San José Public Library Receives Highest National Honor San José, CA

he Institute of Museum and Library Services (IMLS) has selected the San José Public Library (SJPL) as one of only ten libraries and museums to receive the 2011 National Medal for Museum and Library Service. The National Medal is the nation’s highest honor for museums and libraries that demonstrate extraordinary innovative approaches to public service and community outreach. “I am truly honored and delighted that IMLS has chosen San José Public Library as one of the ten institutions to receive the National Medal,” said Jane Light, SJPL Library Director. “It is indeed a recognition that could not have been achieved if it weren’t for the dedicated and friendly staff members that work very

hard every day to provide the much needed and heavily used library services the community desires.” San José Public Library is the first city library in California to receive the award and was selected for meeting the information and learning needs of its ethnically diverse community, stellar innovative and educational programs, and for providing its customers with on demand services and selfservice options that enhance their library experience such as self-checkout machines and online account services. “I am pleased that the San José Public Library System is receiving this distinguished recognition from the Institute of Museum and Library Services,” said Congressman Mike Honda, who nominated San José Public Library for the award. “Here in Silicon Valley, we pride ourselves on innovation. SJPL is an international model for providing traditional and cutting edge library services to all Silicon Valley resi-
dents. Under the direction of Jane Light, the SJPL developed new programs and methods which have positively redefined the role of libraries in our community.” As the recipient of the National Medal for Museum and Library Service, San José Public Library will be honored during the National Medal ceremony in Washington D.C. later this year and receive a $10,000 award. Story Corps will also be visiting San José Public Library to document community members’ stories about the medal-winning library and its impact on their lives. “We are extremely proud of our libraries here in San José and I’d like to thank the Institute for Museum and Library Services for this distinguished honor,” said Mayor Chuck Reed. “This award is a testament to the many staff, volunteers and supporters who have helped San José libraries continue to provide excellent services during these tough budget times.”

County of Santa Clara Appoints New Manager of Affordable Housing Programs SANTA CLARA COUNTY, CALIF.

ast week, the County of Santa Clara welcomed Rebecca I. Garcia as the new manager of the Office of Affordable Housing programs. Prior to joining the County, Garcia worked at the City of San Jose’s Housing Department. “I am very pleased Rebecca has joined the County of Santa Clara staff,” said Jody Hall Esser, Director of the County Office of Planning, which oversees the Affordable Housing programs. “Rebecca’s passion and compassion for providing affordable housing are evident. Her consummate professional skills will build on the accomplishments to date of the County’s Affordable Housing programs. Her commitment to work closely with other local government staff and community based organizations also involved in affordable housing programs and related services will benefit all.” Garcia was a Development Specialist with the City of San Jose Housing Department from 2007-2011 and Program Analyst with the City’s Office of Economic Development from 2005-2007. During her eight years with the City of San Jose, Garcia took on responsibilities and succeeded in many areas including grant writing and management, and innovative program development and administration. In 2011, Garcia was selected as the City of San Jose Housing Department Employee of the Year. “I am thrilled to join such a dynamic and important team of people, all committed to the preservation and the development of affordable housing,” said Garcia. “Affordable housing remains a critical and unmet basic need for
many in the County. The Affordable Housing crisis requires the cooperation and coordination of the entire community. The County is in a unique position to collaborate and I am excited about working with the various stakeholders in our community to most effectively serve our residents in need.”
Garcia is a dedicated member of the many community organizations, including Santa Clara County Collaborative on Homelessness and Affordable Housing; the City of San Jose Domestic Violence Board; the California Economic Development Association; and Community Technology Alliance.
Before working for the City of San Jose, Garcia taught at the College of Education at the University of Georgia, where she was also the Program Manager for the Center for Latino Achievement and Success.
Garcia was born and reared in Gilroy, California. She holds a Bachelor’s Degree in Psychology from San Francisco State University, and a Master’s Degree in Educational Psychology from the University of Georgia. Garcia’s annual salary is $87,000.

