I recently re-read The Five People You Meet in Heaven by Mitch Album. It tells the story of Eddie, an amusement park maintenance man who dies while attempting to save a young girl on a broken ride. Eddie then goes on to meet five people on the “other side.” Some he knows and some he does not but all have either impacted his life or been impacted by his life. All serve to help explain and help Eddie come to terms with his life, a life he sees as a failure. The book raises some interesting points. The first is the interconnectedness of our lives. Some of the people Eddie encounters he did not even know or knew as distant acquaintances, yet their lives were irrevocably interwoven. Every life impacts so many others in ways we could never even begin to imagine. How many lives do we touch in our daily lives? Whose day have we brightened by a smile, a kind word, or thoughtful deed? Whose path have we made more difficult, perhaps without even realizing it? Like the proverbial stone creating ripples in the pool of water, our actions have far-reaching effects. Album’s book also makes a statement about the meaning of a life. Eddie saw his life as worthless--he had lost those he had loved and worked at what he saw as a dead-end job, yet he comes to discover that everything had its purpose. How many times in our lives do we search for meaning? In this era of celebrity-hype, busy with the responsibilities of family and home, we can sometimes feel invisible and not the “success” we hoped to be. I believe we are all a part of a great plan that we don’t always understand. Hopefully, like Eddie in Album’s book, someday it will all be clear.

The Cobb Chamber of Commerce presented Karen Hallacy with the 2012 East Cobb Citizen of the Year award at the East Cobb Area Council breakfast meeting last November. Karen is pictured in front of Mt. Bethel Elementary School’s outdoor stage— one of her many achievements as the school’s PTA president in 2001-2003. “The outdoor stage was an incredible community effort,” says Karen. From a school PTA President, her involvement grew to becoming President of the East Cobb County Council of PTAs to her current position

For the past 19 years, the EAST COBBER shines a light on the many “regular” people right here in East Cobb who impact the quality of life not just in East Cobb, but in Metro Atlanta, and beyond. From Karen Hallacy, East Cobb’s Citizen of the Year, featured on the front cover to the members of Circle of Children producing their annual fundraiser to the child care professionals many East Cobb moms and dads rely on (see our Child Care and Preschool Guide, pages 20-27) as well as the unnamed citizens who serve the community through a local club or support group (see pages 60, 61 and 64), this magazine intends to make these good people visible by writing about them. Who knows where that ripple effect of kindness ends? I am pleased to share these stories about the East Cobbers taking action and making a positive difference in East Cobb and beyond.

East Cobb Couple Successfully Completes Georgia River Network’s Challenge to ‘Paddle 12 Rivers in 2012’ East Cobb residents Lonny and Rhonda Martin took on Georgia River Network’s 2012 Challenge of paddling at least 12 of Georgia’s rivers in 2012. This opportunity to explore Georgia’s rivers – from wild places to urban waterways was designed to get people outside, active, and exploring the state. Georgia’s rivers offer a variety of experiences including family-friendly afternoon paddles, riverside hikes, exciting whitewater, and blackwater experiences.

Walton Wins Reading Bowl Walton High School won first place in the Helen Ruffin Reading Bowl at the county competition held last month. Several years ago Mrs. Helen Ruffin, a library media specialist at Sky Haven Elementary School in DeKalb County, created a unique reading competition in game format using the Georgia Children’s Book Award nominees. It was called the Reading Bowl. Her vision was to have teams comprised of students from different schools compete to test their knowledge of the selected books. Today, the Georgia Helen Ruffin Reading Bowl is open to students in grades four through twelve across the state. The Walton team moves on to the regional competition.

