Program to Help Local Businesses

an Jose, CA – Board of Supervisors President Dave Cortese announced the County of Santa Clara’s support for a new initiative that will streamline the permitting processes for local businesses.

“Any obstacle to business and job generation must be reviewed for efficiencies so that we can work together to revitalize the economy,” said Supervisor Dave Cortese. “Local governments should be supporting new business ventures, not hindering them.”

This initiative is part of the Code for America’s City Fellowship Program that tackles issues such as public engagement, open data, open government and increased service delivery to at-risk youth. It is being developed in conjunction with the City of Santa Cruz to create an “open source code” that other jurisdictions can also readily use thereby creating further efficiencies for local businesses across many jurisdictions and agencies.

ayor Reed and the City Council raised NASA’s flag at City Hall in honor of a visit by local astronaut Dr. Greg Chamitoff. Dr. Chamitoff was born in Montreal, Canada. After visiting Florida, he witnessed the launch of Apollo 11, the first successful moon landing, he knew he wanted to be an astronaut. By the age of 11, he arrived in San Jose because his dad decided he wanted his family to live the American Dream. He was in town last week for speaking engagements at local schools, service groups and business organizations. Chamitoff attended Blackford high school and received a B.S. degree in electrical engineering from Cal Poly. As an undergraduate student, he taught lab courses in circuit design. Engineer Chamitoff also has a masters degree in aeronautical engineering from California Institute of Technology, a Ph.D in aeronautics and astronautics from MIT, and a masters degree in planetary geology from the University of Houston. By 1998, NASA selected Chamitoff as an

Astronaut Candidate. Four years after training, he became a crewmember. He has worked on space station robotics and as a crew support astronaut. “It’s an incredible achievement that he has made,” said Councilmeber Pete Constant. “We’re thrilled to have him not only as a hometown boy here but up in space too and having the opportunity to come out and share his wisdom.” As a mission specialist, Chamitoff has logged a total of 183 days in space. He was assigned to the 25th and final flight of Space Shuttle Endeavor, STS-134, the second-tothe-last of NASA’s Space shuttle Program. During that mission, he performed two spacewalks and operated a particle physics experiment that holds great promise for fundamental breakthroughs in understanding antimatter, dark matter and dark energy. It will help scientists better understand the evolution and properties of the universe. “This is a terrific welcome home for me,” said astronaut Greg Chamitoff. “I recently came back from space flight. It’s one thing to land back on earth but it’s another thing to finally make it back home.”

Las autoridades piden no proveer información personal ni financiera con cualquier persona que los contacte por teléfono diciendo que trabajan en la corte.

Según las autoridades, empleados de la corte nunca solicitarán información personal o información financiera por teléfono. Si usted recibe llamada de alguien diciendo que representa a la corte, pedir el nombre completo de la persona, su número de teléfono y el número de caso del cual están hablando. What About Tourism Jobs?

Por Maribel Hastings - America’s Voice l ver el debate de los aspirantes a la nominación presidencial republicana la semana pasada, me vino a la memoria la película al escuchar a algunos de estos republicanos atacar con todo a cualquier cosa que consideren defensa de los inmigrantes. Y lo hacen elección tras elección, una y otra y otra vez. Cuando el gobernador de Texas y uno de los aspirantes, Rick Perry, defendió el haber promulgado un DREAM Act en Texas para permitir que los estudiantes indocumentados paguen la misma matrícula que los alumnos residentes, algunos de sus copartidarios saltaron como fieras para esgrimir sus argumentos en contra de los “ilegales”. Perry dijo que “si ustedes dicen que no debemos educar a niños que vinieron a nuestro estado sólo porque fueron traídos y sin tener ninguna responsabilidad por esa decisión, entonces me parece que ustedes no tienen corazón”. Cabe aclarar que aunque Perry quiera pintarse como el más moderado y humano aún a expensas de aislar a la base más conservadora en las primarias, en realidad no lo es. Perry promulgó la medida estatal pero se opone al DREAM Act federal que concedería una vía de legalización a estos jóvenes indocumentados que quieren estudiar o servir en las Fuerzas Armadas. Es decir, que aparentemente

