President’s Report

Firstly, I would like to congratulate the committee and many helpers of Dances with Dogs for the excellent State Championships for Dances with Dogs and Tricks, both recently held at the Two Wells Community Hall and Off Lead area at David Roche Park. They were very long days for both the committee and competitors alike. The event attracted a very good entry of competitors from South Australia and interstate. A very well done and the costumes for Dancing were amazing.

The Animal Expo was conducted in April at the Adelaide Show Grounds. Apologies for not getting down there myself. Brian Fielder and his band of merry helpers did a fantastic job setting up and manning the display over the weekend. There were also a number of specialty breeds and activities in attendance which gave a very strong picture of Dogs SA and what we had to offer the South Australian Dog World. Let’s look towards a bigger and better Animal expo in 2024.

As many would be aware the Executive Officer made the decision to terminate the contract with our grounds contractor. This was due to performance that was not meeting our expectations and the grounds were not what we considered to be a manicured condition. The contract was originally awarded by competitive tender and the Executive Officer negotiated with the 2nd ranked tenderer to take over as the grounds maintenance contractor. This is at a considerably higher cost however we are getting what we are paying for and most would agree the grounds have made a significant improvement since the change in contractor.

Over the coming month there will be a number of restrictions placed on exhibitors on the grounds with the worst of the bare patches being either replaced or reseeded. This will mean that some of the groups will be rotated to other rings as the grass is given a chance to bed in and start to grow. Please be patient with the temporary moves as in the long run they will improve the grounds for all.

This is also a timely reminder that anybody working on the grounds, be they Dogs SA employees, contractors or even volunteers are considered under the Work Health Safety Act 2012 as Workers. This means that Dogs SA has a duty of care to ensure they have a safe place of work and are treated with respect without undo stress or intimidation. Easy way to remember how to treat people, treat them as you would expect to be treated. I can not stress enough the importance of members being involved in the up coming members forums and voting on the proposed new constitution of the South Australian Canine Association (trading as Dogs SA). This would have to be the most significant change to the governance of our Association since incorporation in 1952 and it is your chance to have your say. The members forums being conducted on 03 and 04 May are vitally important for you to not just hear what the changes are and why they are being presented but to have your say and question if you are not certain.

Just a final reminder that entries for the Dogs SA Winter International close soon so get your entries in and make this event one that we can be proud of. Not simply for numbers but also for the quality of entries and the friendly atmosphere that the event brings.

SUMMARY OF THE DOGS AUSTRALIA SPECIAL BOARD MEETING HELD VIA ZOOM VIDEO CONFERENCING ON 11 FEBRUARY 2023

At the February 2023 Dogs Australia Special Board meeting, Directors resolved/considered the following:

1. * Dogs Australia Code of Practice of Responsible Dog Ownership

It was RESOLVED that Clause 13 of Dogs Australia Code of Practice of Responsible Dog Ownership be amended to read:

13. Subject to the legislation in the relevant State of Territory, a member shall not breed a bitch causing it to whelp more than twice in eighteen months.

Note: This amendment to the Code of Practice will be effective 1 July 2023.

2. * Dogs Australia Regulations Part 5 – Conformation Shows, Clause

2.4.2 Removal

It was RESOLVED that the following Clause 2.4.2 be removed from Regulations Part 5 - Conformation Shows:

2.4.2 Catalogues are not to be made available prior to one hour before the advertised start time of a conformation show. Royal shows and cluster shows catalogues may be released one hour prior to the first day or first show.

Note: This amendment to the regulations will be effective 1 July 2023.

3. * Dogs Australia Regulations Part 5 – Conformation Shows, Section 9 Amendment

It was RESOLVED that Section 9, Clauses 9.3, 9.6, 9.7, 9.9.3 and 9.9.4 of Regulations Part 5 - Conformation Shows be amended to read:

9.3.1 Applications to hold a CACIB International Dog Show sanctioned by ANKC Ltd, and subsequently by the FCI, must be sent in the first instance to the Member Body of ANKC Ltd where the show is planned to be held no later than 18 months prior to the intended show date and, if the application is supported by that Member Body, is then to be forwarded to ANKC Ltd for consideration. If approved by ANKC Ltd the application is then to be forwarded to the General Secretariat of the FCI no later than 12 months prior, and no earlier than four calendar years prior, to the proposed date of the show. Applications must be accompanied by the Application Fee. The application fee will be refunded if the application is not approved.

