World governing body FIFA appointed a so-called ‘normalization committee’ in April to organize the election for the PSSI following chaotic scenes when opponents of former chairman Nurdin Halid broke into the election meeting. Halid was jailed in 2007 for misusing funds but continued to run the PSSI from his cell. On Friday the head of the normalization committee stopped the meeting after six hours as rival sides tried to grab the microphone and over three-quarters of vote holders demanded nominees banned by FIFA be included in the contest. “Because the situation is no longer conducive and it’s impossible for us to come up with an outcome, by saying thanks be to

God and my deepest apology to the people of Indonesia, I state that the congress is halted,” said Agum Gumelar, the committee head. The abrupt closure of the meeting without a decision sparked more shouting and protests while security officers jumped on the stage to try to protect the committee and a FIFA observer. The barred nominees are George Toisutta, an Indonesian army general, and Arifin Panigoro, wealthy businessmen. Both were banned after FIFA pressure for involvement in launching a breakaway Indonesian League (LPI) which attracted teams from the PSSI-supported Indonesia Super League (ISL). Spread of HIV/AIDS in Bali Worrying Antara

Denpasar – HIV/AIDS sufferers in Bali is increasingly worrying and the disease is also started to enter the village in the island. The Head of Bali Health Department, Nyoman Suteja, accompanied by The Head of Contagious Disease handling Division, Ketut Subrata, said “Bali is currently on the number five of the list of HIV/ AIDS sufferers after Western Java, Eastern Java, Papua and Jakarta.” However, is measured from the number of people inhabited the province, Bali is second after Papua. Based on the data of the Health Department, currently there are 4,314 cases of AIDS until March 2011, 381 among those sufferers have passed away.

Suteja said that from those data, Denpasar is on the top of the list with 1,931 cases and 171 of them died or 44%. Next of the list is Buleleng with 941 cases and 53 already died, followed by Badung with 708 cases and 67 had died, Jembrana with 75 cases and 17 had died, Tabanan with 237 and 27 already died, Gianyar with 200 cases and 24 of them had died, and the last is Bangli with 50 cases and 7 died. It shows that the spread of HIV/AIDS in Bali is very worrying and need extra attention from everyone, the government and the people. There is great hope that the inhabitants of Bali increase their awareness and avoid any action that can lead to the spread of the disease.

To manage tourism, 15 villages of Bintang Danu founded LWG Bangli (Bali Post)—

To end the chaos of tourism in Kintamani, Bangli Regency provided new formulation for the 15 villages of Bintang Danu Batur. The 15 villages were given the autonomy to govern their tourism. To implement the special status, government provided the opportunity for the 15 villages to found a Local Working Group (LWG).

Freelancers trigger unfair competition in Bali Denpasar (Bali Post)—

Proliferation of freelance transport services violating the regulations, said Chairman of the Land Transportation Organization (Organda) of Bali Chapter, Eddy Dharma Putra, increasingly triggered the competition in Bali. The existence of those narrowing the moving space of the licensed transportation services was judged to ignore all forms of prevailing regulations issued by the department of transportation. “So far, those unlawful transport services operate freely. This will surely exacerbate the transport mobilization in Bali. It must be stopped because of disturbing the fluency of transportation,” said Dharma Putra on Thursday (May 18). Eddy also observed that his party had reported the matter to Governor of Bali. He hoped government could take action against the operation of illegal vehicles, including freelancers. Government had to act assertively and do regular raids for a deterrent effect. “We agree if government disciplines the drivers of unlicensed tourist transports, particularly public transport and freelance tourist transports,” he said. According to him, unfair competition between registered and unlicensed transport services would impede the course of transportation mobilization in general. Organda as an association overseeing all companies of transport services in general would perform legal efforts to diminish the operations of illegal transport services. “As an organization having a decree (SK) from the Ministry of Transportation, Organda will monitor. If they continue to operate, then we will take more resolute action,” he said. Deputy Chairman of the Association of Indonesia Tours and Travel Agencies (ASITA) of Bali

Chapter, Ketut Ardana, said that freelance tourist transport should submit tourist transport licensing and coalesce into the Bali Tourist Transport Associations (Pawiba). So far, the portion of tourist transport services was provided by employers of tourist transport under Pawiba. “At the moment, there have been thousands of freelance drivers who operate freelance tourist transports. Of course, travel agencies in Bali will be confused by them. Those freelance drivers offers transport services without equipped with permission. On the other hand, they also offer package tours to tourist attractions in Bali that so far has been handled by licensed travel agencies,” he said. It was said if people would like to offer transport services they should focus on submitting a proposal for tourist transport permits and then join the Pawiba. But, if the freelance drivers wanted to sell package tour, of course they had to have permission and then coalesce into ASITA. “We expect that government could implement the rules strictly. If all tourism perpetrators put forward the legality, Bali tourism business will develop vigorously,” he said while adding that GIPI Bali was expected to immediately summon the relevant associations to discuss about the issues. Each village was given the opportunity to submit 5 members of LWG to government. According to him, LWG was founded based on the resolution with the community in the respective area of Bintang Danu Villages. Proposal of LWG to government should be equipped a decree of village head. In other words, establishment of LWG should be based on community’s agreement. Having established the LWG, government would confer a special status of autonomy in the

