BIZARRE

By: KATHERINE CLEMENTS

A smile worth writing about was found by an angler in August 2021, off Jenette’s Pier in North Carolina. The angler had a bizarre fish with a mouth full of what looked like human teeth hooked on their line. The creature looks like a normal fish at first glance, but once it opens its mouth, the sheepshead fish looks like a cartoon version of a basic fish. The fish is a common resident of the Atlantic Ocean, yet still sparked conversations when photos of the catch were shared on Facebook. The nine-pound sheepshead fish most likely gets its name from sharing similar dental features with sheep. It uses its impressive dentition to crack open clams, oysters, and other crustaceans. The toothy fish was reeled in by Nathan Martin, a frequent fisher at the pier. Martin was using sand fleas as bait when he caught the sheepshead fish. “It’s a very good fight when you’re fighting on the line, it’s a really good catch, and it tastes very good,” said Martin to McClatchy News. Martin also included that he plans to mount the fish in his home. Photos of the fish were uploaded to Facebook on Aug. 3 and soon went viral

as users commented with confusion after discovering the creature and its several rows of human-like teeth. The fish has a top row of teeth that resemble those of a human, followed by rows of shallow molars down the throat. The fish is also sometimes referred to as the ‘convict fish’ because of the dark stripes that run down its light grey body, resembling the uniform that is worn in prison. Although the mouth of the sheepshead fish is intimidating, the possibility of being bitten is slim. According to snopes.com, the fish “pose no threat to humans unless harassed.” Because they are good to eat, the sheepshead fish is a common target for anglers. The capture of the fish does warrant the possibility of being bitten or poked by their sharp dorsal fin spines; however, they are still a desired catch.

The unique structure of the sheepshead fish’s teeth is a distracting feature, but local angler is excited about that capture of this nine-pound fish.

Fast Facts: Hoover Dam Powers the West By: KATHERINE CLEMENTS

In October of 1936, the United States Bureau of Reclamation arranged plans for a massive dam on the Arizona-Nevada border to calm the Colorado River, provide water, and harness hydroelectric power for the evolving Southwest.

LOCAL Imperial Beach Pier Reopened Sept. 18 SAN DIEGO— The Port of San Diego and

the City of Imperial Beached reopened the Imperial Beach Pier on Sept. 18 after a five-day closure. On Sept. 13, the city reported that a pier piling was floating in the water, and Imperial Beach lifeguards closed the pier because of the structural damage. It is unclear how the piling was damaged, but it is assumed it was most likely due to surf and environmental conditions. After an inspection, it was determined that the pier did not suffer damage to the structural integrity of the pier, and it was allowed to reopen. The port’s engineering department and consultants are working on a repair schedule for the broken piling.

Formerly known as the Boulder Dam, Hoover Dam began construction under President Herbert Hoover’s administration and was finished during the Roosevelt administration (which is when the name was changed to Hoover Dam). In 1933, President Hoover was succeeded in the White House by Franklin Roosevelt and the new secretary of the interior, Harold Ickes. The latter was not a fan of Hoover and declared that the dam returned to its original name, the Boulder Dam. Americans blamed President Hoover for the Great Depression, tagging negative associations onto his name. As a result, the two names were used interchangeably, and the preference was often dependent upon the person’s political leanings. In April 1947, President Harry Truman officially confirmed that the dam would carry on in Hoover’s name as the Hoover Dam. When the construction of the dam was completed in 1935, it became the tallest dam in the world, standing at 726.4 feet, according to usbr.gov. The electricity generated by the dam is a secondary perk of its purpose. The main principle for the dam was the collection, preservation, and distribution of water, the most valued commodity for the west. Under the Federal Reclamation Bu-

Santa Barbara Harbor and Seafood Festival Canceled SANTA BARBARA— The Harbor and

Seafood Festival set for Oct. 16 has been canceled for 2021 due to the COVID-19 pandemic. The festival is a celebration of some of the world’s best seafood and the hard-working people that harvest seafood from local waters. “The Harbor & Seafood Festival is an iconic Waterfront event,” said Mike Wiltshire, waterfront director for Santa Barbara, in a newsletter from the city. “It’s a ton of fun, and we were really looking forward to it this year, but with significant COVID cases, it’s just not an appropriate time to have 10,000+ people in close quarters in the

reau’s instructions, Hoover Dam had become one part of a much larger plan for a multipurpose water development project that tamed the Colorado River for the growing number of western farmers, ranchers, and city dwellers. Before there was the Hoover Dam, water had once flowed freely to the ocean but is now seized by the 115-mile-long Lake Mead in Nevada. The massive aqueducts of the Hoover Dam channel millions of gallons of Colorado River water to California, where it continues to flow from Los Angeles faucets and irrigates vast stretches of fertile cropland. Hoover Dam generates on average about 4 billion kilowatt-hours of hydroelectric power each year for use in Nevada, Arizona, and California, according to the Bureau of Reclamation; that is enough power to serve 1.3 million people. By using the Hoover Dam, the federal government made an endeavor to demonstrate that the arid climates of any region once called the Great American Desert, a term used to describe the Great Plains west of the Rocky Mountains, was no serious obstacle for the development and settlement. Nevertheless, while fast-growing cities across the west, such as Los Angeles, Las Vegas, and Phoenix, face increasing difficulties in accessing the water they need, it remains to be seen if the Great American Desert might still control its restrictions for western growth.

