Best Places To Live’: Edwardsville, Glen Carbon Receive Top Rankings Rated high among best places to live near St. Louis By: Breanna Booker There are many great places to live around St. Louis, Edwardsville and Glen Carbon happen to be ranked as two of the best. On the “2019 Best Places to Live in the St. Louis Area” list created by neighborhood analyzing system Niche.com, Edwardsville is rated No. 27 and Glen Carbon is rated No. 34. There are 120 surrounding cities on the list. According to Niche, the rankings were calculated by a comprehensive assessment of each area’s “liveability.” They factored in cost of living, high education rate, health and fitness, weather, walkability and other factors to devise rankings. Economic Growth By: Scott Cousins Edwardsville had a record-breaking $248 million in new construction last year, and is poised to continue with a number of new projects this year, according to Mayor Hal Patton. Patton noted that the city issued 1,246 construction permits in 2018. “Some communities would have been happy with a dozen permits,” he said. He cited numerous projects, ranging from several warehouses under construction for World Wide Technology to a number of residential and mixeduse development projects. Patton also discussed road and other infrastructure projects, and upcoming developments including the 5-story Gori Julian building and plans for a mixeduse development on the county-owned Plum Street Property. Also speaking were Timothy S. Sullivan, an instructor in SIUE’s Department of Economics and Finance; and Charles S. Gascon, regional economist and senior coordinator in the research division at the

Federal Reserve Bank of St. Louis. They both said that the area’s economy was coming off of a very good year for growth. While growth will probably be slower in 2019, both said at this point the chance of recession is slight but there are some things that investors should keep an eye on. In announcing the 2018 Business of the Year Award, Patton said Contegra plays “a significant role in driving the economic growth of the area, accounting for about 48 percent of new construction in 2018” within the city. Patton said there is more than that to the company. “It’s not just how much you produce or how much you construct, but it’s how much you do for the community,” he said. “We’ve been in Edwardsville 15 years now, and I can’t think of a better place to invest our money,” said Contegra President Eric Gowan. After the event, Edwardsville Economic Development Director Walter Williams said the annual meeting is “part of our community building process.”

“When you allow local investors to understand how our economy works they make better decisions,” he said. “Our economy is different, we don’t have the ebbs and flows of the national economy. But if you just listen to the nation you get the wrong impression, so we have this event each year to make sure local investors are aware of how well our local economy is doing.” He agreed 2018 was a good year for economic development in the city. “The mayor has always emphasized, when you get local investors to invest, it attracts national investors,” he said. He noted something Patton touched on, that there had been $16 million in new investment in the downtown area. “Why is that important? Because 95 percent of those investments are from local people,” he said. He described the downtown area as the “front door to the community,” saying investors will take a close look at the downtown area when deciding to come to an area.

Work begins on interior of Whispering Heights’ south tower

Sugarfire Smokehouse targets June 1 as its opening date in Ironworks Sugarfire Smokehouse owners and operators received a taste of how well its new Edwardsville location will do during Global Brew’s Spring Beer Fest in City Park last month – Sugarfire sold out of food. Located in the Ironworks site on Plum Street, Sugarfire’s newest restaurant is slated to open June 1. Doug Lang, owner/operator of the restaurant gave a reporter a pre-tour of the facility Friday. “Edwardsville is a great, growing city that we’re excited to be a part of and it’s near St. Louis,” Lang said. He added that his business partners, Jim Cook and Matt Martin, have done other work with the construction company involved, Contegra, so it was a natural fit. Lang also owns and operates the Cape Girardeau, Missouri restaurant. Even though construction workers still have a-ways to go, Lang pointed out some of the eatery’s features. After entering, customers will almost immediately turn right to pass the beer and shake bunker, where they will encounter a greeter and receive menus before getting into the food queue. “We will greet folks, get a menu in their hand, beer or beverage and they can absolutely place their shake order as they walk through the door. We will have it ready for them by the time they sit down!” Lang said. “In addition, the ‘bunker’ will actually look like a shipping container when complete.” He said there will also be a return doorway so anyone coming back who has already been through the queue won’t have to stand in line again