9.6 Unclassified - Breeds not recognized by the FCI (Not eligible for CACIB)

9.6.1 Breeds not definitively recognised by the FCI may be awarded an Australian Challenge (Best of Breed). A schedule of these breeds will be maintained on the Dogs Australia Website.

9.7.1 Only the following classes are recognized at ANKC /CACIB shows sanctioned by the FCI:

a. Classes ineligible for the CACIB:

1) Baby Puppy For dogs aged three and under six months.

2) Minor Puppy For dogs aged six and under nine months.

3) Puppy For dogs aged six and under twelve months.

4) Veteran For dogs aged eight years and over.

b. Classes eligible for the CACIB:

1) Junior For dogs aged nine and under eighteen months. (providing the winner is over 15 months of age)

2) Intermediate For dogs aged eighteen and under thirty-six months.

3) Open For dogs 15 months and over that are not Champions

4) Champion To enter a dog in Champion Class, the title must have ben confirmed by the issue of a Registered Pedigree Certificate with the title added by the day of the official closing date of entries. Note: A Champion that has not attained 15 months of age may not be awarded a CACIB.

c. Class in which the FCI-CACIB-J can be awarded:

a. Junior For dogs aged nine to less than eighteen months.

d. Class in which the FCI-CACIB-V can be awarded:

a Veteran For dogs aged eight years and over. No other classes may be offered at CACIB Shows.

Removal of Clauses 9.9.3.3. and 9.9.4.3 which currently read:

9.9.3.3 Baby Puppy and Puppy in Group Awards may be offered. No other Class in Group Awards may be offered.

9.9.4.3 Baby Puppy and Puppy in Show Awards may be offered. No other Class in Show Awards may be offered.

Note: These amendments to the regulations will be effective 1 July 2023.

4. * Dogs Australia Regulations Part 5 – Conformation Shows – Addition of New Section 9A

It was RESOLVED that a new Section 9A pertaining to the Conduct of FCI –Asia, Africa and Oceania Section (AAOS) A20 Shows be added to Regulations Part 5 - Conformation Shows.

Note: This amendment to the regulations will be effective 1 July 2023.

5. * Dogs Australia Regulations Part 6 – The Register & Registration

It was RESOLVED that Regulations Part 6 – The Register & Registration be amended with the inclusion of new Clause 8.17.2 to read:

8.17.2 Effective from 01/01/23 ALL Rottweilers be tested for JUVENILE LARYNGEAL PARALYSIS POLYNEUROPATHY (JLPP) prior to being mated and only Clear to Clear or Clear to Carrier be permitted. The exception to this is Frozen Semen whereby a sample can be taken from left over semen when a bitch is inseminated and then sent off for testing; in these cases the bitch must be a Clear on the chance the sire may be a Carrier. Certificate to be provided by the Laboratory carrying out testing eg: Laboklin, OFA, Orivet. Samples must be taken by a Vet or a Certified Collector

6. Acknowledgement of Endorsement – Certified Pedigree

It was RESOLVED that the requirement for the new register owner/s to sign the declaration on the application to transfer registered ownership of dog be amended to make it clear that the new registered owner has accepted the breeder’s sale conditions.

Further that both endorsements be displayed into separate boxes with a declaration for each endorsement.

Note: This amendment to the Certified Pedigree will be effective 1 July 2023.

7. Fast Cat Sprint Dog Working Party Formed

It was RESOLVED that a Working Party be formed comprising of one member from each State/Territory to investigate the possibility and viability of a sport called “Fast Cat” or called “Sprint Dog” in conjunction with Lure Coursing.

8. Judges’ Contracts – Emergency Contact

It was RESOLVED that a section for an emergency contact be included on all ANKC Judges’ Contracts.

Note: This amendment to the Judges’ Contract will be effective 1 July 2023. * New or Amended regulations, policy statements, procedures, publications and listings will be made available from the Dogs Australia website.

SACA Penalty Guidelines Part

2(a) Dog exhibited or handled by a person who is not entitled to do so

(b) dog exhibited at an Exhibition which Council has not recognised or approved, or is conducted by a Club or Body which is not an Affiliate Member;

(c) dog bred overseas and was not re-registered by the SACA;

(d) dog not registered as being owned or leased by the Exhibitor

(e) dog not physically entire and entered in a class requiring reproductive integrity, with the exception of dogs under the age of six months

(f) dog present at exhibition suffering from an infectious or contagious disease or had been exposed to the risk of such disease during the period dating from five weeks prior to the Exhibition

This also includes a dog brought onto the grounds at an Exhibition and is not exhibited

(g) exhibited on an occasion when it can be proved that;

