The Swimming Dead MADAGASCAR— It has been discovered that a giant, mysterious fish from the era of the dinosaurs, can live to be one century old. The coelacanth, also known as the fossil fish, a slow-moving fish that can grow to be the size of a human, has earned its name as a ‘living fossil.’ A fish that was once thought to have a lifespan of 20 years has recently been revealed to live to be 100-years-old. Females don’t reach their sexual maturity until their late 50s, while males reach theirs between the ages of 40 and 69, according to a study done by French scientists. In addition, researchers believe the fish’s pregnancy lasts for about five years. The technique scientists used to calculate the fish’s age was to count the big lines on a specific coelacanth scale, but French scientists discovered they were overlooking smaller lines that could only be seen by polarized light. This technique is used to work out the age of commercial fish. The fish’s slow aging is similar to that of a shark, which can also live to be hundreds of years old. Although the two creatures have no genetic connection, scien-

1938 off South America. This most recent discovery of the fossil fish was found in West Indian Ocean off the coast of Madagascar by a group of South African shark hunters.

The fish is so endangered that scientists are only allowed to study the specimens that are already caught and dead, according to The Guardian.

City Lifeguards can be granted Peace Officer powers which grant them authority to enforce harbor laws. The lifeguards offer the law enforcement, medical, and rescue swimmer response at an affordable cost. This allows the police and Sheriff Departments to use their officers for real crime on the streets. This is a win-win. This model would work well in Newport too, where the city could buff out the harbor patrol with paramedics and City firefighters and the Sheriff could focus on offshore illegal vessel interdiction (smugglers).”

NATIONWIDE— On Oct. 18, 1972, the

Clean Water Act, which protects the nation’s waters from pollutants, was signed into law. The Federal Water Pollution Control Act was signed into law in 1948, becoming the first major U.S. law to address water pollution; in 1972, the law was amended and became known as the Clean Water Act, according to the United States Environmental Protection Agency website. The amendment established the basic structure for regulating pollutant discharge; gave the EPA authority to cre-

ate pollution control programs, like setting wastewater standards; maintained previous requirements for water quality standards for contaminants in surface waters; made it illegal to discharge pollutants into boating waters, unless they had a permit; funded the construction of sewage treatment plants; recognized the need to address nonpoint source pollution, according to the EPA website. The law came into play in the early ’70s; after it, several revelations came to light about water pollution and the havoc it played on the nation. In 1968 a survey showed that pollution in the Chesapeake Bay created millions of dollars in revenue loss for local fishermen. In 1969 a study showed that

LOCAL Cruise Ships and Passengers Are Back in The Port of San Diego SAN DIEGO— Disney Wonder and Grand

Princess were the first to sail out of the San Diego Port on a four-day cruise to Mexico and back on Oct. 1. The Port of San Diego has not allowed cruise ships in their port since Spring of 2020 because of COVID-19. The port is currently preparing for more than 100 cruise calls from now until May 2022. For the most part, the port is expecting cruise calls from Holland American Line, Princess Cruises, Disney Cruise Line, and Celebrity Cruises. Health and safety continue to be the top priority of the port, and they are working closely with the cruise lines as well as local, state, and federal officials to ensure safe cruises.

Avalon Harbor is Set to Welcome Back Cruise Ships with Limitations CATALINA ISLAND— Oct. 5 was the first day to welcome back cruise ships to the Avalon Harbor. On Oct. 3, 2020, the CDC issued a Framework for Conditional Sailing Order for cruise ships operating or looking to operate in U.S. waters to resume passenger operations. The Avalon City council unanimously voted to approve a new policy that limits the number of scheduled cruise ships to three a week for both summer and winter, additional cruise ship vists will have to be authorized by City Manager Denise Radde. The debate over the city’s approach to allowing cruise ships to visit has been a long-time discussion amongst business owners, representatives of the Catalina Island Company, and Avalon residents. The issues included the number of vessels to be allowed and the process for deciding on the policy. The bulk of the counsel’s two-hour meeting was devoted to the cruise ship discussion. According to the staff report by Radde, the new policy will preclude cruise ships on weekends during the summer season or special event weekends without the approval of the city manager. According to the report mentioned above, the recommended policy guidelines also include, “Repositioning, infrequent, or small cruise ship vessels (1,000 passengers or less) may be considered for visitation by the Harbor Master, taking into account the day requested, holidays, event(s), harbor activity(ies), impacts to public safety, etc.” As well as “The Harbor Master and Finance Director will provide an annual report on cruise ship vessels that includes the number of vessels that visit Avalon, number of passengers, amount of wharfage collected, any safety or security incidents that may have occurred while the ship was in port, as well as projections and scheduling information for the next year.” The full order can be found at https://

