President’s Report November has been a very busy month as usual with AGM’s being held by Dogs SA Advisory Committees and many affiliated Clubs. I have attended as many as I could however I cannot attend all so I do apologise for those I have missed. A similar theme is evolving from the Clubs and that is they have been effected financially by COVID and the lack of volunteers willing to join committees. Dogs SA has agreed to assist clubs get through the financial crisis of COVID by not demanding payments of overdue accounts and allow them to trade out of a financial issue. Affiliates must however notify the office of their predicament and provide a plan of how they intend to trade out. The lack of volunteers is an issue that is affecting not just Dogs SA but all associations which have a heavy reliance on volunteers. I am attending the Sports SA AGM at the end of November and a topic of discussion is how we can attract and then retain volunteers to our associations. Of particular concern for Dogs SA is ability to attract and retain younger volunteers as with the majority of our disciplines we have an aging demographic. With the borders opening up on 23 November 21 we must brace ourselves for what is to be expected on the spread of COVID. Although we are being told it is inevitable there will be outbreaks of the virus and that we must learn to live with it there are ways of minimising the risk. These include: • Follow the directions of the health authorities; • Wear a face mask when required; • Stay at home if unwell; • Social distance 1.5M; and • Most of all, get vaccinated. As most are aware by now Council elections are again upon us. Members have this election been spoilt for choice with 3 members standing for the position of President, 13 standing for the 5 positions of Councillor for 3 years and 12 for the position of 1 Councillor for 2 years. As always I encourage all members of the association to vote and wish all of the candidates the best in their endeavours to be elected to Dogs SA Council. As we once again move into December and the festive season (where has 2021 gone) just a timely reminder that many of the foods we love to eat at this time of year are not always the best for our four legged family so be careful what we leave for them to get to. If you are not sure what is good or bad for your dog Mr Google will be your best friend. On behalf of Dogs SA staff and Council I wish all of you the best for Christmas and the New Year and hope we can enjoy all the freedoms possible as before. I would also like to give my personal thankyou to the staff Ann, Cheryl, Hayley and Georgia for their efforts throughout the year and trust they will have a well-deserved break over the Christmas shutdown and will come back fully refreshed and invigorated. Notice is hereby given that a Special Meeting of the Board of Directors of Australian National Kennel Council Limited will be held via Zoom video conferencing on 12 February 2022 commencing at 11AM (Eastern Daylight Saving Time). Clause 27.3 of the ANKC Ltd Constitution requires that the agenda for a Special Meeting shall be determined by the Executive Committee and forwarded to each Member Body and each Director at least 28 days prior to the date of the meeting. Receive and accept all Financial Statements As requested at the previous AGM on 3rd March 2021, additional pages and Profit & Loss Statement published on the Dogs SA website for members to view Ben Luxton raised a few concerns regarding different versions on the website in respect to dates. Auditor advised reports signed by Council on 27th January and Auditors on 2nd February 2021 It was confirmed signed off the Financial Report on 27th January 2021 and Auditors signed off on 2nd February 2021 John McGowan suggested the differing dates were in breach of legal protocol. The Dogs SA Auditor strongly confirmed the financial reports were accurate and legally correct John Delucia replied the Financial Reports be accepted in good faith as no fraud was involved Moved John Delucia/Jane Pike the financial report be accepted. CARRIED. 8. Declaration of the ballot of the recent Elections conducted. Discussion ensued regarding the closing date of the ballot and Brian Parker replied advice received from the solicitor was to accept the results of the ballot in good faith. Options were to take the matter to court or a new election called. Moved Francis McEvoy / Jackie Harris the declaration be accepted. CARRIED The President Brian Parker introduced the new Councillors, Ben Luxton and Caroline Murphy. Brian Parker thanked the two outgoing Councillors Rae Hedger for her service on Council since 1997 and Greg Harvey for 6 years’ service on council. Brian Parker also thanked Peter Dynan for 9 years as Vice President and as a newly elected as Councillor. Brian Parker also introduced Peter Thompson as the newly elected Vice President 9. Proposed Constitutional Changes A. – PROPOSER - President/Dogs SA Council Notice of motion to alter the SACA Inc Constitution: Current 10 (e) Any Officer of the Council who in the first year of their current term nominates for any other office of the Council, must resign their position in writing forthwith and prior to the close of nominations in that year. Amended 10 (e) Delete 10 (e) and renumber sub paragraphs as it contradicts both the existing and proposed amendment to 12 (c) Moved Phil Thompson / Kerryn O’Brien the proposed constitutional changes to 10 (e) be accepted. Put to the vote by a show of hands. FOR 168 AGAINST 3 CARRIED B. PROPOSER - Dogs SA Council Notice of Motion to alter the SACA Inc. Constitution: Current 11 (16) Ballot papers and envelopes shall be distributed to members through the January issue of the South Australian Canine Association Journal. If the Returning Officer supplies ballot papers and envelopes to the printer for insertion in the South Australian Canine Association Journal, it shall be presumed that he/she fulfilled his/her obligations under this sub-rule. Amended 11 (16) Ballot papers and envelopes shall be distributed to members in January. If the Returning Officer supplies ballot papers and envelopes to the printer for distribution to the members, it shall be presumed that he/she fulfilled his/her obligations under this sub-rule. RATIONALE: This amendment covers the situation where members have elected not to receive a printed Journal.