ast week, by a 3-1 vote, I led the effort of the Santa Clara County Board of Supervisors to end the County’s collaboration with Immigration and Custom Enforcement (ICE). Today, the San Jose Mercury News published a story about this vote on the front page. The story was just plain wrong in saying that this new policy puts public safety at risk. In Santa Clara County, the administration of justice is applied equally without regard to immigration status. To the Mercury News, I ask, “How is public safety at risk?” Those who commit serious and violent crimes are prosecuted and sentenced to the fullest extent of the law, without regard to immigration status, period. For those whose immigration status is in question, that is clearly the federal government’s responsibility. We don’t work for ICE. This is not a Federal mandate, it’s a request. This County is willing to cooperate with ICE with regard to serious and violent offenders, if they reimburse the County for our expenses. We will continue to protect our community while ensuring that justice is administered equally to all. Thanks for your support, George Shirakawa, Supervisor, District 2 October 24, 2011 Publisher’s Comment: This sort of Board of Supervisor’s activity would not be necessary if the U.S. Congress would consider and pass comprehensive immigration legislation needed to correct the current situation. Both Congress members Zoe Lofgren and Mike Honda have supported the establishment of an immigration process which would correct immigration matters.
Supervisor George Shirakawa’s leadership in this matter supported by Supv. Ken Yeater and Pres. Dave Cortese, is evidence that undocumented residents within the County of Santa Clara need to feel secure. They can be trustful of other county agencies, especially Health & Hospital Systems (VMC), social services and mental health issues. It is better for undocumented indigents to seek medical aid, social services, and mental health assistance during the early stages of need. Certain county officials, especially the Sheriff and District Attorney may focus on concerns of public safety-that is their proper focus. Fortunately, the checks and balances system of governance in this county is working well. Aaron Resendez, East Side Community advocate, reports that the ‘Santa Clara County Coalition Against Secure Communities’ (composed of 30 community based organizations) were actively advocating against the Department of Homeland Security “Secure Communities Policy’ under which many deportations occurred of undocumented residents who were law abiding residents. No one opposes the deportation of the very serious criminals (drug traffic, very violent, sexual and very serious offenders of the law). If public safety is a major concern, it behooves all of us, as members of this community, to report criminal activities and be willing to act as witnesses, which would enable the various law enforcement agencies to solve the many criminal incidences which remain unsolved because there is insufficient cooperation by witnesses who fear reprisals. There is much to be done by all to ensure this community’s safety and security. What is evident is that there are multiple sources of unlawful activity which impacts public safety.

ontinuously challenging the changes that have been made over the past 40 years is required. The good news is that it is possible if the electorate participates in great numbers. These are the citizens who register to vote, become informed about the public policy issues that confront all of us, and then make a decision before voting on Election Day this November 2011. The OCW (Occupy Wall Street) movement is profound evidence that people are not satisfied with their current elected officials, especially members of the U.S. Congress. What irritates me the most is the disrespect shown to the Office of the President of the United States of America by a handful of members of congress who openly state that their current goal is to ensure that President Obama will not be re-elected. There are times when their racism really is evident. They focus on President Obama being the first African American to be elected as this nation’s Chief Executive and Commander in Chief. It is time that these individuals realize that President Obama was raised and educated by two ‘White’ women (mother and grandmother) because his African father abandoned the marriage in which he was begat. Another annoyance is the issue of President Obama’s birthrights. Even when shown a State of Hawaii birth certificate, certain individuals will not personally accept the official records presented. Is this evidence of latent racism and bigotry still lurking amongst us all? I am beginning to think so. The challenging changes required is for those who voted for President Obama in the 2008 Presidential election, to review what has been accomplished. Despite receiving a very bad economic crisis engendered by the irresponsible and untruthful Bush administration, President Obama has proven to be a skilled leader of great patience. He was required to shift from his ideals “Changes you can believe in”: Remember? to dealing with two unfunded wars and the impact of a global economy guided by self-serving corporations to which the U.S. Supreme Court gave ‘personhood’. Today these multi-national corporations can fund any election in America simply by providing campaign donations to their chosen candidates. Recently this sort of activity reached down to the election of a local school board member!
The good news is that the American electorate can strictly define the future lawful activities of corporations, Lobbyists and the very wealthy. This can be done by initiating an amendment to the U.S. Constitution, which limits corporate activities to the business activities, which provide employment for local labor forces while making a reasonable profit. This amendment must require full disclosure of any activity, which provides campaign funds that interferes with, and unduly influences, any election campaign in any jurisdiction. The objective of this proposed constitutional amendment is to guide corporate executives towards dealing with their capitalistic objectives: a) making a profit; b) dealing with market forces; and c) providing employment opportunities. In addition, it is wrong for certain very wealthy individuals to have the ability to provide funding for favored candidates in election jurisdictions wherein they do not reside. Elections must remain the location where the legitimate electorate gets to decide who is to be elected. We must eliminate the ability of ‘big money’ to buy elections. The outcome is that today we have the best U.S. Congress that money can influence. The outcome is that members of Congress now look out for their supportive special interests rather than taking care of the needs of the American people. The recent OWS public outcry will come to naught unless its leaders begin to present recorded focused goals. Their focused goals must deal with many public policy issues such as an economy that provides jobs and re-establishes an American consumer economy. Our economy is the outcome of both socialistic and capitalistic theory. ‘Socialism’ provides for public education, health care, public health and sanitation, national housing policy, social security, welfare, public utilities, transportation (roads, bridges, airports, harbors, waterways. etc). These ‘infrastructures’ support capitalist enterprises. That is why capitalists must begin to pay their fair share of taxes and fees, which are used to create and maintain those infrastructural elements used by their commerce. What is required today of all of us, the 1% super wealthy as well as the struggling 99%, is for us to accept a reasonable challenge to changes which benefit all of us.

