, houseboat or other floating facility within a county harbor, waterway or maritime facility at any time as to cause or permit to pas or to be discharged into the waters of such harbor, waterway or maritime facility any excrement, treated or untreated sewage or other waste matter or contaminant of any kind,” the updated ordinance stated, with the added language in bold. Also added (in the following paragraph): “Toilet fixtures of any vessel, floating home, houseboat or other floating facility must employ either a self-contained portable toilet or a federally-approved marine sanitations device.” A section prohibiting the discharge of petroleum, coal or paint products was updated to included diesel fuel and solvents. The new regulations were added to various sections of Chapter 19.12 of the Los Angeles County Code.

Unwrapping an Updated Waterfront in Long Beach By Parimal M. Rohit LONG BEACH — The sun barely broke through the gloomy skies above on a partly cloudy Saturday morning in Long Beach, meaning the waters at the southern end of Alamitos Bay and Naples Island were anything but warm. Cooler temperatures, however, did not stop aquatic enthusiasts from jumping into the water on the final Saturday of spring and celebrating the new Leeway Sailing Center and swim deck, which officially re-opened on June 16. Long Beach Mayor Robert Garcia, Council member Suzie Price, City Manager Pat West and other local dignitaries hosted a ribbon-cutting ceremony at the redeveloped Leeway Sailing Center. The new waterfront venue features new docks for a local junior sailing program and gondola rides, as well as a swim deck for waders to dive into the water for a swim. Adjacent to the swim deck are kayaks and standup paddleboards for
rent. A few paces away from water’s edge are a beachfront eatery offering the usual concessions (hot dogs, chips, soft drinks, etc.). Price, who represents Alamitos Bay on the City Council, told The Log she initially pushed for a handful of renovations at Leeway Sailing Center. The city, however, took the opportunity to make several upgrades on the Alamitos Bay waterfront. Leeway Sailing Center was founded in 1929 and offers educational programs for young sailors. It is located at 5437 East Ocean Boulevard in Long Beach, on the peninsula across from the southwestern end of Naples Island. Beginning, intermediate and sabot lessons are offered to children who are eight years of age or older. Adults can also participate. The on-site instructional fleet is made up of three types of vessels: an 8-foot sabot, 14-foot Capri and 28-foot keelboat. Gondola Getaway also operates its excursion business from the Leeway Sailing Center docks.

REDONDO BEACH — No one ever would have suspected a project entitled “The Waterfront” would lead to drama in equal amounts to the iconic movie “On the Waterfront” starring Marlon Brando, but here we are. In the next chapter of the prevailing saga of Redondo Beach’s Waterfront project lawsuit, it appears that the California Coastal Commission has decided to delay posting the items concerning King Harbor’s
revitalization project to the next meeting in August. CenterCal CEO Fred Bruning, in an article by The Beach Reporter earlier in the month, blamed the city for the delays. “What the city had done by failing to get the boat ramp application submitted in a timely fashion delayed the process,” Bruning reportedly said. It’s unclear, however, whether such was the intention of the city. The Coastal Commission does, however, have two agenda items listed for a meeting sometime in the future concerning the appeal and application of the boat launch facilities. Both items were originally scheduled for an August hearing. The Log will report on further details as this story develops.

AVALON — Avalon has been hosting a weekly Kids Fishing Derby in the summertime for more than seven decades. Each Wednesday, someday-pro-fishermen (or lady anglers, for that matter) can participate in a fishing competition at the end of Avalon’s Green Pleasure Pier. Anyone who takes a stroll down the iconic, green-colored pier can see just how many fish are flooding the sea in Catalina’s clear, cool waters. During a recent trip over to the Island, there was an abundance of sea bass, albeit small catches that mostly had to be thrown back. The Kids Fishing Derby, which has been taking place in Avalon since 1944 and is sponsored by local businesses, gives children the chance to participate in the good-natured sport of competitive fishing and learn more about the art of angling that has been a rich part of Catalina Island’s history and industry.
To take part in this fun activity, kids must bring their own rod and reel or, alternatively, a dropbox and bait. Visitors who would like to join in, but do not have gear on hand, will find an abundance of shops on the pier or in town. This event is lead by a fishing guide. Children with physical and mental disabilities will get the chance to participate in an array of aquatic sports from speedboating, inner-tube rides, jet skiing, paddleboarding, kayaking and more. The event is held July 13 at Marine Stadium in Long Beach; there will be a beach BBQ and other forms of entertainment such as face painting. More than two decades ago, in 1994, The Long Beach Boat and Ski Club created Kid’s Day with the intention to give back to the community. Now operated by CSR