matter of tourism management. What they would do and where Kintamani tourism would lead to, these were the tasks of LWG to discuss with their communities. For example, regarding to tourism of Trunyan Village, Kintamani, what local people wanted in advancing the tourism would become their full authority through LWG. Whether they intended to provide a new public service or create a new attraction would be entirely under control of the village community. In the coastal town of Zawiya, crowds apparently outraged by dwindling fuel supplies tried to stab reporters in a minibus on a state-supervised trip to the Tunisian border. The journalists — a Chinese news correspondent and two Britons: a BBC technician and a Reuters video producer — were not harmed in the attack, the first of its kind targeting foreign reporters covering the Libyan conflict. The assailants also attacked the government official accompanying the reporters — once unimag-

Gadhafi has remained defiant against the widening NATO attacks and international pressure to step down. Reports: North Korea’s Kim headed to eastern China Associated Press Writer

BEIJING – North Korean leader Kim Jong Il headed for eastern China by train Sunday during a mysteryshrouded visit to his country’s most important ally and source of aid, South Korean news reports said. Kim was traveling to Yangzhou, west of Shanghai, the Yonhap news agency reported, citing diplomatic sources. South Korean broadcaster YTN said Kim would visit sites linked to the solar power business in Yangzhou, which is promoting itself as a center for China’s growing renewable energy industry. Kim apparently entered China on Friday and visited an industrial city in the northeast on what is believed to be his third trip to the country in 13

months. Such visits are seen as a means to shore up support for his isolated government and faltering economy. Details were not known and there was no official Chinese confirmation that Kim was visiting. His foreign trips are cloaked in secrecy and China has confirmed his official visits — most recently in May and August of last year — only after his departure. Employees who answered the phone at the Yangzhou and Shanghai railway stations and the Yangzhou city hall said they had no information about a possible visit by Kim. They refused to give their names. A visit to Yangzhou, a tourist spot on the Yangtze River, could have special symbolism for Kim. It would come 20 years after Chinese state media say his father, North Korean founder Kim

Blood donation on World Red Cross Day IBP

SEMINYAK - The World Red Cross Day is celebrated every year on May 8. It has become an important day in the history of mankind because of the role played by the Red Cross in saving lives around the world. Henri Dunant, the founder of the Red Cross is also celebrating his birthday on the same date. The Royal Beach Seminyak Bali has a long partnership history with the Red Cross, especially the Indonesian Red Cross (IRC). On June 2008 the hotel along with sister hotels of Accor Bali have donated US$ 10,200 for the devastating earthquake victim in Sichuan – China through the foundation. This partnership was then become stronger as The Royal Beach Seminyak Bali has added blood donation into its permanent charity program. Last year assisted by IRC the hotel has conducted it twice; on 29th April 2010 and the last one was on 14th August 2010 in conjunction to the celebration of Indonesian Independence Day. This year, taking the moment of the World Red Cross Day and bringing up the line ‘A Drop of Blood will Help Life’, once again the hotel held the blood donation to help the IRC replenish its stocks. Encouraging the whole Royal Seminyak Bali team to donate their blood, the hotel also invited sister hotels in Bali. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. JAKARTA – Rights group Amnesty International on Sunday hit out at the use of caning in Indonesia’s Aceh province, two days after the country secured a seat on the United Nations’ Human Rights Council. Amnesty urged Jakarta to repeal a by-law used by the partially-autonomous province to openly cane at least 21 men for gambling this month. “It seems that Aceh’s authorities are increasingly resorting to public caning in violation of international law,” Amnesty’s Asia-Pacific director Sam Zarifi said in a statement. “The Indonesian government must act to stop these punishments, which constitute cruel, inhuman or degrading treatment and often amount to torture.” Sixteen people were reportedly

caned in Aceh last year, the statement said. Amnesty said caning violates the UN Convention against Torture, which Indonesia ratified in 1998, and urged central government to review the by-law to conform with international and national human rights law and standards. Aceh, on the northern tip of Sumatra Island, adopted partial sharia law in 2001 as part of an autonomy package aimed at quelling separatist sentiment. Caning carried out there is mainly aimed at causing shame rather than injury. Nearly 90 percent of Indonesia’s 234 million people are Muslims, but the vast majority practises a moderate form of Islam. Indonesia was among 15 new nations to secure seats Friday on the Geneva-based Human Rights Council following a vote at the UN General Assembly.