NATIONAL/INTERNATIONAL San Luis Reservoir Algal Bloom Increase to Danger Advisory SACRAMENTO— On Sept. 7, the

Department of Water Resources urged people to avoid physical contact and avoid eating fish or shellfish from the San Luis Reservoir in Merced County until further notice due to the presence of blue-green algae. Lab results released in early September showed an increase in toxin levels and placed a danger advisory to avoid the algal scum. Exposure to toxic blue-green algae, cyanobacteria, can cause eye irritation, allergic skin rashes, mouth ulcers, vomiting, diarrhea, and cold-and-flu-like symptoms. The algal bloom can accumulate into mats and scum, and form foam along the surface and shoreline in a range of colors from blue, green, white, or brown. State regulations recommend avoiding any physical contact or inges-

House of Representatives Passes Measure to Create More Artificial Reefs WASHINGTON DC— The House of

Representatives approved a measure to provide opportunities for retired Navy ships to be considered for artificial reeds. The measure was included as an amendment to the National Defense Authorization Act for Fiscal Year 2022. The amendment is based on the Reusing Equipment for Environmental Fortification Act introduced by Florida Representative Maria Salazar. The REEF Act will increase the opportunity for retired naval vessels to be considered for artificial reefs and will help create new marine ecosystems and recreational fishing opportunities. “As a representative from a coastal district, I know firsthand that we must do more to support our marine ecosystems,” said Salazar in a Sept. 22 press release. “I’m proud to introduce a bill that gives us the opportunity to accomplish that by giving our retired navy ships a new purpose, all while creating new recreational opportunities for fishermen and divers that boost local economies.”

Humphrey Bogart did own a 55-foot sailing yacht named the Santana. The boat inspired the name of his film company Santana Productions which was founded in 1948 and then

became the name of a cabin cruiser featured in the 1948 film Key Largo, according to lingerandlook.com. Cabin cruisers generally have one or two motors and are built for long-distance cruises, waterway tours, and traveling along coastal waters. They are generally equipped with full accommodations in the hull and tend to be between 17 and 55 feet in length, according to boattrader.com. Have a question you want The Log to answer? LEGAL ADVICE

ask a maritime attorney

California’s Boating and Fishing News

What is Admiralty law??

2C DARK BKGND

I was briefly involved in a lawsuit last year in connection with a boat accident and I was a little confused by some of the terminology. First, what is the difference between admiralty law and maritime law? Also, I had always heard that a maritime case had to be filed in Admiralty Court, but this case was filed in the Orange County Superior Court. What exactly is Admiralty Court and how does a case end up there?

David Weil is the managing attorney at Weil & Associates (www.weilmaritime.com) in Seal Beach. He is certified as a Specialist in Admiralty and Maritime Law by the State Bar of California Board of Legal Specialization and a “Proctor in Admiralty” Member of the Maritime Law Association of the United States, an adjunct professor of Admiralty Law, and former legal counsel to the California Yacht Brokers Association. QUESTION:

Founded in 1971

ANSWER: Questions about legal definitions generally lead to a dry technical discussion, but in this case the reader is looking at some basic maritime law principles so it’s probably worth taking a look. Historically, the terms “admiralty law” and “maritime law” had separate meanings, but today they are used interchangeably. Admiralty or maritime law is simply a set of legal rules, concepts, and processes that relate to navigation and commerce by water. The body of maritime law that is applied today can be traced back hundreds of years to the establishment of laws by early Egyptians, Phoenicians, and Greeks to govern commerce in the Mediterranean Sea. Similarly, the application of modern maritime law is focused on maritime commerce, but since recreational boating has been held by courts to have an impact on maritime commerce, most maritime law principles also apply to recreational boating. Legal principles that work for big ships can produce an odd result when applied to a case involving a 30-foot sailboat, but that is nonetheless the legal umbrella under which that case would proceed. U.S. maritime law traces its roots largely to the English system of admiralty law, which originally dealt with cases of piracy, naval discipline, and naval prizes. The English admiralty cases were heard by separate “Admiralty Courts,” and over time the system evolved to consider commercial maritime matters as well as the naval cases within their admiralty jurisdiction. “Jurisdiction” is the right and power of

a court to interpret and apply the law. We could spend a law school semester discussing the scope of “admiralty and maritime jurisdiction,” but it generally refers to a vessel accident that occurs on navigable waters or a contract or claim that directly effects a vessel’s operation, maintenance, repair, seaworthiness, or safety. Certain exceptions are made to this general rule. A contract for the purchase and sale of a vessel, for example, does not concern any of those things and as such is not considered to be a maritime contract. All U.S. Courts derive their authority from the U.S. Constitution, and when the framers of the Constitution addressed the question of admiralty jurisdiction, they simply extended the power of the U.S. Federal Courts to include “all cases of admiralty and maritime jurisdiction.” The delegation of admiralty cases to the federal court system did not include the creation of separate “Admiralty Courts.” Instead, maritime cases are heard in the United States by federal district courts exercising admiralty jurisdiction by ap-

