Licence Renewal forms were on pages 16 and 17 of the November magazine. They are available in the Dogs SA office, on the Dogs SA website or via www.easydogs. com.au. Trainee judges cannot pay via EDE.

JUDGES of all disciplines – Dogs Australia badge

All licenced Judges will receive the new Dogs Australia badges at no charge. Dogs Australia are supplying the badges to the State offices for distribution.

If you would like a new Dogs Australia Judge badge, please email info@dogssa.com.au with your request and Dogs SA will order on your behalf.

Your application to receive a new badge must be received by the Dogs SA Office by 1st February 2023.

RESULTS OF DISCIPLINARY HEARINGS

The Committee found you guilty of a breach of Rule 7 of Part XIV Offences A General and the following penalty is imposed:-

1. Suspension of Membership for a period of twelve (12) months, to be set aside but will come into effect should the member re-offend with any further breach of the rules in the next twelve (12) months.

SUMMARY OF THE DOGS AUSTRALIA ANNUAL GENERAL MEETING & BOARD MEETING HELD IN SYDNEY ON 15TH OCTOBER 2022

At the recent Annual General Meeting of the Australian National Kennel Council Limited held in Sydney:

1. Election of ANKC Ltd Executive

• Ms Pam Campbell was elected unopposed as Vice President for a one-year term from 15 October 2022.

• Mr David Sales was re-elected unopposed as Treasurer for a one-year term from 15 October 2022.

• Mrs Ulla Greenwood was elected as a member of the Executive Committee for a one-year term from 15 October 2022.

At the October 2022 Dogs Australia Board meeting, Directors resolved/considered the following:

1. Ramp Use Policy

Earlier this year Dogs Australia requested feedback from members as to the suitability of a proposed ramp breed listing as a proposed definitive list of breeds which may or may not be ramped or tabled.

The Board has made no final decision at this time in relation a Ramp Use Policy and has referred the matter to the National Breed Standards Coordination Group to review the submissions received from members and the Board will consider the matter again next year.

2. * Regulations Part 5 – Conformation Shows: New Clause 2.3.7

It was agreed for the following Infectious Diseases or Viruses regulation endorsed at the February 2022 Special Board meeting to be added to Regulations Part 5 – Conformation Shows as Clause 2.3.7 and will be effective from 1 January 2023.

Infectious Diseases or Viruses

a) If a dog has been in a kennel or premises affected with distemper, canine hepatitis, parvovirus or any other virulent contagious disease (except Kennel Cough), it shall not be permitted to attend any State Member Body event or grounds for a period of 12 weeks from the date of the first diagnosis or onset of symptoms.

b) If a dog has been in a kennel or premises affected with or diagnosed with Canine Cough (also referred to as Kennel Cough or Canine Infectious Respiratory Disease Complex) it shall not be permitted to attend any State Member Body event or grounds for a period of three weeks after the date of the first diagnosis or onset of symptoms.

c) An event organiser or affiliate official may ask for a dog to be immediately removed from any State Member Body event or grounds if that dog is visibly unwell or showing symptoms of the contagious diseases listed in (a) or (b). This shall be recorded in the Representative’s report.

3. Regulations Part 5 – Conformation Shows: Amendment to Section 4.1

It was resolved that Regulations Part 5 – Section 1 – Definitions and Classes Regulation 1.1.7 that Currently reads:

1.1.7 Definitions and Classes

Proprietary Interest – means having some legal or equitable interest in an animal on an on-going basis or the breeder of the exhibit. For the purposes of these Regulations the definition does not include using a Judge’s stud dog or boarding a dog at a Judge’s boarding kennel. Be deleted.

AND for Section 4.1 Proprietary Interest to be amended as follows.

Section 4.1 Proprietary Ownership Interest as follows:

4.1.2 A person may not enter, exhibit or handle under a judge officiating at a conformation show where:

a. The person is a member of the judge’s family and/or resides at the same address as the judge.

b. The judge has or has had any proprietary ownership interest in a dog or dogs solely or in partnership with the member within a period of 12 months prior to the conformation show.

c. Where the judge has handled any dog owned, leased or part leased by the person within a period of 12 months prior to the conformation show.

d. The person has handled any dog owned or part owned or leased, or part leased by the judge in a period of 12 months prior to the conformation show. The person has accommodated the judge or been accommodated by the judge within a period of 12 months prior to the conformation show or intends to accommodate the judge within 24 hours after the conformation show.

e. The judge has trained or groomed for reward, for gift or favour a dog owned, or part owned, leased or part leased by the person in a period of 12 months prior to the conformation show.

f. The dog was bred by the judge or the judge’s family.

g. For the purposes of these Regulations the definition “handled” does not include any circumstance where a person has assisted another exhibitor who, due to a judging decision on the day, was required to compete with two or more exhibits at the same time

h. Either the exhibitor or the judge has used a stud dog belonging to the other within the last 6 months.

This amendment will be effective from 1 January 2023.

4. * Regulations Part 9 – Regulations for Non-Resident Judges

At the February 2022 Special Board meeting the submission received from Dogs West was endorsed pursuant to a review of the compilation of the 70% requirement for group status and clarification to ensure all late applications are considered by the Overseas Judges Approval Board.

It was resolved that the submission providing a revision of the 70% requirement of breeds for Group approval was endorsed.

These amended regulations will be effective from 1 January 2023.

CODE OF ETHICS FOR MEMBERS

Each Member shall comply with the following Code of Ethics and any Member who fails to do so shall be guilty of an offence against these Rules.