Perry tiene corazón en Texas, pero no lo tiene a nivel nacional. Aclarado esto, es interesante ver la reacción republicana a cualquier comentario migratorio que parezca moderado ante los oídos de una de las audiencias centrales de los debates, la base más conservadora que contribuirá a elegir al candidato presidencial republicano. Mitt Romney, exgobernador de Massachusetts y otro de los aspirantes, vio el cielo abierto para apelar a esa base conservadora que de todos modos quizá no olvide que Romney llegó a apoyar el plan de reforma migratoria integral promovida por el expresidente republicano George W. Bush, aunque luego se fue alejando más y más de esa postura hasta unirse al club de sus copartidarios que todo lo resuelven diciendo “seguridad fronteriza primero”, incluyendo el propio Perry, y que nunca explican qué hacer con los 11 millones de indocumentados que ellos mismos admiten no pueden deportar. Al día siguiente del debate, en una reunión de conservadores en la Florida, Romney dijo que oponerse a la “inmigración ilegal” no supone que uno no tenga corazón sino que tiene “corazón y cerebro”. Pero como los personajes de otra película, el Mago de Oz, últimamente quienes han controlado al Partido Republicano parecen no tener corazón, como el Hombre de Lata, ni cerebro, como el Espantapájaros. Esto úl-

timo porque no parecen entender los malos cálculos políticos de seguir aislando a los votantes hispanos. Siguen ignorando la cifra mágica del 40% del voto latino que necesitan para ganar la Casa Blanca. No es ni siquiera una mayoría del voto. Un 40% que les devolvería la viabilidad en la esfera nacional. Siguen ignorando que en la elección general deberán apelar no sólo a esos votantes más conservadores e incluso radicales que necesitan en las primarias, sino a votantes independientes y de minorías, como los hispanos, si es que quieren subsistir. Siguen ignorando que muchos potenciales votantes hispanos ven estos debates. Como concluyó la firma encuestadora republicana Resurgent Republic, “las posturas republicanas sobre inmigración siguen chocando con la abrumadora mayoría de los votantes hispanos”. Y los ataques al DREAM Act lo ilustran claramente. Como la marmota cuando sale de su madriguera, se ve la sombra y predice un largo invierno, cada ciclo electoral por lo pasados ocho años los republicanos salen pero permanecen en la sombra por su terquedad de seguir desechando al sector electoral de mayor crecimiento, los hispanos, que podrían contribuir a que su largo invierno fuera de la Casa Blanca llegue a su fin. ll the debates about job creation deal with the needs of high tech corporations who constantly use the current shortage of skilled persons as an excuse to demand H1B visas to allow recruitment of skilled workers trained elsewhere. President Obama took an administrative step in the correct direction when he, as the CEO of our nation, authorized the consideration of waivers by each and every state with regards to the “No Child Left Behind” program. This program has forced many school districts to ‘teach to the exit test’ rather than teach comprehensively for understanding and competence. But there continues to be an emphasis by educators to teach each and every student the approved objective that all need to go to a college or university. My observation is that many students simply do not have the capability to be successful by going to college. Our society needs to have a variety of service workers who do not need to have college degrees. After listening to a CNN TV program recently on tourism, it occurred to me that the U.S. Department of Commerce, the Department of Homeland Security, and the U.S. State Department need to receive an executive order from President Obama to do the following: A) coordinate and collaborate for the purpose of speeding up the issuance of tourist visas, especially to those foreign middle class tourists who want to visit America. B) establish a national office of tourism if one does not exist today. Its purpose would be to promote the tourism industry in America. And C) have the Department of Homeland Security review their clearance processes to expedite (not hinder for lengthy time periods) the award of tourist visas. Why do this? America has many unique sights to see which are very attractive to tourists. An enhanced national tourism program would provide many jobs in the hospitality industry (hotels, restaurants, enter-

