ver 50 concerned residents attended the first community forum on criminal justice realignment to listen to panelists and participate in small group discussions. The forum was hosted by Center for Employment Training (CET) and Silicon Valley De-Bug. In an effort by the State to comply with court mandates to reduce overcrowded prisons, associated costs and the number of inmates who reoffend and are re-incarcerated, certain responsibilities are being transferred to counties. This process is referred to as “realignment.” In assessing the potential community impact, the County of Santa Clara is planning to make changes to its criminal justice system. “These community forums are key in preparing for the challenges and opportunities realignment will bring to our current criminal justice system,” said Supervisor George Shirakawa, Chair of the Board’s Public Safety and Justice Committee. “Our main goal is to maintain public safety. The feedback gained from these forums will help ensure that the appropriate support, services, and supervision will be given to inmates so that they can be successful.”

Starting October 1, two major changes will occur in the local criminal justice system. One of the changes involves individuals who commit low-level offenses and are completing their prison sentences. They will be supervised by counties, rather than the State parole office. The other involves individuals, convicted of certain new low-level offenses (non-serious, non-violent, non-sexual registry) that before were sentenced to prison, who will now be placed in the supervision of the County or residence, with options such as jail, treatment programs, and electronic monitoring. “We need a home to come to,” said Stacy McGruder, who was released from prison eight months ago. “Family is a huge thing that keeps many going.” Santa Clara County has an opportunity to transform its criminal justice system so that parolees are prepared to re-enter the community in a productive manner. Community input will be instrumental to design a plan that effectively responds to this historic shift in criminal justice. Additional forums will be scheduled to allow the public to learn how State mandates will impact the County’s justice system and to provide feedback on the realignment process.

Controversial E-Verify

D

T

wo local issues caught my attention this past week. One was the case of the cheerleaders having to cope with meeting the local school dress code. Too much ‘skin’ was being exposed. The solution was to cover it with spandex or jeans. Young girls know that boys “like to look” when given the opportunity. What they do not know is that some boys have not yet learned to control their biological ‘urge to merge’ response. And in a few cases, that may lead to physical or social abusive expressions. Nubile girls below the age of 18 need to learn to be more modest and be able to say “no” to improper advances and proposals. Both fathers and mothers need to set these standards and teach reasonable responsible social behavior. One lesson very difficult to communicate is that TV programs often display human social behavior which is not in touch with reality or common sense. But parents need to use TV behavior displays by giving voice to their own standards of behavior. Simply saying ‘I do not like that behavior (or approach)’ conveys the desired message over time. Silence is never an effective communicator. The other bit of news was that the Mayor’s Gang Prevention Task Force budget was reduced by $2.2 million down to $2.5 million which is still a considerable amount of money. Let’s define money as the license to produce, perform, and consume…that is all. It was enlightening to learn that parent programs were retained because parents are responsible for being the source of values, a sense of what is right or wrong behavior, and for teaching self-control in many social relationships. There is another force which needs to be emphasized. Big Brothers and Sisters organization are seeking volunteer adult role models who are willing to spend some time with a child needing a responsible relationship with an adult. It does not take much time, however, getting the appropriate clearances does take effort. Having such a commitment with a child whose parenting may be limited to that of a ‘single head of household’ is very rewarding and satisfying. Volunteers are also needed to staff reading programs such as the one personally experienced at Washington Ele-

mentary School. I recall being assigned a young girl whose academic performance was less that the norm. This child did not want to learn English because her family spoke Spanish at home. When I explained that her parents came to this community to achieve a higher standard of living and a higher level of education for their children, this student decided learning English was essential to future achievements here in this environment. She did not want to earn a future living doing the sorts of work currently performed by her parents who responsibly worked for a variety of cleaning services. That girl’s academic performance jumped up the minute she focused on becoming bilingual: English and Spanish languages. She ended up being both practiced and learned in both languages. The Hispanic Development Corporation (a local non-profit community based organization) has identified many Latinos(as) who are local successful role models . This organization conducts “Youth Leadership Mini-conferences” after school instructional hours are completed. Their focus is on exposing Latino youth to local volunteers who convey their personal journeys to achievements in a variety of vocations and professions. Youth need to learn that the basic skills (reading, writing, and arithmetic plus communication skills coupled with respectful behavior) are needed to be able to achieve. Dr. Roberto Cruz, who founded the local National Hispanic University (located in San Jose, CA.) would say to youth, “Whatever your mind can conceive is what you can achieve”. An effort must be made to learn concepts and acquire an essential vocabulary. These days it seems that too few really “honor their father and their mother.” The adult volunteers who are interested in helping youth make possible their personal growth towards adulthood. Gangs cannot be a viable option in a community where responsible adults take an interest in their kid’s personal development. Adults these days must not let those who write sitcoms and “novelas”, or design video games, be the source of acceptable human behavior. Simply stated, it does take a village to raise the next generation properly. More adults need to step up to that responsibility.

