El primer programa, llamado el programa de Asistencia de Desempleo por Pandemia (PUA, por sus siglas en inglés), tiene como objetivo ayudar a aquellos que no eran elegibles para recibir beneficios de desempleo, como dueños de negocios, conductores de Uber o Lyft y estilistas. A partir del martes (12 de mayo), las personas en esas categorías pueden comenzar a presentar pruebas de su trabajo para recibir los beneficios. “Debe solicitar y que se le nieguen los beneficios regulares de desempleo para poder calificar para este programa PUA”, dijo García. De esa forma, el departamento tendrá a esas personas en su sistema, lo que inicia el proceso. Las personas también podrán someter esos documentos que demuestran su trabajo en el último año. “(Este programa) es importante porque hay muchos empresarios latinos que tienen su propio negocio, y este es un gran programa del que se beneficiarán”, dijo García. he office of Kansas City, Missouri, Mayor Quinton Lucas T has increased its efforts to reach the Latino community in Kansas City — particularly during this pandemic. Aly Hernandez, external relations manager for the office, has been a key member in making this effort happen. Hernandez is in charge of handling local press interviews, alongside Communications Director Morgan Said, particularly when doing press with Spanish media and translating for the mayor. She also helps Mayor Lucas with his Spanish COVID-19 messages. “I do a lot with translating social media posts — and occasionally, I’ll also meddle with some of the policy-side documents,” she said. Born in Mexico, Hernandez came to the United States with her family at age 2. After living in Texas for a while, her family moved to the Kansas City area, where she attended high school and college at the University of Missouri-Kansas City (UMKC). Hernandez has always been involved in politics in some way.

According to the regular unemployment benefit rules, those who receive benefits and max out of them must wait at least 12 months before receiving benefits again. But with this program, they will be eligible. “Now, our system … (will) be able to identify (whether this is your case) and be extended 13 weeks to qualify for benefits,” she said. Garcia also offered an update on the $600 payment that everyone who applied for benefits would get in addition to the benefit. She said her department has fixed some issues with the system and has started sending this payment — originally scheduled to have started the week of March 30 — to everyone. “We have started that early last week and will continue with it this week,” Garcia said. “The good news is that you will be paid.” Any retroactive payment will start soon, too, she said. Those struggling with the filing process or have had issues with it can contact the Kansas Department of Labor (KDOL) via phone at (913) 596-3500 or email kdol. uicc@ks.gov, though Garcia warns it takes at least four to five days to hear back from the department because of the high volume of calls and emails. “At the end of the day, what people want to know (is), ‘Am I getting my money?’, and the answer is yes,” she said. “We just have had a huge delay due to the volume.” For those sending an email, Garcia recommends including five things: full name, date of birth, last four digits of their Social Security Number, one line explaining the problem and a phone number for KDOL to contact them. Nacida en México, Hernández llegó a Estados Unidos con su familia cuando tenía 2 años. Después de vivir en Texas por un tiempo, su familia se mudó al área de Kansas City, donde asistió a la escuela secundaria y la universidad en la Universidad de Missouri-Kansas City (UMKC). Hernández siempre ha estado involucrada en la política de alguna manera. Before joining Mayor Lucas’ team, she worked for U.S. Rep. Emmanuel Cleaver II and UnidosUS. “I have the political bug in me,” she said. Hernandez attributes this “bug” to her struggles as an immigrant. “I was undocumented for a while — for most of my life, actually — so I always had this concern for others and people who were like me,” she said. Hernandez was a Deferred Action for Childhood Arrivals recipient for a year before getting her green card. Her freshman year at UMKC, she attended a talk with then-Councilman Lucas about affordable housing. “I remember he was well-spoken,” Hernandez said. “Then, a few years later, right before the campaign started, I heard he was running for mayor, so decided to do a little bit of research.” Hernandez went to a few open-campaign events and joined as a volunteer, eventually becoming a part of Lucas’ staff. Her passion for creating positive change in the community is a trait Mayor Lucas highlights when asked about her work. “Never does Aly forget why she chose a career in public service—which is to increase opportunities for the community she’s from,” he said. “Aly has been an important liaison between my office and the Latinx community throughout Kansas City, especially during this uncertain period of COVID-19.” Because of that, the most rewarding part of Hernandez’s job is helping connect the mayor with the Latino community. “We want to make sure that the Latinx community is connected, but we also want to make sure that they are represented,” she said. “So I’ve been helping the mayor with making suggestions for boards and commissions, … and with diversity and employment in city hall.”

