President’s Report It appears Australia is still having COVID outbreaks across the country disrupting people’s lives and incomes. Remember that the affiliates that are still running events are doing so at a great risk to themselves so we all need to support them with entries and compassion. A change of judge will be commonplace for a while to come so please be aware of this and accept it. The affiliate is not required to refund your entry fee simply because you do not want to show under a replacement judge. This goes for all disciplines. The Adelaide Royal Show is less than a month away and although as with all events they will be operating under the COVID cloud, things may change as we get closer depending on what restrictions are in place at the time. The Royal Society is conscious of the health and safety of the exhibitors, staff and visitors during the show and will have an approved COVID Safe Management Plan in place. Whilst we are on COVID there has been a number of people concerned about invasion of privacy by having to either sign in with the QR code or manual sign in. Contact tracing is a legislative requirement in South Australia and the COVID Marshal or an official at an event has every right to ask you if you have registered and can request proof of registration. The fines for failing to comply with a direction are significant with the expiration being $1,000 and the maximum fine being $20,000 for in individual and $75,000 for a body corporate. Dogs SA is currently investigating an Instagram page to allow members to follow them. There will be more to come on this shortly as Cheryl and Georgia have this as a work in progress. You will find in this month’s journal as well as on our electronic media sites, a notice for an Extraordinary General Meeting of the Members to be held on Thursday 2nd September. The main purpose of the meeting is to make changes to our constitution to allow the Association to conduct electronic voting at our elections. This is something the members have been asking for to make it easier for voices to be heard. With the electronic voting there will still be an option to place a postal vote for those that wish to do so. There are also some other minor adjustments which will assist the Association in moving into the electronic age. Recently there has been a spike in the number of complaints about posts and comments on Facebook. There have already been several members disciplined for their posts and comments on Face book and other media so if you feel the need to write something think about it first. Remember if what you write is injurious to the affairs of the Association or an official or member you could be committing an offence under the Dogs SA rules. Also, if you are a moderator or administrator, you can also be held liable for any posts or comments that are placed on your sites so it is up to you to monitor them. As we are having a fairly cold and wet winter stay rugged up and warm and make sure your dogs are also well cared for. Brian Parker President DOGS SA Mob: 0417 724 223 Page 3

Accommodation for Dogs SA Members at Country shows We remind all Dogs SA members to be respectful when staying at accommodation for country shows. The bad behaviour of some, affects us all. Unfortunately, we have received a report of another motel that will no longer take dogs for shows in their area due to the irresponsibility of others. Pick up after your dogs, keep the noise to a minimum, do not take dogs into rooms unless this is approved……. The list goes on, but it is basically common sense and common courtesy. August 2021

EXTRAORDINARY GENERAL MEETING OF MEMBERS Thursday 2nd September 2021 at 8.00 pm Hall, David Roche Park, Cromwell Road, Kilburn Agenda Declare a quorum for the meeting to proceed. 1. Welcome and Introductions 2. Apologies 3. Confirm the Minutes of the Extraordinary Meeting of 20th January 2021. 4. Proposed Amendments to Sections 11, 14 and 18 of the South Australian Canine Association Constitution ratified. 5. Meeting Closed
PROPOSED CONSTITUTIONAL AMENDMENTS 11. ELECTIONS, ELIGIBILITY, VOTING RATIONALE: Members have requested over a number of elections why Dogs SA had not moved to electronic voting. Previous investigations identified the cost was excessive for the benefit. Recently it was identified that a company was able to conduct the elections electronically at a similar cost to the existing method. Incorporating the electronic voting option would not preclude those members without access to technology from l casting their vote via mail. The proposed amendments to the constitution would enable the Association to utilize electronic voting in addition to postal voting for elections of Council. Current Rule (4) The Executive Officer shall arrange for an election notice to be published in the South Australian Canine Association Journal, calling for nominations and setting out the timetable for the conduct of the election. Amended (4) The Executive Officer shall arrange for an election notice to be published in the South Australian Canine Association Journal and other electronic media, calling for nominations and setting out the timetable for the conduct of the election. 09/21 Current Rule (8) Nominations must be delivered to or forwarded by post or email so as to reach the Returning Officer by the close of nominations. Nominations shall close at 4.00 pm on the last Friday in October. 03/19 Amended (8) Nominations must be delivered to or forwarded by post or electronic means so as to reach the Returning Officer by the close of nominations. Nominations shall close at 4.00 pm on the last Friday in October. 