Excitement Builds for the 2024 RS Tera North American Championship at ABYC
Youth sailors from across the nation are gearing up for the highly anticipated 2024 RS Tera North American Championship, set to take place June 8-9 at Alamitos Bay Yacht Club (ABYC). With participants representing a diverse array of talent from various youth programs, this championship promises two days of thrilling competition in one of the West Coast’s premier sailing venues.
ABYC’s reputation precedes it, with the area renowned for its consistent breeze, and the club for its top-notch regatta management and welcoming atmosphere. As sailors gather, they’ll have the chance to test their skills
against the backdrop of Alamitos Bay in Long Beach, an area that will host sailing events during the 2028 Summer Olympics.
The fth annual RS Tera North American Championship will draw young sailors from over a dozen junior programs nationwide. Among the competitors are previous champions from sailing hubs such as Dana Point, Cal Yacht Club, Sausalito, St. Francis Yacht Club, Sail Park City and Union Sailing Club in Colorado.

Sharon Marie Mansur, Co-Founder of Jon’s Fish Market, Passes Away at 77
DANA POINT— Sharon Marie Mansur, co-founder of Jon’s Fish Market in Dana Point Harbor and former president of Dana Wharf Lady Anglers, passed away on April 8 at the age of 77 after a prolonged battle with cancer, as announced by her family.
Born on Feb. 6, 1947, at Park View Hospital in Los Angeles, Sharon grew up in Los Angeles County and graduated from San Gabriel Mission High School. She earned an arts degree from Cal State Los Angeles, where she pledged to join the Theta Gamma Chi sorority.
Following her graduation, Sharon worked as a bookkeeper for the University of California, Irvine. It was there that she met her late husband, Jon Mansur. Together, they moved to Dana Point to utilize their skills and start a business.
In 1980, Sharon and Jon established Jon’s Fish Market, providing the Dana Point community with fresh seafood directly from the boat to the table. Sharon’s dedication and hard work made her a wellknown gure in the community.
Sharon’s stepdaughter, Shala Mansur O’Keefe, remarked on her role as the driving force behind Jon’s Fish Market, stating, “She built and constructed the essence of the market while my dad shed and handled most of the cooking. She ran the front end and the back end of the market every day for as long as
she was there.”
Despite facing challenges, Sharon’s leadership ensured the enduring success of Jon’s Fish Market, a testament to her commitment and resilience.
Beyond her business endeavors, Sharon enjoyed the arts, travel and spending time with her poker, bunco and pinochle groups. She was also an accomplished angler, serving as the president of Dana Wharf Lady Anglers in 1995.
Sharon’s funeral will be held at St. Edward the Confessor Catholic Church in Dana Point on June 12, followed by a gathering at Jon’s Fish Market and a sunset ash burial at sea.
In addition to O’Keefe, she is survived by her brother, Dennis Teschler and his wife, Jeanne, stepson Todd Mansur and four nieces and nephews.
The family requests that memorial gifts be made in Sharon’s name to any chosen charity.
First Blue Whales of the Season Spotted Off Dana Point Shores
DANA POINT— The majestic return of blue whales to Dana Point’s waters signals the beginning of the season’s marine spectacle. On April 28, Dana Wharf Sport shing and Whale Watching had the privilege of encountering two of these magni cent creatures, an experience reserved for a fortunate few.
Donna Kalez, COO of Dana Wharf Sport shing & Whale Watching, remarked, “Everybody got a blue whale button that says that they’re part of the “1Percent Club,” since less than one percent of the population has ever actually seen a blue whale in person. The blue whale is the largest animal on the planet, so to see them here in Dana Point is another reason why we’re the Dolphin and Whale Watching Capital of the World.”
Typically, blue whales make their appearance in early May, with sightings continuing
through November when conditions are most favorable, with ample krill, their primary food source.
Capt. Steve Burkhalter of Dana Wharf Sport shing and Whale Watching re ected on the variability of each season’s return, noting, “How many animals we see really depends mostly on the food, and there’s de nitely been krill in the area.”
Warm weather, associated with El Niño, has brought about an abundance of marine life sightings in recent weeks. Blue whales, known to consume 6,000 to 8,000 pounds of krill daily, follow the concentrations of their preferred food source.
During a special eight-hour charter aboard the Ocean Adventure, Burkhalter and Capt. Todd Mansur spotted the blue whales approximately seven miles o Laguna Beach’s coastline. The encounter was captured live on Facebook, showcasing the rare sight of a male blue whale, approximately 60 feet in length, porpoising through the water’s surface.
A pod of orcas also was observed, originating from Newport Beach and eventually making its way to Dana Point. Among the orcas was the rare all-white orca named “Frosty,” believed to belong to a pod of Bigg’s killer whales.
With an abundance of marine life gracing the waters of Southern California, opportunities for whale watching have never been more abundant. As Kalez aptly puts it, “It’s just tremendous; we have so much life in our oceans.”

