Scientists Identified a Four-Legged Species of Whale in Egypt EGYPT— Scientists in Egypt have identified a new species of four-legged whale from a fossil that was discovered in Egypt’s Western Desert. The fossil has been identified as a Phiomicetus anubis, an amphibious whale species that roamed the earth about 43 million years ago. The fossil got its name from its resemblance to Anubis, the Egyptian jackal-headed god of death, according to the BBC. “Phiomicetus anubis is a key new whale species, and a critical discovery for Egyptian and African paleontology,” said the study’s lead author, Abdullah Gohar, to Reuters news agency. The new species was an estimated 1,400 pounds in weight and was roughly 10 feet in length with strong jaws to catch prey and the ability to walk on land or swim in the water. Scientists found a partial skeleton of the creature that included the skull, right mandible, incomplete left mandible, and several other bones. near the Nile River in Northern Egypt’s Fayum Depression, a dip in the land that falls below sea level formed by wind erosion 1.8 million years ago, according to link.springer.com. According to the study published by the Proceedings of the Royal Society B, the ancestors of modern whales trans-

formed from herbivorous deer-like terrestrial mammals to carnivorous and fully aquatic cetaceans. The Phiomicetus anubis is a medium-sized example of protocetids that lived around 43 million years ago, the fossil represents a semiaquatic stage in the whale’s evolutionary history.

The USS Enterprise served for 51 years and was involved in the Bay of Pigs, Vietnam, and provided support for ground forces in Afghanistan after 9/11.

By: JORDAN B. DARLING U NI T E D S TAT E S — The USS Enterprise, the first nuclear-powered aircraft carrier, was launched in Newport News, Virginia on Sept. 24, 1960. The ship nicknamed the Big E was powered solely by eight nuclear reactors, and therefore did not need to carry its own fuel and allowed the ship to carry more weapons and aircraft. The project came out to $451.3 million, according to wired.com who reported that the project is equivalent to $3.3 billion in today’s market. There were five other ships

that were set to be constructed in the fleet but the Enterprise came in too far above its budget and the other plans were scrapped. The 1,120-foot ship made its first nonstop trip around the world in 1963 but it didn’t head into battle until 1965 when the Enterprise was sent to Vietnam where it launched 125 sorties on the first day and 167 tons of bombs and rockets, most of the ordinance was aimed at the Viet Cong supply lines. The ship was back in dry dock from 1969 to 1970 before returning to Vietnam with new nuclear reactors and the ability to power the ship for 10 years.

The Enterprise was active for 51 years before being decommissioned in 2012, according to the Naval technology website. The Enterprise had over 250,000 sailors and officers to service onboard, travelled more than one million nautical miles and saw more than 400,000 aircraft landings and 25 deployments. It took part in the blockade of Cuba during the Cuban Missile Crisis and supported operations in Vietnam as well as Afghanistan and Iraq. The ship was towed to the shipyard on June 21, 2013, where it underwent the process of deconstruction.

Twenty years have come and gone since the morning of 9/11. Twenty years where we have all grown, changed, loved, and lost. I was six, I remember vague impressions of the day. At the time I lived on a naval base in Millington, Tennessee, my impressions are a little more involved than some my age. I remember being confused, then concerned, and a little afraid as I watched the adults around me cry and hug each other directing students into the room that was the cafeteria as well as an auditorium. I remember looking for my brother who was in second grade at the time and I remember waiting for my mom to come to pick us up. The world changed that day, from a six-year-old perspective the base I had lived on for the majority of my early memories felt unsafe. I never considered my dad’s job until that day, when my dad and the other moms and dads started pulling guard duty at the gate and my dad carried a gun. Up until that time I had only seen my dad in dress whites or dress blues because he worked in the congressional office, I never put two-and-two together that his job was hazardous.

I recognize that this is not boating and fishing news but each of us experienced the same tragedy that day just from different perspectives and I couldn’t let it pass by without acknowledging where we were and where we are. We all have a story, a memory, an impression of what happened that day and where we were. The morning of 9/11 the world stopped we watched the same clips in horror as the towers fell and we all felt a moment of terror for what would come and the nation shared a moment of grief for what we had lost. In the days leading up to 9/11, I read a million articles that covered the societal changes that the United States experienced due to 9/11 and the memories of survivors and the children whose lives were shaped that day through the loss of a parent or loved one. That day was unlike any other in our nation’s history, we all stood together to grieve and for a moment in time nothing else mattered, politics were set aside, differences ceased to exist, and we embraced our neighbors. I wanted to take a moment of your time to remember those that were lost and the sacrifices that were made that day. May their memory always be a blessing.