Hmorales@el-observador.com tainment, etc.) to many individuals who have no college degrees but are very capable of being employees of hotels, restaurants, cab and tour bus enterprises, tour guides, etc. These are jobs which the unskilled and untrained can be taught to do very quickly and effectively. The cruise ships and commercial aircraft industries, which already exist to bring these tourists to America for a personal tourist visit, would also be enhanced. The CNN special program (9/24/11) estimated that America is the preferred tourism destination for about 100 million foreign tourists. At an estimated expenditure of $6,000 per tourist for local travel, food, housing, entertainment, etc. a projected cash flow in America equates to $600 billion by visiting tourists. They currently do not choose to come here because of the lengthy time required to obtain a tourist visa. America works very hard at national security with the negative outcome that the tourism industry is hampered. Enhanced tourism by the foreign middle class tourist is one way to bring back those funds loaned to the U.S. Treasury through the purchase of U.S. Treasury Notes. Could it be that the American tourism industry could earn enough to buy back the $700 billion in U.S. Treasury notes China purchased? The advantage of encouraging tourism in America is that all the facilities and labor force already exist and are available. No federal subsidy is needed. What is required is for federal agencies to work at the same speed as the tourism industry. El Observador recommends that the President, as America’s CEO, direct that tourist visas be expedited as soon as possible without compromising our national security. A lot of unskilled labor would have the opportunity to be employed if America enhances its tourism accessibility. This effort would provide for those who are currently unemployed, not high tech skilled, but need to have a way to make a living in this global economy.

n September 27, America’s postal employees rallied in congressional districts across the nation to save the Postal Service, including San Jose’s mail carriers. They joined to send a message to the country and its congress who have not signed as co-sponsors of the resolution to do so. “We’re here to thank Congresswoman Zoe Lofgren for signing on to the HR 1351 and also to have a rally to educate the public,” said Brian Voigt, regional administrative assistant, National Association of Letter Carriers. House Resolution 1351, introduced by Re. Stephen Lynch (D-MA), addresses the financial crisis facing the Postal Service. It would allow the Postal Service to apply its excess retirement payment to meet its financial obligations. Plans are underway to close thousands of post offices, eliminate Saturday delivery, close mail processing facilities, cut service, and lay off over 100,000 employees. “I think that’s totally unfair that the postal service has to pay all that money and go bankrupt as a result. Close all the post of-

fices that we need in rural areas just because they overpaid the pension system,” said John Thielkien, Postal Service supporter. Over the next month, Congress will be forced to make major decisions about the future of the Postal Service. If Congress does its part, the Postal Service can then continue to adapt to an evolving society as it has for 200 years. Taxpayers don’t fund the Postal Service, instead all its revenues is earned from the sale of its products and services. “What they want to do is privatize the postal service and they’ve been trying to do that for years now and I don’t understand why when its the best postal service in the world,” said Amparo Krauth, retired letter carrier. “I feel hurt for what’s going on with the other employees that have young families.” No decisions have been made, despite efforts to make cuts. Approximately 200 members of the House of Represenatives have signed on as co-sponsors for HR 1352, both Democrats and Republicans. ational Hispanic University (NHU) hosted author Elena Poniatowska on September 22, 2011. The schedule kept this elderly, but dynamic energy author quite occupied from 3:00 PM with a session devoted to “Global Insights on Moral Values”; 4:00 PM Press Conference conducted in both English and Spanish languages; 5:00 PM A Reflection on Literature presented in the NHU Bustos Plaza; followed by an ‘invitation only’ reception which was attended by 250 guests. When this observer left, Elena Poniatowska was still autographing her latest book. There is no doubt that Ms. Elena Poniatowska is one of Mexico’s most acclaimed feminist intellectual authors. She has crafted her skills as a journalist, essayist and novelist who provides a voice for those who are voiceless. She is admired for bringing attention to political oppression and socio-economic equity matters as a woman,who listens to those who are powerless and survivors of desparate situations which life provides.