What are the time limits for filing a lawsuit under Federal Maritime Law versus State Law?
QUESTION
: Two years ago I was injured aboard a boat during the Newport Beach Christmas Boat Parade. I waited a while to hire a lawyer, and when I nally had a rm retained, I was surprised to see that they led the case in State Court in Orange County. I am concerned because I read that the time limit for ling a maritime personal injury lawsuit under Federal Maritime Law is three years, while the time limit under State law is two years. Is this correct? Should he have led the lawsuit in Federal court?
ANSWER: I should rst point out that if you are questioning your lawyer’s judgment this early in the case, you may want to talk to another lawyer (in person - not through a newspaper!). That said, based on what you have shared, it does not appear that he is missing any deadlines by ling in State court.

Savvy Summer Reading for Mexico Boaters

Recreational boaters in Mexico ( yatistas) are right now preparing for whatever Summer 2024 brings us. Whether we’re planning to bash back north (next issue) or spend the summer somewhere safe down here, one of the more pleasant tasks is to load up our book shelves (or e-readers) with sufficient binge-worthy stuff to read.
After I’ve spent too many hours of my night watch staring at the radar screen, making tiny incremental course adjustments, listening to VHF squawks, there’s nothing that quite so well relieves the eye strain as nicely as plugging into an audio book. I can let the wonderful voice of a professional reader calmly animate the storyline and pour it directly into my earbuds and grey matter.
After stowing miles of lines and tons of fenders, after making a sail change and then switching it to a different sail, getting them all set up and pulling nicely, preparing and setting out lunch for a bunch of hungry mariners, then cleaning it all up again – after all that normal stuff I just love to bury myself away in my bunk and return to some story full of handsome heroes, dastardly villains and natural disasters narrowly averted. Such “get away” books can immerse me for an hour or two in a world that’s simply elsewhere.
However, I usually avoid picking titles from whatever the mass-market publishing world promotes as “summer reading.” My m ain gripe with typical summer reading is, authors who write boating stories but, within the first few pages, you know they have zero actual boating experience – and no technical editor.
They’d write, “The captain navigated on the map with his tweezers and plots.” Aak! “He went downstairs to the kitchen and closed the window.” Aak! “She hoisted the bollins.”
SALTY & SASSY
Thank heaven some experienced boaters do write some excellent stories – both fiction and nonfiction – but you have to search them out. So here are my suggestions for summer reading that is written by two real boaters, as salty and sassy as they come.
“Honeymoon at Sea” by Jennifer Silva Redmond is the salty half of my suggestions. In her newly released memoir, Jen unabashedly shares with us some of her more memorable challenges morphing herself from flat-footed land lubber into salty young veteran Sea of Cortez cruising sailboater – from her hilarious flops to a few heart-stopping challenges.
Jen from New York City fell in love with and then married a pretty cool California guy who just happened to own a sa ilboat. So sure, she thinks, why not hop aboard in San Diego and spend my honeymoon learning the cruising life while sailing “Wildfire” down Baja. What could go wrong.
From page 26: “When I realized the
plan would mean an overnight voyage, I was only briefly daunted. I have to take a solo watch eventually, I reasoned. It might as well be now.”
Who doesn’t remember their very first (slightly terrifying) solo overnight watch underway at sea far from land? I sure do. Jen needed the next three pages to describe it. She was so terrified that she had to keep reminding herself to breath. Yup, been there. Then she noticed Baja’s stark darkness. The soft hiss of the ocean’s glassy black surface. Jupiter rising. Then the infinite blanket of stars sparkling overhead in age old patterns.
Jen’s honest writing allowed me to share all her fears and triumphs that first night. The same with her first landfall, which happened to be the San Benitos Islands, one of my favorite places. From there on I was hooked. I hope you will be too.

