1.1 About Taiwan • The Country

Separated from the Asian continent by the 120 kilometers wide Taiwan Strait, the main island of the group is 394 kilometers long and 144 kilometers wide. To the northeast are the main islands of Japan and the East China Sea, and the southern end of the Ryukyu Islands of Japan is directly to the east; the Philippines lie to its south across the Bashi Channel. The mountainous island spans the Tropic of Cancer and is covered by tropical and subtropical vegetation.

Taiwan, also known as Formosa (from Portuguese: Ilha Formosa, "Beautiful Island"), is an island situated in East Asia in the Western Pacific Ocean and located off the southeastern coast of mainland China. Taiwan comprises most of the territory controlled by the Republic of China (ROC) since 1949. "Taiwan" is also the commonly used alternative name both domestically and internationally to refer to the Republic of China. The capital city of ROC is Taipei.

• Climate

Introduction

Taiwan generally enjoys an oceanic and subtropical monsoon climate. The entire island experiences hot, humid weather from June through September. The temperature during the cool, mild winters averages 18˚C / 64˚F, and the average temperature rises to 31˚C / 88˚F Taiwan’s annual weather patterns are strongly influenced by the East Asian monsoonal flow. The winter monsoon lasts from October to late March and brings steady rain to northeastern Taiwan, while the central and southern parts of the island experience mostly sunny winters. Many of Taiwan’s 4 offshore islands are buffeted by powerful winds during this time. The summer monsoon begins with the “plum rain” season (so named as it coincides with the plum season) in May and June and usually ends in late September. During this period, the south experiences high levels of precipitation while the north remains comparatively dry. Natural hazards such as typhoons from May to September and earthquakesare common in the region.

• Languages The written language intelligible to speakers of all Sinitic tongues is Chinese, the only pictograph-based writing system still in use on a large scale. While mainland China chose to adopt “simplified” characters in a bid to ameliorate widespread illiteracy, in the ROC, “traditional” written characters are still employed. Though the official spoken language of the ROC is Mandarin Chinese, large segments of the population speak Holo or Hakka.

• Exchange rate The exchange rate for Taiwan is about 32 NT rate for any currency from the Bank of Taiwan website at: http://www.bot.com.tw/english/ Pages/default.aspx

Although Taiwan is located in the subtropics, in winter, cold fronts from Siberia often drive temperatures to below 10 degrees Celsius and high mountains even receive snow. In summer, however, due to the influence of the subtropical Pacific high-pressure system, temperatures frequently rise to 35 degrees Celsius and above. The islandâ&#x20AC;&#x2122;s mercurial weather patterns are further complicated by the Central Mountains. Taiwan experiences relatively frequent seismic activity due to its location on the circum-Pacific seismic belt and at the junction of the Manila and Ryukyu trenches along the west side of the Philippine Sea plate (PSP). Geologists have identified a total of 42 active faults on

the island. According to the Central Weather Bureau, from 1994 to 2008, about 20,000 earthquakes occurred annually in the Taiwan area, of which around 1,000 were felt by people each year. In central and western Taiwan, earthquakes are less frequent, of a smaller scale and with shallower focal depths. There was one exception to this, however, on September 21, 1999, when a major earthquake occurred near Jiji Township in Nantou County, about 150 kilometers south of Taipei, registering 7.3 on the Richter scale. It was the largest seismic event to affect Taiwan in the 20th century.

1.2 The Education System In terms of higher education, there are 163 higher education institutions in Taiwan with different emphases in academic research, teaching, and technical education. Among them, there are 112 universities (45 public) and 51 colleges (9 public) with 96 focusing on vocational training. For general education system, the educational structure comprises of schooling stages at different levels with a total of roughly 22 years of formal study. Generally, the entire process includes 2 years of preschool education, 6 years of primary school, 3 years of junior high school, 3 years of senior high school, 4 years of college or university (7 years for medical school), 2-4 years of master's degree program, and 4-7 years of doctoral degree program.

• Compulsory Education The Ministr y of Education (MOE) has implemented a nine-year compulsor y 6 including 6 years of primary education education and 3 years of junior high school education. After junior high school, students may apply for or take entrance examinations to attend high school or vocational high school. Introduction

• Senior High and Senior Vocational Education There are two types of institution above j u n i o r h i g h s c h o o l l ev e l . T h e s e a r e senior high school and vocational high school, both of which take three years to complete. Vocational high schools offer courses in areas such as agriculture, industr y, business, maritime studies, marine products, medicine, nursing, home economics, drama and art.

