BIZARRE

By: JORDAN B. DARLING UNITED KINGDOM — A study out of the University of Hull in the United Kingdom suggests that hermit crabs are physically affected by plastic waste in the ocean and not the way you think. The study says that a plastic additive known as oleamide is mistaken for oleic acid, a chemical released during the decomposition of arthropods. Hermit crabs are scavengers and may misidentify oleamide as a food source. The study noted that the hermit crabs respiratory rate increased when they were exposed to low concentrations of oleamide and showed similar behavioral responses to the feeding stimulant betaine. And in a previous study published on the National Library of Medicine, National Center for Biotechnology Information, researchers found that hermit crabs that were exposed to microplastics also had difficulty choosing and transferring to a more optimal shell. Researchers placed hermit crabs that were exposed to microplastics in a tank with optimal alternative shells and the crabs that were exposed either didn’t

choose the optimal shell or took much longer than their counterparts to transfer into the shell. “The potential for the vast variety of plastic additives to mimic natural info chemicals for a wide array of species creates a multi-faceted problem that urgently needs f ur ther investigations to initiate mitigation measures,” said the Aug. 21 study on oleamide from the University of Hull. Letters/Online Comments RE: A life of boats, travel;

former Log owner Lou Gerlinger’s work and life remembered

(MAY 15-MAY 28)

“Woke today with Lou on my mind and, as has been my annual habit for many years, decided to check up on him, only to come across this sad news from last year. I was the editor of The Log Newspapers in the late ’90s (hi Carol!) I was promoted from San Diego Bureau Chief and had never been an editor before. I was in over my head but Lou, then our editorial consultant, helped me more than anyone can ever know. He was invaluable to me. After leaving The Log, I continued as a writer and editor, and his gruff advice continues to serve me even now. Outside the office, I spent lots of time

with him and Rosemarie, and we shared many interests, including a love of dogs. When I was a student at PLNU, years before I had even heard of The Log, I frequently saw this old codger in a cowboy hat, exercising his dog (Sammy?) on the lower sports field, which I later learned was a short walk from his home on Sunset Cliffs. We greeted each other a few times, but I never imagined we would someday know each other well or that he would be such a mentor to me. He had already lived an amazing life by the time we met, and I loved to hear his stories. Like the one where he was in a market with Lise when a guy started trying to rob the store. He told Lise to go outside and get in the car and, once she was safely out of the store, Lou pulled his gun and shot the would-be robber,

As The Log’s editor, I came to understand better than many how deeply respected and widely known he was in the boating community. Condolences to Rosemarie and the Gerlingers. March for the Harbor

(AUG. 6 - AUG. 20)

“The prequalified biding process was a scam that left all others out of the process! Return the money and send them home with one percent interest. Now the trust fund baby Uberoff is complaining about electric use this proves no do-diligence was done or planning. It’s now appearing that our elected officials and others in the community divided this public owned harbor up like a well-cooked chicken for huge profits, one can only hope it fails like the parking gates from years ago. I waited 18 years for my slip, now I’m told I’ll be moved and my rent doubled because pimp daddy says I’m in his spot. Can we say state capitalism CCP? Now I’m told I can’t charter or rent my boat to offset this crazy unjustified rent increase and has indeed resulted in fascist results and the extinction of free markets in our taxpayer community harbor, The coastal commission should be ashamed for buying into this theft in what kind of crazy world does increasing the cost increase access?” — George Gregory, on Aug. 23, 2021 Comments are edited for clarity.

Submarines and Their Connection to the War of Independences By: JORDAN B. DARLING

N AT I O N W I D E — Submarines have a rich and diverse history, from its appearance in works of fiction like “20,000 Leagues Under the Sea” and “The Hunt for Red October” to their use in warfare to conduct attacks or reconnaissance with stealth. Surprisingly the use of submarines in warfare traces back rather far in American history, all the way to the War of Independence when the United States of America was a group of colonies trying to get out from under the thumb of the king. On Sept. 7, 1776, the world experienced its first submarine attack. The American submersible craft the Turtle, named after its turtle-like shape, attempted to attach a time bomb to the hull of British Admiral Richard

Howe’s flagship Eagle in New York Harbor. The Turtle was a one-man submarine built by inventor David Bushnell in 1775 for use against the British, according to Britannica. The vessel was pear-shaped and made out of oak that was then reinforced with iron bands. Water was pumped in and out of the skin of the boat to allow it to sink and rise and was powered by hand-cranked propellers, one that would allow the vessel to move up and down and another that would allow it to move in horizontal lines, according to Military History Matters. The mission to sink the HMS Eagle failed when the pilot, Ezra Lee, was unable to attach a 150pound keg of gunpowder to the hull of the ship. Actually, every Please see FAST FACTS, PAGE 7

LEGAL ADVICE

ask a maritime attorney

2C

By David Weil

California’s Boating and Fishing News

I filed a lien against a yacht for unpaid wages, what next?

