Common Idioms Derived from Maritime Lingo

It’s okay to assume that we use common phrases without fully understanding their origin. That said, these idioms have backgrounds that make you say, “Oh wow. That makes sense!” So, let’s dissect the meaning of these nautical turn of phrases that have been established into our everyday vocabulary.

T he average mariner won’t be surprised by this one. When someone agrees to something, and they confirm by saying, “I’m on board,” it means they

setting. That’s why in Disney’s movie, "The Little Mermaid", the seagull that delivers gossip is named Scuttle. However, Scuttlebutt derives from the nautical term for the cask used to serve water. The time corresponds to the colloquial concept of a water cooler in an office scene, sometimes becoming the focus of congregation and casual discussion.

You’ve likely referred to someone as a loose cannon.

Meet the Tall Ships of the Maritime Festival

DANA POINT — A tall ship is a large, traditionally-rigged vessel. Popular tall ship models include topsail schooners, brigantines, brigs, and barques. “Tall ship” can also be de ned more speci cally by an organization, such as for a race or festival.

The Maritime Festival in Dana Point will showcase four tall ships to help educate the public on maritime history.

Built in 1970, the Spirit of Dana Point is just one of the many reasons people ock to the annual weekend event. Owned by the Ocean Institute in Dana Point, the Spirit is a traditionally built replica of a 1770

privateer schooner used during the American Revolution. These ships were known for speed and used for smuggling. The 118foot-long ship has a rig height of 100 feet and 5,000 square feet of sail.

On Board With J.R. Johnson

The Bill of Rights, also a schooner, is 136 feet long, built in 1971, and owned by the South Bayfront Sailing Association. A schooner is a type of sailing vessel de ned by its rig: foreand-aft rigged on all of two or more masts, and, in the case of a two-masted schooner, the foremast generally being shorter than the mainmast. The Bill of Rights was designed around the lines of an 1856 America›s Cup schooner, dreamed up by Captain Davis as a swift and agile passenger-carrying vessel. The keel was laid in 1969 in South Bristol, Maine, at the Harvey Gamage Shipyard, and the vessel was o cially launched on March 27, 1971, to unprecedented fanfare with attendance surpassing 10,000.

The Exy Johnson will be on display in all its glory. Built in 2002 and currently owned by the Los Angeles Maritime Institute, the 110-foot-long vessel is categorized as a brigantine, which is a two-masted sailing ship with a square-rigged foremast and a fore-and-aft-rigged mainmast. The brigantine was swifter and more easily maneuvered than

a sloop or schooner; therefore, it was employed for piracy, espionage, and reconnoitering as an outlying attendant upon large ships for protecting a ship or for supply or landing purposes in a eet.

Lastly, the Irving Johnson will also be sailing in from Los Angeles for the event. The Irving Johnson is the twin to the Exy Johnson and is also a 110-foot-long brigantine built in 2002. The two tall ships were named in honor of Irving Johnson and his wife Electra and their commitment to sailing. Irving McClure Johnson was an American sail training pioneer, adventurer, lecturer,

and writer. His wife, Electa S. “Exy” Johnson, was an American author, lecturer, adventurer, and sail training pioneer. Throughout her life, she completed many sailing feats, including sailing around the world seven times while training younger sailors.

Tall ships are a celebration of oating history. Their traditional riggings comprise a system of ropes, cables, and chains, which support the towering, majestic masts. Standing rigging includes shrouds and stays, which adjust the position of the vessel’s sails and spars to which they are attached. Running rigging includes halyards, braces, sheets, and vangs.

He is also chairman of the Hubbs/ SeaWorld Research Institute. He serves on the board of directors of the Center for Sportfishing Policy (CSP), the International Game Fish Association (IGFA), and the California Artificial Reef Enhancement Program.

In addition, Shedd served for seven years on the board of directors for the American Sportfishing Association (ASA) and as chairman of the ASA Government Affairs Committee for over 25 years. He co-founded United Anglers of Southern California (UASC), where he led that group’s efforts to develop the white seabass grow-out facilities to support the hatchery program. Shedd Honored with the 2023 Anthony Hsieh Conservation Award

SAN DIEGO— On Aug. 3, the Coastal Conservation Association of California (CCA CAL) honored sportfishing and marine conservation icon—Bill Shedd, CEO of AFTCO and chairman of the CCA CAL State Board of Directors.

CCA CAL, the sportfishing community, and family and friends have presented the 2023 Anthony Hsieh Conservation Award to Shedd for his lifelong passion, advocacy, and tireless work on behalf of ocean conservancy and recreational fishing access.

The award was presented at a gala that included a cocktail reception at the HubbsSeaWorld Research Institute on San Diego’s Mission Bay, followed by dinner and the award ceremony at nearby SeaWorld.

“The Anthony Hsieh Conservation Award is CCA CAL’s highest honor, presented to an individual who has supported sportfishing in California, and has made meaningful contributions toward the protection, restoration, and enhancement of our marine resources,” said Doug Lasko, president of CCA CAL, and Okuma Fishing Tackle in a press release. “No one fits this persona more than the living legend and visionary, Bill Shedd.”