Dana Point Harbor WHAT HAPPENED : On June 21, tenants in Dana

Point Harbor received a letter from Bellwether Financial alerting them of a 26 to 96 percent increase in slip fees beginning on Oct. 1. Rates for slips under 30 feet will increase by 26 percent and the largest slips between 55 and 60 feet would increase by 90 percent. The increase in the slip rates was calculated using market rates from marinas in Orange County with the majority based in Newport Beach. The Dana Point Boaters Association sent a letter to Orange County Supervisor Lisa Bartlett questioning the calculation and requesting that the county would step in to address the affordability of the slip fee rise. In an Aug. 10 letter addressed to the Orange County Board of Supervisors Dennis C. Winters, a legal advisor for the Dana Point Boaters Association, alleged that the Dana Point Harbor Partners were in violation of the spirit of lease and the

Tidelands Grant to the County, which states that prices will be ‘market rate’ and pricing would be reasonably determined and consistent with the limitation on pricing as mandated by the grant. There have been several protests by community boaters who are concerned about their ability to stay in the harbor after the slip fee increase and boaters have attended Supervisor meetings to voice their dissent. On Sept. 2 the Recreational Boaters of California sent a letter to both the California Coastal Commission and the California State Lands Commission advocating for DPBA and requesting that the State Lands Commission takes timely action to prevent the increase.

question was filed in Orange County Superior Court pursuant to this provision. A discussion of jurisdiction and the court system may be of little practical use to the average boater, but these are important issues that need to be considered in litigation. An experienced maritime attorney can help to navigate a legal claim through the system.

96 percent increase in slip fees which the suit alleges is out of line compared to the market rate for publicly owned marinas. The suit also asks for damages. The suit alleges the rate increase violates the county’s policy on slip increases and also violates the Tidelands Grant. Lastly, the suit alleges the Dana Point Marina holds a monopoly position as the only large publicly owned marina in Orange County and has breached the obligation to treat slip holders in a fair and reasonable manner

forcing the boaters to take action. While legal efforts are still unfolding the Dana Point Boaters Association recommends that boaters pay the increased amount, but write “paid in protest” on the memo line of the check. In a newsletter from Dana Point Harbor Boaters Association, they stated that some boaters have already left their slips or had to sell their boats.

plying this body of maritime law. To confuse matters somewhat, the extension of the federal judicial power to maritime cases was implemented with a clause that allows plaintiffs in most cases, at their option, to file a maritime case in State Court. The State Court judge in those cases would need to apply the same maritime legal principles as a federal judge would apply in a federal maritime case, but the attorney filing the case may prefer State Court for various strategic reasons. The most important of those strategic reasons is the right to a jury trial. If the sole basis for Federal Court jurisdiction is that the case in question is an Admiralty case, it will be heard by a judge, without a jury. Conversely, most State Court cases will be heard by a jury if one or both parties request a jury. Maritime personal injury Plaintiffs often prefer that the case is heard by a jury, so they usually elect to bring the case in State Court where they will request a jury. Classes started at the facility on Aug. 30 in a sort of soft opening before the Sept. 24 ribbon-cutting. By: JORDAN B. DARLING N E W P O R T B E A C H — Orange Coast College celebrated the official opening of the brand-new Professional Mariner Training Center in a ribbon-cutting ceremony on Sept. 24. City, local, and state officials, including former director and now Newport Beach Mayor Brad Avery, Orange County Supervisor Katrina Foley, Assemblywoman Cottie Petrie-Norris, and State Senator Dave Min, visited the campus to celebrate the new maritime training facility, which is part of OCC’s re-branded Newport Beach Waterfront Campus. The new facility was a $22 million project that broke ground about two years ago and is the new home of the college’s Professional Mariner Program with a new two-story building that holds classroom and laboratory space, a radar training room, a conference room, a student lounge, and a full Mission Bridge simulator.