Her writings reflect the realities experienced by those who live and survive earthquakes and oppression. Poniatowska has recorded “literatura que sube de la Calle” (literature that rises from the street, i.e., the ‘hood’). Make it a point to obtain and read one of her books. Poniatowska accurately reported “La Noche de Tlateloco” where Mexico’s armed forces confronted student activists with lethal force in 1968 before the Olympics occurred. She is a nominee for the prestigious Neustadt International Prize for Literature (2012) which recognizes the entire body of literature produced. In the photo above, author Elena Poniatowska was awarded an honorary Doctor of Letters which was authorized by the NHU Academic Board. In addition, a $5,000 scholarship awarded was made to an NHU student, Carolina Ruiz. Those who attended experienced a high quality academic and social event. Created in 2008 by the U.S. Chamber Business Civic Leadership Center and Siemens Corporation, the Sustainable Community Awards are given to U.S. communities that are taking proactive steps to improve quality of life, be a steward of the environment and increase the ability to sustain a successful community for generations to come. San Jose was one of three cities recognized in 2011, receiving an award in the “large community” category. “This particular award that was given to San Jose was significant because San Jose made a huge contribution through the green vision program,” said Sven Hackman, Vice President, Siemens Corporation. “We recognized the level of community involvement and the ongoing sustainable discussion that exists here as compared to other large cities nation wide.” The Green Vision is a ten-point plan that includes creating clean tech jobs, reducing energy usage of residents and businesses, building 100 miles of interconnected trails, among others. Each goal has progressed at its own pace, while the city is working towards implementing the 15-year plan. “It’s nice to be recognized by Siemens with their sustainability award. It recognizes the work that we are doing because we’re doing the research and develop work necessary for other cities to do the things were doing here on sustainability,” said San Jose Mayor Reed. There are very few cities that have money and the city is figuring out how to do it with the help of companies like Siemens. They can then share that with other cities because those cities can use some of that technology that’s being developed in the valley’s companies. “The Green Vision is alive and well,” said Mayor Reed. “We continue to make progress on it and I’m pleased that jobs are still being created here in the valley and the clean tech sector is creating jobs.” The San Jose Green Vision Clean Energy Showcase will be open from 9am to 3pm and with guided tours at 10am, 12pm, and 2pm on October 1, 2011. (ARA) n the balancing act of life, teens who juggle school with activities, like social networking and sports, typically find that studying is the ball that gets dropped most often. Poor study habits extend beyond middle and high school to damage a teenâ&#x20AC;&#x2122;s ability to succeed in college. But with parentsâ&#x20AC;&#x2122; help, teens can break poor habits and learn a solid study routine that leads to college success. The roots of the study problem lie in kidsâ&#x20AC;&#x2122; lack of time management and organization, and it can begin as early as seventh grade, according to Dr. Robert Neuman, former associate dean for academic development at Marquette University. During his 25 years of working with thousands of

college students, he discovered a set of key study problems that cause students to either drop out or take years longer to graduate. â&#x20AC;&#x153;Only one in three college students graduate from a fouryear program on time,â&#x20AC;? says Neuman. In todayâ&#x20AC;&#x2122;s economy, neither parents nor students can afford the financial drain resulting from not being prepared with a complete set of strong learning strategies. Even students who get good grades in high school may struggle later because they have honed last-minute cramming to a fine art, Neuman says. â&#x20AC;&#x153;Their test grades are often good and might get them into college, but students wonâ&#x20AC;&#x2122;t have the knowledge a professor expects since it has evaporated within weeks of cramming.â&#x20AC;? Neuman has written a book to help students practice â&#x20AC;&#x153;effective, productive studyâ&#x20AC;? long before they get to college: â&#x20AC;&#x153;Are You REALLY Ready For College? A Deanâ&#x20AC;&#x2122;s 12 Secrets for Success.â&#x20AC;? He says parents should guide students as early as middle school to use simple tactics that will make all the difference in college. Here are some examples: Learning self-management Do your teens know where their time goes? They need a plan, and it should include daily study time for each course as well as giving additional time to harder courses. This takes organization. 1. Always use a day-planner. Planners help teens â&#x20AC;&#x153;seeâ&#x20AC;? and manage what they are doing: Study, music lessons, extracurricular activities, cell phone time, TV, and team practices. If teens canâ&#x20AC;&#x2122;t fit everything in when they write it all down, theyâ&#x20AC;&#x2122;re overbooked. Being crunched for time leads to added stress and falling behind in classes. 2. Limit extracurriculars. Teens should participate in no more than three extracurricular activities â&#x20AC;&#x201D; they squeeze out study time. And if activities