Bill has volunteered and dedicated his time, energy, and financial resources for over 30 years to marine conservation and recreational fishing industry issues while simultaneously running the successful sportfishing-oriented business—AFTCO.

Bill is a founding member of the

Shedd started the AFTCO Tag Flag program in 1989 in both the Atlantic and Pacific, which significantly increased awareness of and participation in tag and release sportfishing for 18 years. He also served on the board of United Sport Fishermen, the Guy Harvey Ocean Foundation, and the NOAA Marine Fisheries Advisory Committee.

Shedd’s efforts have brought him worldwide awards and credit, including the ASA Lifetime Achievement Award and induction into the ASA Hall of Fame. He was honored with the IGFA Conservation Award and was inducted into the IGFA Hall of Fame in 2023. His list of achievements continues, including the CSP Eddie Smith Manufacturer of the Year Award, the UASC Bill Ray Memorial Award, the California Outdoor Writers Association Man of the Year Award, the Bill Poole Memorial Award, and the Motor Boating Magazine Best of the Year Award.

“Please plan to join me, CCA CAL members, leaders in the sportfishing community, and the Shedd family in congratulating Bill Shedd for receiving the 2023 Anthony Hsieh Conservation Award,” said Lasko.

QUESTION :

LEGAL

ADVICE ask a maritime attorney

My boat has been listed for sale with a yacht broker for more than a year. I understand that boat sales in general are pretty slow right now, but I am not convinced that my broker has been doing everything possible to market the boat. A few days ago, I was approached by another broker who indicated that he has a buyer for my boat — and that he could have a legitimate o er in my hands right away, if I sign a listing agreement with him. I am concerned that this might cause problems with my existing broker, but the new broker said that I would have nothing to worry about, since the boat has not been properly marketed. What are my legal options in a case like this?

ANSWER: We need to start this discussion by noting that it is impossible to advise our reader of his legal options without looking at the listing agreement that he signed with his current broker. We can, however, review the structure of a typical yacht brokerage listing agreement and o er a few observations based on the features of that agreement.

Yacht brokers in California must comply with the provisions of the California Yacht and Ship Brokers Act, which is enforced by the Department of Boating and Waterways. Under this law, a broker must obtain a signed authorization from a boat owner before the broker can represent the owner in the sale of the boat.

This signed authorization is a listing agreement. Listing agreements are classi ed under two broad categories: “Open” agreements and “Exclusive” (sometimes referred to as “Central”) agreements.

An open listing agreement allows the owner

to list the boat with more than one broker or to market the boat without a broker, and the agreement does not require an expiration date. Conversely, under an exclusive listing agreement, the boat is marketed exclusively by the broker with whom the agreement is made — and, under California law, the agreement must include an expiration date.

Open and exclusive listing agreements both spell out the broker’s duties in general terms, and they both provide for a commission to be paid to the broker upon the sale of the vessel. Both agreements also typically call for a commission to be paid to the broker if the boat is sold to someone who was introduced to the boat by the broker, even if the boat was eventually sold through a different broker.

News Briefs

From page 5

The 23 million salmon raised and released by CDFW in 2023 represents a 15 percent increase over the roughly 20 million fall-run Chinook salmon raised and released in 2022. This year’s production goals were increased as a coordinated effort among state and federal partnering agencies to help fall-run Chinook salmon overcome impacts from an extended drought that increased water temperatures and decreased water flow throughout the Central Valley during critical salmon spawning and rearing periods. Drought conditions and a Thiamine Deficiency Complex, a vitamin deficiency that impacts reproduction, have reduced successful in-river spawning over the last few years.

Beyond the hatchery production increase, CDFW carried out several new, innovative, and experimental release strategies to take advantage of some of the best in-river flows and water conditions in years and to increase overall survival. In 2023:

“For the first time since 2020, CDFW conducted in-river salmon releases within the Feather River and the American River to take advantage of the increased water

Also, an exclusive agreement will invariably require a commission to be paid to the broker if the boat is sold to anyone during the term of the agreement, regardless of who introduced the owner to the buyer, or whether the broker was involved at all in the transaction. This is where our reader may find himself in some hot water.

As noted above, the broker’s duties under a listing agreement are described in very general terms, and as such it is extremely difficult to establish that a boat was not “properly marketed” or that the broker otherwise failed to meet his or her obligations under the agreement.

Therefore, assuming that our reader has an exclusive listing agreement with his current broker, the sale of his boat through a different broker will likely require him to pay a full commission to

flows associated with winter storms that lingered into the spring. These flows increased available rearing habitat and provided for increased survival while migrating toward the ocean. Salmon smolts outfitted with acoustic tags were released with larger groups in their natal rivers to allow CDFW to monitor and track their downstream migration to the ocean. Preliminary results suggest high survival for groups of hatchery-raised fish released into the river systems in 2023.