JAKARTA – Environmentalists said Friday a long-awaited moratorium on logging in Indonesia, part of a $1 billion climate deal with Norway, is a “disaster” for forests and will do little to fight global warming. Indonesia banned logging in primary forests and peatlands for two years on Thursday under a deal announced in Oslo in 2010 to reduce greenhouse gas emissions from deforestation while protecting rich biodiversity. But environmentalists doubted whether the long-awaited moratorium would save any significant forests that were not already protected, or make any reductions to the massive archipelago’s carbon footprint. “We are very disappointed. We’re concerned because it only covers primary forests and

peatlands,” Greenpeace Indonesia forest campaigner Bustar Maitar said. He said the moratorium should also protect woodlands defined as “natural forests”, but these had been left at the mercy of the logging companies. Chris Lang, author of the REDDmonitor blog which tracks efforts to reduce greenhouse gas emissions from deforestation, said the moratorium was a “disaster for Indonesia?s forests, indigenous peoples and local communities”. He said the moratorium decree announced by President Susilo

There were exemptions for existing logging concessions and those that only had in-principle approval, as well as for “national development” projects such as geothermal power plants and key food crops. Green groups say forests covered by such concessions store vast amounts of carbon and contain habitats of endangered species such as orangutans and Sumatran tigers. The moratorium applies to about 88 million hectares (217.5 million acres) of primary forest and peatland, but Maitar said that according to Greenpeace’s maps such areas actually covered 104 million hectares.

Elfian Effendi, executive director of forestry policy analysis group Greenomics, said the moratorium “still creates potential for Indonesia to destroy its natural forests”. The regulations have been the subject of intense lobbying from the pulp, paper and palm oil industries, which tried to limit the reach of the moratorium while protecting their vast logging concessions. Presidential advisor on climate change Agus Purnomo told reporters logging would be banned in “forests that haven’t been touched by humans and where there has been no concession activity before”. “Indonesia has been on the right track, heading into a prosperous and sustainable future, and will not return to past development practices that damage the environment at the expense of future generations,” he said.

The moratorium is part of a national effort to combat climate change through a UN-backed scheme known as Reducing Emissions from Deforestation and Degradation (REDD). REDD promises to slow the release of greenhouse gases from the destruction of forests and carbondense peatlands by having rich nations pay emerging countries to preserve their jungles and woods. Rampant deforestation is one of the main reasons Indonesia is the third biggest greenhouse gas emitter behind the United States and China. The Indonesian government has set goals to slash its greenhouse gas emissions by 26 percent while at the same time doubling palm oil production by 2020. It is already the world’s biggest palm oil exporter.

Don’t believe the research. It is a provocation. Where is the proof?” he said, joking that the claims in the report made him “dizzy”.

“As I’ve said before, in the prisons we give them an understanding that we should love our nation and love our fellow people. Bombing is not jihad. Bombing is murder and it’s a criminal act.” He said recidivism was rare and beyond the government’s control, contradicting calls from top antiterror police for major changes to the detention arrangements for convicted terrorists. The Australian study was based

on interviews with 33 convicted terrorists in four prisons in Jakarta, Solo, Surabaya and Semarang, including former senior members of the Jemaah Islamiyah regional militant network. The report’s author, former Australian government intelligence analyst Dr Carl Ungerer, told national broadcaster ABC a group of hardcore jihadis were preparing to leave Indonesian jails over the next 18 months. Some of them said they would

Bali Today Congestion in Denpasar

Non-existent grand design of decent transportation Undeniably, Denpasar has been categorized into one of the cities experiencing adequately severe congestion. Handling pattern of transport by government has not been able to resolve the congestion problems occurring in some road sections. This condition is exacerbated by the absence of adequate grand design in transportation field. Ironically, the operation plan of the Trans Sarbagita waited for is merely an intermediary solution. It was affirmed by the Head of Transportation Department, Postgraduate Program in Civil Engineering, Udayana University, Putu Alit Suthanaya, PhD. and Chairman of the Transportation Laboratory of Civil Engineering Study Program, Faculty of Engineering, Udayana University, Putu Preantjaya Winaya, when contacted on Friday (May 20). He also noted that policy direction related to congestion handling in Denpasar hardly existed. Both Denpasar and Bali Provincial Government did not have the right solution for congestion problems in Denpasar. The solution carried out so far either by provincial government or Denpasar Municipality was only temporary. In other words, when there was a problem at one point, the handling was only focused to overcome the problems at that point. “This kind of handling pattern will not be able to overcome the congestion problem,” said Alit Suthanaya. A good city, according to him, had designed its transportation

planning in more than 30 years earlier. This should be carried out by the current government. For example, it should consist of the planning of adequate public transportation facilities, so it could reduce the use of private vehicles. Both academicians of Udayana University said that public transportation was the backbone of land transportation. Unfortunately, in Denpasar the public transport was even left behind by society. It was triggered by the increasing use of private vehicles on the roads. If this condition was allowed to leave unresolved, the road development would be unable to cope with such congestion problem. “New road construction is not a good solution to resolve congestion as long as there is no public transport,” explained Alit Suthanaya. Preantjaya Winaya said that to overcome the problem was required the commitment of government to build adequate transportation facilities in Bali and Denpasar in particular. If public transportation was minimal, the