“The professional mariner training center, which is the new building houses our academic program at the college for training future mariners,” said Sarah Hirsch, director of the waterfront campus. “The new building already houses simulation equipment. We have what’s called a full mission bridge simulator, and it is an international standard of training where we essentially enter a room that has T.V. screens all around that are programmed to show a virtual reality of a ship moving. So, the instructor selects a ship and the scenario, and then the students are driving the ship and reacting to the scenario, and so that is really a huge leap for us to be able to offer that to the students.” The facility also holds a The new sky bridge connects the new facility to OCC’s harborside facility allowing students to second classroom with indi- cross PCH without crossing traffic. vidual simulation stations, essentially it is desktop computers with three screens, and a control box that allows students to practice scenarios while at a simulated helm. The simulators can be used to teach everything from course-plotting on the international standard to radar and other navigation tools. “You know they have been in different classrooms, and this is the first time that the program has been in a purpose-built building,” said Hirsch. “So, all the students come to the same building for their different classes and so far, that has been amazing... Just seeing all the students in one place was really special...I think it will be great for the program in the long run.” City, local, and state officials, including former director and now Newport Beach The facility also hosts a new bridge Mayor Brad Avery, Orange County Supervisor Katrina Foley, Assemblywoman Cottie that crosses over the Pacific Coast High- Petrie-Norris, and State Senator Dave Min, came to the campus to celebrate the new way to connect the training center to the maritime training facility. college’s harborside sailing facility. “...It really creates a campus that would otherwise be so disconnected,” adding in some said Hirsch. “Because the highway is so classes for profesbusy, so it is kind of hard to feel it until sional mariners you’re here, but the bridge is a really ex- who want to work citing way to tie together everything that on their merchant we do.” mariner credenThe professional mariner’s program tial, or they alhas been around for 12 years and offers ready have their an academic section for students through merchant mariner OCC who are looking to gain a two-year credent ia l, a nd Associates or a certificate in profession- they need to add al maritime, and community boating a class there are course for community members looking some classes that to brush up on their boating skills or just are required to inlearn a new skill. crease the scope of The new facility offers simulation training, including a full mis“We have a long-standing history of a captain’s license sion bridge simulator that allows students to react to scenarios at the helm. offering community boating classes, so essentially.” we will continue at our waterfront facilProspective ities,” said Hirsch. “...We will continue to students can visit the waterfront cam- fessional development, or the for-credit offer community sailing, powerboating, pus website at waterfront.orangecoast- program that the students can enroll at some offshore opportunities, some coast- college.edu to learn more about the pro- the college and actually earn an Associal cruising, and some seamanship class- gram and sign up for classes. ate’ degree,” said Hirsch. “We really are es so navigation and radar for folks who “Our goal is to offer what our boat- trying to provide our community with a want to learn that for their own recre- ing community needs, whether it is rec- well-rounded array of marine and boatational boating. CDFW Restricts Boat Use at Mendota Wildlife Area The restriction is for motorized boats with trailers and will continue through the end of waterfowl season. By: JORDAN B. DARLING FRESNO — The California Department

of Fish and Wildlife has temporarily restricted boat use in the Mendota Wildlife Area in Fresno County through Feb. 13. The restriction is due to an overgrowth of water hyacinth, an invasive aquatic plant species native to the Amazon, that has taken over the pool. “It has been an invasive nuisance weed in many areas for a long time,” said Steve Brueggemann, senior fish and wildlife habitat supervisor for the CDFW. “It just showed up in the Mendota Wildlife Area in 2019 and has exploded from no acres in the summer of 2019 to an estimated 165 acres within the wildlife area in the last two years.” Water hyacinth forms in dense colonies creating mats that block out sunlight and can crowd out native species and entangle or impede vessels. Brueggemann said that the plants have already changed the turbidity of the pool taking it from the natural almost chocolate milk-colored cloudiness that obscured the bottom of the pool to almost completely clear, which allows them to increase their reproduction. “...I’ve been here for the last 30 years and the hyacinth has acted like a filtration system that basically cleans that water to where you can see the bottom of the pool in most places now,” said Brueggemann. “And that has really made the young plants, the seedlings which grow on the bottom, produce over a much larger area within the pool...Just the hyacinth being there has kind of increased the hyacinth’s ability to reproduce by clearing the water.” Aside from the environmental factors, the plant impairs pumping operations and can tangle boat props and impede

navigation. Brueggemann said they had a boat stuck in the pool just last year. The restriction is on vessels using a trailer and will continue through the end of waterfowl season. The restriction has been placed for two reasons, the plant impedes the boat’s ability to operate safely, and secondly, the plant is highly invasive and can spread to other bodies of water and can become stuck between the trailer and the boat and then the boater would unknowingly take the plant somewhere else. “What we saw last year was they would load a boat onto a trailer and they would pinch a lot of the hyacinth between the boat and the trailer and carry it off,” said Brueggemann. “Which was concerning if you’re going to take that to other water bodies and introduce that plant you could have other issues arise in the lakes around here.”

The water hyacinth grows in large mats that can block out native plants and impeded the ability of boats to operate safely.

According to Brueggemann, hyacinth has been a major problem in the delta and is concentrated in Stockton/Sacramento area. The Department of Boating and Waters Ways has been tasked Brueggemann said the purple flower is with controlling the hyacinth popular for people to use in their aquatic in the area for the last couple gardens and it can escape into the environment. of years. A Sense of Adventure and a Dose of Curiosity

the Atlantic Ocean you have a choice to make you either turn left and that takes you south to warmer waters and eventually towards the equator. If you turn right you end up going to northern climes it is not all that far from there to the Arctic Circle and I have always been drawn to the rather bleaker and somewhat colder places than I have to the hotspots.” Heiny also found that he would draw inspiration from his fondness for the particularly strange and socially isolated puffin. A peculiar bird, the puffin has a small black and white body with tightly packed feathers, allowing them to sur-