“Just Add Water” by Jinx Schwartz is just the first in this author’s USA Today award-winning 10-book series of nautical adventure mysteries, set largely up and down Baja and around the Sea of Cortez. If you love to binge read like I do, this set of 10 paperbacks (and Kindle e-books) are ideal for your boat’s summer book shelf. Also known as the Hetta Coffey series, they’re named for the primary heroine, Hetta Coffey.
“She’s a sassy Texan with a snazzy
yacht, and she’s not afraid to use it,” says her heroine’s character blurb. (I’ll let you in on a little secret: Hetta Coffey’s uproarious personality is suspiciously similar to the author’s.) Like Jinx herself, Hetta also rescues stray dogs in Baja and uses a beat up panga as her incognito dinghy. Educated as an oil-field engineer, Hetta’s adventures swirl among oceanographic researchers, DEA agents, brothel owners, ex Navy fighter pilots and duplicitous politicos, just to name a few.
I first encountered Jinx and her husband Mad Dog (retired Navy) in Puerto Escondido in the early 1980s, I think. They were living aboard their 56’ powerboat called “High Jinx.” They and a dozen other cruising boats had just survived a category 3 hurricane that devastated Puerto Escondido (before there wa s a marina), Loreto and Mulege.
While waves were still crashing inside the harbor, Jinx and Mad Dog had courageously used their home, “High Jinx,” to pull a dismasted sailboat off the rocks, just as it was about to get seriously holed. Wild as Jinx’s storylines are, they show a deep understanding of the joys and vulnerabilities of sailing your home.
Next I ran into “High Jinx” at Punta Chivato, where Jinx and Mad Dog were having lunch at the Chivato Hotel with some retired Navy pilot friends of theirs. John and I were there taking soundings for “Mexico Boating Guide.” Several retired Navy pilots have vacation homes at Punta Chivato, and not surprisingly, a few such aeronautical sorts turn up in Jinx’s zany novels as either sinister characters or rescue heroes.
Jinx and I palled around a bit when I still had my sailboat in the Sea of Cortez, and like her pilot friends, I think I make a ghost appearance in one of her adventure novels. They’re all hilariously mad-cap
and as enticing as a sugar-coated spider web, my little fly.
Books # 1 through 5 are titled “Just Add Water,” “Just Add Salt,” Just Add Trouble,” “Just Deserts,” and “Just the Pits.” Books # 6 through 10 are titled “Just Needs Killing,” “Just Different Devils,” “Just Pardon My French,” “Just Follow the Money,” and “Just for the Birds.” If that’s just not enough to get you through the summer doldrums, check out her additional novels about some unnamed Caribbean islands.

This program, aimed at reducing greenhouse gas and nitrogen oxide em issions, provides funding and incentives for transitioning to cleaner trucks serving the San Pedro Bay port complex. It is part of the ports’ broader strategy to achieve zero-emissions drayage trucking by 2035.

President Lucille Roybal-Allard praised the creation of the fund as a crucial step in curbing truck-related emissions. Port of Los Angeles Executive Director Gene Seroka emphasized the importance of incentivizing zero-emission truck manufacturing and supporting the transition to cleaner technologies.
Long Beach Harbor Commission
President Bobby Olvera Jr. stressed the commitment of the San Pedro Bay ports to providing the region with the cleanest fleet of drayage trucks. Port of Long Beach CEO Mario Cordero highlighted the role of the fund in financially supporting the purchase of cleaner trucks and the development of supporting infrastructure.
The fund, established to accelerate the development of zero-emission technology, collects a rate of $10 per twenty-foot equivalent unit (TEU) on loaded import and export cargo containers. Over its first 24 months, the fund collected $153.7 million, which is being used to incentivize the purchase of zero-emission drayage trucks and charging infrastructure.
The initiative builds upon the ports’ original Clean Truck Program, which mandated the phase-out of older, more polluting trucks. Since its inception, air pollution from trucks at the complex has decreased by more than 90%.
The ports of Los Angeles and Long Beach received the 2024 SCAG Sustainability Award in the Clean Cities: Alternative Fuels and Infrastructure category. This honor reflects their commitment to improving the mobility, livability, prosperity and sustainability of the Southern California region.

Since late April, the California Department of Fish and Wildlife (CDFW) has received an increased number of reports regarding California brown pelicans, a fully protected species, stranded along the coast from Santa Cruz County south to San Diego County. Central and Southern California wildlife rehabilitation facilities have begun admitting an unusually high number of sick pelicans displaying signs of emaciation and some with secondary injuries.
CDFW, along with the U.S. Fish and Wildlife Service (USFWS), wildlife rehabilitation facilities and other state pa rtners, are collaborating to assess the ongoing situation. CDFW is conducting postmortem examinations and testing on pelicans admitted to wildlife rehabilitation facilities, with preliminary results indicating that starvation-related problems
are the cause.
Stranding events periodically occur along the California coast in various seabird species. A similar pelican stranding event occurred in spring 2022, with nearly 800 pelicans admitted to wildlife rehabilitation facilities and 394 successfully returned to the wild.
Officials advise the public against touching, harassing, attempting to feed or taking photographs with pelicans. They also urge people not to attempt to remove fishing lines or embedded fishing hooks from entangled birds.
CDFW and agency partners will continue to monitor this stranding event.