Rohit LONG BEACH — Sailing teams from more than 50 yacht clubs and four countries competed against each other in the Ullman Sails Race Week in Long Beach, with several classes coming down to the wire on the final day of racing. The junior team out of Alamitos Bay Yacht Club narrowly won the Catalina 37 class; the team sailing on Kevin Brown’s boat finished racing with 19
points, just one point lower than Shala Youngerman’s Catalina 37 team out of Southwestern Yacht Club. Dave Hood’s Catalina 37 team out of Long Beach Yacht Club finished third in the class with 24 points. One of the other tight class races was the Viper 640, with three points separating first from third. Mike Pentecost’s Nice ASP (Cabrillo Beach Yacht Club) finished first with 21 points, followed by Jay Golison’s It’s All Good (Alamitos Bay YC, 22 points) and Geoff Fargo’s Boomslang (Santa Barbara Yacht Club, 24 points). Sox out of Newport Harbor Yacht Club (Argyle Campbell) narrowly defeated Bruce Golison’s Midlife Crisis (San Diego Yacht Club and Alamitos Bay
YC) by a final score of 21-22 in the J/70 class. Minor Threat (Jeff Janov) out of California Yacht Club finished third with 31 points. Competitive racing also took place in the Pac 52 class, where Vesper (Newport Harbor Yacht Club) finished first with 14 points; Interlodge VI (New York Yacht Club) and Invisible Hand (Tahoe Yacht Club) finished tied for second with 17 points, each. Also competitive were the PHRF-A and Farr 40 classes. California YC’s Jay Steinbeck won the PHRF-A class (13 points) aboard Margaritaville 1.5 edging out Eduardo Sanchez’s Nimbus (Mexico, 14 points). Encore (John McEntire, California YC) finished third with 19 points.

Ventura County’s largest sailboat race set for July 7 at Channel Islands, Santa Barbara and Ventura harbors. By Parimal M. Rohit VENTURA COUNTY — The largest sailboat race of the year in Ventura County returns to California’s lower Central Coast, as the Milt Ingram Race arrives in Oxnard and Ventura during the weekend after the Fourth of July. Racing will also take place out of Santa Barbara Harbor, in neighboring Santa Barbara County. Pierpont Bay Yacht Club’s Notice of Race positioned the regatta, which takes place July 7, as a “come one, come all” competition. “Big boats, small boats, one hull or more - come one, come all! The weekend’s festivities are second to none among race events. Bring your family and crew and be prepared to race hard and party hearty,” the Notice of Race stated. “The race is open to all racers, whether they are members of a yacht club or not.” The race’s handicap distance is 42 nautical miles; the designated race
course heads west from Ventura and toward Platform Grace (oil rig), then south to Anacapa Island before heading toward Ventura Harbor. NEWPORT BEACH — South Shore Yacht Club will host the Crew of 2 Around Catalina regatta at Balboa Pier in mid-July. The sailing competition will pit teams against each other on one of two race courses: the PHRF and ORCA race from Balboa Pier, around Catalina Island and back; and, a course from Balboa Pier to Ship Rock and back. The handicap distance for the Catalina Island race segment is 90 nautical miles; the handicap distance for the Ship Rock race is 63 nautical miles. Ship Rock is located north of the island’s Isthmus Cove. “The Crew of 2 Around Catalina is South Shore Yacht Club’s signature double-handed 90-nautical mile race around Catalina with a maximum of two skippers on board. A shorter 67-nautical mile course around Ship Rock is also offered,” according to the South Side YC website. “New for this year, we will be posting lists of ‘boat owner looking for co-skipper’ and ‘co-skipper looking for boat owner/skipper’ lists to help increase participation.” Classes A, B and C for the Ship Rock course will begin at 11 a.m on July 14, followed by the monohull classes for