09/21 Current Rule (11) The Returning Officer shall forward the names of candidates and nominators to the Associations Executive Officer to establish whether the members are financial or unfinancial. On receipt of this information the Returning Officer may either accept or reject the nomination. In either case the Returning Officer shall advise the candidate of the outcome of his/her nomination. Amended (11) The Returning Officer shall forward the names of candidates and nominators to the Associations Executive Officer to establish whether the members are eligible for election. On receipt of this information the Returning Officer may either accept or reject the nomination. In either case the Returning Officer shall advise the candidate of the outcome of his/her nomination. 09/21 Current Rule (14) Elections shall be held during the period commencing on the first Friday in the month of January in each year and continuing up until 10.00 am on the first Wednesday in February provided that always in the case of the first such Friday falling on the first day of January in any year then such election period shall commence on the first Monday in the month of January. Amended (14) Elections shall be held during the period commencing on the second Friday in the month of January in each year and continuing up until 6.00 pm (ACST) on the second Wednesday in February. 09/21 Current Rule (15) If the number of valid nominations received is greater than the number of
Page 6
positions vacant, the Returning Officer shall make the necessary arrangements for a ballot paper and return envelope to be printed and sent to all persons whose names appear on the roll. Amended (15) If the number of valid nominations received is greater than the number of positions vacant, the Returning Officer shall make the necessary arrangements for a ballot to be established by either paper, electronic or a combination of both and notification to be provided to all members eligible to vote. 09/21 Current Rule (16) Ballot papers and envelopes shall be distributed to members in January. If the Returning Officer supplies ballot papers and envelopes to the printer for distribution to the members, it shall be presumed that he/she fulfilled his/her obligations under this sub-rule. 03/21 Amended (16) Ballot papers and envelopes shall either be distributed to members through the January issue of the South Australian Canine Association Journal or where electronic voting is utilised, the returning officer is required to ensure all members eligible to vote are provided with a unique identifier and a means of casting their vote. Where a member does not have the ability to cast a vote electronically, they are to be provided with a Ballot Paper and returning envelope to cast their vote. 09/21 Current Rule (17) The order in which candidate names appear on the ballot paper shall be determined by lot, drawn by the Returning Officer in the presence of another person and/or any candidates who choose to be present. Amended (17) The order in which candidate names appear on the ballot paper shall be determined by random draw. 09/21 Current Rule (18) The ballot paper shall have printed on it, instructions on how the paper shall be marked to exercise a valid vote, the number of vacancies to be filled, the names of the candidates and a box beside each name in which the vote is to be recorded. Amended (18) Where Ballot Papers are utilised, the following is to occur: 09/21 (a) The ballot paper shall have printed on it, instructions on how the paper shall be marked to exercise a valid vote, the number of vacancies to be filled, the names of the candidates and a box beside each name in which the vote is to be recorded. The address of the Returning Officer shall be displayed on the front of the envelope and on the back, the electors name, address, and signature. 02/00

Such persons may not be a candidate in the same election. Amended Delete Current Rule (23) Current (24) When the ballot box is opened, only those persons whose names appear on the roll and have completed the requirements of sub-rule (21) shall have the envelopes containing their ballot papers set aside for inclusion in the count. In performing that task, the Returning Officer shall not attempt to discover how individual electors have voted. In the event that more than one envelope is received from the same person, the first envelope will be admitted to the count, the other/s will be rejected. MEETINGS OF COUNCIL RATIONALE: Advances in technology now provide opportunity for remote meeting attendance. The current DogsSA Constitution does not distinguish between meetings of Council and general meetings of the Association and limits the voting rights of Councillors remotely accessing meetings of Council by using a generalisation under section 18a of the Constitution.
August 2021
Historically, Councillors have only been able to vote on issues raised at Council meetings if they are physically in attendance. COVID 19 created limitations on physical meeting attendance and technology came to the rescue with Zoom meetings becoming common place. Review of the DogsSA Constitution indicates it is silent on the issue specifically regarding Council meetings but uses generic terminology in its address of the issue of voting at meetings under section 14. Meetings of Council. It is proposed to provide for remote Council meeting attendance using digital technology through these amendments of the Constitution. Insert New Rule 14.(b) All questions and matters arising at a meeting of Council (other than questions of order and procedure) shall be decided by the majority of the votes of Councillors present either physically or remotely (via electronic communication) and entitled to vote at such meetings. Votes shall ordinarily be by show of hands. Where a majority of Councillors request a secret ballot to be undertaken in respect of any matter to be put to the meeting the Chairman shall direct the Executive Officer to conduct such secret ballots. 