PUBLIC SAFETY Summer is definitely in full swing in this part of the country. Temperatures are rising into the 90s and the sun is blazing. As a result, our lake is full of activity from dawn till dusk, with everyone trying to hit the water at the opportune time for their particular activity. The Public Safety Department has had a few issues with higher level offenses, but for the most part, folks are just neglecting to pick up HS decals, or forgetting to put them on. Let’s see, this month is August, so I know we just had a big celebration out here, but I can’t put my finger on it….. Oh yea, Independence Day! This year’s holiday remembrance was very well received by one and all. The annual Ski Club performance full of Storm Troopers, light sabers, and Wookiees, had a very large turnout, and we had a good showing from both land and water for the fireworks extravaganza. There were some complaints received for residents using private fireworks, but it is always a challenge dealing with this matter. I would like to thank the Holiday Shores Ski Club, the Holiday Shores Volunteer Fire Department, and J&M Displays for providing everyone with a fun filled day and I would like to thank the members of Holiday Shores and their guests for working with the Public Safety Department to make this another safe and enjoyable experience. The month of August also brings back the return of the yellow student haulers and crowded intersections. Public Safety will be out checking these areas, to ensure both students and drivers area being cautious. Our minds may often be filled with thoughts of life’s list of requirements and focus may not always be on the road in front of us. So, I ask the membership to please slow down during the morning and afternoon hours and be watchful of the kids making their way to and from their bus stops. If you have any questions or concerns, please do not hesitate to call the Public Safety Department at 618-531-7923. Sincerely, Matt Schaefer HSPS Lead Officer 618-531-7923 618-656-7233 ext. 3 hssafety@madisontelco.com 5

Manager's Report by Glenn Dalton Manager’s Report July 2017

up we will initiate the coordination process thru our Web page and all face-book pages within the Community.

Our lake level is normal pool and the water quality excellent for all recreational pursuits. Unfortunately several lakes with-in IALC are again facing shut-downs due to blue-green algae blooms in their lakes. The consistent rains we have been receiving are constantly flushing our lake and the reason for our water quality. The A&W Fishing Classic was a tremendous success and looking at big bass and daily weights for this event indicates our fishery is in excellent condition and balance. Annually in August our Fishing Committee conducts a meeting with our IDNR biologists and the membership and our management plan is discussed in detail and the recommendation for annual stockings of species developed for Board approval. Swim Lessons were well received and we cannot stress the importance of taking this action with all children in a lake community. The 4th of July Ski Show just gets better every year and we marvel at the acts and the ability to pull them off without a hitch with the age of the performers. This year’s audience was the largest we’ve seen to date. Ski Club we want to thank you for the blood, sweat and tears and the mentorship and training required to make this show an annual highlight of the Community.

Recently we met with the Madison County Sheriff’s Office concerning the issue we have with speed and running stop signs within our Community. Our speed limit is 25 mph and stop signs are in place for a reason. With the number of people walking our streets, including children, we do expect the common sense rules of the road to obey these rules would apply; however, it seems that many trafficking our Community seem to think they do not apply in our Community. We have requested assistance from Madison County to enforce these rules and violate the offenders. Common sense dictates, in the interest of Public Safety, we follow these simple rules. Regards, Glenn

The Board of Directors have determined our 2017 Road Plan with chip and seal conducted on Waikiki Dr., Jolly Roger Dr., High Point Dr., Overlook Dr. and Alden Lane and Tampico and a portion of Sextant being remediated. Remediation will be new to this Community and we will have a period where the road will be closed to thru and cross traffic for an estimated 2 day period each. Some stationing of vehicles, walking to pick-up children at the school bus stop required and we will schedule away from trash day. This will take patience and coordination by all involved and when we have the dates firmed