• Junior College Education Junior colleges fall into two categories: the five-year junior college and the two-year junior college, each having a different set of admission requirements. Five-year junior colleges admit junior high school graduates and offer five-year courses of study. Twoyear junior colleges admit vocational high school graduates and offer two-year courses of study.

• Undergraduate Education University undergraduate programs require four years of study; however, students who are unable to fulfill their requirements within the designated time may be granted extension of up to two years. Specialized undergraduate programs such as dentistry or medicine require six to seven years, including an internship period of one year.

• Graduate Education Graduate programs leading to a master's or doctoral degree require one to four years and two to seven years, respectively. However, students who enter graduate school as part of their on-job training can be required courses or to complete their thesis or dissertation on time.

1.3 The Elite StudyInTaiwan Program Office (ESIT) The Elite StudyInTaiwan Project is sponsored by the Ministry of Education to provide services and create opportunities for higher education collaboration between Taiwan and the greater international community. The ESIT Program Office acts as a platform for academic exchange and coordinated services for international talent mobility and cultivation. One of the tasks the ESIT Program Office is charged with is to serve as a bridge for the international students who want to take advantage of the quality higher education system in Taiwan.

International Collaborations

To create opportunities for international higher education collaboration, ESIT has collaborated with the renowned talent mobility and cultivation projects such as Project 322 of Vietnam's Ministry of Education and Training (the cooperated program is called Vietnam Elite StudyInTaiwan, or VEST500), the Mekong 1000 project in the Mekong Delta of Vietnam, the Eastern-Central Vietnam (ECV) 1000 project, and the Singapore government scholarship program to send candidates to Taiwan.

The Vietnam Elite StudyInTaiwan (VEST) agreement between the Ministry of Education and Training (MOET) of Vietnam and the Ministry of Education (MOE) of Taiwan was signed in September 2008 in Hanoi. This project aims to bring 500 college teaching staff to Taiwan to pursue their doctoral degrees within 12 years.

• Cooperation with Mekong 1000 Project The specific target of the Mekong 1000 project is to train 1,000 young staff overseas at master’s and doctoral levels from 2006 to 2013 to fulfill the human resource needs for the regional development of the Mekong Delta. The cooperation agreement was signed in March 2008 and ESIT acts as the coordination partner of Mekong 1000 project in Taiwan. The Mekong 1000 project is hosted by Can Tho University.

• Cooperation with Project ECV 1000 (Eastern-Central Vietnam) In December 2009, ESIT signed an agreement with the Eastern-Central Vietnam (ECV) 1000 project to facilitate the training of the 1,000 government staff in the eastern and central

region (northern of HCMC) of Vietnam. Project ECV 1000 is hosted by the Vietnam National University at Ho Chi Min City.

• Cooperation with Danang City and University of Danang In March 2010, ESIT signed an agreement with the Danang City government and the University of Danang to offer higher education o p p o r t u n i t i e s to t h e g ove r n m e n t a n d university staff in the region at master’s and doctoral levels to fulfill the human resource needs of the Danang region. The project is hosted by the University of Danang.

• Cooperation with Singapore government ESIT has facilitated the candidates of the Singapore government scholarship program to come to Taiwan to pursue degrees. The candidates will serve as government officials after completing their education in Taiwan.

• Capacity Building Initiatives with the Philippines and Indonesia ESIT has been part of the initiative of MOE in creating higher education collaboration with the Philippines and Indonesia. Visitations to and discussions with governmental and nongovernmental human resource development projects have been undergoing.

Starting from year 2010, ESIT will expand its service to the human resource development projects and educational institutions in Southeast Asia and South Asia. With the support from the Ministry of Education and the participation of the ESIT Consortium universities, ESIT anticipates to continue to contribute to the international talent mobility and cultivation in Asia and around the globe.

1.4 The ESIT Consortium Universities In order to coordinate the international education efforts for increased synergy among the universities in Taiwan, the ESIT has formed the ESIT Consortium consisting of 40 partner universities in Taiwan to offer more than 250 high quality English-instructed academic programs. The ESIT Consortium universities create sound international learning programs and environment to beneďŹ t both international students and domestic students. The ESIT Consortium universities offer high quality academic programs along with research projects, scholarships opportunities, and cultural activities.

In addition to information technology products, Taiwan's higher education has also been highly developed: there are 163 higher education institutions in Taiwan with different emphases in academic research, teaching, and technical education. Why Study In Taiwan

2.1 International Education in Taiwan The number of international students in Taiwan has increased with the internationalization efforts of the higher education institutions from 1,283 students in 2003 to 8,801 students in 2010, mainly studying in engineering, technology and business management. The international students are from 169 countries around the world with about 62% from Asia. The top 5 source countries are Vietnam (1,826), Malaysia (1,589), Indonesia (740), Republic of Korea (441), and Japan(416). Most international students study in the area of Science & Technology (34.88%) and Business & Management (29.76%) although many do take their study in Humanities & Arts (20.18%). For international students from Malaysia, fields in Humanities & Arts are most popular (33.04%) while Social Sciences stand as secondary (30.08%).

