Obama ¿y la Inmigración? Washington, (Notimex) íderes latinos coincidieron en que la inacción del Congreso sobre inmigración opaca los avances del go bierno del presidente Barack Obama a favor de la comunidad latina. La presidenta de la Agenda Nacional de Liderazgo Hispano (NHLA), Lillian Rodríguez López, sostuvo en una teleconferencia, al divulgar un informe sobre temas prioritarios para este sector, que le daría al mandatario una “B menos”, en una escala de A como nota máxima y F como desaprobación. Señaló que la administración Obama ha tomado acción con la aprobación de la reforma de salud, entre otros asuntos de política pública, pero señaló que en el tema de inmigración es un área donde “se prometió bastante y no se cumplió”. Agregó que el incremento de medidas de aplicación de la ley y mayor control fronterizo ha sido “una gran decepción” para la población hispana, que asciende a 50.5 millones y re presenta el 16 por ciento de la población total del país. La dirigente hispana advirtió también que los drásticos recortes presupuestarios propuestos en el Congreso para reducir el déficit pueden afectar “significativamente” a los latinos, en particular en cuanto a los empleos y los que están en

edad de retiro. El informe de la NHLA, compuesta por una coalición de organizaciones, incluye una evaluación de los dos últimos años en las áreas de educación, inmigración, responsabilidad gubernamental, salud, derechos civiles y desarrollo económico. Con respecto a inmigración, indicó que el Congreso y la administración Obama aprobaron e instrumentaron medidas más duras de aplicación de la ley, como el despliegue de mil 200 soldados de la Guardia Nacional a la frontera con México y 500 millones de dólares en protección fronteriza y tecnología. Reconoció “algunos cambios positivos” en el programa Comunidades Seguras, centrado en la identificación y deportación de indocumentados con antecedentes penales, pero

señaló que el gobierno no ha respondido satisfactoriamente a las preocupaciones sobre su impacto negativo en las comunidades inmigrantes. Destacó, por otro lado, las acciones del Departamento de Justicia para bloquear la instrumentación de leyes estatales antiinmigrantes, como la SB1070 de Arizona, así como la investigación al alguacil del condado de Maricopa, Joe Arpaio, por presunta discriminación a los latinos, entre otras medidas. El director de la Liga de Ciudadanos Latinoamericanos Unidos (LULAC) y vicepresidente de la NHLA, Brent Wilkes, señaló que la falta de acción para legalizar a unos 11 millones de indocumentados “opaca” otros avances de la administración Obama. En la parte de educación, el reporte señaló que pese a las demoras de importantes reformas para asegurar el éxito de los estudiantes latinos, se incrementaron fondos para varios programas, en particular en el área de educación superior a instituciones que prestan servicios a hispanos. El 60 por ciento de los hispanos han terminado la escuela secundaria, en comparación con el 89 por ciento de los blancos, y entre los latinos mayores de 25 años apenas el 13.4 por ciento han terminado la universidad en contraste con el 30.6 por ciento de los blancos, según el informe. Con respecto a los hispanos en la fuerza laboral del go bierno federal, el reporte afirmó que ha habido un número récord de contrataciones, pero indicó que persiste el desafío para incrementar su representación que en 2009 llegó al 8.0 por ciento. Señaló, por otro lado, que la reforma de salud incluyó muchas medidas para expandir el seguro médico para los latinos, como la expansión del programa de Medicaid para personas de bajos recursos. Cometer un crimen y ser inmigrante: una combinación explosiva Por Richard Hobbs Abogado de Inmigración

os inmigrantes en los Estados Unidos deben estar conscientes de las trabas y consecuencias que pueden tener en sus vidas al cometer delitos menores y mayores y también de los crímenes de los cuales no han sido convictos pero en donde admiten los elementos de un crimen. Los crímenes puede negar la posibilidad de obtener la residencia permanente o convertirse en ciudadanos, y hasta podrían resultar en la deportación. Casi cualquier delito o crimen puede afectar su estado migratorio. Dos de las categorias más conocidas son los llamados crímenes de depravacion y las felonías agravadas. Los crímenes de depravacion se refieren a la conducta contraria a las normas aceptadas. Algunos ejemplos son el fraude, la violencia doméstica, el robo, el cohecho, y el abuso de menores.