09/21 The following Rules 14. are renumbered but are unchanged: (b) becomes (c) (c) becomes (d) (d) becomes (e) (e) becomes (f ) (g) becomes (i) Insert New Rule 14.(g) Any member of Council must attend in person a minimum of 8 ordinary meetings of Council in any period of one year from the date of his election and from year to year during his tenure as a Council member unless factors outside the influence of Council limit physical meeting attendance. 09/21 Current Rule (f ) At the conclusion of each Council meeting the Council shall appoint the date for the holding of the next Council meeting providing always that the President or in his absence the Vice President may in respect of any matter deemed to be urgent direct the Council to consider the matter by electronic process. 03/10 Amended (h) At the conclusion of each Council meeting the Council shall appoint the date for the holding of the next Council meeting providing always that the President or in his absence the Vice President or 3 members of Council may in respect of any matter deemed to be urgent direct the Council to consider the matter either in person or by electronic communication where sufficient rationale, evidence of urgency and relevant information is provided. 09/21 18. VOTING OF MEMBERS AT MEETINGS RATIONALE: The DogsSA Constitution in its address of the issue of voting at meetings under section 18. (a) uses generic terminology “any meeting of the Association” which, by inference would include meetings of Council. Amendment to this section of the Constitution makes the distinction between General meetings of the Association (Annual General Meeting and Extraordinary General Meetings) and Council meetings in the manner in which voting and attendance is accepted. Current Rule All questions and matters arising at any meeting of the Association (other than questions of order and procedure) shall be decided by the majority of the votes of members present and entitled to vote at such meetings. Votes shall ordinarily be by show of hands but if in any instance a vote by show of hands appears to the President or any member to be unsatisfactory or ambiguous then the President or such member shall be entitled to request a division. Where a majority of members request a secret ballot to be undertaken in respect of any matter to be put to the meeting the Chairman shall direct the Executive Officer to conduct such secret ballots. Amended All questions and matters arising at any general meeting of the Association (other than questions of order and procedure) shall be decided by the majority of the votes of members present and entitled to vote at such meetings. 09/21

EXTRAORDINARY SPECIAL MEETING
Minutes of the Extraordinary MEETING on Wednesday 20th January 2021 at 7.00 p.m. in the Hall at David Roche Park, Cromwell Road Kilburn Attendees: Dogs SA Members (97)– in person. Via Zoom (21) Dogs SA Council Mr Brian Parker (President) Mr Peter Thompson Mrs Sheryle Pike Mr Greg Harvey Mr Brian Fielder Mr Aramis “Joy” Lim Ms Tracie Edwards Mr Lance Heilmann Roz Becker, Executive Officer (Secretary) Apologies: Mrs Raelene Hedger (Council Member) Mr Peter Dynan (Vice President) 1 Declared a Quorum. President declared a quorum for the meeting to proceed. 97 members in attendance and 23 Online via Zoom. Welcome and Meeting opened by President at 7.08pm Housekeeping. Phones off, use microphone, and say name 2 Apologies Noted Raelene Hedger (Dogs SA Councillor) Peter Dynan (Dogs SA Councillor) 3 MEETING AS PER PETITION CONTENT Mr Stephen Schwerdt, introduced himself, advised that the meeting had been called by members to mainly ask questions of the new procurement of the EO. Furthermore, he requested that the President Brian Parker, stand down from Chairing the meeting. Brian Parker responded and outlined that a meeting had been called in accordance with the constitution and he is able to Chair the Special Meeting, furthermore if asked questions, he as Chair is permitted to respond. 3.1 The President read out the following questions: Why did Dogs SA Council decide to reject the assertion of the EO position, as the accepted succession protocol by the membership when the EO position was to become vacant? Mr Peter Damarell, presented to the members and provided a brief background of experience within the dog’s scene and personnel recruitment. Main points highlighted were: • The board would have been negligent to accept the succession protocol when this position became vacant. • The role would call on a high degree of experience and noted that Not for Profits are some of the most difficult for the appointee in the political sense. Requires a high degree of people management. • AME recruitment that was appointed to undertake the recruitment process are amongst the best in Australia. • Process on the surface was all that we as a membership could have asked for. • The fact that there were 2 independents on the selection panel added weight to the strength of the process. • Dedicated succession planning is for another era. • Matters of selection of an EO must be held in confidence. • The evenings meeting has been called by a core of individuals that gained enough signatures without any motion or agenda items and therefore did not follow due process. • The constitution calls for 150 signatures. • The meeting is not process driven. • Based on considerable relevance experience that Council should be congratulated on the process. • Has no bias, this is driven because a core of people did not get what they wanted.
