Fish Don’t Wear Watches, But Their Ears Tell Their Tales: Unveiling Age Through Otoliths

Forget counting growth rings on scales, the key to unlocking a sh’s age lies within its head, speci cally in its otoliths. For centuries, anglers have relied on various techniques to estimate the age of their catch. From counting growth rings on scales to analyzing body size, these methods often provided a rough estimate at best. However, a hidden treasure within a sh’s head has revolutionized how we determine their age – the otoliths.

These unsung heroes, also known as ear stones or ear bones, are far more than just a sh’s hearing and balance apparatus. Composed primarily of calcium carbonate, otoliths play a crucial role in a sh’s everyday life. They function similarly to the tiny bones in our inner ear, allowing sh to maintain equilibrium and navigate their aquatic world with precision.

But beyond their essential physiological role, otoliths hold a fascinating secret: a record of a sh’s life etched in microscopic layers. As a sh grows, its otoliths deposit new layers of calcium carbonate much like growth rings on a tree. By meticulously examining these layers under a microscope, scientists

and experienced anglers can embark on a journey through time, revealing the true age of the sh.

Unearthing this hidden age marker requires a delicate touch. Unlike traditional methods that often harm the sh, the otolith extraction process is non-lethal. After catching a sh, anglers can carefully remove the otoliths using a small tool or even their ngernails. These tiny structures, no bigger than a grain of rice, are then cleaned and dried before undergoing the ultimate test – a close-up under a microscope.

The information gleaned from otoliths goes far beyond bragging rights for anglers. For scientists, these age markers serve as a Rosetta Stone for understanding sh populations. By studying the age structure of a particular species, researchers can gain invaluable insights into the health of sheries. They can track growth patterns, identify spawning cycles, and even assess the impact of environmental factors. This data empowers scientists to develop sustainable shing practices, ensuring the continued vitality of aquatic ecosystems.

First Phase Complete for San Clemente Shoreline Sand Replenishment Project

SAN CLEMENTE — The first phase of the San Clemente Shoreline Sand Replenishment Project is now complete. The city of San Clemente, community leaders and project partners celebrated the milestone on May 31 near the base of the San Clemente Pier.

A total of 2 51,000 cubic yards of sand i s s cheduled to be dredged and placed between Linda Lane and T-Street beaches in this placement cycle. Approximately half of that quantity has been successfully dredged and placed, with the remaining amount planned for delivery this fall.

The project contractor will remove equipment from the beach in the coming weeks, allowing the public to enjoy the newly expanded sandy beach for the summer season. More information is available at www.san-clemente.org/ beachsand.

New ‘Art of Navigation’ exhibit opens at Maritime Museum of San Diego  SAN DIEGO — The Maritime Museum of San Diego is set to unveil its new exhibit, “Art of Navigation,” this summer. Housed within the Gould Eddy Gallery aboard the historic 1898 Victorian-era steam ferryboat Berkeley, the exhibit is included w ith general museum admission.

“Art of Navigation” delves into the beauty and history of maritime navigation. Visitors will encounter a collection of exquisite period instruments, charts and voyage accounts, complemented by the artwork of maritime documentarian Gordon Miller. The exhibit is further enriched by stunning ship models – some from the museum’s own collection and others majestic full-scale operational vessels like the galleon San Salvador, the man-of-war H.M.S. Surprise, the schooner Californian and the museum’s flagship, the Star of India, a veteran of 21 global circumnavigations.

According to Dr. Raymond Ashley, Ph.D., the museum’s president/CEO, “Navigation, with its power and mystique, drew much of its authority from aesthetics. The instruments, reference materials a nd nautical charts were not just functional tools, but beautiful objects as well.”

“Art of Navigation” highlights the pivotal role navigation played during the dawn of the Scientific Revolution in the mid-16th century. It showcases how navigation was one of the few disciplines where mathematics and instruments found practical application. The exhibit also explores the influence of pre-photography navigation tools, where detailed landscapes and depictions of coastlines served a dual purpose – providing vital navigational information while rivaling contemporary landscape art in their beauty.

The exhibit sheds light on the significance of voyage accounts. Among the fi rst widely available non-fiction genre, these accounts offered not only captivating narratives of exploration, but also v isuals of exotic lands, creatures and people. Ashley elaborates, “Ships themselves transcended mere transportation. They were symbols of national prestige, designed with beauty alongside utility. In an era of baroque embellishments, ships were some of the most ornate objects crafted.”

