...and welcome to the October and November issue of the Eastbourne Old Town Crier. The nights are drawing in and the clocks go back, as autumn takes hold. In this issue we have news from The Pevensey Cancer Unit at Eastbourne DGH, page 29 and the new hair and beauty salon at St Wilfrid’s Hospice, page 4. At the Towner there is a new exhibition from photographer Julian Germain, page 25 and there are performances by Eddi Reader, page 14 and The Rockabellas, page 8. Salon at St Wilfrid’s is Streets Ahead The new hair and beauty salon, Streets Ahead, at St Wilfrid’s Hospice offers hair styling, blow drying, and eyebrow shaping as well as manicures and pedicures to patients, their families and other visitors to the hospice. Mandy Hendry, the Hair & Nail Co-ordinator, explains that while the salon is small, it’s perfectly formed. ‘We have one back wash, one hair station and one nail station, but we’re terribly busy,’ she says. ‘In fact, it’s become so successful; we’re on the look out for more hair stylists and beauty therapists to volunteer two or three hours of their time each week to help us fulfil all the appointment requests.’ Treatments are paid for by suggested donation with profits going straight to providing hospice care. Mandy says that clients are often happy to give more knowing the difference it will make. One volunteer in the salon, Laura, explains why she loves helping at the hospice: ‘St Wilfrid’s has such a lovely atmosphere – though like most people, I assumed it would be a place of great sadness; quite the opposite is true as there’s a feeling of overwhelming happiness.

‘I’ve been a full-time mum to my little boy, but as he is starting school soon, I was keen to get back into a work environment and improve my confidence. I’ve been volunteering here for about five months and it’s helped me so much – my confidence has really grown! And it’s amazing to feel that a moment of your time can mean so much to someone else – I really would recommend volunteering here to anybody.’ Meanwhile, patient Marjorie who attends the hospice’s Wellbeing centre, is a regular visitor to the salon. Eastbourne Downs golf Club Old Town resident Joe Angella is a man with a mission: to put Eastbourne Downs, the club he learnt golf at as a small boy, and which he now chairs, back at the very heart of the local community. Joe and his wife Caroline, have taken a break from their careers this summer to concentrate on developing the club Joe’s parents first joined more than 53 years ago and were, as senior citizens, the elder couple still socialise and play golf. ‘Eastbourne is lucky to have three very fine 18-hole golf courses,’ says Joe, ‘but the Downs has always had a special ethos. It wasn’t created by men of leisure, but by public-spirited businessmen and traders – most of them based in Old Town – who wanted the game to be affordable to everyone and enjoyed by rich and poor alike.

‘The founders, back in 1908, had fulltime jobs to do, but they gave freely of their spare time to make the club a success. In our own way, Caroline and I, with a host of other volunteers, have been doing the same this summer, improving the course, revamping its facilities. and trying to focus on the community spirit that has always set the Downs apart and driven it forward.’ The course, high up on the Downs on the road to East Dean and with unparalleled views of Eastbourne, is the only par-72 track in the town and offers as fine a test of golf as any links player could wish for, yet it caters for all abilities. Juniors aged five to 18 can learn the game at Saturday afternoon group classes with the course professional, Terry Marshall, for only £3 per session. A year’s full membership for boys and girls under 15 costs just £25. Academy membership for adults, including eight one-toone lessons with the course pro, costs £25 a month for six months, by which time Terry is confident his protégés will have learnt enough to play the full course with confidence. There are reductions for all players under 35, and for those above that age, the first year of full membership costs only £680. But it’s not all about golf. The Downs, known for its friendliness, also has a vibrant social side, and Joe is keen to open up the club’s facilities to Old Town businesses and residents too. Unlike most venues in Eastbourne, the clubhouse does not charge a hiring fee when it is booked for parties, whether by members or nonmembers. Catering can be provided for almost any event, with a finger buffet for 40 people starting at just £100. ‘When my father and mother joined,’ says Joe, ‘they were welcomed with open arms and they’ve never left. This summer Caroline has helped in the running bar while earning her first handicap certificate. It’s a special place, a club with a strong, positive heritage that I feel really proud to be a member and chairman of. The Rockabellas are coming to Eastbourne! A view from the Potting Shed Fill the pot with compost to within 2.5cm / 1 inch of the rim. I finish pots off with strips of daisies or anemones planted around the edge in colours which complement the tulips. Water everything in but shelter the pot from heavy rain so it doesn’t become waterlogged and never water in frosty weather. I use water-retaining granules mixed in with the compost. These help to maintain soil moisture throughout the dormant season. Feed the daisies or anemones throughout their flowering season in the Autumn and the Spring and you should be rewarded with a beautiful display sometime in April or May. I love to plant containers of tulips by my red front door, so I like Tulipa ‘Apeldoorn’ in yellow and red varieties underplanted with red daisies. If you have a blue or green door you might like to try Tulipa ‘Angelique’ (pale pink) underplanted with pink anemones. Or how about Tulipa ‘Bleu Aimable’, a brilliant purple/blue variety? f I could grow only one type of flower then it would have to be the tulip. Harbingers of warmer days, the choice available is mind-blowing. There are frilly parrot tulips bearing fringed petals, sturdy fat-flowered types and graceful plants with lilylike blooms. You can plant them much later than daffodils and narcissi because they don’t need to start producing roots so early. In fact you can plant them from now until Christmas! My mother uses them as annuals and rips them up after flowering but I can’t bear to do that so I plant them deeply and leave them in the garden where they return happily year on year. If you want to use them as disposable bedding you only need to plant them about 10cm/4” deep. If, like me, you treat them as old friends then plant them 23cm/9” deep – they won’t disappoint you.

