The sky is falling! The sky is falling! Oh wait, those are just leaves. Whew! What a relief. Welcome to fall ladies and gentlemen. It is definitely upon us. As I write this article, the temperatures are starting to consider a move in a southerly direction, and trees are beginning to turn, with a few starting to shed some weight. Enjoy it while it lasts, it will be cold before we know it. I alluded to the source of the first item of discussion above, those lovely brown crunchy things that may soon blanket your yard. How to dispose of the leaves is completely up to the member. You can mulch them with a lawn mower, have a business come remove them, bag them up for the trash company to pick up, or you can burn them. The first three options are relatively easy and safe, but the latter may require additional preparation and safety equipment. If you choose to burn, please check the wind conditions for the day, and keep safety items, such as garden hoses, rakes, and shovels handy to soak, rake, or tamp out unwanted and potentially dangerous off shoots of fire that can occur during this activity. Picking days with little to no wind will be both safer and more courteous to fellow members in your area. I have a question for you, “How many of you have seen the movie, Bambi?” It is an up and down story about the life baby deer and his woodland friends. Well, you know that part where Bambi gets smitten by his childhood friend, Faline? Well, that period in a deer’s life will be starting around the time you receive this issue. Deer movement is beginning to increase already and drivers need to be aware of their surroundings in rural areas such as the one we live in. Activity levels are typically higher during the dusk to dawn time period and near wooded areas or those with freshly picked agricultural fields. I recommend that you decrease your speed during this time frame, utilize your high beam lights as much as safely possible, and scan road edges as you drive. Deer reactions can be swift and unpredictable, especially when spooked. Towards the end of the month, many of you will sit down for the first big meal of your holiday season. The question is which way will you cook that bird? Will you bake it, roast it, smoke it, or will you be treating it a luxurious hot oil bath at Oasis Spa of Holiday Shores? If your bird is lucky to be getting that last option, please make sure it is well thawed, and the bath is placed in an open, outdoor area, away from structures and overhanging rooves. The danger factor can be quite elevated with this method. extensive, will again be provided and we do request you consider the impacts and plan for them. We have stopped operation with our hot patch equipment and this year we put down 92 tons of material. We concentrated on potholes, alligator cracking and rebuilding road edges.
Our lake is in excellent condition for this period of Fall and approximately 6 inches below full pool. As the pool level continues to go down consider your plans for boat storage this winter. If your watercraft is docked/beached on common ground we request it be removed prior to 1 December of each year. This gives us access to accomplish needed maintenance on our common grounds and enhances your efforts to remove your watercraft prior to ice-up for maintenance and storage. Fish stocking will be conducted at the latter part of this month or the first part of November. SuTwan Lake will receive its normal allocation based on acreage of bass, catfish and red-ear sunfish. We have been successful in receiving our requested Madison County Sustainability Grant to enhance erosion control and sustainment of our riparian barrier.
Fall clean-ups will soon be in progress within our Community and we want to insure that if you intend to burn your yard waste please do not use the roadway. The emulsion we use to bind the rock to our road is oil, will burn and leaves only the rock totally breaking down the road. Yard waste pick-up will run through December this year.
The chip and seal element of our 2017 Road Plan has been accomplished and although accomplished late in the year we are satisfied with the results. We do provide notice when we are accomplishing this project and please understand that you can expect short delays which you can plan for. I am bringing this up because in 2018 we are currently looking at starting a road remediation project with ditching which will impact your normal ability to traverse our roadways for an extended period. This month’s meeting is scheduled on Monday, November 20, 7:00pm, at the clubhouse. The program is entitled “Migration along the Mississippi Flyway”. Our speaker is Julie Watson, Environmental Education Manager, The Audubon Center at the Riverlands. Once again, we have an excellent meeting and program planned. Visitors and guests of our members are always welcome and encouraged to attend. While we may be somewhat biased, we feel we can state that anyone who attends our meetings will learn something new as well as enjoy the camaraderie among our club members. At last month’s Annual Guest and Awards Night on October 10, Carol Tellefson was announced as this year’s Flower-of-the-Year Award winner. The competition plant, Pequeña Rosalita, was a particularly challenging one to grow and nurture, so this year’s award is even more significant and something for which Carol can feel very proud. Nan and Neil Adams were also recognized for their tireless work with the Native Plant and