Curiosity often drives us to the most fascinating of places and on some of the grandest adventures. For one man it drove him to the arctic waters of Iceland in a Victoria 38 sailboat in search of answers to satisfy his curiosity about the volcanic island to the north and to see some peculiar seabirds along the way. Paul Heiny is a sailor and well-known broadcaster and writer out the United Kingdom who turns his sailing adventures into digestible novels for sailors and non-sailors alike. In his most recent book, “Farewell Mr. Puffin” Heiny documents his travels from the east coast of England to the crisp northern waters of Iceland and the lack of the peculiar puffin that is so native to colder northern waters. Heiny began his journey in his coastal village on the east coast of England where he stumbled across a set of documents from the 12th and 13th centuries recording a trade route that saw roughly 150 boats running the coast of England up to Iceland and back each year. “I thought crikey in the 1200s 1300s how the hell were they navigating and it suddenly came me it’s not that difficult,” said Heiny. “Because none of the hops, if you go from England to Scotland to the Orkney Islands to the Faroe Islands to Iceland, none of the hops are more than 200 miles so you know you’re only 36, 46, 48, hours out of sight of land really. Because Orkney is very high, Scotland is very high, Faroes are very high, and Iceland is very high if you had a compass you would be hard-pressed to miss them. So, I thought that was very interesting and that is the route that I took. The route these 12th and 13th-century boats would have taken.” Iceland is a Nordic island nation defined by its dramatic landscape that is littered with volcanoes, geysers, hot springs, and lava fields. Located in the North Atlantic Ocean just outside of the Arctic Circle it is home to an estimated population of 400,000 and has become a bit of a tourist attraction in recent years with experts forecasting 700,000 tourists will visit the island by the end of 2021. Heiny found it rather curious that the island had become such a tourist destination and drawn to colder climes and a desire for a new adventure packed up his sailboat to head north. “There are two things that inspired the journey really,” said Heiny. “Iceland is a peculiar place as in over the last ten years or so there has been the most incredible tourist boom...So first I was just curious because from where I live on the east coast of England it is not a million miles to get to Iceland but I was very curious to see what all the fuss was about… The other reason I wanted to go is that if you are sailing from the south coast of England once you get to Lands End where Britain ends so to speak before you hit

coast of Europe and particularly in Iceland. The puffin’s numbers have taken a dramatic decline inspiring Heiny to center his book partially on the puffin’s lifestyle and its connection to the sea. Heiny made the journey south around Cape Horn a few years ago in an 18,000mile journey, documented in his book “One Wild Song”, after making the trek south in the stifling heat he found the journey into crisper northern waters refreshing but not without its challenges. “The technical aspect of sailing up in Iceland is that you have to be fairly

self-sufficient in your boat,” said Heiny. “It is a highly civilized place but it doesn’t do yachts it doesn’t understand sailboats.” With a lack of marinas and other amenities for cruising in Iceland, boaters need to have a sense of self-sufficiency. Heiny did say that if a boater was having engine troubles they could probably find what they are looking for and someone to fix it but other than that you will need to do things on your own. Heiny also recommends that sailors have good respect for the colder climate. Leaving Grimsey Island on the north coast Heiny and his crew were surprised

LAGUNA BEACH— The Pacific Coast Highway runs the West Coast of the United States from Baja up to the top of the Olympic Peninsula. Construction on the highway began in 1919 and was initially estimated to cost $1.5 million, but federal funds were appropriated and in 1921 voters approved additional state funds, in the end, it was $10 million dollars to construct the highway, accord-

ing to the U.S. Department of Transportation Federal Highway Administration. The construction of PCH included 33 bridges among them the famous Bixby Rainbow Bridge at Big Sur. The 1,687-mile-long highway hosts some of the most beautiful views along the coast and is home to several historic stops including Hearst Castle. PCH was christened in 1939 by the Roosevelt administration.

Stars+Stripes Team Wins 56th Congressional Cup By: JORDAN B. DARLING

LONG BEACH — Taylor Canfield’s USA

Team, Stars+Stripes, have won the 56th Congressional Cup at Long Beach Yacht Club, making this Canfield’s fifth Congressional Cup victory. “It’s incredible, but it feels just like every other win,” said Canfield in a Sept. 19 press release. “Fantastic! And to win with the Stars+Stripes Team again: I’m on top of the world.” Mike Buckley, CEO of

Stars+Stripes, was racing with Canfield, plus Mac Agnese, Leo Boucher, Victor Diaz De Leon, George Peet, and Erik Shampain. In the semi-final round, Canfield took on Eric Monnin, Capvis Swiss Match Race Team, who had advanced to the semi-finals for this first time in his eight years at the Congressional Cup. Monnin won his initial match against Canfield but was turned back in the next three matches, including one black-flagged match. Monnin then beat Chris Poole of the USA in the best-of-three series in the petite finals and captured his first podium

win. Finally, Canfield was up against Johnie Berntsson of Berntsson Sailing Team Sweden in the finals. The lightest day of the series with patchy southerly breezes coming to about seven knots. Stars+Stripes swept the series with three wins in a row. Berntsson took home the second-place trophy for the fourth time in 15 years. “It was great to come and beat an incredible field of sailors, including some great up-and-coming young guys,” said Canfield. “But at 32, I think I’ve got a few more years left in me.” The top eight teams in the Congressional Cup will

qualify for the World Match Racing Tour Finals in Shenzhen, China, Dec. 15-19. The event will have a $200,000 prize purse. The World Match Racing Tour was founded in 2000 and promotes match racing worldwide. When the tour was established, the Congressional Cup was in its 45th year and became one of the flagship events for the championship. Navy Yacht Club in Long Beach Hosts Annual Navy Day Regatta Oct. 23 The Lloyd Phoenix Trophy is on display in the Robert Crown Center at the United States Naval Academy.