(i) any preparation or powder has been used and remains on the exhibit thereby altering the texture or appearance of its coat during the time of the Exhibition;

(ii) cutting, piercing, breaking by force or any kind of operation or act which destroys the tissue of the ears or alters their natural formation or carriage has occurred;

(h) any cutting, piercing, breaking by force or any kind or act which shortens the tail or alters the carriage of the tail has been practiced, except for therapeutic reasons or where legally docked prior to importation

(i) any act which otherwise alters the natural formation of the exhibit that is calculated to deceive

3. A Member who commits cruelty to a dog.

(a) Any Member who witnesses cruelty to a dog by another Member and fails to report the incident to the Executive Officer forthwith

4. Any Member promoting, judging, making an entry for, or in any way officiating at an Event conducted by an unrecognised organisation unless prior approval has been granted by the Executive Officer

5. Any Affiliate Member that knowingly accepts an entry for a suspended, disqualified or otherwise ineligible dog

7. Any person causing annoyance by loud comments on a decision of a Judge or exhibits unsportsmanlike or unseemly behaviour while present at an Exhibition

8. Except where otherwise provided by the ANKC Ltd Rules, if a Member attempts to attract the attention of or interferes with an Exhibit or handler whilst the dog or handler is in the judging precinct,

9. Any Member engages in any action or conduct that is discreditable or injurious to those involved in the activities of the SACA

10. Members shall at all times and in all forums (including at Dogs SA events, in dealings in wider forums including social media sites and in all other forms of communications, public or private) conduct themselves in a manner respectful of the reputation of the ANKC Ltd and Dogs SA Members, Judges, volunteers, employees and officials.

SACA Penalty Guidelines

11. A Member, including an Affiliate Member, who fails to remove an electronic communication posted on any of, but not limited to, social media sites, all and other electronic forms of communication, when requested by the Executive Officer or their representative

12. A Member shall not to contact a Judge after the announcement of that Judge’s appointment by any means that may be interpreted as promoting that Member or Member’s Exhibits. This includes social media sites, email and all electronic forms of communication as well as traditional forms of communication. Should a Judge receive such an approach, they must report the matter to the appropriate Member Body and disciplinary action may be taken against the Member.

13. A Member

(a) forges the signature of another Member or person on any document relating to the activities of the SACA;

(b) provides false or misleading information on or in relation to any official document relating to the activities of the SACA;

14. A Member or Affiliate Member, when requested to provide information or documents, relating to the activities of the SACA, to Council, a Dogs SA Investigator or Dogs SA Inspector or an Affiliate Member, unreasonably fails to do so without just cause,

15. Where a Member or Affiliate Member, is indebted to the SACA or an Affiliate Member and that debt remains outstanding for more than sixty days after that date on which it was due without the approval of the Executive Officer, that person or Affiliate Member

16. It shall be a breach of these Rules for an Exhibit at any Exhibition to attack another dog or a person or display any undue aggressive or savage disposition or aggressive or savage tendency towards another dog or person and the Owner/s and/ or Handler of the Exhibit

(a) Any Judge, Exhibition Official or Member of the SACA or other Controlling Body who witnesses an exhibit or exhibitor acting in breach of the Constitution and Rules of the SACA must forthwith report the incident in writing to the SACA Representative.

17. No Member shall own, use or otherwise deal with a knobbed, spiked, pronged or electric collar.

23. Any member who breaches Clause 19 (2)(a) of the Constitution by failing to cooperate or assist with a Conciliation process, the Investigation Committee, the Disciplinary Committee or the Appellate Committee

24. Any member who breaches Clause 19 (2)(b) of the Constitution by making a malicious, frivolous or vexatious allegation to the Executive Officer or SACA Representative

Where 2 or more members are jointly found guilty of an offence any penalties will be applied individually to all parties.

CODE OF ETHICS FOR MEMBERS

Each Member shall comply with the following Code of Ethics and any Member who fails to do so shall be guilty of an offence against these Rules. Maximum Penalty $5000 (07/22)

As a Member of the South Australian Canine Association:

1. I shall ensure that at all times all dogs under my control are properly and effectively contained by fencing or enclosure, and are properly housed, fed, watered, exercised and given proper Veterinary attention if and when required.

2. I shall not allow any dogs under my care to roam at large, and, when away from home, ensure they are kept fully leashed and under effective control, or otherwise under effective control at all times. (01/16)

3. I shall breed only for the purpose of improving the quality of the breed in line with the breed standard and strive to eliminate hereditary diseases in the breed/s that I produce.