Community Garden project, located at the north end of the lake on Biscay Drive. This initiative had its start last year when two plots were planted. Our vision is to continue to add plots until the north end is completely filled with native plants. All in all, we had a wonderful meeting complete with great entertainment, some other fun awards and presentations, and, most of all, a delicious dinner prepared by Ginger’z. Native Plant Community Garden Our work for this season is complete. The two plots were weeded and mulched last month. We are so pleased with the community volunteers who have assisted throughout this year. We are continuing to develop our community volunteer list and very much need additional help to further our landscaping efforts for this garden. Meanwhile, our two plots are ready for winter and will provide much needed nourishment to the birds and insects as we move through the cold weather. If you have an interest in assisting us with this worthy community endeavor, please contact Nan Adams at 618-977-0029 or nan2adams@att.net. Think about it – this is an opportunity to accomplish work for the community, with the support of Garden Club, and not have a requirement to attend a monthly meeting!!! We recognize that regular attendance at meetings isn’t everyone’s favorite thing to do. And we know FOR SURE that we have many gardeners in Holiday Shores!!! As we approach the Thanksgiving holiday, we want to express our gratitude to the Holiday Shores community for its support of all our efforts. We are proud to play a role in the beautification of this wonderful place we call home. Garden Tip for November: Store garden hoses if you haven’t done it yet. Drain and store them, along with any sprinklers. And turn the water to the outside faucets off before it freezes. *** Please continue to watch the Holiday Times for Garden Club news and details of our meetings. The Tiki Bar Bass Club fishing season has come to an end. We had voted last January to fish every other Sunday but there has been much discussion and from the response we probably be going back to fishing every Sunday next year. We saw early in the year some very big bass being weighed in one of them held up throughout the fishing season. Big Bass of The Year goes to Kyle Boeser with a 7.89 lbs. caught April 13th. We also saw a change in the Spring Classic with a new sponsor and name change to A&W American Food Summer Classic. Thanks to Jim McCann for stepping up for the sponsorship. We are looking forward to working with Jim and A&W for many years to come. Also the club teamed up with Got Your Six Support Dogs this year for the veteran’s tournament and our Golf Scramble and was able to raise a little over $5000.00 to help them out. But the bass club couldn’t do anything without the support of this great. There will be one more story after this one with the results from the year end Gary Horn Classic. The Tiki Bar Bass Club will be hosting the New Year’s Eve party at the clubhouse this year for the community. We will be donating the proceeds from this event to the new social committee to help them get started. So check out the ad and come and help ring in the new year. Tickets will be available starting Nov. 6th at Gilliganz, FNB, the Holishor Office and Gingerz.

investing to the quality of life out here, with new docks and improvement. We have gone out of our way to be compliant. It is a private lake and we respect that. We thought we were approved and went through with engineering for the new docks and spent alot of money. We did put in some new docks. The covered dock issue was brought up, i do not mind not putting in docks with out covers. I am not really sure who is getting hurts by the covers are there. The ramp, we allow to have the chain up with out having volunteers sitting there. There are alot of times where the chain is down, we have advised them to keep the chain up. I dont understand why we suddenly became the “bad guys” when putting in docks. The boat rentals, we have rented them with for 5 years. We have never had problems and we have proceedures in place to ensure that we are renting to members. When renting to members in “good standing” if they are not in good standing they should be pulled over and fined. Alot of the rentals are on the fly. We document everything and ask for documentation. We have not had a member to ever be pulled over that was not a member in “good standing.” Again, We have tried to follow the rules. The Tiki Hut, we didnt have any initial idea of what we would use it for. We took the proper steps and presented it to the Building Committee, and followed up with Board approval. I feel that it is important that there is no confusion. We built the Tiki Hut, people liked it and began to ask if they could rent it, we said “sure”, that is