Feather River Fish Hatchery Will Increase Production to Offset Drought Impact on Chinook Salmon Production OROVILLE— The California Department of Fish and Wildlife (CDFW) and the California Department of Water Resources (DWR) announced they will be working together at the Feather River Fish Hatchery in Butte County to increase production and aid in offsetting the drought’s impact on spring-run and fall-run Chinook salmon as a result of this year’s extreme drought conditions. Together, CDFW and DWR are taking a two-part method to support the Feather River salmon population and guard against the impact discovered during the state’s multi-year drought, as well as protect against the effects, uncovered in recent years, of nutrient deficiency. The two agencies will increase the amount of spring-run Chinook salmon that successfully spawn in-river by returning the healthy adults that return to Feather River Fish Hatchery. Secondly, Chinook salmon production at the hatchery will increase from 6 to 7.75 million smolts. CDFW successfully spawned 3 million Chinook salmon eggs in Sept. 2021. The spawning of fall-run Chinook salmon at the Feather River Fish Hatchery will begin early October with intentions to reach their 7.75 million smolt goal so they can be released in Spring 2022.

I was just informed by my tax accountant that the IRS is trying to exclude a piece of equipment I bought for business purposes and installed aboard our vessel, which is a U.S. flagged, Coast Guard documented vessel. The vessel was operated in foreign waters at the time that the equipment was in use and they say that since the equipment was out of the U.S., it is not deductible. I’ve always been under the impression that essentially a U.S. flagged vessel is considered U.S. “soil” and all U.S. laws apply onboard. Is that true?

ANSWER: I am not a tax attorney but I can provide some guidance to your tax advisors that may be helpful. It is a bit of a stretch to say that a U.S. flagged vessel is “American Soil” or “American Territory,” but U.S. flagged vessels are nonetheless subject to U.S. jurisdiction and U.S. law wherever they are located on the planet. An international treaty dating back to 1962 (the United Nations Conference on the Law of the Sea; Convention on the High Seas) provides the rules for nations to exert their jurisdiction on the high seas. Article 5 of the Convention provides, in part, that “Ships have the nationality of the State whose flag they are entitled to fly.” ArPlease see ATTORNEY, PAGE 7

ticle 6 of the Convention provides, in part, that “Ships shall . . . be subject to [the Flag State’s] exclusive jurisdiction on the high seas.” Most of the statutory and case law in this area concerns the enforcement of U.S. criminal law on the high seas, particularly in the area of drug trafficking. For example, in United States v. Riker, a 1982 case from the 11th Circuit Court of Appeals, the Court noted that “ the United States has power to define and punish criminal offenses aboard ship just as it has power to do so upon American territory.” The drug trafficking cases establish the right of the U.S. government to expressly extend various laws to the high seas (in the case of drug enforcement, they are referring to the “Maritime Drug Law Enforcement Act.”). Unfortunately, this is where the analogy to “American Soil” begins to fall apart. It’s one thing to say that the United States has the power and authority to extend its laws to the high seas, but that’s different than saying that all U.S. laws are automatically extended to the high seas. Congress has chosen to extend many of our criminal laws to the high seas, but you may find the provision of the tax code that includes your equipment deduction to have been left at the dock. My suggestion to your tax advisors (again, I am not a tax attorney!) would be to start with various criminal enforcement statutes that are expressly extended to the high seas, then look to aspects of the IRS Code that extend to U.S. interests operating in foreign territory, and try to draw an analogy that will work for your case.

COSTA MESA — Kite fishing for bluefin tuna is the preferred method for tuna fishing amongst anglers and provides a tempting bait for fish. However, as the tuna population grows in the Pacific, so does the demand for their catch. Jazz Moorhead, a local lure maker from Costa Mesa, devised a new kite fishing lure while confined to his home during the first COVID-19 lockdown in March 2020. Like most anglers, Moorhead often encountered the inconvenience of using dead bait (a dead fish or creature which is used as bait for the desired catch); the fish’s body can become damaged from rough sea conditions, the wings can break, and the frozen bait will thaw out when sitting in warm water quickly. In addition, a dead bait costs about thirty dollars, and with cost comes the risk of damaging the bait or losing it to the tuna. Three years ago, Moorhead was crewing on a yacht and was tuna fishing a couple of days a week, using about 20 to 30 dead baits per fishing trip. We are starting to see trends that indicate fewer and farther between less heavy sheens of oil.”

Fisheries Closure On Oct. 2, the CDFW released a declaration closing fisheries from Huntington Beach to Dana Point due to the oil spill off the coast of Huntington Beach. The Office of Environmental Health Hazard Assessment determined that the

NEWPORT BEACH— Harbors are beginning to reopen after closures throughout the southern part of the state due to a 13 square-mile oil slick three miles off the coast of Newport Beach that was reported to the city on Oct. 2. The city website said that preliminary results from an investigation stated that the leak appears to have originated from a broken pipelined connected to Oil Platform Elly, an offshore rig owned by Amplify Energy Corporation. Officials said there was a 13-inch crack in the pipeline that began leaking oil causing, the slick. The response and investigation have been broken up into two teams with five: state, federal, and local agencies involved in a joint-response effort. The response effort is leading the charge in terms of cleaning up the oil in the water and as it hits local beaches as well as continuing to monitor the situation with fly-overs. In an Oct. 7 press release from the Unified Command, Brian Ferguson with the Governor’s office stated that a separate team from the federal government would be in covering the investigation. Ferguson said that the team was not on the ground, but a public information office would be made available once the team was established. In the same press conference, Federal On-Scene Coordinator Captain Rebecca Ore with the United States Coast Guard spoke about a lack of a timeline for the cleanup and said that they would contin-