The House of Representatives was set to vote on The Modern Fish Act on June 26, but the legislative polling was held off (and no word, at the time of press, as to why the vote was delayed). Representatives are expected to vote on H.R. 200 at some point after the Fourth of July recess.
“The Modern Fish Act will improve access to America’s federal marine waters and promote fisheries conservation,” a pro-Modern Fish Act statement posted on Keep America Fishing’s website stated. “Rather than continuing to manage recreational fishing in the same way as commercial fishing – much like the proverbial square peg and the round hole – this comprehensive package will provide federal managers with the tools and data they need to effectively manage America’s 11 million saltwater anglers.” An opinion published in Sportfishing Magazine stated The Modern Fish Act would “finally give anglers the recognition we deserve under federal law.” “Passage of H.R. 200 will take us one step closer to updating our nation’s primary marine fisheries law, the Magnuson-Stevens Fishery Conservation and Management Act, to finally recognize saltwater recreational fishing’s social, economic and conservation benefits to the nation,” the opinion, authored by Center for Sportfishing Policy President Jeff Angers and published in Sportfishing Magazine on June 23, stated. Angers added The Modern Fish Act would allow for alternative management approached successfully implemented in other jurisdictions to also be used at the federal level. The Modern Fish Act would also improve recreational data collection and access issues, according

WASHINGTON, D.C. — A congressional vote on The Modern Fish Act (H.R. 200) scheduled for June 26 was delayed, according to initial news reports out of Washington, D.C. The vote on a federal bill aiming to make changes in the way U.S. fisheries are managed might now be scheduled for some time after the Fourth of July recess. Delay on the House vote was first mentioned on Twitter by the Center for Sportfishing Policy, which supports The Modern Fish Act. “The U.S. House schedule has shifted this week...meaning H.R. 200, including the Modern Fish Act, likely will be considered on the House floor shortly after Fourth of July recess,” Center for Sportfishing Policy stated on its Twitter page, June 26. The Modern Fish Act proposes to make changes to the Magnuson-Stevens Act, or MSA, a law governing fish populations in federal waters. Support over the proposed MSA changes have been divisive, with some claiming the Modern Fish Act would enhance federal marine waters and conservation efforts, while others argue H.R. 200, if enacted, would actually reverse advances made in fishery management. One of those groups urging the House of Representatives to vote against The Modern Fish Act is Pew Charitable Trusts. “H.R. 200 will exempt many fish stocks from having catch limits, leading to an increased risk of overfishing,” campaign literature published by Pew Charitable Trusts stated. “In addition, it adds broad loopholes in the requirement to rebuild overfished populations as soon as possible.” The advocacy group known as Keep America Fishing, however, stated The Modern Fish Act would benefit the country’s 11 million saltwater anglers.

Summer brings bluefin U.S. waters and yellowtail at Los Coronado Islands SAN DIEGO — Summer is here, which means there are now lots of bluefin tuna to be seen and sometimes caught on the United States side of the Mexico border. There have been plenty of tuna to look at, but getting them to bite can be another matter. The typical day has seen lots of bluefin showing up on the surface but just an occasional fish wanting to bite the baits and lures being present by anglers. Patience can pay off in a big way with catching the fish of a lifetime, though, as the bluefin have been ranging in size from 25 to 200+ pounds. As an example of the recent fishing, Grande out of H&M Landing had 25 anglers on its June 24 full-day trip catch two bluefin tuna. Old Glory’s June 25 overnight trip with 36 anglers returned with bluefin tuna. The best area for the bluefin is currently located between the 43 Fathom Spot and Pyramid Head at San Clemente Island for boats fishing 45 to 50 miles, 258 to 260 degrees from Point Loma. The past week has seen the bluefin steadily moving in a west-northwesterly direction. Bluefin have been biting from stopping on spots of breaking fish, sonar marks and meter marks. Drifted sardines, slow trolled mackerel, surface iron, flat fall jigs and kite trolled Yummy Flyers have been drawing the occasional strikes from the bluefin once located. The fishing at Los Coronado Islands has
been fantastic with lots of yellowtail biting to go with a mix of barracuda, bonito and calico bass. Some of the better days have been producing limits of yellowtail. Mission Belle out of Point Loma Sportfishing had a full-day trip June 24; the 17 anglers caught 85 yellowtails (limits of yellowtail), 24 calico bass, 13 bonito, five barracuda and one sheephead. Liberty out of Fisherman’s Landing fished a full-day trip with 53 anglers; they caught 169 yellowtails, 25 bonito, nine barracuda and 16 calico bass. Seaforth Sportfishing had a full-day trip aboard San Diego fishing with 31 anglers; they caught 132 yellowtails, four barracuda, 10 bonito and 34 calico bass. H&M Landing had Malihini fishing a full-day trip with 21 anglers; they caught 58 yellowtails, three barracuda, 15 bonito, six calico bass and seven rockfish. The fishing along the San Diego County coast has been good for a mix of calico bass, sand bass, sculpin and rockfish. There have also been a few barracuda and an occasional yellowtail, halibut or white sea bass showing in the catch. The hot sand bass bite area has been off Imperial Beach for boats fishing meter marks and sonar marks found in 8 to 10 fathoms of water. Kelp bed areas have been the best for the calico bass and have also been producing a few sand bass. Hard bottom and structure spots have been best for the sculpin and rockfish and have also been producing some sand bass and calico bass. Fishing the sandy bottom adjacent to