A Caribbean Casino!” The event will be held on Saturday, March 16, at Atlanta Country Club, 6pm to Midnight. The Circle for Children is one of Atlanta’s oldest charitable organizations which gives aid and encouragement in promoting the education and welfare of children throughout Metropolitan Atlanta as well as the state of Georgia. Now in its 85th year, The Circle has raised millions of dollars to benefit Georgia’s children. The organization fills the gap between government and civic funding, which continues to widen daily. This year’s financial efforts will be directed to The Center for Children and Young Adults, recently recognized by the state as “Outstanding Agency of the Year” for 2012. The Center provides homes for children who have been abused, neglected and/or abandoned by their caregivers. Over $500,000 has already been raised by Circle members for this outstanding cause. “I am looking forward to having a wonderful evening in the Caribbean spirit of Old Havana, as well as raising much needed funds for these children in our home state,” says Sherk. “We welcome not only Circle members but the entire East Cobb community to join us in this tropical celebration!” The Circle for Children is a 501(c)3 corporation.

Margie Hatfield Scholarship Seeks Applications The East Cobb County Council (ECCC) PTA created the Margie Hatfield Scholarship Fund in 1990 to honor the dedication and years of service given by Mrs. Hatfield to the youth of our Council. She is a Past President of the organization who served three consecutive terms. It is with this service in mind that the Council PTA sponsors the scholarship program. The purpose of the fund is to help deserving youth in their quest for higher knowledge. An emphasis is placed on the service records and citizenship of the winning applicants, as this embodies the philosophy of the PTA. The Margie Hatfield Scholarship Fund will once again award six separate $1,000 scholarships; one student from each of the ECCC PTA high schools will be chosen. The following criteria, listed in order of significance, are used to evaluate applicants: involvement in service-oriented projects, community and extra-curricular activities, leadership, honors and awards, an essay, references, completeness of application, and grade point average. Here are some more details about the Margie Hatfield scholarship: • Any graduating high school senior enrolling in a fulltime course of study at any institute of higher learning may apply • These funds must be used for continuing education • There is no limit to the number of students from each school that may apply

• Applications must be postmarked no later than February 22, 2013. Winners will be notified by March 30. • Winners will be honored at the April 2013 General Membership Meeting of the East Cobb County Council PTA. Parents are invited to attend. • Applications must be typewritten or printed legibly and the guidelines followed exactly. Resumes should not be attached. Choose standard fonts. Do not write/ type on the back of the application. Applicants who do not adhere to the outline specifications will be disqualified. • Include one personal reference (not related to you) and one reference from your school and a copy of your transcript. ECCC PTA relies on donations from community supporters in order to fund this scholarship. Ed-SPLOST 4 Scheduled for Special Election on March 19 >>> SPLOST stands for Special Purpose Local Option Sales Tax. It is a one-cent tax on all consumer goods that must be approved by voters in a referendum. Ed-SPLOST receipts can be used only for school-related capital improvements. The current Ed-SPLOST III in Cobb County expires Dec. 31, 2013. The Ed-SPLOST 4 referendum will be held Tuesday, March 19, 2013 to extend the tax another five years. Because Cobb’s learning environments and infrastructure require ongoing maintenance and to continue providing the most effective instructional resources for Cobb students. Ed-SPLOST I (19992003) and Ed-SPLOST II (2004-2008) were responsive to years of rapid population growth, providing for construction of 21 new schools, 1,982 new classrooms and funding a myriad of capital improvements. As enrollment trends have flattened in recent years, the District’s needs have shifted toward revitalization of outdated facilities. Many Cobb schools are more than 40 years old and have inadequate space and resources to best serve students. The current Ed-SPLOST III (2009-2013) and the proposed Ed-SPLOST 4 are focused on giving new life to existing facilities, replacing some of the oldest and least efficient school buildings and refreshing the District’s technology resources and infrastructure. About 90 percent of the district’s operating budget, which is supported by state funding and local property taxes, goes to pay the salaries of teachers, administrators, bus drivers, food service employees, custodians, and other staff. The other 10 percent pays for items such as textbooks and supplies, as well as utilities such as fuel, gas, electricity and water. State funding and local property taxes do not provide for regular building maintenance, or for technology enhancements. To address these needs, the district must use a different funding source such as Ed-SPLOST. Prior to Ed-SPLOST, the district issued bonds that had to be paid back over many years with interest and resulted in a property tax increase. By the end of summer 2013, the school district will have removed approximately 551 portable 14 February 2013