Ex braceros firman “bajo protesta” Por Rosario Vital El Observador

A San Jose Downtown Association Production

EDUCATION

By Cinthia Rodriguez – El Observador

A

fter a month of adjusting to new professors and getting in the groove of being back in school, some students have another obstacle to face. Students from San Jose State University (SJSU) are living in a hotel due to lack of housing and the university’s new housing policy. Some of the students rallied and marched through the campus to bring awareness to the issue being met by 90 students. SJUS implemented a new housing policy for the 2011-12 academic year. In order to boost student success rates, the university requires all first-time freshmen from more than 30 miles away to live on campus. The university enrolled 4,000 freshmen, SJSU’s largest first-year class in ten years. As a result around 245 undergrads received an email explaining how a hotel would be available instead, at no additional cost. They were removed from their housing and asked to live three miles away or to figure out other living arrangements. “When I lived on campus I would make

it to my furthest class in seven minutes. Now I’m finding to get to any class or just to plan ahead I’m getting about a 30 minute commute,” said Vincent Lubrano, a junior history major. “I’m spending a lot more time on campus, in the library or sitting around doing my work. I’m not as comfortable.” The dorms have much in common with the hotel, such as shared bedrooms and bathrooms, as well as meal plans. Amenities include light rail or shuttle service, free parking, weekly housekeeping, a fitness room, pool, spa, laundry facilities, and SJSU housing staff on site. “I kinda scrambled the day before to make sure I had everything set up such as the down payment,” said Lubrano. “Next thing I know they’re saying that they got too many freshmen, we’ll have to move you some place else and it turns out it’s three miles away.” 89 other students decided to live in the hotel, while the rest are living on couches or last-minute apartments. Students were allowed to cancel their housing contracts and meal plans without penalty. “They should have been able to plan better,” said Lubrano.

inco de Mayo may be behind us, but here at Shmoop we still have a lot to celebrate. Like getting all you lucky test takers ready for the next CAHSEE. Key points of our spicy linguistic test prep journey: 1. Take advantage of examples that (we’re pretty sure) you won’t find anywhere else. Let’s see, how to write an essay. Step 1: Build your own Frankenstein monster. Step 2: Capture King Kong. Trust us, it’s good. Or, for instance, why Pythagoras was the original rock star. Or, if you’re still not satisfied, how to calculate how long it will take you to get home from college to do your laundry (at Mom’s house). 2. We’ve also tossed in, just for fun, hundreds of explanations, examples, and exercises on every California State Standard you need to know for the exam. Oh my. One of the CAHSEE monsters is the CAHSEE Math: Statistics, Probability, Algebra, Functions, Geometry, and Mathematical Reasoning. We dissected the other beast, CAHSEE English Language Arts, into: Vocabulary, Reading

Comprehension, Literary Analysis, and Writing. 3. The birds are chirping, the bees are buzzing, the skies are cloudless and blue...and you’re stuck indoors, getting ready to take the CAHSEE. We bet you could think of at least twelve things you’d rather be doing right now. We’ve thought of and included at least 602: 2 Full-Length Timed CAHSEE Practice Tests and 600 Practice Problems (with on-the-spot feedback and explanations). 4. Only Spanglish will help you prepare for the big day. Our explanations are in Spanish, but the drills and questions are in English. Since you will be battling the monster in English, we didn’t want to send you to fight the battle of wits unarmed. 5. Flex to the max. This is your to-do list as you prep for your exam. Check off the boxes in our suggested order. Or be a rebel and jump around. It’s your call. You can retake sections to try to improve your understanding and final scores. Or your Shmoints for prize winning purposes too! For more scoop on Shmoop’s CAHSEE in Spanish, visit, http://www.shmoop.com/cahsee-espanol/test-practice.html

ozens of students at Adelante Dual Language Academy learned about the importance of reforestation as part of Mexico’s International Reforestation Campaign. The General Consulate of Mexico in San Jose partnered with city officials to plant a tree and teach students the importance of caring and respecting the environment. “It’s an extension of the reforestation program that is taking place in Mexico and so I feel that by extending it here to our school we’re just taking part in that whole program, said Principal Sandra Garcia. “It will benefit our whole world. To ensure a successful tree planting ceremony, the Consul General asked Su-