use of private vehicle would assuredly remain high. “We are worried if it is not addressed soon, we can be much left behind by Thailand whose transportation infrastructure grows rapidly,” said Preantjaya Winaya. The second issue triggering congestion in Denpasar and South Bali in general was inseparable from imbalanced development in the region. The increasingly rapid growth of development in South Bali was not in harmony with the development in other regions. This condition then led all the activities to accumulate in one region that potentially generated congestion. In other words, the construction of new roads to resolve congestion was only temporary and would cause next congestion. On that account, the municipality and provincial government of Bali should have commitment to develop a sustainable system based on mass public transportation system. Meanwhile, the Head of Denpasar Transportation Services, I Gede Astika, said a number of pro-

grams had been launched to resolve the congestion. For example, traffic changes had been enforced to some road sections such as on Jalan Sulawesi, Jalan Dewata, Sidakarya, and the area on Jalan Gatot Subroto. Not only that, his party had also made a study on the changes to school and office hours. By and large, congestion occurred during

the in and out of office coinciding with that of school. “Improvement to services and facilities is also conducted continuously,” he said. In relation to the empowerment of public transport, his party would rely on the operation of Trans Sarbagita. “For public transport, we will wait for the operation of the Trans Sarbagita bus,” explained Astika. Head of Psychiatry Laboratory of Medical Faculty of Udayana University added, “These so many sessions of therapy in short time like this could be called as brainwashing.” She also explained that a woman who had sexually abused before, most likely could not be smiling or laughing when appeared several times in public on national televisions, and at the same time easily told that she was a victim who had long suffered sexual abuse. “The first impression arisen when looking at the accuser behaving like that, was that she was only seeking popularity”, she said.

Concerning the confession of the complainant (Tarra) based on police dossier; Prof. Suryani also explained that the complainant had to be given psychiatric treatment instead of psychological. And, psychologists were not doctors and could not prescribe the drug, so in such circumstances; hypnotherapy sessions could not help her. Instead, it could lead to even more severe situation and condition. Another Expert Witness on hypnosis and hypnotherapy, Adi W Gunawan blamed to the lack of professionalism for any hypnotherapists who performed the therapy up to 45 times within three months to his/her client as experienced by the complainant. “This could be misled as memory implant instead of (healing) therapy,”

said founder of Quantum Hypnosis Indonesia which issuing professional certificate of hypnotherapist in Indonesia.Both Prof. Suryani and Adi Gunawan said that actually the trauma of abuse, including trauma of being rape, could be addressed in a 1 to a maximum of 4 sessions. Adi W Gunawan also expressed his doubt in the qualification of the complainant’s hypnotherapist who just gained her skill from a long distance course as new graduate. He further said that the confession from hypnotherapy sessions could not be used in the trial because of its subjectivity. Later, expert witness on criminal law, Prof. Dwidja Priyatno testified that according to Article 290 of Indonesian Criminal Code that the vic-

tim of sexual harassment was in a state of unconscious or physically powerless. However, the complainant had testified in the police and court that she was always fully aware of what she had done, remembered all the events very well, and no coercion. Furthermore, highlighting article 294 of Criminal Penal Code, Prof. Dwidja emphasized that prosecutor was too “excited” to bring the case into the court by bringing 4 people who claim to be witnesses, but clearly in the court that no witness had directly witnessed the allegedly act of sexual abuse.Instead they told their own version of being allegedly sexually abuse five years ago with no witness and no legal fact also. According to the professor of criminal law who they could not become witnesses for this case.

Balinese Culture Mayadanawa: Feeling Superiority Results in Destruction When penjors paraphernalia are erected throughout the island, they epitomize that Galungan festivity has come. Every single devotee is in blooming heart welcoming it with joy. This six monthly celebration in Balinese calendar encourages people to make earnest preparation whole day and night. It’s time to glorify God and ancestors. Based on the mythology, Galungan delineates the triumph of dharma (truth) against adharma (untruth). According to Tatwa Mayadanawa transliterated by Made Gambar said that Bedaulu kingdom in Bali was once ruled by Mayadanawa. He was very powerful and proud of his power and feels to have more sovereign power than that of gods. This arrogance until forbids all subjects to worship God together with the celebration to glorify all God’s manifestations. The non-existence of freedom to worship and other religious activities caused many subjects greatly suffered where diseases spread and harvests failed. Seeing this condition, Lord Mahadeva in heaven feels disappointed. Having organized an assembly session with other gods, it is decided to attack Mayadanawa. Under the leadership of Lord Indra, the target can be timely destroyed. In short, the troops of the gods won the battle. This does not only stand

for the triumph of the gods, but also of the whole mankind on earth. Afterwards, Galungan then can be re-celebrated after the triumph of Indra. Many subjects felt to regain their enlightenment as they were able to practice their religious life. This festivity lasts for ten days and ends in the day called Kuningan. Aside from paying homage at village temple, it is also intended to appreciate the ancestors at family shrine. Similarly, devotees thank for the prosperity bestowed and maintain the relationship with their ancestors. Though they have left for the beyond, hopefully they could illuminate their descendants. Another version about Galungan is mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan. No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing so,