The Maritime Museum of San Diego is open daily at its Star of India Wharf location. Visitors can explore a fleet of historic vessels, along with various below-deck exhibits, with a single general a dmission ticket. The museum offers self-guided tours with admission priced at $24 for adults, $18 for seniors, military and students (13-17), and $12 for children (3-12). General admission is free for children under two. Tickets can be purchased online at sdmaritime.org or at the museum’s ticket booth. Additionally, narrated 45-minute Pilot boat bay tours can be added to admission for $10 (subject to availability) at scheduled times throughout the day.

Can a boatyard force me to release them from any liability even if they’re negligent?

QUESTION

: I took my boat to a boatyard for a list of projects, and when I arrived they asked me to sign a work order. The document seemed pretty straight-forward, until I started reading the ne-print on the back of the page. There was a lot of “legalese,” but what really stood out was a clause that required me to release them from any liability, even if they were negligent! I have never seen anything like that before. Is it enforceable?

ANSWER: Recreational boaters often shake their heads in disbelief when confronted by some of the basic principles of maritime law. This is something that I have discussed in previous installments of this column, and the confusion is usually explained by the fact that recreational vessels are subject to the same laws that govern the operation of large merchant ships, and of course the laws developed with merchant ships in mind. The contractual liability release described by our reader is one such example.

The liability release is a prominent feature of maritime agreements, and it is especially common in shipyard contracts. It is known as an “exculpatory clause.” Exculpatory clauses are

generally enforceable in one form or another in maritime contracts throughout the United States.

As a general rule, maritime law recognizes the rights of parties to enter into maritime contracts on the terms they choose. The theory is that a vessel owner would have negotiated a removal of the exculpatory language if he or she did not agree to be bound by it. This may be true in the case of the corporate owner of a large ship that has negotiating power because it is bringing a multi-million dollar project to a shipyard, but it is probably not realistic for the owner of a recreational boat who needs a haul-out for bottom paint and new zincs.

Exculpatory clauses exist in a variety of forms, ranging from a partial limitation of liability to the full release described by our reader. A release under both California state law and Federal law in California may call for a full release of liability, but the language in the contract must be carefully phrased. For example, it must clearly state that the customer is releasing the shipyard or other service from its own “negligence,” rather than simply stating that they are released from “all claims.” And, the language must be prominently displayed rather than buried somewhere in the ne print. There was a time when this requirement for prominent display was met by using a red-colored type face. The red type face is no longer required, but an exculpatory clause is still often referred to as a “red-letter clause.”

Exculpatory clauses are subject to two major limitations. First, Courts in certain areas of the country (such as in the Gulf states of Texas, Louisiana and Mississippi) have rejected clauses in maritime contracts that purport to totally exonerate a party for its negligence, but they nonetheless enforce clauses that limit the party’s liability

to some extent. In those jurisdictions, contracts may limit a party’s liability with language such as “in no event shall our aggregate liability exceed the sum of $10,000.”

The second major limitation to exculpatory clauses is that they cannot be used to absolve a party from their own “gross negligence.” This limitation is found throughout the country, including in California. Gross negligence can be an ambiguous phrase, but it is best de ned as “the want of even scant care or an extreme departure from the ordinary standard of conduct.” Courts have found that public policy should not permit a party to contractually relieve itself of liability for intentionally or recklessly caused harm.

The “legalese” printed on the back of a contract is considered by many to be a list of insigni cant “boilerplate” guidelines for the activity in question, and as such it is often overlooked. The good news is that, as noted above, any serious limitation to your legal rights and remedies relating to the service to be performed must be prominently displayed so that it stands out from the other “ ne print.” Take the time to read it carefully, and, as always, contact an attorney experienced in maritime contracts if you have questions.

Highlights for Bashing Up Baja s

June and early July are usually safe times for bashing up the outside of the Baja California Peninsula. NOAA’s prediction for our Eastern Paci c is for 11-17 named storms, 4-9 hurricanes and 1-4 major hurricanes, and they call that a below normal summer.

LAY OF THE LAND

From Cabo San Lucas up to San Diego is about 860 n.m., depending on where we opt to zig in or zag out. If we’re able to power into Baja’s prevailing Northwesterlies, it’s fewer miles covered than if we have to tack back and forth. Between Cabo San Lucas and Ensenada (about 800 n.m.) we’ll nd no marinas or yacht repair services.