In a Sept. 9 email Thom Mrozek, director of media relations for the United States Attorney’s Office said that the trial is set for March 22, 2022. The last major update about the Boylan trial was received on Feb. 23 from Mrozek, who said that Boylan was arraigned on Feb. 16 at which time he entered not guilty plea to the charges of the indictment and was released on a $250,000 bond and that there would be a jury trial scheduled for March, 30 before United States District Judge George H. Wu in Los Angeles.

On Sept. 1 families of the Conception fire victims filed a lawsuit against the United States Coast Guard for allowing the tour boat to operate with faulty electrical and safety systems. The lawsuit was filed in the federal court for the Central District of California on Sept. 1 and faults the Coast Guard for setting the stage for the 2019 tragedy. The boat had recently passed the agency’s safety inspection less than a year before the fire. The lawsuit faults the Coast Guard for not properly enforcing its own rules. Does old-time salvage law still apply?

I came across a rigid inflatable dinghy during a return trip from Catalina last weekend. The boat was drifting with no other boats in sight, so we tied the bow line off on our boat and towed it home. I assume the boat broke loose from the boat that was towing it, but now that we have it at our dock, we are left with the question of what to do with it. I understand that under old-time salvage law I might be able to keep the boat since I saved it, but I’m not sure if this is still the law. If I can’t keep it, am I entitled to any compensation? ANSWER: Salvage is an area of maritime law that is often misunderstood by the yachting community. The short answers to our reader’s questions are (1) there is no law, old-time or otherwise, that would allow our reader to keep a boat that he found drifting; and (2) yes, he is entitled to some compensation. “Salvage” is frequently confused with “towing,” since both services are frequently performed by a towing company and both may be rendered to a vessel in peril. Salvage is distinguished, however, by the “no cure - no pay” nature of the services. In a salvage job, the company gets paid nothing unless the vessel is successfully recovered. LOCAL Santa Barbara Continues Cruise Ship Suspension Through March 2022 SANTA BARBARA— Santa Barbara

Waterfront Department announced the continued suspension of cruise ship visits to Santa Barbara will continue until 2022 on Aug. 30. The suspension is due to the local increase of COVID-19 cases and will continue through March 1, 2022. The department said that the continued suspension will provide time for the industry and stakeholders to monitor the impacts of COVID-19 and determine the best times to continue to reinstate the program. “Our cruise ship program brings millions of dollars to the local economy as well as introduces Santa Barbara to tens of thousands of people from around the world,” said Mike Wiltshire, waterfront director in an Aug. 30 press release. “It is a well-run program that strategically minimizes impacts by scheduling visits only during the shoulder seasons and often mid-week. That being said, the health and safety of our community, as well as the health and safety of cruise ship passengers visiting our area are our top priority so we have decided to pause the program. We remain optimistic that once we’re back to pre-pandemic status, Santa Barbara will return as a premier destination for the cruise line industry.” Currently, the next cruise ship visit is scheduled for March 10, 2022.

One of the recipients in the medium category, ranging from $5,000 to $99,999, was Friends of the Cabrillo Aquarium that will use its $30,000 grant to boost outreach around its 2022 Whale Fiesta. Another recipient San Pedro’s International Bird Rescue Center will use its $15,000 grant to support the rescue and rehabilitation of native aquatic birds that are negatively affected by human-induced impacts and will increase outreach activities for its 50th Anniversary. Ventura County Harbor Issues RFP for Anacapa Boatyard