** The more than one million salmon fry released into the American River in February represented CDFW’s initial effort with “Parentage Based Tagging” or PBT. These juvenile salmon don’t carry physical markings or tags, but their genetic signatures have been recorded and stored for future analysis to evaluate the overall success of the fry release.

** The Feather River Fish Hatchery released smaller juvenile fall-run Chinook salmon earlier in the spring than the typical smolt releases to diversify hatchery release strategies and the timing and size of hatchery-raised fish entering the bay and marine environments.

** CDFW added to the release sites and strategies used within San Francisco

both brokers. Our reader is primarily concerned with his own legal options, but the relationship between the two brokers should a lso be examined. If the new broker was aware that the boat was the subject of an exclusive listing agreement, and if he intentionally persuaded our reader to breach the listing agreement with the first broker, then the new broker may be liable to the first broker for interfering with the existing contract. This would not let our reader off the hook, but it would give the first broker another litigation target if the boat owner is unwilling or unable to pay the second commission.

If the new broker in this case really has a legitimate buyer who is interested in making an offer on our reader’s boat, the proper approach would be for the new broker to enter into a cooperative brokerage agreement (often referred to as a “co-op”), which provides for the

and San Pablo bays. These included new release locations at the Estuary and Ocean Science Center in partnership with San Francisco State University; Point San Quentin, in collaboration with the Marin Rod and Gun Club; and Brickyard Cove in Richmond in partnership with the City of Richmond and the Golden Gate Salmon Association. Smolts were released at night on strong outgoing tides at these locations to reduce bird predation and encourage seaward migration.

** Except PBT release groups in the American River, 25 percent of all fall-run Chinook salmon raised and released by CDFW’s Central Valley anadromous fish hatcheries carry coded-wire tags (CWT) with information on their origin and have a clipped adipose fin to indicate their hatchery origin. CWT and PBT-tagged fish will provide critical scientific data for future management decisions and hatchery operations.

Fall-run Chinook salmon support most of California’s commercial and recreational fishing seasons. Although ocean and in-river salmon fishing seasons have been closed for 2023, fishing seasons will be reevaluated in 2024.”

commission to be split between the two brokerages. These agreements are used in one form or another throughout the country, and they allow for the sale of the boat through a second broker without affecting the owner’s listing agreement with the first broker.

Bizarre Facts

represents a clumsy seaman. The feeling that sailors had towards landlubbers was illustrated in the novel Omoo, written in 1847 by Herman Melville,

“Now, nobody is so heartily despised as a pusillanimous, lazy, good-for-nothing landlubber; a sailor has no bowels of compassion for him... whenever there is any plain, hard work to be done, he is put to it like a lever.”

L astly is the send-off we hear in bars— “bottoms up!” The cheers is an encouragement to finish the remainder of your drink. This command originates from an era when English sailors were commonly tricked into joining the navy. The scheme involved giving the gullible man a beer with a coin at the bottom. Once the unsuspecting man drank his way to the coin, he was considered to have accepted payment and was swiftly enrolled or press-ganged into the Royal Navy. As people began to catch wind of the con trick being passed around, they would say “bottoms up” to the people they drank with so that they could check for any hidden coins at the bottom of their glasses.

News briefs from the Panama Canal and Sea of Cortez

PANAMA DROUGHT

Record-breaking drought in Panama is preventing hundreds of ships from transiting the Panama Canal, but private recreational vessels are not being adversely affected.

“Surprisingly, we got to transit right on schedule,” said Steve Benito, crew aboard a 45’ powerboat from Florida that recently transited. I met Benito there in July when I transited aboard a 65’ powerboat. The ship anchorages on both ends of the 50-mile Panama Canal were over filled with at least 50 bigger ships waiting to transit.

“That log jam of big ships is pretty unusual, I guess,” said Benito. According to our pilots and advisors, there wasn’t enough rainwater to float them in those new locks, due to the drought.

Yachts up to 125’ transit Panama along with smaller ships by up locking and down locking through the three locks at Mira Flores, Pedro Miguel and Gatun.

But since 2016, all deeper-draft ships called Neopanamax vessels must up lock and down lock in two newer, deeper locks that bypass the older shallower locks. Even the normal water levels in the older locks have frequently been lowered by a foot or two during 2023, dependent upon how much fresh water was available on that day.

NEW PANAMA PAPERWORK

All recreational boaters planning to transit the Panama Canal must now use a new online portal (http://asem.pancanal. com/) to preregister, whether or not they are using the service of a local ship’s agent.

According to the website Noonsite. com, Panama’s new portal known as ASEM (Small Craft Service Management) allows boaters to forego the previously required physical inspection and measurement upon arrival in country, which sometimes has required extra time to schedule.

Instead, boat owners now need to take and upload a specific series of photos that demonstrate the boat’s primary measurements such as length overall, beam and draft, plus photos that show any projecting deck equipment, like bow sprit, swim s tep, stabilizer fins, fishing rod arms, mast spreaders.

