Chairman’s Report Dear friends of Community Chest It gives me great pleasure to write this report. From my desk to your heart and minds, it provides a brief insight into the vast and growing work of the Community Chest. I have been privileged to chair the Board of Directors since October 2013. Along with my fellow directors, we have worked to serve and build the mission of Community Chest. Leading a non-profit agency in these turbulent times is not an easy task. We are always acutely aware of the enormous responsibilities we carry to make decisions that enable the staff and management team to fulfill our mission with confidence and support from the directors. Over the last six years of my chairmanship we have seen that good leadership, good staff teams and good decisions resulted in our annual income growing by an average of 8% each year. This has enabled Community Chest to invest more funding in our grantees. The 2019 financial year demonstrates that programme, project and grant investments reached an all-time high of R37 million. This achievement was made possible due to our numerous donor partners and committed staff. I want to especially thank the Western Cape Government for their partnership with Community Chest which enabled us to grow both our footprint and impact in education. In the challenging political and economic environment facing the Development sector in South Africa, it is imperative that NGO boards and its volunteer directors have a sound understanding of the work they are ultimately accountable for. It is this sound understanding that will be their guide through these challenging times. Bringing both business expertise and an understanding of the Development sector’s challenges into programmatic synergy is what ultimately becomes the steady hand that provides effective leadership. The Community Chest is all too aware that without its donors, its NGO implementing partners and the many other relationships it holds with our stakeholders, the outcomes achieved would be impossible. We are enormously grateful to everyone who donates to and partners with us in this important undertaking. Thank you for your collaboration in this audacious hope we have for a better present and a brighter future. It is important that we as leaders understand that the real heroes in this endeavour are not us, but the child who stays in school despite a bullet riddled classroom, the mothers who form a walking bus to escort their children to and from school and the parents who, amidst horrific unemployment realities, venture out daily to seek work in order to feed their families and neighbours. It is these stories of resilience that we honor and place in the centre of our dialogues and decision-making. For it is when our communities act in such collective and responsible fashion that we can be assured that our country is journeying in the direction of embracing hope. It was former United States President Barack Obama who wrote so eloquently in his 2006 book titled, The Audacity of Hope, that “change will not come if we wait for some other person or some other time. We are the ones we've been waiting for. We are the change that we seek.” For our country to become the country we all wish to see, we as its citizens, leaders and its workers must all have the courage to embrace the greater good. This is what the work of Community Chest is all about. It has been my singular honour to serve the Board of Community Chest and its staff and partners over the last few years. My commitment and prayer is that we will all remain inspired, committed and active citizens in service of our country. Sincerely,

