La Ansiedad por la Separación en los Niños: Prevención y Preparación Marisol Muñoz-Kiehne, Ph.D. ¿Qué precipita la ansiedad ante la separación? * Aún en niños mayorcitos, esta ansiedad puede precipitarse o intensificarse cuando ocurren cambios en su entorno. * Sucesos tales como el nacimiento de un hermanito despiertan en los niños sensaciones de vulnerabilidad; sienten que han de competir por la atención de los padres, por lo cual no quieren separarse de éstos. * El cambiarse de casa representa para el niño separarse de un entorno físico familiar y enfrentar uno desconocido, por lo que muchos niños responden a la mudanza con ansiedad. * Los acontecimientos traumáticos, tales como accidentes, desastres, y la muerte de un ser querido pueden desencadenar la manifestación de ansiedad más allá de la edad típica.

A Great Experience in El Salvador!

START MAKING THOSE DECISIONS By Hilbert Morales, EL OBSERVADOR

e, the students who had the opportunity to travel to El Salvador from April 3rd to 11th in the name of social justice and education, would like to extend our utmost gratitude. It was an unsurpassed experience that has stretched our minds beyond what could be taught in a classroom, and has enriched our perception of the world through testimonies and adverse history. Our group is composed of Evergreen Valley College and San Jose City College students who have backgrounds in social justice, so inequity coalesced our group and created unity. The friendships that were formed brought us to emotional crossroads that surfaced in deep-rooted stereotypes and prejudices. Although we came from diverse backgrounds, the adversities we individually faced were similar. We shared a common passion and purpose of breaking down a system that has systematically oppressed individuals and communities. Initially, our purpose was to make a change in a foreign community. But the community ended up changing us. In the week we spent in El Salvador, we were exposed to the culture, history, and traditions that make Salvadorans who they are. El Salvador is an impoverished country. However, its people are very kind and humble. We visited two impoverished schools that desperately needed aid. Children walked seven kilometers to reach a dilapidated schoolyard where the book room was permeated with cockroaches. Two schoolrooms were juxtaposed to a dirt playground and a watering hole, which were shared by six hundred students. It was a scene that pulled on our heartstrings. Irrefutably, the help we provided was desperately needed. We are each individual leaders in our respective communities that have united to make a change. The students were part of the International Service- Learning Program. This program is designed to provide outstanding San Jose Evergreen Community College students who have participated in Service-Learning or community service with the opportunity to enhance their global and inter-cultural understanding while serving in marginalized communities in poor, underdeveloped countries. The program also provides a unique opportunity for students locally to engage in Service-Learning projects abroad. The initiative is rooted in theories of experiential education and social justice. Our mission is to promote critical thinking, intellectual inquiry, moral reflection and commitment to social justice. Each international trip is followed by a local community service project, which is designed to bring back home the newfound knowledge to better our own communities. In 2005 and 2006 the International Service-Learning trip took place in Oaxaca, Mexico. In spring 2009 they visited Caluco, a small department in El Salvador to work with children, paint trees and restore an old convent.

he message the voter’s sent to the Governor and all the members of the California State Assembly was quite simple: Start making those tough decisions you must make as our elected representatives. Public policy decisions must be made by those elected officials who have access to the most information. Those decisions must be made without taking monies needed by local jurisdictions, which have their own responsibilities. This means that many programs dependent on state funding sources will receive cutbacks unless revenues are increased by raising taxes. All agencies must be required to search for and implement ‘savings’ by elimination of wasteful operations and practices. The report made by CEO Olivia Souza Mendiola to the Mexican American Community Services Agency governing board revealed an imminent reality: MACSA could stand to loose up to 25% of its budget and even more depending upon policy choices made by elected officials in Sacramento. “There are agencies in Sacramento which have not forwarded to MACSA the monies already owed

for services delivered to our clients under the programs under which we, as contractors, have agreed to deliver. One state agency owes MACSA in excess of $400,000 which, had it been paid soon after receiving our activity reports and billings, certain decisions made to keep things operational would not have to be made as they were at this local service delivery level.” Tax revenues (i.e., money) provides the license to perform and deliver those services needed by the various constituencies. That money permits those who deliver those services to keep on keeping on. And those tax revenues must be distributed in a manner, which does the greatest good. If the revenues are not there now, elected officials must curtail expenses while looking for more tax revenues. Only the State Legislature can raise taxes and plug loopholes. Governor Schwarzenegger, along with State Senators and State Assembly members, must begin to consider making those decisions, which their voting constituents just refused to make. The cost of state programs must not exceed tax revenues. A ‘pay as you go’ policy must