The new ASEM portal also asks the boat owner to input the details and passport numbers for all the people who will be aboard, vessel arrival date, its last 10 ports visited, etc. Payment of the canal’s $75 fee for Inspection, which is now virtual, can then be paid online by credit card.

PANAMA FEE INCREASE

Where on earth are boating prices not going up?

During the rest of 2023, the basic fee to transit the Panama Canal, called the Transit Fee for recreational boats up to 65’ LOA is still $1,760. But as of 1 January 2024, that goes up to $1,935. For yachts 65’ to 80’ LOA, the present Transit Fee is $2,400 but it goes up to $2,905 on January 1, 2024. Then the next increase of this particular fee is scheduled for January 1, 2025.

In addition to the Inspection Fee and Transit Fee, recreational boats presently can be assessed with a Security Fee of $165, a Delay (Disruption) Fee of $440, and a refundable Buffer Fee of $1,060. All fees are expected to increase by similar increments on the first of January 2024 and 2025.

I recommend Noonsite.com (https:// www.noonsite.com/report/panama-canal-transit-information/) for more details about transiting the Panama Canal.

RE: Preparing for its 6th Year, War Heroes on Water Welcomes Back Legacies and Newcomers (Aug. 18-31)

route northward for 115 n.m. to Puerto Escondido, a major boating hub. Then the Giant Woman waltzes another 140 n.m. up the peninsula to end with a flourish at Diablo Rojo, the red devil volcano peak that rises just north of Santa Rosalia.

Besides providing gorgeous scenery, the Sierra de la Giganta shields Sea of Cortez boaters from the stronger north westerly storms that beat down the outside of the Baja California Peninsula.

What’s new? Mexico’s president Lopez Obrador recently announced that he is enacting legislation to protect the Sierra de la Giganta and Guadalupe from privatization and development. He said he is officially wrapping this mountain range and its broad foothills into a vast 2-million-acre Biosphere and Natural Protected Area (ANP). It will be protected by CONANP guards and rangers.

What’s to protect? Within this new biosphere are more than 149 different petroglyphs and cave painting sites, all of them recorded and registered as valuable natural treasures. Most of them predate Columbus, thus leaving a visual record of several ancient tribes including the Cochimi that once populated central Baja. Most of these rock art sites, rupestres in Spanish, are found inland between the latitudes of Loreto and Santa Rosalia.

Unfortunately, too many delicate cave paintings and petroglyphs have been vandalized and defaced in the last decade, a nd some will need weather protection.

La Giganta is also home to seven historic missions and archeological monuments that dot La Giganta’s r emote canyons. The missions are at San Francisco Javier, San Juan Bautista, San Jose de Comondu, La Purisma Concepcion, Nuestra Senora de Los Dolores a nd San Luis Gonzaga. The mission monuments range in repair from active, like San Javier near Loreto, to adobe ruins that are melting away.

This new biosphere and ANP should prevent the land being sold for destructive mining and over development within these sensitive areas.

Next time we’ll look at hurricane preparations for your boat and crew.

Scouting Gala to Honor Malin Burnham and Steve Williams for Outstanding Service to San Diego

Champions of Scouting Celebration will take place aboard the USS Midway on Sept. 30.

SAN DIEGO — The San Diego-Imperial Council Boy Scouts of America (SDIC) will pay commendation to civic leaders Malin Burnham and Steve Williams on Sept. 30, at its annual Champions of Scouting Celebration aboard the USS Midway Museum downtown at Navy Pier, along the San Diego Bay. Honorees are chosen based on their contributions to the community and how their values re ect the scouting program’s principles.

The annual SDIC Champions of Scouting event is held to honor those San Diego community leaders who recognize and support the positive impacts resulting from its youth leadership and community service programs.

“The Champions of Scouting Event has taken place for over 12 years; since 2009, we’ve honored 14 Champions of Scouting for their support of Scouting,” said Elora Lawyer, Fundraising Assistant for San Diego – Imperial Council, Boy Scouts of America. “The event includes a dinner, honoree recognition with tribute videos, and live music entertainment, including The Beach Boys in 2021.”

Burnham and Williams have devoted much of their lives to making San Diego a better place through hands-on volunteer leadership in various local organizations, generous philanthropy, and being the strongest champions for the San Diego region.

“There are no stronger advocates for San Diego than Malin and Steve,” said SDIC Scout Executive/CEO Sean Roy in a press release from Aug. 15. “They lead by example and exemplify what Scouting

is all about by doing, as Scouts like to say, ‘good turns daily.’ We are thrilled to honor these two ne gentlemen.”

Burnham is an avid sailor who founded the San Diego Sailing Center at the San Diego Yacht Club. The center houses the junior sailing and high school sailing team programs.

He is the former Chairman of John Burnham & Company Insurance and Burnham Real Estate and has been an active board member of several major corporations. Burnham’s current involvements include being a board member of the Sanford-Burnham Medical Research Institute, Rady School of Management, and the USS Midway Museum, as well as the Chairman of the Sanford Consortium for Regenerative Medicine. In addition, he co-endowed the Burnham-Moores Center for Real Estate at the University of San Diego.