2.2 The ESIT International Graduate Programs

2.3 Research Strengths of Taiwan’s Higher Education Along with Taiwan's global leadership in information technology and electronics industries, the high quality of the higher education system makes Taiwan and ideal plans for students considering advance their education. According to the 2010 statistics by the Institute for Scientific Information (ISI), the number of research publication of Taiwan is ranked 17th in SCI (Science Citation Index) and 15th in SSCI (Social Science Citation Index). Taiwan is ranked 9 th in EI (Engineering Index), the largest engineering database. In The Global Competitiveness Report 2010-2011 by WEF (The World Economic Forum), Taiwan’s higher education and training is the 11th among the 139 countries ranked. In the Global Information Technology Report 2010-2011 by WEF (The World Economic Forum), Taiwan is the 6th among the 138 countries ranked. This reveals the high R&D capacity of Taiwan’s universities and the technology infrastructure of the society.

do I choose NCKU? The motivating factors for my decision are threefold: the universityâ&#x20AC;&#x2122;s prestige, diversity and modern facilities. NCKU is one of the very few universities in Taiwan which can boast of having a truly multi-cultural student population. One of the main differences between NCKU and other university is its emphasis on hands-on experience. Almost all our core subjects consist of lab work. I feel that the most important thing about lab work is that it lets us have a feel of what we have learned and enables us to see the whole picture. Sometimes, I find myself collecting bits and pieces of a jigsaw puzzle during lectures and the lab work is the frame where I piece everything together. Real applications often involve a blend of a variety of technologies, and knowing the options and limitations help a great deal. The vigorous nature of the course teaches me to pick up new skills quickly and to work within a tight schedule. Without hesitation, I rate the graduate program and in particular Chemical Engineering at NCKU as an excellent academic experience. I have no regrets choosing the graduate NCKU Chemical Engineering Dept as my first choice to pursue my PhD and I would put it as my first choice again.

That is the reason why I decide to study business administration in Taiwan. Due to the help of the Chung Yuan Christian University (CYCU), I have the chance to enter here and major in mater degree. Before I came here, I felt a little worry because I did not know how to adapt the live in Taiwan; however, after coming to CYCU, teachers and people in Taiwan are very kind. They also treat foreign students very well and always give the helping hand for us. Hence, I am very happy to learn in the CYCU and also thank the people in here. In addition to the things I mentioned above, CYCU always provides us with good studying conditions and help us to held lots of activities in order to cultivate the friendship between foreigners coming from Vietnam. The reason for Pham to make a decision to study at DYU is the well qualification of professors and he also can find a suitable research topic here. Besides, Pham likes the study environment in Taiwan. He was attracted by the Taiwanese culture and the traditional personality of Taiwanese. On the other hand, he feels the traffic system in Taiwan is really convenient.

When we study at MUST, we live in the school dormitory. The teachers and students here help us too get familiar with the life in Taiwan and in Minghshin. Our professors are very enthusiastic and always use good methods to teach us. The University Library is also very modern and very useful for us to enrich our knowledge. Everyday, because Minghshin has a grand sport field; After class, we play many kinds of sports such as football, basketball, badminton, go swimming, etc.. After 3 months living in Minghsin University of Science Taiwan. My friends and I have a and Technology lot of memories we never forget. The people here are very friendly; they are willing to felp us as we need it. We also visit a lot of famous destinations during the weekend. When I have a chance to visit Night Market around the school, I am really impressed. There is a “sea” of people; we can find our various things from foods to accessories and the other stuffs. Living in Taiwan for the past two and a half years has been

quite an enriching experience. As a recipient of the Taiwan Scholarship program, I spent my first year living in Taipei City, where I studied Mandarin Chinese. I am now pursuing an undergraduate degree in Computer Science and Information Engineering at National Chiao Tung University (NCTU) in Hsinchu City. Upon entering this university I was astonished by the warm and generous environment, which makes foreign students feel more at ease. We often hold many different activities to fortify the bond between local and foreign students, at the same time learning about each other’s culture.

Why Study in Taiwan

I’m quite sure that many students considering coming to Taiwan to further their studies have wondered about the food. Well, as a foreigner to the country, I thought of this as well. However, the food turned out to be pretty good. I have developed a passion for many Taiwanese dishes and I enjoy trying new ones whenever I have the chance. For the foreigner who needs more time to adjust, there are many restaurants and franchises that serve western dishes. This, therefore, creates a variety of dishes to choose from.