Harbor Closures Harbors up and down the coast closed after containment booms were placed in front of harbors to protect them from the oil spill. Newport Harbor reopened following five days of closure. The harbor was protected by two containment booms across the Entrance Channel, which have since been removed. As of Oct. 11, city beaches in Newport reopened after water quality testing showed the ocean water was safe for swimmers and surfers to return. Dana Point Harbor closed on Oct. 4 at 9 p.m. affected boaters were asked to go to Huntington Beach Harbour or Long Beach Harbor. The harbor reopened on Oct. 8 at 3 p.m. and beaches in the city were on a soft open, meaning beachgoers could go on the sand but should avoid the water.

Resources As of Oct. 10, at 7:30 a.m. USCG, CDFW, Orange County, and San Diego County reported that more than 1,600 people were involved in conducting response operations; 5,544 total gallons of crude oil have been recovered by vessel; 13.6 barrels of tar balls were recovered;

approximately 250,000 pounds of oily debris had been recovered from shorelines; shorelines are undergoing continued clean-up efforts; two overflights are scheduled for Oct. 17; 11,400 feet of containment boom have been deployed. There are volunteer opportunities available in Newport and other coastal cities affected by the oil spill. Volunteers need to meet a few minimum requirements they must be at least 18-yearold, able to carry up to 25 pounds, and willing to follow COVID-19 procedures. The International Bird Rescue is Celebrating 50 Years 2021 will mark 50 years of cleaning up oil spills and nursing oiled birds for the International Bird Rescue, and it is faced with yet another spill, this time off the coast of Southern California.

CALIFORNIA —2021 marks a significant milestone for the International Bird Rescue (IBR), it has been 50 years since a massive oil spill that led to the creation of IBR. It all began on Jan. 19, 1971, when two Standard Oil tankers collided near San Francisco’s Golden Gate Bridge. The collision released 800,000 gallons of corrosive, sticky, crude staining the bay and surrounding beaches. The spill’s aftermath created an unparalleled animal emergency, which led to the necessary establishment of the IBR. On Oct. 3, off the Southern California coast, an estimated 127,000 gallons has been released into the Pacific Ocean and has begun to migrate to surrounding beaches, including Dana Point, Laguna, Newport, and Huntington Beach. The International Bird Rescue has been activated in this multi-agency spill response. Yet, precisely fifty years after the oil spill that started it all, the years of experience have taught IBR how to adapt to turbulent situations. The IBR will celebrate its 50 years of accomplishments by bringing together the larger Bird Rescue family for groovy gatherings, limited-edition merchandise, and inspiring stories from 2021. Unfortunately, COVID-19 has put a brief pause on the in-person celebration, but IBR Communications Lead Russ Curtis says that IBR plans to have an in-person celebration in Spring 2022. “The celebration in the Spring will be a celebration of our next 50 years,” said Curtis. The celebration is called “The 50th

Then we can get the birds into the wild, oftentimes in two weeks,” said Curtis. The process begins when the birds arrive at the facility, and it starts with blood work. First, the birds have blood work done to determine how much damage the oil has done to them, and then from there are medically addressed and then washed with the acclaimed Dawn dish soap.

“Getting the oil off is so important because we need to get the birds waterproofed before we release them into the wild,” said Curtis. “Without that waterproof, they can’t thermoregulate, which means they can’t get their body temperature to a level where they can survive.” Temporary pools are set up at the facility to host the large influx of birds coming in currently. The facility can care for

up to 1,000 birds, according to Curtis. The IBR has been working with its partners at Oiled Wildlife Care Network to help alleviate the impact on wildlife. Half Moon Bay is preparing for crabbing season and the demand for fresh, locally sourced crab and fish.

From Boat to Table Anglers have turned to selling their catches right off their boats to subsidize their incomes during the slower seasons. By KATHERINE CLEMENTS

are on board with the progressive concept of hosting a fish market directly from their boats to sell their most recent catches. A small city 40 minutes south of San Francisco, Half Moon Bay, is one harbor that has begun to capitalize on this innovative fish market concept. These devoted, sea-loving anglers and customers are quickly becoming the reason for the Bay area’s growing patronage of locally sourced seafood. In addition, the support for the markets has allowed vendors to pave the pathway to sustainability. Buyers are now able to wait on the docks while anglers sell them the catches they caught only hours before, directly from their boats. Pillar Point Harbor in San Mateo County has crowds of customers lining their docks, waiting to purchase the seafood they know and trust. The off-the-boat market has become a great way to supplement the fisher’s incomes when commercial sales are slow. Jim Pruett is the General Manager of the San Mateo Harbor District. “When the price of fish wasn’t high, and there wasn’t a commercial market, the harbor district started working with the fishermen to allow off-the-boat sales,” said Pruett. “They’re commercial fishermen and not just simply weekend anglers; you have to have a commercial fishing license and permits. So, they come into the docks here, and you can buy the fish off the boat, but they cannot fillet it. They can only gill and clean it.” Anglers share what they caught, the price per pound, and when they will arrive at the docks on the fishline app at https://fishlineapp.com/. The app includes a text line and a count on what is still available. The harbormaster also