Most communities, they warn, haven’t met even the minimum criteria for reopening: a 14-day downward trajectory of confirmed COVID-19 cases; robust contact tracing and “sentinel surveillance” testing of asymptomatic individuals in vulnerable populations, such as nursing homes; and sufficient hospital capacity and testing for healthcare workers. “We’re not reopening based on science,” Dr. Thomas R. I think that the leak of resources and the quality of the ones that we receive have been the biggest challenge.” And like health care professionals elsewhere, Mexican health care professionals are at risk of contracting the disease because of their exposure to it. That makes it challenging for professionals with families like Duran, who lives with her daughter and mother. Like her, their health and lives in general are at risk whenever Duran she goes to work. MIAMI — El coronavirus destruyó la vida que el mexicano Arturo Morales armó en Estados Unidos con mucho esfuerzo y dedicación. Su esposa Besabed acaba de morir por la COVID-19. Él no tiene trabajo ni ahorros. Y ahora sólo le queda un pulmón —debido a la tuberculosis que sufrió de joven— y la esperanza de no estar contagiado, como su esposa. Besabed, quien sufría de diabetes y le había sido amputada una pierna, tenía una cita médica en Chicago.“Ella tuvo una cita en la clínica el día 20 de marzo”, me contó Arturo.“Y ahí andaba un hombre gritando que tenía el coronavirus. El coronavirus ha subrayado alguno de los problemas médicos que prevalecen en la comunidad hispana en Estados Unidos —como la diabetes, la hipertensión y la obesidad— y las diferencias sociales respecto a otros grupos de la población. Son los olvidados. Por eso tantos hispanos han dependido de los medios de comunicación en español para buscar ayuda y sobrevivir. El caso de la ciudad de Nueva York es representativo. Ahí, el 34 por ciento de las muertes por el coronavirus corresponden a latinos, a pesar de que sólo son el 29 por ciento de la población. Es el grupo con más fallecimientos. Los latinos tienen mayores factores de riesgo. Muchos suelen trabajar en sectores considerados “esenciales” durante esta crisis, como en plantas procesadoras de carne, y por lo tanto han estado más expuestos al virus. Trabajadores e inmigrantes latinos constituyen 23 por ciento de la fuerza laboral en la agricultura y la pesca. Ellos nos dan de comer. Pero tienen muy pocas protecciones. En California, el estado que más produce alimentos del país, casi el 14 por ciento de los latinos no tienen seguro de salud, al igual que el 28 por ciento de los hispanos en el Bronx y el 71 por ciento en Miami. El seguro médico es casi inexistente entre los indocumentados del país. La mitad de nuestros niños en California nacieron de padres inmigrantes. Es un asunto de gran orgullo para nosotros. Son esenciales. Son importantísimos”. Pero, tras su repentina muerte, Arturo se ha quedado sin pareja y sin ingresos. “Ahorita mis hijas y mucha gente nos han apoyado. Nos han traído comida y un poco de dinero también”, me contó antes de despedirse, mientras respiraba con la ayuda de un tanque de oxígeno y se limpiaba las lágrimas. Amendment: This is an amendment to the 2019 Annual Action Plan for the Unified Government of Wyandotte County/KCK (UG) to enable the UG to receive and administer $1,355,838 in Community Development Block Grant (CDBG-CV) and $683,879 in Emergency Solutions Grant (ESG-CV) funding from the U.S. Department of Housing and Urban Development (HUD) made available through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Additional CDBG-CV and ESG-CV funding made available to the UG by HUD through the CARES Act is unknown as this time but will be used for the same purpose of the initial allocations indicated above which is to prevent the spread of coronavirus 19 (COVID-19) and facilitate assistance to eligible communities, households, and persons economically impacted by COVID-19. Eligible CDBG activities to address or respond to COVID-19 include, but are not limited to buildings and improvements, including public facilities; assistance to businesses, including special economic development; provision of new or quantifiable increased public services; planning, capacity building and technical assistance. Eligible ESG activities include street outreach, emergency shelter, homelessness prevention, rapid re-housing, Homeless Management Information System and administration.

Further, eligible CDBG and ESG costs incurred as of March 27, 2020, which is the date in which President Trump signed the CARES Act and paid for with nonfederal funds may be repaid with CDBG and ESG funding, including those made under the CARES Act.