This “in between” stretch of Baja is notorious for its lack of reliable overnight anchorages. The Baja Bash is not what we go cruising for, it’s just a price we pay. Remember the slogan: What goes down must come up.

The Baja Bash is not all painful, however. So, on the brighter side, let’s consider a few locations where we might anchor for rest, or fuel, or refuge from bad weather. If weather permits, some of these stops could o er us a bit of pleasure too.

Magdalena Bay is the rst reliable stop when voyaging about 175 n.m. north from Los Cabo. Mag Bay is huge. Several anchorages (Belchers, Man of War Cove, Puerto San Carlos, Puerto Cortez) o er excellent overnight refuge from strong north and south wind and sea conditions.

The friendly Mexican Navy detachment at Puerto Cortez in Mag Bay’s south half runs search and rescue missions all along Baja Sur. At tiny Man of War Cove in Mag Bay’s north end, old whale bones create fences and customer seating at Restaurante Mira Mar.

If we really need diesel or a mechanic, we could follow the well buoyed 12-mile “N” shaped channel (dredged to 33 meters) from near Man of War over to Puerto San Carlos. After a simple domestic clearance from the Port

TECH TIP: Satellite Phones for Offshore Safety

Having a cellular device in our hands has become as common as sunscreen on boats in recent years, but your cell phone is usable only within close distance of a cellular tower. After venturing more than a few miles o the coast, we generally depend on a VHF base-mount or handheld radio to communicate with other local vessels. But what do we do when we need to call home?

Today’s coastal and o shore cruisers typically carry a satellite communication device, or “sat phone,” to stay in constant contact with family and friends. Sat phones, as the name suggests, communicate through satellite repeaters more or less the same way cell phones transmit and receive via earth-bound towers.

In the early days of sat phones, monthly plan charges were prohibitively high, leaving these devices for only the wealthiest of o shore sailors. Today, prices for both the device and monthly service are well within reach of the average boater.

One very popular sat phone is the Garmin inReach Mini2, which retails for as low as $300, roughly the price of a handheld VHF radio. This text-only device measures 2 inches x 4 inches x 1 inch, snug enough to t in the palm of your hand or in your pocket. The phone features a rechargeable, internal, lithium-ion battery, plus GPS, inReach Weather, texting and email.

The Garmin inReach also includes compatibility with the Garmin Messenger app, permitting access to smart switching among Wi-Fi, cellular and satellite communications. The inReach also o ers Bluetooth and ANT+ connectivity. And since you will be on a boat, you can count on the IPX7 waterproof rating to keep your little phone operating even if you forget to pull it out of your pocket when you go for a swim. At only $15 per month and 50 cents per brief message, this is a potential lifesaver we can all a ord.

This provider boasts a long list of services, starting with professional installation and technical support.

Take a Look: Local Students Release White Seabass, Dive into Marine Science

DANA POINT — Sycamore Junior High School students recently took a plunge into the world of marine science and aquaculture with the “Seabass in the Classroom” program. Partnering with the Hubbs SeaWorld Research Institute and Dana Wharf Sportfishing, the program culminated in a unique learning experience – the release of White Seabass into the Pacific Ocean aboard the sportfishing vessel, Clemente.

This immersive program began in April, when students families, and community members received White Seabass fingerlings from the institute. Throughout the following weeks, they provided hands-on care of these “magnificent creatures,” including growth monitoring, feeding, and finally, the release back to their ocean home.

“Seabass in the Classroom” goes beyond raising fish. It sheds light on the importance of aquaculture, a sustainable practice that benefits our environment and economy. Students gained valuable knowledge about food production, fishery replenishment, reduced reliance on imported seafood, and job creation within local working waterfronts.

This program serves as a springboard for the next generation of marine scientists and environmental stewards. By experiencing the intricacies of marine life firsthand, students develop a deeper understanding of the interconnectedness between human activities and marine ecosystems.

The Hubbs SeaWorld Research Institute extends the “Seabass in the Classroom” program’s reach to over 1,000 students across 11 Southern California schools. This initiative provides opportunities for students to discover potential pathways to careers in science and environmental fields, fostering curiosity, innovation and a lasting appreciation for the wonders of our oceans.

Santa Maria Cove (north end of Santa Maria Bay) gives us reliable overnight shelter, but only from north and northwest winds and seas. It’s an easy in and out stop, but it’s only 20 n.m. up from Mag Bay’s entrance.

