The meeting started with a short presentation by Ms. Teri Black, Teri Black & Company, a public sector executive recruitment firm, who described the recruitment process. “This is the very beginning of the process, we have a lot of work to do,” said Teri Black. The Process includes taking the input and cr eating the marketing campaign that summarizes the feedback received at all the c ommunity meetings. Black e xplained that they would be out in the str eet for recruitment and talk to people on phone or in person and talk about what they’re looking for in a police chief. “There will be no secrets about what San Jose is looking for,” said Debra Figone, City Manager. The recruitment process will end during October and the top candidates will be in terviewed, ending with a thor ough background and reference check. “We will actually have diverse representation on the interview panel and those will be confidential,” said Figone. “We want to protect the confidentiality of the candidate as well as the panelists.” The community members tha t attended the meeting were asked five questions pertaining to the ideal candidate to facilitate discussion amongst them. The suggestions from each group were written down and summarized at the end of the meeting. It’s a complex organizational operation. “Putting so many suspects in jail will not solve anything, crime will continue to grow even if we have the best police chief, he will do his job but some changes lie in the c ommunity,” said Cadia. Experts Assess Impact of Latino Voters on 2010 Elections

uring the Board of Supervisors Meeting of Tuesday, Aug. 24, 2010, held at County Government Center, Board of Supervisors’ Chambers, 70 W. Hedding St., San Jose, CA 95110, several items pertaining to the health care services were considered. First let us acknowledge the unreported action which was not on the agenda. Valley Medical Center’s Emergency Room and its related Trauma Center, centrally located in the County of Santa Clara, continues to be the only ER amongst the nine San Francisco Bay Area counties, with an ‘open door policy’. This policy ensures that a patient with urgent medical challenges, who is presented at this ER, will be stabilized and essential medical services initiated prior to dealing with “the ability to pay” and “Are you insured?” matters. The community, especially the low income and uninsured, especially appreciate this approach to essential and urgent human need. The Board of Supervisors, the County Executive, and the leadership of VMC, especially Medical Director Alfonso Banuelos, M.D., must be told that the residents of this county appreciate this stance. The community holds the present ER open door policy sacrosanct. A recommendation is that information be disseminated which enables the public to minimize the use of the VMC ER facility as a primary care clinic. The use of VMC’s ER and Trauma Center must continue to focus on practicing emergency medicine and those severe traumatic injuries which are life threatening. REGARDING SUICIDES: A report from the Health and Hospital Committee relating to early identification and detection of potential suicide was accepted. Recommendations from the Social Services Agency, Santa Clara Valley Health and Hospital System, and Mental Health Department included the creation of a single 1-800 Suicide and Crisis Phone Line and the establishment of a part-time Suicide Prevention Coordinator position to be funded with MHSA (Mental Health Services Act) resources. This proposed coordinator must have

access to multilingual capabilities (English, Chinese, Spanish, Vietnamese, and Tagalog). Since the impetus for this action was the recent suicides of several students, school districts must be encouraged to orient both staff and student bodies regarding early detection of stress and related mental health disorders. REGARDING AMBULANCE SERVICES: Competition requires more than one provider of ambulance services. For nearly 80 years American Medical Response (AMR) has been the the provider. In response to a request for proposal (RFP) Rural/Metro Corporation’s (RMC) submittal scored higher than AMR. An administrative paper analysis is subjective and may be influenced by those having a conflict of interest. Let the competitive process play out. Give RMC an opportunity to perform. The County Executive, Jeff Smith, M.D., is to be commended for encouraging competition which will favor the establishment of reasonable pricing for the required services. Undoubtedly, this whole process, if allowed to be extended, is subject to external lobbyists influences. So, consider steps that ensure the county staff involved continues to be impartial and objective. If AMR’s administration was not that sharp with their cost estimates and profit margins, it has now experienced that a competitor has been. So the Board of Supervisors and the County staff need to allow the competitive forces to determine the outcome. No doubt that AMR has stakeholders who are disappointed. The residents now know that another provider, who was initially qualified by staff, presented a ‘winning bid’ that ought to be assigned. Further study permits AMR’s friends to influence the original rational and objective evaluations. Ethnic communities understand this process whereby a favored individual and/or company eventually gets the business that was originally ‘won’ by a new kid on the block. If the costs of ambulance services are to be reasonable, let the RFP process, mandated by California State law and regulation, determine the outcome.Δ

