3UHVLGHQWœV 5HSRUW During March DOGS SA conducted the Annual General Meeting of Members with a relatively good attendance of almost 70 members. The meeting went well with 3 constitutional amendments being passed by an overwhelming majority on each. Of these the most discussed was the change to allow commercial businesses to conduct events similar to that of an affiliate. This drew a lot of debate particularly in relation to the fees and charges these businesses would be required to pay to DOGS SA. As stated on the night they would be paying the same fees and charges as any other affiliate and it is up to them to make it work. As usual the floor was opened up for general discussion after the AGM. There were a number of topics raised during the discussion and these will be discussed at Council before any decisions are made and reported back to the members. From the reports we have received from DOGS SA members it does appear that compliance has commenced with Local Councils now starting to check on dog owners confirming the dogs they have. This is not simply DOGS SA members but all of those with dogs or previously had dogs registered but failed to re-register. The DCMB have been making improvements to DACO and it is hopeful the registration this year will be much more streamlined and user friendly. This first year has been difficult but as with all new systems it can take time to iron out the gremlins. An improvement being investigated is allowing DOGS SA breeders to re-register their DACO breeder registration online when registering their dogs. DOGS SA will no longer be required to collect the fee on behalf of the DCMB which has been an administrative nightmare for the office. The latest ANKC Ltd membership statistics are now out and for the fourth year in a row DOGS SA has experienced an increase in it’s membership. Although this is a very modest increase it is an increase which is against the National trend and is our highest membership since 2010. Preparations have commenced for both the State Agility Championships and the Advance Winter International Shows. Both of which are significant events on the DOGS SA calendar and generally supported by a good entry of both local and interstate exhibitors. A. CODE OF ETHICS FOR MEMBERS Each Member shall comply with the following Code of Ethics and any Member who fails to do so shall be guilty of an offence against these Rules. As a Member of the South Australian Canine Association: 1. I shall ensure that at all times all dogs under my control are properly and effectively contained by fencing or enclosure, and are properly housed, fed, watered, exercised and given proper Veterinary attention if and when required. 2. I shall not allow any dogs under my care to roam at large, and, when away from home, ensure they are kept fully leashed and under effective control, or otherwise under effective control at all times. (01/16) 3. I shall breed only for the purpose of improving the quality of the breed in line with the breed standard and strive to eliminate hereditary diseases in the breed/s that I produce. 4. I shall strive to have all my breeding stock tested, where tests are available, for hereditary diseases. 5. (a) I shall not allow any bitch owned by me and/or under my control being mated before she is twelve months of age. (01/ 15) (b) I understand that to mate the same bitch in consecutive seasons is not a recommended breeding practice and should only be undertaken in exceptional circumstances. (c) If exceptional circumstances exist which I consider make it necessary to mate a bitch causing it to whelp in consecutive seasons, I will not mate that bitch for a period of twelve months from the date of the birth of the puppies from that second season. (d) I shall not conduct or permit mother/son, father/daughter or brother/ sister matings. I shall be fully aware that puppies as a result of such matings will not be registered without first gaining approval from the SACA for the mating for scientifically proven welfare or veterinary reasons. (01/12) (e) All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. 6. I shall not knowingly permit any of my pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, or to an unregistered dog of the same breed, or to a dog of the same breed which is entered on the Limited Register, unless specific permission is given by the SACA. 7. I shall not sell or otherwise transfer from my care any puppy under eight weeks of age, thus allowing for vaccination to be given at six weeks of age and thereby allowing for the ten to fourteen days for the vaccine to take effect. Upon the disposal of the dog I shall provide the owner with a current vaccination certificate of that dog issued by a Veterinary Surgeon. Accepted Veterinarian vaccination certificates are C3 12/36 months, C4, C5 or an annual Titre Test accompanied by a Veterinarian letter. (01/19) 8. I shall not knowingly sell or otherwise transfer from my care any dog that is not in good health. 