Santa Maria Bay is an elongated crescent carved into the outside of Isla Magdalena, which is Mag Bay’s narrow northern barrier island. Sand dunes mark the bay’s low eastern perimeter. No services at the cove, just a seasonal panguero village lining a shallow estuary at the cove’s north end. We can anchor anywhere away from the estuary’s breakers.

Santa Maria is wide open to southwest or south wind or seas, which is the direction hurricanes come from, so we’ll monitor all weather reports.

Bahia Asuncion is about 180 n.m. northwest of Los Cabos, 50 n.m. southeast of Turtle Bay. Good north to southwesterly anchoring shelter is found off the south half of the mile-long village of Bahia Asuncion, thanks to cliffy Punta Asuncion and mile-long Isla Asuncion that act together like a natural breakwater. But like Santa Maria, Asuncion is open to south weather.

English speakers are helpful in this remote village. If we need info, jerry jug fuel, mechanical or medical assistance, we can call either (1.) local Larry E spinosa who’s a “cruisers’ assistant” at (615) 109-1881, or (2.) local gringa Sheri Bondy owner of La Bufadora Inn and “Campo Sirena” RV park at (615) 155-7197. Asuncion has a Pemex station, groceries, medical clinic, air strip, eateries, a Navy detachment, etc.

Turtle Bay is almost half way up Baja. This circular bay offers us Baja Bashers its almost, but not quite, 360° shelter from wind and seas. It’s a reliable overnight anchorage, has two medical clinics, an air strip, groceries, eateries, a Navy detachment, etc.

Due to too many gaps in its perimeter, we can’t consider Turtle Bay a hurricane hole. Mere 35-knot gusts from the west and southwest once blew my husband and me out of the large primary anchorage near the old cannery pier. We soon discovered that the alternate anchorage in t he bay’s southwest corner (El Rincon) was clogged shut by 100 aquaculture buoys.

As we go to press, no fuel is being pumped at Turtle Bay, but that could change overnight.

Isla San Martin (pronounced “mar TEEN”) lies 675 n.m. up the Baja coast from Los Cabos, only 95 n.m. down from Ensenada. From a distance, this 1.25-wide uninhabited island looks like a flat coolie hat, with a sharp volcano peak at its central peak.

Extending from the island’s southeast perimeter we find Hassler’s Cove: GPS 30°28.83’N by 116°06.20’W. Hassler’s is the only anchorage in many miles that shelters us from south and southwest wind and seas – just the shelter we seek if a hurricane creeps up Baja. Hassler’s small anchoring space (depths 13’ to 32’

over sand and gravel) is sheltered within a humble rocky hook (max 5’ high) that curves north for 1500’ with a nav light on its north tip. Hassler’s hook is so vulnerable to breakers from the south that local pa ngueros pile rocks in its lowest gaps to help preserve its shelter.

If approaching cyclonic winds shift around to the north, we might shift around to the island’s southeast corner, to an indentation located outside a seasonal pool, fancifully named Laguna de los Reyes by Spanish explorers.

Ensenada welcomes us Baja Bashers with its beefy breakwaters, fuel docks, marinas, haul-out yards, big box groceries, airport, hospitals, etc. It almost feels like home.

Have a Weekend to Getaway? Make Plans for San Diego or Mission Bay

San Diego is a great place to enjoy a vacation on the water, with watersports, restaurants and bistros in both Mission Bay and San Diego Bay waiting to make your weekend or extended vacation a memorable experience. Whether you arrive by land or water, you will find abundant accommodations to make your visit a memorable experience.

For boaters coming from points north, you will find the approaches to both bays fairly easy to negotiate, though the much larger San Diego Bay has multiple marinas and two anchorages to accommodate you.

The entrance to Mission Bay lies only 6.5 miles north of Point Loma, the entrance to San Diego Bay, but this inlet is much smaller and more challenging to navigate than the much larger San Diego Bay. If you are arriving by sailboat, the only place you might find anchorage space is in North Mariner’s Basin, which lies just north of the mooring field immediately west of Mission Point Park a bout half way up the channel. Most motor vessels are able to pass under the bridges of West Mission Bay Drive and Ingraham Street, allowing them room for a leisurely day cruise and perhaps some day anchoring, but there are no overnight anchorages beyond North Mariner’s Basin.

When approaching the entrance to Mission Bay from the south, stay at least a mile, perhaps more, off Point Loma to avoid getting tangled up in kelp. An intense heat wave in 2014-2015 wiped out 90% of the kelp bed, which used to extend some five miles off the point. However, that long forest could gradually grow back, so proceed with caution.