Gate l - Elm/St. James Corner Garden Club Member, Jan Tolliver, maintains the above gate garden. The knockout rose bush and lilies provide bright color during the growing season. Jan’s plans for this next year are to cut back the rose bush and possibly add a small amount of gravel to the garden. As is the case with several of our club members who manage some of the other community gate gardens, Jan especially appreciates the low maintenance nature of this garden. She took on responsibility for Gate I within this past year and commented on how grateful she was to inherit such a well-maintained space. This is a very busy corner with customers going in and out of Behme’s, along with all the traffic that passes by this gate garden. We appreciate Jan’s efforts here and know that all who pass by do so as well. This month’s meeting is scheduled on Monday, August 21. We will be touring Willoughby Heritage Farm in Collinsville, IL. Meet at the Holiday Shores clubhouse at 5:45pm. The car pools will leave the parking lot promptly at 6:00pm. The farm website describes the Willoughby Heritage Farm and Conservation Reserve as a public park with an atmosphere inspired by 1950's farming-life, complete with tractors, barns, a 1930's style Craftsman Farm House, and more. The farm has over 30 acres of wild-life preserve complete with hiking trails, bridges, and vistas overlooking the prairie and other areas. You may wish to refer to the website, www.willoughbyfarm.org/ for additional information. Sack dinners will be provided. This will be a wonderful evening for all who are able to attend. Guests are always welcome and encouraged to attend any of our meetings. We ask that our guests RSVP to Patti Brown, Vice President of Garden Club, to ensure that we have enough sack dinners for everyone. Patti’s e-mail address is thepattib@att.net. We continue to seek community volunteers to work in the Native Plant Garden at the north end of the lake on Biscay Drive. We currently have two plots to maintain and hope to create additional plots over the next few years to create a beautiful natural landscape on the slope. Please contact club member, Nan Adams, at nan2adams@att.net or 618-977-0029 to let her know of your interest. The work days are scheduled on the third Saturday of each month, 8:00-9:00am. The August work day is Saturday, August 19. This is a worthy and gratifying endeavor for our community. Garden Tip for August: Don’t apply pesticides during the summer heat. Avoid all pesticides, even insecticidal soaps. If you must, apply on a cool evening. *** Please continue to watch the Holiday Times for Garden Club news and details of our meetings. Guests are always welcome and encouraged to attend any of our meetings. We meet on the third Monday of each month at 7:00pm, unless otherwise stated. There are no meetings in January and February.

The A&W AMERICAN FOOD SUMMER CLASSIC was held June 24th & 25th. We had 26 teams entered to try to be the first champions of the A&W Summer Classic. The weather was perfect for the first day for a 6 am takeoff with Guy Schmidt acting as the official starter as he been doing for several years. The fishing was good for most of the teams with some big fish being caught. The boats arrived back to Holiday Shores Marina for a 2 pm weigh in. We were greeted by a great crowd that came to see the weigh in hopes to see some big fish. They weren’t disappointed.... Alan Boeser brought a 6.11lbs. bass to claim big bass of the day and Alan & Kyle took the lead of the tournament with a 5 fish limit weighing 17.87lbs. 2nd was the team of Tim Indermitte & Shawn Jennings with a limit of bass tipping the scales at 16.32 lbs. 3rd was Brian Helm & Zach Hartnagel with a 5 fish limit weighing 15.52 lbs. Day two was another nice morning but the fishing wasn’t as good as the previous day, but there is always a team or two that figure out the tough bite. Like day one the marina was packed with fans for the 2 pm weigh to see who would be crowned champions. As the teams started to weigh in, the leader board started changing quickly. Team Harry Tippett & Gastro Nieto only had one fish but it was the right one. Harry pulled a 7.30 lbs. bass out of the bag which made this the fish to beat for the chance at the $20,000.00. With Helm & Hartnagel sitting in the top spot with a two day total of 27.69 lbs. and the team of Alan & Kyle Boeser still to weigh in the pressure was on.....but they fell short only catching one fish for the day which left Brian Helm & Zach Hartnagel claiming the first place spot at the first A&W Summer Classic. We would like to thank A&W and Jim McCann who made this all possible this year. All teams received a 20 oz A&W mug and a voucher card for A&W or Long John Silver’s. Jim also personally handed out the checks and trophy’s to the teams. Thanks again Jim!!! We also like to thank all of our sponsors this year and special thanks to our platinum sponsorships, Bethalto Animal Clinic DRS Buller, Stahlheber, Ohms, Goshen Butcher Shop & Holiday Shores Marina. Harry was the lucky fisherman who won the chance at the $20,000.00. The magic number to match was .27 and his fish weighed 7.30......so close but no cigar this year. We will have to wait for next year for us all to try again....!!! PLEASE REMEMBER CATCH & RELEASE PROTECT OUR RESOURES