he other artist took a completely different approach when putting together her altar. Lisa Jones told the story of a man she met during a visit to Mexico. The anecdote she shared sounded almost make believe. There was an old man that she thought was burdened with all the prep materials needed to decorate a tomb stone during Day of the Dead. She kindly offered to help and only exchanged a smile and a
nod. She then helped him carry some of the decorative items. The man only spoke Zapotec but somehow they understood each other and worked along side of him on the project. The small town speculated. They came to the conclusion that she was a long lost relative they didn’t know about or a lover. The man had lived in the village his whole life and now he was the last of his family that lived the land. The man she met had a lasting impression on Jones. She built him an altar based on that single encounter. She tried to embody who he was, so she used a lot of imagination.
Jones believes she brought a little piece of Oaxaca with her with the completion of her altar. She included bottle caps, fruits, candles, and aromatic marigolds. Jones believes his spirit will visit the altar that otherwise no one would have created on his behalf. The exhibit of the altar includes two other altars, another on the 5th floor of the Martin Luther King Jr. Library and one on the 1st floor in the children’s section. The exhibit of traditional and contemporary altars runs until November 4.

lthough Day of the Dead is November 2, preparations for an altar begin well in advance. Two local artists had their altars ready early this month. They shared their vision of what an altar means to them with rich colors and customary items. Sometimes feelings of sadness remind us that celebrating the dead should be a pleasant experience. Altars have that effect on the artist and viewers alike. “I think creating altars helps you act out on those feelings,� said Mary Jane Solis. “I mainly do personal altars because displays don’t evoke those same feelings.� Mary Jane Solis remembers growing up in a hard working and traditional family, but they didn’t celebrate Day of the Dead. She didn’t start celebrating the Latin-American holiday until she was on her own and in college. “I found it a very beautiful tradition. It’s about the
power of art, that has spiritual and emotional power and that felt real to me,� said Solis. Solis believes that artists should share visual elements and Day of the Dead allows her to do so. Her altar include items like tamarind, little cactus plants, family photos, sweet bread, peppers, and religious figures. Surrounding her altar are cornhusks with a cross that points to the four directions. She dedicated the altar to her uncle and grandparents. They lived and worked in Delano, a small agriculture town, which explains the inclusion of some of the objects used for her altar. Solis is of Mexican descent, more specifically from Coahuila, one of the states that border Texas. She usually steps foot on Mexican soil during the holidays and Day of the Dead is no exception. She has been visiting Oaxaca, a Southwestern state known for indigenous peoples and culture, for the past 20 years. “It’s exhausting sometimes but it’s a relief and release,� said Solis.
Building the altar is a healing process for Solis. She encourages everyone
to experience it. She also believes it keeps tradition alive.
“You light the candles and you celebrate,� said Mary Jane Solis.