VENTURA— Ventura County Harbor Department has issued a Request for Proposal to redevelop Anacapa Boatyard. The visioning process for the boatyard include a destination restaurant on the dock, houseboat rentals or a boatel, visitor-serving commercial, cafes, shops, a pub, etc., a vintage trailer bed and breakfast, and a hostel. The RFPs are due by Monday, Oct. 25, and will be reviewed by the Harbor Department and a Harbor Advisory Committee. There is a possibility that one or more proposals will be selected for follow-up, and will need a formal presentation or follow-up information. This is the second RFP issued during the harbor visioning process, in early August the harbor issued an RFP for the parcel where Whale’s Tail is currently located. along the coastline of California are a common sight for beachgoers. According to the OC History Land website, the history of oil rigs in Orange County traces back to the 1860s when people began drilling in Brea Canyon, but the first big oil boom was in 1897 when the first well was found in Carbon Canyon. In 1920 Standard Oil #1 shifted the oil boom from inland to the coast when they

opened up a well in Huntington Beach which was quickly followed by a well in Bolsa Chica. By mid-1921 there were 700 producing wells in Orange County. Aside from the onshore wells that were so popular at the time, there were several offshore rigs that dotted the horizon. The rigs were built under long-term leases prior to 1981. The first oil well that went up in Huntington, Hunting A-1, built by Standard Oil went dormant in 1968 and the spot was marked with a boulder-mounted plaque in the early 1990s.

OCEANSIDE— On Sept. 9 the Oceanside

Harbor and Beaches Advisory Committee met for a special meeting to hear the staff recommendation for the Harbor Public Safety Service Model, where they unanimously voted against the draft and sent city staff back to the drawing board. In Aug. 2020 city staff assembled an informal working group of Harbor stakeholders, that included staff from various city departments, two current members of the Harbor and Beaches Advisory Committee, and two Harbor stakeholders. The group met three times to discuss options and presented their original findings at the March, 15 meeting. The proposal was presented then presented to the public by Jonathon Borrego the deputy city manager for the city of Oceanside at the Sept. 9 meeting. The proposal included: 16-hour dedicated water and landside lifeguard coverage from 6 a.m. to 10 p.m. and a minimum of two lifeguards including a boat operator and rescue swimmer on 16 hours shifts this included a staff change by adding a lieutenant and two sergeants; 24hour fire and paramedic coverage that would extend beyond the harbor into a larger coastal area between the harbor and Oceanside Boulevard, west of the I-5, the cost would be split between the city and harbor; water rescue duties between 10 p.m. and 6 a.m. would be provided by a firefighter/boat operator assigned to the coastal squad and a lifeguard rescue swimmer that would be assigned to overnight call back duty; the police department would be provided in the same manner as the rest of the city on a call by call basis with the cost falling on the harbor via its annual lease payments; the

Harbor District would be responsible for hiring a private security service to provide overnight security duties including parking lot patrols, restroom checks, and dock checks. The proposed project would cost approximately $3.4 million and about $900,000 of the costs would be absorbed by the City’s General fund resulting in an estimated $2.56 million direct cost to the Harbor District, about $60,000 more than the Harbor’s current public safety budget. To offset the proposal recommends bringing the Harbor District’s annual lease payment up to current market rates. During the meeting, several members of the public spoke about the plan to raise the lease to current market rates and raised concerns about the similarity between the situation in Oceanside and the one in Dana Point, which is currently undergoing a slip rate increase that has several boaters concerned about losing their slips. Many boaters and the committee questioned the term current market rates and what the rates would be based on. Oceanside is a smaller harbor than the surrounding harbors with an annual median income of $72,697 in 2019 compared to Dana Point at $99,409 and Newport Beach at $127,223. Boaters then questioned why the harbor was responsible for paying for police and fire services that would cover places outside the harbor, Borrego said that because the harbor is considered a special district and has historically paid for these services. Borrego also said that the harbor is the only special district in Oceanside. In the end, the council voted to unanimously turn down the proposal and sent staff back to the drawing board with a couple of requests, that they look into previous public safety models, including models that included a harbormaster, explore an option to independently outsource, and consider what is best and most cost-effective for the harbor. The Harbor and Beaches Advisory Committee will meet again on Oct. 18 for its regularly scheduled meeting.

recently secured $150,000 in funding from the United States Department o f Tr a n s p o r t a t i o n’s M a r i t i m e Administration META program to study eelgrass carbon sequestration in San Diego Bay. The cooperative one-year agreement will take a look at how eelgrass stores carbon and how it can support the efforts to mitigate greenhouse gas emissions. “Eelgrass is an extremely important habitat in San Diego Bay it is kind of the base of the food chain,” said Eileen Maher director of environmental conservation and aquaculture blue technology program.“...It is a native habitat throughout the northern hemisphere it is definitely the base of the food chain but also helps with clean water quality...we are studying it now because of the potential to sequester carbon out of the atmosphere which helps reduce greenhouse gases.” San Diego Bay supports 17 percent of all eelgrass in the state and half the eel-