humans can continuously obtain the illumination to walk in the path of dharma. As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia. Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development. Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction. Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. Wajik (Rice Flour Cake with Palm Sugar) Overview: There are a couple of variations on this popular cake, which can be stored in the refrigerator for several days. It is normally served at room temperature, but can also be served warm topped with coconut milk. Another variations are to add ripe diced jackfruits (or substitute with sultanas) after the rice is partially cooked. Ingredients: 1 cup glutinous white rice 1 cup water 1 pandan leaf ½ cup palm sugar syrup ¼ cup thick coconut milk Pinch of salt Preparation: Rinse rice very well under running water for 2 minutes and soak for 4 hours. Rinse again until water becomes clear. Place rice, 1 cup of water and pandan leaf in rice cooker or steamer and cook for approx 20 minutes, or until liquid has evaporated. Add palm sugar syrup, coconut milk and salt, and steam for 15 minutes. Spread rice evenly 2.5 cm thick on tray and allow to cool to room temperature. Wet a sharp knife with warm and cut into even squares to serve. Helpful hint: to speed up the soaking process, pour boiling water over the rice and let stand for 1 hour. Drain, then add another lot of boiling water and soak for another 30 minutes. Mince fish fillet very finely in a food processor or with a chopper. 2. Add all other ingredients & mix well. 3. Mould a heaped tablespoon full of this mixture around a wooden skewer or over trimmed stalks of lemon grass and grill over charcoal until golden brown.

BUSINESS Greek debt restructuring no longer taboo Agence France-Presse

BRUSSELS – Once taboo, a restructuring of Greece’s massive debt no longer presents a red line for some eurozone governments intent on preventing the sort of messy defaults that once rocked Latin America. After months of warning that chaos would follow a restructuring, a “soft” version is now being presented by some within the eurozone as a lesser evil to save Greece once more from potential devastation. European finance ministers crossed a line this past week by indicating a willingness to reschedule repayments on Greece’s 110billion-euro EU-IMF bailout, provided private investors agree to share the pain. This, they say, would keep Greece well clear of the catastrophe that befell Argentineans in 2001 when the country defaulted on its debts. Argentina got out of that mess by devaluing its peso by some 70 percent, but Athens doesn’t have that option as it is anchored in the eurozone. The hope is an orderly and voluntary rescheduling can help avoid a restructuring in which investors would be forced to accept losses. “If the alternative is losing out at the end of the day because Greece doesn’t have the means to repay its debt, banks won’t have any other option,” said Ferdinand Fichtner of German analysts DIW. Previous EU-IMF aid to noneuro, ex-Soviet EU states such as Hungary also demanded parallel private sector adjustment — indeed, that approach is a core demand made by Germany for all future bailout programmes under a post2013, 750-billion-euro European Stability Mechanism due to be settled next month. Despite unprecedented belttightening, Greece’s public finances remain in a perilous state with a 2010 deficit sharply revised upward to 10.5 percent of national output and a worse-than-expected recession hitting its tax take. The upshot is that Greece can no longer envisage returning to commercial money markets next year to find the 30 billion euros it needs to refinance its debts. Whatever the amount of additional aid Athens gets from the EU and IMF, it is under intense pressure to sell off 50 billion euros’ worth of public assets. They want Greece to achieve around a third of

that target this year and next while avoiding even greater social unrest. Privatisation is seen as essential to overcoming opposition to a rescheduling from the European Central Bank and, to a lesser extent, France. Banks, investment and pension funds big and small stand to lose under a rescheduling, and would lose even more in any restructuring that forced investors to accept losses. But many may already have withdrawn what they could, with the ECB having bought up billions of Greek bonds as part of its efforts to keep debt markets functioning. Jean-Claude Juncker, head of the Eurogroup of finance ministers, spoke this past week of “soft restructuring,” what EU economic affairs commissioner Olli Rehn termed “reprofiling or rescheduling on a voluntary basis.” If rigid respect of existing credit agreements is no longer realistic, the question is how far on the sliding scale of debt write-off will Europe go. The idea is that by giving Greece more time, and perhaps a lower rate of interest over the longer timeframe, the chances of getting back a higher proportion of what is owed may improve. RBS specialist Jacques Cailloux maintains that “markets are only likely to respond when new cash is put on the table rather than to new political commitments.” The EU and IMF have already committed to more than 250 billion euros ($350 billion) in aid for Greece, Ireland and Portugal, but fresh funds carry electoral health warnings for governments after voter backlashes such as the one in which the anti-EU True Finns scored big gains in Finland last month. However the ECB remains dead set against any debt rescheduling or restructuring, believing it could have unintended consequences that ripple throughout the eurozone and cause irreparable damage to the single currency. The ECB’s chief economist warned on Wednesday that it might be forced to reverse its policy that allows Greek banks to borrow ECB funds by putting up Greek sovereign bonds as collateral. After successive downgrades, those bonds would not normally qualify. Such a move would pull the rug out from under Greek banks, which had nearly 90 billion euros in ECB funding at the end of March.