Page 8
Mr Nick Gouzos, requested that out of courtesy that we do not mention names of those not here. Then questioned where in the constitution does it refer to the succession planning. Valerie Carter, acknowledged that she organised this meeting; at no time did they ask for a succession, they asked questions based on performance and process, then questioned why Council went outside for independent and impartial person to be on the Panel, who Brian Parker knew. Brian Parker confirmed that Ainsley Carius was a friend, a former Board member of ANKC, Board Member of Dogs Queensland, HR Specialist and HR Lawyer, and a was an outside independent. Further questions were raised by Valerie Carter and directed to members of Council around the appointment of Ainsley. Greg Harvey responded and said that the name was proposed on the night and agreed to by the Council on that night. Roberta Crouch, said her recollection was than an independent person who was a HR expert would be bought onto the panel, not a friend of Brian Parkers. She stated that she had proposed a colleague who she knew who a HR recruitment expert for the process that was not accepted. She also indicated she wanted to be involved as did Tracie Edwards (HR Qualified). Erin Carter, questioned why someone was not appointed from SA. Brian Fielder said that Council approved that they wanted an independent panel, Neil MacDonald from Obedience was proposed, and they sought an independent female. Cost was approx. $600 for travel. Jane Pike highlighted that if you wanted the appointment to be independent, you cannot be certain they are in fact independent. Ainslie is also a judge, could be friends with anyone. Brian Fielder confirmed that it was put to a meeting and it was agreed by Council. A suggestion was made and all supported. Tracie Edwards, indicated that she was aware the person in question was from Queensland but it was her understanding it would be via a Zoom Meeting. Valerie Carter questioned who collected the person from the airport and where did she stay. Noting its relevant if she stayed with the Chairman in declaring a conflict of interest. John McGowan, stated he is angry we are here tonight, he is not angry at the decision especially now he is aware of the process undertaken. He has always been a champion on merit-based selection. What he is angry about is the Chairman and how the process was being managed along the way. He heard about the unease. Not appropriate for members to communicate with on Facebook. He noted that a few people are upset about a process shrouded in secrecy. We are here tonight not because of what happened with the Council and not because of Roz’s appointment. Brian responded that members were updated via Facebook and in the Journal. As well as each month in the President’s report. The areas that was secret was the secret ballot because a Councillor requested it be done that way. Brian Fielder confirmed its normal procedure if one requests a secret ballot the rest agreed to follow. It was confirmed that the independence of the panel was three plus the HR appointed consultant. Councillors asked by Mr Stephen Schwerdt to declare relationships to panel members and whether Brian declared his to Ainslie Carius. Sheryle Pike declared she was absent. Peter Thompson indicated Brian had a working relationship with Ainslie through ANKC business. Brian Fielder advised a new business relationship. Lance indicated he was not aware of the friendship, however added that about 30 applicants were received for the position, which came down to 4 people and then it was left to the panel to come up with a person compared to Duty Statement, the best person for the position was determined by a vote at the council meeting, now Roz is in the position. But added no he did not declare to his knowledge.
Greg stated it was not declared but assumed that he had known them. Tracie – No, Roberta – No, Joe – No Brian Parker advised that he did not declare a conflict of interest as he did not believe Council was misled at all. Sharon Ely, questioned whether we should have had three Council Members on the panel and Brian Parker responded that it was done purely for independence. 3.2 Clarification of the events that transpired to when this did not occur? Brian prepared and read from a previously prepared paper that outlined a chronological list of events in the process. (App 1) Brian Parker advised that an updated Job Description was written and provided to the recruitment agency. Council worked on the update. All Council Members were issued with copies of each recommendation provided by AME Recruitment Agency. Julie Manser questioned how long Wolfgang was in the role. Brian Parker advised for approx. 28 years and that the Job Description was reviewed approx. 3 times during this period and approx. 3 years ago. He was not engaged under contract He added that on the 16th June Wolfgang provided a formal letter of resignation to Council in a meeting. Ben Taylor, sought clarification around the timeline as the panel recommended one but provided all 4 resumes to council. He was advised that a normal recruitment process was undertaken. The agency attended the meeting and was questioned at the meeting for a good 30 minutes. Peter Damarell would not recommend a large number on a panel. 3.3 What Council deemed as the Job Descriptions of the EO position and subsequently other Dogs SA office staff? Brian Parker advised that all have a Position Description. Wolfgang was a fantastic Executive officer he had been there for 28 years. We do need to review our policy and procedures that have lapsed as well as Position Descriptions, renumeration, office operations to create more of a professional office environment. Recruitment Process will be one of the procedures. Valerie noted that Council let policies and procedures slip. It was confirmed that all must be trained in Work Health and Safety. Peter Dynan and Greg Harvey have done safety audits over the last 6 years of council and one recently with the new EO. Greg confirmed the Position Description was rewritten for the EO. Roberta Crouch, would like to see more of a profile for Councillors published. Take point about Policy and Procedures. Noted they are being addressed. Ann Raymond, highlighted that the Elections are taking place, please vote. She questioned why we are sitting here bringing up things from 20 years ago. She added that Council has acknowledged they are undertaking policies and added they are volunteers, no one gets paid in these roles. She felt we were witnessing some kind of witch hunt 3.4 Expectations of Council of the new EO. Brian Parker advised to fulfill her duties as per her Job Description and improve the operations of Dogs SA. 3.5 Expectations of Council on the other personnel in the office. Brian Parker advised that staff are expected to fulfill their duties in accordance with Position Descriptions, that are currently being rewritten. John Balucchi, questioned who will be conducting Performance Development Review of the Executive Officer. Brian Parker advised that the review of Executive Officer is a requirement of Council. They are still to look at how it will be done. He confirmed that there is a probation period. Peter Damarell proposed that at the 6-monthly review of the Executive Officer that an independent person be appointed to chair this process. Such as a senior consultant who would ask the Council what they would like the position reviewed against i.e. position description, person attributes and go from there. He added that staff would be asked the same questions. 3.6 Council to put in place dedicated succession planning/recruitment process to alleviate similar dysfunction in the future. Brian Parker addressed the question and advised that Ann Farndell is officially Dogs SA Assistant Executive Officer and did not wish to undertake the role. It was put to Council by Wolfgang and Brian Parker to appoint Cheryl Currie, which was rejected by Council as it was deemed to not demonstrate transparency to the members. Furthermore, in the interest of preventing discrimination and to attract suitable