2C DARK BKGND

QUESTION:

I recently read a social media post about a rescue at sea that was successfully performed by a boat owner who was in the vicinity of the boat in trouble. The post said nothing about the legal requirements of a recreational boater to render assistance to a vessel in distress, so it raised a few questions in my mind about our responsibilities as boat owners. Is the duty to render assistance a “custom of the sea” or is it an actual legal requirement? Are there penalties for failing to render assistance? What if I damage the other boat or injure someone during the rescue? David Weil is the managing attorney at Weil & Associates (www. weilmaritime.com) in Seal Beach. He is certified as a Specialist in Admiralty and Maritime Law by the State Bar of California Board of Legal Specialization and a “Proctor in Admiralty” Member of the Maritime Law Association of the United States, an adjunct professor of Admiralty Law, and former legal counsel to the California Yacht Brokers Association. If you have a maritime law question for Weil, he can be contacted at 562-799-5508, through his website at www.weilmaritime.com, or via email at dweil@weilmaritime.com.

ANSWER: The short answer is yes you must render assistance to a vessel in distress, and you can go to jail for failing to do so! This is an area where boaters and landlubbers face a different set of laws. On land, you generally have no duty to assist a person in distress. The law simply requires that if you choose to render assistance, you do so without acting negligently. The evaluation of “negligence” in this case depends a lot on who and where you are and the nature of the distress. A licensed physician will be subjected to a different standard, and “Good Samaritan Laws” in most states provide some protection against civil liability for certain people who render assistance, but for the Please see ATTORNEY, PAGE 7

most part, assuming you did not cause the incident, you will incur no liability if you just ignore it. On the water, lawmakers in this country and throughout the world have recognized the unique perils associated with a nautical emergency, and the “custom” of rendering assistance to fellow mariners is an established part of international maritime law. In the United States, federal law (46 USCS sec. 2304) requires the master of any vessel subject to U.S. jurisdiction to “render assistance to any individual found at sea in danger of being lost,” so long as the assistance can be rendered without endangering the rescuing vessel or individuals on board. This law is a part of an international treaty (the International Convention on Salvage, 1989) which extends the obligation to mariners throughout the world. California has a similar maritime assistance statute, (Harbors and Navigation Cod sec. 656), which requires “the operator of a vessel involved in a collision, ac-

News Briefs

cident, or other casualty” to render assistance, so long as the operator “can do so without serious danger to his or her own vessel, crew, and passengers.” A careful comparison between these laws reveals a different approach between California and federal law. The California statute imposes the obligation on a vessel operator “involved” in an incident, whereas the federal and international provisions apply to all vessel operators. Regardless, the question of whether a vessel operator on California waters is “involved” in an accident is not clearly spelled out, so in practice there is little difference. Similar to the non-maritime “Good Samaritan Laws,” the state and federal maritime assistance laws both provide for immunity from civil liability so long as

the assistance is not rendered in a grossly negligent manner. However, state and federal maritime assistance laws are notable because they include criminal sanctions for failure to comply with the law. Failure to render assistance under federal law will subject the captain to a fine of up to $1,000, imprisonment for not more than two years, or both. Violators under state law will face a similar fine and the possibility of up to six months in jail. In the end, regardless of the criminal sanctions or the protection from civil liability, the “Custom of the Sea” has always called for mariners to render assistance to each other. Everyone who works or plays on the water and who encounters another vessel in distress understands that they may be next in line to suffer

a casualty, and the maritime assistance statutes simply provide a formal framework for a process that is second nature to most boaters. Despite the failures of the Turtle Bushnell received a commission as an Army engineer and built drifting mines that destroyed the British frigate Cerberus and wreaked other havoc on the British Navy. After the war, Bushnell became a commander of the U.S. Army Corps of Engineers stationed at West Point, and the submarine became a part of the military strategy.