www.holidayshores.us - August 2017 Holiday TIMES that annually? Have we ever went out for bids? Glenn Dalton - we have discussed it several times, but have never been given the spec to go out for bid. Bob Lowrance – The spec is to give us an audit. Glenn Dalton – They would need to be familiar with Homeowners Association. Glenn Dalton – If the Board wants to pursue bids we need to start that now. Dave Decker – This discussion comes up every two years, and I have no objection going out for bid. Bob Lowrance – We need to solicit three bids, and if anyone knows of an audit company please have them get in contact with Glenn. Steve Yates – Lets post it in the Holiday Times that we are going out for bid. Monte Thus - Motions to approve as submitted. Shaun Diltz – Seconds. All in Favor. Action: Motion carried.

Date: June 14th, 2017 Attendance Board Members Present: Bob Lowrance, Jeanne Abert- Martin, Steven Yates, Shaun Diltz, Michael Hawks, Dave Decker, and Monte Thus. Excused Absent- Jeanne Abert- Martin Quorum Present: Yes Others Present Rob Frey, Brandy Skelton and Glenn Dalton from the Holishor Office. Holishor Members Present: 9 Non-Members Present: 1 Curt Westerich (Heneghan and Associates)

Profit Loss Budget Information Only. Dave Decker – One of the things that were noted at the Finance Meeting was the Carry-Over amount is not on here yet along with the items that we had approved allocations for. Glenn is aware of that and the request has been made to have it on the next profit loss.

Proceedings Meeting called to order at 7:30 PM Pledge of Allegiance Recited

Manager’s Report Read by Glenn Dalton Public Safety Report Read By Glenn Dalton During this period 74 incident were reported, citations written 69. Animal incidents we had 1, vehicle incidents we had 7, property 21, incidents involving persons 5, alarm responses 7, incidents on the lake 30 and other incidents 3. Bob Lowrance – What has happened with incidents on the lake that we were at 3 last year and this year 30? Glenn Dalton – Boat Decals, there are alot of people that come into register their boats and just fail to put on their new sticker, and of course we have to enforce those. Shaun Diltz – One of the property incidents on Woodland, looks like water coming out of a members crawlspace, possibly from a sump pump. It was forwarded to Rob for a possible Building Violation, i was curious as to what that would be? Glenn Dalton – If it was a sump pump it needs to be going to the front ditch.

Bob Lowrance – In the last Holiday Times as a president letter I ran a coloring contest, our winners of the coloring contest are here with us this evening. There are three categories and the winner of the 5 and under category is Madilyn Cameron. The winner of the 6-9 age groups is Reed Rusick, and the 10 year old is Alexis Brannon. All are present with a check for $25.00; the checks that are presented to the winners are not of Holishor Association Funds. Minutes of May 24th, 2017 Dave Decker- Motions to approve as amended. Monte Thus- Seconds. All in Favor. Action: Motion carried. Transfers of Property Bob Lowrance – 5 transfers of property of which 4 triggered initiation fees. Three were houses and two were lots.