CEO’s Report As I reflect on the year under review, I am acutely aware of the severe challenges facing South Africa and indeed the entire world. In experiences that included escalating inequalities, growing corruption scandals, brutal violence and an unashamed self-enrichment crusade, we find ourselves staring into the abyss. No, this is not idle pleasant conversation. Anyone who has sat in either a local day hospital, taxi, train or the Zondo Commission into State Capture for any length of time, will tell you that the social, moral, ethical and psychological crisis we are in is not going to disappear in a hurry. It’s into this theatre of chaos that South Africa’s over 200 000 NGOs step into each and every day to attempt to shift the crime, education, health, housing, employment and food security data into more positive territory. This task is however fast becoming an unwinnable battle given the enormous backlogs that people have to deal with, coupled with the slow processes that accompany development, the risk-averse nature of funders and the absence of intelligent solutions. The lives of South Africa’s more than 31 million poor people are dominated by six major themes: There is ambiguity about what is truth. There are paradoxical experiences that make them uncertain about what to believe. There are contradictions that dispirit them. There are complexities that are burdensome. There is a volatility that is becoming uncontrollable. Added to that is the daily uncertainty that leads to paralysis and fear. For example, since 1994, we have been subjected to five major economic policy shifts that sought to address poverty and stimulate growth. In 1994 it was the Reconstruction and Development Programme (RDP). In 1996 it was Growth, Employment, and Redistribution (GEAR). In 2005 it was the Accelerated and Shared Growth Initiative for South Africa (ASGISA). In 2010 it was the New Growth Plan (NGP). And in 2013 it was the National Development Plan (NDP). All of this is best summed up in the words of Leigh Davids, a transgendered sex worker who said these haunting words in the Sunday Times of August 20, 2017: “For whom will I perform my poverty today?” As we sit here in 2019, what do we tell poor people that they haven’t heard before? It is therefore the reason, that since 2014, Community Chest has embarked on a path to build a strong internal intelligence, a solutions-oriented mindset, a robust compassion and a risk-facing generosity at the core of its strategy and business model. Over the last year we have sought to build partnerships with NGOs across the Development sector, with Government as well as with funders, to both break the stereotype of low impact outcomes and to design the sustainable solutions which we co-create with others. It is worth noting here our partnership with the Western Cape Government to build a strong after-school system to ensure that learners at no-fee and low-fee schools are given every possible support to stay in the education system and to succeed. This is one example of a multi-pronged partnership comprising NGOs, academic agencies and government that leverages the intelligence of all the partners to build the outcomes and achieve the impact we have collectively set. I am happy to report that the results detailed in this Annual Report show that the tide is turning for learners in these schools. In 2018 this multi-agency partnership launched the first ever qualification at Stellenbosch University for 54 practitioners who work in the Afterschool space, all funded by the Western Cape Government. Our commitment to South Africa and its people is that we will continue to do the work of building a coalition of partners that are resolved to eradicate poverty, neglect and violence and increase prosperity. We will, once again, ignite the dreams of our great and blessed land in the heart of every child, every woman, every man and every family. And we will do so humbly, as one of many, and with a duty to all. Sincerely,

OBAMA LEADERS SOUTHERN AFRICAN COHORT
We hosted ten dynamic young leaders from Botswana, Namibia and South Africa at a threeday seminar of dialogues and activations under the theme Intelligence, Development and Impact: Rising to the challenges of addressing Poverty and Inequality. These young leaders were part of the Southern African cohort of the Obama Foundation Leaders and presented a unique opportunity to promote a dialogue on finding African solutions to African challenges. The Obama Foundation manages the Obama Leaders Programme where former United States President Barack Obama personally meets with emerging leaders across the globe to better understand how the Foundation can support the civic work they do. Obama Foundation Leaders: Africa is a yearlong initiative to inspire, empower and connect emerging leaders from across Africa to take on the biggest challenges in their communities, countries and continent. due diligence Community Chest prides itself on its effective, efficient and stringent due diligence process. Compliance remains a constant threat to our 250 000 registered non-government organisations (NGOs) in South Africa. Donors are increasingly cautious about where to invest donor funding and the need for compliance checks becomes more critical as donors focus on governance, impact and return on investment. As a professional donor agency, every potential applicant trying to access Community Chest funding has to successfully complete our due diligence process before being considered a compliant candidate. Once compliant and funded, Community Chest conducts regular impact assessments with organisations to track the measurable success of the programmes and projects and to help remedy where there may be shortcomings.

Education Community Chest complements its bursary awards with coaching and mentoring support systems offering students holistic safety nets throughout their academic journey. In 2018, Community Chest launched its first ever Bursary Seminar aimed at connecting students across all programmes with one another, introducing inspirational speakers, offering motivational talks and creating additional support systems for bursary holders. The seminar proved so successful that it will be instituted as an annual event driven by student needs.