The study will take core samples from roughly forty locations in the bay in both Navy and Port property taking into account the different habitats available in the bay. “We are going to be taking core samples,” said Maher. “...And we are going to

be looking at aspects of these core samples so we will look at depth which carbon is being absorbed based on the depth of the sediment we are looking at how much carbon is absorbed in the eelgrass roots and how much carbon is absorbed by the eelgrass plant itself, and we are going to be looking at different areas like north bay because there is deeper water different water from South bay and taking that into account for our study.” Maher said that the initial agreement with the MARAD was for $500,000 but with the first installment of $150,000 the

Port is hoping to establish a baseline and then continue to go back over time to do additional testing and establish an accurate record over time. Maher said that the project fits in well with other established Blue Economy Incubator Projects like ECOoncrete, which installed a series of interlocking tide pools in January of this year using an environmentally sensitive low carbon concrete mixture tailored for the San Diego Bay marine environment and serves as a potential replacement for riprap. “This melds right into our incubator projects,” said Maher. “...We are looking at projects that have a lot of multiple co-benefits, our projects like ECOncrete, where we are able to show that if we can take out the hard surface structure and replace it with still a hard structure but mimic the tide pool it brings in different animals and different muscles and algae. regardless of their success, the job is a “tow,” and the company will get their regular rate for towing services. Even where it is a salvage job and the salvage is successful, many salvage operations do not involve a pre-determined amount for the salvage fee. The ambiguity surrounding the amount of compensation owed to a salvage company has confused judges and lawyers for centuries, so it’s not surprising that the yachting community has a few questions. Upon the completion of a successful salvage where there was no pre-determined fee, a salvage company will typically enter into a negotiation with the vessel’s insurance company. Those negotiations will consider a series of six factors in connection with the salvage operation: (1) The labor expended in rendering the salvage service; (2) the promptitude, skill, and energy displayed in rendering the service and saving the vessel; (3) the value of the towing vessel and other property employed in rendering the service, and the danger to which such property was exposed; (4) the risk incurred in

securing the vessel from the impending peril; (5) the value of the vessel saved; and (6) the degree of danger from which the vessel was rescued. The calculation of a salvage award will consider the six factors and determine an amount that is a percentage of the post-incident value of the boat. If the case involves a quick tow, off a sandy beach with no surf, the award may be in the neighborhood of five to ten percent of the value of the boat. A strong onshore wind on an exposed rocky point, where people are risking their lives, will lead to a very high award. Regardless, awards that exceed 60 or 70 percent of the vessel value are extremely rare. Unfortunately, this does not involve a clear and objective calculation, and salvage claims therefore

frequently end up in court. As for our reader’s case, there is no law or circumstance under which someone may simply walk away with property that he happened to stumble upon. The salvage law principles discussed above will be applied, even if the boat appears to have been abandoned. “Finders-Keepers” is not a valid legal principal, except in rare instances where the property has been abandoned for so long that it has been buried in the sand and effectively “returned to the state of nature.” This may be possible in the case of an ancient, long-lost shipwreck, but even then, the rules of salvage described above would be applied if the vessel owners (or more likely the modern affiliates of the vessel’s insurance company) come forward. ISLE OF WIGHT, ENGLAND— A 21-yearold sailor from the Isle of Wight has claimed the first world record for the greatest distance sailed in a single-handed dinghy in 12 hours. Harry White, covered roughly 67 miles, setting off from the Royal Victoria Yacht Club in Ryde at 7 a.m. British Summer Time. White sailed in an ICLA 7 dinghy and crossed the eastern Solent, taking in Stokes Bat, Bembridge, Portsmouth, and Ryde reported the BBC. “At one stage, the wind died down quite a lot so we weren’t making any progress and we were concerned we would have to call it off but, thankfully, the wind filled in again and we had perfect conditions,” said White to the BBC. He was accompanied by a support boat that carried two pairs of official record witnesses. Guinness World Records has yet to confirm the record but said the minimum requirement was 40.8 miles.