call for large time commitments, like school plays and competitive sports, one activity is probably plenty. 3. Keep track of key due dates. Kids should transfer dates for tests and major assignments to their day planner and refer to it daily so events donâ&#x20AC;&#x2122;t creep up and catch them unprepared. 4. Use the â&#x20AC;&#x153;never-nohomeworkâ&#x20AC;? rule. When students donâ&#x20AC;&#x2122;t get a homework assignment, they should still use time to study the subject: re-read a chapter; copy and reorganize class notes or formulas; make charts, flashcards, and timelines to help learn the material. 5. Create a noise-free zone. Real studying occurs in quiet places without cell calls or Internet socializing creating constant interruptions. Social lives can be turned back on when study is finished. Preventing problems down the road Students must practice

and strengthen these kinds of study tactics during middle and high school. Why? In college, no one will guide their behavior. Thatâ&#x20AC;&#x2122;s why parental coaching is so important now. â&#x20AC;&#x153;If your teens were inexperienced campers, you wouldnâ&#x20AC;&#x2122;t simply drop them off in the woods and tell them youâ&#x20AC;&#x2122;ll see them next week,â&#x20AC;? Neuman says. The same is true of college. Parents should view themselves as coaches helping their teen at home by monitoring study time, tracking their grades, and coaching them to seek help when needed â&#x20AC;&#x201D; before they take a test. College is full of distractions and temptations to skip studying. The solid study habits you nurture early will pay off later in an on-time college graduation and money saved. This leaflet does not take the place of talking with your doctor about your medical condition or treatment. If you have any questions about DIOVAN, ask your doctor or pharmacist. What is the most important information I should know about DIOVAN? Taking DIOVAN during pregnancy can cause injury and even death to your unborn baby. If you get pregnant, stop taking DIOVAN and call your doctor right away. Talk to your doctor about other ways to lower your blood pressure if you plan to become pregnant. What is DIOVAN? DIOVAN is a prescription medicine called an angiotensin receptor blocker (ARB). It is used in adults to: U lower high blood pressure (hypertension) in adults and children, 6 to 16 years of age. U treat heart failure in adults. In these patients, DIOVAN may lower the need for hospitalization that happens from heart failure. U improve the chance of living longer after a heart attack (myocardial infarction) in adults. DIOVAN is not for children under 6 years of age or children with certain kidney problems. High Blood Pressure (Hypertension). Blood pressure is the force in your blood vessels when your heart beats and when your heart rests. You have high blood pressure when the force is too much. DIOVAN can help your blood vessels relax so your blood pressure is lower. High blood pressure makes the heart work harder to pump blood throughout the body and causes damage to the blood vessels. If high blood pressure is not treated, it can lead to stroke, heart attack, heart failure, kidney failure and vision problems. Heart Failure occurs when the heart is weak and cannot pump enough blood to your lungs and the rest of your body. Just walking or moving can make you short of breath, so you may have to rest a lot. Heart Attack (Myocardial Infarction): A heart attack is caused by a blocked artery that results in damage to the heart muscle. What should I tell my doctor before taking DIOVAN? Tell your doctor about all your medical conditions including whether you: U have any allergies. See the end of this leaflet for a complete list of ingredients in DIOVAN. U have a heart condition U have liver problems U have kidney problems U are pregnant or planning to become pregnant. See â&#x20AC;&#x153;What is the most important information I should know about DIOVAN?â&#x20AC;? U are breast-feeding. It is not known if DIOVAN passes into your breast milk. You and your doctor should decide if you will take DIOVAN or breast-feed, but not both. Talk with your doctor about the best way to feed your baby if you take DIOVAN. Keep a list of your medicines with you to show to your doctor and pharmacist when a new medicine is prescribed. Talk to your doctor or pharmacist before you start taking any new medicine. Your doctor or pharmacist will know what medicines are safe to take together. How should I take DIOVAN? U Take DIOVAN exactly as prescribed by your doctor. U For treatment of high blood pressure, take DIOVAN one time each day, at the same time each day. U If your child cannot swallow tablets, or if tablets are not available in the prescribed strength, your pharmacist will mix DIOVAN as a liquid suspension for your child. If your child switches between taking the tablet and the suspension, your doctor will adjust the dose as needed. Shake the bottle of suspension well for at least 10 seconds before pouring the dose of medicine to give to your child. U For adult patients with heart failure or who have had a heart attack, take DIOVAN two times each day, at the same time each day. Your doctor may start you on a low dose of DIOVAN and may increase the dose during your treatment. U DIOVAN can be taken with or without food.