classrooms from schools thanks to Ed-SPLOST, an 88 percent reduction. Ed-SPLOST 4 will continue to reduce portable classrooms via building additions and new school facilities. Unfortunately, some portables will always exist at schools due to space limitations on some campuses, and because they provide flexibility for schools to address enrollment shifts. Every one of Cobb’s 112 schools will see improvements through Ed-SPLOST 4. See pages 16-19 for a list of planned projects for East Cobb Schools, for more details, readers are encouraged to visit www.cobbk12.org online. The following information outlines the proposed expenditures of the Ed-SPLOST 4. New and Replacement Facilities • Ed-SPLOST 4 calls for replacement facilities for Osborne and Walton High Schools an East Cobb Area middle school and two elementary schools (yet to be determined). The proposal also includes one new high school career academy. • Constructing approximately 407 new classrooms. Additions/Modifications • Adding to existing facilities approximately 56 classrooms (46 at the elementary school level and 10 at the high school level). • Constructing major additions/modifications/renovations at the following locations: Campbell, Harrison, Lassiter, North Cobb, Pope, South Cobb, Walton and Wheeler high schools, Tapp middle school and Kincaid, Mt. Bethel, Sope Creek, Teasley and Tritt elementary schools.

Ed-SPLOST 4 Focused on Breathing New Life Into East Cobb Schools By Paulette Farley

The Ed-SPLOST 4 referendum will go before Cobb voters on March 19 with the potential to fund sorely needed Ed-SPLOST projects in numerous Cobb County schools. The continuation of the 1% tax on retail purchases will rebuild 3 local East Cobb schools and will complete numerous capital improvements throughout the county. If approved, the district expects to collect around $718 million, yet that will only cover 36% of the $2 billion in identified needs based projects for the entire district.

The Cobb County School District has invested a tremendous amount of time gathering information from departments within the county as well as from school principals. Additionally, anyone from the community, including parents, were invited to offer feedback to the county through the district website regarding needed school improvement needs.

$175 million of proposed SPLOST 4 appropriations are for new and replacement schools. In the East Cobb community, the emphasis of SPLOST 4 is rebuilding and capital improvements. East Cobb Middle School, Walton High School and a yet unspecified elementary school are proposed rebuild projects. Kincaid Elementary and Mt. Every voter in Cobb County has the opportunity to come out and vote for or against SPLOST 4 on March 19th. The timing of the March referendum, planned to coordinate with the City of Marietta vote, will allow the county to take advantage of summer 2014 for construction projects should SPLOST 4 pass. While SPLOSTS should not be an assumption, Ed-SPLOSTS in Cobb County have built 22 new schools, added 2,372 new classrooms, eliminated 551 portable classrooms, provided for new technology and supported more than 5,000 total projects all done with zero assumption of debt. Vote NO on the Education SPLOST By Lance Lamberton On March 19 Cobb voters will be asked to decide whether to approve yet another Special Purpose Local Option Sales Tax (SPLOST), in this case an Education SPLOST put forward by the Cobb County School Board. If passed, it will impose an additional $718 million tax levy on purchases made in Cobb over the next five years, starting in January 2014.

facilities, and expansion of sports and recreation facilities (like two gyms at every high school) which have little to do with the mission of the District, which is to educate. For example:

The most glaring issue with this SPLOST is that it puts the cart before the horse. Since the District has calculated that it can get $718 million over five years by continuing the sales tax, they’ve developed a project list to coincide with anticipated revenue. Instead, it should first develop a true needs list and then present a SPLOST which is in line with those needs.