Tulips are wonderful in containers. As a guide, a 2530cm / 10-12 inch diameter pot will accommodate a dozen bulbs. For a larger 47.5cm / 19inch pot use 16 –18 bulbs. Cover the base with at least 5cm / 2inches of drainage material and 12cm / 5 inches of soil-less multi-purpose compost. Lay the bulbs in an inner and outer circle making sure that no bulb touches either another, or the outside of the pot. to d

COUVE TRONCHUDA (Brassica Oleracea Costata) Couve Tronchuda is a member of the Brassica family and is also known as Portuguese Cabbage or Collard Greens. It is a course-stemmed plant where the ribs are cooked and eaten like sea kale and the leaves like ordinary cabbage, and it is often served as a side dish with pork or fish stew. It is said to have a better flavour than cabbage but this is open to dispute. Sow seed in April, prick out in May and set in their final positions at the end of June to July. They like rich, fertile ground and you should be able to harvest from October. The midribs should be steamed and served with butter, otherwise the leaves are cooked like ordinary cabbage. Seed does not appear to be available from popular seed companies. It is available from Thomas Etty Heritage Seeds (thomasetty.co.uk) or online via Ebay or Amazon.

pixels2canvas is moving into town! pixels2canvas is a fast-growing company that is now situated in the heart of Eastbourne. Concerned about your home being sold to fund your future care fees? The Issue

You probably own your home as joint tenants if you are a couple and solely if you are single. For couples this means you own it wholly, jointly and severally. Ultimately therefore you do not own it 50:50 as you might have assumed. You actually own all of it together and when one partner dies the surviving partner owns it solely and absolutely. It is sole and absolute ownership that enables a whole property to be taken into consideration as an asset by the local authority and puts the property in danger of needing to be sold to fund care.

The Reality Today

The care Act 2014 introduced in April 2015 allows local authorities to assess your assets to determine if you need to pay for your own care under the new charges and assessment of resources regulations. Currently if you have assets above £23,250, you are on your own and require care, you will probably have to pay for it all - currently averaging around £1,000 per week. Savings, cash and income would be used first and then your property would need to be taken into consideration. You would be expected to pay for all of your care until such time as your assets were depleted to below the £23,250 threshold. You would then pay for a proportion of your care until your assets were below £14,250 - at which point all your future care would be paid for after any relevant income was taken into account.

The Solution

For couples, simply by changing the way you own your property well in advance of any care considerations i.e. from joint tenants to tenants in common and by setting up two property Trusts either immediately or within a properly structured Will at the same time will in most cases, protect the integrity of your home should you ever require care in the future, so long as avoiding care fees was not a primary motivating reason behind the implementation fo the strategy - i.e. you should be looking to protect your half of your property should your spouse remarry after your death, or you should be looking to ensure that your children would not lose 50% of their inheritance should they be made bankrupt or divorce or for example you should be looking to prevent a generational inheritance tax burden in the future. These are all sound reasons for implementing this strategy which in themselves are not deliberate deprivation of assets, but the implemantation of which protects the integrity of the property.

For sole owners the process is simply to set up a Trust now and convey your property into it which will produce the same result again this must be well in advance of any care considerations and the motivation must not solely be for the purpose of preventing your home being used to fund your care.