ashington, DC – Leading experts on Latino voter trends and the politics of immigration reform gathered on a conference call to analyze Tuesday’s primary results in Arizona and Florida, and assess the influence of Latino voters and the immigration debate on elections in these states, as well as California, Colorado, Nevada, and other areas in the run-up to November. America’s Voice released a new version of the report, The Power of the Latino Vote in the 2010 Elections, which tracks 41 key races in 12 states where Latino voters are poised to play a decisive role this year. This previously-issued report, updated through yesterday’s primary results, analyzes trends in Latino voting behavior and provides a detailed analysis of the way the immigration is playing out in these gubernatorial, Senate, and House contests. The impact of Latino voters on 2010 races will be a major storyline this cycle – especially in states like Arizona, California, Colorado, Florida, and Nevada. Lynn Tramonte, Deputy Director of America’s Voice, said, “As our report makes clear, Latino voters are poised to influence a number of battleground races across the country. As primary season wraps up, a trend is emerging where Republican candidates tacked hard right on immigration during the primaries, but are struggling to figure out how to come back to the center in the general election, so they can compete for Latino and other swing voters. We will be watching races in California, Arizona, Florida, Colorado, and elsewhere to see whether Republican candidates can rebuild their image with Latinos, whether Democratic candidates confidently lean into the immigration issue to vie for this constituency, and whether candidates in both parties finally realize that comprehensive immigration reform is a pragmatic position that helps them both win Latino voters and win the middle.” According to Republican political strategist Ana Navarro, “Intensity surrounding the Arizona immigration law in Republican primaries will decrease in races nationwide as we head into the general election. These candidates now have to put together a winning formula for November, and that won’t involve antagonizing Hispanic voters.” While polling shows that many Latinos are disillusioned by the failure to move forward on comprehensive immigration reform in Congress, the recent controversies over the Arizona SB1070 immigration law and the way that some candidates have embraced punitive immigration policies have also re-energized many Latino voters. According to Arturo Vargas, Executive Director of the National Association of Latino Elected and Appointed Officials (NALEO), “The current debate around immigration is playing a big role in what Latino voters say. We recently conducted a poll among Latino voters in key states and they told us the issue of immigration increases their likelihood of voting and even influences their selection of candidates. In fact, when asked what are their top concerns, most of the respondents told us ‘immigration.’ That’s ahead of jobs, the economy, and healthcare, among others. This is the first time we’ve ever seen immigration top the list of concerns among Latino voters and that is very significant.” According to public opinion analyst Fernand Amandi, Vice President of Bendixen & Amandi, “While a harsh immigration position may be a benefit in some Republican primaries in the short term, it’s bad politics for general elections and a scorched-earth strategy for the long-term.”

felt for many years. In Santa Clara County, suicide is the 10th leading cause of death. Last year, several youths committed suicide in Palo Alto. On Tuesday, August 24, the Santa Clara County Suicide Prevention Advisory Committee unveiled the county’s first

comprehensive suicide prevention strategic plan at the Board of Supervisors meeting. The plan will serve as a springboard for a community wide effort to provide the resources and awareness needed to reduce the suicide rate in Santa Clara County. “This plan has been an 11 month project which has resulted in several strategies to prevent suicide in Santa Clara County,” said Nancy Peña, Director, Santa Clara County Mental Health Department. “These strategies are designed to help people of all ages, all ethnicities, genders and sexual orientations.” The Santa Clara County Suicide Prevention Advisory Committee collected data in order to prevent suicides in Santa Clara County. The data revealed that the highest rates of suicide appear to be from high-income areas of the county such as Palo Alto, Los Altos/Los Altos Hills, Sunny-