War Heroes on the Water will host 100 veterans on 37 donated yachts for two full days of sport fishing near Catalina. By: JORDAN B. DARLING NEWPORT BEACH— War Heroes on the Water will host their annual charity fishing tournament benefitting wounded war veterans and the non-profit Freedom Alliance the first weekend of October. The annual event is in its fourth year and has reached a new milestone by supporting 100 veterans from around the country to attend the event and will include an all-female boat for the first time. The grass-roots tournament got its start in 2018 when Founder Anthony Hsieh decided to create the event based on his experience fishing with veterans in Cabo San Lucas. The trip made a lasting impression on Hsieh from the admirable attitude of the veterans to the healing effect being out on the water had for them. “He knows how wonderful this country is he knows how great it is and he knows why it is,” said Rod Halperin, an organizer for War Heroes on the Water. “He appreciates these brave young men and women that put themselves in harm’s way to protect our freedoms...He said you

know what I want to host these guys… he saw that it made a difference to these guys.” In 2018 the organization hosted the first tournament off of Catalina with 12 boats and 27 vets out on the water and the event has continued to flourish since. Freedom Alliance provides the hard funds to run the event but War Heroes on the Water tries to get the majority of things donated or at a lower cost, from items for a silent auction that raise money for Freedom Alliance to the yachts that are lent out for the veterans to use. “They pay out anything we need, the hard cost to operate this event the airline tickets we have you know hotel rooms to stay for the vets we do some catering things like that but we do our best to get everything donated or at cost or reduced,” said Halperin. “...Everybody is kind enough to provide advertising and other publications like that and if everyone just kind of pitches in to lower the cost so that every four dollars we bring in goes directly to Freedom Alliance and to support their services.” Aside from the team-up event with War Heroes on the Water, Freedom Alliance is a non-profit support group that provides services to veterans in need, whether it is financial support when they are struggling or outdoor events like the tournament. Part of this event is raising money for Freedom Alliance and the veterans they support, the goal this year was to raise $1 million and not only has the goal been reached but War Heroes on the Water plans to surpass it. “We are going to host 100 vets,” said Halperin. “We know there are 1,000s that could use the support that is why we are trying to raise so much money for Freedom Alliance so they can reach out beyond those 100.” Events like this rely on community support and War Heroes on the Water is encouraging community members to come out and support the veterans during the Oct. 2 boat parade on Linda Isle in Newport Beach. Catalina Island Conservancy Hosts Symposium By: JORDAN B. DARLING LONG BE ACH — The Catalina Island

Conservancy will host the first-ever Catalina Island Conservancy Annual Symposium at the Aquarium of the Pacific in Long Beach on Oct. 8. The event will run from 10:30 a.m. to 2:45 p.m. with a reception to follow and will feature a series of talks from experts about the education and conservation programs available on the island. The symposium titled “Stewardship in a Changing World: 21st Century Conservancy on Catalina Island” will open with remarks from Tony Budvorich, president and CEO of Catalina Island Conservancy before being taken over by Cressita Bowman, environmental education specialist for the conservancy, who will talk participants through Catalina’s path starting with the past and working her way

through the present to the future of the island. There are several more presentations throughout the day including the conservancy’s conservation plan from Deni Porej, the senior director of conservation, and the various wildlife and plant life conservation programs that are run on the island. “The Annual symposium is a great way to learn more about the latest Island happenings, from the science behind our conservation work to how we engage the community through innovative learning programs,” said Catalina Island Conservancy Sr. Director of Education Dr. Leah Melber in a press release from the conservancy. “The short talk format means the one-day activity will leave attendees with seven new ideas and hopefully an interest in learning even more about Catalina through a visit or by participating in fu-

ture activities.” Participants can either choose to attend in person at the Aquarium of the Pacific or there is a virtual option online. To learn

LONG BEACH — Emil Kjaer, representing the Royal Danish Yacht Club, won the 2021 Ficker Cup hosted at the Long Beach Yacht Club. Kjaer battled it out on the water with Jeffrey Petersen (US) representing Balboa Yacht Club and David Wood (US) also from Balboa Yacht Club for the firstplace spot. The skippers have been duking it out

on the water all summer long, in June, Petersen won the US Youth Match Racing Championship for the Rose Cup and followed it up with a victory in July where he just edged out Kjaer in the finals. Wood turned around and won the International Youth Match Racing World Championship in mid-August where Petersen placed second and Kjaer placed fourth. Kjaer really turned it around this week and won three out of the four matches in the semi-finals against Wood and then