Seattle Skipper Wins U.S. Offshore Championship By: JORDAN B. DARLING

ANNAPOLIS, MARYLAND — Skipper Steve

Travis from the Corinthian Yacht Club in Seattle, Washington came out on top at the 2021 U.S. Offshore Championship held in Annapolis, Maryland Sept. 24-26. There were eight teams from all over the county competing for the Lloyd Phoenix Trophy over the three-day event. The regatta kicked off with a buoy race and a distance race that had second-place Bob Fleck in the lead following by thirdplace Ensign Don Poirier from the Navy Offshore Sailing Team and Travis. Racing was interrupted on the second day due to a lack of wind but the breeze kicked back up for the last day allowing for two distance races. Travis and his crew took the lead in the final race of the day overtaking Poirier and the US Navy Sailing Team midway through to secure an overall win.

“We had a decent start, and thought we had a good shift, and it turned out to be not such a great shift,” said Travis in an article from Scuttlebutt. “We rounded the mark in third, and the boat in front of us [Navy] took their kite down and put a jib up, which ended up being not the right thing to do. And then the lead boat jibed away, and when they came back were behind us. From there, it was just a reach to the weather mark. Then it was shifty, inside the harbor with 30-degree shifts…it was stressful to hang on… but we did it.” The Notice of Race required teams to have raced together in a minimum of five races and added a U.S. Naval Academy Midshipman to each team. The U.S. Offshore Sailing Championship is a biennial event with the winner walking away with the Lloyd Phoenix Trophy named for a US Naval Academy graduate who served in the Civil War.

Recreational Spiny Lobster Season Opens on Oct. 2 By: JORDAN B. DARLING

ster season will open on Oct. 2 at 6 a.m. and will continue through March 16, 2022. Regulations prohibit taking lobster before 6 a.m. including baiting your hoop net or grabbing lobsters prior to 6 a.m. “No one can attempt to take lobster prior to 6 a.m. on Oct. 2. This includes baiting your hoop net or grabbing lobsters with your hand prior to 6 a.m.,” said California Department of Fish and Wildlife Captain Eric Kord in a CDFW press release. “With a sunrise around 6:45 a.m. on the morning of the opener, that means there will be a very short window of time to legally take lobster in the dark when most lobsters are out.” Individuals 16 and older are required to have a lobster report card, a valid sport fishing license, and an ocean enhancement stamp. Hoop netters and divers will have to fill out the date, location, and gear type prior to fishing. After anglers are done fishing or have changed locations, they will need to record the number of lobsters kept from that location. Lobster report cards will have to be submitted online to the CDFW at the end of the season by April 30, regardless of whether the card was used or any lobsters were caught. Anglers can purchase another lobster report card if their card is full, but all anglers must report each lobster that is caught. Failure to report all lobster report cards will result in a non-reporting fee of $21.60. Lobster cards can be purchased online at https:// www.ca.wildlifelicense.com/internet-

In the 2020-21 lobster season there were 46,000 report cards purchased and the CDFW reported that over half were new lobster hunters. sales/. Report cards cannot be printed at home. The CDFW recommends allowing for a 15-day period for the report card to be mailed. Anglers can also purchase a lobster report card at participating sporting goods stores. The daily lobster bag and possession limit is seven, and lobsters have to be at least three-and-a-quarter inches long measured in a straight line

on the midline of the back from the rear edge of the eye socket to the rear edge of the body shell. Lobsters can only be taken with hoop nets or by hand, and no more than five hoop nets can be possessed by a person taking spiny lobster, and no more than 10 hoop nets may be possessed aboard a vessel regardless of how many people are on board. Only two hoop nets

can be used when using hoop nets on a pier, jetty, or other shore-based structures. Anglers should be sure they are not fishing in prohibited waters by checking the Ocean Sport Fishing Interactive Web Map. FISHING NEWS UPDATES