vale and Morgan Hill. Some of the conditions that may lead to suicide include; child custody battles, mental illness, alcohol and drug abuse. Suicides by military active duty personal and veterans are also relatively high. The U.S. Substance Abuse and Mental Health Services Administration (SAMHSA), Suicide Prevention Resource Center identifies risk factors into three categories: biopsychosocial, environmental, and sociocultural. SAMHSA literally stresses the importance of understanding these well-documented risk factors because the impact of some risk factors can clearly be reduced by certain interventions. “There are several ways to prevent suicide in our county,” said Victor Ojakian, Co-chair, Santa Clara County Suicide Prevention Advisory Committee. “One way is to simply improve the quality of life in our county.” Other ways to prevent suicide include: effective clinical care for mental, physical and substance use disorders, strong connections to family and com-

munity support, and skills in problem solving, conflict resolution, and nonviolent handling of disputes. The data that we collect says a lot about the people at risk of suicide,” said Victor Ojakian, Cochair, Santa Clara County Suicide Prevention Advisory Committee. Innovative Asthma Treatment A Breath Of Fresh Air (NAPSA)-For those who suffer from asthma and other respiratory diseases, a change in season can prove to have negative effects on their health. Fortunately, relief from harmful allergens and their irritating effects can be found in more places than one might initially think. According to the Asthma and Allergy Foundation of America (AAFA), nearly 20 million Americans suffer from asthma, a disease of the airways in the lungs in which they become blocked or narrowed, causing breathing difficulty. Typically, asthma and allergy sufferers start to feel the repercussions of their ailments in the spring, a time when tree and flower pollination is at its peak. Allergies reflect an overreaction of the immune system to substances that don't cause a reaction in most individuals. To prevent these and other symptoms, many Americans are taking steps to rid their homes of allergens, such as dust mites and mold, and keeping windows closed during days with high pollen counts. However, taking your prescribed medication is your best bet at

beating the symptoms. According to the clinical guidelines for asthma management, medicines are usually inhaled through a machine called a nebulizer. While many doctors tend to prescribe inhalers due to their portability, consumers who prefer the effectiveness of a nebulizer may be in for a treat. Exit Exam: County students top peers statewide

AN JOSE, CA – An analysis of the 2009-10 California High School Exit Exam (CAHSEE) shows that Santa Clara County students continue to outperform their statewide counterparts, and also reveals ongoing progress in narrowing the achievement gap between scores of student subgroups. According to the analysis by the staff of the Santa Clara County Office of Education, county 10thgrade students have consistently outperformed their peers statewide from 2002 to 2010 in both the English Language Arts and mathematics segments of the exam. “These results show a continued level of excellence from Santa Clara County students – and their teachers,” said County Superintendent of Schools Charles Weis, Ph.D. “We at the County Office of Education couldn’t be more proud.” The analysis found that all student subgroups maintained or improved their performance on both portions of the exam. Further, the disparity between scores of white and Hispanic subgroups on the exam’s English Language Arts segment narrowed by three percentage points between 2009 and 2010; the difference in scores on the mathematics segment between these groups remained unchanged. “We are very excited that our initial efforts to close the achievement gap are working, but

we have more work to do,” Weis said. “We must remain steadfast in our commitment to eliminating the disparity in achievement.” The COE analysis also found that most county student subgroups outperform their statewide peers on both CAHSEE segments. This finding is most evident in the scores of African American 10th graders and 10th grade students with disabilities. County African American 10th graders topped their statewide peers on the English Language Arts segment by 10 percentage points, and by 11 percentage points in mathematics. County 10th grade students with disabilities had a lead of 10 percentage points over their statewide counterparts on both exam segments. The CAHSEE findings are the second batch of standardized test results released in recent weeks that showed progress in county students: Released earlier this month, California Standards Test results showed marked improvement among Hispanic students. “We are headed in the right direction, but there is much ground left to cover,” Weis said. “You can bet that the County Office of Education will harness this momentum to further our mission to provide every county student with a world-class education.”