the California Fish and Game Commission took the first step to establish the Experimental Fishing Permit program, a replacement for the Experimental Gear Permit program that was suspended in 2019 after a change in the law. The commissioners voted to unanimously authorize the publication of a notice of intent to establish the Marine Fisheries Experimental Fishing Permit Program, this is a notice that informs the public of the proposed regulations and starts the public review and comment period. The permit program will allow commercial and recreational marine fishing activities that would normally not be permitted under the current state fishing laws. The EFPs would allow for research, fishing gear testing, data collection that could be used to support marine fisheries, and exploratory fishing. “For example, there has been some interest in the past to explore... a targeted trap fishery for octopus,” said Tom Mason, senior marine environmental scientist and supervisor for the California Department of Fish and Wildlife. “Current law only allows for octopus to be caught incidentally in some of our trap fisheries so if someone was interested in exploring a targeted fishery for octopus, they would apply for an experimental fishing permit that exempts them from incidental take law. So, they could target them and in the course of doing the research, the data collected during that experimental fishing permit program would inform whether or

not a targeted fishery could be developed for octopus. That is an example of exploratory fishing. Or EFP for the purpose of exploring a fishing opportunity.” Using the EFP would allow research, data collection, commercial and sport fishing activities to occur on the same trip and would allow the anglers to retain and sell the catch to offset the cost of the research trips. “It allows for on the water experimentation and collaborative research between fishermen and researchers,” said Mason in an Aug. 26 email. “Whether it be research on new gear types or gear innovations to reduce environmental impacts of fishing (for example reduce bycatch or incidental catch) or exploratory fishing to inform the development of new fisheries.” The EFP is a replacement of the Experimental Gear Permit program that was repealed, the program initially only covered commercial fishing activities for the purpose of testing new gear types. The new program is more expansive, it goes beyond commercial fishing and gear types to include data collection, sports fishing, exploratory fishing, etc. There is a three-part meeting process for the Fish and Game Commission to consider adopting the proposed regulations. “The three-meeting process ensures that the public has ample time to review and comment on the proposed regulations before the Commission makes a decision,” said Mason. During the October meeting, the public will be able to provide written and verbal comments, and adoption of the regulation will take place in the December meeting. To review the proposed documents, see the California Game and Fish Commission’s website at https://fgc.ca.gov/ Regulations/2021-New-and-Proposed. The CDFW is currently developing a website for the EFP program that will include an FAQ section. If the program is adopted its anticipated start will be April 1, 2022.

Dick McNish Just Sailed in the 43rd Annual McNish Classic Yacht Race Nonagerian still sailing on his 90-year-old yawl Cheerio II By: CATHERINE FRENCH C H A N N E L I S L A N D S —T he Pa c i fic

Corinthian Yacht Club (PCYC) hosted the 43rd running of the McNish Classic Yacht race. This year would have marked the 44th consecutive running of the race, but the pandemic got in the way. Dick McNish, who the regatta is named after, is well known up and down the coast as a real gentleman sailor. He has been sailing his 56-foot 1931 Fellows and Stewart yawl, once owned by Errol Flynn, since 1980. “I purchased her in 1980 and I am only the sixth ‘owner’,” said McNish. “You never really own a classic, you take care of it until the next person takes it over.” McNish started sailing when he was a child out of Santa Barbara Harbor, although he has sailed other boats over the years, Cheerio II has been with him for every race for the past 41 years. “And, this year she turned 90 and I turned 94!” said McNish. In 1977 McNish and a group of friends created the Corinthian Classic Yacht Race, which was renamed in 1989 as the McNish Classic Yacht Race…”in honor of this man who lives the Corinthian spirit and has continued to promote classic yacht racing,” said then Pacific Corinthian Yacht Club Commodore Patty McInnes. McNish was honored and quipped, “It’s a very nice honor to have something like this named after you, when your still alive.” The regatta is specifically designed