Old Business Credit Card Convenience Fee Dave Decker – What you have in front of you is a proposal for a credit card policy with some rates and general guidelines how to process the cards. It is for 3% convenience fee with a $2.25 handling fee. It would be considered to be an incentive to pay with cash or check because there are no fees associated with that. Those

Bills & Salaries Bob Lowrance – Glenn, the annual maintenance for the elevator, is that typical? Glenn Dalton – Yes, it is. Bob Lowrance – Our audit fee. Glenn Dalton – We have a contract with them for that amount. Bob Lowrance – Is 23

August 2017 Holiday TIMES - www.holidayshores.us fees can be programmed into the machine. Just to note is the privacy information and the procedure is if taking an over the phone charge, it is to be done with the member on the phone. So that there are no cc numbers written and laying around in the office. Dave Decker – Motions to approve the Holiday Shores Association Credit Card Policy, with the change to the bottom line to read, convenience fee will be $2.25 + 3% of charge amount. Monte Thus – Seconds All in Favor Action: Motioned Carries IT Committee Dave Decker – On the bid from Ace Tech, do we have the capability to do the install? If we do will they be willing to do the per hour maintenance? Rich Fennell 54- Yes, We can do the install and there is no contract for the $125/hr maintenance and there is a $20 monthly monitoring fee. Justin Patterson 1656 – I had a conversation with Ace Tech before the meeting and he is willing to trade the $20 monthly monitoring fee for a Business Card size ad in the Holiday Times. Dave Decker – I think the only other question, are we oversizing the server? Justin Patterson 1656 – I sized the server based on the amount of data that we have on the existing workstations downstairs with 10% growth to last us 5 years, which is the normal length of time that a server will last before you need to replace parts or the machine. Dave Decker – The IT Committee recommendation; Ace Tech hardware install and support, they are close to Bethalto and have used when you need it support model. The IT Committee can install but recommends going through Ace Tech since they are better suited to support infrastructure during install. The IT Committee will ride shotgun for the installation and help with the hand off to the staff and would like to hand off after normal business hours or a weekend. Bob Lowrance – Thank to the IT Committee for taking the time to do this. Rich Fennell 54 – When we do install it, it would have to be the weekend or afterhours. If we are going to configure and install we need to make provisions for the install. Glenn Dalton – What is the install time? Justin Patterson – I would say about two days, a day to pre wire and then a day for install of server and firewall. Dave Decker – If it is two days, how long is the system down? Justin Patterson 1656 - When we install the firewall the connection to the internet will be down about ten minutes. Most of the work will happen off site, I have stuff set up at home so that I can build things and in this case we will build it there, bring it into the office and basically plug it in. Dave Decker – Even though your recommendation is to have Ace Tech do the install, you are willing to do it? Justin Patterson 1656 – Yes. Bob Lowrance – What would the cost be to have them install it? Rich Fennell 54 – We don’t have a firm quote for that, but based on 16 hours of labor they charge $125.00 per 24

hour. The cost would be about $2000.00. Dave Decker – Motions to go with Ace Tech in Bethalto for the purchasing of the equipment as specified in the request and with the IT Committee doing the installation, and that we trade one credit card size ad for free monitoring of the system until the Board decides otherwise. Monte Thus - Seconds Shaun Diltz – I want to clarify that the $125 month to month is only when it is needed. That is billed in 15 minute increments. Rich Fennell 54 – That is not even in the contract because it is not needed as a monthly. All In Favor Action: Motion Carries Rich Fennell 54- Now that we are moving forward, we need to schedule a meeting with Glenn. We can discuss the wiring and the final plans for set up. Gerry Theodore 1346 – Where did you decide to put the equipment? Justin Patterson 1656 – In the Boiler Room. 2017 Road Plan Curt Westerich (Heneghan and Associates) Provides the board with options on different ways to rebuild roads. Right now you are putting 6 inches of rock on the existing road and put two coats of chip and seal over the top of that. I wouldn’t recommend that since you will see existing pot holes show up after a while since where water has sat in the past has a chance to sit there again, even under the chip and seal and rock. We are suggesting some variations. Rather than putting on 6 inches, we recommend 4 inches of rock, before you do that we would pulverize the road and crown it and then put the layer of rock on it. Then you would compact it and pulverize again. Then put the chip and seal over that. It’s more long term solution. You will get more life out of this. We have a contractor that will core the existing pavement out here for free so we can give our best recommendation based on the thickness. Another option we have is instead of mixing the rock in with the pulverized road we can mix a cement mixture. So we have a cement stabilized base. We need enough structure in the existing road to recommend that methodology so that is another reason we need to wait for the cores. We’re not going to recommend the cement mixture if there is very little road under the surface since we need 5-6 inches of existing road. Rob Frey- It varies, we did some cross road culverts and saw 6 inches in the middle of the road, and 1-2 inches on the edges. Dave Decker- Did you have another option? Curt Westerich- The other option is the putting on a couple inches of clean rock if there isn’t enough pavement on the existing road. So if there isn’t a lot of pavement we would add rock first, compact and combine and then add the cement mixture to that. You have more of a mixture of existing road, road, soil, and cement. I’m a big proponent for the cement stabilization. We need cores to provide prescriptions for mix designs