how that came about. I would be happy to discuss with the Board any concerns that you may have. With the dealership, I started to look around at some new boats for rental and was able to get accepted to be a dealer. I thought it would be a nice service to have some brand new boats for rental. There was not a dealer in the area and i began to be a dealer for the company. So far, people are happy. I think that lake communities should have a place that they could buy and service a boat. We are doing things that we think that will better the community. If you would like sometime to discuss amoung the Board and get back with me about your concerns that would be great. Shaun Diltz – The first item mentioned was the covered docks. I think the same thing, what i saw in the plans a year ago was attached covers and i think that is what we were going against. Is that something that we want to talk about as a Variance. Bob Lowrance – I would try to keep them as close as they can to the shore. I am in agreement with Shaun. Steve Yates – I am also in agreement, and as long as they do not interfier with neighbors. Dave Decker – I think if we do not want them out there, so there is no question down the road we need to documnet our decision. How far do we want them out? Interpertration of people is different. Bob Keyser – I have no problems abiding by the current rules, not creating new rules for us. Shaun Diltz – Boat rentals, we did make a motion for an elevated fine structure 23

for the Marina. Essentialy,the Marina is documenting who is renting and asking that they are a member in good standing, they are putting the liability on to the member renting the boat, they should be the one putting themselves into the good member standing. Michael Hawks – He is doing what he can to ensure that they are a member in good standing. Conversation Ensues... Glenn Dalton – The reason that this was brought up was in the past, there was one rental boat and from my understanding is that We were expanding the rental fleet. We have not had problems awith the rentals in the past. What we wanted to do if this rental of boats was expanded, was to ensure that the members using the boats were in “good standing”, as our rules dictate. What is the call that you make, call the office when they are open, if they are not open make a call to public safety as they also have that data available. We thought that the rentals were going up and that is the reason for this being brought up. Shaun Diltz – He is providing a service to the members in Holiday Shores. As a Board we did not instute them making a call to the office or public safety. Bob Lowrance – We need to go back and look at the fine structure. Shaun Diltz – The Tiki Hut rental. I think that would be similar to renting of the Boats. Bobby KeyserPeople like the Tiki Hut and i have no problems remaining with in the guidelines of rentals. If there are issues with that I would be happy to have conversations about that. Bob Lowrance – The only
negative comment i have heard from the members was that the rental of the Tiki Hut could potentialy take away business from the clubhouse. Michael Hawks – I disagree, they are two different enviroments. Bobby Keyser – We are seasonal, we wouldnt compete with the clubhouse from mid October until about June anyway. There is no shortage of other places that they can rent and to me, the value would add to the community. Shaun Diltz – It is a big area and it could accomedate alot of people. Personally, I am fine with the rental of the Tiki Hut with conversation. Dave Decker- One of the biggest issues has been the noise and the ability to control the noise with the Marina. How will you handle that when you are renting out the Tiki Hut. Bobby Keyser – Again, if there is a noise issue it will be addressed as it always has been. If there is someone that will not comply and there are complaints, we will shut thier party down, they also have to abide by the rules. I know that theere has been noise issues and we try to address them immediatly. We have always worked with Glenn, and you can not always please everyone. Port Lane Updates Glenn Dalton – As you are aware we had a significant rain event and in the area of Port Lane, where we received 4 inches, damage was experienced. The results were the drain did work as expected; however, with the new ground work and sodding art the top and bottom we had 24

the amount used last year. All in Favor Action: Motion Carries
signigicent washout and displacemednt. Our engineers are working with the contractor to get everything back in order and we walked the area and discussed the ecpected corrective action to be accomplished Tuesday. We have the invoice for the project and are holding payment until the corrective action is taken to our satisification.
2017 Sustainability Grant Glenn Dalton – We are looking at the County Board to approve this at the end of this month. We do have the tentative approval by the people that run the program, and they are submitting it for approval. Once we get there, one of the things that we want to do is get as much of it done this year even though we have until October 2018 to do it. I would like to get the material and have it place in the area. I would like to get the as much as I can done this year. The problem is, I have to by the material. We do not have the money that is earmarked for that, we went to the finacne committee, and requested that they help us come up with where this money will come from. Shaun, I think that you were going to discuss that? Shaun Diltz – Glenn is looking to borrow some funds that couold come from Holishor water. He is looking for $13,000 to get materials for the Sustainability Grant and at the completion of the project we will get that money back. We have about $19,000 in the excess funds. Glenn Dalton – We have the Gate G, Gabion Basket for $5000, so with that $13,000 and the $5000, that would give us the $18,000 that we would need to go forward. We have also went to request the support of the Sanitary Disctrict, for the $3000 for the grant. Shaun Diltz – We will continue to work that issue.