for these classic wooden yachts with a 17-mile triangular racecourse starting offshore of the Channel Islands Harbor break wall. The course includes rounding oil Platform Gina to starboard, a long reach to the #2 red navigation buoy at Ventura Harbor and then a reach to round the spar buoy to port offshore of the Mandalay power station, and a downwind run to the finish inside the break wall at Channel Islands Harbor. “The race is a pursuit start with the slower boats starting first, this way most of the fleet crosses the finish line close together. And, with good wind we get a great downwind chute run,” stated McNish. “It also ensures a great time back at the club with everyone arriving so close together.” Forty-three years later, he is still racing with his longtime friend, Walter Russakoff, also 94, who has the distinction of never missing a McNish Classic, having sailed all of them usually on his selfbuilt 39.8-foot cutter Vignette II, but this year, he sailed with McNish on Cheerio II. After sailing and racing Cheerio II from 1980 to 1994 the boat went down for a time for reconstruction so McNish could continue to sail her. “It was time to put in all new planking and new decks,” explained McNish, “We decided against caulking all the planks, we instead glued them together like on piece of wood.” Cheerio II, which was originally built in San Pedro has a yawl that is 56-feet overall, it is twelve feet wide with a draft of six feet. In the McNish Classic in 2011, the crowd that gathered on their boats to watch the downwind finish, inside the Channel Islands Harbor break wall, were wondering where was Cheerio II? It was sad to see that McNish and crew had to abandon the race. The yawl had suffered a broken main mast caused by a snapped Norseman fitting at the top of the mast during the first leg of the race. “It was very disappointing to have to leave the race, but no one got hurt and that’s what really counts,” said McNish at the time. This year the race had only 10 yachts participating. As usual, McNish took it in stride. “I just thought, well, with the pandemic and all, people just got out of the habit,” said McNish. McNish expects to have more sailors

competing next year, since so many still love the classic. McNish and his crew raced in the 2019 Newport to Ensenada regatta finishing first in their PHRF (Pacific Handicap Racing Fleet) Class. McNish’s crew included Walter Russakoff, Kevin Dickmann, Doug Dodge, Scott Harrison Sr., and Jr., and son Jeff McNish. “I was very happy that we won first place and received the Ensenada Chamber of Commerce Trophy for our efforts,” McNish said. People often ask McNish why he continues to race at his age. “Why not? I like it because you are on your own out there, we race but we don’t go that fast so it is relaxing,” said McNish.

Commission released the Public Review Draft of the Critical Infrastructure At-R i sk S e a-L e vel R i se Pla n n i ng Guidance for California’s Coastal Zone on Aug. 16 for a six-week period of public review and feedback. The critical infrastructure report is a guidebook for local government, community activists, asset managers, and other officials and members of the public, that provides scientific information and planning challenges to infrastructure that come with sea-level rise. “What we are looking for specifically, is there something in this report that isn’t there that would improve the report, are there sections that readers of the report feel could be clarified, [and] is there science that needs more explanation,” said Donne Brownsey Vice-Chair for the California Coastal Commission. “I think we really tried to write it not just for the local government and asset manager users but also for the wider public because these conversations about sea-level rise and

how we are going to plan for our community are going to be community conversations and discussions because it really is about how is our coastal community going to plan for and become resilient in time to sea-level rise.” The report is meant for communities to educate themselves on the impact and consequences of sea-level rise and to allow those communities a head start on changes what could be expensive and time-consuming changes. “The commission wanted to assist communities in understanding the background of sea-level rise, the challenges,” said Brownsey. “[And] provide them with a model policy with case studies with resources from different government agencies both state and federal that could provide important information that communities need to educate themselves surround and utilize for the purposes of design and planning successful projects.” The commission used a variety of different scientific databases, including a report that was just recently published by the United Nations that said that sea-level rise has nearly doubled since 2006, in order to create the document and assess the risk that coastal communities could face. The CCC has a team of staff that are working with local governments, cities, ports, and counties to understand the grant programs that are available to them to implement the changes. “What we are looking for and we are really encouraging jurisdictions to you

know get involved and get engaged with us,” said Brownley. “...We will work with local governments every step of the way through this process.” Brownley said that we’ve already seen coastal flooding in certain areas and the sooner that communities can work together to have those difficult conversations about sea-level rise the sooner the communities will be able to prevent the effects of catastrophic flooding. “It’s a lot you know this report but I truly believe that this is such a significant and important resource for local government to start really challenging conversations,” said Brownley. “It is my hope this will along with our grant program will really produce some extraordinary effort from our local government partners to develop innovative programs that show what kinds of different models of adaptation in order to create coastal communities I have faith in the ingenuity of and the diligence of these entities to really get their arms around this right now I think there are some places where people are feeling overwhelmed or not wanting to really dive into this but we really want to encourage folks to you know to learn more and start the process.” The report will be out for six weeks before being brought back in for a review period by staff and then will be presented to the CCC in final form for the commission to adopt the plan. Port of Long Beach Celebrates Opening of Container Terminal at Middle Harbor