PROPOSER - Dogs SA Council Notice of Motion to alter the SACA Inc. Constitution: Current 12 (c) Any member of Council who wishes to stand for another position on Council must resign their current position prior to the nominated cut-off date to enable their position and the position they aspire to, to be voted on at the same election. Failing to resign prior to the cut-off date renders the Councillor ineligible to stand for that vacancy. The cut-off date will be determined by the Executive Officer immediately on becoming aware of a casual vacancy. Amended 12 (c) 12 (c) Any member of Council, whose term is not expiring, wishing to stand for another position on Council must tender their resignation of their current position prior to the nominated cutoff date to enable their position and the position they aspire to, to be voted on at the same election. The effective date of the resignation will be a firm date which precedes the next Annual General Meeting, once tendered the resignation cannot be withdrawn. Failing to resign prior to the cut-off date renders the Councillor ineligible to stand for that vacancy. The cut-off date will be determined by the Executive Officer. 03/11 RATIONALE: As explained by the former EO Wolfgang Schnitzer at the July Council meeting, the intent of Rule 12 (c) was that only Councillors who’s term was not expiring would have to resign by the nominated cut-off date to enable their positions to also be advertised. The proposed amendment to 12 (c) does not change the intent, just clarifies any ambiguity. The clarification of this rule, and reinforced by the proposed amendment, would at least allow Councillors in the same election grouping to nominate for either President or Vice President in case either decided after the cut-off date not to stand for any reason. I believe that the last sentence in the existing 12 (c) “The cut-off date will be determined by the Executive Officer immediately on becoming aware of a casual vacancy” would cover the unfortunate demise of either incumbent after the nominated cut-off date and thus enable the position to be open to any Councillor. Moved Geoff Maudlen / Ron Turner the proposed constitutional changes to 12 (c) be accepted. Put to the vote by a show of hands FOR 193 AGAINST 2 CARRIED D. PROPOSER - Stephen Schwerdt Notice of motion to alter the SACA Inc. Constitution: The current Constitution currently reads, 10. THE COUNCIL (d) All Officers of the Council shall hold office for three years (in accordance with the rotating system herein provided) or such other term as is prescribed by the provisions hereof and shall be eligible for re-election to such office or any other office of the Council. To be amended to read, (d) All Officers of the Council shall hold office for three years (in accordance with the rotating system herein provided) or such other term as is prescribed by the provisions hereof and shall be eligible for re-election to such office or any other office of the Council, however no member of Council can serve more than two consecutive terms in any one position of Council. RATIONALE:- In today’s society, our Association needs to grow and evolve with modern day thinking. This amendment is designed to at least allow for Office Holders and regular Councillors to change at regular intervals, in order to ensure diversity in thinking and skill sets. It may be argued that at times, we could risk being “Stuck” without enough candidates. In response, this should not be considered a risk, because knowing vacancies would exist should motivate the membership to be more proactive and motivated to consider running for Council. It does not preclude any member of Council opting to serve in a different position on Council. It is my belief and hope that this amendment with a mixture of established and new members on Council will refresh our Council to lead us into the future. The motion allows for a member to be on Council for a period of up to six years in any one position, and that should give enough time to formulate and put forward their visions. We have many members with a vast pool of experience, and this motion I believe may encourage them to stand for our Council. Stephen Schwedt queried the start date if the proposed amendment were to be accepted. Brian Parker responded stating the start date would not be retrospective. John DeLucia responded that it is up to the members to decide who is returned or not. Moved Stephen Schwerdt / Brian Turner the proposed constitutional changes to 10 (d) be accepted. PROPOSER - Wendy Baker Notice of motion – Change to SACA Rule Book Items to assist in conducting business better now and into the future. 