TOKYO – Chinese Premier Wen Jiabao on Sunday said Beijing would ease some bans imposed on Japanese food imports over a nuclear crisis as leaders of Japan, China and South Korea held a trilateral summit. For Japan the three-way meeting was an opportunity to address the concerns of its neighbours over its handling of world’s worst nuclear crisis since Chernobyl 25 years ago, triggered by the March 11 earthquake and tsunami. Tokyo’s neighbours have been concerned by the leak of radiation from the crippled Fukushima Daiichi plant and its impact on food safety across the region. For Japan, the summit was an opportunity to secure the easing of import restrictions. Wen, South Korean President Lee Myung-bak and Japan’s Prime Minister Naoto Kan pledged to boost cooperation on nuclear safety and disaster preparedness. A joint summit declaration said “Japan is committed to sharing with China, the Republic of Korea and the international community at large the lessons learned from the nuclear accident and the earthquake”. Wen, along with Lee, arrived in northeastern Japan earlier Saturday in a show of support as the first foreign leaders to visit Fukushima prefecture since the monster tsunami ravaged a nuclear plant on the coast.

The three Asian leaders together visited a shelter for displaced residents 60 kilometres from the plant on Saturday, a day before the summit. On Sunday the nations pledged to work together to promote cooperation among nuclear safety experts and in disaster preparedness at the summit where food safety and trade issues topped the agenda. Japan’s two Asian neighbours had expressed displeasure to Tokyo after authorities released a massive amount of radioactive water from the crippled nuclear plant into the sea. The summit began as the national leaders and high-ranking officials held a moment of silence. “These three countries are very close neighbours. We can overcome difficulties by joining hands,” said Wen. Wen told Kan that Beijing would lift trade bans on food imports from two of the 12 Japanese prefectures on which China had imposed restrictions, while not requiring radiation inspections on products other than vegetables, seafood and milk products, a Japanese official said. Wen also promised Kan that Beijing would encourage Chinese people to travel to the country by

licensing Japanese tourist agencies in China. The meeting came as Japan and China looked to deepen ties damaged by a tense territorial row that broke out between the two Asian giants in September last year over a maritime collision in the East China Sea. Both countries claim the potentially resource-rich islets, known as the Diaoyus in China and Senkakus in Japan, along with the nearby seas. China, Japan and South Korea will aim this year to finish joint studies by officials, academics and industry representatives on a possible trilateral free-trade agreement, the statement said. At a news briefing, Kan said he also expressed concerns during the summit about North Korea’s uranium enrichment. The three leaders agreed on the importance for North Korea to show sincerity before six-country talks on its nuclear programme can resume and agreed to press North Korea to take appropriate action, Kan said. Jackson recalled how in 1998, a South African AIDS activist was beaten to death by her neighbors after announcing on television that she was HIV positive. CAPE CANAVERAL, Fla. – A spacewalking astronaut ran into trouble Sunday while trying to lubricate a joint in the life-sustaining solar power system of the International Space Station, losing one bolt and getting a washer stuck in a crevice. Mission Control told veteran space flier Mike Fincke that he’d have to settle for a partial lube job, after the bolts holding down covers on the joint started popping off unexpectedly. “Bummer,” said his spacewalking partner, Andrew Feustel. The spacewalk — the second of shuttle Endeavour’s final space station visit — started out well, with Fincke and Feustel topping off a leaky radiator line. They successfully added ammonia to the space station’s coolant system, after re-

routing jumper cables and opening valves. One line leaks slightly, and the astronauts needed to recharge it. Ammonia is extremely hazardous, and the two did their best to avoid contaminating their spacesuits while replenishing the system with about 5 pounds of the substance. Some frozen ammonia flakes floated toward Feustel as well as a small icy chunk, but he didn’t think any of it got him. Fincke moved on to preventive maintenance on the massive joint that rotates the space station’s solar

wings on the left side. He was removing his first cover when a bolt popped out and got away from him. He caught it. But another bolt ended up floating away, and a washer got stuck between the cover and an attachment. Mission Control worried the washer might get into the gear mechanisms of the joint and damage them. Fincke was advised to use “gentle backhand sweeping motions” to get the washer away from the gears, and the astronaut replied he could try to coax it out. All this came as a surprise, and Mission Control later told the astronauts that the washers might be bent and flimsy from previous repair efforts. “Sorry you’re having such a hard time with those bolts, buddy,” Feustel called out to Fincke.