9. I shall ensure that any puppy that is to be exported shall be a minimum of eleven weeks of age and micro-chipped. (01/12) 10. I shall ensure that all persons acquiring dogs from me clearly understand their responsibility for the care and welfare of the animal as defined in Clause 1 and 2 above. I shall not knowingly misrepresent the characteristics of the breed, nor falsely advertise, or mislead any person regarding the performance of any dog. I shall provide to all purchasers of dogs or those placed by me, written details of all dietary and vaccination requirements and responsible dog ownership and/or an appropriate publication relating to such requirements. 11. I shall not sell any dog to commercial dog wholesalers, retail pet dealers, or directly or indirectly to allow a dog to be given as a prize or donation in a contest of any kind or to be auctioned. Where the dog had been mated or used at stud prior to the date of suspension the litter may be registered at the discretion of the member body. 2. National Register of Suspended Members It was RESOLVED that ANKC maintain a national register of suspended Members for access by Member Bodies. 3. ANKC/AFA Agreement – Recognition of the Sport of Flyball It was RESOLVED that ANKC accept the proposed agreement between ANKC Ltd and Australian Flyball Association and, subsequently recognise the sport of Flyball as an ANKC Ltd recognised discipline. 4. Australian Stumpy Tail Cattle Dog: FCI Final Recognition It was unanimously RESOLVED that ANKC apply to the FCI for official recognition of the breed. * New or Amended regulations, policy statements, procedures, publications and listings will be made available from the ANKC Ltd website. New Rules effective 1st July, 2019 PART XVI — INSPECTION OF MEMBERS PROPERTY 1. As prescribed in the Constitution of the Association, Council may appoint a person/s to complete an inspection on a members property to ensure the keeping and welfare of the dogs are maintained to the minimum standards as prescribed by DOGS SA and South Australian Government Legislation. 2. The person/s shall be appointed in writing by Council and shall conduct their business within the time frames as listed below. a. Where the inspection is of a routine nature which includes where a member has applied for a breeders prefix or periodic inspection the appointed person shall provide as a minimum to the member, a written 14-day notice via email where appropriate, or by Australia Post. b. Where the inspection is as a result of a substantiated complaint received by the Association the appointed person shall provide as a minimum to the member 24 hours’ notice by electronic means or by voice. 3. During the inspection the appointed person/s may make notes and take photographs as evidence and may request to view and reproduce records and documentation in relation to the inspection. A copy of all notes and photographs taken by the inspector/s is to be made available to the member upon request and within 7 days. 4. Any member who has been served notice in accordance with 2 is to abide by the reasonable directions of the appointed person/s and shall provide all assistance requested and shall not hinder the inspection. 5. Where a notice has been served under clause 2 the member has the right to object to the appointed person in writing to the Executive Officer. The objection must be lodged within 7 days where issued under sub clause 2a or 8 hours where issued under sub clause 2b. The Executive Officer has the right of Veto to the objection where it is considered the objection is unfounded or mischievous. 6. The inspection is to be limited to any area where dogs are being kept, including whelping areas, kennels and residence where the dogs are kept inside. An inspection check sheet as prescribed by Council is to be used for all inspections and a copy is to be provided to the Executive Officer and the member within 7 days. 7. The appointed person/s should debrief the member at the end of the inspection and identify any issues that may have arisen during the inspection. Any serious matters are to be brought immediately to the attention of the member and within 24 Hours to the Executive Officer. 8. A copy of the blank inspection check sheet shall be available to all members via the DOGS SA website or upon request so they are aware of what is involved in the inspection. 9. Records of the inspections are to remain confidential except where disciplinary action is recommended then the record may be used in evidence. 