The Reasoning

When you own your home as tenants in common you actually own half each. With our Post death Property Protection Package when the first partner dies, they leave their half into their Trust. The surviving partner is the Trustee of that Trust and also the Primary Beneficiary which means that as they own half and are Trustee of the other half they have complete control over the property and what happens to it. The children and/or whoever else is also nominated as ultimate Trust Beneficiaries will have access to that half of the property when the surviving partner dies. The first half of the property then is 100% securely in Trust for the beneficiaries and will not be at risk. As a result of this simple strategy and because it is not possible to sell just the survivor’s half of the property, the integrity of the property is protected. While the ‘’market value” of half a property is negligible, The Care Act 2014 guidelines do allow for this half to have a charge placed on it under a deferred payment arrangement for care fees which is why this package includes a Lasting Power of Attorney grant for Property and Financial affairs which will enable a pre-appointed Attorney to act on behalf of the survivor should they be unable to themselves and negotiate with the Local Authority for the property to be rented out and a percentage of the income given to the Local Authority instead of a charge being placed. The second half of the property would then ultimately go into the Trust for access by the nominated beneficiaries when the surviving partner eventually dies. With our Whole of Life and Post Death Complete Property and Family Protection Package both halves of the property are conveyed into Trust IMMEDIATELY. This means the whole property is protected straight away and not just after the first party dies. The benefits of this package are that it then protects the property even if both parties go into care before the death of either. It also means that if the survivor goes into care the property does not have to be rented but if it is 100% of the income goes directly into the Trusts for the benefit of the survivor or any of the other Trust Beneficiaries and does not have to be given to the Local Authority. The most important benefit of this package though is the property can be sold at any time and the resulting proceeds be fully protected for the whole family within the Trusts and no negotiation with the Local Authority is required. Sole owners and couples who have immediately conveyed their properties into Trust well in advance of any care consideration and not solely for the purpose of preventing their home being used to fund their care (deliberate deprivation of assets) secures the integrity of the property (so long as entry into care is not within 6 months of setting up the strategy) as the property is not absolutely owned by an individual anymore and it is not legal to force a Trustee to do something that is not in the ultimate best interest of the Trust Beneficiaries. UK PremiÈre: Julian Germain: The Future is Ours, Classroom Portraits 2004-2015 Exhibition: 10th October – 3rd January 2016 Towner is delighted to present the UK Premiere of British photographer and artist Julian Germain’s exhibition, The Future is Ours. Germain became interested in education as a theme when his own children started school. He realised that despite being an almost universal experience, school was virtually unexplored in visual art and that traditional school photographs actually reveal very little about school. Using the conventional ‘class photo’ as a starting point, Germain began to formulate his own approach, which was entirely dependent on the collaboration and concentration of the pupils, making painstakingly choreographed and richly detailed photographs of the students, as well as their learning environments.

Over the next 8 years he produced ‘classroom portraits’ featuring thousands of children, adolescents and young adults in 19 countries; the UK, Netherlands, Spain, Germany, Hungary, Bangladesh, USA, Russia, Brazil, Argentina, Peru, Nigeria, Ethiopia, Saudi Arabia, Bahrain, Qatar,Yemen, Japan and Taiwan. In 2011, Germain also began to make short ‘classroom video portraits’, which attempt to explore the experience of being photographed and the contrasting nature of moving and still images. Germain asked the pupils to fill in questionnaires creating an additional layer of information beyond the reach of photography, a statistical snapshot of the children’s likes and dislikes, their expectations, hopes and dreams. This major exhibition at Towner Art Gallery will display 200 objects including framed photographs, videos, prints, Polaroids, and customised books. The exhibition will also show specially created portraits of four Eastbourne schools that Germain recently visited and photographed: West Rise Junior School; The Cavendish School; The Bishop Bell School and Motcombe Community School. The photographs and films in The Future is Ours inevitably refer to the past, but questions about the future are fundamental to this exhibition because the pictures

The Pevensey Unit appeal was the 2008 Major Project of the Friends of the Eeastbourne District General Hospital’s (EGDH) and the plans have taken some interesting twists and turns in the years between then and now. There has been much discussion and negotiation and several build start dates have been scheduled and fallen by the wayside. I am now very pleased to say that it was agreed earlier this year to start work and the long awaited opening will be before the end of October when patients will be moved into the wards. The Unit will deliver treatment to patients who need to be admitted and those requiring daily treatment for their conditions, in much greater comfort than previously, and the hope is that patients who have to spend long periods of time in hospital will find it more homely and less like a hospital unit.

Pevensey ward with the da Vinci Surgical Robot, is our major project for 2015 and is being used for major prostate cancer surgery, and the coming of the Radiotherapy unit at the end of this year will mean that Eastbourne District General Hospital will become a Centre of Excellence for the treatment of cancer.