www.holidayshores.us - August 2017 Holiday TIMES from geo-technical firms and they aren’t cheap. There is an upfront cost from $5k to $10k. The cost associated with the concrete mix can be up to 40% more expense per linear foot. Dave Decker- Does that mean we get 40% more life to the roads? Curt Westerich- Not necessarily. Dave Decker- We use the better methodology for a more travelled road like Tampico and maybe not use the best methodology for roads that aren’t traveled as much. Curt Westerich- Traffic will come into play with our recommendation. We have this information right now for the two roads we’re taking about, 325 cars a day for Su Twan, 150 for Tampico. Bob Lowrance- So do we want to make a decision tonight? Curt Westerich- I’ll do a write up of the three methodologies and get the cores going. Steve Yates- Lets pick a few things out and get some of the roads going as far as some of the chip and seal and cross road culverts. Dave Decker- I think we can get a decision on that tonight. Dave Decker Makes a motion to approve the proposed chip and seal roads that were on our map tonight that totaled 7301 linear feet and all the culverts proposed with the exception of the one on Monaco CT. Shaun Diltz Seconds All in Favor Action: Motioned Carries Dave Decker- Now what are we going to do with the road rebuild. I think we should do a dual path and have Julie come out to mark lines on Tampico and Su Twan. Get the cores for both of those areas too. Cement addition with addition material methodology would be the method that I would like to see. They are both rated as some of the worst roads, one is very highly traveled and one is highly traveled. Bob Lowrance – I would rather see Su Twan done since it is more trafficked, more people will benefit. Board agrees. Dave Decker- That brings us to Monte’s comment on the overages. If we get prices back on both of these roads then we could potentially do both, but I agree Su Twan is a good option because of the traffic usage. We could see lots of Julie problems with one of the other, hence why we go after both right now and see what happens. We have to do something in regards of road rebuilding this year. We are pressed with time on this. Steve Yates- I think we should go after another road if possible since we have free coring and Julie already out here marking utilities. Glenn Dalton- We can give that road recommendation to Curt. Shaun Diltz- With these low rating on some of these roads, are they always going to be a rebuild if you have them symbolized in Red or Yellow. Curt Westerich- Yes. Do you want to wait two weeks on making a decision on the geo-technical requirements we will have? Bob Lowrance- Please ask him to put us on the schedule tentatively. Curt Westerich- Okay, I will find out the turnaround on that. 25

Dave Decker- So before next meeting we as a board will be expecting. Julie will have done their work, cores will have been taken, we will have the results of the cores so we know the thicknesses, and cost estimates on the roads. Registered Watercraft Glenn Dalton – We currently have 969 watercraft registered within our community. Breakout by type: Hulled – 378, Pontoon – 358, PWC- 110, and Non-Motorized – 123. Shaun Diltz – Thank You Glenn for doing this work. New Business Golf Carts / 4 Wheelers Bob Lowrance – I would like you to give us the current policy on side by sides, golf carts and four wheelers. Glenn Dalton – What is allowed in Holiday Shores? It must meet all requirements in Illinois as the Slow Moving Vehicles. Open Floor Shaun Diltz – Glenn, some of the buoys look like that have moved a bit on the way into fishing cove and the marina cove. Move those into their original positions. Also the buoy in the back of fishing cove is useless. I think it is doing more harm than good. You’re already in a no wake cove. Glenn Dalton – For new boaters they get confused with that buoy and coming out of Spanish Cove they can fire it up. That is not the case the whole cove is no wake. The intent with that buoy was to remind them but I think that it should be removed. Shaun Diltz – Motions to remove the buoy in the back of the fishing cove. Michael Hawks – Seconds All in Favor Action: Motion Carries Dave Decker – Motions to move to executive session. Monte Thus – Seconds All in Favor Action: Motion Carries Meeting adjourned at 10:19 p.m. to Executive Session. Meeting minutes submitted by Steven Yates Jr. Board of Directors Meetings are always held the 2nd and 4th Wednesdays of the month at 7:30 pm in the clubhouse ballroom. All Holishor members are welcome to attend. If you can't attend or would like a written correspondence to the Board of Directors and send or drop off in the Holishor Office 7 days before the board meeting. This allows the board time to research the issue before the meeting.