haber superado obstáculos legales para sacar adelante este centro latino histórico que fue firmemente defendido por sus comerciantes y por los residentes del Este de San José. “Se hizo justicia, hay democracia en este país. Es una celebración de la libre empresa de los Estados Unidos”, dijo Pat Dando durante la ceremonia de inauguración de las remodeladas instalaciones de La Tropicana. Por su parte el Alcalde Chuck Reed felicitó a Dennis Fong y Rich De la Rosa por la tenacidad y visión de luchar por los pequeños negocios. “La transformación es fantástica. No había visitado desde hace mucho tiempo este lugar y luce muy bien”, dijo Reed. Dennis Fong recordó que la Agencia de Reurbanización de San José en el año 2001, bajo la dirección de los entonces Concejales Nora Campos y George Shirakawa, el Alcalde Ron Gonzales, y la vice alcalde Cindy Chávez, iniciaron una acción de “dominio eminente” para expropiar el Centro Comercial Tropicana de sus propietarios para desarrollar un centro de compras llena de tiendas nacionales . La acción pretendía eliminar cerca de 100 empresas locales. Sólo dos concejales en aquellos años Chuck Reed, ahora alcalde, y Pat Dando, ahora presidente del San José Silicon Valley Cámara de Comercio, tuvieron el valor y el sentido de hablar en contra de la condena ilegal de Tropicana y el despilfarro de fondos públicos. Desde 2006, Fong y los demás propietarios han trabajado para completar la renovación del Centro Comercial Tropicana. Después de gastar millones de su propio dinero para renovar los edificios, los propietarios acaban de completar la renovación del estacionamiento completo a un costo de casi $ 950.000. “He invertido 14 millones de dólares en este lugar. Este lugar es seguro y siendo el corazón de la comunidad Latina merecía conservar su historia y tradi-

ción”, explicó Dennis Fong. La Placita cuenta con un promedio de 90 negocios que rentan su espacio. El ambiente es seguro así lo demuestran las estadísticas según el propietario del recinto Fong. A la ceremonia también asistió Magdalena Carrasco, candidata del Distrito 5 y dijo que este lugar es histórico. “A la primera tienda que me trajo mi padre de compras fue a La Tropi cana. ¿Cómo olvidar esto?”, expresó Carrasco. Aarón Resendez, candidato al Distrito de la Mesa Directiva del Distrito Escolar de Alum Rock felicitó a todos quienes se pusieron firmes y defendieron este espacio. T

he Center for Employment Training (CET) is celebrating 43 years of service to this community. This CET nonprofit organization has helped over 140,000 individuals become self sufficient by training each worker using a specific custom designed training program.

The dream of Father Anthony Soto and Russell Tershy. CET’s founders. of helping those in need is now an operational reality. Their visionary philosophy of providing educational tools to make farmers and peasants selfsufficient has now functioned for 43 years. CET celebrates more than four decades of effective uplifting training programs which are sup-

ported by many who strongly believe in these projects despite any crisis they may be facing. Hermelinda Sapien, CET’s Chief Executive Director. has been with this organization through thick and thin. She worked from the outset in the organization. Her committed leadership has provided strength to this institution. "I still remember in the '60s when San Jose began to take on a major transformation and transition with the arrival of "Silicon Valley" This resulted in the disappearance of orchards of the “Valley of the Heart’s Delight”, leaving farmers without jobs. Unemployment reached 30 percent when “Silicon Valley” emerged. Father Soto had a transforming vision. He said, ‘We need to prepare the unemployed farm workers for other jobs.’ That is how CET got started by offering machine shop training to these individuals,” Sapien said. Machine shop training was the first training program offered at CET. Today, CET offers several distinct training programs to prepare individuals to be a part of today’s workforce and participate in its economy. Today, CET offers careers in Accounting Clerk, Custodial Services, Medical Clerk, Medical Administrative Assistant, Medical Assistant, Retail Specialist, Automotive Specialist, Early Childhood Teacher, Training Medical Insurance Billing, Building Maintenance, HVAC Maint. Repairer, Building Maintenance Service Technician, HVAC Installation & Service Technician, Shipping, Receiving, and Warehouse Operations, Business Office Technology, HVAC Specialist, Truck Driver,CNC Machine Setup Operator, Machine Tool Operator, Welding Fabrication, Computer Office Occupations, and Culinary Arts. In 2010,CET continues to “custom train” individuals in the latest technologies by offering courses in “green jobs”. During this decade, CET has trained 80 students how to install solar panels. “We know that the “green industry” is growing, and we want to train individuals to have competence in the latest technologies,” Sapien said. “Being a part of this “green jobs” field has made me more interested in green technology which underlies the installation of solar panels,” said Edgar Lopez, a student enrolled in the CET’s