1. PART VIII EXHIBITIONS Refusal of Entries 38 (a) AMEND TO READ …. The committee of any Affiliate Member conducting an Exhibition under these Rules shall have the right to refuse or return any entry provided that the decision to do so is made at a properly convened and constituted meeting of that committee and such a decision is communicated, in writing, or via email, giving the reasons, to the intending exhibitor at least (remove 7 days) clear days before the Exhibition is scheduled to be held REMOVE 7 DAYS – REPLACE WITH three (3) days. RATIONALE: Most affiliate clubs now are closing their entries on the Sunday prior to a show weekend, this is only 4-5 days clear to their first show. If an affiliate has any reason to refuse an entry, they need to have time to email the exhibitor to let them know, and for the exhibitor to still have time to utilise rule 38 (b) to lodge an appeal. PROPOSER – GORDON RADCLIFFE Notice of motion – Introduction of Recycling Bins at David Roche Park RATIONALE: The container recycling scheme came into effect in SA in 1975. How are we handling this 44 years on? The current bins used for recycling bottles, cans etc at DRP has not worked. This is not surprising considering the lack of appropriate signage and the similarity of the recycling bin and waste bin. It’s time this issue was sorted and the appropriate colour coded bins for recycling and waste with appropriate signage and education was used to bring DRP up to community acceptable standards. I’m sure Members would appreciate an odour control measure on the waste bins used to collect dog waste. Opening the waste bins during summer can at times test the stability of one’s stomach contents. Below is an example of recycling bins in use at Semaphore Beach (2019). If there are any issues I’m sure KESAB or the local council would help resolve them. Note a distinctive lid colour and appropriate signage to indicate the bins purpose. A more obstructive opening could be considered, having to force containers through the opening. This would potentially stop people putting poo bags in the container bin. Smart City Solutions provide solutions whereby capacity is increased x8 (not cheap), reduces odour and Wi-Fi hub in the bin system. Adelaide and Salisbury Councils are following through on this concept. “People are good basically, they just need to be shown” Billy Connolly Response: Brian Parker responded by stating the Dogs SA Council will investigate the installation of various types of bins at David Roche Park. (c) A Judge may enter and act as a Handler for a dog/s registered in his name/s at an Exhibition for Tracking, Retrieving, Field, Dances with Dogs or Lure Coursing, at which they are appointed to judge. Rationale: To include the wording ‘Trick Test’ 12. (f) For Dances with Dogs the judging panel shall consist of 3 different Judges from the panel for which they are appointed to judge. Amended to read: 12. (f) For Dances with Dogs the judging panel shall consist of up to 3 different Judges from the panel for which they are appointed to judge. Rationale: This allows for ﬂexibility to form an additional judging panel to judge an appointed judge at that Competition. Many DWD judges also compete and as this competition requires a panel of 3 judges, is a small discipline and should be encouraged to develop further. 12. (h) New Rule For Trick Dog Test a judge shall be judged at the completion of that Test for which they are appointed to judge. Rationale: There are a limited number of Trick Dog judges and with Tricks being a new discipline, it is difﬁcult for judges to compete and obtain titles with their dogs. Page 20

Many years ago after judging a two day show in Colorado Springs I stayed for a few days with my friend Jude York and her Wolfhounds in Elizabeth just outside of Denver. While I was there, her ex husband Don Buy called round to see if I would like to visit a couple of boxing gyms in Denver. I was at the time training 6 African Olympic boxers who had competed in the Sydney Olympics and was looking to build up a few more contacts in America. We took off for the one-hour drive into the city in Dons old Toyota Truck with lots of ladders paint pots and trestles in the back. Don was a painter and decorator and was well known in the local area for his racing dog team of husky’s. I had a great day watching some of the top amateur and professional fighters training and sparring and made some useful new contacts in the fight game. On the way home Don asked me if I