U If you miss a dose, take it as soon as you remember. If it is close to your next dose, do not take the missed dose. Take the next dose at your regular time. U If you take too much DIOVAN, call your doctor or Poison Control Center, or go to the nearest hospital emergency room. What are the possible side effects of DIOVAN? DIOVAN may cause the following serious side effects: Injury or death to an unborn baby. See â&#x20AC;&#x153;What is the most important information I should know about DIOVAN?â&#x20AC;? Low Blood Pressure (Hypotension). Hospital Screens Newborns for Heart Defects

t is estimated that about 1 in every 100 newborns in the United States—or 40,000 of 4.1 million newborns each year—is born with a structural defect of the heart. Some of these defects are relatively benign and may show up later in life, but others can be critical and require medical and surgical attention in the early newborn period. While the heart is the organ most prone to being abnormal at birth, there has not been a universal approach to screening the heart. Early detection may prevent babies from becoming acutely ill and thus improve morbidity and mortality in children with congenital heart disease. Santa Clara Valley Medical Center (SCVMC) and O’Connor Hospital are among the first in the nation to implement pre- and post-ductal screening, which is conducted at 24 hours after birth and looks at oxygen levels in a newborn for a first clue of possible heart disease. Since the early 1960s more than 150 million infants in the United States have been screened for a number of genetic and congenital disorders. The Universal Screening for new-

borns includes screenings for 30 core disorders and 26 secondary disorders, and in the last decade this screening has been implemented nationally. The other non-blood screening that is conducted with newborns is for hearing, which has been mandated for over 10 years. These screening programs are recognized as being essential for providing the best care and outcomes for infants. The generally acknowledged components of a newborn screening system include the following: 1. Education of professionals and parents; 2. Screening (specimen collection, submission, and testing); 3. Follow-up of abnormal and unsatisfactory test results; 4. Confirmatory testing and diagnosis; 5. Medical management and periodic outcome evaluation; and System quality assurance, including program evaluation, validity of testing systems, efficiency of follow-up and intervention, and assessments of long-term benefits to individuals, families, and society.

Ronaldo y Zidane por una noble causa

Hamburgo,. (Notimex) os ex futbolistas Ronaldo y Zinedine Zidane anunciaron la realización por novena ocasión del Partido contra la Pobreza, en el que se enfrentarán al Hamburgo, a beneficio de África, el próximo 13 de diciembre en esta ciudad. En información publicada en la página en internet de la FIFA, se destacó que las ex estrellas del futbol mundial y embajadores de buena voluntad de la ONU participan en este evento que recauda fondos para la lucha contra la hambruna en África. El brasileño Ronaldo es promotor desde 2003 de la iniciativa del Programa de la ONU para el Desarrollo (PNUD), por lo que invitó a su ex compañero, el francés Zinedine Zidane a participar en esta acción. “Me siento orgulloso del éxito del Partido contra la Pobreza y

muy honrado de que clubes de la talla del Hamburgo se ofrezcan para acoger este acontecimiento”, dijo el brasileño, quien junto con Zidane reunirán a destacados futbolistas para jugar este partido amistoso. Por su parte, Zidane comentó “con la edición de 2011 en Hamburgo esperamos ser capaces de concienciar y recaudar fondos para las personas necesitadas del cuerno de África. “Chicharito” trabaja sin descanso