Inside San Diego Bay, you have access to two anchorages: Glorietta Bay, which is southwest of the Coronado Bridge (200 feet clearance) and La Playa Cove, located near the San Diego Yacht Club in the northern reaches of the bay. An advantage of La Playa Cove is its close access to chandleries, boat services and other shore-side amenities.

Anchoring in both Mission Bay and San Diego Bay is permitted for only 72 hours at a time. Making a reservation a few days before arriving at either anchorage is highly recommended in order to ensure availability. Whether you arrive by sea or land, a weekend in San Diego promises lots of fun with plenty of sites to see and mild, Mediterranean weather to keep you comfortable. Restaurants and interesting sites line the bay, offering spectacular v iews of yachts and U.S. Navy vessels underway.

The Kona Kai San Diego Resort, nestled on the southern tip of Shelter Island, is a great place to watch boats under sail on the bay while you lie next

to the pool sipping a margarita. Take a long walk or rent a bicycle to get some exercise in the fresh ocean air while exploring the peninsula.

Also make time to visit the world-famous San Diego Zoo and observe chimpanzees, gorillas, armadillos, giant pandas and jaguars – the list goes on. Plan to dine at the zoo and enjoy “chef-inspired plates, a patio w ith a private waterfall and a full-service bar.” While you’re at it, stop by Shop Zoo and pick out a T-shirt and few curious keepsakes to remember your fun day!

California Boosts Klamath River Chinook Salmon Population with Record Hatchery Release

The California Department of Fish and Wildlife (CDFW) achieved a major milestone this week, successfully releasing over 2 million fall-run Chinook salmon smolts into the Klamath River. This surpasses their production goal for the rst year of operation at the new, state-of-the-art Fall Creek Fish Hatchery.

The smolts, averaging just under 3 inches long, were released in two stages in mid-May. Earlier than originally planned due to rising temperatures and concerns about C. Shasta disease, the releases bene ted from a timely return of cooler weather in the Klamath Basin. Each sh is tagged to allow scientists to track their survival and migration patterns.

This record-breaking release coincides with the ongoing deconstruction of three Klamath River dams: JC Boyle, Copco 1 and Iron Gate. Their removal, ahead of schedule, will create hundreds of miles of new spawning and rearing habitat for salmon returning from the ocean, potentially as early as this fall.

CDFW plans a follow-up release of 250,000 to 300,000 yearling Chinook salmon later this year. If dam removal continues as planned, these sh could be released directly into Fall Creek, an area previously inaccessible due to the Iron Gate Dam.

These e orts align with Gov. Newsom’s California Salmon Strategy for a Hotter, Drier Future, emphasizing dam removal, advanced hatchery operations, variable release strategies and collaboration with Tribal partners to ensure the resilience of salmon populations in a changing climate.

San Diego shimmers today as a beacon of tourism, boasting pristine beaches and a laid-back vibe. But the city’s story stretches back centuries, revealing a fascinating journey from a small Spanish outpost to a bustling metropolis.

San Diego’s history begins in 1769, when Spanish conquistador Gaspar de Portolá arrived on the s hores of w hat is now S an Diego Bay. Following the footsteps of explorer Juan Rodríguez Cabrillo, who had landed in 1542, Portolá established Presidio San Diego, a military fort, and Mission San Diego de Alcalá, the first of California’s 21 missions. T hese settlements were built upon the land of the Kumeyaay people, who had inhabited the region for millennia. The arrival of the Spanish marked a turning point for the Kumeyaay, disrupting their traditional way of life.

Under Spanish rule, San Diego grew slowly. The mission system aimed to convert the Kumeyaay to Catholicism and introduce them to a European way of life. Presidio San Diego s erved as a v ital military outpost, protecting Spanish interests in Alta C alifornia, or Upper California.

In 1821, Mexico gained independence from Spain, and San Diego became part of the newly formed Mexican Empire. T his period saw a decline in the mission system’s influence, with many secularized. However, San Diego’s strategic location continued to hold importance, attracting international trade and whaling ships.

The Mexican-American War (18461848) reshaped San Diego’s destiny. In 1846, American Commodore John D. Sloat raised the U.S. flag over the Presidio, marking the beginning of American control of California. The Treaty of Guadalupe Hidalgo (1848) officially ceded California to the United States.

2024 Shallow Water Series (June 15)

On the Horizon is a summarized Notice of Race for upcoming select regattas along the Southern California Coast. This column will briefly rephrase rules, regulations, qualifications, fees, and awards.