repeated the feat against Petersen in the petite finals also winning three out of four matches and successfully securing the Ficker Cup, placing Petersen in second place and Wood in third. “We are really very happy,” said Kjaer in a Sept. 12 press release from Long Beach Yacht Club. “Our main goal was to do as good as possible and try to qualify for the Congressional Cup, but this is better. And we are so grateful that there’s qualifiers for events like this – it gives young guys like us an amazing chance to

join the event and I can’t wait to be able to sail against sailors like Taylor Canfield and all great sailors like that, it is really exciting for us.” Kjaer went on to credit his team of Gustav Wantzin, Mads Poder Witzke, Bastian Sorensen, Nicolai Baekgaard and Joachim Aschenbrenner. All three skippers and their teams have qualified for the Congressional Cup which began on Sept. 14.

N E W Z E A L A N D — The Roya l New Zealand Yacht Squadron, Defender Emirates Team New Zealand, the Royal Yacht Squadron Ltd, and Challenger of Record INEOS Team UK announced the introduction of a new boat to be added to America’s Cup. The one-design AC40 foiling monohull is being introduced as a new multipurpose class which coordinators hope will expand the pathways into the main event. “Creating pathways and increasing participation for women, youth and emerging nations is something that has been a priority since winning in 2017,” said RNZYS Commodore Aaron Young, in a Sept. 9 press release. “In fact, universally it is seen as something that will only benefit everyone in the sport of sailing and was illustrated in the 20 entries, we received to our mixed crew Youth AC that was initially planned for 2021, prior to COVID19. To now be announcing the AC40’s as the exciting class that will be used by AC teams for their scale testing

and development, Match Race training, Preliminary Regattas, and then for the Women’s and Youth events makes complete sense.” The AC40 is a scaled-down version of the AC75, the current centerpiece for at least the next two editions. The intention is for the new class to be a catalyst to accelerate participation from female and youth foiling via separate AC37 Women’s and Youth America’s Cup regattas as part of the overall 37th America’s Cup event schedule. Competing teams will have to purchase at least one AC40 which will be used in the preliminary regattas and then will be made available for respective independent Women’s and Youth regattas to be held at the venue of the AC37 match. “Furthermore, once the teams AC40’s are delivered by the end of 2022 and early 2023 our hope is that private owners will purchase their own AC40’s as we start to build an exciting and accessible class for the future,” said Grant Dalton CEO of Emirates Team New Zealand. King Harbor 2021 Twilights Series Race #23 Sept. 23 Race 23 in the King Harbor Yacht

Club Twilights Series will be held on Sept. 23. The race is ruled by the Racing Rules of Sailing and is open to all sailboats with a LOA of 20 feet or more. PHRF rating handicaps will be applied and boats without a PHRF rating will need to notify the HRF Fleet Captain 48 hours prior to the race in order to obtain a rating based on boat handicaps. Boats can enter and pay the $8 entry fee per race at the Regatta Network, fees have to be in by 5:30 p.m. the day before the race. This is part of a long-running series that started on July 8 and will end on Sept. 30, the signal for the first start will be at 6 p.m. Boats that wish to compete as a Non-Spinnaker Class must declare their intention to the Race Committee at check-in. Boats that have a crew of one or two can use electrical or mechanical self-steering devices. Trophies will be passed out at the King Harbor Yacht Club on the night of the race.

Department of Fish and Wildlife predicted that anglers will have met the fall chinook salmon quota for the lower Klamath River as of Sept. 7, marking the closure of the adult Chinook salmon fishery on the main stem of the Klamath River from the Highway 96 Bridge to the mouth of the river at the Pacific Ocean. Projections predicted that the recreational fall chinook salmon quota below the Highway 96 Bridge near Weitchpec would be met at 11:59 p.m. on Sept. 7 for the 2021 fishing season. Similarly, the spit fishery at the mouth of the Klamath River at the Pacific Ocean closed on Aug. 27 after projections from the CDFW predicted that anglers met the “spit area” adult full chinook salmon quota of 15 percent of the total Klamath River Basin allotment, said an Aug. 17 press release from the CDFW. DARLING C A L I F O R N I A — The California Depa r tment of Fish a nd W i ld life reopened the recreational Pacific halibut fishery on Sept. 3 at 12 a.m. The CDFW closed the fishery on June 30 after data estimated 33,896 net pounds of Pacific halibut had been caught between May and June meaning anglers had reached the allotted quota for halibut in a two-month span. The new data has recently come out that indicates that the catch volume was much lower than the initial projections. After analyzing the data which determined that only 18,296 net pounds were caught in the two-month span, the CDFW and its partners the National Marine Fisheries Service, the International Pacific Halibut Commission, and the Pacific Fishery Management Council decided to reopen the fishery. The fishery will remain open until Nov. 15 or until the allotted quota is reached, currently the CDFW estimates that 20,964 net pounds of the initial