August 2017 Holiday TIMES - www.holidayshores.us and the city would overlay the association. The Association will remain private, everything remains the same. Jim sent out some by-law changes as recommendations. We have been talking to St. Rose who voted to pass and incorporate, they have not yet set up the city government yet, and we are watching them and are in touch with their attorney to view the process. Currently we have 300 affirmations without trying. The association granted us $2500.00 to investigate and we have spent roughly $150.00. Gathering additional affirmations, we would like to do some additional mailings and town hall meetings. There will be some cost with the mailings. I want to get feedback from the board to see if we are still on the same page to pursue. Senator Haine is under the weather and we are going to approach him about changing CICA from 2/3% to a simple majority at 51%. Glenn Dalton – Scott, how much of a budget are you going to need? Scott Webber – We would have to develop a plan and rather than do a mass mailing we would like to target quadrants of the community. Glenn Dalton – The money that was allocated was 2016 money and right now we have nothing allocated in the current budget for the Incorporation Committee. Bob Lowrance – The membership voted to allow $2500.00 without a specific limitation or year. I would still be for continuing the investigation. Jeanne Abert-Martin – I would like to continue, there has been a lot of work involved. Dave Decker – My personal opinion, is to continue to figure out if it is the right thing to do, and we will not know that until we have more research. I would like to understand the benefits and what the cons are. Scott Webber – They are in the presentation. Dave Decker – I saw the Pros in the presentation, not the cons. Scott Webber – The one con continues to come up, do you want another layer of government, other than that we have yet to come up with any other cons. If you look at the monies, using Gerry’s property, the number was roughly $250 in additional taxes, and Illinois voted to lower that. All our taxes have been at the highest amount mark, if you look at the cities in the area, I think the numbers that we have seen is .08 to about 1.5 being the highest. If you look at Peoria or Chicago, I am sure they are even higher but around here we have yet to see anything around the top end of that and all of our numbers are at the top end of that. Look at what you are currently paying the townships, so you would get a portion of that back. You are already paying the Illinois Road Tax, you are not getting any benefit of that. I cannot control what the city does and the newly elected officials, nor can I control what the Board does. We have come up with a plan that will reduce association fees, dues and assessments, just based on the equipment that is in reserves that will no longer be needed. Shaun Diltz – I do not like the idea of changing the CICA from 66% to a majority of 51%. Scott Webber – Why? Shaun Diltz – I like the protection of the Association at 66%. Scott Webber – McCann and I wrote

