El Centro renames building to honor Ruiz El Centro renombra edificio para honrar a Ruíz

l Centro Inc. ha honrado a uno de sus contribuyentes de largo tiempo. En el mes de septiembre, la organización no lucrativa de Kansas City, Kansas renombró su edificio administrativo localizado en Minnesota Avenue, el Richard A. Ruiz Administrative and Services Building (Edificio Administrativo y de Servicios Richard A. Ruiz). De acuerdo con Irene Caudillo, presidenta y directora ejecutiva de El Centro, los miembros de la directiva iniciaron pláticas hace unos años sobre el cambio de nombre. “Estuvimos hablando (planeando) nuestro 40º aniversario, y nos dimos cuenta que había mucho sobre nuestro pasado que nos ayudaría a avanzar en el futuro”, recordó Caudillo. “Muchas cosas del pasado nos han ayudado a avanzar, y renombrar el edificio fue una oportunidad para honrar a las personas que formaron parte de nuestro pasado”. Ruíz pasó 30 años en Él Centro. El comenzó como miembro de la directiva, luego se convirtió en presidente. Después de tres décadas de servicio, él dejó la organización y fue nombrado presidente honorario. “Pensamos que debíamos darle un reconocimiento especial y hacerlo parte de nuestro futuro, así que la mesa de directores decidió cambiar el nombre del edificio”, dijo Caudillo. l Centro Inc. has honored one of its longtime contributors. In September, the Kansas City, Kan.-based non-profit organization renamed its administrative building on Minnesota Avenue the Richard A. Ruiz Administrative and Services Building. According to Irene Caudillo, El Centro president and CEO, board members began talks about the name change a few years ago. “We were discussing (planning) our 40th anniversary, and we found out that … (there) was much about our past that … (would) help us to move (forward) in the future,” Caudillo recalled. “A lot of things from the past have helped us to move forward, and to rename the building was an opportunity to honor people who were part of our past.” Ruiz spent 30 years at El Centro. He started as a board member, then became executive director and eventually CEO. After three decades of service, he left the organization and was named president emeritus. “We thought we should give him a special recognition and make him part of our future, so the board of directors decided to change the name of building,” Caudillo said. The Rev. Ramon Gaytan, one of El Centro’s founders, is happy to see Ruiz be recognized that way. “Richard is very talented, very

n September, Hurricane Maria struck Puerto Rico, leaving thousands of victims in its wake. In mid-October, thousands of Puerto Ricans are continuing to struggle in dealing with the aftermath of Hurricane Maria. According to news reports, more than 90 percent of the island has no power and people are using car batteries to charge their electronic devices. At press time, it remained unclear when full power would be restored. “We have established, right at the beginning of this week, we want to have 10 percent of the energy … (generator services working) in Puerto Rico. Now, we’re up to 10.6 percent,” Puerto Rican Gov. Ricardo Rossello told National Public Radio. “And our expectation is, within the next month, to have 25 percent (working).” Various forms of data show that restoring power and electricity to Puerto Rico will cost more than $5 billion. In addition, many Puerto Ricans need medicine. Many other Puerto Ricans don’t have enough food. Moreover, there

Algunos líderes los han convencido de que son víctimas de extranjeros siniestros que ridiculizan la buena voluntad americana y candidez en acuerdos internacionales, los cuales son injustos para los Estados Unidos. Estos líderes reclaman que criminales que han cruzado la frontera ilegalmente son responsables no solamente de la pérdida de empleos, sino también de violaciones, asesinatos y adicción sin precedentes hacia drogas entre los americanos. El temor sobre el ingreso cada vez más débil, el aumento de desempleo y la violencia hacen a la gente susceptible a atacar a cualquiera que no les sea familiar. El programa federal DACA fundado en el 2012 es percibido para beneficiar a esos «otros». Por consecuencia, muchos piensan que deben presionar al presidente Trump para que elimine el programa. DACA hace a los individuos, que fueron traídos antes de los 16 años por inmigrantes indocumentados adultos, elegibles para tener un permiso de trabajo y no ser sujetos a deportación durante períodos renovables de dos años. DACA requiere que los beneficiarios estén estudiando o tengan un título de preparatoria, un antecedente libre de delitos y crímenes serios o sean dados de alta honorablemente de las Fuerzas Armadas. Los gobiernos y las corporaciones en Estados Unidos y otros países desarrollados lanzaron la globalización. Los americanos anteriormente citados y los mexicanos pobres fueron peones en un vasto juego internacional de ajedrez. Tales situaciones no deben ser sorprendentes: los lectores