Consequently, there are many projects on the District’s wish list of dubious value. For example, the proposed Career Academy, with a price tag of $30 million. There are many unanswered questions with respect to this facility. Where will it be located, how much will the land cost, what criteria will be used to determine who can attend, how will students be transported to the Academy, how will the District pay for teachers, administrative salaries or maintenance?

• Interior and exterior painting at $7.2 million. • New schools to replace existing schools which don’t need to be replaced. • Adding new theaters to five high schools. • $4.5 million for track resurfacing. • $1 million for tennis courts. While these are nice things to have when money is no object, (which is never the case) I have to ask how critical new gyms and theaters are towards achieving our educational mission, especially when this SPLOST allocates three times as much for these items than it does for learning and instructional purposes. Adding to these concerns is the issue holding a special election for this SPLOST, when it can be held during a general election or primary, thereby saving taxpayers $300,000. This is done to discourage voter turnout, where spending interests have a greater stake in its passage than the citizenry at large.

In response to these concerns, Superintendent Hinojosa has offered a series of vague reassurances. With transportation he said we’ll “figure out a way to get there.” With respect to maintenance costs, he said “We still have to work out the details.” With regard to staffing, he said they would begin looking at that in January of 2013, just two months before the March vote. In fairness to those of us asked to foot the bill, we deserve more transparency before we agree to giving the District a blank check.

This is not to say that Education SPLOSTS should never be passed, but the one before us now is hastily conceived and fraught with wasteful spending priorities. As such, it is time for the voters to tell the District to go back to the drawing board and give us a SPLOST which is truly deserving of our support.

Another concern is that the SPLOST was established by state law to pay for expansion of existing facilities to accommodate growing student enrollment, yet there is woefully little of that in this project list, and most of the money goes towards routine maintenance, replacement of serviceable

Cobb Chamber Celebrates at 71st Annual Dinner The Cobb Chamber of Commerce celebrated its many successes of 2012 at the 71st Annual Dinner celebration last month at the Cobb Galleria Centre with nearly 1,000 attendees including business and community leaders, economic development partners and elected officials. Emmy’s Academy will provide high-quality, accredited childcare to children with typical and special needs 6 weeks through 5 years old, Monday through Friday from 7:30am – 6:30pm. Opening in the Fall of 2013, the Academy will offer early intervention, specialized developmental care, and low student to teacher ratios all in an inclusive educational environment. My graphic designer, Sarah Floyd, a native of Louisiana, has always raved about her visits to New Orleans. “The Mardi Gras parades, music, the Saints fans, the Creole food, unique neighborhoods and city’s history and sense of fun provide a vibe like no other city,” Sarah would share. So, as they say in New Orleans, “Laissez les bons temps roule!” “let the good times roll” and we took off for a weekend road trip to New Orleans last month. If you want to experience New Orleans properly, it’s best to begin at the French Quarter and the French Quarter begins in the lobby of the Hotel Monteleone. We stayed in one of Hotel Monteleone’s 600 luxurious guest rooms. In fact, this venerable establishment sits at the foot of Royal Street (a block away from the famous Bourbon Street) which gave us the best point of departure for all things New Orleans. All we had to do was step outside this historic New Orleans landmark (a member of Historic Hotels of America) and shop after shop of fabulous European antiques, estate jewelry, Oriental rugs, and art from around the world were ours to enjoy! Quaint restaurants and specialty shops line the cobblestone French Quarter streets that led us to Jackson Square, the Old French Market and the Riverwalk where we strolled along the levee and watched the steamboats and barges along the Mississippi River. While Bourbon Street is great for discovering new drinks, and people watching, Sarah steered me to other parts of “Nawlins.” With the help of Free Tours By Foot, this FREE, name-your-own-price New Orleans walking tour, provided interesting and informative tours of New Orleans’s legendary neighborhoods and cemeteries. And on every step of our tours of the Garden District one day and the French Quarter the next, our expert guides–part professors, part performers– gave me a new appreciation for the city from a local’s point of view. I highly recommend this tour for anyone interested in learning more about the city rather than experiencing it just superficially. I love to get away from the national chains and shop for clothes, shoes and accessories in small boutiques that offer unique items so with six miles of shops, restaurants and more, Sarah and I spent an afternoon rambling along Magazine Street. With culinary delights around every corner, the people of this city love to eat, and they eat it all—from simply fried oysters and perfectly dressed po’ boys to cutting-edge dishes served Cajun style. Of course, we only had a short time to visit a few eateries. Here are my faves: • Napoleon House (500 Chartres Street, New Orleans, 504524-9752; www.napoleonhouse.com) – I enjoyed a delicious muffuletta sandwich and a famous Pimm’s Cup in this 200-year-old landmark that’s as casual and unique as its French Quarter surroundings. • Commander’s Palace (1403 Washington Ave., 504-8998221; www.commanderspalace.com) – offers an awardwinning menu that draws diners from all over the world since it opened in 1880. We enjoyed the specially priced lunch menu which included 25-cent martinis. • Café Du Monde (800 Decatur Street, Tel: 1-800-772-2927) – A trip to New Orleans isn’t complete without a fresh and sweet beignet in one hand and a hot café au late in the other. Open 24-hours a day, Café Du Monde is the perfect late night (or early morning) spot after a night out with the girlfriends. After a day of walking around the “Big Easy”, we’d revive ourselves at the Hotel Monteleone’s famous Carousel Bar & Lounge – where we enjoyed signature cocktails on their famous revolving bar. We’d then take in New Orleans’ nightlife. Here are some of those hotspots visited:

