President’s Report

As this will be my last Presidents Report for 2019, I would firstly like to wish every member and their families 2 and 4 legged, a very Merry Christmas and a happy and prosperous New Year. Just recently DOGS SA hosted a meeting of the members to discuss the issue of DNA Parentage Profiling. This was pushed onto us due to the ANKC rescinding their regulation on implementing this as from 01 January 2020. From the members present, there was strong support for DOGS SA to introduce mandatory DNA Parentage Profiling. During the night there were a number of myths displaced with the most pressing being the ability for members to use which ever test agent wished. DOGS SA would seek expressions of interest from a number of providers to get a good deal for members but it would not be an exclusive deal. The sole provision would be that the markers were to be International Society of Animal Genetics (ISAG) compatible so the markers could be stored on the ANKC database and used by all. Council will further develop the regulations for the introduction of mandatory DNA parentage Profiling and will bring back to the members prior to implementation. It is not envisaged the introduction will commence prior to January 2021. The majority of members present also agreed that a staged process of implementation would be better suited to our Association. I would like to thank all of the members who took the time to attend the meeting or provide feed back both before and after the meeting. I would also like to thank Dr Chris Girling for answering a number of questions the members had, this was of great assistance in clarifying concerns of the members. As some are aware from facebook posts Cheryl Currie has broken her foot and will be off work for a period of time as she can not drive. This has significantly increased the workload on the remaining office staff so please be patient if our normally exemplary service takes a couple of extra days. We all wish Cheryl a speedy recovery and hope to see her back showing soon. During 2019 Council introduced the DOGS SA Journal via electronic media via the Web and an App. The take up has been relatively slow but we will wait until this membership renewal period to see if it picks up. Council is hoping to make enough savings on the electronic media to allow it to pass these savings on back to the members in the form of a reduced membership. During 2020 Council will continue to develop initiatives to reduce costs and increase membership. The input of members would be appreciated so please speak with our elected councillors to develop your ideas. As we move into the festive season please take time to consider those who have lost love ones during the year and ensure they are supported by us as members and friends. 5. The health and welfare of a bitch being bred from is of paramount importance and I will adhere to the following minimum standards. (01/20) (a) Not allow any bitch owned by me and/or under my control to be mated before she is twelve months of age. (01/20) (b) Breeding - A member shall not breed with a bitch causing it to whelp more than twice in any eighteen (18) period without the prior approval of the SACA. (01/20) (c) Not permit a bitch to have more than five litters in her lifetime. (01/20) (d) Not conduct or permit mother/son, father/daughter or brother/sister matings. Puppies from such matings will not be registered unless approval from the SACA was provided prior to the mating. SACA will only provide approval where scientifically proven welfare or veterinary reasons exist. (01/20) (e) Not breed a bitch over eight years of age unless at the time of a mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. A current veterinarian certificate is defined as a certificate dated within the three months prior to the mating. (01/20) Definition of “Whelping” – Giving birth to one or more puppies. (01/20)

PRESS RELEASE – LABRADOR RETRIEVER SURVEY RESULTS A survey was conducted by ANKC Ltd earlier this year to ascertain the feedback from all owners of registered Labrador Retrievers in relation to the Minimum Breeding Age for Labrador bitches being 18 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 18 months). The response received indicated support. As this was an amendment to current regulations, the result of the survey was referred to the ANKC Board of Directors for consideration at their October 2019 Special Board meeting where it was endorsed.

As a consequence, the following new clause will be added to Regulations Part 6 – The Register & Registration which will be effective from 1 January, 2020: 8.12.2 The Minimum Breeding Age for Labrador Retriever bitches must be 18 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 18 months). Breeders of litters whelped on or after 1st June, 2020, will be required to comply with the requirements as a prerequisite to registration of any litter on the ANKC Ltd Main Register. Affiliate Club AGM Requirements Dogs SA Affiliated Clubs are required to submit annually to the Dogs SA Office the following reports after each Annual General Meeting of the Club; 1. A list of the newly elected Executive and Ordinary Committee members of the Club, ensuring all Executive are full Dogs SA financial members and balance of committee are either full or Associate Dogs SA financial members or become financial within 21 days of AGM. 2. A copy of the Financial Report as presented to members at the AGM. 3. All members of the Committee must: a) be financial members of the Club; and b) be financial members of the State Governing Body or become financial members of the State Governing Body within 21 days of being elected.

CONFORMATION JUDGES TRAINING PANEL TRAINEE JUDGES RULE CHANGES EFFECTIVE 01 JANUARY 2020 Effective 01 January 2020 the following important changes to Rule 17 – Failure of Examinations of Part IX Judges come into force: 17. Failure of Examinations (a) A Trainee Judge who fails in a theory or practical examination shall continue to attend lectures. (b) No Trainee Judge will be permitted to apply for or be examined for the same Group on more than one occasion in any one calendar year. (remove – apart from the supplementary examination). (c) Should a Trainee not achieve a pass result in a Practical Examination, then to qualify to take a further Group Practical Examination a Trainee judge must judge a further twenty five (25) dogs and examine and critique a further fifty (50) dogs, in accordance with 6.1.2 of ANKC LTD Regulations and submit the approved enrolment form accompanied by the requirements of this clause. They may then attempt the next available Practical Examination. (d) Trainee Judges who fail to pass either a theory or practical examination after three attempts at such an examination shall be removed from the Panel of Trainee Judges for that Group for a period of two years. After the expiration of that period a failed Trainee Judge shall be reinstated to the Trainee Judges Panel for that Group or Groups upon application. No previous dogs judged, examined or critiqued will be credited to the reinstated Trainee Judge. (e) Trainee Judges who fail to pass either a theory or practical examination after three attempts shall be removed from the Panel of Trainee Judges for that Group for a period of two years and will not be permitted to transfer to another group.