Burnham is the author of “Community Before Self: Seventy Years of Making Waves,” which elaborates on how to live a life of integrity and personal giving. Burnham writes that everyone can contribute toward enhancing their community by volunteering their time and e ort regardless of income, political views, or age.

He received his Bachelor’s degree in industrial engineering from Stanford University, was elected to the University of California Board of Trustees in 1996, and serves on the Chancellor’s Executive Advisory Cabinet for UC San Diego.

Williams is the Founding Principal of SENTRE, a real estate investment rm headquartered in San Diego with investment properties from San Diego to Portland.

Dock Safety— Why and How

The panel includes both LED indicating the relative strength of the field, a loud alarm, and a flashing light.”

Labor Day is almost here, which means it’s time for more fun in the sun and enjoying the water with friends and family. Many holiday gatherings occur on boat docks during this time of the year. While docks are great fun for those who want to swim, tan, fish, and boat, it’s important to remember a few safety tips when near or on boat docks and preventative measures to keep it secure.

The experts at ShoreMaster, a manufacturing company that builds custom docks and more, have recommendations for boaters this year. First, don’t swim around docks that have boats plugged into shore power. If there is outdated wiring or a lack of proper safety equipment, electricity could leak into the water and cause injuries. Electric shock drowning happens when a marina or onboard electrical systems leak electric current into the water. The current then passes through the body, causing paralysis resulting in drowning. An annual or bi-annual inspection of the wiring and hoses is a recommendation they make to catch a problem early.

“Always use Ground Fault Circuit Interrupter (GFI) protection,” said ShoreMaster’s Marketing Manager Kelli Heikes. “If there is none in the circuit, install a GFI pigtail. We also recommend Dock Lifeguard: A single sensor, properly placed, is said to protect an area about 40 feet on a side. Up to four sensors may be used to increase the area of coverage.

No matter what material your dock is made from, it can benefit from a good pressure washing to remove dirt. If you have wood docks, you’ll probably need to sand the decking panels after this is done to avoid splinters. And if you’re due for re-sealing your dock, it’s an ideal time to get that done. Steel parts should be sanded, primed, and painted where applicable. Inspect your dock as often as possible to ensure nothing is amiss, and take care of any minor problems you see before they become much more significant.

Next, regularly inspect your boat lift cables for signs of broken strands, kinks, rust, and corrosion. The consequences of broken cables lead to your boat dropping off the lift. If this happens while you are away from your boat lift, your boat could float away and be difficult to retrieve. It is recommended all boat lift owners take a peek at their equipment once a year.

Ensuring all people on the dock use a personal flotation device (PFD) might seem like a given. But with the holiday celebrations gathering more people than usual, having extra life vests for use during Labor Day is wise if you are hosting an event on your dock. PFDs aren’t the only safety tools you should have on board. Potential emergencies are a call for preparedness, including having a fire extinguisher on hand and confirming that someone in the group is certified in first aid. A fire extinguisher and a PFD are always necessary for any boating experience. A first aid kit and a radio are a lso recommended.

Review and update your insurance

policy’s dock and boat coverage. It is essential to be proactive about your boat’s insurance policy rather than reactive. Most policies will cover your boat while on the lift, but only to a certain extent.

Your boat dock isn’t just a means to reach your boat; it’s also a place to relax, entertain, and get some sun, fresh air, and time on the water. Taking care of it – and being cautious – is important to avoid accidents. Your boat lift is a significant investment that protects your boat’s value and performance. It should not be neglected and, like any other part of your home or big investment, it should be maintained with love and care to keep performing well for years to come.

Always remember, a careful look at your dock and equipment will pay off when taking your lift out of storage.

“Ensure your pulleys and cables are in good condition, the bearings are where they should be, and everything is free from wear and tear,” said Heikes. “If the movable parts need grease or oil, apply it

now. If you need replacement parts, order them now. Everyone else will be ordering their parts in spring, and you want to be ahead of schedule.”

“While it isn’t fun to think about safety hazards, it is essential for those who own boat docks to prepare for a safe Labor Day weekend on the water. Consider adding railings, lighting, or other dock safety accessories to help with dock safety.”

L astly, always obey all safety regulations when on a watercraft or in open water.

The Annual Catalina Channel Crossing Outrigger Championships Is Back on the Water

The Southern California Outrigger Association will host the annual Catalina Crossing, two days of outrigger racing with races between Newport Beach and Catalina Island.

N EWPORT BEACH — The 2023 Catalina Crossing U.S. Outrigger Championships, the pinnacle race of the Southern California Outrigger Association, will take place Sept. 9 and10. The Catalina Crossing is an annual race going into its 64th year.

A skipper’s and coach’s meeting will be held on Sept. 8 at Pavilion A at the Newport Dunes at 5:30 p.m.

The Sept. 9 races will begin at 6 a.m. and launch outside the Newport Dunes West Beach Pavilion. Canoes are asked to be off the beach by 7:20 a.m. to be as close to an 8 a.m. start time as possible.