By: JORDAN B. DARLING

LONG BEACH— Construction of the Long

Beach Container Terminal at Middle Harbor was completed in June of this year and the port celebrated with a cocktail party right on the pier on Aug. 20. The party was attended by port employees, commissioners, and other government representatives to celebrate the decade-long project for a greener port. The $1.493 billion project was a threephase project that began construction in May 2011, with the first phase completed in April 2016 that created 151 acres that allowed the terminal operator to begin operation, the next two phases filled in the final 149 acres for a total of 300, and

added a completed container yard, on-dock rail yard, terminal administration building, and a 4,200foot wharf. Long Beach Harbor is considered America’s sixth busiest port and the new terminal has an annual capacity of 3.3 million containers, the new terminal is also equipped with nearly all-electric and zero-emission equipment making it one of the greenest seaport operations in the world. “As Federal Port Commissioner, I get to go to all the ports in the United States but I also get to go to all the ports overseas where we have bilateral agreements,” said Louis. E Sola, commissioner of the Federal Maritime Commission. “So, after seeing Singapore seeing Hong

And I am very proud of the nation and I am proud of what Long Beach has done, this one they said in a lot of different ways but this port moves as many containers as the entire state of Texas so I hope that kind of puts that into perspective. But it is a very happy day for me.” The new equipment includes an ondock rail yard that is designed to handle 1.1 million containers annually and was built to minimize truck traffic on the local roads and freeways. The new operations are part of the Port’s Green Port Policy and the San Pedro Bay Ports Clean Air Action Plan. The new facility also boasts zero-emission yard equipment including guided vehicles and rail-mounted stacking crates, there is also an electrical substation and shore power that allows vessels to switch off diesel engines. The additional cargo from the expansion has generated 14,000 permanent jobs in Southern California and the unionized labor at the terminal will operate the ship-to-shore cranes, staff the control center, and maintain technology. “I think just as the director stated it

it means not only to the region but to the nation as well.” The final three acres of the project will be completed in 2025 with the opening of the North Gate Expansion that will push the terminal to 303 acres.

The festival is held in Mission Bay on East Vacation Island, Crown Point, and Fiesta Island, the event features drag boats, international competitors, live music, aerial demonstrations, and several vendors. The festival has been held in San Diego’s Mission Bay since 1964 when the first race was staged with hydroplane racer Bill Muncey. According to the San Diego Bayfair website, the Master Plan for Mission Bay was approved in 1958 which created the racecourse between East Vacation Island and Fiesta Island, the islands were created as part of a massive dredging project that was included in the Master Plan. The shorelines were curved to accommodate the 2.5-mile oval-shaped course and the beaches were sloped to dissipate waves from motorboats and hydroplanes. The racecourse is named after the

The future of racing was ensured when the San Diego Municipal Code allowed boat races with unmuffled engines for a period of under ten days.

Since the festival began over five million people have enjoyed the races in Mission Bay. The schedule for the event will be posted two weeks before the event, but tickets are available online, participants can choose between the three-day super pass that will get them entry to

the festival for the full three days or they can choose to buy day passes for either Friday, Saturday, or Sunday. The event is subject to change based on COVID-19 protocols in San Diego and throughout the state.

Catalina Connection By: JORDAN B. DARLING

C ATA L I N A — On Aug. 26, Margaret

Rivard broke the record and became the youngest woman to swim the Catalina Channel. The previous record was set by Stacy Fresonke Juler of Seal Beach in 1971. Juler was 14 years and 132 days old when she swam the channel. Rivard is almost a month younger than Juler was at the time of the swim. According to the Facebook post from the Catalina Channel Swimming Federation, Rivard swam through the night in winds of 5 to 7 knots which increased to 8 to 10 knots by the end of her swim. Rivard was supported by her mom Darci DeBlois-Rivard, dad Kevin Rivard, and older sister Vera Rivard on the Bottom Scratcher. Jax Cole and Monica Bender provided kayak support and CCSF President Forrest Nelson and Rebecca Nevitt were the official observers for the CCSF. “Margaret swam strong and steady

throughout the night,” said the Aug. 26 Facebook post. “She had winds of 5-7 knots which increased to 8-10 knots as she neared the end of her swim. The salt irritated her mouth and caused her lips and tongue to swell, and her throat to itch. Despite the discomfort, she continued her swim.” The swim across the channel takes preparation participants are asked to receive a physical before their attempt across the channel and they have to complete an application at least 45 days before their chosen date. The CCSF website recommends that swimmers train for cold open-water and unpredictable currents and compare the conditions to that of the English Channel. The challenge generally starts in the evening and goes through the night ending the next day on the opposite shore. The first swim across the channel was completed in 1927 by George Young, who won the first and only Wrigley Ocean Marathon in 15 hours 44 minutes, and