simply to return to their seat. He said the main restaurant will seat approximately 85 people. There will be a section of booths, each with its own 27-inch TV, a long, conferencestyle dining table and a scattered number of four-top tables will fill the space. Lang said the rest of the indoor dining area will have three 70-inch TVs mounted near the ceiling. A feature some other Sugarfire stores lack that Edwardsville will have is a separate to-go area. People will be able to walk in to get their take-out barbecue, pies or drinks and vamoose. Sugarfire will share its patio with its neighbor Global Brew, which will seat 36 people for Sugarfire. Lang said he’s hopeful that on weekends, the two stores can partner for Barbecue and Brew weekends, especially after Global Brew installs its fire pit/ waterfall feature on the patio. As far as the menu, Lang said it will be the standard Sugarfire fare but that doesn’t mean the chefs won’t create one or two unique daily specials not found on the menu along with five or six unique side dishes. Lang said as examples, the Cape store Friday offered a sliced turkey, bacon, pastrami sandwich with Swiss and cheddar cheeses, fried pickles and white barbecue sauce on rye bread. Another Friday Cape special was two all-beef burgers, bacon, American cheese, French fries, lettuce, tomato, pickle, onions, ketchup and mayonnaise in a tortilla wrap. “We are really looking forward to being part of the community,” Lang said. With the south tower slated for completion in October and the north tower planned to finish in April 2020, Edwardsville will have two new places for residential living with retail

opportunities on the ground floor of each tower. According to its website, Whispering Heights will have 153 units and more than 18,000-square-feet of retail and restaurant space. There will be a long list of community amenities, apartment amenities and up to two cats or dogs per unit. Floor plans will range from 504 to 1,079-square-feet. Customer demand at Ironworks outstrips available parking

By: Charles Bolinger According to Jim Mundy, Sugarfire Smokehouse and Chicken Salad Chick in the Ironworks development are both selling $100,000 worth of brisket and salads a week, respectively. Mundy is a project executive with Contegra Construction, which built Ironworks. Customer demand now outstrips the available parking at lunch and dinner times, mitigating somewhat the positive news. A reporter visited the site Friday and the paved parking lot overflowed with vehicles. Overflow vehicles extended well past the pavement and parked at an angle, parallel to the Madison County Trail that passes the site. Additional vehicles extended the line during the reporter’s visit. Mundy said Sugarfire reports “phenomenal” demand and that the parking situation doesn’t bother them while Chicken Salad Chick’s owner reports her store is the second-best performing one in the entire chain, which comprises 126 outlets in the Southeast, South, Ohio Valley and Midwest.

“The demand has been extraordinary,” Mundy said of Ironworks, and denied the site is under-parked. “We have two times the amount of parking required by the city and two times the parking of a typical retail business, based on occupancy.” As of now, there are approximately 94 paved slots in the section of the lot closest to the buildings. Mundy said within six weeks, 36 more parking slots will be added in a new, triangular section of the lot. Traffic should only increase Monday, when Strange Donuts is slated to open, and Global Brew follows in the near future. After those, there are four additional storefronts to be filled. Mundy said there have been no complaints from First to the Finish, which is immediately south of Ironworks, about the lack of parking or overflow parking from Ironworks. Old Glen Carbon Fire Station razed as new facilities ready Glen Carbon Fire Protection District demolishes station built in 1957 Glen Carbon Fire Protection District officials, EMTs and others watched Friday as a backhoe tore into the west side of its former Firehouse No. 1 on Main Street. Eclipsed by its almost-ready replacement that is five times larger, the smaller structure, finished in 1957, came down in chunks that were transferred to waiting dump trucks. Ground was broken for the new station, 199 N. Main Street in August. Fire Chief Ralph Well has said the building is vital for the ever-growing fire protection district.

The Parkway By: Charles Bolinger Highland-based developer, Plocher Construction Co. Inc., has provided new details about plans for the $50 million, 26-acre mixeduse development located at the intersection of Governors’ Parkway and Route 157 in Edwardsville. Previously referred to as the Edwardsville Town Center, the development will officially be called The Parkway and will offer residents recreational and living options, unlike any other development in the area. The residential side of the development will be called Trace on the Parkway and will consist of 184 luxury apartment units and will be a mix of one-, two- and three-bedroom units. Plocher broke ground on the first of three residential buildings on Jan. 7. Jessica Williams, a public relations specialist for Plocher, explained “Edwardsville Town Center” was the original name during the planning phases for the site. Once Plocher hired a marketing firm, the agency suggested a more meaningful and unique name. “We saw an opportunity to build something exciting and new that offers an enhanced living experience,” Plocher Construction President Scott Plocher said. “It’s close to downtown, at the edge of the Madison County Trails and easily accessible to everything happening in Edwardsville.