The women’s race will start at 8 a.m. Canoes will line up at the Bell Buoy at the harbor entrance, and escort boats will follow slowly behind. The co-ed race will start at 8:20 a.m. Once the official escort boat signal has been sounded for each time frame, all escorts may proceed onto the course. Throughout the race, escort boat wakes may not hinder an opposing team or assist their own. Time penalties will be determined if an escort boat does not proceed safely and courteously at any point during the race.

T he races are expected to finish between 1 and 2:30 p.m. The Wahine and Co-ed awards will be presented at Wrigley Stage on Crescent Avenue from 3:45 to 5 p.m. The racer’s event will begin with the Mayor’s Cup presentation, followed by giving the women’s and co-ed awards.

“ Wahine is Hawaiian for women,” according to SCORA Registrar Caren Thompson. “The women’s awards presentation is done on Wrigley Stage in Avalon. Award tiles will be given to the 1-3rd-place winners in each division. Kane is Hawaiian for men. The men’s awards are done at the Newport Dunes in Newport Beach. Like the women, they are awarded a 1-3rd place in each division.”

T he event’s second day will begin at 6 a.m. on Sept. 10 with breakfast on Catalina Island, followed by a beach clean-up until 8:30 a.m. By 9 a.m., the co-ed race will start out of Lovers Cove,

followed by the men’s race launching at 10 a.m. Racers are expected to arrive at Newport Harbor between 1 and 3 p.m. and finish their race by 3:30 p.m. An end-of-season party with food and entertainment will take place at Newport Dunes Pavilion ‘C,’ with an award ceremony commencing at 4:30 p.m.

A ll crews will have a satellite tracker, so their location is always known. Multiple divisions will race alongside each other, and the satellite tracker will determine the winner of each division in the cumulative race. The average race time for the women and co-ed division is four to six hours, and the average for the men’s division is approximately three-and-a-half hours to six hours, depending on the conditions and fitness of the crews racing.

A s in any race, the fastest time wins, but because the events will have multiple divisions, there will be winners in each division, all based on when they finish the race.

F or a complete schedule of events, visit https://www.scora.org/ catalina/schedule-of-events/.

“Each team has nine paddlers, but only six can be in the racing canoe, so that leaves three relief paddlers in the accompanying escort boat,” said Catalina Race Chair Cheance Adair. “A change coach generally travels with a team and will tell the skipper when to drive up ahead of the racing canoe and drop the relief paddlers in the water, in line with the racing canoe, the canoe approaches the paddlers in the water, and while in motion if there are three paddlers in the water, three paddlers will exit the canoe, and the new paddlers will “pop” in and start paddling…”

“ We are still receiving registrations, but we expect to have about 130-140 crews between the two-day event,” said SCORA Registrar Caren Thompson in an email to the Log. “Approximately 1200 paddlers with ages ranging from 16 to 80. Ranging from CA, North CA, OR/WA, Canada, Hawaii (all islands) and Tahiti”

Race fees are $650 per crew, and entry fees include canoe storage in Avalon and the Sunday afternoon awards dinner for the Sept. 10 paddlers.

R ace divisions include:

The 2023 Allianz Sailing World Championships has given the US Sailing Team its first chance to secure Olympic berths, and the team secured four. This event is the world championships for all disciplines used at the next Olympics and four para sailing classes. It took place on the waters off Scheveningen a district of The Hague located on the coast of the Netherlands and offered the chance to qualify for the 2024 Summer Olympics in Paris, France, whose sailing competition will be held in Marseille.

After ten days of competition at the Allianz Sailing World Championships concluded with the ILCA 6 Medal Race, the US Sailing Team’s Charlotte Rose took fifth overall, a personal career best in the Olympic class ILCA 6

With nothing to lose going into the Medal Race, Rose landed fifth overall. She put enough points between her and sixth-place recipient Emma Plasschaert of Belgium, so she could only move up the leaderboard.

With all points in play above her, Rose sailed a fierce final race in light conditions on the North Sea. She rounded the leeward gate in fifth and finally dropped back to ninth to close the race, but she decided to try mostly anything and gave it her all.

“My main goal was to make the medal race, so to finish fifth means the world to me. This is a new personal best,” said Rose in a statement. “It feels really great to qualify the United States for the Olympic Games and to represent the US on the world stage here. The best part of Worlds was being able to close my season on a good note and handle all the conditions I faced this week. It was stressful, for sure. I’m happy to have some time off now to reset for the 2024 Worlds in January and the Olympic Trials in Miami.”

In addition to the ILCA 6 berth, the US Sailing Team USA qualified for Paris 2024 in the 49er with top finishers including Andrew Mollerus, Ian MacDiarmid, Ian Barrows, Ian Barrows, and Hans Henken. Steph Roble and Maggie Shea locked in the team’s 49erFX berth, and Daniela Moroz finished fifth in the Women’s Formula Kite, earning her a pass to Marseilles.