pervisor Shirakawa to identify a school, whose student body would benefit greatly from Mexico’s Reforestation Campaign. Identifying that school was an easy task. Supervisor Shirakawa recommended that the tree planting ceremony be conducted at Adelante Dual Language Academy for two reasons. First, all of the students at the academy speak and understand Spanish, the native tongue of Mexico. Second, Adelante’s primarily Latino student body would benefit greatly from a ceremony conducted by Latino leaders and dignitaries. The tree was planted in front of the school at the beginning of day, after saluting the flag and singing Mexico’s national anthem. The students heard from local leaders like the Consul General and Councilmember Xavier Campos. They were made aware of simple ac-

tions to take to care for the environment, which in turn will help combat global

warming and its consequences at a worldwide level. “The tree signifies growth and the hope that our children have for the future, said Superintendent Jose Manzo. “So as long as you take care of the tree and you water it and you do all the things to help it survive, it’s a symbol of that growth and hope for our students. It’s a symbol of taking care of our natural resources in our world.

Read the Patient Information that comes with DIOVAN before you take it and each time you get a refill. There may be new information. This leaflet does not take the place of talking with your doctor about your medical condition or treatment. If you have any questions about DIOVAN, ask your doctor or pharmacist. What is the most important information I should know about DIOVAN? Taking DIOVAN during pregnancy can cause injury and even death to your unborn baby. If you get pregnant, stop taking DIOVAN and call your doctor right away. Talk to your doctor about other ways to lower your blood pressure if you plan to become pregnant. What is DIOVAN? DIOVAN is a prescription medicine called an angiotensin receptor blocker (ARB). It is used in adults to: U lower high blood pressure (hypertension) in adults and children, 6 to 16 years of age. U treat heart failure in adults. In these patients, DIOVAN may lower the need for hospitalization that happens from heart failure. U improve the chance of living longer after a heart attack (myocardial infarction) in adults. DIOVAN is not for children under 6 years of age or children with certain kidney problems. High Blood Pressure (Hypertension). Blood pressure is the force in your blood vessels when your heart beats and when your heart rests. You have high blood pressure when the force is too much. DIOVAN can help your blood vessels relax so your blood pressure is lower. High blood pressure makes the heart work harder to pump blood throughout the body and causes damage to the blood vessels. If high blood pressure is not treated, it can lead to stroke, heart attack, heart failure, kidney failure and vision problems. Heart Failure occurs when the heart is weak and cannot pump enough blood to your lungs and the rest of your body. Just walking or moving can make you short of breath, so you may have to rest a lot. Heart Attack (Myocardial Infarction): A heart attack is caused by a blocked artery that results in damage to the heart muscle. What should I tell my doctor before taking DIOVAN? Tell your doctor about all your medical conditions including whether you: U have any allergies. See the end of this leaflet for a complete list of ingredients in DIOVAN. BUSINESS

Buy more, spend less and keep your cash

(ARA) aintaining a healthy cash flow and keeping a firm handle on expenses is considered sound financial management. For small businesses, however, it can be the difference between succeeding and struggling for survival. Making your money work harder is particularly important in times of economic uncertainty when small businesses are often faced with unpredictable sales and more stringent credit requirements. Making the most of your purchases Every business has to invest in goods and services to operate and grow. Small business owners juggling multiple demands, with limited resources, have to be

M

particularly strategic in how they finance their purchases. The good news is a wide range of new solutions are now available to help owners save while they spend. For example, credit cards with cash rewards are becoming increasingly popular with small business owners. By offering the opportunity to earn cash back on purchases from office supply stores, gas stations, computer network companies and restaurants, cards can make expenses less expensive and preserve cash reserves. “A key driver to small business success is finding ways to make less go a long way,” says Steve Strauss, small business expert and columnist. “By offering up to 3 percent cash back on certain purchases, and no cap on the cash back you can earn,