Calling all dinghy sailors! The South Coast Corinthian Yacht Club’s popular Shallow Water Series returns in 2024, kicking off June 15. This four-part series features races for boats 12-18 feet (open centerboard, daggerboard or leeboard) with prizes awarded daily. Race for $15 per day or sign up for the entire series at $45. The series follows the 2021-2024 Racing

activities year-round. The mild winters and consistent sunshine make sailing a t ruly year-round pursuit. Water temperatures remain comfortable throughout the year, making swimming and snorkeling a popular pastime after anchoring in a secluded cove.

However, be aware of the occasional “Santa Ana” wind events, which can bring strong gusts of hot, dry winds from the northeast. While these winds can create challenging sailing conditions for beginners, experienced sailors can utilize them to their advantage for exhilarating downwind adventures.

As the popularity of sailing grows, San Diego is actively promoting sustainable practices to protect its precious m arine environment. Many marinas offer eco-friendly amenities, including pump-out stations for boat waste disposal and electric charging stations for electric-powered vessels.

2024 SYC Spring Classic Boat Invitational Regatta (June 15-16)

SAUSALITO— Calling Knarrs and Folkboats! The Sausalito Yacht Club Regatta sets sail June 15-16. Race under the Racing Rules of Sailing with emphasis on collision avoidance (Rule 40.1) and immediate penalties (Appendix V, Rule V1). VHF 63A for race committee broadcasts. Remember, there is no outside communication during races except for emergencies or retirement. Register online for $130 by June 12 ($160 if late). There will be three daily races starting at noon in the Knox Shoal area – courses and marks detailed in sailing instructions. One race qualifies you for series scoring (total of all your races). Limited mooring balls and guest dock space are available on a first-come, first-served basis. Competitors assume full responsibility and require third-party liability insurance (minimum $100,000). Climate Activists Target Yachts in Barcelona Protest

Barcelona witnessed a dramatic protest on May 27 that targeted luxury yachts docked in the city’s Port Vell. Environmental groups Extinction Rebellion a nd Scientist Rebellion joined forces, taking aim at the opulent symbols of wealth with a stark message: end fossil fuel subsidies.

The protest unfolded with black paint marring the otherwise pristine hulls of three superyachts, including the colossal 138-meter Lürssen Rising Sun. A bold yellow banner emblazoned with the words “Fossil subsidies are our extinction” served as a stark visual counterpoint to the gleaming vessels. Standing defiantly in front of the freshly painted slogans, the activists made their stance clear.

This act of civil disobedience comes at a critical juncture. With the prestigious America’s Cup sailing competition, set for Port Vell, just a few months away, the protest has cast a shadow over the event. However, the environmental groups view their actions as a necessary wake-up call.

Extinction Rebellion Barcelona cited the devastating drought plaguing Catalonia as a direct consequence of inaction on climate change. They argue that the extravagant lifestyle represented by megayachts symbolizes an unsustainable reality, and the responsibility for the ecological and social crisis lies primarily with the ultra-wealthy.

The stage is set for the 53rd edition of the Youth Sailing World Championships, a prestigious event in international youth sailing, taking place July 13-20 on Italy’s scenic Lake Garda. US Sailing has announced the 14 athletes who will comprise Team USA, ready to showcase their skills and national pride against fierce international competition.

“This is the pinnacle regatta of our year,” declared Phil Muller, US Sailing’s youth performance manager and head coach. “We can’t wait to see these athletes exhibit their ultimate sailing ability on this iconic European course.”

Restoring Rivers, Reviving Communities: A $278 Million Investment in Fish Passage

The Department of Commerce and NOAA announced on May 22 they are making a significant splash with a nearly $278 million investment in fish passage projects across the United States. This funding, allocated through the Biden Administration’s Investing in America agenda, leverages funds from the Bipartisan Infrastructure Law and Inflation R eduction Act. The initiative aims to breathe new life into rivers and streams by restoring access to healthy habitats for fish populations.

The $240 million in initial funding, with an additional $38 million promised for the future, will support 46 new fish passage projects nationwide. These projects encompass a diverse range of interventions, including dam removal, the construction of fish ladders, culvert improvements and in-stream passage enhancements. Notably, nearly half of these projects will be led by Tribal organizations. This prioritizes the removal of barriers that hinder access to culturally and economically important fish resources for Tribal communities.