•Bourbon Street - The heart of New Orleans’ night life is a bit touristy with excessive neon, alcohol and stripper joints. Alcohol carried in plastic cups is permitted on the streets of New Orleans and it’s common for bars to stay open 24-hours a day. • Molly’s at the Market (107 Decatur Street, 504-525-5169) Taste the local bar scene here. • Street Musicians and Performers - While walking the streets of New Orleans’ French Quarter take time to appreciate these performers who vary from jazz to tap-dancing kids. The best ways to get around New Orleans are on foot and by their famous streetcars. The city’s neighborhoods are very compact, making them perfect for strolling sightseers like us. Although my time in New Orleans was short, I soaked in the walled courtyards and wrought-iron balconies, got a taste of mouth-watering Creole cuisine and enjoyed the miles and miles of shopping its galleries and boutiques with Jazz, blues, and Zydeco tunes oozing from every city crevice. Even though I didn’t make it to Mardi Gras, I realized New Orleans is a party year-round and city-wide. I left the city totally smitten. Go and enjoy. Even bring the kids, but that would be a very different experience. . . and that’s another travel story.

“Jilly Heart” Notecards Contribute to Cancer Research By Shayna E. Peiken

In August 2006, my sister, Jill Estroff Young, was diagnosed with cardiac angiosarcoma also known as heart cancer. She was 43 at the time and prior to this illness was very healthy. The doctors told her the cancer had already spread to her other vital organs and her prognosis was very grim. This type of cancer was and is very rare and due to limited research her treatment choices were limited. Upon hearing this news, our family worked together to see what we could do to help her. We found that her best choice of treatment could be found at Dana Farber Medical Center, a Boston, Massachusetts-based cancer treatment and research center. I began immediately thinking of ways to raise money to fund research, help her with medical expenses, and loss of income since she would not be able to work once she began the harsh treatments. I began making jewelry with a mixture of colorful gemstones and glass beads. Each piece was made with a heart in the middle of it. I called it “Jilly Jewelry”. I sold it to many stores and individuals. Jill helped me make many of the pieces and could not believe that so many people loved hearing her story and wearing her jewelry. During her last appointment at Dana Farber in December 2007, she and I hand delivered a check to Dana Farber for $5,000. She was extremely proud. She passed away in January 2008. The following year, I sent another check for $1,000. Since then, I have continued to make donations to the American Cancer Society and the American Heart Association in her memory. During the summer of 2009, her two children were visiting me. An interesting thing occurred during their visit. I had purchased a watermelon for us to eat. Once my niece and nephew left to return home, I cut open the watermelon. When I cut it open, I saw the most beautiful and perfect “Jilly” heart inside the watermelon. I called for my family to come downstairs to see it and we could not believe our eyes. However, I knew right away in my heart that it was a sign from my sister that she was around us even though we could not see her. One thing that my sister and I always enjoyed doing together was exercising. We would run together, walk together, go to the gym, and listen to fun funky music. www.eastcobber.com