August 2021
quality candidates, most of the council agreed to advertise externally through an agency. Ben Taylor commented that we need to stop this thing from happening in future. That open and transparency of the committee does not exist. Ben Luxton, asked “Did you tell Cheryle the job would be hers when Wolfgang retired?” the response was “No, I did not”. Cheryl was asked if she would facilitate as Ann did not wish to take on the role. Kerin O’Brien, stated that Council is a bunch of people who have been elected by us. A lot of the questions has been directed at whether Brian has a relationship, but the right person was chosen as she was the right person for the job. Kerry Gormlie raised a question on the issue regarding choosing a person on the panel and whether any other people were given the opportunity. Brian Fielder responded and advised that Brian Parker proposed Ainslie Carius at the meeting and confirmed that we did discuss on the night and everyone had the opportunity to question. Then asked the Council does anyone disagree. Tracie and Roberta indicated they were not provided with the opportunity. Tracie advised that Brian Parker put forward his recommendation for an independent person, Brian Fielder put through Neil McDonald an Obedience judge. But does not recall anything more. Roberta Crouch had the same recollection and indicated that they offered to be in the position. There was a vote on the people put forward. Roberta voted to support the appointment of Roz, nothing untoward in the process. But can certainly understand why people would feel the process (of recruitment) was tainted. Jean Bryant asked how much the recruitment cost and expressed her disappointed that that not one of these people have been introduced to the meeting. This was supported by others. Brian Parker advised it cost approx. $3,000 Council Members Introduced themselves. John McGowan asked whether the board operates under a Code of Conduct or procedures? And noted that it was clear that Brian Parker did not declare an interest. It was confirmed that Council did appoint an independent to undertake the process. Hayley (Dogs SA) proposed a question from Zoom on behalf of Ben and Hollie Clarke (Members). If any councillors felt they wanted the opportunity to put someone forward, why didn’t they speak up? Lance addressed the members and said all on Council had their own say, they did a secret ballot, voted for a person to be selected to do the job. Finally let us get back to working for Dogs SA. He added that we let members know as much as possible and work hard for the people. Rebecca Bush, questioned “as an Executive position why was the Executive Officer not required to give three month’ notice. She added that having worked for several years in HR that was standard for Executive roles. Brian Parker advised that not everyone is required to give three months’ notice. 3.7 It was noted that Council is to be more transparent in their process, discussion, and communication to members, with complete minutes of every meeting to be published on the new Dogs SA website and in every monthly journal as soon as possible after each meeting. Any subsequent discussions arising from the above items. Sheryle Pike proposed that Council update the recruitment process which was agreed by Council Members. It was noted that the website is being updated and will include a member’s area with policies and published minutes after ratification without the items that are deemed confidential. 4
Meeting closed at 8.54pm and Brian Parker thanked everyone for attending. Upon closing the meeting Roz Becker, Executive Officer addressed the member and clarified her experience with the process and acknowledged that it was conducted professionally and reflected all other recruitments processes she had previously been a part of. She further added that we need to recognise the role of a Councillor is voluntary and that election are on now so vote. She added that members should consider nominating on council at the end of year. She continued to add that she is not from Queensland and is born and bred South Australian and does not have a conflict of interest with anyone on Council. She also has cross bred dogs, which are a part of her family. Ben Luxton asked would the EO job description be printed in the journal so the members can see what the expectations of the EO role are? As the role seems to have changed from very operational to a strategic role. Brian Parker responded saying he could not see a problem with it as long as Roz was ok as it is her position in question, he said it would only be available to members and not the general public. PRESS RELEASE EMERGING DISEASE
EHRLICHIOSIS IN DOGS Ehrlichiosis is a tick borne disease affecting primarily dogs. It is not transmitted from dog to dog, transmission only occurs through infected ticks, the main one being the brown dog tick. The brown dog tick is widespread throughout mainland Australia. No brown ticks have been found in Tasmania. While ticks are mostly coastal, they can be found further inland. Ehrlichiosis is the disease that is caused by a tick borne bacteria called Ehrlichia Canis. Once a dog has been bitten by an infected tick, there are 3 stages of infection: 1. Acute or early phase (3-4 weeks) 2. A subclinical phase (months to years) 3. Chronic or long term stage. (months to years) Symptoms include fever, lethargy, enlarged lymph nodes, loss of appetite, discharge from the eyes and nose, weight loss, anaemia and bleeding disorders such as nosebleeds or bleeding under the skin that looks like small spots, patches or bruising. The severity of symptoms varies considerably between dogs. The incubation period is 1-3 weeks after the tick bite, but the chronic form may not manifest for months or years following infection. PCR and ELISA tests give the most accurate diagnosis along with comprehensive blood tests. Affected dogs require veterinary treatment and supportive care, the earlier this is diagnosed and treated the better. Usually these dogs are treated with tetracycline drugs for a minimum of 4 weeks, shorter treatment periods may result in subclinical carriers. Seronegative PCR tests will indicate if the infection has cleared. If not properly treated these dogs can and do die.
