President’s Report Welcome to the world of modern technology if you are now reading my Presidents Report online from either the DOGS SA App or the DOGS SA Website. This has been a great innovation and a step forward for our Association. I would like to thank the office who got it up and running earlier than was expected and also to Carmen Milne for assisting in the transition. The electronic version of the Journal will continue to run as a trial until the end of the year allowing updates as required to fine tune its production. There is no plan to cease production of the hard copy for those members who still wish to receive it as it is part of your membership fees. Council will however be reviewing the savings of the online journal and will investigate a discounted membership where no hard copy journal is provided. In line with that if you no longer require a hard copy journal and would be satisfied with the electronic copy please notify the office by email or the DOGS SA FB page. The guidelines for the inspection of member’s properties was published in the April journal and has placed some confusion with the membership. The inspections will be by your peers and not by an external agency. You will be given notice of when the inspection would take place as well as the names of those conducting the inspection. If the time/date does not suit, you can make alternative arrangements through the office. Also, if you object to the persons nominated you may lodge an objection to the office stating your objection and a different person maybe appointed. The inspection panel has no powers of disciplinary and can only recommend action where the inspection has identified the member has not been meeting their obligations. The inspections have not been developed to trap members or to belittle them. The inspection checklist once completed will be provided to the Office and will not be made public. The Inspection Checklist will very much be taken from the Standards and Guidelines for the Breeding and trading of Companion Animals which is a state legislative document. Remember the inspections are to demonstrate that we as an organisation can self-regulate and ensure our breeders are a cut above the rest. If you have any concerns please contact me as many have already done. At recent meetings with the DCMB they are updating DACO and part of that update will be a statement on the breeder search area identifying DOGS SA breeders as breeders who have a specific Code of Ethics they must comply with over other breeders. This is hoped will be in the May updates to DACO. DOGS SA is committed to the DCMB to ensure that as many as possible of the unregistered breeders become registered and accountable. Remember when speaking with the general public always stress the point that you are an ANKC/ DOGS SA registered breeder and that purchasing a puppy from a ANKC/DOGS SA registered breeder represents reliability and predictability of the puppy. This has been a long hot summer so hopefully we can get some cooler weather soon and my dogs can grow some coat. A. CODE OF ETHICS FOR MEMBERS