posts a count of the inventory on a board at the base of Johnson Pier, and it is very easy for people passing by to walk the pier and peruse the fish from the boats below. “You can buy rock cod, lingcod, halibut fresh crab, and salmon, of course,” said Pruett. “There are thousands of people who come down and take advantage of the off-the-boat sales. It’s a great atmosphere to be in and to come down and support the fishermen directly because your dollars are going directly to the fishermen who caught the fish. They appreciate the business, as do we.” With Dungeness crab season beginning in November, anglers will be introducing the crab to their menus. The Dungeness crab has become a feast favorite during late fall, just as desired as a turkey dinner. “It is seven days a week, but there is no specific schedule for the boats,” said Pruett. “A boat will go out fishing and come in and offer their catch for sale. Most boats know that the weekend is when everybody comes out, so they try to be in on the weekends for the largest customer base.” Like Pillar Point Harbor is Pearson’s Port in Newport Beach, California. Roy and Viola Pearson have owned Pearson’s Port since 1971, and today the family-owned business continues to sell fresh seafood from their vessels. The haul is caught and then immediately goes up for sale in the Pearson’s Port market. Fish this fresh has many benefits. It’s locally sourced and as fresh as possible; that’s a given. But the quality and taste of the fish prove to be much more superior than those fish that can be bought at the supermarket. These local markets also offer more variety than the Supermarkets, which sell only the most common fish like salmon, tuna, and halibut. Heroes on Water (WHOW) sportfishing tournament took place Oct. 1-5 along the shores of Southern California to Catalina Island, to raise money for veterans wounded in combat and the nonprofit Freedom Alliance. On Oct. 2, 38 of the West Coast’s finest sportfishing vessels lined up to create over a mile long parade just outside of Newport Beach to commence the fourth annual tournament and prepare for 48 hours out on the water. The tournament concluded on Oct. 4 in Avalon for the weigh-in, closing ceremony and awards. 2021 hosted the most vessels so far; only 12 vessels participated in 2020, 18 in 2019, and 12 in 2018. The veterans enjoyed a festive sendoff with hundreds of guests celebrating their departure and the start of the tour-

Schramm docks his boat in the Dana Point Harbor, next to WHOW tournament director Rod Halperin’s boat, which is how he landed his invite to the tournament. “When he [Halperin] asked me to participate earlier this year, I didn’t even have to think twice,” said Schramm. “I had heard of and seen some of the marketing for the tournament in the past, and I knew right when he asked me that I was in.” Schramm’s yacht hosted six crew members, including two veterans, his father, two friends, and himself. Schramm, his father, and his friends oversaw hosting, guiding, and feeding the veterans

throughout the 48-hour experience. “All the effort goes into showing them [the veterans] what an awesome trip is like and what we get to experience on a continual basis,” said Schramm. “The goal is to show them the best trip possible. It’s all about them, making sure they reel in every fish and that they are well fed.” The veterans arrive from all over the nation and enter this tournament without knowing entirely what West Coast fishing entails. The tournament is not limited to a specific locality, and the yachts are allowed to venture to other cities. Schramm and his crew caught eight bluefins, one yellowtail, and a good mix of different smaller fish from San Clemente to Catalina. It was an unforgettable experience that I will want to participate in for as long as I am invited.» Twelve of the WHOW fleet stood by to bring their biggest catches to the Avalon Green Pleasure Pier. The participants enjoyed a unique opportunity to live out the aspiration of many a West Coast fisherman to see their fish weighed and photographed at the iconic fishing landmark. For more than three hours, tourists, Avalon residents, and the WHOW yacht crews and veterans observed and celebrated as each yacht came into the pier, collecting a haul of 21 of the tournament’s biggest bluefin tunas to be weighed and documented. But the tournament had already broken records before the launch of the first yacht was set off, with the number of participating veterans, number of sportfishing yachts, number of sponsors, number of donors, and dollars raised to support the recovery process and the needs of combat-wounded veterans and their families. Collectively, these achievements launched the tournament to its new status as the largest nonprofit sportfishing tournament in the U.S. Anthony Hsieh, originally from Taiwan, founded WHOW in 2018 after he came up with the idea while he was out at sea in Cabo San Lucas on a fishing trip with seven veterans who told Hsieh how healing it was for them to be on the water. “I am incredibly taken back by what I am sensing and feeling,” said Hsieh at the opening ceremony. “The 100 vets that are here, thank you. AB817 365-Day Fishing License for California S TAT E W I D E — On Oct. 7, Governor