solamente necesitan recordar quiénes fueron responsables por la crisis global del 2008 y quién pagó el precio. La pregunta importante ahora es: ¿cómo podemos abordar de manera constructiva el DACA? ¿Deben los niños que siguieron a los adultos hacia un país diferente, cuyo idioma no entienden, ser castigados por violar una ley que ellos ignoraban? En términos de interés económico, los contribuyentes de Estados Unidos ya han invertido en estos jóvenes. Ellos están llevando vidas productivas y representan un recurso para atender los enormes retos socioeconómicos del país. Los países xenofóbicos y etnocéntricos tales como Corea del Norte son sujetos a una incertidumbre financiera precaria. Mantener un país «no contaminado» por personas de otros colores y culturas es una fórmula para la atrofia económica y no para la grandeza. Los logros excepcionales americanos se desarrollaron al seguir la lección de la naturaleza de que la diversidad hace que florezcan los ecosistemas. A pesar de que algunos traten de homogenizar todo lo que es humano, es la realidad lo que determina el resultado.Algunas ópticas pueden comunicar el mensaje si los lectores miran las fotografías de las tropas de Jong-Un. Ellos ciertamente provocan «sorpresa y pavor» pero es el poder ostentoso y como de máquina lo que queremos para nuestros hijos, y los hijos de aquellos con quienes compartimos el sufrimiento derivado de elites indiferentes? La diversidad es una parte inevitable de la realidad. Some leaders have convinced them that they are victims of sinister foreigners who ridicule American good will and naivete in international agreements, which are unfair to the U.S. Those leaders claim that criminals who have crossed the border illegally are responsible not only for loss of jobs but also for rape, murder and unprecedented addiction to drugs among Americans. Fear over declining income, increase of joblessness and violence make people susceptible to lash out at anyone with whom they are unfamiliar. The federal program DACA founded in 2012 is perceived to benefit such “others.” Consequently, many believe they should pressure President Trump to eliminate the program. DACA makes individuals, who were brought before age 16 by adult undocumented immigrants, eligible for a work permit and not be subject to deportation during 2-year renewable periods. DACA requires beneficiaries be in school or have a HS degree, a record free of serious misdemeanors and felonies or be honorably discharged from armed forces. Approximately 800,000 DACA applications have been approved; original estimate by Pew Research Center of eligible applicants was 1.7 million. It seems wise to consider some of the origins of the surrounding circumstances and potential consequences of this decision. Most of the persons who entered the U.S. without immigration documents since the surge that followed the 1994 launching of the North American Free Trade Agreements (NAFTA) are from Mexico. Their acceptance of the risks involved was an act of desperation not unlike the desperation experienced by Americans today. They were hit by the forces of globalization even before NAFTA was signed. The Mexican government rolled out the red carpet to foreign investors excited over NAFTA’s promise by pulling the rug from under millions of poor families surviving through small plots of land. A system called “ejido,» created to prevent concentration of land ownership after the Mexican 1910 revolution, had a similar intent as the U.S. Homestead Acts. In witty maneuver, President Salinas made it possible for foreigners to buy the land of survival farmers. Later, corn farmers were put out of business by American corn sold to Mexico at below-cost prices allowed by U.S. government subsidies. Both farming groups moved by the millions into Mexican cities already suffering from unemployment and, eventually, to the wealthiest country in the world, risking life, freedom and dignity. Governments and corporations in the U.S. and other developed nations launched globalization. Above cited Americans and the Mexican poor were pawns in a vast international chess game. Such situations should not be surprising; readers only need recall who were responsible for 2008 global financial crisis and who paid the costs. The relevant question now is: how can we address DACA constructively? Should children following trusted adults into a different nation whose language they don’t understand be penalized for violating a law they ignored? In terms of economic self-interest, U.S. taxpayers have already invested in these young people. The latter are leading productive lives and represent a resource to address the country’s huge socioeconomic challenges. Xenophobic and ethnocentric nations such as North Korea are subject to precarious economic uncertainty. Maintaining a nation “untainted” by people of other colors and cultures is a formula for economic atrophy not greatness. American exceptional achievements evolved from