39,260 net pound quota remain for anglers to catch. After the new information came out it was determined that only 18,296 net pounds, we caught in the two-month span. The data is provided by the California Recreational Fisheries Survey who supplies monthly catch estimates for Pacific halibut, and due to the complexity of the data needed for the estimate, there is a five to eight-week lag in information. a tuna, yellowtail or dorado and have been coming back empty. Offshore areas where there has been hit or miss catches of yellowfin tuna, dorado, kelp-paddy yellowtail and an occasional bluefin tuna are the Butterfly Bank, the 425 Bank, the 371 Bank, the Upper Hidden Bank, the Upper 500 Bank, the 385 Spot, the 400 Spot and the 295 Bank.

Captain Tony Souza of the private boat Green Bee reported about fishing a recent trip with a friend aboard his friend’s private boat. Souza said they fished below and outside Los Coronado Islands in the region of the 425 Bank and the 371 Bank and started off the day by catching a 30-pound yellowfin tuna. The yellowfin bit a flylined sardine that was being drifted around a meter mark found in the region of one of the tuna pens located below the 425 Bank. Souza said they also hooked and lost a second yellowfin in that same area that bit on a slow trolled sardine. After the fishing in the region of the tuna pens slowed down, they went out looking away from the tuna pens and found a kelp paddy that had 3 dorado swimming around it which would not bite. In the afternoon they came back to the tuna pen region and gave it another try and that proved to be a good move that resulted in catching a 40-pound bluefin tuna that bit on a flylined sardine.

A reminder to anglers is that Mexican Law requires that we stay at least 250 meters (820 feet) away from commercial fishing vessels and fixed or floating fishing tackle while in Mexico. The law specifically includes keeping 250 meters away from tuna pens.

Striped marlin fishing picked up in time for the Balboa Angling Club’s Master Angler Billfish Tournament which was held on September 10 and September 11. The tournament saw good marlin fishing found in the area of the Osborn Bank and there were also some marlin biting in the region of the 14 Mile Bank, the Slide at Catalina, off the back side of Catalina, in the region of the 181 Spot and within a grid that contains the 302 Spot and the area to the west of North Coronado Island. The two-day event saw 29 boats and 107 anglers participating and my unofficial tally was that there were 13 striped marlin caught and released and that three additional striped marlin caught and released that were for one reason or another disqualified for tournament purposes. There was a lot of excitement during the two-day event with what I estimate to be 20 lost hookups during Saturday’s fishing.

A Master Angler Billfish Tournament story for the ages came from the first day of fishing when Shane Hurt hooked a marlin at 6:41 a.m. while fishing aboard Joint Venture. I believe it was hooked on 12-pound test and Hurt did battle with the fish for 10 hours and 45 minutes before the fish gained its’ freedom at

around 5:26 p.m. What a heartbreak to lose a magnificent fish after such a long hookup but at the same time, it was an epic and great battle!

Since the Master Angler Billfish Tournament ended there has been continued good marlin fishing at the Osborn Bank and also a bit of marlin activity reported off the Slide at Catalina and outside of Mission Bay and La Jolla. Marlin have been biting on mackerel and on jigs with a good number of hookups coming on dropback mackerel that are dropped into the wake during a trolling strike.

The surface fishing at Los Coronado Islands has been hit or miss and generally on the scratchy side of things with a few yellowtail, calico bass, bonito and barracuda biting. The fishing for reds and rockfish has been good when the surface fishing species are not cooperating.

Slow trolled sardines have been one of the best ways for private boaters to try and locate biting yellowtail, bonito, barracuda and calico bass. Once located, the slow trolled sardines also work well for working the area of biting fish.

The weather side of North Island has been where some of the warmest water has been found and looking for meter marks or sonar marks to stop on has been the best bet for finding some yellowtail. In this type of yellowtail bite, sportboats and private boats that are equipped with scanning sonar have a big advantage in locating yellowtail when compared to a boat without scanning sonar.