LONDON – After Rob Summers was paralyzed below the chest in a car accident in 2006, his doctors told him he would never stand again. They were wrong. Despite intensive physical therapy for three years, Summers’ condition hadn’t improved. So in 2009, doctors implanted an electrical stimulator onto the lining of his spinal cord to try waking up his damaged nervous system. Within days, Summers, 25, stood without help. Months later, he wiggled his toes, moved his knees, ankles and hips, and was able to take a few steps on a treadmill. “It was the most incredible feeling,” said Summers, of Portland, Oregon. “After not being able to move for four years, I thought things could finally change.” Still, despite his renewed optimism, Summers can’t stand when he’s not in a therapy session with the stimulator turned on, and he normally gets around in a wheelchair. Doctors are currently limiting his use of the device, made by Minneapolis-based Medtronic, Inc., to several hours at a time. His case is described in a paper published Friday in the journal, Lancet. Face of 49-Million-Year-Old Spider Revealed in 3-D A VERY old spider has shown its face to the world for the first time in 49 million years, as scientists used high-tech Xray methods to peer through the shroud of amber encasing the fossilized arachnid. The report, published online April 28 in the journal Naturwissenschaften, confirms that the ancient spider is a member of the genus Eusparassus. These arachnids,

also known as Huntsman spiders, live in the tropics and in Southern Europe today. From leg to leg, they can grow to a size of almost a foot (0.3 meters). Huntsman spiders are non-aggressive and non-toxic to humans, but they can deliver a painful bite. The ancient spider fossil, which is housed in the Berlin Natural History Museum, is buried in a darkened chunk of amber and is barely visible. Using a method called X-

ray computed tomography, researchers from Germany and the United Kingdom created three-dimensional images and movies of the spider inside the amber. The resulting X-ray images reveal fangs, eyes and “pedipalps,” or the feelers on the spider’s face. The same method has been used to reveal other fossilized spiders. What was around when this giant arachnid crawled what is now central Europe? Another giant, it

seems, as researchers recently reported a hummingbird-size ant lived in what is now Wyoming at the time. The ancient Huntsman fossil was found in the 1800s. Naturalists then suspected that it was a Huntsman, but modern researchers thought it strange that such a large, active spider would get trapped in tree resin. By comparing the specimen to other fossils and modern spiders, however, they

determined that the fossil really is a Huntsman. “The research is particularly exciting because our results show that this method works and that other scientifically important specimens in historical pieces of darkened amber can be investigated and compared to their living relatives in the same way,” study researcher David Penney of the University of Manchester said in a statement.

BERLIN – Germany goalkeeper Manuel Neuer’s transfer from Schalke to Bayern Munich is still far from complete and he may stay in Gelsenkirchen for another year, Royal Blues’ chairman Clemens Toennies has said. Neuer led Schalke to their fifth German Cup title on Saturday with a 5-0 demolition of second-division Duisburg at Berlin’s Olympic Stadium in what could prove to be his last game for the Royal Blues. The 25-year-old has told Schalke he will not renew his contract, which expires in June 2012, and Bayern are in talks with the Royal Blues to sign him before next season, but Toennies said the deal is far from complete. “We still have one or two other considerations and it may well be that he will remain a year,” Toennies told German television channel ARD. “I think that over the next week a decision will be announced. “He is a key player, so we are not making it easy.” Schalke’s director of sport Horst Heldt said the offer on the table from Bayern — reported to be around 25 million euros for a four-year contract — will not be renegotiated. “Now we have to make a decision,” he said. Neuer has said he was in the dark about where he will play next season.

Hopkins becomes oldest champion at 46 Associated Press Writer

MONTREAL – Bernard Hopkins became the oldest fighter to win a major world championship, taking the WBC light heavyweight title Saturday night from Jean Pascal at the age of 46. Hopkins (52-5-2) broke the age record set by George Foreman in a heavyweight title victory over Michael Moorer in 1994. Hopkins won at 46 years, 4 months, 6 days. Foreman was 45 years, 10 months. “I won’t retire until I’m 50,” Hopkins said. He won the WBC, IBO and The Ring magazine titles from the 28-year-old Pascal (262-1), the Montreal fighter who was making his fifth defense before 17,560 at the Bell Centre. The bout was a rematch of their Dec. 18 draw in Quebec City. “He’s a great champion. He has great defense and a lot of tricks. I was a young champion,” Pascal said of Hopkins in the ring afterward. “These two fights will help

take me to the next level. I learned a lot from Bernard and his style.” The Philadelphia native played up his uncanny fitness in the prefight banter and looked the fresher man throughout the bout, taunting Pascal by doing push-ups as he waited for him to start the seventh round and doing them again after the fight. Hopkins landed more punches and was able to slip many of Pascal’s power shots, answering with clever jabs and scoring more than once on right-hand leads. Hopkins didn’t, as planned, wear a Philadelphia Flyers jersey into the ring, but one of his corner men did. In the co-feature, Chad Dawson

showed masterful defense and crisp punching in scoring a 12round unanimous decision over Montreal’s Adrian Diaconu in a light heavyweight elimination bout. Hopkins will next fight Dawson (30-1).