following nature’s lesson that diversity makes ecosystems flourish. Much as some try to homogenize all that is human, it is reality that determines the outcome. Simple optics might convey the message if readers view pictures of Jong-Un’s troops. They do indeed “shock and awe” but is ostentatious and machine-like power what we want for our children and children of those with whom we share the suffering inflicted by uncaring elites? Diversity is an unavoidable part of reality. Instead of removing immigrants on the basis of diversity, we should once and for all manage U.S. immigration efficiently. Hector E. El 8 de octubre, una nueva serie de incendios forestales se desataron al norte de California. Por lo menos hay 21 muertos y 150 desaparecidos. Los incendios han destruido más de 100,000 acres y por lo menos 1,500 viviendas y edificios. Miles de residentes están desalojados. Las víctimas y los sobrevivientes demuestran la imparcialidad de lo posibilidad. Un desastre natural es un asaltante de igualdad de oportunidad, afectando al azar sin importar estatus de clase o social, grupo étnico, edad, raza, religión ni género. El popular rapero Pitbull (cuyo nombre real es Armando Pérez) envió su avión privado a Puerto Rico para transportar a pacientes de cáncer hacia Estados Unidos. Sin suministro eléctrico, se estaba agotando el diésel necesario para mantener a los pacientes en sistemas de mantenimiento artificial de vida. El celebrado chef español americano José Andrés, con la ayuda de voluntarios ha colocado cocinas temporales para alimentar a los damnificados en Puerto Rico. Hurricane Harvey was a Category 4 storm when it hit the Texas Gulf Coast on Aug. 25 and headed east across the Gulf, battering coastal Louisiana. Wind gusts and catastrophic flooding caused widespread destruction of homes and buildings and knocked out power. The storm took the lives of 77 people and displaced more than 30,000. Between Aug. 30 and Sept. 16, Hurricane Irma, at times a Category 5 storm, ravaged several Caribbean islands before heading north-northwest to Florida. It left over 130 dead, millions without power and tens of thousands of homes destroyed. Puerto Rico escaped the worst of Irma’s effects. But on Sept. 20, Hurricane Maria ravaged the island. The Category 5 storm plowed across the unincorporated U.S. territory with maximum sustained winds of 155 miles per hour and 30-plus inches of rain. It killed at least 30 people, destroyed the electrical infrastructure, disabled communications and left thousands homeless and millions without access to potable water. The day before, a 7.1 magnitude earthquake shook Mexico City and parts of Puebla and Morelos. The quake and aftershocks toppled buildings trapping hundreds of people, left at least 369 dead, injured more than 6,000 and badly damaged or destroyed as many as 200 buildings. On Oct. 8, a new series of wildfires broke out in Northern California. At least 21 people have died, and 150 are missing. Fires have destroyed 100,000-plus acres and at least 1,500 homes and buildings. Thousands of residents are evacuating. The casualties and survivors demonstrate the impartiality of chance. A natural disaster is an equal opportunity assailant, striking randomly without regard to class or social status, ethnicity, age, race, religion or gender. Human response has shown time and again that people take action, despite everything, and rise to the occasion. Extensive news coverage has shown extraordinary acts of courage by ordinary people and thoughtful acts of generosity by people across the U.S. and elsewhere and by the rich and famous. Volunteer groups nationwide rallied to the affected areas and took part in rescue and recovery efforts. Volunteers joined professional search and rescue teams to dig people out of collapsed buildings in Mexico. Rotary Clubs have raised funds for hurricane relief and transported supplies to stricken areas. In Florida, millionaire Marc Bell invited 70 foster children left homeless by Hurricane Irma to stay in his Boca Raton mansion. There, “an army of volunteers” made the traumatized kids comfortable and provided “one-on-one” attention and support. Popular rapper Pitbull (whose real name is Armando Perez) sent his private plane to Puerto Rico to transport cancer patients to the U.S. Without electrical power, diesel needed to keep patients on life support systems was running low. Celebrated Spanish-American chef José Andrés, with the help of volunteers has set up temporary kitchens to feed survivors in Puerto Rico. As of Oct. 10, they’d served more than 350,000 meals. Andrés’s goal is to feed 100,000 people daily. It’s a blessed phenomenon worthy of informing our everyday behavior. In times of crisis, we don’t look at each another as AfricanAmerican, Asian, European or Hispanic; rich or poor; different; or worthy or unworthy. We see fellow creatures in need. And we’re touched, in the words of Abraham Lincoln, “by the better angels of our nature.”