Although the current state of our economy has affected many, CET continues to train individuals in fields that CET’s management feels will have employment opportunities available, such as the culinary industry which cannot be outsourced.. “There will always be restaurants so there will always be a need for this service industry. CET also offers catering services, where the students get a chance to demonstrate what they have learned to plan and manage,” Sapien said. “We offer our Culinary Arts catering services for all sorts of events such as Quinceañeras, weddings, baptisms, and other occasions. CET: Un centro con una gran misión y visión

E

l Centro de Entrenamiento para el Trabajo, CET cumple 43 años al servicio de nuestra comunidad. CET celebra un año más ayudando a la comunidad a superarse a través de la educación. La organización sin fines de lucro ha hecho autosuficientes a más de 140 mil personas, haciendo que cada trabajador se prepare para algún oficio y pueda desarrollarse en el mundo laboral. El sueño del Padre Anthony Soto y Russel Tershy – fundadores de este centro- de ayudar a los más necesitados se ha cumplido al pie de la letra. La filosofía de proveer herramientas educativas para hacerlos autosuficientes a los agricultores y campesinos se ha continuado. CET celebra más de cuatro décadas y detrás de la efectividad de todos los programas hay personas que creen en el proyecto a pesar de las duras crisis. Hermelinda Sapien ha sabido superar todos los momentos de este centro, ella trabajó desde un inicio en la organizacion y su liderazgo ha dado fort aleza a la institución. “Aún recuerdo en la década de los 60 cuando San José comenzó a tener una gran transforma ción. La llegada de la industria al “Silicon V alley” fue desapareciendo los huertos en este valle, dejando campesinos sin trabajo. El desempleo había decaído en un 30% y miles de agricultores de quedaron sin empleo. El padre Soto tuvo esa visión y dijo: “Hay que preparar a esta gente para otros trabajos” y así empezó el proyecto CET, ofreciendo entrenamiento para “tornero”, explica Hermelinda Sapien, Directora Ejecutiva de CET. Si bien el entrenamiento para “tornero” fue el primero del centro, éste ha extendido otros entrenamientos para que muchas personas encuentren empleos en el mercado laboral. Este centro ofrece actualmente carreras para Empleado de contabilidad,Especialista Automotriz, Construcción Verde, Artes Culinarias, Asistente de Maestro Preescolar, Médico Asistente Administrativo, Médico, Electricista, T ecnología en la Oficina y en los Negocios. A fecha 2010 CET sigue implementando su programa de carrera de construcción verde o empleos ecológicos. Para CET esto no es una novedad porque desde la década de los 80, estudiantes fueron entrenados para instalar paneles solares. “Sabemos que la industria verde va a ir en aumento y nosotros llevamos más de tres décadas implementando nuestros programas”, explica Sapien.