Gavin Newsom signed Assembly Bill 817, which will transition California’s calendar-based fishing license to a license that will be valid for 365 days from the day of purchase. The bill will also include a mobile application that will offer an option for anglers to display their sportfishing license, validation, report card, and other sport fishing entitlements on an electronic mobile device. The bill was introduced by Assemblymember Jim Wood on Feb. 17 and was a reiteration of previous attempts to make the transition. “Prior legislative attempts to create a 365-day license have enjoyed bipartisan support, underscoring that California’s current, outdated sport fishing license system does not properly serve anglers in the Golden State,” said Wayne Kotow, Executive Director of the Coastal Conservation Association of California (CCA CAL), sponsor of AB 817 in an Oct. 7 press release from Assemblymember Jim Wood’s office. “Providing anglers access to a fishing license that provides greater value and technology that makes fishing more accessible is long overdue, and what better way to achieve these goals than to boost the value of a license purchased by an angler? It’s kind of a no-brainer.” The bill passed the California Senate on Sept. 15 and was enrolled and presented to the Governor, who approved the bill on Oct. 7. Under the bill, the department will provide an option to display a sport fishing license on or before Jan. 1, 2023. In addition, until Jan. 1, 2030, the bill would allow the Director of Fish and Wildlife to allow 12-consecutive-month sport fishing licenses to be issued in addition to certain calendar year licenses. The bill would require the director to provide recommendations to the Legislature for increasing fees for sport fishing licenses to provide resources to fund sport fishing and supporting activities by

Catalina Connection The Catalina Chimes Tower Foundation Presents Bats in The Belfry By: KATHERINE CLEMENTS

The Catalina Chimes Tower Foundation will be hosting Bats in the Belfry, a spooktacular event, on Oct 29. This Halloween-themed event will feature a performance by master magician Jonathan Levit and a special screening of 1991 The Addams Family’s with “Thing,” actor Christopher Hart. The event will benefit the Catalina Chimes Tower Foundation and will be hosted at the historic Avalon Theatre, located in the Casino on Catalina Island. Witching hour will begin at 6:30 p.m., kicking off with a cocktail party featuring complimentary hors d’oeuvres and drinks for purchase, including “witch’s

brew,” a spooky featured cocktail. Then at 7:15 p.m., the welcoming announcements will begin. The main event for the evening will begin at 7:30 p.m., starting with a performance from the master magician, Jonathan Levit from Now You See Me, and a special appearance and Q&A with “Thing,” actor Christopher Hart. The evening will conclude with viewing the classic 1991 Addams Family movie in the historic Casino Theatre. Throughout the event, attendees will have the opportunity to electronically bid on thrilling auction items, including travel packages, unique Catalina experiences, and more. “We’re calling all goblins, ghosts, and creatures of the night! Historical The History Behind Kite Fishing By: KATHERINE CLEMENTS CATALINA ISLAND—There is one person anglers have to thank for their tuna fishing tricks today, and that man is Capt. George Farnsworth. Captain George Farnsworth, also known as “Tuna George,” is the man responsible for the most successful version of tuna fishing today. Farnsworth is recognized as the most innovative pioneer of big game angling when he developed the kite trolling technique to hunt bluefin tuna. As a result, he helped many Catalina Tuna Club members reach a record number of tuna catches. The kite was used to troll the bait- a flying fish- away from the boat as

not to spook the tuna, a problem that was often encountered when fishing with rod and reel. This Connecticut-born charter captain was born in 1883 and moved with his family to California in 1887, when his father, Samuel Stephen Farnsworth, found work on the west coast. Shortly after, Farnsworth senior moved the family to Catalina Island, where they found residence in Avalon while Farnsworth senior began to work surveying the road from Avalon to Two Harbors. Farnsworth’s also developed the star drag reel with partner William Boschen, which was later manufactured by Edward vom Hofe. It was Farnsworth’s kite reeled bait that led Boschen to be the first-ever to catch a broadbill swordfish with a rod and reel. Farnsworth was also the captain

when J.A. Cox landed the first-ever marlin swordfish taken on regulation light tackle. The way the kite trolling technique works is the angler puts the kite in the air, with about 200 feet of kite line and fishing line, a cord is tied between the kite line and wire leader, and this will break when a fish hits the hook, freeing the fishing line and allowing the kite to be brought in. The kite can be used to work the bait to mimic a lifelike action of a flying fish, and with practice, the fish could be made to skip and jump as if attempting to escape. Sometimes three or four tunas will go for the bait, which often happened when Farnsworth was on the water. Farnsworth was voted into the International Game Fish Association Hall of Fame in 1998 as “one of the most innovative pioneers of big game angling” but died in 1959 in San Francisco at the age of 76.

