Elite Study in Taiwan Project Office
The Elite Study in Taiwan Project Office is commissioned by the Ministry of Education which strives to provide necessary services for the higher education cooperation between Taiwan and Southeast Asian countries and the wider international community. In order to promote higher education collaboration and mutual development for Southeast Asian countries, the ESIT office has initiated scholarship programs with ESIT Consortium Universities in Taiwan to offer Southern Sunshine Scholarship (SSS) for International students to study in Taiwan. Until 2017, the ESIT Consortium Universities in Taiwan are offering over 500 English-instructed programs for Master's and/or Ph.D. degrees in various disciplines, and thus serving as a bridge connecting students and the ESIT Consortium Universities in Taiwan.

Scholarship
The Southern Sunshine Scholarship (SSS) Project is initiated by the ESIT Project Office, participated by the finest ESIT Consortium Universities. This project was designed for candidates from Southeast Asia region who aims at pursing advanced degrees in Taiwan.

Scholarship Offering: Financial Support of tuition waiver for up to 2 years for master’s and 4 years for doctoral degree provided by ESIT Consortium Universities in Taiwan.
Language Qualifications: L
Minimum international TOEFL PBT 500 or equivalent certificate; or with Test of Chinese as a Foreign Language (TOCFL) (formerly known as the TOP or Test Of Proficiency-Huayu ) Level 3 certificate.
Taiwan Partnership: 47 finest ESIT Consortium Universities in Taiwan have participated in the Southern Sunshine Scholarship Program offering various English-instructed programs.
International Institution Partnership: Currently there are 47 universities and institutes in Southeastern Asia countries participating in the project that encourage and select university faculties/staffs and students to apply for Taiwan’s universities under SSS Project. New participation of institutions from Southeast and South Asia region is especially welcomed by sending back the SSS Partner-ship Form.

The Elite Study in Taiwan (ESIT) Project Office is authorized by the Ministry of Education, Taiwan. The mission of ESIT is to create opportunities and facilitate higher education collaboration between Taiwan and the greater international communities. ESIT provides a platform for academic exchange and international cooperation in higher education. One of the main tasks of ESIT is to assist the talented individuals in achieving their higher education in Taiwan. NPUST
National Pingtung University University of Science and Technology NPUST was established as the “Kaohsiung State Pingtung Extension School of Agriculture” in the 13th year of the Taishō period during the Japanese Colonial Era (1924). In 1954, after the nationalists (KMT) had taken over the rule of Taiwan from the Japanese, the school was renamed as the Taiwan Provincial Institute of Agriculture. At that time, it was among the best of Taiwan’s vocational schools, training countless elites and becoming a foundation for Taiwan’s economic boom. In 1991, the school reorganized to become a vocational college and, together with the National Taiwan Institute of Technology, was among the top two technical institutions of higher learning in the country. In 1997 the vocational college was upgraded to a university of science and technology, and occupied a leading position among vocational education institutions. The campus is located in a vast 298 hectare property in Neipu Township next to Dawu Mountain and the Donggang River. Ranked top in the nation, the campus has earned NPUST the reputation of “National Park University”. It provides an excellent place for students to cultivate their professional skills and personal qualities and for faculty members to carry out their research and educational activities.

NPUST
NPUST has consistently seen excellent results on the Greenmetric World University Rankings in the past few years. The university has been ranked the top university in Taiwan for three consecutive years. On a wide scope, NPUST was the 5th highest ranked university in Asia and placed 37th world-wide in 2016. Recently the university has received further affirmation when it was asked by Universitas Indonesia to become a permanent member of the Green University Steering Committee. Known for its tropical agriculture and other areas, NPUST has acquired a sterling reputation both nationally and internationally. According to WOS journals, NPUST is one of the top 15 universities on the cumulative points of weighted impact factor in the fields of agriculture sciences as well as ecology and environment sciences. NPUST has successively honored by Ministry of Education for the program for promoting teaching excellence universities and continues to be the top of science and technology in Taiwan in successive years. In order to take advantage of NPUST’s strength in tropical agriculture and to make greater contribution to the society, the university promoted “product oriented research” (POR). It has established links with more than 154 world-renowned universities through various academic exchanges, distance education, faculty and student exchanges, resources sharing, and joint research. There are about 640 international students currently enrolled at NPUST.

Agriscience and Agrotechnology, Ecoindustry, Platinum Society, and Blue Economy in NPUST For the past few years, Taiwan has been facing several problems, such as the depletion of soil and water resources, the shortage of alternative energy, the destruction of environment and ecology, the crisis in food security, the aging population with declining birthrate, and the over emphasis on service industry leading to the decay in Agricultural employment and the underrating of traditional industries. NPUST is fully aware of these problems and vows to help the society and country by providing our next generation the proper education and training in response to the problems aforementioned. Based on NPUST’s solid foundation on agriculture, engineering, managerial and social sciences, NPUST emphasizes on four main themes, Agriscience and Agrotechnology, Eco-industry, Platinum Society, and Blue Economy. NPUST’s “Agriscience and Agrotechnology” aims to cultivate a new generation of agriculturist who understand technology and care for green concepts. They are capable of increasing farmland soil nutrients and reducing agricultural CO emissions through improvement of fertilizer, pesticides, and irrigation efficiency. Through education, the students will also acquire new agricultural technology including remote sensing and control technology, internet of things, and big data analysis. Furthermore, the students also comprehend fundamental agricultural management theory that allowing them to promote 1x2x3 6-grade agricultural industry by pioneering and innovative marketing.