Although Moroz could not claim

a podium finish in the Hague, the fifth earned the US Team its Women’s Formula Kite berth.

The next opportunity to qualify the US in the remaining classes is the 2023 Pan American Games in Santiago, Chile, Oct. 28 – Nov. 5.

NOAA Fisheries Releases National Seafood Strategy

The National Oceanic Atmospheric Administration

Public comments and stakeholder input were incorporated to help nalize the strategy and help guide the direction of its work to support the seafood sector. NOAA received over 150 comments, about a quarter from organizations, including shing, aquaculture, seafood associations, non-pro ts, NGOs, aquariums, and state agencies.

In addition, ve regional shery management councils provided comment letters. The comments were used to strengthen and improve the strategy, particularly to de ne vocabulary and to

NOAA Fisheries has released its rst-ever National Seafood Strategy after multiple rounds of stakeholder input and a public comment period earlier this year. The strategy emphasizes NOAA’s commitment to seafood sector resilience and aligns with the national goals for economic recovery, environmental sustainability, and climate resilience.

The White House Conference on Hunger, Nutrition, and Health also implies the necessity to increase seafood consumption in the United States, a focus of this new strategy.

The strategy also responds to the U.S. seafood industry’s challenges, including climate change, the coronavirus pandemic, new technologies, other ocean uses, signi cant labor shortages, and aging infrastructure.

The National Seafood Strategy outlines NOAA Fisheries’ approach to sustaining a thriving domestic U.S. seafood economy. It maps out its direction to improving the resilience of the seafood sector as climate change and other problems are present.

NOAA’s vision is to ensure that:

• “U.S. seafood continues to be produced sustainably.

• The U.S. seafood sector contributes to the nation’s climate-ready food production and meets critical domestic nutritional needs.

• U.S. seafood production increases to support jobs, the economy, and the competitiveness of the U.S. seafood sector.

• Supply chains and infrastructure are modernized with more value-added activity in the United States.

• Opportunities are expanded for a diverse and growing seafood workforce.”

NOAA plans to achieve the strategy’s purpose by concentrating on four goals:

1. “Maintain or increase sustainable U.S. wild capture production.

2. Increase sustainable U.S. aquaculture production.

3. Foster access to domestic and global markets for the U.S. seafood industry.

4. Strengthen the entire U.S. seafood sector.”

include expansive context.

According to NOOA Fishers, stakeholders recognize that the science conducted by the agency to support the management of wild capture sheries and seafood farming is essential for the well-being of the U.S. seafood sector. Some comments were beyond the scope of this strategy or more relevant to implementation actions for speci c programs or regions. These comments will be considered as NOAA Fishers develop the implementation plan, which is being developed by an internal working group comprising

ANGLERS HAVE LOTS OF GOOD FISHING TO TARGET IN THE AFTERMATH OF TROPICAL STORM HILARY

It was about 12 days ago that Tropical Storm Hilary moved through Southern California bringing strong winds, thunderstorms, high seas and lots of rain. After the passing of the storm, one of the things that was on the mind of a lot of anglers was what e ect the high winds, high seas and massive amounts of runo from the rain would have on the ocean water conditions and the shing in o shore waters, at Los Coronado Islands, along the San Diego County coast and elsewhere.

The answer to the question of how Hilary would a ect the o shore shing is that it has had very little e ect and that the shing remains good for a mix of blue n tuna, dorado, yellow n tuna and yellowtail. The region of the Tanner Bank has been the best for the large blue n on sh to 200-plus pounds but the shing out that way has been erratic the past 2 days. The blue n bite at the Tanner Bank had slowed the past couple of days but has got back on track and has rallied today. Also new on the blue n front is that good numbers of 30 to 100 pound blue n have moved into an area 3 to 6 miles o the coast between Solana Beach and Box Canyon.

Sea Star with Sea Star Sport shing and the Oceanside

Sea Center reported that the Chubasco II from the Oceanside Sea Center was out on a three-quarter day trip yesterday and said they caught a bunch of rock sh, some white sh and a lingcod during the morning and then went o shore to do some exploring for tuna and dorado. They were pleasantly surprised at what they found o shore in locating spots of breaking bluen tuna that were eating anchovies while 4 to 5 miles o the coast between Solana Beach and South Carlsbad. They were able to get one of the spots of breaking blue n o the anchovies they were feasting on and hooked one blue n on a sardine and 2 on surface iron. They landed the 30 pound blue n that bit the ylined sardine and ended up loosing the 2 blue n that bit the surface iron.

What is great is that this in ux of blue n that started yesterday has followed through to today with lots of spots of breaking blue n being reported by boats shing 3 to 8 miles o the coast between Carlsbad and Box Canyon. The blue n are biting pretty well today and are being hooked on small sized ylined sardines, medium sized ylined sardines and surface iron. Other areas that have also been producing some blue n since Hilary passed through are the 9 Mile Bank, 43 Fathom Spot, the Corner, the 224 Spot, the 302 Spot and the 182 Spot.