Northrop Grumman’s Manta Ray UUV Completes Full-Scale Testing
VENTURA — The Manta Ray prototype, an uncrewed underwater vehicle (UUV) developed by Northrop Grumman, underwent comprehensive in-water testing off Southern California’s coast in February and March. These tests showcased the vehicle’s hydrodynamic performance, including its various modes of propulsion and steering – buoyancy, propellers and control surfaces –during submerged operations.
Dr. Kyle Woerner, Defense Advanced Research Projects Agency (DARPA) program manager for Manta Ray, emphasized the success of the testing, affirming the vehicle’s readiness for real-world operations after swift assembly from modular sub sections. The ease of shipping and assembly, demonstrated by Northrop Grumman, supports rapid global deployment without occupying significant naval facility space.
Woerner highlighted the energy-saving benefits of direct shipping to operational areas, underscoring the craft’s effic ient buoyancy-driven gliding for in-water movement. The Manta Ray’s design includes multiple payload bays of various sizes and types, enabling diverse naval mission capabilities.
The Manta Ray project aims to develop and demonstrate a new class of long-duration, long-range UUVs capable of carrying pa yloads for persistent operations in dynamic maritime environments. DARPA is collaborating with the U.S. Navy to determine the next steps for testing and technology transition.

throughout 2024.

Boating and Recreation in Redondo Beach

Redondo Beach, and particularly King Harbor, together form one of the main boating and beach recreation centers along the Southern California Coast. With waterside restaurants and bars, four marinas and a mile and a half of sandy beach, there is something for everyone in this fun town located on Santa Monica Bay just north of Palos Verdes Peninsula.
If you’re taking the kids for a day at the beach, you can find curbside parking on Esplanade, which runs the full length of the beach just south of King Harbor. If you want to park off the street away from traffic, drive a bit farther south on Esplanade and use the paid parking lot on Paseo de la Playa.
Make sure to pack a tube of sunblock in your beach bag. If you are not accustomed to being out in the sun for long periods, you can incur an uncomfortable sunburn lasting several days. Also bring along water in plastic bottles to avoid dehydration, which can be made worse by sw imming for long periods in saltwater. And lest we forget, never leave trash on the beach; collect it in a bag and dump it in one of the refuse cans lining the beach. We want our famous Southern California beaches to stay as clean and inviting as possible.
Arriving by boat will be a lot easier with
some advance planning. If you plan to spend several days in King Harbor, call Redondo Beach Marina to reserve a slip. This is the only public marina in the harbor; Port Royal, Portofino Marina and King Harbor Marina are all privately owned and do not have guest slips. Since each marina sets its own prices and other conditions for space rental, ca ll or visit your preferred marina if you plan on a lengthy stay.
In order to launch some form of small craft, such as a rowboat or a runabout with a small outboard motor, go to the Redondo Beach Marina Boat/Watercraft Hand Launch at 239 N. Harbor Drive in King Harbor where you can launch your boat manually. The Hand Launch is free and open to the public from April through October, weather permitting.
Walking along the outer perimeter of the Redondo Beach Pier, you will see mooring balls on the inside of the breakwater. If you wish to moor your boat to one of the balls, it is wise to verify availability and make your reservation before arriving. Daily, weekly and monthly rates vary by vessel length. Call Redondo Beach Marina by phone or go to rbmarina.com for more mooring details.
If you are stopping for only a few days and do not wish to take a mooring ball, you may anchor for free between the Redondo Beach Harbor Patrol dock and the breakwater at the northwest end of the main channel beyond the mooring balls. Use both bow and stern anchor to prevent swinging into the path of boat
traffic. Officially, you may stay up to three nights at anchor, unless you are taking refuge from a dangerous storm or from sea conditions unsafe for setting sail. Make sure to call Port Police on VHF channel 16 upon arrival, and be ready to change anchoring location, depending on Harbor Police instructions and marine traffic inside the channel.
Another service valuable to local and visiting vessels is King Harbor Marine Center, managed by Michael Sherman. Located at 831 North Harbor Drive, this is a full-service haul-out facility that allows boat owners to work on their own vessels. Call the facility, pull your vessel up to the travel lift and let your vessel be placed on stands to get you started on your bottom painting or hull repair project. If you would rather leave the hard work to someone with more experience, this facility also offers full engine repair,
marine plumbing, electrical and painting services for your vessel.
If you want to go ocean fishing but do not own a boat, check out one of the local fishing charters, such as Redondo Sports Fishing. You can go out for a half-day or full-day trip, depending on how much fish you want to haul in. If you want a private fishing trip for you and your friends, this option is open as well. Bring your own tackle or rent a rod and reel from the crew. You can arrange a voyage for up to 60 people for a day of fishing or a short coastal cruise for whale watching, burial at sea or simply taking in the beautiful coastal scenery.
Redondo Beach Marina, its numerous businesses and nearby public beach are waiting to meet your desire for fun and adventure in a nautical setting. Pack your towel, swimsuit, suntan lotion and fishing gear for some real fun!