NPUST
NPUST’s second themes, “Eco-industry”, deals with ecology issues not only solely from its protection aspect but also its sustainability aspect. In additional to the policy and measurement the government undertakes to raise the public awareness about the importance of the conservation of land resources, particularly the soil and water, the effectiveness of disaster restoration is also critical. Not only does NPUST studies these issues, but also NPUST helps finding the solutions through the promotion of green factory, the commensalism of livestock and crop, and the development of electric vehicle with special functions dealing with ecology. In response to the aging population in Taiwan, NPUST also focuses on the so-called “Platinum Society”. The health and leisure activities as well as the functional food production associated with this growing population flourishes the further development of intelligence sensor, big data analysis, and Internet of Things. Research and educational training related to the elderly leisure and healthcare industry cover topics, such as homecare, community involvement, volunteer service, eco-tourism, horticulture and pet therapy, biomedical sensor, smart app, health pre-diagnosis, intelligence assisting robot and transportation, the production, distribution, and traceability of customized health and functional food. NPUST also promotes the ideas about transforming sustainability goals into revenue-generating models through “Blue Economy”. These models mainly serve the purpose of economy reform which will eventually revitalize remote township and community through proper township planning and community development. Actual measurements involve techniques needed to transform vast volume of current agricultural waste into biofuels and reusable agricultural materials, or techniques associated to signature product development that is based on high value-added products and bionic design. Moreover, eco-tourism also creates another new economy model for the rural areas

Southeast Asian Scholarship Project Name
Indonesian-- --Taiwan BUDI Scholarship Program
Introduction
The Ministry of Research, Technology and Higher Education of the Republic of Indone-sia (Ristekdikti) and the Ministry of Education (MOI) put effort in the academic coop-eration between Taiwan and Indonesia. On August 2016, these two institutions was signed an agreement named DIKTI 3+1 for this goal. On August 2016, the name of this agreement was changed as BUDI scholarship because of the new participant, the Indonesia Endowment Fund for Education (LPDP). The Taiwan-Indonesia Higher Education Cooperation Memorandum details the Indonesian Ministry of Education’s plan to promote and encourage Indonesian university, to pursue PhDs, as well as its hope to send students to Taiwan annually to study Master’s and Doctoral degrees.

Indonesia-Beasiswa Pemerintah Aceh The Aceh government and Taiwan’s Ministry of Education, represented by the ESIT Project Office, signed a cooperation memorandum in 2010 to work jointly in rebuild-ing the government and professional human resources of the Province of Aceh, where countless of their finest talents were lost in the devastating tsunami of 2004. The ESIT Project Office collaborated with the Aceh government in the scholarship and student affairs for the funded students in Taiwan.

Southeast Asian Scholarship
Vietnam--VEST 500 The Vietnamese Elite Study in Taiwan (VEST) agreement between the Ministry of Education and Training (MOET) of Vietnam and the Ministry of Education (MOE) in Taiwan was signed in September 2008 in Hanoi. This program aims to bring 500 college lecturers or government staff to Taiwan to pursue master’s or doctoral degree within 12 years.
Vietnam-Mekong 1000 Program The specific target of the Mekong 1000 program is to train 1,000 young staff overseas at master’s and doctoral levels from 2006 to 2019 to fulfill the human resources needs for the regional development of the Mekong Delta. The cooperation agreement was signed in March 2008, and ESIT acts as the coordination partner of the Mekong 1000 program in Taiwan. The Mekong 1000 Program is hosted by Can Tho University.
Vietnam--Danang Project In March 2010, ESIT signed an agreement with the Danang City government and the University of Danang to offer higher education opportunities to the government and university staff in the region at master’s and doctoral levels to fulfill the human resource needs of the Danang region. Since 2013, the program has been hosted by the Center for Promotion of Human Resources Development (CPHUD).

Thailand-Elite 600 Scholarship Program
Introduction
In order to maintain and enhance bilateral cooperation in educational matters, promote mutual understanding, and pursue common benefits and the collaborative development of education, Taiwan and Thailand implement a program to send 600 lecturers or staff members from universities in Thailand as scholarship students to pursue a master's degree or doctoral degree at selected universities in Taiwan between 2014 and 2018.

Department of Tropical Agriculture and International Cooperation My name is Ha Thai Nguyen, a lecturer of Faculty of Agronomy at Thai Nguyen University of Agriculture and Forestry in Vietnam. My initial impression of NPUST when I first came here is the large and beautiful college campus. After some time staying and studying in Taiwan, I have found that facilities, from the dormitory to lecture halls, are very up-to-date. The laboratory also has equipment I need to conduct my experiments for my research and study. The professors and local students are very friendly and enthusiastic. Whenever I have problems in my study, I can always have the help from advisors and support from professors. I am deeply impressed by the devotion and enthusiasm the professors have been showing in their work here. Living in Taiwan is a very nice and interesting experience, which is similar to that back in Vietnam. Convenience stores are especially good as they are open 24 hours a day, and we even have 2 on campus. With such convenience, there is really nothing to worry about for your daily life if you are going to study in Taiwan. Because climate and weather conditions in Taiwan and in Vietnam are alike, I am able to conduct a research on the technical treatments to improve the quality of strawberries. After graduation, I may continue to apply this study to my teaching activities as a lecturer, and will also put it into practice in some Northern provinces in Vietnam In my opinion, any student planning to study in Taiwan should consider taking a shortterm Chinese Conversation course. You can learn it either before or after you arrive in Taiwan. In addition, there are free classes for learning Chinese here. I believe it will make it easier for you to get along with Taiwanese students and live your life much easier in your daily life.
