Concept

Blur the Line Investments in education and knowledge gained from experience will transform Forus into an energy leader and a top place to be. Forus will blur the line between working and living. Collaborations between the university, industry and business will allow Forus to grow its talents, both professionally and personally. The next generation of post-oil city residents will study in the University of Stavanger, while living and working in Forus. Their labs and library are located just a few minutes from home, alongside the gyms, childcare centres and shops where they go about their daily tasks. This is what we call simply beautiful living. Forus cultivates a two-in-one living and working culture – the beautiful life. Residents can choose from a wide range of housing typologies in the city’s cosy Nordic neighbourhoods that arise along the functional and representative central park. The lifestyle attracts inspiring people to settle in a collaborative environment and enjoy a quality life.

Master plan The master plan is based on clear street grid and differentiated city quarters. It functions from the center therefore it is important that it would start developing from here. The structure is build along with streets and seeds concept. Different building typologies are introduced during the 1st stage in the Forus centre following a clear street grid with a special character. These are the seeds that grow and evolve over time into the various quarters of the city. The concentration of the seeds is very important in the 1st stage.

Quarters and Epicentres It comes dense and mixed in the Forus centre (A), where the old-town scale of Stavanger is adopted. Two strong perimeter lines border and define the centre – Forusbeen street quarter (B) with its dense office buildings and boutique commercial space on the ground floor and Central Park quarter (C), the main public stream complemented with public baths, winter sports facilities, markets, cafes and restaurants. It rises much higher towards West where Norway's tallest building is planned. The high-rise quarter (D) fulfills Forus’ ambitions of a growth to worldwide scale; it is the busiest, top-end energy business centre with all possible functions contained around. A sauna conference room in the penthouse with fjord and sea views crowns its victory and glory. The commercial area (E), with big brand shopping streets and malls is developed from the existing Tvedt Mall site. The northern and southern areas of Forus (F) would be less dense and developed slower, allowing sites to be adapted according to the current needs. These areas are mainly intended for residential and office blocks. A monumental high-rise buffer (G) is planned along the E39 motorway. Golf field manors (H) would be developed along the green belt. Science Park (J) spreads to the South. This mixture of differing quarters, streets and functions allows Forus to become a unique and inspiring place to be.

Fostering the Perimeter Concentration and growth from the centre is crucial to form an influential working hub and pilot meeting point. The geometric triangular zone bound by Forusbeen street and Central Park is structured to be the central core of the area. The new main axis for public transport becomes the magnet that attracts people and promotes I development of the wider area, immediately appealing to both residents and the university and its students. Streets

Clear Street Grid The main urban principle is to create a clear street network based on the existing structure. North-South streets are connected to facilitate a direct flow through Forus and its centre. A new street is inserted along E39 to serve the independently standing high-rise wall. Existing North-South pedestrian streets are prolonged and converted to enhance their urban feeling. The street grid makes it easy to divide the development into stages, with development taking place site by site along the streets.

Streets are the Arteries of the City Greenery spreads from the Central Park to all NorthSouth streets. Development strategy is based on lively streets with strong perimeters, each with their own unique special character. Every second street in the grid is pedestrian and bicycle only street.

Different entrances, public functions, squares and markets make streets the most vital part of the city. These arteries are the spaces where people meet and define their image of a place. The street is lavish and luxurious with its abundant greenery, wildness and wealthy lifestyle. It is the main public space, attraction and recreational zone containing the park, cafes and restaurants, pavilions, splendid boutiques and attractions promoting an active lifestyle. The wild natural stream defines the longitudinal axis of the park along which the pedestrian, bicycle and public transport links are located. Car free.

City street for cars, pedestrians, bicycles and public transport. Its northern part is dedicated for medium sized business companies, with car parks and boutique commercial space in the podium. The street follows the canal and rose garden.

There is a variety of establishments and services arranged along both sides of the pedestrian zone. These include souvenir shops, boutiques, restaurants, bars, coffee shops, grocery stores and bakeries. The street is connected to the main public square with the market, seasonal attractions and other special events. Car free.