With summer just around the corner, many of us are already heading to Redondo Beach and King Harbor to enjoy swimming, surfing, snorkeling and taking long walks along the beach for a good dose of sun and salt air. Located at the southeast corner of Santa Monica Bay, just north of the Palos Verdes Peninsula, King Harbor is situated in a unique location, where we can indulge ourselves without breaking the bank.
When you arrive at King Harbor, you will find ample parking at King Harbor Marina. After finding a suitable spot, download the PayByPhone app, enter your location number, select parking duration, confirm payment and go have some fun!
Take some time to walk around the harbor, taking in the many yachts and interesting shops lining the boardwalk. You wi ll find several restaurants inside and outside the marina area, most of them of superb quality and reasonably priced.
A favorite eatery among locals is Captain Kidd’s Fish Market & Restaurant, located at the southern end of King Harbor with its popular ocean view patio, where you can dine while watching yachts and fishing trawlers pass through the adjoining canal.
At Captain Kidd’s you can select from a variety of bread bowl soups, including clam chowder, fish and chips and a variety of fish filets. If you have never heard of margaritas on tap, this is where you will find them, along with a variety of wines and beer. Live oysters, clams, lobster and crab wait to be prepared for your lunch or dinner, along with a wide variety of fresh fish, including ahi tuna, swordfish, tilapia, yellowtail, halibut and more.
Bluewater Grill, also located on the water inside King Harbor, offers dockside dining in a nautical setting with large, antique photos of fishing boats and coastal scenes from early Redondo Beach history. Start off your savory culinary experience with a Bluewater Grill signature cocktail, such as a smoked old fashioned with Elijah Craig Smoked Bourbon or perhaps a coconut margarita with Real del Valle 100% Agave Blanco Tequila and coconut cream. Captain Sentenced to 4 Years for Fatal Boat Fire

VENTURA — The conclusion of a longawaited legal saga unfolded in early May as Jerry Boylan, the captain of the ill-fated scuba dive boat Conception , received a four-year federal prison sentence for his role in the 2019 tragedy o the California coast that claimed the lives of 34 individuals. The Department of Justice con rmed Boylan’s sentencing following a federal jury’s verdict of guilty on seaman’s manslaughter charges in November.
The incident occurred on Sept. 2, 2019, when the Conception, helmed by Boylan, was engulfed in ames while docked at Platt’s Harbor near Santa Cruz Island during a routine scuba diving expedition. The re took place in the early morning hours, catching passengers and crew members unaware as they slept. While Boylan and four crew members managed to leap overboard and survive, one crew member and 33 passengers perished in the inferno.
U.S. District Judge George Wu sentenced Boylan after considering over a dozen victim impact statements. As reported by ABC Los Angeles station KABC, in addition to the four-year prison term, Boylan faces three years of supervised release. A restitution hearing is slated for July 11, and Boylan was ordered to surrender shortly thereafter to begin his prison term.
Following the sentencing, U.S. Attorney Martin Estrada issued a statement condemning Boylan’s actions, labeling them as “cowardice and repeated failures” that led to the “horri c deaths of 34 people.” Estrada expressed hope that holding Boylan criminally accountable would o er some solace to the grieving families.
In 2020 a federal grand jury indicted Boylan on 34 counts of misconduct or neglect of ship o cer, with each carrying a maximum penalty of 10 years in prison. Despite facing the possibility of 340 years behind bars, Boylan was ultimately charged with a single count of seaman’s manslaughter, underscoring the intricacies of the legal proceedings.
During the sentencing hearing, family members of the victims advocated for the maximum penalty, expressing disappointment with the four-year sentence. Kathleen McIlvain, the mother of victim Charles McIlvain, voiced her family’s anguish, emphasizing the irreplaceable loss of their son.
Federal prosecutors echoed the sentiment, urging the court to impose the maximum sentence, citing Boylan’s recklessness and failure to prioritize safety measures. Prosecutors highlighted his alleged lack of remorse and his purported abandonment of the vessel during the re, emphasizing his role in the tragic outcome.
In his defense, Boylan’s attorneys argued for leniency, citing his age, along with health issues and emotional distress he’s su ered since the accident. They disputed the prosecution’s portrayal of Boylan as callous, presenting him as a victim of circumstance deeply a ected by the incident.
The National Transportation Safety
Board (NTSB) report cited failure on the part of the Conception’s owner and operator, Truth Aquatics (the live-aboard dive eet moored in Santa Barbara), as the probable cause of the accident, noting de ciencies in vessel oversight and safety protocols. Despite these ndings, Boylan ultimately faced accountability for his role in the maritime disaster, serving as a cautionary tale of the grave consequences of negligence at sea.
The owner of Truth Aquatics, Glen Fritzler, has not commented on the NTSB report or Boylan’s case.