All Community Chest programmes and projects in our key strategic focus areas of Education, Health, Income Generation and Community Development have been developed and informed by the National Development Plan and the global Sustainable Development Goals.
A second factor weighing heavily against the target audience of the programme is the problem of unsafe and often dangerous environments and homes with no adult supervision to which learners return from school every day, leaving them at high risk of destructive and anti-social behaviour.
To this end we strategically partner with local and national government departments to seek collaborative solutions to social challenges.
The twin interrelated challenges above largely contribute to a youth unemployment rate currently standing at 55.2% among 15 – 24 year olds in an overall national unemployment rate of 29% (StatsSA). It is clear that effective intervention is needed to change the outcomes and provide alternative choices for our children and young people.
In our focus on impactful and measurable change in the education space we embarked on a formal partnership with the Western Cape Government’s Department of Cultural Affairs and Sport (DCAS). The After School Game Changer (ASGC) Programme aims to increase the participation of learners from low fee/no fee schools in after school activities. Research indicates that by providing professional, safe and engaging after school programmes, children are less likely to become victims of circumstances heavily stacked against them. Statistics show that South Africa has one of the highest school drop-out rates in the world. While the 2018 matric pass rate of 78,2% was celebrated, no cause for celebration was the fact that while 1 002 500 learners started Grade 1 in 2007, only 51% achieved a matric pass in 2018, according to Africa Check.
These challenges are the focus of the ASGC programme. Community Chest partners with DCAS as the challenges address two of our key focus areas, namely Education and Community Development. Regular and consistent participation of learners in after school programmes improve learner outcomes, reduce school drop-out rates and reduce risk-taking behaviour. DCAS has set a target to get 112 000 learners participating regularly in quality programmes by 2019, representing 20% of learners in no and low-fee schools. We embarked on a number of partnerships that build the collective strength of our inputs into society. You can read about our partnership with the Western Cape Government to build successful outcomes in low fee/ no fee schools on pages 16-18. We have a long-standing partnership with Rutgers University which allows for knowledge exchange, training and innovation opportunities to shape our programmatic interventions.
In 2018 we signed a partnership with Learning in Reach to accelerate and consolidate the provision of Early Childhood Development (ECD) services in the Lavender Hill Community. Learning in Reach, led by Leanne Reid and her team from Lavender Hill, have done some amazing work to build a strong ECD culture of excellence among the ECD service providers as well as extend the reach of the ECD network to ensure that no child is left behind.

PARTNERSHIPS
We have an ongoing partnership with the South African National Tuberculosis Association (SANTA) and support the work done by SANTA to prevent the spread of TB among all people. Our annual grant to SANTA is to ensure that all DOT-workers have the support they need to do the very important work of monitoring patient medication intakes.
We have a signed partnership with the Association for Research on Nonprofit Organizations and Voluntary Action (ARNOVA) in the USA and the Association for Research on Civil Society in Africa (AROCSA) in Africa. The purpose of the partnership is to grow the research capacity of civil society organisations working within the African Development space. It further focuses on the facilitation of specialist dialogues for the sake of improving standards of important research in Africa and the publication of occasional research papers on development trends in Africa.

KOMANI PROJECT
The Komani Project is a social enterprise founded by the The Umtshayelo Foundation (TUF), a Silver Award recipient of the Community Chest Impumelelo Social Innovations Award. Komani produces and distributes high quality reusable sanitary towels. Their vision is to ensure that all women, especially school learners, are supplied with menstrual protection that is sustainable and environmentally friendly. The Komani direct sales network also offers income generation opportunities to unemployed women who sell the sanitary towel kits in their communities. All sellers receive training and product orientation as part of a financial empowerment programme.

Income Generation
entrepreneurial partnership Community Chest partnered with the Bertha Centre at the 2017 Do-ference where six innovative young entrepreneurs were identified for further engagement. During 2018, the partners provided the selected entrepreneurs with opportunities for updates, sharing and networking. A business networking breakfast was held where all six met and engaged with one another, sharing their business trajectory since the conference. The team also gathered for a public panel discussion entitled Social Entrepreneurship: The Trials and Triumphs. In October 2018, one of the Community Chest Bertha Centre Top entrepreneurs was selected as one of the ten South African “startups to watch” finalists in the tough Seedstars World, a seed-stage startup competition for emerging markets. Co-founder and Operations Director, Jacques Sibomana’s Kuba partners with small business owners to bring them digital tools that help them access new markets as well as streamline their operations. Kuba went on to win a Gold Award in November at the Community Chest Impumelelo Social Innovations Awards.