people, however the species of Ehrlichia that affects humans have not yet been detected in Australia. Ehrlichosis is a nationally notifiable disease and the Government is conducting surveillance testing of dogs, particularly in the far north of Western Australia, Northern Territory and far north Queensland. The Kimberly and Pilbara regions are two areas affected in WA, along with Katherine and Alice Springs in the NT. Dogs from affected areas are being monitored and their movement limited. Dogs moving from these areas could be required to be tested prior to movement and only travelling with healthy dogs that are on an effective tick control program.
Distribution This disease can be found worldwide, particularly in tropical and subtropical areas. Once the disease is in the brown dog tick population, it is very difficult to control. German Shepherds and Siberian Huskies are predisposed to develop more severe signs of disease with a worse prognosis (reduced cell-mediated immune response). In extremely rare cases, infected ticks may infect
Long Term We have to be aware that this disease will in all probability become far prevalent and widespread over the next 10 years. Tick prevention should become second nature especially when travelling.
Page 10
Prevention Maintain dogs on a tick control program – ensure you do not run over time before treating again, even 2-3 days late could cause issues. Avoid taking dogs into tick infected areas such as the bush and long grass, especially on coastal areas. Inspect you dogs for ticks daily for 5-6 days after being in tick infested areas. Travelling The most likely way this disease will spread is by the transport of dogs interstate. Dog exhibitors like to travel far and wide for shows, often interstate. We should all be vigilant with providing tick control measures and renewing these before we travel! Do not take dogs running along beaches, through the bush etc without adequate tick prevention. Be aware at some shows, the grounds may back onto bush, do not walk your dogs through these areas.

ANKC SURVEY FOR OWNERS OF AFGHAN HOUNDS In accordance with Regulations Part 6 – The Register & Registrations Section 1.11 an online survey is now available from the link provided below where ANKC is seeking feedback from owners of Afghan Hounds regarding proposed minimum breeding age requirements. Details of the proposal and rationale are noted below for reference: PROPOSAL: The ANKC Ltd and the ANKC Ltd National Canine Health and Wellbeing Committee recommend that: The ANKC Ltd have resolved to conduct a Survey of all Afghan Hound owners recommending that Litter Registration Limitations are to be applied to litters mated on or after 1st June 2022:The Minimum Breeding Age for Afghan bitches is 24 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 24 months) If litter registration limitations are approved for the Minimum Breeding Age for Afghan Hound bitches, breeders of litters whelped on or after 1st June, 2022, will be required to comply with the requirements as a prerequisite to registration of any litter on the ANKC Ltd Main Register. Litters which do not meet the above requirements will only be able to be placed on the Limited Register and will be flagged not to be upgraded. A majority of registered owners within the breed and responding to this survey must be in favour before approval is given by the ANKC Ltd. RATIONALE: The National Afghan Hound Breed Council does not presently have any rule regarding the minimum breeding age for Afghan Hound bitches so is governed by ANKC Regulations Part 6 Clause 8.2 which states ‘the minimum breeding age for bitches across all breeds is 12 months at the time of mating.’ It is considered that an Afghan Hound bitch: • is not of adequate maturity to be bred at 12 months of age as she is still developing at this age • the Afghan bitch’s health is of prime concern to responsible breeders The online survey can now be accessed from: https://www.surveymonkey.com/r/NWC7NF2 The link is also available from the ANKC website at: http://ankc.org.au/AboutUs/?id=3298 Please note responses to the survey are required by COB 8 October 2021. All Member Bodies are requested to publish this in their magazines and social media pages as soon as possible.

AGILITY NEWS The Not For Competition (NFC) Rules for Agility have come into effect, and feedback suggests these are much appreciated. In particular, preNovice dogs can now gain experience under competition conditions, whilst handlers with dogs who may be experiencing challenges can change their entry to NFC on the day of competition. PLEASE make yourself aware of all NFC criteria – the new Rule was published in the July Journal! The Judges held a meeting on 9th July with an extensive agenda. Some key items included amendments to and interpretation of various ANKC 2021 Agility Rules, including refusals and leads. With respect to these, further information will be forthcoming but it was agreed that Judges will use Briefings to clarify their position and address queries. We’re in lockdown again. We especially extend our commiserations to those clubs and their teams of volunteers who have had to cancel trials. To agility community members, we know you will be gaining comfort in spending time with your canine companions and finding engaging ways and opportunities to exercise within 2.5km from home and in the confines of the house. We’re an innovative bunch, and training of some sort will surely be happening! As for the AAC, we’ve been meeting weekly/fortnightly, mostly recently by Zoom, to progress various things:
The mutual responsibilities of competitors and judges to conduct themselves in a respectful manner and to ensure fairness to all competitors was noted. Other strategies to enhance equity across competitors were discussed including encouraging Trial Managers to vary the starting height levels of different classes, and Judges to apply a minimum 10 minute course walking time for all competitors followed by a 5 minute period before competition commences (to enable the first team to safely warm up). That’s all for now! Stay warm and safe.