Credit Cards Glenn Dalton - We have the capability to accept Credit Card payments. Roads Glenn Dalton – We have the slag on hand to conduct the chip and seal and have been working with JTC on a resurface date. All roads are prepared and ready. We were going to try and do this today, the rain was an issue and it was cancelled out for today. One of the things, the excess, we will need Board approval as to where that will be placed. The staff reccomends that it be placed on Castle which is a priority 2 road and it is labled priority 2 because of the drainage. Shaun Diltz – Motions that if there is any excess chip and seal that it is designated to Castle as the staff reccommends. Steve Yates – Seconds Shaun Diltz – Do we have to put more hot patch on castle? Glenn Dalton – No we do not, the only reason it is a number 2 priority road is because of the ditching. We hot patched just about every pot hole that we have. This year we used 2000 gallons of emulsion, which is almost twice 25

Shaun Diltz – Motions to alocate $13,000 from the excess funds for materials needed for the Sustainability Grant. Dave Decker – Seconds Dave Decker – In the Finance Committee, the questions were if you were to work on the Sustainability Grant this fall, there were two items in the Budget that were going to be persued. One of the would be dredging, which we expect to be a $2000 cost savings in our expenses and the other was the Dam maintenance which was expected to be a $5000 savings. Glenn Dalton – It was spillway repair. Dave Decker – Just to clarify, the $18,000 is just materials for the Sustainability Grant, there is no labor with that. If this is approved, the issue would be that it is end of the year and we would need to come up with the $18,000 and would not be reimbursed until next year. We have $5000 from the Gabion Basket, $5000 less on the spillway maintenance and $2000 less on the dredging, which is $12,000. Glenn Dalton – We requested the spillway maintenance to be carried over to 2018. Dave Decker – That is a seperate conversation. As Shaun mentioned we have $19,900 for excess funds, then we also have the Port Lane expenditure and we expect to be $8000 less. If we do this there is $7000 of expensises that we had planned on doing that we are not going to have this year. Conversation Ensues... Public Safety Standard Operating Guidelines Bob Lowrance – Public Safety had a meeting and Darren Onwiler is no longer going to be the chairman. We will be looking for somebody new. What kind of changes did you make to the handbook? Glenn Dalton - On page 10 of the handbook, we address animal control, burning, emergency calls (including medical, water rescue and fire), house watch, ID checks, towing of watercraft and unlicensed vehicles. Basically this is a guideline for how we expect our officers to handle a situation. Bob Lowrance – With respect to House Watch, what exactly is done? Glenn Dalton - reads page 12 of the Public Safety Hand Book. “*Initial Request Members may submit requests for a Public Safety Officer to check their residences, lots, etc. while they are out of town. These checks are to be conducted at least once per shift. There is a form that must be filled out for each of these requests and it can be found in a file titled House Watch Forms, in the lower right drawer of the PS desk. Included in this form are entry points for dates, times, house conditions, emergency contacts, etc. for each request, as well as an option for doing a walk-around of the residence. After filling out this form, submit it to

the PS Lead for inclusion in the daily activity log. *Log of Information The address, contact information, and pertinent details for each check can be found on the Daily Activity Log. There is a section titled “Activity” to the right-hand side of this section. If you note activity that deviates from what is included on the form submitted by the member, notify the point of contact for the request, fill out a PS incident report, and record a brief summation in this section of your daily log. *Checking the Residence the actual checking of the residence can be performed as visual pass-byes or walk-arounds if requested. Walk-arounds are an option to the member and may or may not be requested. If you perform a walk around, be sure to closely evaluate ground/surface conditions prior exiting the vehicle. If weather conditions have left the area covered in ice, snow, mud, etc. do not perform the walk-around. If the property has steep hills, ditches, etc., that must be accessed to complete the walk-around do not complete it. Safety of our officers is more important than the member’s property. If a walk-around can be conducted safely, be sure to check all sides of the residence, making sure all accessible doors/ windows are secure. Pay attention for persons, vehicles, or property conditions that deviate from what has been submitted by the member. As you check these properties, you will become familiar with their layouts and this will aid you in noticing items that are out of place. If you note such items, report them to the point of contact and document them in your log/incident report. In the event of an open door, broken window, or any other sign of a possible unauthorized entry into a residence, make contact with the emergency contact listed on the request form and advise them of the situation. If they instruct you do so, or cannot be reached for any reason, notify the Sheriff’s Department, and do not approach/enter the residence. Back off and observe from a distance. Again, officer safety takes precedence over a member’s property.” Dave Decker – Glenn, is this new handbook or is this something that has just been created? Glenn Dalton – I instituted this several years ago
and we are currently instituting our SOG’s. West Nile Virus Glenn Dalton – Today I conducted a follow up call with Madison County Public Health on the Unconfirmed West Nile Virus Case within our community. They indicated that they have a probable case; however it is still not confirmed. Where it may have been contracted will be impossible to determine, if it is confirmed. Our mosquito netting was accomplished and with a low number of trapped mosquitos and no positives. Bob Lowrance – The key there is that it is an unconfirmed case and there were no positives found. New Business BOD Public Safety Chair Bob Lowrance – As stated earlier Chairman of Public Safety Committee, Darren Onwiler has turned in his resignation. We will be looking for someone to fill that spot. End of Year Budget Projections Shaun Diltz – There are no changes since the last meeting. Since our last Finance Committee meeting, I did meet with Glenn and Ray Garber and we went over half of the Budget in reconciliations and projections for this year and next year. I will have that for the next Finance Committee meeting. Dave Decker– Motions to adjourn to executive sessions. Michael Hawks –Seconds. All in Favor. Action: Motion Carries.