NATURE OF THE BUSINESS The Community Chest’s purpose is to help alleviate poverty. It develops and facilitates philanthropy through partnerships with a wide range of donors and social development organisations. We act as an objective and professional community partner to ensure accountability for utilisation of donor resources. We provide services and advice to enhance the management, financial and skills capacity of 153 Non-Governmental and Community based organisations in the Western and Southern Cape that are engaged in social development. NATURE OF BUSINESS The Community Chest of the Western Cape (“The Chest”) is a philanthropic organisation which was founded in Cape Town in 1928 as a conduit for philanthropy in response to a poverty problem in the Western Cape. Funding was directed to organisations providing social relief to those affected by poverty and those living with mental or physical disabilities. Over time The Chest became the first point of call for funding in social welfare and has funded many hundreds of organisations. The Chest also develops and facilitates philanthropy through partnerships with a wide range of donors and social development of donor resources. The Chest acts as an objective and professional community partner to ensure accountability for utilisation of donor resources. The Chest provides services and advice to enhance the management, financial and skills capacity of 153 Non-Governmental and Community based organisations in the Western and Southern Cape that are engaged in social development. As The Chest has been approved as a public benefit organisation in terms of Section 30 of the Income Tax Act its receipts and accruals are exempt from income tax in terms of Section 10(1)(cN). The Chest operates in conjunction with its sister body, The Community Chest of the Western Cape S18A. Donors to the S18A entity enjoy tax relief on their contributions.
OPERATING REVIEW AND FINANCIAL PERFORMANCE The leadership of The Chest has embraced the mandate to transform the organisation into a leading centre of philanthropy. The key objective of The Chest is to make grant funding available to vetted and approved non-profit organisations and in turn the fulfilment of this objective must lead to a safer, prosperous and growing South African society. Therefore, the upholding of this mandate has become the foundation of the critical design changes within The Chest. The Chest is dedicated to adding increased value to the grant making process by moving from a broadly defined charity mind-set to a deeper and more structured business mind-set based on intentional development of more meaningful education, health, income generation and community development solutions and impact measurement. This transformation strategy is both costly and necessary to enable the organisation to meet its constitutionally enshrined obligations to non-profit organisations. During this reporting period total revenue increased by approximately R4.8 million (2018: R8.7 million increase). This increase is largely due to increase in income received from Legacies, Trusts, Partnerships and Government Special Projects Income received in the current financial year. Direct expenditure and administrative overheads increased by R4.44 million (2018: R0.83 million increase). This increase is mainly due to the inclusion of the Impumelelo Social Innovation Awards, increased Marketing Activities and renovations done to the building. Community investment expenses amounted to R37 million (2018: R22.7 million). This resulted in a deficit for the year of R11.5 million (2018: surplus of R2.1 million). The total investments into Communities of R37 million (2018: R22.7 million) for the year, represents an increase of 63% over the previous year. The increase is due to the new Partnerships and Government Projects entered into in the current financial year. The Chest’s long term commitment is to see strategic changes in Education, Income Generation, Health and Community Development which will allow our targeted communities to break free from the restricting poverty cycles that they have been in for generations. The firm resolve of The Chest is to ensure that it remains committed to its task of providing funding to non-profit organisations to impact strategically selected projects in order to combat the devastating consequences of poverty. The Chest leadership team and staff are aligned to ensuring that the mission and the mandate drive the outcomes of The Chest. The Chest will represent its funders and their interests in a professional and accountable manner. And the needs of communities will be upper most when considering grant applications. The Chest staff and Board are deeply grateful to those who help support our work of combatting poverty and helping to rebuild human dignity. Our partnerships with government, business and communities are the essential elements of why we have survived year on year. Even in tough economic climates as experienced in the last few years, we have not stepped back from increasing our commitments to those we serve.