10. During the inspection the appointed person/s is to act appropriately and to ensure the inspection only relates to the keeping and breeding of Dogs. 11. Where in an exceptional case the appointed person/s considers that there are significant breaches of Government Regulations relating to the welfare of the dogs then they are to immediately report the findings to the Executive Officer who will decide if the matter should be handed over to the regulatory authority. I’m very grateful for the loan of and chance to read this book, as many friends and mentors had advised me to read it. And it seemed the world was conspiring to prevent me from reading it for a couple of months. With all manner of person issue taking up valuable reading time. The author introduces herself to the reader, in the introduction, in a light, friendly, easy to read style. Chapter 1: First things First. Gives the reader a thorough understanding of needed equipment. To adequately prepare your dog for showing. From housing, to grooming equipment and leads. Chapter 2: Puppy Evaluations. I found a most informative and well laid out chapter. It has a series of sub headings where the author explains the reason for evaluating a puppy to be able to buy a good start in the fancy. Then deals with the quarters and the body parts of the individual. These are so well worded and a wealth of knowledge, albeit in generalised not breed specific statements. I disagreed with the pages on the head as they as they bear no correlation the elongated sighthound head. Chapter 3: Nutrition. Is very much what I expected to read and I didn’t find any insights. Chapter 4: Teaching a Dog to Learn. Was a great read and reinforced the need for positive reinforcement which I’m sure all Dogs SA members get. Chapter 5: Dog Wherewithal. Is a very good reference, covering a wide range of needed info and tips, ranging from rearing pups to caring for your show dog, to conditioning your dog, to honing show attitude and much more. Chapter 6: Canine Structure in the Show Ring. This brilliant chapter taught me a lot about how handling, conditioning, exercise and relaxing can have an effect, on the structure of your dog, on the day. Chapter 7: Grooming for Show and for Health. Was a good read and gives one the basics on healthy, well maintained skin and hair as you might expect, though nail care was a good extra here. Several coat types are dealt with in detail. Chapter 8: Advertising Dogs. Though I get it and except it. I tend to think of advertising as vulgar and unnecessary. But here the author gives detailed insight and instruction on pics, layout, budget and targeting audience. Chapter 9: Breeder’s Integrity. Informs the reader of all that a responsible breeder will do and offer. Here I was inspired to be a better person and member of the association. Chapter 10 Ethics and AKC Rules. Is a list of rules and ethics similar to those of our own controlling body. I read this book twice to take it all in and misplaced when we moved, now found, I’m sure Cheryl will appreciate me returning her valuable little book and I reckon every member should try to make time to this gem.

(01/20) 2 Practical Assessment – Refer to ANKC Ltd Regulation 8 In addition to the Track& Search Dog Assessors Panel an independent Referee will be appointed by the Tracking Advisory Committee. The assessing Panel will carry out the practical assessments and the fourth appointed person shall act as the Referee only. At the conclusion of each part of the assessment the Referee has the authority to collect the assessments from the assessing Judges and advise the Aspirant of a pass or fail for that part of the examination. DOGS SA WINTER INTERNA TIONAL 2019 - MEET OUR JUDGES INTERNATIONAL Ms Jocelyne Gagne (Canada) was gifted her first Irish Wolfhound as a birthday present and a lifetime of involvement in Sighthounds commenced. In 1980, she bred her first “Starkeeper� litter and in three and a half decades since, has produced over 130 Irish Wolfhounds that became show champions, obedience & rally titlists, lure coursing and racing champions in Canada, the USA and Australia. Ms Gagne has also owned, shown and lure coursed Scottish Deerhounds and a Whippet, and with her daughter, co-owned and showed a Norfolk Terrier. Her judging assignments have included All Breeds and Specialty shows in USA, Ireland, UK, Finland, Germany, South Africa, Australia, New Zealand and many more. Mr Andy Gong (China) has been involved in dog sports for more than 18 years. He started with breeding Miniature Schnauzers and Chow Chows. In 2006, he commenced working with KC and with his role in organising shows, gained much experience interacting with visiting international judges. He regularly visits overseas shows which has enriched his own judging knowledge and experience. Mr Gong has judged overseas many times including Switzerland, Japan, Brazil, Australia, Colombia, Argentina, Canada, Thailand, Lithuania and Malaysia.