4. I shall strive to have all my breeding stock tested, where tests are available, for hereditary diseases.

5. The health and welfare of a bitch being bred from is of paramount importance and I will adhere to the following minimum standards. (01/20)

(a) Not allow any bitch owned by me and/or under my control to be mated before she is twelve months of age. (01/20)

(b) Breeding - A member shall not breed with a bitch causing it to whelp more than twice in any (18) period without the prior approval of the SACA. (01/20)

(c) Not permit a bitch to have more than five litters in her lifetime unless at the time of mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. (11/21)

(d) Not conduct or permit mother/son, father/daughter or brother/sister matings. Puppies from such matings will not be registered unless approval from the SACA was provided prior to the mating. SACA will only provide approval where scientifically proven welfare or veterinary reasons exist. (01/20)

(e) Not breed a bitch over eight years of age unless at the time of a mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. A current veterinarian certificate is defined as a certificate dated within the three months prior to the mating. (01/20)

(f) A current veterinary certificate is defined as a certificate dated within three months prior to the mating. (11/21)

6. I shall not knowingly permit any of my pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, or to an unregistered dog of the same breed, or to a dog of the same breed which is entered on the Limited Register, unless specific permission is given by the SACA.

7. I shall not sell or otherwise transfer from my care any puppy under eight weeks of age, thus allowing for vaccination to be given at six weeks of age and thereby allowing for the ten to fourteen days for the vaccine to take effect. Upon the disposal of the dog I shall provide the owner with a current vaccination certificate of that dog issued by a Veterinary Surgeon. Accepted Veterinarian vaccination certificates are C3 12/36 months, C4, C5 or an annual Titre Test accompanied by a Veterinarian letter. (01/19)

8. I shall not knowingly sell or otherwise transfer from my care any dog that is not in good health.

9. I shall ensure that any puppy that is to be exported shall be a minimum of eleven weeks of age and micro-chipped. (01/12)

10. I shall ensure that all persons acquiring dogs from me clearly understand their responsibility for the care and welfare of the animal as defined in Clause 1 and 2 above. I shall not knowingly misrepresent the characteristics of the breed, nor falsely advertise, or mislead any person regarding the performance of any dog. I shall provide to all purchasers of dogs or those placed by me, written details of all dietary and vaccination requirements and responsible dog ownership and/or an appropriate publication relating to such requirements.

11. I shall not sell any dog to commercial dog wholesalers, retail pet dealers, or directly or indirectly to allow a dog to be given as a prize or donation in a contest of any kind or to be auctioned. (01/12)

12. I shall ensure that every dog in every litter I breed will be registered as required in the SACA Rules. (07/22)

Setting up for Shows at David Roche Park

Members are permitted to set up tents and gazebos only to reserve an area on the day prior to exhibiting at a show held at David Roche Park. It is not permitted for space to be reserved using pegs or rope. No impervious groundsheets are permitted to be laid

All property is left at the member’s risk. Gates are open by 8.30am by the office staff, or the club may facilitate an earlier time. The gates are closed at 4.30pm. Please ensure all people and vehicles have vacated the grounds by this time. If a show is held on the Sunday, and the grounds are closed on the Saturday, setting up on the Friday is permitted at the member’s risk.

Procedure for reserving of sites for Commercial marquees

When it is intended to book and erect a commercial marquee an application must be lodged with the Dogs SA office no less than 10 working days prior to the event. The booking must be made on the application form (available on the Dogs SA website or office) and the non-refundable prescribed fee of $50.00 must be paid at this time. The booking will not be accepted without a complete form and payment.

Commercial marquees are erected 2 days prior to avoid conflict with members setting up their own gazebo. If a commercial marquee is not erected 2 days prior, the reservation is forfeited, and other members may set up within that site.

Only commercial marquees are to be erected on booked sites. No personal gazebos.

PRESS RELEASE –SURVEY RESULTS ROTTWEILER Juvenile Laryngeal Paralysis Polyneuropathy (JLPP)

A survey was conducted by Dogs Australia last year to ascertain the feedback from all owners of registered Rottweilers in relation to testing all breeding pairs for Juvenile Laryngeal Paralysis Polyneuropathy (JLPP).

The response received indicated support.

As this was an amendment to current regulations, the result of the survey was referred to the Dogs Australia Board of Directors for consideration at their February 2023 Special Board meeting where it was endorsed.