Cualquier delito de este tipo puede conducirse a la negación de la residencia permanente o a la deportacion. Existen excepciones como por ejemplo los crímenes juveniles cometidos por menores de edad y una sola ofensa menor, que lleva una sentencia de seis meses o menos. Por otro lado, existe una lista muy extensa de las llamadas felonías agravadas, o crímenes mayores. En términos generales estos son delitos con una sentencia de encarcelación de más de un año y tienen como consecuencia la deportación del inmigrante, la inadmisibilidad del inmigrante, y la negación de la ciudadania. Si alguien que Ud. conoce ha cometido un delito alguna vez, debe contactar a un abogado de inmigración. Cada situación es diferente. A veces existen excepciones a los crímenes, o existe un perdón, o hay un remedio como la cancelación de deportación. También es posible entrar de nuevo a la corte criminal y eliminar por completo las consecuencias de un crimen cometido muchos años atrás. t is time for the Latino community to use existing law and regulation to help itself. No longer can government agencies be depended upon to provide for the products and services which constituents need. The reason is, that without competition, government agencies tend to, over time, develop a very top heavy personnel cost, become very procedural, and heavily influenced by union members who have been able to apply strategic influence. Just look at those retirement funds negotiated some 40 years ago which are due today. Their full cost was never properly cost estimated by experts who do just that with their scientific and statistical methodologies. Simply stated, local community based organizations need to all be non-profits who are operating under the appropriate section of the Internal Revenue laws and regulations. Many of us are acquainted with 501-c-3 and 501-c-6. Consider a local 501-C-3 non-profit organization, whose mission is some ‘pro bono public’ enterprise, which may receive tax-deductible contributions which are then used to underwrite programs and projects which provide products and services for its targeted community constituents. The funds contributed thereto can be made available within six months or less. A benefit is that each non-profit organization will need a governing board, CEO, and staff. All these provide jobs and experience to local personnel. Simply stated this is part and parcel of what is needed to initiate and orient local individuals who may become public servants. Today, too many ethnic individuals lack the opportunity to experience and learn the skills acquired by being a board member or a member of the executive and management levels of an organization. Several local non-profits could mitigate this lack of local opportunity to learn by doing. Compare that ‘responsiveness’ to the local government. Taxes paid to the State of California in Sacramento take about three years to return to a local jurisdiction as ‘State funding’. These ‘former tax funds’ return to a local jurisdiction as $0.75 (seventy-five cent dollars). About 25 cents of every tax dollar paid in is used to pay for the overhead of State of California (building, operations & maintenance, staff salaries, pensions, etc.). Also, the state legislature has been undisciplined about spending within the limits of tax revenues received. Excessive allocations and unreasonable tax revenue projections have resulted in ‘state deficits’ which are corrected by taking funds back from local jurisdictions. The recent taking of $75 million from the SJ Redevelopment Agency is one such example.

The local community, by using non-profit enterprises to operate local schools, hospitals, central kitchen/food services, libraries, could provide a more community sensitive and culturally appropriate response while getting a ‘bigger bang’ for its dollars. In addition, more of its residents would have access to the learning experiences which, over time, amount to ‘organizational management savvy’ as well as ‘organizational fiscal literacy’. Both of these are in short supply in the Latino community. Since the 2010 Census reveals that Latinos are now 40% of the residents of California who will spend $1.3 trillion dollars as consumers during 2011, it is time that a few step forward to learn to be the responsible and accountable leaders of the community. Too few already exist today in this local Latino community. The few successful ones, such as the President and CEO of Gardner Health Network and the President and CEO of 4C’s, are the competent, accountable and responsible role models who need to be emulated for the near term benefit of Latinos and the mainstream community we reside within. Together we can effectively do more than those who currently make a good living patronizing us as civil servants (federal and state). Let’s help ourselves now. “Juntos hacemos mas’.Δ