“President Biden’s Investing in America agenda continues to support

fish passage projects that are vital to the cultures, economies and overall well-being of communities all over the country, particularly Tribal communities,” said U.S. Secretary of Commerce G ina Raimondo. This focus on Tribal empowerment aligns with the Justice40 Initiative, which ensures that at least 40% of the benefits from certain federal investments reach disadvantaged communities, including all Federally Recognized Tribes.

N OAA Administrator Dr. Rick Spinrad emphasized NOAA’s extensive experience in fish passage restoration and their commitment to working collaboratively with partners, especially Tribes. This collaborative approach is crucial for achieving a collective positive impact on coastal habitats and the communities that depend on them.

The funding will be distributed across 13 states, with significant allocations going to Alaska, Washington, Maine and Oregon. This geographic spread reflects the nationwide importance of healthy fish populations and the diverse ecosystems that require restoration efforts. Several Tribes are also directly receiving funding, including the Chickaloon Native Village, the Penobscot Indian Nation and the Yakama Nation. Their leadership in these

projects ensures that cultural knowledge and traditional practices are integrated into restoration efforts.

Fish passage projects are more than just infrastructure improvements; they are essential for restoring the health of river ecosystems and the migratory fish populations that depend on them. Dams, culverts and other human-made structures can fragment rivers, blocking fish from accessing spawning grounds, rearing areas and essential feeding zones. This disruption hinders reproduction, reduces population numbers and ultimately weakens the overall health of fish stocks.

By removing barriers and reconnecting fragmented habitats, fish passage p rojects allow fish to freely navigate rivers and streams. This improved access is a critical step towards rebuilding fish populations and fostering sustainable fisheries. Healthy fish stocks provide a vital source of food and cultural connection for many communities, and their decline can have a devastating impact on local economies and traditional ways of life. The restoration efforts funded through this initiative hold the promise of reversing this trend and ensuring

the long-term viability of these vital resources.

This new funding builds upon previous investments in fish passage restoration. Since December 2022, over $444 million has been awarded in grants for such projects. These efforts contribute to broader habitat restoration programs funded by the Bipartisan Infrastructure Law and Inflation Reduction Act. The comprehensive initiatives represent a significant commitment by the federal government to revitalize America’s waterways and ensure the health of the ecosystems and communities that depend on them.

The investment in fish passage projects extends beyond the immediate benefits for fish populations. These projects create jobs, stimulate local economies and enhance recreational opportunities. They also play a role in mitigating the effects of climate change by improving water quality and enhancing ecosystem resilience. By restoring the natural flow of rivers, these projects can help to reduce flooding risks and ensure a more sustainable water supply for future generations.

BLUEFIN TUNA CONTINUE TO HIGHLIGHT LATE SPRING FISHING!

Southern California o shore anglers have had blue n tuna to target for the entire spring shing season and the blue n bite continues to impress as we approach the summer season. Blue n tuna catches have included sh that have ranged from 20 to 240-plus pounds and what has changed throughout the spring season is that the areas being shed have moved up from the o shore waters outside of San Martin Island down in Mexican waters on up to where blue n can now be caught in United States waters by boats shing the areas of the Butter y Bank and the 60 Mile Bank.

The blue n bite can be hit or miss with regard to getting into a good blue n stop but there are good blue n stops being found most every day. Anglers need to keep in mind that when the blue n are ranging in size to 240-plus pounds that catching just one sh can account for an angler’s sh of a lifetime.

Some of the standout sh counts from the past weekend saw Highliner out of Seaforth Sport shing have 18 anglers on a 2 day trip catch 44 blue n tuna, 7 bonito and 1 yellowtail. Seaforth Sport shing reports that the blue n on Highliner ranged in size to 150 pounds. Point Loma Sport shing reports that New Lo-An was out on a 2 day trip that saw 24 anglers catch 45 blue n tuna that ranged in size to 150 pounds. H&M Landing had Excalibur get home from a 2.5 day trip that saw 14 anglers catch 42 blue n tuna that ranged in size to 150 pounds. Fisherman’s Landing had Tomahawk get back from a 2 day trip that saw 11 anglers catch their limits of 44 blue n tuna. Most of their blue n were reported to be in the 60 to 80 pound range with a few bigger sh also in the mix that were up in the 100 to 140 pound class. Fisherman’s Landing also had Pegasus catch limits of blue n tuna on a 1.5 day trip when 12 anglers boated 24 blue n tuna that ranged in size from 40 to 140 pounds. Fisherman’s Landing also had Paci c Queen get home from a 1.5 day trip that saw 32 anglers catch 47 blue n tuna that ranged in size from 40 to 70 pounds.