NHU Ofrecerá 15 becas para su Programa de Maestría en Educación

n atención a su compromiso de ayudar a los profesores para atender las necesidades de poblaciones estudiantiles diversas, la National Hispanic University (NHU) ha anunciado la creación de 15 becas de $1500 dólares cada una para profesores que estén interesados en obtener un título a través del programa de maestría en educación de la Universidad. Las clases empiezan el 24 de octubre. El programa de Maestría en Educación de NHU está diseñado para preparar a los profesores para que generen un impacto positivo en las clases con estudiantes de distintas culturas en los grados de K-12. . Este programa en particular busca extender el acceso a la educación superior para profesores, al ofrecer un formato de educación
híbrido que incluye clases en NHU, a través de internet y en el Centro de Educación de East Palo Alto. Este centro, publicado en la calle 763 Green St. de East Palo Alto, hace parte del distrito escolar de la escuela de bachillerato Sequoia Union High School. Cuesta creer que todavĂa sigan proliferando estos tipos de estafas, pero ocurre. De hecho, segĂşn una encuesta reciente realizada por la FederaciĂłn Americana del Consumidor, las estafas (incluyendo cheques falsos, sorteos fraudulentos y programas mentirosos de “trabajo desde la casaâ€?) se encuentran actualmente entre los 10 primeros reclamos que reciben los organismos de defensa del consumidor. Hay infinidad de variantes sobre los engaĂąos que se cometen con cheques falsos por telĂŠfono, carta y correo electrĂłnico, incluyendo los siguientes: • Usted se ha ganado una loterĂa extranjera y le envĂan un cheque por la primera cuota de su premio. Para recibir el resto, usted debe depositar y cobrar el cheque, luego le debe enviar el dinero a alguien que pagarĂĄ para facilitar la transacciĂłn y pagarĂĄ los impuestos por usted. • Alguien responde a su aviso clasificado o publicaciĂłn de un remate en internet por algĂşn artĂculo de valor. What is the most important information I should know about DIOVAN? Taking DIOVAN during pregnancy can cause injury and even death to your unborn baby. DIOVAN is a prescription medicine called an angiotensin receptor blocker (ARB). It is used in adults to: U lower high blood pressure (hypertension) in adults and children, 6 to 16 years of age. U treat heart failure in adults. In these patients, DIOVAN may lower the need for hospitalization that happens from heart failure. U improve the chance of living longer after a heart attack (myocardial infarction) in adults. DIOVAN is not for children under 6 years of age or children with certain kidney problems. High Blood Pressure (Hypertension). Blood pressure is the force in your blood vessels when your heart beats and when your heart rests. You have high blood pressure when the force is too much. U are breast-feeding. It is not known if DIOVAN passes into your breast milk. You and your doctor should decide if you will take DIOVAN or breast-feed, but not both. Dulcecitos Cubanos 20 piezas Ingredientes 1/2 taza de miel 2 tazas de chocolate oscuro 2 tazas de chips de caramelo butterscotch 1-1/2 taza de crema de cacahuate 1-1/2 taza de cacahuates sin cáscara (tostados y molidos medianamente) 1 taza de papas fritas (ligeramente saladas y en pedacitos) Preparación 1. Coloca el chocolate oscuro, la miel, los chips de caramelo butterscotch y la crema de cacahuate en un recipiente mediano y derrite lentamente en una olla doble. Este proceso tarda 20 minutos aproximadamente. 2. Bate la mezcla hasta que esté totalmente derretida y agregar los cacahuates y las papas fritas. 3. Coloca en tu mano 3
cucharadas aproximadamente de la mezcla y forma con cuidado una bola. Haz 20 bolas y colócalas en moldecitos de papel. Refrigera durante 15 minutos.
Cocadas 12 piezas Ingredientes 1/4 taza de miel 2 tazas de coco rallado 1/4 taza de leche condensada (endulzada) 3 claras de huevo 1/2 cucharadita de extracto de almendras Preparación 1. Precalienta el horno a 350° Fahrenheit. Engrasa una bandeja para hornear forrada con papel de aluminio. 2. En un recipiente, agrega el coco rallado, la leche condensada, la miel, las claras de huevo y el extracto de almendras. Mezclar con una cuchara hasta integrar todo. 3. Humedece ligeramente tus manos, toma unas 3 cucharadas de la mezcla de coco y forma cuidadosamente una bola. Colócala en la bandeja para hornear engrasada. 4. Humedece nuevamente tus manos y repite el proceso hasta formar 12 bolas con la mezcla. 5. Coloca en una bandeja para hornear de 10” x 15”. Hornea entre 12 y 15 minutos, hasta que tomen un color marrón dorado claro. Deja enfriar. uertes rumores circulan en el mundillo de la fistiana, en relación al ataque que sufrió el campeón minimosca Ulises “Archi” Solís a manos del campeón súper welter Saúl Alvarez, tras una sesión de entrenamiento en Oblatos, Jalisco. Solís manifestó en las redes sociales que ambos coincidieron corriendo en la Barranca de Oblatos, el minimosca se hizo a un lado para que pasara el Canelo Alvarez, sin embargo, este lo detuvo y tras reclamarle porque andaba con la madre de su hija, el welter le soltó algunos golpes al minimosca que provocaron fractura de mandíbula y la pérdida de un diente, por lo que tuvo que ser llevado a la Cruz Roja, por el hermano de Solís, donde será operado en las próximas horas y ahí mismo levantó un acta demandando a Alvarez.