One of the nicest things about living at Trace on the Parkway will be the convenience of shopping and dining just a short walk from your home.” Plocher said the development will bring an urban-lifestyle feel to Edwardsville and the surrounding communities that combine the convenience of downtown with the feel of a neighborhood. The project will include multiple amenities including a resort-style pool, fitness center, social lounge, walking/jogging paths and connections to the Madison County bike and walking trail system. The first phase will include 72 units and the main leasing center, which houses the fitness center and the pool and is slated to take 14 months to complete. The second phase of construction is scheduled to start during the second quarter of 2019. On the commercial side, there will be six outlets, single-story retail buildings and a new, 40,000-square-foot flagship store for Kloss Furniture. Williams declined to name any commercial vendors that are part of the project, saying only that such information will be forthcoming in a future media release. The project, which is located on the land formerly occupied by Madison Mutual Insurance Company headquarters, will also include approximately 78,000-square-feet of leasable commercial retail space. The Metro East real estate and

development law firm of Byron Carlson Petri & Kalb, LLC is serving as legal counsel for the development. The project will be completed in phases over the next two years with final completion expected in 2020. Williams explained the historical significance of the name, The Trace: Edwardsville was incorporated in 1818. The first European-American settler was Thomas Kirkpatrick, who came in 1805, laid out a community and served as Justice of the Peace. He named the community after his friend Ninian Edwards, then territorial governor of Illinois. The Edwards Trace, a key trail in the settlement of Central Illinois, used Edwardsville as a northward launching point. It knitted together what are now the communities of Cahokia, Edwardsville, Springfield, Elkhart and Peoria. Sections of I-55 parallel the Trace’s line today. This name evokes community and activity. The Trace was a trail, which represents activity, movement and community development. This new residential development is designed for physically and socially active adults, with two workout facilities, close proximity to the Madison County Trails, a pool and lots of common space for community activities. Trace on the Parkway continues to rise on Route 157, between Center Grove Road and Governors’ Parkway.

Per the developer’s website, amenities will include - open concept, laminate flooring, quartz countertops, tiled backsplashes, wireless-fidelity (WiFi), USB wall outlets, clothes washer and dryer; all utilities and wi-fi are included in the rents. One-bedroom units, about 720 square feet, will cost $1,500 to 1,600; twobedroom units, about 1,050 square feet, will cost $1,900 $2,000 a month; and three-bedroom units, about 1,468 square feet, will cost $2,200 per month. There are also optional storage units. Units can be rented with an available garage for an additional $85 a month. Community amenties will include: two fitness centers, a multi-purpose room, available electric car chargers in garages, an Internet cafe, a bar/lounge, meeting/party room, a large, heated pool, hot tub, fire pit, an outdoor kitchen, bike storage, shared work spaces, business center and a dog park. According to the development’s website, the development is named after The Edwards Trace, a historic trail that led from Kaskaskia to what is now Peoria. The trail was heavily traveled and vital to trade in our town. The Edwards Trace and city of Edwardsville are both named after Ninian Edwards, the Illinois territory’s only governor from 1809 to 1818 and who went on to serve as the state’s first U.S. Senator and the third Governor of Illinois.

Watershed Nature Center

The Watershed Nature Center is home to over 40 acres of prairie, forest, and wetland habitats. The center features paved walking trails, a raised marsh walk, and a welcome center. The Children’s Museum continues to add new features to its Discovery Garden. The Museum has been donated two toy excavators by Q3 Contracting and Sugarloaf Nursery. On Friday, July 12, Q3 began removing topsoil in the area the new excavators will be located. The digging area is said to be opened on Tuesday, July 16. “It’s amazing that they did this for us. I remember having those when I was a kid, now we rarely see them. It’ll be a fun addition and new learning experience for the kids,” Director of the Children’s Museum Abigail Schwent said. The discovery garden is full of new additions this year and continues to grow. The largest structure in the garden is a greenhouse that was donated in the fall of 2018 by the SIUE construction department. The garden also has multiple garden boxes that kids are able to help tend during their monthly Greenhouse