The best blue n zone is currently in United States waters around the western wing of the Butter y Bank out between 55 and 60 miles 240 to 242 degrees from Point Loma. The nearby 60 Mile Bank has also been a productive zone that is also in United States waters. In Mexican waters, the region around and about the 390 Bank has also been a productive blue n zone shing 40 to 50 miles 205 to 208 degrees from Point Loma. What I am also hearing today is that some blue n have biting in Mexican waters in the region below the 371 Bank which is just 32 miles 199 degrees from Point Loma.

Blue n have been caught during the night and during the day with the night time shing usually being the best. Knife jigs and sinker rigged sardines that are shed during the dark have been working best when dropped down to sonar marks and meter marks. During the day, try the sinker rigged sardines, knife jigs, Colt Snipers, ylined sardines, kite shed ying sh and kite shed sardines.

The yellowtail shing at Los Coronado Islands has been on the scratchy side of things with some cool and o color water moving around at the Islands. Good news is that there were reports of the water cleaning and warming a bit yesterday so there is reason to be optimistic about the prospects for improved yellowtail shing sometime soon. There were a few yellowtail biting over the past weekend but it was just an occasional yellowtail that was being reported. There was one yellowtail that I know of that was within a sportboat count that was posted on Saturday, June 1. The yellowtail was caught on Vendetta 2 out of H&M Landing that had 21 anglers on a full day trip catch 1 yellowtail, 20 sculpin and 115 rock sh.

The best areas for a chance at a yellowtail at Los Coronado Islands have been the Middle Grounds, the area inside of the north end of South Island and the South Kelp area below South Island with the Middle Grounds being the best. Try surface iron, yo-yo iron or ylined and dropper loop shed sardines for the yel-

lowtail. A private boater might also want to try slow trolling nose hooked sardines at around 2 knots. Fishing areas where you nd your warmest and cleanest water with a steady downhill current ow should be a good tactic in trying to locate some yellowtail or calico bass.

Calico bass shing has been pretty good around Los Coronado Islands and is showing signs of improving even more along with the improving water conditions. Smaller sized sardines and anchovies should be good live baits for the calicos. Try kelp bed areas around South Island and try both kelp and hard bottom spots at the Middle Grounds.

The bottom shing remains very good around Los Coronado Islands and the best areas for the mixed bag bottom shing have been to the northwest, north and northeast of North Island in 25 to 60 fathoms. Also productive has been the rock sh shing on the Mexico side of the border at the lower end of the 9 Mile Bank. Another productive rock sh zone has been at the South Kelp Ridge below South Island in the 25 to 45 fathom depths.

There continues to be yellowtail activity along the San Diego County coast with showings of yellowtail being reported most every day o La Jolla. La Jolla has been the best for a chance at a coastal yellowtail but it has not been easy to get them to bite. The yellowtail at La Jolla are usually found around areas of bait and are often marked by working birds.

A good depth for nding yellowtail activity at La Jolla is usually 8 to 30 fathoms with the 14 to 20 fathom depths often being the best. The best zones to try to locate yellowtail at La Jolla have been along the outskirts of the MLPA closure zone at the lower end of La Jolla as well as outside of the upper end of La Jolla while shing to the west of “The Hotel.”

Yo-yo iron shed around meter marks that are found around deep bait balls accounts for a good percentage of the yellowtail hookups and good choices

for yo-yo iron include Salas 6X and 6X Jr. jigs in blue and white and scrambled egg colors.

Fishing with surface iron is also an e ective technique for yellowtail. A key to getting hookups on surface iron is to be able to get the jig to the sh that are up and working on the surface before they sound. Good choices for surface iron include Tady 45 and Salas 7X light jigs in blue and white, mint and sardine colors.

There have also been yellowtail hooked using things other than iron with trolled Rapalas producing an occasional hookup. Also e ective have been mackerel and sardines when shed from a dropper loop rig, ylined or slow trolled.

There have been some schools of short sized barracuda found o La Jolla and Point Loma but most of the barracuda are undersized sh that must be released. New Seaforth out of Seaforth Sport shing did catch a legal sized barracuda yesterday afternoon (Sunday, June 2) and anglers are hoping that some schools of legal sized barracuda will show up and start biting sometime soon.