STATEWIDE — The California Department of Fish and Wildlife (DFW) is seeking public input for its trout management guidelines through a series of questionnaires. Each questionnaire would, according to department staff, help provide DFW with perspectives for each of its three strategic plans on trout and hatchery management. The three projects are: Strategic Plan for Trout Management; Strategic Plan for Trout Hatcheries; and, Inland Trout Angling Regulation Simplification. There are five separate questionnaires for anglers and interested parties to answer. All five questionnaires can be found here: https://www.wildlife.ca.gov/ Fishing/Inland/Trout-Plan. The five questionnaires are: Wild Trout; Stocked Trout; Hatcheries; Conservation; and, Regulations. Questions for the Stocked Trout, for example, include where you primarily fish for stocked trout, what species you fish for, and the importance of catching
native stocks. Native trout, which is defined as “trout ...originally found in its California home waters prior to human influence” and non-native trout are a focus of the stocked trout questionnaire. California Golden Trout and Eagle Lake Rainbow Trout are examples of native trout, while brown and brook trout are non-native (introduced to California from other places). The Wild Trout questionnaire mirrors the Stocked Trout survey, but also focuses on those trout born and residing in the wild, regardless of its parents’ origin. The other questionnaires focus on: hatchery operations; efforts to restore, sustain and enhance native habitats; and, whether state regulations are effective or need improvement. The best zone for a chance at finding yellowtail and barracuda in the mix with the bass fishing has been at the Imperial Beach sand bass bite area. Skippers have been fishing the sand bass by anchoring on meter marks and sonar marks found in 8 to 10 fathoms of water. La Jolla sounds like a coastal area worth keeping an eye on. A private boater caught and lost a yellowtail while trolling with Rapalas. He also reported good calico bass fishing at La Jolla. Capt. Joe Cacciola of Sea Star with Sea Star Sportfishing and the Oceanside Sea Center reported the water temperature in the kelp bed areas between Carlsbad and Solana Beach has been running about 69 degrees. Cacciola said the water has varied from an off color green to a clean green. The Sea Star captain added one of their recent halibut weighed in at 28 pounds; they also caught a 23-inch halibut that same day. They have been catching their halibut on sandy bottom areas located along the edges of the kelp bed and the kelp stringer areas where they have been fishing for calico bass. Anchovies have been working very well for calico bass, according to Cacciola. They have also been doing well on the calicos while fishing with Hookup Bait plastics. There have been some pretty good to sometimes good numbers of yellowtail and calico bass biting at San Clemente Island. Best areas for yellowtail have been while fishing off Pyramid Cove,
White Rock and Purse Seine Rock. At Catalina Island there has been a mix of yellowtail, bonito, calico bass and barracuda biting at spots around the Isthmus and at spots around the middle part of the front side of the Island. There has also been good fishing for a mix of calico bass, yellowtail and bonito to go with an occasional white sea bass or halibut for boats fishing spots along the backside of the Island between the V’s and Ben Weston. Live squid is the best bait for the fishing at Catalina and San Clemente Island. Squid has not been easy to catch but when they have it available, squid boats have been offering squid for sale while anchored up outside of Avalon. Try to raise the squid boats on VHF channels 11 or 72. The summer fishing season is underway and there is some good fun fishing to target be it chasing bluefin tuna offshore or fishing for yellowtail, bass, barracuda, bonito, halibut and white sea bass at the Islands or along the coast. SALTWATER OCEAN FISHING REPORT By Terrence Berg 976-TUNA.com BLUEFIN TUNA SHOW IN DECENT NUMBER: The bluefin tuna continue to be seen in big numbers from 30 miles off San Clemente and south for 200 miles. The fish are all 20 to 200 pounds with a lot of 30- to 40-pound fish, although there have been more of the 60- to 90-pound class fish early this week. There is so much bait in the Southern California Bite that the fish are packed with small saury, 6- to 8-inch fin bait, and red crabs. But skippers have been consistently able to find a few biting fish if they roll up on enough schools of fish. Only boats running out of San Diego Landings are targeting these fish right now, and scores have varied widely from three to 40-plus fish in the past week. Some examples: Pacific Queen out of Fisherman’s Landing was on an overnight trip on June 18; the 21 anglers on board had 10 bluefin. But the June 17 overnight trip with 24 anglers produced limits of 48 bluefin with a good number of those in the 60- to 90-pound range. On June 17, New Lo-An out of Point Loma Sportfishing had 12 anglers on a 1.5-day trip and landed four bluefin. Also on June 17, Grande out of H&M Landing had 25 anglers on a full-day trip and caught 16 bluefin. CORONADO ISLAND YELLOWTAIL WIDE OPEN: The Coronado Islands yellowtail bite continued to improve in mid-June, going from
merely excellent to limit-style wide open, and it appears even more fish are flooding into the region because of the huge volume of bait in local waters and excellent water conditions. The fish continue to mostly be in the 8- to 12pound class with a few bigger and an occasional smaller fish. San Diego out of Seaforth Sportfishing had 29 anglers on its June 18 full-day trip and caught 143 yellowtail (two shy of limits), 56 barracuda, 23 calico bass, and seven bonito. Liberty out of Fisherman’s Landing had 38 anglers on its June 18 full-day trip this week and landed 128 yellowtails along with 51 keeper calico bass, 25 bonito, and two barracuda. Mission Belle out of Point Loma Sportfishing had 14 anglers on its June 17 all-day trip and landed 43 yellowtails, 18 calicos, and 11 bonito. The June 16 trip with 23 anglers produced 101 yellowtails, 18 bonito, 12 calicos, and one barracuda. On June 16, Malihini out of H&M Landing was on a full-day trip with 11 anglers and had limits of 55 yellowtails, five rockfish, four calico bass, and two bonito. LOS ANGELES-ORANGE COUNTY UPDATE: At Catalina and San Clemente islands the bite continues to ramp up on the yellowtail. The Navy had operations much of the past week, which interfered with boats fishing the favored areas at Clemente. Still the bite has been pretty good on the yellows most days. At Clemente, Fortune out of 22nd Street Landing was on a two-day trip with 11 anglers that returned to dock on June 17 and landed 29 yellowtails, 21 calico bass, four sheephead, and two halibut.