be adopted. Special interests must understand that the voting public has just insisted that our elected officials make decisions. Begin spending tax revenues in a balanced manner, which adds up to less than projection revenues. Too often, projections are based on a ‘best case’ economy. It is time to insist that those who make those economic projections begin to base their tax revenue projections on a worse case scenario. Also, as a decision making group which formulates public policy, decisions must be made in a manner that benefits the most residents possible. The Governor and members of the State Assembly must understand that people pay more taxes and fees than do corporations and the very wealthy. Therefore, they must start making those decisions necessary to raise revenues, curtail certain expenses, and insist on effective efficiencies possible. Simply stated, the voting public expects its elected officials to make public policy decisions in the best interest of all of us. So to take care of the ‘people’s business’ start accepting those tough compromises which permit you to start making those decisions.∆

l pasado 19 de mayo, los votantes dieron un claro mensaje al Gobernador Arnold Schwarzenegger y la legislatura estatal al decir no a cinco de las seis proposiciones que estaban hechas para arreglar el déficit que está enfrentando California. “Que resuelvan los problemas por la cual fueron electos y no esperen que los votantes hagan su trabajo”, dijo el Asambleísta Alberto Torrico en un comunicado de prensa. El gobernador Schwarzenegger, dijo respetar la decisión de la gente que se siente frustrada con la disfunción del sistema fiscal. “Ahora enfrentamos un asombroso déficit de 21,300 millones de dólares, y para prevenir el desastre fiscal demócratas y republicanos tenemos que colaborar y trabajar juntos porque entre más esperemos, los problemas crecerán”,afirmó. Si los votantes hubieran aprobado las proposiciones, los recortes al gasto estatal hubieran sido menos severos; pero, por otro lado, los impuestos habrían sido incrementados en 16 mil millones de dólares. Durante su visita a la ciudad de San

José el gobernador advirtió que el re chazo a sus medidas significará el des pido de 5 mil burócratas, la reducción de siete días en el calendario escolar, la eliminación de los servicios médicos para 225 mil menores, la deportación de presos indocumentados y la liberación temprana de 19 mil presos no peligrosos. “El fondo del problema es tan grande que vamos a tener que comenzar la evaluación de nuestro presupuesto de arriba a abajo y dar prioridad a los servicios que necesitamos. No podemos darle un enfoque de negocios. Tenemos que priorizar nuestras inversiones en la educación, la la salud y la seguridad pública”, indica Torrico. Por su parte el Asambleísta Jim Beall dijo que hay que desarrollar políticas fiscales diferentes y pragmáticas a largo plazo. “Tenemos que reducir el gasto en función de los costos más altos, las prisiones y la atención de la salud. El presupuesto para cárceles se ha duplicado en los últimos diez años a $ 10 mil millones. El estado tiene 173,000 presos, que es aproximadamente el equivalente a encarcelar a la ciudad de Ontario o a todo el Condado de El Dorado. Sin embargo, California tiene un 70 % índice

Por lo pronto el 83.77% del electorado del Condado de Santa Clara rechazó el aumento de salarios de funcionarios contra un aplastado 16.23%. El Condado de Santa Clara reportó hasta la fecha poca participación en este proceso electoral. Del total de 789,175 personas registradas para votar salieron a emitir su voto un total de 220,877. Es decir solo el 27.99% participó en este proceso electoral.

This organizationâ&#x20AC;&#x2122;s goal is to educate and raise awareness about cancer, as well as provide support group services for Latino families, targeting the underserved, Spanish speaking population, faced with this terrible and often deadly disease. utside a 110 year-old Victorian house in downtown San Jose, a crowd of people, including elected officials and local community members, gathered to celebrate the revitalization of the Grace Community Center and Wellness Studio. The ceremony was held on Thursday, May 14. The center offers a place for people to find healing using art, yoga and meditation. It specializes in giving comfort to adults with mental, physical and developmental disabilities by offering members access to programs that empower people by nurturing their imagination and letting them discover the joy of artistic expression.