would mind if he stopped at a bikie bar on the outskirts of the city. He said he had always wanted to visit the place but had not wanted to go in there on his own. We pulled into a small row of shops, in the middle was a sign that said Buffalo Boyd’s Bar. What a great idea, I was happy to visit the place with Don. A couple of Harleys were parked outside but it all looked very quiet inside. There was one long bar with two bikies sitting at the far end. The blond barmaid greeted us and got Don a beer I was not drinking I was the designated driver later that day taking out friends to a bar in Castles Rock that evening. The barmaid asked me where I came from and when I told her Australia, she said her brother was a school teacher in a place I would not have heard of - Murray Bridge. Imagine her surprise when I told her I knew the place well and had judged dog shows there. The barmaid disappeared and came back with the owner Buffalo Boyd who told us they had a tradition in the bar that any overseas visitors must join them in beers and schnaps on the house as they didn’t get many international guests in their establishment (I wonder why). The beer was flowing and the shots kept coming. My lemonade-was not tasting that great but I joined in the fun the best I could with just the four us having a great time. Suddenly Don fell of the bar stool and crashed down on the floor he was paralytic. I got the keys to the truck out of his pocket and they helped me get him into the passenger seat. It was now down to me to get him home. After only one soft drink I decided to try and find my way back to Jude’s home in the suburb of Elizabeth. Somehow, I got the beat up old truck back on the freeway, not easy when you are driving a manual with the gear stick on the right hand side. Not sure how but I found my way back to Jude’s house a 45 min drive with Don in la la land next to me. .Good job I don’t get lost if I can find my through Chicago.in the rush hour I can find my way anywhere, Jude was horrified when we got back and told me Don was an alcoholic and should not have been drinking (wish someone had told me). It all worked out in the end but it just goes to show how you can get in a bit of bother when you least expect it but I still have the baseball cap Buffalo Boyd gave me as I left the bar.

Adelaide Lure Coursing & Racing Club is the only A.N.K.C club in South Australia that conducts lure coursing trials. Formed in March 2014 it was traditionally only for sight hounds(e.g., Afghan Hounds, Borzois, Greyhounds, Irish Wolfhounds, Ibiza Hounds, Pharaoh Hounds, Deerhounds, Salukis, and Whippets.). A.L.C.R.C. philosophy is that the sport should not be limited to the sight hounds only, so we encourage any breed of dog, purebred or not, that has an affinity for the chase, to come along and compete in trails or on Fun Days. Lure Coursing is the ability to chase the Lure (a bunch of plastic strips or a series of Total Area: 7,132.15 m2 plastic bags) that is tied Total Distance: 638.65 m to a rope and pulled around spindles and pulleys by a stationary motor especially designed for this purpose. The course pattern is irregular as per diagram. The trials are held at Thomas More College, Salisbury Downs where the venue is fully fenced. The club also holds ‘Fun Days” where interested owners can come along and try their furry friend on the lure. At the last fun day of the season there were 70 dogs all shapes and sizes giving it a “go” The trial dates are listed in the Canine Journal and Fun Days are listed on the clubs facebook page or www.adelaidelurecoursing.com - this site contains all the information about the club. This year the club held 6 trials The judges were either local or interstate however due to Covid Stephen Uebel from Qld was the only one able to make it this season. The results of each trial are published in the Canine Journal. At each trial there are various classes that the dogs can enter. Entrants have two runs(am & pm) which are scored and then tallied to find the winner from each class. At the end of the season “The Presidents Cup” is awarded to the overall highest scorer. This year the winner was a Saluki Ch Padtheway Carmen(J.C.) owner June Maudlen. Second was the Jack Russell Terrier “Gus JC” owned by Rachel Fagan. There are a variety of titles that dogs can work towards in this sport. The club is also involved in The “Battle of the States” A competition between other Lure Coursing clubs in Australia hence the name. A fun introduction to the sport of Lure Coursing where dogs are timed over a 100 metre sprint and see how fast they are compared to other dogs of their breed across Australia. This year Page 26