SPAIN — The last day of the Spain Sail Grand Prix in Cadiz had a dramatic finish with Australia returning to the top of the SailGP Season Championship with their third win of the season after defeating the United States and Great Britain in the winner-takes-all final. The weekend was full of dramatic turns that included strong winds that

made maneuvering tricky. Spain was completely taken out of the race after their Victoria F50 was severely damaged when they capsized during practice. Britain capsized in the finals, losing out to the United States Australia. This weekend, United States won 9 points coming in second place on the podium and an overall second place seat in the championship, Japan dropped to third, and Britain dropped to fourth place after the accident on Sunday. This

is the United States’ fourth podium race of the season, after taking evasive action to avoid colliding with the British team’s capsize at the start of the race. “Today was definitely on the edge. You’re really in avoidance mode,” said CEO and Driver Jimmy Spithill in an Oct. 10 press release referring to the 20plus knot winds and sea state. “As we all came off the start line [in the final race] and saw Ben do a huge nosedive, we bowed out to avoid them, which caused

us to crash. It triggered our emergency stop systems, effectively shutting the boat down. While we restarted the systems, Tom [Slingsby, Australia SailGP Team] was already far down the line.” The win takes the United States one step closer to the Grand Final in San Francisco, which will see the top three teams in the Championship race for $1 million.

U.S. Champs Set Sail For North Carolina By: KATHERINE CLEMENTS NORTH CAROLINA — The U.S. Youth Champs has been the U.S. sailing’s pinnacle youth regatta for 40 years. The team features the nation’s top youth competitors who compete in high-performance sailing competitions. After the cancelation of the 2020 completion, due to the pandemic, the 2021 edition was held Oct 9-11 in Arapahoe, NC. The event took place at Camp Sea Gull and Seafarer, founded by the YMCA. 156 sailors, 19-years-old and younger, contested the regatta in the 29er, International 420, ILCA 7 (Standard), ILCA 6 (Radial), and Nacra 15. Chapman Peterson, the 2019 Youth

Sailing Champion in the Laser Radial, returned to defend his Youth Championship title. “We haven’t had a national event in many months, so I expect to see some brand-new names at the top of the Radial fleet. It’s always exciting to see who has been putting in work since the last event,” said Peterson to Scuttlebutt Sailing News. In addition, the event hosted six coaches who support the regatta’s mission to facilitate education and development opportunities. Chicago Team Takes 2021 U.S. Match Racing Championships By: JORDAN B. DARLING LONG BEACH— Peter Holz and his crew from the Chicago Yacht Club took the top honors at the 2021 U.S. Match Racing Championship the weekend of Oct. 1. There were three days of racing that had Holz facing off against Pearson Potts from the New York Yacht Club for a 2-0 final matchup and Chris Poole from Seawanhaka Corinthian Yacht Club coming in third place after winning against Jeffery Peterson from Balboa Yacht Club in the petit final. Holz raced with Ellis Tonissi from Beverly Yacht Club, Jonathan Hammond from Seawanhaka Yacht Club, I.G. Schottlaender from Noroton Yacht Club, John Colburn from Windy City Racing LLC, and Graham Post from Macatawa Bay Yacht Club. Ten teams were competing for the overall title. The Long Beach Yacht Club race committee had to set courses in the afternoon on Oct. 1 and Oct. 2 for the first stages of racing after light winds in the morning made it a bit difficult. “It [was] the lightest Long Beach sailing I’ve ever seen,” said Poole in an Oct 4 press release from U.S. Sailing. “Other than Congressional Cup this year, this is the first time I’ve sailed here this time of year. Now that we’re experiencing nor-

mal September conditions, it’s tricky getting up to speed. But I think everyone is on the same page learning how to sail these boats in 3-5 knots.” The committee had to suspend the final match of the quarter-finals on Saturday afternoon after they lost the wind. However, the match was picked back up again on Sunday morning Holz against Janel Zarkowsky from Scuttlebutt Sailing Club. Holz pulled out on top and went into the semi-finals, which saw returning champion Potts against Petersen and then Poole against Holz for the second match. Holz lost two matches to Poole and then turned around to win two matches and make it into the finals against Potts. “Interestingly enough, something similar [to what happened in the semifinal] happened in the final,” said Chief Umpire Randy Smith in the Oct. 4 press release. “Instead, it was at the leeward end. Holz was on the right, and Potts was the tacking boat, so he was at risk. He ended up turning a little bit, and there was contact, so Potts got a penalty.” Holz and his team went 2-0 in the final and took home the title. Fish Talk: Think Before You Bounce There is a technique used in the fishing community called “bouncing the fish.” The objective is to fling the fish out of the water and up onto the boat. However, this technique has a time and place, and the negative connotations attached to it should be considered before executing the method. Ryan Troli of Harbor Fishing Co. in San Clemente is a commercial angler who prides his work on sustainable harvesting practices that allow him to sell directly to restaurants. In 2016, Troli met Blake Mellgren, owner, and proprietor of Craft House, a local restaurant in Dana Point. Mellgren was Troli’s first sale and thus began Harbor Fish Co. “The time to bounce a fish, I would say- any fish that is light enough that you can actually lift it with the rod,” said Troli. “The largest you would go [when bouncing a fish] would be 20 pounds. Realistically anything past 20 pounds will break your rod.” It’s important to remember that although the fish may be killed in the end, or even if it is released, it is ethically and morally important to treat the fish with respect. Imagine dropping a peach on the ground; that peach will bruise. Likewise, when a large fish is flung from the water and slammed down onto a boat deck, it will injure and discolor the fish, cause bleeding, and be inhumane. ing of the flesh can occur in the form of dark-colored patches in the fillet. In addition, the rupture of fine blood vessels causes discoloration in the flesh with consequent release of blood which does not drain away during gutting and icing, according to www.foa.org.