As a Member of the South Australian Canine Association:

1. I shall ensure that at all times all dogs under my control are properly and effectively contained by fencing or enclosure, and are properly housed, fed, watered, exercised and given proper Veterinary attention if and when required.

2. I shall not allow any dogs under my care to roam at large, and, when away from home, ensure they are kept fully leashed and under effective control, or otherwise under effective control at all times. (01/16)

3. I shall breed only for the purpose of improving the quality of the breed in line with the breed standard and strive to eliminate hereditary diseases in the breed/s that I produce.

4. I shall strive to have all my breeding stock tested, where tests are available, for hereditary diseases.

5. The health and welfare of a bitch being bred from is of paramount importance and I will adhere to the following minimum standards. (01/20)

(a) Not allow any bitch owned by me and/or under my control to be mated before she is twelve months of age. (01/20)

(b) Breeding - A member shall not breed with a bitch causing it to whelp more than twice in any eighteen (18) period without the prior approval of the SACA. (01/20)

(c) Not permit a bitch to have more than five litters in her lifetime unless at the time of mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. (11/21)

(d) Not conduct or permit mother/son, father/daughter or brother/ sister matings. Puppies from such matings will not be registered unless approval from the SACA was provided prior to the mating. SACA will only provide approval where scientifically proven welfare or veterinary reasons exist. (01/20)

(e) Not breed a bitch over eight years of age unless at the time of a mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. A current veterinarian certificate is defined as a certificate dated within the three months prior to the mating. (01/20)

6. I shall not knowingly permit any of my pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, or to an unregistered dog of the same breed, or to a dog of the same breed which is entered on the Limited Register, unless specific permission is given by the SACA.

7. I shall not sell or otherwise transfer from my care any puppy under eight weeks of age, thus allowing for vaccination to be given at six weeks of age and thereby allowing for the ten to fourteen days for the vaccine to take effect. Upon the disposal of the dog I shall provide the owner with a current vaccination certificate of that dog issued by a Veterinary Surgeon. Accepted Veterinarian vaccination certificates are C3 12/36 months, C4, C5 or an annual Titre Test accompanied by a Veterinarian letter. (01/19)

8. I shall not knowingly sell or otherwise transfer from my care any dog that is not in good health.

9. I shall ensure that any puppy that is to be exported shall be a minimum of eleven weeks of age and micro-chipped. (01/12)

10. I shall ensure that all persons acquiring dogs from me clearly understand their responsibility for the care and welfare of the animal as defined in Clause 1 and 2 above. I shall not knowingly misrepresent the characteristics of the breed, nor falsely advertise, or mislead any person regarding the performance of any dog. I shall provide to all purchasers of dogs or those placed by me, written details of all dietary and vaccination requirements and responsible dog ownership and/or an appropriate publication relating to such requirements.

11. I shall not sell any dog to commercial dog wholesalers, retail pet dealers, or directly or indirectly to allow a dog to be given as a prize or donation in a contest of any kind or to be auctioned. (01/12)

RETRIEVING & FIELD TRIAL “HALL OF FAME” 2023 Nominations

In the first twenty years of elections, Dogs Australia has received nominations for 57 dogs and 43 people to be considered for induction into the Retrieving & Field Trial Hall of Fame. From the nominations received 35 outstanding dogs and 26 exceptional people have been inducted. The criteria for the two categories for selection are the following:

1. Outstanding Gundogs

(must be permanently retired from further competition and have not competed for the past 12 months, or be deceased)

a) Their record as a winning dog i.e., CLUB – STAKE – DATE – JUDGE PLACE and/or

b) Their production record.

c) The eligibility for a dog should be based on its entire competitive career and previous record as a producer, not merely for a particular win or for a heroic deed within the field and retrieving trial sphere.

d) Subject to the receipt of a formal application, dogs that have been awarded the title of Grand Champion and have gained a total number of points equal to, or greater than, twice the total number required for that award, shall automatically be inducted into the Hall of Fame. Such applications must include full particulars and a brief resume of the dog’s career.

e) Subject to the receipt of a formal application, dogs winning at least two National Championships in the same discipline shall automatically be inducted into the Hall of Fame. Such applications must include full particulars and a brief resume of the dog’s career.

2. Prominent Persons:

Their record of a broad combination of accomplishments as: a) Club official b) Judge c) Owner d) Handler

The distinction of nomination should be accorded to those who have made outstanding contributions to the field or retrieving game. Nominees should be givers to the sport and not takers.

Nominations are now being called for the current year. In addition to applications submitted in relation to Outstanding Gundogs 1 (d) and 1(e), a maximum of two other outstanding gundogs and two prominent persons may be elected each year.

Nomination:

1. Clubs or Members may nominate DOGS and PEOPLE considered worthy of awards, including full details of accomplishments within the above categories and with verification. In the case of dogs, nominations should include the full name, title, owner and date of birth. [Please note it is a condition of nomination that the nominator/s provides accurate written material supporting the nomination. In the absence of such accurate supporting material, or should the supporting material later prove to be inaccurate in areas of significance, the Selection Panel for the Dogs Australia Retrieving & Field Trial Hall of Fame reserves the right to reconsider its decision and if appropriate, delete the name of the Prominent Person or Outstanding Dog from the list of inductees.]

2. Nominations shall close on the 31 May 2023 at respective Member Body offices for forwarding to Dogs Australia.