While most wooden boat entries come from Southern California, the event does have entries from Oregon, the San Francisco Bay/Sacramento Delta and San Diego.
“We expect to have up to 30 classic wooden boats in slips and displayed on the land,” said Stephen Paljieg, the Newport Beach Wooden Boat Festival chairman. ”Many of the boats have a rich, storied history, including Sovereign, an 85’ Broward Raised Pilothouse originally built in 1961 for the famous actress Judy Garland. We have added additional docks in front of the Balboa Yacht Club to accommodate all the great boats attending.”
For those with a love of art, the festival will feature Plein Air Artists, painters who specialize in creating their artwork outdoors, directly in the natural envi-

As the day unfolds, visitors can listen to guest speakers share their tales and experiences, offering unique perspectives on the world of wooden boats. From maritime historians to seasoned sailors, these speakers will provide fascinating insights into the history, artistry and allure of wooden boat culture.
The highlight of the festival will undoubtedly be the opportunity to step back in t ime and cruise aboard “America ,” a replica of the iconic 139-foot yacht that left an indelible mark on sailing history. PORT OF HUENEME — World Trade Week, inaugurated in 1935 by President Roosevelt, aims to highlight the significance and advantages of global trade for both local and national economies. This year, the Port of Hueneme commemorated the occasion by hosting trade partners from across the globe, focusing on “Supply Chain and A.I.” The event, now in its 11th year, took place early in May, at the FATHOMWERX lab within the Port of Hueneme, drawing nearly 100 attendees with vested interests in international trade.
Drew Rodriguez, the public and community relations senior representative at the Port of Hueneme, served as this year’s emcee. Celina Zacarias, president of the Oxnard Harbor District, underscored the importance of international trade to the port and the region, emphasizing the gathering’s significance in celebrating World Trade Week.
“It is my distinct honor to be here to celebrate World Trade Week and its connection to us all here in Ventura County,” President Zaracias said. “We are gathered here at the Port of Hueneme – the birthplace of the FATHOMWERX technology lab – to continue to explore the world trade and supply chain landscape and its interconnection to technology and its potential for the Ventura County region.”

From Humble Beginnings to Booming Marina: The Story of Redondo Beach and King Harbor

Redondo Beach and its cherished King Harbor boast a rich history intertwined with the Californian coast. While sunbathers and boaters enjoy the idyllic scene today, the journey to this haven was paved with ambition and perseverance.
For centuries, the area was home to Native American tribes who thrived on the bounty of the Pacific. European settlers arrived in the late 18th century, and Redondo Beach became Rancho San Pedro, a sprawling land grant. The late 19th century saw a shift, with Redondo
Beach transforming into the first port of Los Angeles. Tall ships and steamers bustled with activity, delivering people and supplies.
However, dreams of a protected harbor began to simmer as early as 1917. The picturesque coastline lacked a sa fe haven for boats, and even a visionary plan by Frank Lloyd Wright Jr. couldn’t bring the concept to fruition. Several unfruitful attempts were made throughout the first half of the 20th century, leaving the harbor dream seemingly adrift.
Enter Congressman Cecil R. King in 1956. Recognizing the potential for a secure harbor, he championed the cause
able option for boat building. Additionally, wooden boats have a lower carbon fo otprint compared to fiberglass boats, as they require less energy and resources to manufacture. By choosing a wooden boat, owners can enjoy the pleasures of sailing while minimizing their impact on the environment.

the scope of “admiralty and maritime jurisdiction,” but it generally refers to a vessel accident that occurs on navigable waters or a contract or claim that directly e ects a vessel’s operation, maintenance, repair, seaworthiness, or safety.
All U.S. Courts derive their authority from the U.S. Constitution, and when the framers of the Constitution addressed the question of admiralty jurisdiction, they simply extended the power of the U.S. Federal Courts to include “all cases of admiralty and maritime jurisdiction”(historically, the terms “admiralty law” and “maritime law” had distinct meanings, but today they are used interchangeably).
To confuse matters somewhat, the extension of the federal judicial power to maritime cases was implemented with a clause that allows plainti s in most cases, at their option, to le a maritime case in State Court. The State Court judge in those cases will often need to apply the same maritime legal principles as a federal judge would apply in a federal maritime case. However, the attorney ling the complaint may prefer State Court for various strategic reasons such as the right to a jury. Our reader’s attorney led their case in state court pursuant to this provision.
So, the case has been led in State Court, but the choice between Federal and State law may not be immediately clear. State personal injury law in our reader’s case requires a lawsuit to be led within two years after the incident, while Federal maritime law allows the case to be led within three years. This is where we need to analyze the issues under the doctrine of Federal Preemption.
The Doctrine of Preemption addresses con icts between state and federal laws. Preemption analysis considers whether a federal law or statute will preempt or take precedence over the state law. Such a con ict arises when compliance with both federal and state regulations is a
physical impossibility, or when state law stands as an obstacle to the full purposes and objectives of Congress. In cases of a direct con ict, Federal law always prevails over State law. In our reader’s case, Federal and State laws regarding ling deadlines directly contradict each other, and as such the Federal law allowing a three-year ling deadline prevails. Our reader’s attorney complied with the applicable law when he led the lawsuit.
So, let’s summarize. Broadly speaking, this case is analyzed under two legal principles: “Jurisdiction” and “Choice of Law.” When analyzing jurisdiction, we must ask whether the court selected by our reader’s attorney has the power to hear the case. Yes, it does. Under a choice of law analysis, we must ask whether - regardless of where the case was led - what body of law is applied in this case to resolve the legal issues? The answer is that it depends on which issue is being considered. As we saw in our analysis above, Federal law is applied to determine the deadlines for ling the case, but other aspects of the case would be evaluated under State law if there is no contradicting Federal law.
A discussion of jurisdiction and the court system may be of little practical use to the average boater, but these are important issues that need to be considered in litigation. An experienced maritime attorney can help to navigate a legal claim through the system.