Each Member shall comply with the following Code of Ethics and any Member who fails to do so shall be guilty of an offence against these Rules. As a Member of the South Australian Canine Association: 1. I shall ensure that at all times all dogs under my control are properly and effectively contained by fencing or enclosure, and are properly housed, fed, watered, exercised and given proper Veterinary attention if and when required. 2. I shall not allow any dogs under my care to roam at large, and, when away from home, ensure they are kept fully leashed and under effective control, or otherwise under effective control at all times. (01/16) 3. I shall breed only for the purpose of improving the quality of the breed in line with the breed standard and strive to eliminate hereditary diseases in the breed/s that I produce. 4. I shall strive to have all my breeding stock tested, where tests are available, for hereditary diseases. 5. (a) I shall not allow any bitch owned by me and/or under my control being mated before she is twelve months of age. (01/ 15) (b) I understand that to mate the same bitch in consecutive seasons is not a recommended breeding practice and should only be undertaken in exceptional circumstances. (c) If exceptional circumstances exist which I consider make it necessary to mate a bitch causing it to whelp in consecutive seasons, I will not mate that bitch for a period of twelve months from the date of the birth of the puppies from that second season. (d) I shall not conduct or permit mother/son, father/daughter or brother/ sister matings. I shall be fully aware that puppies as a result of such matings will not be registered without first gaining approval from the SACA for the mating for scientifically proven welfare or veterinary reasons. (01/12) (e) All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. 6. I shall not knowingly permit any of my pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, or to an unregistered dog of the same breed, or to a dog of the same breed which is entered on the Limited Register, unless specific permission is given by the SACA. 7. I shall not sell or otherwise transfer from my care any puppy under eight weeks of age, thus allowing for vaccination to be given at six weeks of age and thereby allowing for the ten to fourteen days for the vaccine to take effect. Upon the disposal of the dog I shall provide the owner with a current vaccination certificate of that dog issued by a Veterinary Surgeon. Accepted Veterinarian vaccination certificates are C3 12/36 months, C4, C5 or an annual Titre Test accompanied by a Veterinarian letter. (01/19) 8. I shall not knowingly sell or otherwise transfer from my care any dog that is not in good health. 9. I shall ensure that any puppy that is to be exported shall be a minimum of eleven weeks of age and micro-chipped. (01/12) 10.I shall ensure that all persons acquiring dogs from me clearly understand their responsibility for the care and welfare of the animal as defined in Clause 1 and 2 above. I shall not knowingly misrepresent the characteristics of the breed, nor falsely advertise, or mislead any person regarding the performance of any dog. I shall provide to all purchasers of dogs or those placed by me, written details of all dietary and vaccination requirements and responsible dog ownership and/or an appropriate publication relating to such requirements. 11. I shall not sell any dog to commercial dog wholesalers, retail pet dealers, or directly or indirectly to allow a dog to be given as a prize or donation in a contest of any kind or to be auctioned. PRESS RELEASE – BELGIAN SHEPHERD DOG SURVEY RESULTS A survey was conducted by ANKC Ltd last year to ascertain the feedback from all breeders of registered Belgian Shepherd Dogs in relation to amendments to Regulations Part 6 – The Register & Registration Clause 9.17. The response received indicated support for the regulations to be amended. As this was an amendment to current regulations, the result of the survey was referred to the ANKC Board of Directors for consideration at their February 2019 Special Board meeting where it was endorsed. The following amended regulations are effective from 1 July 2019: 9.17 Belgian Shepherd Dog (Groenendael); Belgian Shepherd Dog (Laekenois); Belgian Shepherd Dog (Malinois) & Belgian Shepherd Dog (Tervueren). 9.17.1. Judged separately with each variety receiving separate Challenge Certificates. 9.17.2. Inter variety breeding is conducted as per FCI Breeding Recommendation outlined in 9.17.4 9.17.3. Each individual progeny registered as per “coat/ colour” type. 9.17.4 Traditionally acceptable breeding combinations as recommended Oct 2016 by Royal Society St Hubert, Belgium. 1. New Rules effective 1st July, 2019 PART XVI â&#x20AC;&#x201D; INSPECTION OF MEMBERS PROPERTY 1. As prescribed in the Constitution of the Association, Council may appoint a person/s to complete an inspection on a members property to ensure the keeping and welfare of the dogs are maintained to the minimum standards as prescribed by DOGS SA and South Australian Government Legislation. 2. The person/s shall be appointed in writing by Council and shall conduct their business within the time frames as listed below. a. Where the inspection is of a routine nature which includes where a member has applied for a breeders prefix or periodic inspection the appointed person shall provide as a minimum to the member, a written 14-day notice via email where appropriate, or by Australia Post. b. Where the inspection is as a result of a substantiated complaint received by the Association the appointed person shall provide as a minimum to the member 24 hoursâ&#x20AC;&#x2122; notice by electronic means or by voice. 3. During the inspection the appointed person/s may make notes and take photographs as evidence and may request to view and reproduce records and documentation in relation to the inspection. A copy of all notes and photographs taken by the inspector/s is to be made available to the member upon request and within 7 days. 4. Any member who has been served notice in accordance with 2 is to abide by the reasonable directions of the appointed person/s and shall provide all assistance requested and shall not hinder the inspection. 5. Where a notice has been served under clause 2 the member has the right to object to the appointed person in writing to the Executive Officer. The objection must be lodged within 7 days where issued under sub clause 2a or 8 hours where issued under sub clause 2b. The Executive Officer has the right of Veto to the objection where it is considered the objection is unfounded or mischievous. 6. The inspection is to be limited to any area where dogs are being kept, including whelping areas, kennels and residence where the dogs are kept inside. An inspection check sheet as prescribed by Council is to be used for all inspections and a copy is to be provided to the Executive Officer and the member within 7 days. 7. The appointed person/s should debrief the member at the end of the inspection and identify any issues that may have arisen during the inspection. Any serious matters are to be brought immediately to the attention of the member and within 24 Hours to the Executive Officer. 8. A copy of the blank inspection check sheet shall be available to all members via the DOGS SA website or upon request so they are aware of what is involved in the inspection. 9. Records of the inspections are to remain confidential except where disciplinary action is recommended then the record may be used in evidence. 10. During the inspection the appointed person/s is to act appropriately and to ensure the inspection only relates to the keeping and breeding of Dogs. 11. Where in an exceptional case the appointed person/s considers that there are significant breaches of Government Regulations relating to the welfare of the dogs then they are to immediately report the findings to the Executive Officer who will decide if the matter should be handed over to the regulatory authority. By the time you read this the first of the RATG’s (Retrieving Ability Tests For Gundogs) will probably have been run and won. Copies of the updated rules which will apply from 1st January 2019 are available on the ANKC website: http://ankc.org.au/aboutus/?id=1253

This is intended to prevent individuals or groups from training on a property they are going to compete on in the near future as has apparently happened in the past; giving the impression that those who have trained are gaining an advantage over other competitors.

These new Dogs SA Rules has been passed by Council.

As there have been misunderstandings last season about what is the trial ground and what isn’t, in relation to training, some Clubs are including this wording on their schedules

We now have a hot weather policy for retrieving (which includes RATG): If the forecast temperature at 10.00 am two days prior, on eldersweather.com.au is 32º or above, the trial will be cancelled, unless there is ample swimming water on the property. Where an Exhibition is cancelled in accordance with the Hot Weather Rules, no entry fees will be refunded. Effective 1st January 2019. This Rule is in line with other discipline’s HWP. All of the current properties that we use appear to have ample swimming water even though we are still in drought, but if in doubt please contact the event convenor 2 days prior to the trial. "There is to be No Training on designated Trial grounds within 28 days before a Trial".