A.L.C. & R Club had the fastest lure courser in Australia over all breeds a greyhound name “ Boss” in a time of 5.58 seconds (100 metres) owned by Georgie Roberts. SUMMARY OF THE ANKC LTD ANNUAL GENERAL MEETING HELD VIA ZOOM VIDEO CONFERENCING ON 16TH OCTOBER 2021 At the recent Annual General Meeting of the Australian National Kennel Council Limited held via Zoom video conferencing: 1. Election of ANKC Ltd Executive Mr Hugh Gent OAM was re-elected unopposed as President for a three-year term from 16 October 2021; Ms Pam Campbell was elected unopposed as Vice President for a one-year term from 16 October 2021; Mr David Sales was re-elected unopposed as Treasurer for a one-year term from 16 October 2021. Mrs Ulla Greenwood was elected as a member of the Executive Committee for a one-year term from 16 October 2021. At the October 2021 ANKC Ltd Board meeting, Directors resolved/considered the following: 1. Dances with Dogs Judges – FCI Judges Listing FCI has confirmed all FCI discipline Judges can be added to the FCI Judges Directory if they comply with FCI qualifications. A notice will be distributed to ANKC Member Bodies in due course confirming how interested Australian Judges can arrange to be included on the Directory. 2. Murray River Retriever - Recognition It was resolved to formally recognise the Murray River Retriever as a breed under development as from 1 January 2022 in accordance with Regulations Part 6 – The Register & Registration, Section 10. 3. Australasian Bosdog - Recognition It was resolved to formally recognise the Australasian Bosdog as a breed under development as from 1 January 2022 in accordance with Regulations Part 6 – The Register & Registration, Section 10. 4. Rottweiler Breed Survey It was resolved that ANKC conduct a survey of all Rottweiler breeders and owners to determine whether the dogs with natural bob tails should be placed on the Limited Register. The results of the survey will be considered by the ANKC Board. 5. Jack Russell Terrier Survey It was resolved that the results of the Jack Russell Terrier survey be endorsed and for the breed standard to be amended as follows: Body Chest deep rather than wide, with good clearance and the brisket located at the height mid-way between the ground and the withers. The body should be proportioned marginally longer than tall, measuring slightly longer from the withers to the root of the tail than from the withers to the ground the length from the point of the shoulder to the buttocks slightly greater than the height from the withers to the ground. Back level. Ribs should be well sprung from the spine, flattening on the sides so that the girth behind the elbows can be spanned by two hands - about 40 cms to 43 cms. The loins should be short, strong and deeply muscled. The change will be to replace the wording highlighted in red with the highlighted wording in bold. To be effective immediately. 6.

Identiﬁcation of Legally Shortened Tail (LST) on the ANKC Ltd Business System

It was resolved to implement an identification code of ‘LST’, noting a Legally Shortened Tail, to be added to the dog’s name as a suffix pursuant to receipt of a certificate verifying that the dog has had this Veterinary procedure in line with legislation. To be effective from 1 July 2022. AND It was resolved the implementation of LST be endorsed on the registrations of all dogs that have been previously registered under Vet Certification that they have a Legally Shortened Tail. To be effective from 1 July 2022. 9. Natural Bobtail Dobermanns It was resolved for any Dobermann applying to be registered as a Natural Bobtail (NBT) must show DNA proof of purity of breed and a positive NBT DNA result effective from 1 January 2022. 10. ANKC Ltd / Australian Flyball Association (AFA) Agreement It was resolved to endorse the new agreement which will become effective from 9 February 2022, immediately following the expiration of the previous agreement. The new Agreement will apply for a period of five years. 11. ANKC Ltd Junior Handler Final Competition It was resolved that due to ongoing Covid-19 restrictions there will be no National Final conducted in 2021. 12. ANKC Ltd Regulations Part 6 – The Register & Registration - Amendment It was resolved that Regulations Part 6 – The Register & Registration be amended with the inclusion of Section 10 pertaining to the recognition of New Breeds. To be effective immediately. 13. ANKC Ltd Rules - Amendment Amendments to the following rules have been endorsed.