The Hotel Laguna LAGUNA BEACH— The picture above is a depiction of the Laguna Beach Hotel, which according to the Laguna Beach history website was built in 1895. Laguna Beach welcomed a stagecoach line via Laguna Canyon in 1888 that connected with the railroad in El Toro. The opening of the line brought along tourists looking to escape the heat and spend their time on the cooler shores of Laguna Beach. The hotel became a popular destination for artists, including Norman St. Clair who made the trek from San Francisco in 1903. St. Clair went home with glowing reviews and landscape paintings that encouraged other artists to make the journey down.

United States SailGP Team Holds Takes Fourth Place in Denmark By: JORDAN B. DARLING

AARHUS, DENMARK— The United States

SailGp Team held onto their fourth-place standing at the Rockwool Denmark Sail Grand Prix. The team entered in at fourth-place and lost their wing-trimmer Paul Campbell-James to a broken leg early on and replaced him with interim newcomer Jason Saunders. Saunders performed well on the first day and the team barely missed the podium by one point and were able to defend their fourth-place standing overall. “Jason did a great job,” said U.S. Team Skipper Jimmy Spithill in an Aug. 21 press release from SailGP. “He was thrown in the deep end with very dynamic and random conditions and so we were just trying to keep our heads above water. To be honest, we’re happy to walk out of here and able to salvage fourth place.” There are eight teams in the SailGP fleet and the top three teams at the end of the season will be able to compete for the $1 million prize at the championships Please see SAIL GP, PAGE 21

U.S. Women’s Match Racing Championship Held in San Diego By: JORDAN B. DARLING SAN DIEGO — The U.S. Women’s Match

Racing Championship was held in San Diego Aug. 19-22, Nicole Breault and her team came out on top, making this Breault’s fourth career win. Breault, Molly Carapiet, Karen Loutzenheiser, and Julie Mitchell, representing St. Francis Yacht Club, won Sunday’s Finals match-up against Janel Zarkowsky, Annabelle Ayer, Madeline Gill, and Rose Edwards, representing Scuttlebutt Sailing Club. Zarkowsky’s team had the lead in the second and third races but they were carrying penalties they couldn’t get past for both races and Breault’s team ended up coming out on top with 3-0 and went undefeated in the championship. Breault and her teammates Carpaiet and Loutzenhesier, raced together in the 2015, 2016, and 2018 championships making this their fourth career win as a team. The team sailed perfectly in the Round

Robin stage on Aug. 20 and won all nine matches before entering into the knockout stage. They went on the defeat the team representing California Yacht Club with 2-0 in the quarterfinals and followed up with another 2-0 win against the Chicago Yacht Club team in the semifinals. “Our teamwork sailing the J/22s has been refined over the years,” said Breault in a US Sailing press release. “We were solid and could get our heads out of the boat to account for a lot of the fleet racing factors that happen in match racing. Transitioning from light to windier conditions and reacting to pressure was the key to speed.” Breault and her team have received an automatic invitation to compete at the 2021 U.S. Match Racing Championship hosted by Long Beach Yacht Club Oct. 1-3. Juvenile Coho Salmon Temporarily Relocated in Sonoma County By: JORDAN B. DARLING

July and August roughly 4,000 juvenile coho salmon were relocated from Warm Springs Hatchery to a conservation facility at Casa Grande High School in Petaluma. The salmon were relocated from Lake Sonoma due to drought and poor water conditions that increased the risk of heat stress and disease among the fish. In a press release from the California Department of Fish and Wildlife, it was noted that the scientists developed the relocation plan as a precautionary measure to keep the hatchery coho safe. The coho are kept as hatchery brood stock and are integral to ensuring the genetic diversity of coho salmon in the wild. The genetic diversity in the hatchery salmon is comparable to that of the wild salmon found in Central California. Wild salmon are facing severe drought conditions and the captive fish are an insurance against the loss of genetic diversity in the population. “Relocating a portion of the juvenile coho provides additional protection for the maintenance of genetic diversity, which is important for resilience of the species as a whole,” said Stacy Sherman, CDFW acting regional manager in an Aug. 20 press release. The relocation was in partnership with the U.S. Army Corps of Engineers,