Consequently, the following new clause will be added to Regulations Part 6 – The Register & Registration which will be effective from 1 January 2023:

8.17 Effective from 1/1/23 ALL Rottweilers be tested for JUVENILE LARYNGEAL PARALYSIS POLYNEUROPATHY (JLPP) prior to being mated and only Clear to Clear or Clear to Carrier be permitted. The exception to this is Frozen Semen whereby a sample can be taken from left over semen when a bitch is inseminated and then sent off for testing; in these cases, the bitch must be a Clear on the chance the sire may be a Carrier. Certificate to be provided by the Laboratory carrying out testing eg: Laboklin, OFA, Orivet. Samples must be taken by a Vet or a Certified Collector.

An Eye For a Dog

“Illustrated Guide to Judging Purebred Dogs” Sometimes you CAN judge a book by its cover and this one does exactly what it says. Hundreds of detailed diagrams, across a wide range of breeds,

If you are like me and seek out ideal examples of each breed to have in your mind as a “Cookie Cutter” outline, then this book will develop your knowledge a long way. 3 silhouettes are provided and you are encouraged to pick which one you think is the correct one.

Subtle differences mean most choices require consideration and thought rather than a no-brainer comparison. Then there is a clear, simply explained description of which is best and why. The descriptions also compare the 2 incorrect ones and explain the finer reasoning between them as well, and this is as important as the correct answer.

Different gaits, body styles and shapes are all covered on the way to an excellent section on minimising faults. Then Mr Cole moves on to the best section I have ever read on how colour can deceive the eye. Many times over the years, I have cast my mind back to this section when looking at irregularly coloured dogs.

All the way through, different common issues are highlighted and described. While there are many books on similar subjects, I found this one was so relatable to me and after 4 or 5 readings it was easier and easier to watch a dog and see quickly if it has the overall size and shape that make it uniquely that breed.

Judges and Breeders alike can benefit from this book and the way it challenges your mind to balance one trait against the other and find the overall best example. After all, it is no use improving Judges knowledge and expectations if the breeders arent breeding top dogs to meet those expectations.

An Eye For a Dog is readily available from many outlets, from Amazon to Our Dogs for a reasonable price and is worth space on any bookshelf. As a little added bonus, you will yet again get to read about African Hunting Dogs.

The Art of Handling Show Dogs

I was not sure what to expect from this book when I purchased it. There had been a few recommendations and Frank Sabellas’ name is synonymous with expert presentation, so either way I was going to learn something.

What I found was a book that starts very similar to many others with a bit of an introduction that leads on to the all-important selection process of a dog. There is a portion on selecting the right breed as well and so far this is not necessarily anything unique.

As this is a US-based book there is quite a good section on professional versus owner handler reasoning and, as a non-US resident, this was interesting. Basic care, training, health and general grooming are up next and at this stage I was looking for why this book deserves its reputation.

Stunning pictures of some of the top dogs and breeders of yesteryear started to abound, more and more discussion about those dogs and what made them so special started to gain my interest and keep me turning the pages.

When the finer points of grooming and handling start to be laid out clearly and in a manner that is easy to follow I started to picture all of the top handlers and presenters I have known. Sadly, I am what would be classified as enthusiastic more than talented at handling, but I have always loved watching the top handlers do their thing. Bear in mind I come from a country with no professional handlers.

A few chapters later and I was briefly convinced I could trim the feet on the dogs better than my partner and my handling would simply stun the judges into awe. Instead, over a 3 show weekend, I had my dog taken from me and the judges all told me my partner was a better handler, so this book is no miracle worker lol.

However, if you do actually have the time, patience and a little more natural ability than me you will certainly find many little tips and tricks that you had not considered buried within these pages. For a fairly low price, I would say the return could be quite high.

While this book is aimed at polishing someone’s existing skills, I would think that the earlier you took the time to read it the more you would get from it. Judges are not the intended audience for this book, yet the many photos of amazing dogs and handling tips actually had me thinking about the dogs I judge and how handlers can mess with my perception so easily at times.

If you have a space in your reading schedule, this book is certainly worth a spot and is readily available. Just give it some time to work through and hopefully you will warm to it the way I did.

Teams Challenge (Open Jumping) Groups of 4 people can nominate to form a team. All members of the team must enter. Open Jumping round 3 (JDO3). Each team member will complete their JDO run as per catalogue and will be scored as per normal. The top 3 runs for each. Team will be compiled, and the team with the least faults wins. In the event of teams having equal results, the team with the fastest combined time will win.

Team eligibility criteria of the 4 dog-handler team members only 2 of the dogs may have a JDM or JDO title. The other 2 dogs must be untitled in both JDM and JDO. In addition, at least two heights must be represented in the team. There is no additional cost for team events. Teams should be registered at vetting on Monday morning.