ASHINGTON – El Servicio de Impuestos Internos (IRS) tiene un recordatorio importante para los contribuyentes que solicitaron una prórroga ya que se acerca la fecha límite de presentación del 16 de octubre. La cantidad del ingreso bruto ajustado (AGI, por sus siglas en inglés) de la declaración de 2015 puede ser necesaria para presentar la declaración de impuestos de 2016 electrónicamente. Para aquellos contribuyentes que tienen una prórroga y radican en un área declarada zona de desastre federal y fueron afectados se les puede permitir más tiempo para presentar. Actualmente, los contribuyentes afectados por los huracanes Harvey, Irma y María, así como personas en partes de Michigan, West Virginia califican para este alivio. extension and face an Oct. 16 filing deadline: The adjusted gross income (AGI) amount from their 2015 return may be needed to electronically file their 2016 tax return. For those taxpayers who have a valid extension and are in or affected by a federally declared disaster area may be allowed more time to file. Currently, taxpayers impacted by Hurricanes Harvey, Irma and Maria as well as people in parts of Michigan and West Virginia qualify for this relief. See the disaster relief page on IRS.gov for details. As a reminder, taxpayers should keep a copy of their tax returns and supporting documents for a minimum of three years. Prior year tax returns are even more important as the IRS makes changes to protect taxpayers and authenticate their identity. Extension filers should plan ahead if they are using a software product for the first time. They should have kept a copy of their 2015 tax return or if not, will need to order a tax transcript, a process that may take five to 10 calendar days. he USCIS accepted the final DACA applications on October 5, 2017. T DACA youth can keep their current cards until they expire. Congress must now act to provide permanent protection to DACA youth and all immigrants. The best solution would be for Congress to pass a “clean” DREAM Act. “Clean” means that we will not accept conditions such as the border wall or increased enforcement that will hurt the immigrant community. The current DREAM Act proposal would offer conditional residency to DACA recipients and others who have entered the US prior to turning 18 years old and who have finished high school, have a GED or are currently in school. They could then apply to make it permanent if they completed 2 years of college, 2 years of military service or 3 years of authorized work. There are many more details, and they could change as the Congress debates them. Overall, it is a very good solution for immigrants brought to the US as children. The Trump administration has announced new requirements for its support of the DREAM Act. We will need to fight hard to win a “clean” DREAM Act. stoy aterrado con lo fácil que fue para Stephen Paddock matar a tantas personas en Las Vegas. Acumuló un montón de armas en su cuarto de hotel, rompió dos ventanas y luego, como en un campo de tiro, se puso a disparar a las 22 mil personas que asistían a un concierto al aire libre. Matar es muy fácil en Estados Unidos. No hay ninguna disputa de que en este país hay un peligroso enamoramiento con máquinas que te matan. En Estados Unidos existen más armas que habitantes; hay 112 armas de fuego por cada 100 habitantes, según un rápido vistazo en línea. El argumento es muy sencillo: Mientras más pistolas y rifles existan, más fácil es que se usen para matar. Pero esta lógica nunca ha podido convencer al congreso de Estados Unidos. Matanza tras matanza, los congresistas se rehúsan a hacer algo al respecto. Hay mucho dinero de por medio. Vamos al ejemplo. El permiso sólo dura tres años y, luego, hay que volver a hacerlo todo. Japón ha demostrado que se pueden reducir drásticamente el número de asesinatos si complicamos y limitamos el acceso a las armas de fuego. ¿Por qué no se puede hacer algo así en Estados Unidos? Se puede perfectamente respetar la Segunda Enmienda de la Constitución — que garantiza el portar armas de fuego — y, al mismo tiempo, proteger la vida de todos los que vivimos en este país. I thought that after the Pulse nightclub shooting in Florida, in which 49 people were killed, there would be a nationwide push