Some Key Insights from Our Interstate Judges
Consolidating State Championships matters including reviewing experience and feedback, and reporting (narrative and financial). A good deal of info was shared in last month’s update; further details will be shared when finalised. Lots of positive things to balance lessons learnt and inform future events! In the meantime, as promised in last month’s update, a summary of some key insights shared by our two interstate judges is presented in the box below.
What were the highlights? • Happy, friendly atmosphere; smiling people; ‘lots of happy people put me in a happy place in the ring’; ‘watching how people attacked my courses’
With respect to the 2022 State Championships, we’ve been considering options for improving the Championships for next year. This includes canvassing the intentions and views of the agility community (via a Facebook survey) about the timing of the 2022 event given it is currently scheduled to follow on one week after the WA Nationals. Based on results to date, there is a strong majority who intend to compete in the States and are not planning to go to the Nationals. Consideration is however being given to the short travel and recovery timeframe for those who have expressed an interest in competing in both the Nationals and States. There are challenges in negotiating an alternative weekend in an already packed Dogs SA calendar and the policy of not holding events that may clash with other disciplines (e.g. obedience, rally) and country competitions. No decision has yet been made as options are still being explored.
What changes would you suggest for future State Champ events? • More weight in some tunnel bags - consider using sand-filled socks to top up after positioning to meet OHS concerns; safety for dogs and reduces time re-setting tunnels • Ensuring weavers are to standard • Nesting and scheduling of courses and heights – worked okay but are there opportunities to streamline? • Scheduling on June long weekend clashes with ACT/NSW – ‘quite a few NSW people would come to SA for the mesh alone’
The Annual Agility Awards are also being reviewed, with a view to introducing a new system for the forthcoming competition year, which commences in October. The current SA awards are outdated, extraordinarily complex, expensive and overly time-consuming to manage – it’s high time for an overhaul! The AAC extended an invitation (via Agility SA Facebook) for the agility community to comment and/or provide suggestions and have taken these into account. Interstate policies have been reviewed and experience solicited. Most states tend to provide just a few awards to the very top masters dogs/teams, in contrast to the 52 awards that have been on offer here! We are exploring a balance that awards combined performance across agility and jumping and across all heights and classes (Novice to Elite), and preserves the Team Excellence award, whilst also acknowledging other achievements during the year. Necessarily there will be cuts that will be disappointing to some competitors, but some compromises are required. The rationalised awards scheme document must go to Council for approval in order to come into effect at the beginning of October. As has been published on FB/website, the Dogs SA Council issued an additional requirement in measuring dogs, effective immediately: dogs competing in Agility, Obedience and Rally are now required to have their microchip number read and recorded on their Height Card. The AAC has obtained two microchip readers to go with the measuring equipment, and new Height Cards will also be printed in due course to make it easier to record this info. PLEASE NOTE a revised Height Card Protocol has been published (see Agility SA website and FB) and should be used by anyone requesting a height measurement.
Page 14
What things worked well? What should the organising committee continue doing? • Stewards – friendly, efficient, always enough, back-up timers, acknowledging them • Mesh rings, with entry/exits lanes, worked well , added safety and increased relaxation
Experience and observations in relation to Rules and guidelines? •Tugging on leads: the rules are very clear that interacting with the lead is okay; in WA/NSW/ Vic tugging is widely used to increase focus, build connection with handler coming into ring, build enjoyment, etc; ‘sad to see much less of it in SA’ • Refusals: 1m relates to stopping = refusal; but if dog is on approach, 2m out and turns away, this is also judged a refusal; it also acknowledges that for many larger/faster dogs, their take-off point is 2m and more away from obstacle. • Course Times: Different times is standard practice interstate (e.g. 200+300, 400+500, 600); achievable times needed especially for smaller dogs if entries to be maintained Suggestions from your interstate experience that may help improve the effectiveness and efficiency of our processes in SA? • In WA, Trial Secretaries don’t provide competitor numbers! Rather competitors come with their number(s) or there is a table with cards, textas and catalogue on it for competitors make their own! Similarly, print your own catalogue. • No registration or vetting; trust that competitors don’t have bitches in season; just 3 calls at the ring • ‘Running of the trial was well-organised… and very efficient’; ‘we were well-supported as interstate judges’ Observations on levels of dog-handler performance and implications for training? • Some standout teams, fast dogs but with ‘handling’ • Some ‘collected’ running contacts, but many had inadequate contacts (often just ‘steady’ then dog leaps off) • Weavers also requires training for a ‘collected’ entry • Dogs need start lines! • Some old school handling; opportunities to push “handling”… for handler to be out in front… adopt/adapt more contemporary handling techniques; observe the successful teams; other training options • Interstate, clubs are supporting lower levels; top performers train privately or in small groups, make use of experts (e.g. workshops, online); some of the top competitors and private trainers are also judges - no issue • Elite level in NSW: judges identified distinguishing criteria to include verbals, independent contacts, tighter discriminations, forced layering.