The cause behind the United States’ dramatic c apsize before a race has been uncovered, pointing squarely at crew error. Data extracted from the team’s F50 shed light on the mishap, which unfolded during a practice session’s third fleet race, sending shockwaves through the sailing community.
The May 3 incident, during a crucial reach to Mark 1, saw the top of the wing invert abruptly, leading to the F50 overturning and five out of six crew members be ing thrown into the water. The data provided by the United States F50 unequivocally identified ‘user error’ as the root cause of the capsize.
Specifically, the mishap occurred when wing trimmer Victor Diaz de Leon inadvertently pressed a button, intended
to flatten the wi ng, wh ile stationed on the st arboard side of the vessel. Reg rettably, the action resulted in th e wing inverting, a misstep that Diaz de Leon h imself a cknowledged with deep disappointment.
In hi s reflection on t he harrowing incident, Diaz de Leon expressed remorse over his error, emphasizing the gravity of the situation and his gratitude for the safety of his teammates. Fishing for Joy: The Heartwarming Origin Story of Fish for Life

DANA POINT— In the sun-kissed coastal enclave of San Clemente, Jim Holden, a devoted saltwater angler, found inspiration during a casual lunch with his close fr iend, Jeffrey Kutcher, who lives with cerebral palsy. What began as a simple conversation over a meal blossomed into something tr uly re markable – Fish for Life.
During one of their many lunch rendezvous in 2009, Holden asked Kutcher what activity he would enjoy beyond their usual routine. With a beaming smile, Kutcher expressed his love for fishing. As they returned from lunch, Holden felt a stirring within him – a calling to create something extraordinary.
Ideas began to flow like the ebb and flow of the tide. Why not organize fishing trips for kids with cerebral palsy? But why stop there? Why not include children with any special needs?
Holden envisioned a program that not only provided fishing experiences but also in stilled a sense of love and inspiration in special needs individuals. With Kutcher’s infectious enthusiasm, plans started to take shape. They decided to recruit a crew of non-special needs kids and adult volunteers to assist them.
The brainstorming sessions led to a s eries of thou ghtful touches, from an opening ceremony to re d carpet welcomes for each honored guest.
As the program took form, Kutcher, affectionately dubbed “Inspirer,” b ecame the embodiment of its spirit.
Since its maiden voyage in 2010, Fish for Life has touched the lives of over 1500 special needs children, spreading joy and creating cherished memories a long the way.
Fish for Life, a nonprofit organization based in Southern California, aims to enhance the lives of special needs individuals by offering complimentary fishing trips at sea. Each trip is carefully designed to provide love and inspiration, but also valuable fishing skills to participants.
Operating from Dana Point in Orange County, Fish for Life charters the vessel Dana Pride a 95 -foot vessel. This summer, the organization expands its reach to the East Coast, partnering with the Starlight Fleet in Wildwood Crest, N.J., to bring the joy of fishing to more communities.
Fish for Life welcomes chapters anywhere there is fishing, encouraging interested individuals to start their ow n initiatives in their local areas. Each participant is treated with utmost care and paired with a dedicated Fishing Team Leader to guide them through the day.
With trip schedules planned throughout the year, including dates in Dana Point, San Diego and Wildwood Crest, Fish for Life continues to spread its message of joy, love and inclusivity, one fishing trip at a time. For those interested in joining the cause or starting a chapter, Fish for Life extends an open invitation to be part of this heartwarming journey. IGFA Great Marlin Race Enhances Conservation Efforts at Big Rock Blue Marlin Tournament