FISHING NEWS UPDATES

By: JORDAN B. DARLING

C A L I F O R N I A — The California Environmental Protection Agency has updated its recommendations for safely eating sport fish caught in lakes and reservoirs throughout California. The Statewide Advisory for Eating Fish from California’s Lakes and Reservoirs without Site-Specific Advice was updated using the latest data on mercury and polychlorinated biphenyls that can accumulate in fish and pose health risks to consumers. The new advisory covers 14 fish species including brown trout, channel catfish, crappie, black bass, and rainbow trout. According to the CDFW website, this is twice the number of fish that were covered in the original advisory in 2013. “Many fish have nutrients that may reduce the risk of heart disease and are excellent sources of protein,” said Dr. Lauren Zeise, Director of CalEPA’s Office of Environmental Health Hazard Assessment (OEHHA), in an Aug. 18 press release from the California Department

of Fish and Wildlife. “We are thrilled to provide Californians with these updated guidelines so they can safely eat fish low in chemical contaminants and enjoy the well-known health benefits of fish consumption.” The OEHH A re leased the advisories earlier in August to inform the public of the risk of consuming certain California fish. The fish advisories are guidelines that recommend how often a person can safely eat fish caught in California bodies of water. san diego fish report BLUEFIN, YELLOWFIN, YELLOWTAIL, DORADO AND STRIPED MARLIN ON THE OFFSHORE MENU! By Bob Vanian of 976Bite.com

The recent offshore fishing has been good for a mixed bag of bluefin tuna, yellowfin tuna, dorado, and yellowtail with striped marlin starting to bite better as well. The past couple of days have seen a dip in the hot bite offshore fishing but there are still bluefin, yellowfin, dorado, yellowtail, and striped marlin around and biting. In all likelihood, it is only just a matter of time before these fish pop up again in big numbers and that we see the hot bite offshore fishing resume.

The bluefin tuna attract most of the attention and they have been nice sized fish that have ranged from 15 to 200-plus pounds with most falling within the 25 to 80-pound range. Yellowfin tuna have been in the 15 to 40-pound class with most of the dorado ranging from 6 to 15 pounds and most of the yellowtail being in the 8 to 18-pound range.

Those wanting to focus on the bluefin tuna fishing have been finding the best bluefin bite area to be up above the West End of San Clemente Island while fishing 3 to 12 miles northwest over to southwest of the West End. There have also been scattered catches of bluefin that are mostly the 15 to 40-pound fish made by boats fishing other areas incidental to primarily targeting dorado and yellowtail.

Some of the bluefin hookups have come from stopping alongside of spots of breaking fish, foaming fish or breezing fish and casting poppers, Colt Snipers, stick baits or surface iron to the bluefin before they sound. There have also been bluefin biting from stopping and drifting on sonar marks, meter marks and spots of breezing, breaking or foaming fish. When boats are drifting, bluefin have been biting on flylined live sardines and live mackerel and on rubber band torpedo sinker rigged live sardines and live mackerel. Kite or balloon fishing has also been effective while drifting and fishing with frozen flying fish, live sardines or live mackerel.

Bluefin have been biting both day and night with some of the best fishing coming in the dark. When fishing sonar marks or meter marks found in the dark, Flat Fall jigs, knife jigs and sinker rigged live baits have been most effective. During daylight hours, trolling can also produce a bluefin strike with spreader bar rigs, daisy chain rigs and cedar plugs getting occasional bites on the troll.

In other areas, the fishing for a mix of dorado, yellowtail and an occasional bonus yellowfin tuna or bluefin tuna has been good but is also experiencing a current dip in the hot bite level of action. There are some dorado, yellowtail, yellowfin and bluefin around and biting though and anglers are anticipating that

the big numbers of fish will pop up again sometime soon and resume the good bite levels that were going on before the current dip in the action.

Areas providing the mixed bag catches of dorado, yellowtail and a chance at a bonus bluefin or yellowfin have been widespread and are scattered from Catalina on down to the offshore waters below and outside of Los Coronado Islands. Productive areas have been in the region of the 277 Spot, the 267 Spot, the 209 Spot, the 181 Spot, the 312 Spot, the 178 Spot, the 138 Spot, the 9 Mile Bank, the area 3 to 15 miles off the stretch of coast between Point Loma and Laguna Beach, the 101 Spot, the 425 Bank, the 371 Bank, the Upper Hidden Bank and the 475 Knuckle. Most of the fish in these areas have been caught around kelp paddies with some yellowfin also biting from porpoise schools and an occasional yellowfin or bluefin also caught from spots of breaking fish or from blind trolling strikes.