www.holidayshores.us - August 2017 Holiday TIMES Bob Lowrance – Based on what I am hearing from you two gentlemen, I would like to go forward with Tampico and Sextant. Glenn Dalton– We still have the core samples, and to go forward with option D then those would need sent off for the mix design. Curt Westrich – We would need to know soon, so that we could get those shipped up to Milwaukee, for the mix designs, because of the timing of the year this needs to be done quickly. Dave Decker – are there any costs that are not in this summary. Curt Westrich – Depending on how much is done the only other cost could be the NPDS permit, when you disturb so much acreage of land, the only way we would be doing that is with the ditching work. If we were only doing one road it would not be a problem, if we choose to do two or three roads, there could be some costs for the permit. It is something that has to be filed with IEPA, there is a fee of about $500.00, and submitting the permit is roughly $1000.00 and there would be some work required in the field such as silt fences to prevent erosion. Dave Decker – Whatever we do we need to make sure we are legal. Conversation Ensues… Mark Pierce 1712 – I have addressed drainages issues on my property on SuTwan for some time with the Lake Manager and the Board. I would like to know why SuTwan is not one the target areas to be reworked? Bob Lowrance – Our biggest challenge is dollars and we try and take those dollars and allocate them the best that we can. Glenn Dalton – Basically that was part of the Road Plan when SuTwan was a part of the plan, that has changed. We already know that we are going to replace that pipe, like I have conveyed that to you. We also have his concurrence that when we replace that pipe we replace the size of that pipe to a facilitated twenty-year rain. Mark Pierce – It would be nice to have someone unclog the pipe, it is 100% clogged. I have mentioned this time and again, how much does this cost? Glenn Dalton – We really didn’t see a problem until two years ago when it was brought forward and it was draining, now it has collapsed and it is not draining, that is why we are replacing it. It was on the plan and then we took SuTwan off the road plan and we are working it back in. Have we ordered the pipe yet? No, because we are waiting to gather one large order to save on shipping costs. When the road plan is approved, we will order all the pipe. Jeanne Abert Martin – Make a motion for the 2017 Road Plan to include Tampico and Sextant. Dave Decker – Seconds Shaun Diltz – On the turn on Sextant where it is 55 wide, are you taking that into account with your bid? Curt Westrich – the way we are taking that is we figured 20 feet. Some of those roads are narrower and others are wider. Shaun Diltz – If that one area takes up 15% of that total linear feet, would that skew the price? Dave Decker – Yes. Shaun Diltz – That is the only thing I was

the 66% based on our covenants, the reason that it was put in place was specifically not to allow the Board to have 100% control and our efforts were to limit the Board and what they could do. Dave Decker – I want to continue to investigate. Bob Lowrance, Monte Thus, and Jeanne Abert-Martin agree. 2017 Road Plan Glenn Dalton – Curt Westrich is here with us to answer any questions. We did get input from Curt this week and he did give us some pricing, which is all inclusive. The only questions that we had was, were the surveying costs included in and is there a survey requirement? We have an agreement that option D is the type of reclamation that we are looking at with regard to the pricing. Curt Westerich (Heneghan and Associates) – Surveying was not included in that pricing but we feel that it is not needed for this project, we are not going out and surveying existing conditions and setting grades it is something that will be done in the field. Bob Lowrance – We are basically repairing what we have, not building new. Curt Westrich – As far as the road bases, we estimated that you would be using the road that is out there, pulverizing it and mixing with cement with it. We felt that with the 17-18 cores that were done, the cores averaged out the least depth between rock and oil and chip was about 6 inches and in some areas 9-10 inches. We feel that there is more than enough, that all we will need to add is cement. Steve Yates – You mentioned something about a soil survey, is that cost on top of this? Curt Westrich – That cost is built in. The summary was an engineering cost of $17,000, that is with the three roads, Tampico, Captains and Sextant. If you would decide to do less roads the cost would change. The streets that we have chosen would be best for the cement mixture. Shaun Diltz – We have $140,000 for 2017 allocated roads and Culverts, Chip and Seal was $30,000 we are sitting at around $110,000 without dipping into the overage. Dave Decker – My math shows that this is a $203,000 bill for doing all three roads. Monte Thus - $28,000 was approved for the south east at the last meeting. We have roughly $120,000 Left in roads plus the $60,000 in overage. Glenn Dalton – Curt has added into these three bids the ditching, edging, and re-seeding for these three roads. I think traffic count will be the key, from the staff prospective the area on Sextant has been a problem for us, I think that the ditching and the destabilization will make that a good section of road. Curt Westrich – For traffic count purposes, Tampico was the highest and following was Captains and then Sextant. Bob Lowrance – in that order for traffic count, but Glenn you are saying that Sextant needs more attention? Glenn Dalton – Yes. Monte Thus – Is there additional cost that will need to be added to this? Surveying? Glenn Dalton – No, Curt sees no requirement for surveying on these three roads. 27