At Catalina, Sport King out of Los Angeles Waterfront Sportfishing had 17 anglers on its June 17 three-quarter-day trip and landed 21 yellowtails and a nice mixed bag of other species, including 24 keeper calico bass, 18 whitefish, 11 barracuda, 10 bonito, and five sheephead. Also on June 17, Pursuit, out of 22nd Street, had 48 anglers on its full day trip and landed 50 yellowtails, 26 calico bass, four bonito, two sheephead, and one barracuda. Along the coast there has been continued pretty good bass action and there was a flood of barracuda along the Orange and Los Angeles county coast this week. There have also been some nice spots of white sea bass this past week off San Diego and further up the coast. New Del Mar out of Marina del Rey Sportfishing had 72 anglers on its June 18 half-day trip, but there were two white sea bass landed along with 45 rockfish, 18 calicos, and 15 barracuda. On June 17’s half-day trip, Monte Carlo out of 22nd Street Landing in San Pedro had 27 anglers who landed 26 barracuda, seven keeper calicos, two sculpin, and one sand bass. Enterprise out of Pierpoint Landing had 37 anglers on its June 16 three-quarter-day trip and landed 138 sculpin, 73 barracuda, 65 whitefish, 11 red snapper, 10 assorted rockfish, five calico bass, five perch, and two sand bass. OXNARD TO SANTA BARBARA UPDATE: The white sea bass have continued to improve in the northern Channel Islands for Oxnard to Santa Barbara boats running full-day trips, and a few yellowtail continue to show. These species join decent picks on calico bass, bonito, and increasing numbers of barracuda. Those all join
the excellent rockfish bite. At Channel Islands Sportfishing in Oxnard, Island Tak had nine anglers on its full-day trip June 18 and caught 10 white sea bass and 16 keeper calicos.