Harbor Fish Co does not practice the old-school method of bouncing. It is crucial when selling fish directly to restaurants to ensure fresh, good-quality fish. Bounce-induced bruising and bleeding make for poor-quality meat. An additional benefit to not bouncing your fish is that

the risk of breaking the rod is not present. A gaff, net, or even grabbing the fish by the tail are more admirable ways to hoist the fish on board. The technique can be used on smaller fish, but always remember the respect that the fish is owed during its capture.

CALIFORNIA — The last day of recreational ocean salmon season from the 40°,10’ Line to Pigeon Point is Oct. 31; this also marks the end of the recreational ocean salmon season for the state of California. The area from the 40°,10’ Line to Pigeon Point encompasses the Fort Bragg and the San Francisco management zones. It is the last area to close for the season, with the first seasonal closure for recreational fishing taking place on Aug. 1 with the closure of the Klamath Management Zone. The California Department of Fish and Wildlife released an estimate of the commercial and recreational Chinook salmon landings in each management zones on Sept. 17. The estimates represent the landings of Chinook salmon from the season opener through the end of August in each of the management zones. Statewide there were 47,543 recreational ocean salmon caught between June and August; 584 were caught in the Klamath Management Zone; 2,816 were

caught in Fort Bragg; 27,657 were caught in the San Francisco zone; 16,486 were caught in the Monterey and South management zone. Final estimates for 2021 will be published in Feb. 2022 in the review of 2021 Ocean Salmon Fisheries. These estimates are used to determine the management of the fisheries for the upcoming season. There is a daily bag limit of two salmon of any species and a minimum size limit of 20 inches in total length. FEATURED CATCH The Catch has Some Flair MEXICO— Dana Wharf Sportfishing’s own Dana Kalez pulled up this cool-looking fish on a charter south of the border. “A nice East Cape roosterfish caught this week south of the border for our own Donna Kalez!” said a Sept. 29 Facebook post from Dana Wharf Sportfishing. “Nice job!!” The roosterfish is an inshore species that spends its time in the surf, over sandy bottoms, and in moderate depths. The fish is known for its distinctive dorsal fins that are normally retracted into a deep groove along the fish’s back and rise when they are excited.


FALL SEASON STILL PRODUCING BLUEFIN TUNA, YELLOWFIN TUNA, DORADO, AND YELLOWTAIL! By Bob Vanian of 976Bite.com The fall fishing season has been having to battle some weather systems that have brought strong winds, high seas, and a bit of rain but the good thing is that during the days of good weather there has been good fishing to be found for bluefin tuna, yellowfin tuna, dorado and yellowtail along with a chance at a striped marlin. As this report is being written, there is a strong weather system passing through Southern California that has caused Small Craft Advisories and Gale Warnings to be posted. Time will tell what effect these strong winds will have on the water conditions and the fishing but for the time being, there were areas of offshore fishing heading into the current bad weather situation.

The bluefin tuna fishing has been leading the way during the entirety of the 2021 fishing season and the bluefin bite on fish running from 20 to 270-plus has been ranging from pretty good to good for those fishing at the Cortes Bank and the Tanner Bank. Elsewhere, there has also been pretty good to good mixed bag offshore fishing for yellowfin tuna, 15 to 50-pound bluefin tuna, mixed size dorado, and mixed-size yellowtail for boats fishing some of the offshore banks between the 9 Mile Bank off San Diego and the 450 Spot below and outside of Ensenada. Those interested in marlin fishing have found some recent marlin activity around the 371 Bank and the 101 Spot below and outside of Los Coronado Islands.

The fishing at the Tanner Bank and the Cortes Bank has been producing bluefin tuna that have been ranging from 20 to 270-plus pounds. The fishing around the high spot at the Tanner Bank has been producing what are mostly the 20 to 80-pound bluefin tuna for boats that have been anchoring in18 to 30 fathoms.

Those Skippers that want to focus more on the jumbo-sized bluefin tend to find the best fishing for the larger fish while working in depths ranging from 40 to 350 fathoms. The best areas for the jumbo-sized bluefin fishing in recent days have been in 40 to 350 fathoms while fishing to the northeast of the Tanner Bank high spot, to the northwest of the Tanner Bank high spot, to the northwest of the 9 Fathom Spot at the Cortes Bank and to the northeast of the 9 Fathom Spot at the Cortes Bank.