Stories around the campfire with All Breeds Dog Judge, John Lewington Judging Morrissett
Many years ago I was contracted to Judge an all-breed show in New South Wales. I was accompanied by my good mate Albert Reading. We flew to Sydney and were picked up along with a number of other judges in a minibus and driven up to Morrissett, a large country town. We were taken to a lovely old country pub with beautiful motel apartments out the back, a great start to the weekend. Show day and we were introduced to the committee most of them were from the same family and made us feel very welcome. It was warm weather and when I walked out of the ring on completion of my judging that day, I was met by one of the younger members of the committee with a long neck of V B beer in a handmade stubby holder. First time I had seen anything like that, but I was not complaining it was a hot day and the beer was just what the doctor ordered. I wandered around the show rings to find out how my mate Albert was getting on. He was judging Gundogs I think so I stopped and gave him a wave showing him my large V B beer. Albert carried on judging but a funny thing took place. A young lady of twelve or thirteen came in the ring with a dog, she ran all the way round and stacked the dog. Albert examined the dog then asked her to do an out and back and she did a big circle round the ring again, he told her again I want you to do an out and back please. Once again she took off round the ring in a circle. When she got back to him he took the dog from her and told her to stand still and watch him, he then ran the dog up and back and told the young lady that’s what he wanted her to do, he gave her back the dog and she did the up and back for him. I have never seen any judge do that before but he certainly got his point across in a most unusual way. A great weekend away and Alberts little performance in the gundog ring made it rather more memorable. As many people already know, Albert Reading has not been well recently and is no longer able to judge and as I write this he is in the Modbury Hospital receiving treatment. I am sure he would love a visit from some of his old friends in the dog world. Please give me a call on 0407 390 293 and I can give you an update on his whereabouts.

CODE OF ETHICS FOR MEMBERS Each Member shall comply with the following Code of Ethics and any Member who fails to do so shall be guilty of an offence against these Rules. As a Member of the South Australian Canine Association: 1. I shall ensure that at all times all dogs under my control are properly and effectively contained by fencing or enclosure, and are properly housed, fed, watered, exercised and given proper Veterinary attention if and when required. 2. I shall not allow any dogs under my care to roam at large, and, when away from home, ensure they are kept fully leashed and under effective control, or otherwise under effective control at all times. (01/16) 3. I shall breed only for the purpose of improving the quality of the breed in line with the breed standard and strive to eliminate hereditary diseases in the breed/s that I produce. 4. I shall strive to have all my breeding stock tested, where tests are available, for hereditary diseases. 5. The health and welfare of a bitch being bred from is of paramount importance and I will adhere to the following minimum standards. (01/20) (a) Not allow any bitch owned by me and/or under my control to be mated before she is twelve months of age. (01/20) (b) Breeding - A member shall not breed with a bitch causing it to whelp more than twice in any eighteen (18) period without the prior approval of the SACA. (01/20) (c) Not permit a bitch to have more than five litters in her lifetime. (01/20) (d) Not conduct or permit mother/son, father/daughter or brother/sister matings. Puppies from such matings will not be registered unless approval from the SACA was provided prior to the mating. SACA will only provide approval where scientifically proven welfare or veterinary reasons exist. (01/20) (e) Not breed a bitch over eight years of age unless at the time of a mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. A current veterinarian certificate is defined as a certificate dated within the three months prior to the mating. (01/20) 6. Upon the disposal of the dog I shall provide the owner with a current vaccination certificate of that dog issued by a Veterinary Surgeon. Accepted Veterinarian vaccination certificates are C3 12/36 months, C4, C5 or an annual Titre Test accompanied by a Veterinarian letter. (01/19) 8. I shall provide to all purchasers of dogs or those placed by me, written details of all dietary and vaccination requirements and responsible dog ownership and/ or an appropriate publication relating to such requirements. 11. ‘OUR DOGS HAVE NEVER LOOKED BETTER, THE RESULTS FROM FEEDING ROYAL CANIN SPEAK FOR THEMSELVES’ Shortblak Scottish Terriers have been breeding Scottish Terriers for over ! years, to which they have bred Australia’s No1 Scottish Terrier - 2014, ’15, ’16, ’17, 19. ‘Our dogs can be fussy eaters but always empty bowls on Royal Canin as they clearly find it very palatable. Scottish Terriers being a coated breed, coat and skin condition is very important, conditioned on Show Beauty our Scotties coats have been never better. Being terriers Scotties are always on the move but they never lose condition’ Stacey Sullivan from Shortblak Scottish Terriers says. ‘All our babies are given the right start in life with the Royal Canin Starter Mousse and they always absolutely thrive on this food growing into strong healthy puppies’.