Three local dogs won 1st place in Restricted Stakes in 2019. Unfortunately, several Restricted Stakes had to be cancelled this year due to bitches coming into season and handler injuries after entries closed.

The Rules for the SACA Top Retrieving Gundog Award were altered in 2016 to include:

To qualify exhibitors must be Members of Dogs SA and resident of SA when the points are awarded. Interstate points to count. (update 9/16).

Interstate: 3 x 1st AA, 3 x 9 points = 27 points, 2 x 2nd AA, 2 x 6 points = 12 points, 2 x 3rd AA, 2 x 3 points = 6 points.

The Award year is 1st Wednesday in October to 1st Tuesday in October (update 11/18) (except for 2019 when the year commences 1st Wednesday in November 2018 as all trials counted to end October for 2018 winner).

Guss and Ray competed in the National Championship Retrieving Trial in Tasmania this year when they won the Dogs SA RAFT Advisory Highest Scoring SA exhibit, Nancy Edwards Memorial Trophy. They also finished the NSW State Championship and finished the Queensland State in 5th place. Guss has already started off scoring for next year with a 3rd place in this year’s Victorian State Championship which was held after the close of this Trophy year.

Regulations Part 6 – The Register & Registration, Clause 1.2.2: Amendment It was resolved that Regulations Part 6 – The Register & Registration Clause 1.2.2 be amended as follows: 1.2.2 Export Pedigrees are to be distributed as follows:a. only one (1) Certificate, ie, a Certified Export Pedigree, be issued for the export of a dog. (10/19) b. Original document to new owner or Controlling Body (whichever is required). c. Copy of this document to the party registered as the owner at the time the application for Export Pedigree was lodged. This document to be clearly marked “COPY ONLY”. (10/00) 4. Regulations Part 6 – The Register & Registration, Clause 6.6.2: Amendment It was resolved that Regulations Part 6 – The Register & Registration Clause 6.6.2 be amended as follows: 6.6.1 Main register – is open to dogs whelped from a Sire and Dam that are both registered either in the ANKC Ltd’s Main Register or other Register or Studbook recognised by this ANKC Ltd. 6.6.2 Limited Register - is open to dogs eligible for registration on the Main Register where the breeder stipulates that the dog is: (i) ineligible for exhibition at a Conformation Exhibition, and (ii) not to be used for breeding purposes, and/or (iii) not entire or has been desexed, and (iv) ineligible for export pedigree, and (v) not registered on the main register

5. Regulations Part 6 – The Register & Registration, Clause 6.8.1: Amendment It was resolved that Regulations Part 6 – The Register & Registration Clause 6.8.1 be amended to read as follows: 6.8.1 As from 1 January 2008, it is compulsory PRIOR to the registration of an Associate Dog on the National Database, that the application to register such dog is accompanied by a Sterilisation Certificate or a recognised Animal Register official documentation showing the owner, microchip number and indicating that the dog is desexed. 6. Regulations Part 6 – The Register & Registration: New Clause 8.12.2 It was resolved that the results of the Labrador Retriever 2019 survey be endorsed and for Regulations Part 6 – The Register & Registration be amended with the inclusion of Clause 8.12.2 to read as follows: 8.12.2 The Minimum Breeding Age for Labrador Retriever bitches must be 18 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 18 months). Breeders of litters whelped on or after 1st June, 2020, will be required to comply with the requirements as a prerequisite to registration of any litter on the ANKC Ltd Main Register. Litters which do not meet the above requirements will only be able to be placed on the Limited Register and will be flagged not to be upgraded. 7. National Code of Ethics of Responsible Dog Ownership, Opening Statement: Amendment It was resolved that the Opening Statement of the National Code of Ethics of Responsible Dog Ownership be amended to read as follows: Each member, upon being elected or re-elected to membership of a Member Body of the ANKC Ltd shall be bound by the National Code of Practice subject to each States relevant legislation. 8. National Code of Ethics of Responsible Dog Ownership, Clause 16: Amendment It was resolved that the National Code of Ethics of Responsible Dog Ownership Clause 16 be amended to read as follows: 16.

A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to an unregistered dog of the same breed, or to a dog not on the ANKC Ltd Main Register without the prior approval of the member’s Member Body.

9. National Code of Ethics of Responsible Dog Ownership, Clause 24: Amendment It was resolved that the National Code of Ethics of Responsible Dog Ownership Clause 24 be amended to read as follows: 24.

A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of: 1. The breed characteristics; 2. Current vaccination certificate signed by a veterinary surgeon evidencing that the dog has been immunised against Canine Distemper, Hepatitis and Parvo-virus; 3. Microchip number verification and transfer 4. Responsible dog ownership information; and 5. All documentation required by the member’s Member Body, including but not limited to – (i) A written receipt clearly stating whether the dog was sold on main or limited (ii) Any other conditions of sale and/or agreements

10. ANKC Ltd Registration of Frozen Semen and Other Procedures: Amendment to Forms It was resolved that the Application for Registration of Semen form be amended to have a declaration for owner/s of the Donor Dog authorising that the semen be registered directly into the Purchasing Owner’s name. 11. * ANKC Ltd Rules - Amendments Amendments to the following rules have been endorsed. ANKC Ltd Rules for the Conduct of Lure Coursing Trials ANKC Ltd Rules for the Conduct of Retrieving Trials for Gundogs ANKC Ltd Rules for the Conduct of Field Trials for Spaniels and Retrievers ANKC Ltd Rules for the Conduct of Sled Sport Events * New or Amended regulations, policy statements, procedures, publications and listings will be made available from the ANKC Ltd website.