cards like Bank of America’s Cash Rewards for Business MasterCard credit cards (R) are actually paying you to purchase.” Reward cards are one important tool to help small businesses maximize assets and manage cash flow. Here are some additional suggestions to help you prevent shortfalls and keep your small business in financial order: Think ahead. Even the smallest businesses can no longer afford to roll the dice with casual “back of the envelope” calculations. Budgeting should be done routinely and systematically on both a short-term (weekly, monthly depending on company size) and a long-term (annual, 3 to 5 years) basis to forecast impending needs. Don’t silo. A company’s cash position is tied to business operations, so it is wise to assess production schedules, overtime, supplier choices and delivery dates against cash availability and make adjustments regularly. Expedite incoming payments. Speed up receivables collection by sending out invoices as soon as orders are shipped and ask customers to make electronic payments wherever possible. Always deposit checks the same day they are received. Remember that inventory is not cash. The items on your shelves need to be sold to be transformed into cash, therefore you should do everything in your power to move inventory, including offering discounts or installment payments if necessary. Innovation Reigns When Times Get Tough (NewsUSA) hen people see closed storefronts in the neighborhoods where they live and work, they’re reminded that the toll this economy has taken on businesses affects their own lives. And yet some companies — faced with the same adverse headwinds — seem to rise to the challenge and go on to prosper as never before. Why is that? And could there even be a lesson to be learned here if you’re thinking of starting your own business as a result of either being unemployed or just plain fed up with your current job? The “i-word” keeps popping up among experts as the answer to that question. “The whole engine that drives any economy is innovation,” says Stephen Gnass, executive director of the National Congress of Inventor Organizations, a non-profit for inventors and inventor groups. Take IBM, for example. It practically reinvented itself years ago — going from a stodgy seller of large, pricey computers to a global software and consulting giant — and just recently celebrated its 100th anniversary. And then there’s the more underthe-radar case of New Jersey-based GAF. North America’s largest roofing and ventilation manufacturer is celebrating its own anniversary this year — 25 years longer in business than IBM, but who’s counting? — and one way it got there is by coming up with unique answers to consumers’ and businesses’ desires to go green. In fact, it made quite a splash last summer when it teamed up with New York City’s Department of Buildings to paint 1 million square feet of roofs white — GAF supplied the reflective paint for one of the many projects of the initiative, as well as materials and labor — as a way of cutting the city’s energy costs. To GAF’s CEO, Bob Tafaro, that kind of nimbleness is key. “When you put customers first by ensuring that they get quality products and service, and when you keep your employees focused on innovation, you’ve got the formula for surviving long term and throughout even the toughest economic times.” The company’s commitment to service and innovation has actually produced a number of “firsts,” including: the first readyto-lay asphalt roofing, the first to use color granules in roofing materials, and the first to offer a lifetime shingle warranty. And, oh yes, for those concerned about the outsourcing of American jobs, everything’s made in America. For more information, visit www.GAF.com.

gen incandescent technology to produce a more efficient incandescent bulb.” - Install ceiling fans Install a ceiling fan in frequently occupied rooms. Ceiling fans use a fraction of the electricity of an AC unit. Therefore, the thermostat can be raised six degrees — say, to 78 degrees — and make a room feel as comfortable as if the ambient temperature were really 72 degrees. - Utilize lighting controls Lighting controls are an excellent option for saving energy. It is not necessary to invest in a comprehensive control system where the entire house is rewired. There are simple and lessexpensive methods for controlling light to save energy, such as motion sensors, photocells that operate according to light levels, timers and dimmers. Thanks to breaking technology, lighting has become more efficient than ever before. Visit an ALA-member lighting showroom to receive professional tips on energy-saving. Incandescent lighting is not being banned. The new legislation is only affecting the standard 100-watt incandescent bulb, which will no longer be sold beginning in 2012. However, an incandescent bulb that uses only 72 watts will replace it. This new bulb uses halo-

the field, turned his fiercely competitive nature to management. Heading into the 2002 season, Billy faces a dismal situation: his small-market Oakland A’s have lost their

defying conclusions and go after players overlooked and dismissed by the rest of baseball for being too odd, too old, too injured or too much trouble, but who all have key skills that are universally undervalued. Ultimately this experiment will lead not only to a change in the way the game is played, but to an outcome that would leave Billy with a new understanding that transcends the game and delivers him to a new place.

star players (again) to big market clubs (and their enormous salaries) and is left to rebuild his team and compete with a third of their payroll. Driven to win, Billy takes on the system by challenging the fundamental tenants of the game. He looks outside of baseball, to the dismissed theories of Bill James, and hires Peter Brand (Jonah Hill), a brainy, numbercrunching, Yale-educated economist. Together they take on conventional wisdom with a willingness to reexamine everything and armed with computer driven statistical analysis long ignored by the baseball establishment.

It seems everyone is saying they have the best unlimited plan. Here’s the truth. When it comes right down to it, our competitors have some crafty ways of limiting your phone experience after a measly 2GB of data usage. Once you hit that limit with T-Mobile, they slow down your data speed. AT&T and Verizon give you unlimited text and talk, but they charge you extra after you reach the same limit. At Sprint, forr only $79.99/mo., $7 79 9.99/mo., we give you Unlimited Unlimited d data plus Unlimited text and calling to any mobile. All while on the Sprint network. Simply put, it’s our Everything Data plan. Only from Sprint. May the best unlimited plan win.

Unlimited data. No extra overage charges. No slowing you down.