August 2017 Holiday TIMES - www.holidayshores.us on with Sextant, we are only doing 1200 foot of that road there may be a big change. After we send those cores out then we can come to that. Glenn Dalton – That is off street parking. Dave Decker – So do we rebuild it? Glenn Dalton – or stay with the 20-foot width? Dave Decker – Just the way you phrased it, do we rebuild the road and leave what is there or do we rebuild with this reclamation? That seems like a waste of money. My understanding is that we are replacing the width of the road and we are not changing the width of the road and the Board needs to come to an agreement on what it is that we are doing. Glenn Dalton – From my perspective the width is 20-foot and the rest is off street parking. When referring to Captains, the width of the road varies and do we want a uniform width? Conversation Ensues… Curt Westrich - The concern that I would have is if you do not have an established road base then it will be difficult to establish a continuous road width, you won’t have the same mixture, you would have to over excavate and then go through and pulverize, those figures are not included into this. Gerry Thoedore 1346 – How many roads do we have that are wider than 50 feet? Glenn Dalton – The section that we are discussing is no more than 200 feet long. Gerry Theordore - I would not widen any roads, if it is paved, then pave it. You would have potential leaks and I think it will cause you problems when you handle the ditch. The policy I would give is pave what is already paved. I don’t see any benefits. Steve Yates – I do not think that we should widen anything, I think that we should follow Curt’s method. Shaun Diltz – Agreed. Bob Lowrance – I am also in agreement. Steve Yates – On the extra width, if we only do the 20 feet can we chip and seal the extra? Glenn Dalton – Sure, as long as we are consistent. Curt Westrich - I would agree with Glenn on that statement. Dave Decker – In regard to Sextant, I would make sure that is something that is addressed and it is a part of the bid and what your recommendation is. Monte Thus – If you look at Tampico it is pretty much the same width. Glenn Dalton – Yes, 19 feet. Bob Lowrance – We have a motion for Tampico and Sextant. All In Favor All Opposed – Michael Hawks Action: Motion Carries

Update. As an exercise that was extremely worthwhile for all agencies from EPA down to Holiday Shores. Many of the unique elements of our Community we highlighted to the proper level and an understanding of what they were faced with and what must be addressed brought forward and addressed with the actual personnel that would be tasked in this emergency event. 500 gallons of fuel came into our lake, emergency evacuation of impacted residents conducted, no fly zone established over Holiday Shores, EOC established in Holiday Shores, Holiday Shores a member of Unified Command, in-coming equipment areas established areas and containment apparatus deployed. Open Floor Henry Halverson 1829 - asks to have the Ski Jump restriction stipulation of Sunday 8am till noon and Monday 4pm until dusk removed to work with the schedules of those on the ski club for future practices. Conversation Ensues… Jeanne Abert- Martin – Makes a motion to allow the Ski Club use the ski jump Monday through Friday 4pm until dusk and Saturday and Sunday 8am until Noon. Monte Thus – Seconds All in Favor, Jeanne Abert-Martin All Opposed – Michael Hawks, Dave Decker, Shaun Diltz, Monte Thus and Steve Yates Action: Motion Denied Bob Lowrance – I would come back with three or four different days and times. The Board does not want to allow seven days. Henry Halverson – We would like more flexibility, we are not jumping 7 days a week. Monte Thus – I would like specific nights. Henry Halverson – I would love to have more days, but I could not tell you what exact days. I would like Saturday morning and Wednesday in addition to Sunday and Monday. Bob Lowrance – Comments from the Board? Michael Hawks – Motions to approve Saturday morning, Sunday morning 8am until noon and Monday and Wednesday from 4pm until dusk with no Holidays. Shaun Diltz – Seconds All in Favor All Opposed – Dave Decker Action: Motion Carried

It Committee Shaun Diltz – I have no update on the IT Committee, after receiving Angie’s email.

Monte Thus – Motions to move to executive session. Jeanne Abert-Martin – Seconds All in Favor Action: Motion Carries