OKLAHOMA CITY – Even when he is off his game, Dirk Nowitzki can still get the job done as the Dallas Mavericks’ closer. Nowitzki shrugged off a rough start and made a few key jumpers in the fourth quarter, helping the Mavericks hold off the Oklahoma City Thunder for a 93-87 victory Saturday night and a 2-1 lead in the Western Conference finals. The big German had missed 10 of his first 14 shots, but Dallas kept going to him with the Thunder trying to become the second team to rally from a 23point deficit to beat the Mavericks in these playoffs. “He’s our guy. In the fourth quarters, he’s going to touch the ball as frequently as we can get it to him,” coach Rick Carlisle said. “If he misses a few shots, he’s not going to get deterred, he’s not going to get discouraged. He’s got the kind of will, he’s going to keep going at it.” The Mavericks didn’t care that Nowitzki couldn’t seem to make a shot most of the game. They still gave him the ball on 10 of 11 possessions at one point, and he scored three times — enough to keep Oklahoma City at bay. Nowitzki finished with 18 points on 7 for 21 shooting. “We didn’t really have a lot going in the second half offensively, so I’ve got to keep attacking for this team like I have for the last 13 years,” Nowitzki said. “This team needs me to score and to keep being aggressive.” NBA scoring champion Kevin

Durant also struggled from the field, hitting just 7 of 22 shots to finish with 24 points and 12 rebounds. Russell Westbrook responded to a fourth-quarter benching with 30 points, helping the Thunder make it interesting in the final minutes. Dallas had already blown a 23point lead in the final 13 minutes in the first round at Portland, and led by 22 with 17 minutes to go this time. Westbrook and Daequan Cook each missed 3-pointers that could’ve gotten the Thunder within three, and Westbrook then lost the ball out of bounds before Jason Terry’s jumper stretched the advantage to 86-78 with 1:42 remaining. Nowitzki added a jumper from the left elbow to put the lead back at eight after Durant hit two free throws, and Dallas held on from there. “We fought through a lot in the second half there, we stuck together and we grinded it out,” Nowitzki said. Shawn Marion also scored 18, and Kidd and Terry each chipped in 13. Tyson Chandler had 15 rebounds, including six on the offensive end. The Mavericks, who tied with Miami for the league’s best road record during the regular season, won for the fourth straight time outside Dallas in these playoffs and reclaimed home-court advantage just two nights after letting it get away in Game 2. “In a game like this in someone else’s arena, coming off a loss, you have to come out with anger and an intensity,” Terry said. “We did that.”

Todt pushing ahead with 2013 engines FIA president Jean Todt has told engine manufacturers that there will be no delay to his plans to introduce smaller turbocharged power-units in 2013 - although there may be room for some compromise in allowing teams to continue using the current V8s for an extra year. Todt met with representatives of the teams and engine makers in the Barcelona paddock on Saturday to engage in discussions about

progress towards the new 1.6-litre units that are in the rules for 2013. With sources suggesting that Cosworth, Mercedes-Benz and Ferrari wrote a joint letter to Todt to indicate their concerns about pushing ahead with the 2013 rules, there have been questions raised about whether the sport can continue with the plan. However, with Renault and the new Craig Pollock-led Pure com-

pany adamant that they want the new engines in place, there is no unified stance from the competitors in F1 – which means there is continued uncertainty about what will happen now. AUTOSPORT understands, however, that Todt did make it clear that there will be no going back on the change in 2013 – although, according to Bernie Ecclestone, there is an idea for current V8s to get a period of grace for those unwilling to make the switch. Speaking to Reuters, Ecclestone said: “What he [Todt] is talking now is about letting the V8s run for a [further] year or something. But I mean, equivalency formulas never work, do they? “I think he’s beginning to understand that the manufacturers all realise it’s going to cost them a lot of money and they can’t hand that on to their customers because the engines are going to be too expensive.” Although the idea of allowing teams to continue running V8s for a year would be a help for them, it would bring little financial advantage to manufacturers who would still face the expense of developing an engine throughout 2013 in parallel to their on-track efforts.

The new DRS, the return of KERS and Pirelli’s rubber have all contributed to a much more exciting F1 in 2011, and that has helped produce races with more overtaking moves than have been seen for many years. But although the frequent overtaking moves have prompted questions about whether or not the purity of F1 has been taken away, Button and Hamilton are adamant that what is being seen now is better than they have known it in the past. “Ask the public what they think, that is the best answer,” explained Button. “They are the people that matter and I think they love the racing. “I meet people when I go to the shops and everyone is so positive. They said China was the best race they’ve seen, and then Turkey was the best race ever. It is like it was with the 80s. We are doing something right and we should not be negative about it.” Hamilton added: “People love to

see carnage and overtaking, and wheel-to-wheel battles, with smoke coming off when drivers are touching and passing. They don’t like to see people following in the train, and the new rules are enabling us to do it. “They [the new rules] do help, as in the past as fast as you could be, you just could not get close enough to capitalise on it. Whatever you did you were always in the bad air and you could not really race them. It enables you to take opportunity of the true pace of cars and I quite like it.” Button also did not think that the tyre rules - and the way drivers were having to look after their rubber so much - risked making F1 too slow. “The viewer doesn’t know if we do a 1m24s or a 1m35s. It is a show. We need viewers to exist and the viewers have gone through the roof this year. We haven’t done anything wrong; we’ve gone in the right direction.”