In its 13th year, the Great Marlin Race is set to revolutionize the study of billfish migrations and behavior during the upcoming Big Rock Blue Marlin Tournament. From June 7 to 16, teams participating in the tournament will have
the opportunity to sponsor satellite tags, contributing to a global effort to understand these majestic creatures better.
The initiative, organized by the International Game Fish Association (IGFA), ai ms to deploy satellite tags on marlin, sailfish and spearfish species, providing valuable insights into their movements and diving patterns. Teams will receive
the necessary equipment to deploy the tags and will receive comprehensive reports on the tagged billfish’s journey.
Participating teams will also compete to see which billfish travels the farthest throughout the 2024-2025 pe riod. Beyond the excitement of the competition, the data collected from the IGFA Gr eat Marlin Race plays a crucial role in enhancing the conservation and management of billfish resources worldwide.
For those interested in contributing to this vital research by deploying sat ellite tags on billfish species in their area, IGFA Conservation Director Bruce Pohlot can be c ontacted at bp ohlot@ igfa.org. This collaborative effort underscores the commitment of the angling community to t he preservation of our oceans’ ecosystems.

BLUEFIN TUNA CATCHES NOW BEING MADE IN US WATERS!

Recent bluefin tuna catches have generally been falling short of 2 fish limits but the bluefin fishing remains quite good when you consider that the catches have included bluefin that have ranged in size to 240-plus pounds and have included a good percentage of 100-plus pound fish. What is also encouraging is that schools of bluefin have continued to move up the coast to where there are now bluefin being caught in United States offshore waters in the region of the Butterfly Bank and the 60 Mile Bank.
It can be hit or miss in finding a good bluefin bite but there are good stops found most every day on fish ranging in size from 20 to 240-plus pounds. Some of the better fish counts over the past weekend start with Highliner out of Seaforth Sportfishing that had a 1.5 day trip with 23 anglers return with 200 rockfish and 34 bluefin tuna. They got into some of the jumbo sized bluefin on this trip and had 25 bluefin that ranged in size from 100 to 240 pounds. Point Loma Sportfishing had New Lo-An get home from a 2 day trip that saw 23 anglers catch 39 bluefin that ranged in size to 180 pounds. H&M Landing had Legend get back from a 2.5 day trip with a catch of 25 bluefin tuna that ranged in size to 150 pounds. Pacific Queen out of Fisherman’s Landing
got back from a 3 day trip that saw 22 anglers catch 94 bluefin tuna. Their catch included 31 bluefin that were up in the 110 to 200 pound range and the rest of their bluefin were in the 40 to 60 pound class.
The best bluefin zone is currently around the 60 Mile Bank and the back side of the Butterfly Bank in an area spread from 55 to 63 miles 229 to 236 degrees from Point Loma. There have also been recent bluefin catches made in the area of the Upper 500 Bank, 295 Bank and 213 Bank with occasional showings of bluefin also reported within 45 miles of Point Loma in the region of the 390 Bank.
Bluefin have been caught during the night and during the day with the night time fishing usually being the best. Knife jigs fished during the dark have been working best when dropped down to sonar marks and meter marks. Also try sinker rigged sardines during the night and the day, flylined sardines during the day and kite fished flying fish and kite fished sardines during the day.
The yellowtail fishing at Los Coronado Islands is still hit or miss but is developing more consistency. The most recent sp ortboat trip I know of was aboard Mission Belle out of Point Loma Sportfishing that had 15 anglers on a full day
tr ip catch 20 yellowtail and 5 calico bass. Their yellowtail catch included large yellowtail that ranged in size to 30 pounds. An other recent sportboat trip to Los Coronado Islands was aboard Malihini out of H&M Landing where a full day trip with 26 anglers put together a catch of 7 yellowtail, 21 sculpin, 44 calico bass, 26 rockfish and 1 whitefish.
The water temperature around Los Coronado Islands has been continuing to warm and is now running from 64 to 65 degrees. A good thing about the recent yellowtail fishing is that the yellows have been spread out with productive areas being the Middle Grounds, Pukey Point at North Island, the lee side of South Island, the South Kelp below South Island and the Rockpile. The Middle Grounds has been the best in recent days and a report from a Skipper who was recently anchored at the Middle Grounds was that they had yellowtail showing around the boat chasing their chum for nearly 2 hours. Try surface iron, yo-yo iron or flylined and dropper loop fished sardines for the yellowtail. A private boater might also want to try slow trolling nose hooked sardines at around 2 knots.
Calico bass fishing is also improving at Los Coronado Islands. Smaller sized sardines and anchovies should be good live baits for the calicos. Try kelp bed
areas around South Island and try both kelp and hard bottom spots at the Middle Grounds.
The bottom fishing remains very good around Los Coronado Islands and the best areas for the mixed bag bottom fishing have been to the northwest, north and northeast of North Island in 25 to 60 fathoms.