Seeds

Public Building The first public buildings are conversions of existing facilities into open educational and public buildings.The main existing building develops into an Incubator, the garage to a Library, sand and salt stock to a market hall. They all warm up the place and develop a habit to be here. A new learning centre evolves from all of these conversions – it has to be public, open and interesting place. The Learning centre should inspire the development of cultural, public and educational buildings along the Central Park. A library, R&D laboratories, an Energy Institute, school and business centres should arise.

Multiply and spread through the center The pilot apartment building is the Talent block. This is a mixed cluster of student and short-term rental apartments. The block warms up the place and establishes the site’s quality for living.

Spreads regionally on the green axis The main public space is Central Forus Park – the green vibrant stream that spreads into its surrounding streets. It is a major public transport and bicycle link, a place for all cultural activities, a primary events space and a notably wild and natural retreat in the urban landscape. It is the place for outdoor activities like skiing, tennis, Pétanque, jogging, surfboarding (artificial waves), seasonal berry and mushroom picking.

The primary objective is to prepare the territory with the structure and functions that will allow Forus to develop into the future. Talent block is the seed: it is a mix of residential typologies that in the first stage is designed mainly for students, temporary visitors, and existing companies’ talents. The University’s integration and cooperation with the technology-based enterprises would provide a kickstart for all of Forus. Students are the constant source of energy that will active Forus 24 hours per day.

Mid-term stage fosters public and knowledge based uses of the site and further promotes diverse urban living. From 1st stage educatorium evolves to Learning center which could be sponsored by innovative companies. Market square, the main gathering spot evolves from Market Hall and strengthens public use. Urban apartment block continues Talent block perimeter while Park residence shows lavish lifestyle along the park.

In the long-term functions could develop according the needs because in this stage the life of the area is already working. It is important to finish urban apartment blocks it the plot and then start developing surrounding perimeters.

The Start

1 The Street The first step towards future development. It intersects existing buildings along the planned alignment with its actual width, materials and profile. The street leads to the Park and connects the existing northern pedestrian path with the park. 2 The Park The first segment of park is realized: The park is enriched by widening the canal and restoring this natural asset to its wild, natural state. Other functions, such as pools and pavilions with cafes and restaurants are added to enhance the experience of the place. 3 Bus Lane and bus stop 4 Former main building > Incubator The existing building is converted into a temporary incubator where the University of Stavanger and industrial companies in the city could share their knowledge and expertise. A technology Lab, library, meeting rooms and common spaces will uphold the aura of curiosity and action in the building. 5 Former garage > Library 6 Former sand and salt stock > Market hall 7 Talent block Residential block containing three modules: student apartments, rental apartments, and different functional units (day care centre, gym, grocery store). Anex: Europan 13 What is Europan? 1. Europan is directed at young professionals of the architectural and urban design under 40 years of age and with a European degree or working in Europe. Each team must include at least one architect. 2. Europan is a call for projects of ideas at the urban and architectural scale, followed by implementations. 3. Europan is a European federation of the national structures organising the competitions, launched simultaneously on a common theme and with common objectives. 4. Rules and judging methods are identical in all the participating countries. The competitions are open, public, European and anonymous. Competitors can register freely in the country of their choice. 5. A series of urban sites in European towns, accompanied with a programme brief, is proposed to competitors. Competitors choose from these sites the one(s) on which they want to submit their projects. 6. Each project must have two types of entry: the first one is a strategic reflection project responding to the session topic and the urban challenges, and on the territorial scale of the site; the other one is an urban-architectural project on a clearly defined area of the site. Submission is strictly digital and is done on the European website. New: Besides the 3 panels and the digital document,

submission now includes 3 images and a short text for the communication of the project. 7. In each country a national jury of experts first shortlists the most innovating projects per site. The Europan Scientific Council then compares and analyses these projects on a European level, launching the debate between the sites representatives and the jury members during a Forum. Finally, the national juries meet a second time to make the final decision of the winning teams. 8. Each of the national competitions has their own jury that designates winners and runners-up, who receive a prize. Some non-rewarded projects may receive a special mention. 9. The Europan organisers then help the prize-winning teams to secure commissions to be implemented. After the announcement of the results, meetings are organised on each site with the city representatives, the juries and the winning teams. 10. Prize-winning projects are exhibited and published on a national level. The results are promoted on the European scale and an Inter-Sessions meeting is organized to discuss the results with the winning teams, the sites representatives, the juries and the organisers.