The Chest will seek to lead that sector with continued bravery, good governance and accountable and professional service.
CAPITAL AND RESERVES The Chest maintains reserves to ensure that it can continue its operations in the event of adverse economic and fundraising conditions. It is essential that we are able to maintain the level of financial support that we provide to a multitude of needy organisations as far as is possible. During the current year the investment portfolio provided both income and growth to support our operations. Investments are realised either when it is appropriate to make changes to the structure of the portfolio or when funding is required to sustain operations. Profits on the sale of investments, which are taken to income, can therefore vary both in timing and quantum. Included in the accumulated funds are unrealised gains and losses on the investment portfolio.

RESPONSIBILITY FOR THE FINANCIAL STATEMENTS The Directors are responsible for the integrity of the annual financial statements. In order to fulfil this responsibility, The Chest maintains and continuously monitors the accounting and administrative control systems designed to provide assurance that assets are safeguarded and that transactions are executed and recorded in accordance with The Chest’s policies and procedures. The Directors comprise of independent non-executive volunteers who meet periodically with the Chief Executive to manage the strategic direction of the organisation. The audit and risk committee comprises of independent non-executive volunteers, who meet periodically with the external auditors and senior management to assist in determining that internal controls provide reasonable assurance that The Chest’s assets are safeguarded and that the financial records may be relied upon for the preparation of the financial statements. The finance committee comprises of independent non-executive volunteers who meet quarterly with senior management to review operating results and to monitor matters relative to The Chest’s control environment. The annual financial statements are prepared in accordance with the International Financial Reporting Standard for Small and Medium-sized Entities, as approved by the International Accounting Standards Board (IASB) as set out in the accounting policies on page 33 of the annual financial statements and are examined by our auditors in accordance with International Standards on Auditing. The Directors confirm that The Chest has adequate resources to operate for the foreseeable future and will remain a viable going concern in the 12 months from the date of signing the annual financial statements.
EVENTS AFTER REPORTING DATE No material fact or circumstance has come to the attention of the directors between the reporting date and the date of this report that would require disclosure in or adjustment of the annual financial statements.

ACCOUNTING POLICIES
Basis of preparation The financial statements set out on pages 30 to 33 are prepared on the going concern basis. The items in the financial statements are measured on a historical cost basis, except for some financial instruments, which are measured at fair value through profit and loss. Consistent with prior years, the financial statements of The Community Chest of the Western Cape and The Community Chest of the Western Cape S18A have been prepared on this basis. The summarised financial statements are an aggregation of the financial statements of The Community Chest of the Western Cape and The Community Chest of the Western Cape S18A for the year ended 31 March 2019, approved by the directors on 26 September 2019. All inter-organisation balances and transactions are eliminated in full. The summarised financial statements have been prepared using accounting policies from the financial statements of The Community Chest of the Western Cape on pages 9 to 13 and The Community Chest of the Western Cape S18A on pages 9 to 10. Herbert Hirsch
The Community Chest mourns the loss of a community stalwart. Our former and current board members, CEOs and staff were deeply saddened to hear of the passing of Mr Herbert Hirsch, our longest serving board member, on 6 June 2019, a mere four months after the passing of his beloved wife, Shirley. Mr Hirsch served the Community Chest board for over 40 years and was an integral and active member throughout, right up to a few months before his passing. Mr and Mrs Hirsch were regular supporters of our functions and events and only ill health would keep them away. They were community-centred philanthropists to the core, who lived in service to others and walked their talk. In the 1970s, Mr Hirsch was an active and passionate politician, serving as Leader of the Opposition in the Cape Provincial Council, a businessman, past President of the Cape Chamber of Commerce and joined the Community Chest board. We thank Mr and Mrs Hirsch for their selfless service to Community Chest and the communities and people of South Africa. We remember them for their kindness, generosity and loyalty to the cause. We thank their family for sharing them with us and extend our deepest sympathies to their sons, Alan and Gary Hirsch, their families and their many friends. May their dear souls rest in peace.