Needless to say each time I take a walk and listen to my music, I can’t help but think of her. I believe that she reaches out to me during that time as well. I usually walk the same route several times a week. On three different occasions, I have found beautiful “Jilly heart” shapes embedded in various objects. I found a perfectly shaped heart rock right by foot as I looked down on my path. I found another heart in the street on the road that I walk behind my neighborhood. Another time, I found a “Jilly heart” on my walking route one day that was formed from dirt on the side of the road. I have walked by that same dirt pile many days since then and have not seen that beautiful heart again. Thanksgiving is a holiday that my family tries to always celebrate together. However, during November 2011, I was not able to travel to be with my family. I was on the phone with my brother making one of our family’s favorite dishes, a Jell-O mold. We even talked about how this was Jill’s favorite thing to eat during Thanksgiving. I put it in the outside refrigerator to congeal overnight. When I took it out the next morning, I found that a beautiful Jilly heart was imprinted right on top of the Jell-O. I knew right away that it was from Jill. I just smiled and sent a picture of it to my family. In July 2012, my kids and I traveled to visit my family in North Carolina. We met for dinner at an Italian restaurant. While enjoying a family style Caesar salad, it just so happened that one of the croutons on my daughter’s plate was a perfectly shaped “Jilly” heart. I quickly took a picture of it and everyone at the table smiled. I knew it was her way of letting us know she was around us. Last fall, I took my “Jilly heart” photos and created small notecards. The response has been very positive. Selling these notecards allow me to share her story and raise money for cancer research. The note cards sell for $10 for a set of eight. Cobb DOT Road Plans Threaten a Community Landmark

On January 8, Cobb Department of Transportation held a public viewing of the plans to improve traffic flow along Lower Roswell Road from Woodlawn Road to Davidson Road. Part of the redesign includes constructing a right turn lane from westbound Lower Roswell to northbound Woodlawn— right where Robert’s Fruit Stand currently sits. If the DOT plans are implemented Robert’s Fruit Stand will have to be moved or possibly, torn down. So many East Cobbers pass by the fruit and vegetable stand at located at the corner of Woodlawn Road and Roswell Road it has become a quaint landmark. For the past 20 years, the charming outdoor market has opened from April to November overflowing with plants and flowers, in addition to the produce owner Robert Cornely buys from the Atlanta Farmers Market. Last month, property owner Cindy Cornely started a petition on petition.org (look under Stop the Plan to Destroy Robert’s Fruit Stand) to keep the stand where it is. Cindy Cornely, says more than 350 people have contributed to the petition. Cobb officials don’t think this a big deal, but you’re playing with somebody’s livelihood,” says Cindy Cornely. “This is how we make a living. It’s been in the community so long.” Right-of-way acquisitions for the Lower Roswell traffic project will begin this summer, the fruit stand won’t be affected this year, although construction is scheduled to begin in mid-2014. But the Cornelys believe moving the stand away from the street would ruin the unique customer experience they’ve provided. “It’s part of the charm of the community, of not being the cookie-cutter thing that everybody else is,” she said. “This would take away all the charm of that corner.” If you’d like to support the effort to Save Robert’s Fruit Stand, go to petition.org/ Stop the Plan to Destroy Robert’s Fruit Stand and sign the petition.