Mr Masato Igawa (Japan) has been breeding and showing Dachshunds from 1990. He has also been involved in showing Borzoi, Alaskan Malamutes, American Akitas, Bernese Mountain Dogs, English Springer Spaniels and Dobermanns. Mr Igawa became an All Breeds Judge in 2013 and has judged many shows throughout Japan including the FCI International Dog Shows. He has also judged in Taiwan, Philippines, Australia, New Zealand, Mexico and Russia. Mr Hisayoshi Kadowaki (Japan) has been involved in the dog fancy from 1967.He has shown and bred many breeds, focusing mainly on the Toy Group. While best known for his BramverChihuahuas, he has also been involved with Pomeranians, Yorkshire Terriers, Shiba Inu, Akita, West Highland White Terriers and Dachshunds. Mr Kadowaki became an All Breeds Judge in 1991 and has judged around the world including Italy, Belgium, Holland, Finland, the UK, Australia, USA, Russia, etc.
Mr Hiroshi Kamisato (Japan) began breeding American Cocker Spaniels as an 18 year old Veterinary student. He went on to breed and show Great Danes, Scottish Terriers, Maltese, and Italian Greyhounds, and is now breeding Japanese Chin. Mr Kamisato qualified as an All Breeds Judge in 1984 and has judged many times in Japan and around the world. DOGS SA WINTER INTERNA TIONAL 2019 - MEET OUR JUDGES INTERNATIONAL Mr Pedro Lang (Brazil) has been involved with dog showing for many years.Dogs that he has bred include Akita Inu, Beagle, Dachshund, Fila Brasileiro and Bullmastiff with great success with both Akitas and Bullmastiffs as Best Breeder many times. Mr Lang has had a long career with Canine administration and is currently President of Kennel Club of Rio Grande do Sul. His judging career has seen him visit many countries in South America as well as Mexico, Canada, Australia and India.
Ms Margaret Martin (Ireland) has been involved in showing, breeding and judging pedigree dogs for over 50 years. She registered the Barnesmore prefix in the early 1960’s and as well as the famous Whippets, she has also owned and bred Irish Wolfhound, Deerhound, Saluki, Ibizan Hound. Afghan Hounds, Greyhounds, Briards, Boxers and Pugs. Ms Martin regularly judges in Europe, including Crufts (Whippets) in 2017 and has judged many breed club shows including Whippets, Irish Wolfhounds, Italian Greyhounds, Afghan Hounds and Deerhounds in numerous countries.
Mr Roberto Alvarez Marquez (Mexico)is a Terrier Specialist and breeds and shows Scottish Terriers and West Highland White Terriers. He is a Judge, Teacher and a Board member of the Mexican Professional Groomers Association. Mr Marquez has bred many Champions and has exported to Europe and the Americas. His Kennel has been awarded 4 times Best Kennel of the Year for FCM. An All Breeds Judge, his assignments have taken him to México, Canada, USA, Spain, Costa Rica, El Salvador, Brazil, Colombia, Bolivia and now Australia. Mr David Miller (USA) has been a dog enthusiast all his life with a 35 year involvement with his main breed of Salukis. He has also owned and shown Afghans, Dalmatians and Italian Greyhounds. His judging career started in 1988 and he has officiated in the United States, Canada, Columbia, Brazil, Peru, Costa Rica, Mexico, France, Germany, Belgium, Italy, Sweden, Finland, Estonia, Hungary, Romania, Russia, Australia, China, India, Taiwan and South Korea. Mr Miller has given seminars internationally on the Afghan, Saluki, Whippet and Solving the Mysteries of Breed Type and a published amateur photographer. Felicity Thompson (Ireland) has been involved with Whippets and Greyhounds since early childhood. She is Margaret Martin’s niece and is involved with the Barnesmore Dogs. Felicity has bred and owned many multi champion Whippets, Greyhounds & Ibizan Hounds, as well as campaigning her Borzois to their Irish/International & UK titles.