NATIONWIDE— The U.S. Senate unan-

imously voted to pass the Driftnet Modernization and Bycatch Reduction Act on Sept. 14. The bill will phase out the use of large-mesh drift gillnets in federal waters off the coast of California, the only place where the nets are still used in the United States. In 2018 California passed a four-year phase-out of large-mesh drift gillnets in state waters. The new bill extends the protections to federal waters within the next five years. In addition, it will authorize the National Oceanic and Atmospheric Administration to help the commercial fishing and industry transition to more sustainable gear types, including a grant program to supplement state funds. The bill was introduced in 2020 and was vetoed by President Donald Trump on January 1. Large-mesh drift gillnets are between a mile and a mile-and-a-half long and can extend 200 feet below the surface, often tangling whales, dolphins, sea turtles, and other species that are not the target. According to a press release from Senator Diane Feinstein’s office, large-

mesh drift gillnets are responsible for 90 percent of porpoise deaths along the West Coast. “The Senate has once again voted u n a n i mou sl y t o pass our bill, showing its broad support,” said Senator Diane Feinstein in a Sept. 15 press release. “Drift gillnet s indiscr iminately kill whales, dolphins, porpoises, sea turtles, and other marine animals. They have no place in our waters when more effic ient , su s t a i nable, and profitable Testing has shown that as much as 98 percent of animals caught with deep-set buoys are swordfish and methods are avail- thrasher sharks, resulting in far less bycatch than large-mesh drift gillnets. able. I’m working with my House colleagues to move this bill through their out these harmful drift gillnets.” The bill deep-set buoy gear and hook-and-buoy chamber and get it to the president’s desk will phase out the use of nets and help systems. To read the full bill, see https:// as quickly as possible. It’s time to phase the industry transition to equipment like bit.ly/3CV4qPH.

FEATURED CATCH Rockin Robin Caught Off the Coast DANA POINT— Anglers in Dana Point pulled up this oddity on Sept. 16. “Well, well, well, what have we here?” said a Sept. 16 Dana Wharf Sportfishing Facebook post. “Not a very common catch, to say the least...what is it?” Facebook sleuths made their best guesses as to what the fish was, and the most common answer was a gurnard, also known as a sea robin. Gurnards live on the seabed and are most commonly found in the Atlantic and Mediterranean oceans, making them a rarity in the Pacific.

 The fall fishing season is upon us and the offshore fishing continues to impress with a wide variety of offshore species still within easy reach of Southern California anglers. The bluefin tuna fishing has been leading the way during the 2021 fishing season and the bluefin bite on fish running from 20 to 270-plus pounds remains very good for those fishing at the Tanner Bank. Elsewhere, there is good mixed bag offshore fishing for yellowfin tuna, 15 to 50-pound bluefin tuna, mixed size dorado, and mixed size yellowtail for boats fishing offshore banks below and outside of Los Coronado Islands. Those interested in marlin fishing saw the past weekend produced some biting marlin in the San Diego and Catalina areas. 

The bluefin tuna fishing at the Tanner Bank has been and still is producing the headline grabbing offshore fishing with anglers catching bluefin tuna that have gone up to 395.4 pounds and with the past couple of weeks seeing bluefin being caught that have ranged in size from 20 to 270-plus pounds. In addition to bluefin tuna, the Tanner Bank has also been producing some nice sized yellowtail and an occasional yellowfin tuna.

The fishing around the high spot at the Tanner Bank has been providing good numbers of the 20 to 70-pound bluefin tuna and a few nice sized yellowtail while either anchored or drifting in 18 to 30 fathoms. Most Skippers prefer fishing on the anchor while in these depths. Those Skippers that want to focus more on the jumbo sized bluefin tend to find the best fishing for the larger fish while working deeper water in depths ranging from 50 to 350 fathoms. The best area for the jumbo sized bluefin fishing in recent days has been out in 50 to 350 fathoms out to the west and the northwest of the Tanner Bank high spot.

Private boater Tom Golding of Last Buck reported about fishing a recent trip at the Tanner Bank. Golding was fishing with his boat partner Steve Kunitake and the two anglers caught seven bluefin tuna. Golding said that they each kept their two fish limits of bluefin and that they released the rest.

Golding reported catching all of their bluefin while fishing on the anchor around the high spot at the Tanner Bank and he said they had success while anchored in 170 feet and in 150 feet. They caught all their fish on flylined sardines in what he described as a “plunker bite” while sitting on the anchor. Five of their bluefin were 35 to

40-pound fish and they also each caught a larger bluefin that was up in the 60 to 70-pound range. In addition to fishing on the anchor, Golding said they did some trolling in deeper water with a kitetrolled Yummy Flyer in an effort to target a jumbo sized fish but said they could not get bit on the troll. Congratulations go out to Tom and Steve on their catch of limits of bluefin tuna plus three bluefin that were caught and released!

Private boater Floyd Sparks of Tuna Kahuna fished a recent trip to the Tanner Bank. He was fishing with friends Tobin Rippo and Jim Mitchell aboard and they had an incredible day of fishing for truly jumbo sized bluefin tuna. Sparks said that they caught and kept three bluefin that weighed 200 pounds, 200 pounds and 270 pounds and that they also caught and released two additional 270pound bluefin tuna. Wow!

Sparks said that all their bluefin were caught on kite fished or helium balloon fished flying fish. He said they also tried mackerel and had some bites on mackerel where the fish would scrape the bait but not eat the bait. He said their jumbo sized bluefin were caught while fishing the deeper water to the northeast of the Tanner Bank high spot and said that the smaller sized bluefin were more prevalent in closer to the high spot where boats were fishing while anchored. What an awesome catch of jumbo sized bluefin tuna! Congratulations go out to Floyd, Tobin, and Jim!