Hasta diciembre de 2009, 80 estudiantes culminaron dos cursos de instalación solar en la sede de San José. “Ser parte de este curso me ha impresionado tanto que quiero seguir investigando más sobre la instalación de paneles”, dijo Edgar Lopez estudiante del programa verde de la institución. Por su parte Mario Michel considera que está siendo bien preparado para los trabajos del futuro. “Hay pocas casas en San José con paneles solares. Pronto muchos hogares harán uso de esta nueva tecnología y yo ya estoy listo para responder a este tipo de demanda laboral”, explicó Michel. Aunque el impacto económico ha afectado la oferta laboral, CET sigue haciendo esfuer zos para entrenar y capacitar en los oficios donde sus investigaciones le indican que habrá empleo o también ha buscado la manera de ofrecer empleos y ser vicios como es el caso de la carrera de Arte Culinaria. “Siempre habrá restaurantes y es una carrera que tiene mucho por venir. Además se ha logrado que los propios egresados sean parte del grupo de empleados que ofrece ser vicio de banquetes para eventos (catering). CET ofrece sus propios ser vicios a organizaciones y al mismo tiempo da empleo a sus propios estudiantes”, dijo la Directora Ejecutiva. “Catering with a Cause forma parte de CET , y brindamos nuestros ser vicios a la comunidad, hacemos todo tipo de eventos, Quinceañeras, Bodas, Bautizos, todo tipo de evento social y cor porativo, todo esto para una causa que es ayudar a personas de bajos ingresos a obtener experiencia el área laboral durante su curso. Los fondos obtenidos son para mejorar los salones de clase y equipo de la escuela”, explicó Juan Y añez, Chef Ejecutivo del programa. En el norte de California se han establecidos otros centros en Sacramento, Gilroy, Soledad, Watsonville, Salinas, Hayward. En el sur de California Santa María, Oxnard, San Bernardino, Coachella,T emecula, Fallbrook, San Diego y el Centro.

NASA Astronaut José M Hernández Keynote Speaker at the 43rd Anniversary of CET

H

ernandez was born on August 7, 1962, in French Camp, California. He is an American engineer of Mexican descent and a NASA astronaut. He calls Stockton, California, his hometown. His family is from La Piedad, Michoacán, with indigenous Purépecha roots. In an August 25, 2009 conversation with President Felipe Calderón of Mexico, Hernández stated that as a child, he lived half the year in La Piedad and half in the United States. As a child, Hernández worked alongside his family and other farmworkers throughout the fields of California, harvesting crops and moving from one town to another. He attended many schools and didn't learn to speak English until he was 12. In 2008, he served as chief of the Materials and Processes branch of Johnson Space Center. Hernández previously developed equipment for full-field digital mammography at Lawrence Livermore National Laboratory. Hernández was assigned to the crew of Space Shuttle mission STS128. Education José Hernández participated during high school in Upward Bound, a Federal Trio program that prepares students for college. He earned a B.S. in Electrical Engineering from the University of the Pacific in 1984. In 1986, Hernández earned

an M.S. in Electrical and Computer Engineering from the University of California at Santa Barbara. He worked various technical assignments until his selection on July 15, 2008, as a mission specialist on the STS-128 mission, which launched on August 28, 2009. While in orbit, Hernan-

ip-Hop fans of all backgrounds gathered this past Sunday, August 22; at the Shoreline Amphitheater in Mountain View to experience Hip-Hop’s finest performers. The show was headline by Hip-Hop veteran Snoop Doggy Dog, who performed several songs from his debut classic “Doggy Style�. His set was a trip down memory lane for several of those in attendance. It opened up with "G Funk Intro" and featured The Lady of Rage. Also, on stage with Snoop were his long time friends, Tha Dogg Pound, who backed Snoop on several songs. Other performers included Rakim, KRS-ONE, A Tribe Called Quest, the Wu-Tang Clan, and a special appearance by Lauryn Hill.

A Tribe Called Quest’s performance electrified the audience. The energy and excitement created by A Tribe Called Quest and Busta Rhymes continued during the Wu-Tang Clan’s performance. The RZA, the GZA and Method Man were joined by the rest of the Clan on stage as they performed their hit songs such as C.R.E.A.M., Protect Ya Neck, and Wu-Tang Forever. Unlike, several of the Rock the Bells acts, Lauryn Hill had a band backing her up. Hill’s performance was delivered smoothly yet energeti-

cally. Her music was the perfect mix of Hip-Hop and Rock, combining guitar solos and riffs with Hip-Hop beats. Marissa Flores of San Jose, said she thought all the artists put on a great show and spend a lot of her time at the festival’s “Paid Dues� stage. “I thought all the artists on the main stage put on a great show, but I also like the artists on the Paid Dues stage such as Immortal Technique,� Flores said. Rock The Bells is an annual hip hop festival that originally took place in Southern California only, but has since toured throughout the world.