to limit access to firearms. It didn’t happen. Now, after the Las Vegas shooting, the worst ever recorded in U.S. history, we’re again wondering if something will change. But we know that nothing will. We’ve become immune. Outside U.N. headquarters in New York stands an amazing sculpture, a gift from the government of Luxembourg in 1988. It features an enormous pistol with its barrel twisted into a knot. It represents, to me, a desire to control violence. But I don’t see that desire anywhere in the United States. This country refuses to learn the simplest and most obvious of lessons: Fewer firearms mean fewer killings. After a shooting, politicians will do absolutely nothing, weapons designed to be used in war will continue to be used by the public, and then we’ll forget about it all in a couple of weeks. Until the next massacre. This is the new normal. President Trump, for whom nothing has turned out well in the past several months, will not open up a new battlefront to limit firearms. Besides, the domestic terrorist attack in Las Vegas undercuts his narrative that it is immigrants who pose the real danger. I was horrified at how easily Paddock murdered his victims, and continue to be horrified at the political establishment’s refusal to do anything that might prevent another shooting. It’s just so easy to kill here. (P.S. about paper towels: President Trump showed a complete lack of respect while visiting Puerto Rico earlier this month when he tossed rolls of paper towels into a crowd of hurricane victims. Within hours of the attack Geary Danley’s name and his photo where spread across the internet. “My family have been getting death threats because the way that social media spun the situation out of control”, Danley’s daughter stated. “Without seeking the truth the people have jumped to the conclusion that somehow my father was involved”. This is only one example of the many fake news that filled Facebook and Google the night of the attack. Many of them included reports about fictional victims and ISIS involvement. The fake news about Vegas is not an isolated incident. This is turning out to be a problem all across social media. In fact, New York Times reported there is evidence that Twitter may have been used even more extensively than Facebook in the Russian influence campaign last year. Automatic accounts - known as twitter bots- were helping to spread fake news. According to the Chronicle Newspaper about ten million people saw Russian-linked ads on their sites before and after the 2016 election. These Russian-linked Facebook ads that appeared during election season were targeting two key states Michigan and Wisconsin. This states were critical for Donald’s Trump victory. In addition, the ads were intended to promote the racial divide and stir up outrage. This issues are concerning people around the States. Because not only it’s about Russians meddling in U.S. election, but also Russians trying to divide the country.

NOTICE OF REQUEST FOR PROPOSALS

The Housing Authority of Kansas City, Kansas hereby provides notice that it will receive proposals from licensed Architectural/ Engineering (A/E) firms or consulting firms for services for the construction of a new maintenance facility. Services needed include: the production of design documents as required to accomplish a successful change of zoning for the property, complete building design documents to obtain a building permit, construction inspection, and documents as needed for a preliminary and final plat of the property. Written proposals will be received in person, or through the mail, until 4:30 p.m., CDT, on October 25th, 2017, at the Kansas City Kansas Housing Authority office located at 1124 North 9th Street, Kansas City, Kansas. Proposals received after this time will not be considered.

In selecting the A/E firm to perform these services consideration will be given to those criteria listed in the Request for Proposals (RFP). The Housing Authority reserves the right to reject any or all proposals, to waive any irregularities and to reject any and all proposals or to request additional information from any respondent. All qualified firms, including minority-owned, women owned and Section 3 businesses are invited to submit a proposal.