The best bait to target the jumbo-sized bluefin remains a frozen flying fish that is fished from a kite or a helium-filled balloon. Also effective for mixed size bluefin are sardines, mackerel, flat fall jigs, and knife jigs with the flat fall jigs and the knife jigs often being the best things to try in the dark.

banks ranging from the 9 Mile Bank outside of Point Loma on down to the offshore banks outside of Ensenada have been finding fair to sometimes good fishing for a mix of yellowfin tuna, 15 to 50-pound bluefin tuna, dorado, and yellowtail. The bite has been hit or miss and erratic from day to day but there have been some good bites to be found.

Private boater Tom Parnakian of Ambush went out on a recent trip aboard the sport boat San Diego out of Seaforth Sportfishing and reported about the trip. He said they fished offshore banks below and outside of Los Coronado Islands and had a fun time with 32 anglers catching 149 yellowtail and 53 dorado. Parnakian said they found a good kelp paddy for a wideopen bite on 5-pound yellowtail and that he personally caught 3 yellowtail from that kelp paddy. He said he could have caught more but that he did not need anymore to take home. After leaving the yellowtail kelp paddy he said they found a few more kelp paddies that produced a few dorado before locating a kelp paddy that went wide open and produced a very good dorado bite. Parnakian reported catching a 15-pound dorado from the hot kelp-paddy bite and said that he enjoyed his trip aboard the San Diego.

Productive areas for the dorado, yellowtail, bluefin, and yellowfin have been the 9 Mile Bank, the Coronado Canyon, the 224 Spot, the 302 Spot, the 230 Spot, the San Salvador Knoll, the 371 Bank, the 425 Bank, the 475 Knuckle, the Upper Hidden Bank, the Lower Hidden Bank, the Upper 500 Spot, the 295 Bank, and the 450 Spot.

A good thing about the recent fishing is that the best area for bluefin tuna and yellowfin tuna for boats fishing within 50 miles of Point Loma is not far from San Diego for boats fishing at the 9 Mile Bank and the Coronado Canyon. Heading into the current period of bad weather there were some large schools of breaking bluefin tuna and yellowfin tuna showing during the morning hours and there were some biting bluefin and yellowfin to be found by casting sardines, surface iron, and poppers to the spots of breaking fish. With windy weather in the forecast for the next two days, it will be interesting to see what effect the windy weather will have on the water conditions and the fishing.

Marlin fishing has been slow with very few boats out looking but there is still some marlin activity being reported in the San Diego region. A recent report from Captain Barry Brightenburg of the 6 pack charter yacht Limitless out of Dana Landing was that he saw a marlin caught and released by a boat fishing

outside of Los Coronado Islands while fishing by the 371 Bank. Another recent report came from private boater Jeff Meeker of Doghouse who was fishing below Los Coronado Islands in the area above the 101 Spot when he had a jumper marlin come up and put on an acrobatic aerial circus show. It sounded like a spectacular jumper marlin show with the fish jumping at least 10 times in doing a circle around the boat. Meeker baited the area and did some trolling tacks with the jigs but could not get anything to bite.

There have not been many boats fishing Los Coronado Islands lately but a recent trip on Grande out of H&M Landing fished a full day trip to Los Coronado Islands with 25 anglers who caught 1 yellowtail, 2 bonito, and 147 rockfish.

The best areas around Los Coronado Islands for surface fishing have been the weather side of North Island, the Middle Grounds, the lighthouse at the south tip of South Island, and the South Kelp below South Island. To help locate yellowtail or bonito, look for meter marks, sonar marks, trolling strikes on Rapalas, or trolling strikes on slow trolled sardines. It can also be worthwhile looking around for kelp paddies and spots of breaking bluefin out to as far as the 100fathom curve outside of the Islands.

The best calico bass fishing has been found around South Island at places such as the South Kelp, the lighthouse at the south tip of South Island, the Ribbon Kelp and the north end of South Island. A couple of productive areas for reds and rockfish have been at hard bottom areas to the north and northwest of North Island in 35 to 50 fathoms and at hard bottom spots in the region of the Rockpile.

The fishing along the San Diego County coast has been good for a mixed bag of reds, rockfish, whitefish, sculpin, and a few bass. The yellowtail fishing along the coast has been slow but the best chance at scratching out a yellowtail has been at the upper end of La Jolla. The kelp beds at the upper end of La Jolla have also been one of the best spots for trying to get a calico bass bite going.

Boats fishing out of San Diego Bay have been seeing improved bass fishing and have been finding good mixed bag fishing for calico bass, sand bass, sculpin, and rockfish at hard bottom areas to the northwest of Buoy #3 off Point Loma.

Productive spots for the reds and rockfish for boats fishing along the San Diego County coast have been the region of the Whistler Buoy at Point Loma, the Green Tank at Point Loma, The 270 to the west of Mission Bay, the upper end of La Jolla, Del Mar, Solana Beach, Leucadia and Box Canyon.

Halibut fishing has been spotty but if you want to give it a try, places, where occasional legal-sized halibut have been reported to have been caught in recent weeks, have been Imperial Beach, the Yukon Shipwreck off Mission Beach, the sunken NEL Tower off Mission Beach, outside of South Ponto Beach, the sandy bottom next to the Buccaneer Pipeline and the sandy bottom next to the artificial reefs off Oceanside.