Modernas redes de AT&T benefician a todos

l pasado 5 de agosto AT&T anunció el mejoramiento de sus redes destinadas a proveer a sus clientes máxi mas velocidades de transmisión, una mayor fiabilidad y mejora en su clase de servicios móviles. Las nuevas redes fueron instaladas en el Centro Comunitarios George Shirakawa loca lizado en la 2072 de la avenida Lucretia. Con esta instalación se mejora la capacidad inalámbrica y el rendimiento de la red móvil de banda ancha de AT&T en todo el área de la bahía. Los cables ubicados en un árbol artificial mezclado con otros árboles es uno de los esfuerzos innovadores de AT&T para asegurar que sus tecnologías no rompan con la estética del vecindario. Las mejoras de la red de AT&T incluyen tres nuevos puntos claves en la ciudad que tiene por objetivo ofrecer rápidos servicios de comunicación. “Los teléfonos inteligentes ahora se han convertido en piezas básicas en la vida coti diana de cada persona. Uno revisa el clima, el tráfico, hace llamadas, revisa correos. Por esta razón hemos mejorado nuestras redes para que todo llegue rápido y no haya inte rrupciones”, dijo John Britton, Director de Comunicaciones. De otro lado Britton agregó que según investigaciones hechas por especialistas, los hispanos son quienes más uso dan al servicio inalámbrico. “Según las investigaciones hechas se ha demostrado que los hispanos están utilizando la tecnología inalámbrica más que otro grupo étnico. Hay muchas tendencias interesantes: los jóvenes hispanos ven a la tecnología como una forma de salir adelante en la vida y que están muy interesados en la tecnología más avanzada. Personas de habla española tienen más probabilidades de descargar música video en a a través de los teléfonos móviles”. Mejora de redes AT&T anteriorme ha instalado estos postes en otras partes de la ciudad de San José. Los postes en forma de árboles fueron instalados en la avenida Johnson y Prospect Road por Bollinger Road. El segundo punto de ampliación de cobertura es la esquina de Kirkmont Drive y la avenida Leigh y cubre la avenida Campbell y la avenida Curtner en un radio de 1,3 kilómetros. Este nuevo sitio también ofrece cobertura en Harris Avenue y las áreas residenciales densas alrededor de la zona. La tercera nueva ubicación de estos poste en San José ofrece una cobertura a lo largo de Blossom Hill Road en el sur, la avenida Union en el Oeste, el norte de la autopista 85 y la avenida de Camden en el Este.Δ

California Hispanic Chambers of Commerce Elects New Leadership By John Casas

n August 12, 2011, Mr. Roy M. Perez will be elected unanimously as Chairman of the Board of the California Hispanic Chambers of Commerce (CHCC). Mr. Perez shared his vision for the State Chamber with this reporter.

Mr. Perez was fast to remind me that he alone is not the new leadership. He is teamed with twenty-one uniquely informed and motivated board members elected by the CHCC membership to tackle the challenges and deliver on the opportunities open to California. According to Perez, today’s poor economy, and the uncertainty that haunts us because of it, mandates that the focus of the new leadership be on small businesses to create jobs and thereby enhance California’s economy. Mr. Perez’s strategy is supported by economic experts who identify small business as the fuel of job creation and growth. Perez continued, that from the onset, the CHCC’s critical mass includes 65+ chambers and chamber affiliates representing the interests of 38% of California’s population and 600,000 Hispanic-owned small businesses. Perez’s 20+ years of state policy experience, his many tours of California meeting the people, his familiarity with their business stories and his understanding of the nature of their economics, has shaped the priorities of his new administration.