Boats fishing offshore banks below and outside of Los Coronado Islands are seeing improved fishing for a mix of 18 to 40-pound yellowfin tuna, 15 to 50-pound bluefin tuna, 6 to 15-pound dorado and 5 to 15-pound yellowtail.

There is a good spread to the areas below and outside of Los Coronado Islands that have been producing the dorado, yellowfin tuna, bluefin tuna and yellowtail. The 50 to 100-fathom curve outside of the stretch between North Island and the 27 Fathom Spot that is located below the Rockpile has been a productive zone for bluefin tuna and has also been an area that has produced some yellowfin tuna with porpoise. The 425 Bank, the 475 Knuckle, the 371 Bank and the Upper Hidden Bank have been producing more of a mixed bag of yellowfin, bluefin, dorado and yellowtail. The best area for dorado have been the trench outside of the 390 Bank and the region of the 450 Spot that is located above the 213 Bank. Please see FISH REPORT, PAGE 23

Fish Report From page 22

The yellowfin tuna have mostly been biting from blind trolling strikes and from trolling strikes or stopping on meter marks that have been found around porpoise. There have also been some good yellowfin bait stops found after getting a trolling strike or after stopping on a meter mark or a sonar mark. Look for areas of working birds or spots of breaking fish to locate bluefin and it has been kelp paddies that have been producing most of the dorado and yellowtail.

The past weekend saw two tournaments running and there were a good number of boats out looking for marlin. What was found was that the good marlin bite up around Santa Barbara Island that had been going on the week before was no longer happening. When boats started looking to other areas what was found was that there were marlin biting at Catalina off of the stretch between the Farnsworth Bank and Ben Weston and that marlin were also biting in an area 4 to 7 miles off the coast between Mission Bay and La Jolla.

The area 4 to 7 miles off the coast between Mission Bay and La Jolla produced 2 marlin that were caught and released and both the marlin were located and caught by blind trolling strikes. The other productive marlin zone of the past weekend was off the back side of Catalina for boats fishing

between the 100-fathom curve and the 150-fathom curve outside of the stretch between the Farnsworth Bank and Ben Weston. There were a few sleepers and feeders seen in this area with some strikes reported on trolled jigs and on trolled ballyhoo. My estimate was that 3 or 4 marlin were caught and released from this zone off Catalina on Saturday.

The surface fishing has improved at Los Coronado Islands with yellowtail, calico bass, bonito and bluefin tuna biting. Sea Watch out of Seaforth Sportfishing fished a recent full day trip around Los Coronado Islands and had 16 anglers catch 11 yellowtail, 9 bluefin tuna, 12 calico bass, 64 bonito, and 64 rockfish.

Bluefin tuna have been found in a few areas around Los Coronado Islands with the Lighthouse at the south tip of South Island and the South Kelp Ridge being good areas to take a look at. There have also been bluefin found outside of the stretch between North Island and the 27-fathom spot that is located below the Rockpile in 40 to 100 fathoms. Areas to take a look at for yellowtail have been the weather side of North Island, the Lighthouse at the south tip of South Island and the lee side of North Island. Look for bonito along the weather side of North Island, at the Middle Grounds, at the Lighthouse at the south tip of South Island, and at the Rockpile. Calico bass have been biting best around South Island at spots such as the Ribbon Kelp, the north end of South Island, and the back side of South Island.

The fishing along the San Diego County coast has been good for a mixed bag of reds, rockfish, whitefish, sculpin and a few bass. The yellowtail fishing along the coast has been slow but there has been a chance at scratching out a yellowtail at the upper end of La Jolla. The kelp beds at the upper end of La Jolla have been best for trying to get a calico bass bite going. Water conditions along the coast have generally been improving so there is reason to think that the surface fishing along the coast could be improving sometime soon.

Productive areas for the reds and rockfish have been the region of the Whistler Buoy at Point Loma, the Green Tank at Point Loma, The 270 to the west of Mission Bay, the upper end of La Jolla, Del Mar, Solana Beach, Leucadia, and Box Canyon.

The halibut fishing along the San Diego County coast has been scratchy with one recent report about a couple of legal sized halibut being caught off Mission Beach. Places where occasional halibut have been reported in recent weeks have been Imperial Beach, the Yukon Shipwreck off Mission Beach, the sunken NEL Tower off Mission Beach, outside of South Ponto Beach, the sandy bottom next to the Buccaneer Pipeline, and the sandy bottom next to the artificial reefs off Oceanside.

continuation of the great bluefin fishing of the summer and has also provided improved offshore fishing for yellowfin tuna, dorado and yellowtail. Do not make the mistake of putting away your fishing gear too early. I hope you can get out on the water and enjoy some great fall fishing! Keep on fishing and I hope to see you out on the water sometime soon! Bob Vanian is the voice, writer and researcher of the San Diego-based internet fish report service called 976Bite which can be found at www.976bite. com. Vanian also provides anglers with a personal fish report service over the telephone at (619) 226-8218. He always welcomes your fish reports at that same phone number or at bob976bite@aol. com.