Day. All the garden boxes were donated by Farmer Joe, an avid gardener, and former teacher. Farmer Joe also teaches kids about each vegetable and herb in the garden and urges them to try at home. “What’s fun for me is all the questions I get and helping them find an answer is always a journey,” said Joe. All plants in the garden have been donated by local farmers, and all produce grown will go to the Goshen’s BeetBox. Greenhouse Days are free with museum admission and children will be able to plant and take home a different plant each month. The agency’s Jim Harper’s inspiration was the classic blue note jazz series, and he compares that to how the life and heart of a library is like a complex musical score, where all of these things are intertwining and mixing, recounted Schardt.

“When you look at our new logo you may see books, but we hope you also see the vibrancy and the possibilities waiting for you at the library!” she said. “Our Carnegie library building is an important part of our history, and we have honored that for many years by using our building as the

City OKs $10M in bonds for Plummer Family Park Edwardsville City Clerk Jeannie Wojcieszak led a public hearing Monday on the city’s $10 million bond issue for Plummer Family Park. She spoke to an audience of five people during the approximate 10-minute hearing. These bonds, combined with $950,000 in lowcost loans from Madison County, are funding the park’s initial construction. The park’s total cost is expected to be around $14.3 million. No one from the public spoke for or against the bond issue. The city council went on to approve the bonds at its sine die meeting Monday following two brief public hearings. Before voting “yes” during the main council meeting, Alderman Janet Stack expressed concern about the amount of funds the city will transfer out of its general fund to kickstart the project and to cover the difference among the loans, bonds and the operational costs. The city has partnered with Hilltop Securities in a financial agreement. One piece is to identify the amount the city should keep in its general fund at all times, but that data will not be known until later this summer, hence Stack’s concern.

Maturity Rate determined as of April 15, 2029, plus .59 percent and not to exceed 4.45 percent. The bonds are scheduled to mature in July 2039. The 83-acre park will open with four, 12-andunder baseball/softball diamonds near Goshen Road, six multi-purpose fields, 12 pickleball courts, parking spaces for 799 vehicles plus 22 spaces that meet the Americans with Disability Act (ADA) requirements, almost a quartermile of public roadway, a concession stand, restrooms and more. “The field house will include courts for all indoor sports and will be constructed in a manner to allow for flexibility between uses,” Assistant Parks Director Katie Grable explained. One of the youth diamonds will have a synthetic infield and outfield. The pickleball courts will have eight-foot tall fencing with windscreens and three shade structures may be added later. The six fields will support soccer, field hockey, lacrosse, football. There will be perimeter and interior park walking trails, too.

After sending out bond issue requests to multiple local banks, five replied. After considering the offers received and the current public market, the city will issue bonds to the First National Bank of Staunton.

Construction began in March, despite the soggy weather. However, the snow and rain that has fallen since approving the park in February has pushed back the tentative opening date to approximately November, city officials said. The completion date remains weather-dependent.

The bonds will be issued at three percent interest for the first 10 years. After that, the interest rate will adjust to the 10-Year Treasury

soccer fields will use synthetic turf, one will be sodded turf while the other three will be seeded. Future park phases may include four adult baseball/softball diamonds at the park’s northern end, four more 12-and-under diamonds with more parking and a second Goshen Road entrance/exit, plus a 3.5-acre community park space for those wanting a break from or who are not interested in organized sports. The city is aiming for the park to attract much more than the casual user; it hopes to draw leagues and tournaments to play there so that people visit for a week, investing tourist dollars in the area’s various attractions. According to city officials, the baseball/softball fields are projected to have nearly 17,000 players in leagues, tournaments and “pick-up” games annually. The pickleball courts will provide court time to about 14,000 players per year while the six, rectangular fields will serve about 30,000 participants. Besides encouraging the population to be more active physically, the project is expected to stimulate business growth in the Interstate 55 corridor between Goshen Road and Route 143. City officials claim sports parks are significant generators of related businesses — restaurants, hotels/motels, sporting goods and apparel stores and gas stations — which Edwardsville hopes will generate revenue to pay, in part, for the park after its first year.