By Cinthia Rodriguez - El Observador n August 8, Assemblymember Paul Fong hosted a community briefing on social inequities and health disparities, presented as part of National Health Center Week at the Issac Newton Senter Auditorium in Santa Clara CountyĂs government Center. Health disparities are differences in the incidence, prevalence, mortality, and burden of diseases and other adverse health conditions that exist among specific population groups. Social inequities are systematic, socially produced, unfair, and modifiable. In an effort to start a public dialogue on the issue, state and local public health officials, health care professionals, and local community leaders discussed the root causes of health disparities and how they can be addressed. A vast number of variables can influence a personĂs ability to be healthy and happy. Health disparities have been found in many populations and communities, and may be based on gender, age, race, education, income, social class, disability, geographic location, sexual orientation, and many more. The Bay Area regional Health Inequities Initiative (BARHII) is a collaboration of local health departments in the San Francisco Bay Area dedicated to confronting health inequities. BARHII has used Hurricane Katrina and the City of New Orleans to illustrate the concept of health inequities. The rich are healthier than the middle class, and the middle class is healthier than

the poor. Disease and death rates are higher in areas that have the greatest gap in income between the rich and poor. BARHII concludes that the greatest threat to health in the US is the large income gap. Also important to well-being is access to healthy food choices. There are many areas in Santa Clara County where there are no easilyaccessible grocery stores, yet residents have access to an endless list of cheap fast food restaurants, convenience stores or liquor stores. Other factors are access to affordable housing and transportation. Access to health screening, prevention services and treatment for disease are other factors. Additionally, having a happy and healthy workplace is important as well. The county is a large and diverse region, yet the diversity of the healthcare providers does not currently reflect the diversity of the population. There is a shortage of providers who can offer linguistically and culturally appropriate care to the population. The idea that social inequity is directly linked to health disparities is becoming a focus of the broader healthcare community. Addressing social determinants is key to improving health. In order to address disparities, the County has developed a partnership with The Health Trust, along with the California Department of Public Health, Kaiser Permanente, Community Health Partnership, and local health centers.

(ARA) Changing health behaviors is vital for the nearly 26 million Americans with diabetes and the 79 million American adults with prediabetes. That’s because improperly managed diabetes can bring serious complications, including heart disease or stroke, kidney disease, nerve damage, vision loss or amputation. However, behavior change is not an easy process. Diabetes affects every area of a person’s life, and it takes a considerable amount of time and effort to manage the disease. Some of the most difficult aspects of the disease are learning to change life-long patterns of eating and activity, and adhering to a new monitoring and medication-taking routine. Adjustments - small and large - need to be made to an individual’s lifestyle, but where does a person start? The American Association of Diabetes Educators outlines seven areas of self-care that are essential for living a healthy life with diabetes. Known as the AADE7, they are: * Healthy eating - learning to make healthy food choices by paying attention to nutritional content and portion sizes. * Being active - recognizing the importance of physical activity and making a plan to start moving today. * Monitoring - learning to check and record your blood glucose levels and other numbers important to your diabetes self-care. * Taking medication - remembering to take your medications as prescribed and understanding how they affect your body and di-

abetes management. * Problem solving - gaining skills to identify problems or obstacles to your self-care behaviors and learning how to solve them. * Reducing risks - understanding the potential complications you are at risk for with diabetes and taking steps to prevent them. * Healthy coping - developing healthy ways of dealing with difficult times in your diabetes management. Health care professionals, known as diabetes educators, can help people with diabetes learn self-care strategies for each of the AADE7, and work with individuals to set and achieve behavior change goals in order to reduce the risk of developing complications. “It’s just not one of those diseases that you take a pill for in the morning and wait for it to take effect,” says certified diabetes educator, Donna Tomky, president of the American Association of Diabetes Educators. “Diabetes is unique in that it requires constant supervision of diet and other factors. And while this can be burdensome, the good news is that diabetes education works,” Tomky says. “Once patients understand the complexities involved, they get much better at managing - and improving - their outcomes.” Medicare and some insurance plans include diabetes self-management training/education as a covered benefit. Cursos para prepararse para el examen, de comunicación y orientación vocacional para profesionistas del cuidado de salud entrenados internacionalmente darán inicio el 30 de agosto dentro del Programa de Carreras del Cuidado de Salud.