The mixed bag kelp paddy dorado and yellowtail fishing has been in some areas that are close enough to the coast to allow some boats that are out on half and three-quarter day trips to fish offshore waters and get in on the offshore fishing excitement. Captain Joe Cacciola of Sea Star with Sea Star Sportfishing and the Oceanside Sea Center reported about fishing a recent three-quarter day trip in offshore waters. Cacciola said they worked offshore water between Oceanside and Encinitas and that they found 6 kelp paddies. Cacciola’s report was that four of the kelp paddies were empty with no fish around and that the fifth paddy they found had 2 small dorado cruising around it that did not want to bite. The sixth kelp paddy proved to be the charm and was loaded with hungry dorado. Cacciola’s group of 9 anglers got to experience some frenzied offshore dorado fishing and were able to catch 20 dorado from the hot kelp paddy bite.

Striped marlin fishing has improved with some marlin being caught and released by boats fishing the Ridge in the areas of the 181 Spot and the 138 Spot as well as while fishing off Church Rock at the East End of Catalina, 4 to 12 miles off Oceanside and 3 to 7 miles off La Jolla. The area ranging from 4 to 7 miles off La Jolla is the current best bite area. A positive sign about the marlin fishing is that when someone reports seeing a marlin there are often more than one fish seen at the same time. This has resulted in some instances of having double hookups going at the same time. Most of the marlin action has been coming on the troll.

Fish Report From page 25

Coronado Islands has been good to sometimes very good with some limit catches of yellowtail being reported. The overall fishing at Los Coronado Islands has been impressive with a mix of yellowtail, calico bass, bonito, barracuda, reds, rockfish and an occasional bluefin tuna being reported.

The best yellowtail bite areas around Los Coronado Islands have been the weather side of North Island, the Middle Grounds, the weather side of South Island and the Rockpile. Yellowtail have been located by finding sonar marks, meter marks, spots of fish up on the surface, trolling strikes on deep diving Rapalas and trolling strikes on slow trolled sardines. Good choices for surface iron that work well for yellowtail and barracuda include Salas 7X lights and Tady 45’s in blue and white, mint and sardine colors. Slow trolled sardines have been one of the best ways for private boaters to try and locate biting yellowtail, bonito, barracuda and calico bass. The slow trolled sardines also work well for fishing the area of biting fish once they are located.

The San Diego County coast is producing good fishing for a mix of calico bass, sand bass, rockfish, reds, whitefish, sheephead and sculpin. There has also been a chance at scratching out a yellowtail at La Jolla. Some areas of cool 62

ment for boats fishing the kelp beds at the upper end of La Jolla where there have also been a few bonito and good numbers of calico bass biting.

Captain Joe Cacciola of Sea Star with Sea Star Sportfishing and the Oceanside Sea Center reports fishing kelp bed areas between Solana Beach and Del Mar and finding good fishing for calico bass, short sized barracuda (that are released), whitefish, reds and rockfish.

Cacciola says they do best with the kelp bed fishing when they have had the smaller sized 4 to 5.5-inch sardines in their bait supply. In addition to the kelp bed fishing there has also been good fishing in deep water for reds and an assortment of rockfish. The best bottom fishing has been found at hard bottom spots off Leucadia, Solana Beach and Del Mar.

Calico bass have been providing the best surface fishing along the San Diego County coast and productive kelp bed and hard bottom areas for calicos have been the hard bottom to the northwest of Buoy #3 at Point Loma, the Dropoff at Point Loma, the 5 Tanks at Point Loma, the Green Tank at Point Loma, Point Loma College, the Roundhouse at Sunset Cliffs, the upper end of La Jolla, Del Mar, Solana Beach, Leucadia, South Carlsbad and the Barn.

The yellowtail fishing along the San Diego area coast continues to be slow with recent days seeing a bit of improve-

The halibut fishing provides an occasional legal sized fish and the best areas for a chance at a halibut have been the sandy bottom off Mission Beach around the structure of the Yukon Shipwreck and around the sunken NEL Tower.