In addition to a chance at blue n tuna, there is also good shing going on for a mix of yellow n tuna, dorado and yellowtail at areas within 40 miles or so of Point Loma such as the 43 Fathom Spot, the Corner, the 224 Spot, the 302 Spot, the Upper Hidden Bank, the 182 Spot and the 9 Mile Bank. Further up the coast the 181 Spot and the area 3 to 8 miles o the coast between South Laguna and Point San Mateo are seeing some improved yellow n activity with a few dorado also a possibility around the 181 Spot. A recent private boater report from the 9 Mile Bank was of nding lots of bait in 68 degree o color water and catching limits of small dorado and a small blue n tuna.

Kelp paddies, porpoise schools, trolling strikes, spots of breaking sh, meter marks and sonar marks have been leading to the dorado, yellow n, blue n and yellowtail with sardines, ying sh (for blue n), Colt Snipers, knife jigs and surface iron working well for bait once some sh are located.

Striped marlin have been biting well at times with the waters around Catalina Island being the best for a chance at a marlin. The past several days have seen the best bite area be around the eastern part of Catalina Island for boats working areas ranging from right outside of Avalon over to being in the area to the south of Church Rock at the East End. There were a lot of boats shing for marlin over the past “weekend” of Friday, Saturday and Sunday and my estimate is that there were 15 marlin caught and released over the 3 days of shing. The area of 1 to 3 miles o the Slide, Seal Rocks and the East End

Light has been the best with a few tailers and feeders showing but with most of the hookups coming from sh that are raised to the jigs on the troll.

The surface shing around Los Coronado Islands has not received much attention lately due to the good shing for dorado, yellowtail, yellow n tuna and blue n tuna that has been going on in nearby o shore waters, but the few recent reports have been that the surface shing has yet to rebound to the levels of surface shing activity that were going on before Tropical Storm Hilary moved through. The most recent reports are that the good surface shing for what had been a mix of yellowtail, calico bass, barracuda and tuna has slowed considerably with the exception of a recent report of good calico bass shing.

Private boater Doug Rubin of the Sueno reported about shing at the Coronados at midweek. Rubin reported seeing some spots of yellowtail up working on the surface while shing at the lighthouse at the south tip of South Island but could not get them to bite. Good news was that Rubin was able to catch limits of calico bass in that same zone. He contrasted the shing he had at midweek post-Hilary to the shing he found at the Coronados the week before Hilary moved through when they were able to catch limits of yellowtail and limits of calico bass. In addition to the good calico bass shing encouraging news from Rubin’s report was that they saw some yellowtail which

could start biting better sometime soon.

Sardines and surface iron have worked well for barracuda and yellowtail with yo-yo iron such as a Salas 6X or 6X Jr. also being worth a try for the deeper water yellowtail o North Island or for working the deeper water around the Rockpile. Tady 45 or Salas 7 X light jigs in blue and white, mint or sardine colors should be good choices for surface iron for the yellowtail and barracuda. Also worth a try for yellowtail or tuna has been to troll X-Rap Rapalas when looking around for something to stop on and sh with sardines or iron.

The bottom shing around the Coronados remains very good for a mix of reds, rock sh and white sh along with a chance at a bonus lingcod. The best areas for the mixed bag bottom shing have been to the northwest, north and northeast of North Island in 25 to 60 fathoms.

Prior to the arrival of Tropical Storm Hilary, the shing along the San Diego County coast had been good for a mix of calico bass, sand bass, reds, sculpin, white sh, sheephead and an assortment of rock sh species and was also producing an occasional yellowtail, white seabass, halibut, barracuda or bonito. In the aftermath of Tropical Storm Hilary the surface shing has slowed to where most boats are currently focusing their shing e orts on bottom shing. The bottom shing has been good with a mix of reds, rock sh, sculpin and white sh biting

along with a few bonus sand bass or calico bass. It is logical that the shing along the coast is taking longer to recover from the e ects of Tropical Storm Hilary due to all the runo water from the large amounts of rain. Hopefully currents will soon move the o color water away and replace the o color water with clean water that will help spark the surface shing along the coast.

Captain Joe Cacciola of the Sea Star with Sea Star Sport shing and the Oceanside Sea Center reports that the water temperature dropped into the 62-to-64-degree range after Hilary passed through and says that the water is still o color due to runo and upwelling. He says that the good calico bass shing they were enjoying prior to Hilary has yet to rebound but says that they are catching good numbers of assorted shallow

water rock sh and white sh from working hard bottom areas in the 150 to 300 foot depths.

There has been little yellowtail activity at La Jolla in the aftermath of Tropical Storm Hilary and the calico bass shing up and down the San Diego County coast has yet to recover since the storm. Prior to Hilary, calico bass were producing the best surface shing up and down the San Diego County coast and the top areas were the Point Loma Kelp Beds, La Jolla, Solana Beach, Leucadia, Carlsbad, the Barn Kelp and San Onofre. These same areas should be improving as the post-Hilary water conditions continue to improve.

The shing for an assortment of rock sh species continues to be very good at various