One of the members of Grace Community Center is Gina Gamino. She credits the center for helping her pursue her artistic goals. “Everyone needs a place to dream,” Gamino said. “Grace Community Center gives us a place to dream and to keep on dreaming.” Another member of the center is Ismael Albert. “I have been a member of the Grace Community Center since 1978, 31 years now,” Albert said. “I am grateful to my family and friends and all the staff and members of Grace. Their love and kindness and the creative efforts to run such a good and productive program are well appreciated.” Albert believes that in order for the

center to be successful, the community needs to be involved. “The center has come from a lot of loving work, from the hearts of many dedicated people,” Albert said. “I put in my own way the words of the late John F. CONDENAN ELIMINACIÓN DE PROGRAMAS DE AYUDA

n el año 1986 se pasó la última reforma migratoria, desde entonces han pasado 10 mil días que no se cumple una legalización y miles de personas están a la espera de este importante paso. El 18 de mayo se celebró el Día del Inmigrante, como es tradicional se hace una demostración en las afueras del Capitolio de Sacramento y luego se procede a hacer visitas a los legisladores. A nivel local la organización SIREN representó a la ciudad de San José y organizaciones de otras ciudades como Mujeres Unidas y Activas de San Francisco, Chirla de Los Angeles entre otros participaron en este evento. “Yo soy hijo de inmigrantes y también soy inmigrante. Entiendo las necesidades de comunicación que tienen ustedes. Yo hice fui el traductor de mis padres en los bancos, en las oficinas del correo y toda documentación que necesitaban hacer”, dijo el Asambleísta Paul Fong durante su discurso que dio inicio a la visita de legisladores. De otro lado el Gobernador Arnold Schwarzenneger anunció la futura eliminación del programa “Cash Assistance Program for Immigrant”, CAPI (Programa de Ayuda en efectivo para inmigrantes), las estampillas de alimentos y pro-

gramas de Medical. “La tercera parte de la fuerza laboral de California está compuesta por inmigrantes. Los inmigrantes ya están sintiendo los recortes en las escuelas, servicios médicos. Será más difícil ahora que el gobernador propone la eliminación de los programas para inmigrantes que están aquí legalmente. Esta gente no solo está sufriendo los recortes que todos sufren sino adicionales servicios por ser inmigrantes. Esto no es justo. De estos programas se benefician personas de la tercera edad, con discapacidad, familias de bajos ingresos que contribuyen a nuestra sociedad”, dijo Isabel Alegría del Centro de Políticas de Inmigrantes en Ca lifornia. “En tiempos dificiles es cuando debemos ayudar a la gente más vulnerable si se cae esta parte del suelo nuestra casa no va a tener el éxito del pasado. Debemos tener un botiquín del herramientas de emergencias. Queremos que las familias más vulnerables tengan ayuda en comida, vivienda y salud”, dijo Sheila Chung-Hagen. Impulsarán reforma en junio El Presidente Barack Obama dará en junio próximo un nuevo impulso para que el Congreso apruebe una reforma mitratoria integral. Obama ha convocado a legisladores demócratas y republicanos a la Casa balanca para el próximo 8 de junio a fin de discutir este tema.

a actriz Ludwika Paleta anunció que el próximo 7 de junio concluirá la temporada de la obra “Cuatro estaciones”, para enfocarse al nuevo proyecto televisivo que grabará en Argentina bajo la producción de José Alberto Castro. En conferencia de prensa, la artista, en compañía de los productores de la obra, Juan Torres y Guillermo Wieches, confirmó que sólo permanecerá en el montaje por cuatro semanas más y que posiblemente alguien tome su lugar al lado de Bruno Bichir. “Serán 63 funciones en total las que Ludwika ofrecerá hasta el día que deje el montaje”, dijo Torres, quien lamentó la salida del actriz, pues

añadió que ella y Bruno han hecho buena química en el escenario. Ludwika señaló que se encuentra satisfecha por haber participado en esta obra, donde logró hacer un gran equipo, pero sobre todo se lleva una gran satisfacción, ya que es una historia muy bonita que logra llegar de una manera muy especial al público. Expresó que lamentablemente dejó el montaje debido a que viajará a Argentina para grabar el nuevo melodrama que producirá Jorge Alberto Castro, con quien ya tuvo oportunidad de trabajar en “Palabra de mujer”. Aunque no dio muchos detalles de este “remake”, añadió que es una fuerte apuesta que le esta haciendo, motivo por el cual, ella y su hijo Nicolás