In conclusion I can clearly state that the warm and welcoming atmosphere along with the generosity of the Taiwanese people have made universities here in Taiwan a conducive environment to successful study. My stay here as a student will surely be a time period that I will remember, and I therefore strongly recommend Taiwan as a place of study for anyone interested in furthering his/her education. So come and share the experience! I’m confident that it is going to be one of your most memorable experiences.

Various government agencies and then many ESIT Consortium universities offer scholarships to international students. The major scholarship programs are as follows:

4.1 Taiwan Scholarship Starting from 2004, four government agencies of Taiwan, the Ministry of Education (MOE), Ministry of Foreign Affairs (MOFA), Ministry of Economic Affairs (MOEA), and National Science Council of the Executive Yuan (NSC), jointly established the Taiwan Scholarship Program to encourage outstanding international students to undertake degree programs in Taiwan.

● MOFA Scholarship ♦Recipients from countries that have diplomatic relations with the R.O.C. (Taiwan) or countries specified as being diplomatically favorable by MOFA. ♦Undergraduate and/or postgraduate degree programs. Embassies of the R.O.C. can also award a pre-degree Mandarin Language Enrichment Program (LEP) scholarship to recipients to improve their language abilities. ♦Amount of Scholarships : One economyclass, direct-route roundtrip international airfare ticket, plus a monthly stipend of NT$30,000 (approximately US$930).

4.2 International Graduate Programs The Southern Sunshine Scholarship (SSS) program is a joint initiative by the ESIT Program Office and the participating ESIT Consortium universities, which is designed for the candidates from Southeast and South Asia region who are interested in coming to Taiwan to pursue their advanced degrees. The Consortium universities provide English-instructed programs of study in various disciplines and tuition-waiver or up scholarships to qualified candidates.

Housing costs usually range between NT$4,000-9,000 per month. Rent varies according to location. Rent does not include cost for utilities and amenities. Rental information can be found on the Internet or by visiting a local real estate agency. The real estate agents may take a service charge.

5.2 Services Insurance With the development in social economy and the implementation of National Health Insurance (NHI), Taiwan's medical standard and the quality of healthcare have been upgraded significantly. Foreigners in Taiwan are also able to enjoy these high quality medical services. Foreigners with an Alien Resident Certificate who have resided in Taiwan for four months must enroll in the National Health Insurance program. They have to go to the local administrative office to enroll in the NHI program. Before they are eligible for the NHI program, students can either purchase their own insurance or participate in a temporary health insurance program offered by the foreign student office inside their host institutes. When traveling overseas for a short period of time, either on business or on vacation, and then returning to Taiwan with a valid ARC, foreigners must remain enrolled in the NHI program.

Bank Account Most banks offer foreign currency exchange and banking services in NT dollar. Foreign students can open bank accounts with their passports and ARC cards. Individual who wants to open an account without an ARC card needs to get a universal identification number at the local police office.

Postage Chunghwa Post, the postal service of Taiwan, provides international and domestic mail services to the public. There are over a thousand branches disturbed all over the island, providing regular and express postal service. International students can apply for a postal box at the nearest branch. Students who receive Taiwan Scholarship need to open an account at a post office of Chunghwa Post. In addition, most convenience stores serve as pick up locations for international and domestic express service.

5.3 Living Cost As the standard of living in Taiwan improves, the cost of living also rises on the island. But it is lower than many Asian countries. However, most imported goods and many types of services in Taiwan are expensive. If you can 'go local' and eat at food stalls and noodle stands, your food cost should not exceed NT$300 a day. On the other hand, you can spend a lot more if you decide to go to fancy restaurants.Many universities provide international students inexpensive or free dormitory as part of scholarship offer. For food and other expenditures, the cost could range from NT$ 6,000 to 12,000 per month depending on the area of residence.

5.5 Employment Foreign students who have studied in school for two semesters or a language programmer for one year, with an excellent scholastic record, can work in Taiwan when one of the following circumstances applies: 1. An academic research institution at the student's school requires a foreign student to provide assistance in its work. 3. Application for a work permit Foreign students who want to work in Taiwan must hold a valid work permit. With the exception of summer and winter vacations, students with work permit may work a maximum of 16 hours per week while the work permit is valid. The maximum duration of a work permit for foreign students, overseas Chinese students, and ethnic Chinese students is 6 months. A new work permit shall be applied after expiration. Students can apply for work permits at the Council of Labor Affairs, or each school office of students can apply collectively for work permits at the Council of Labor Affairs by mail. 6.2 Before Your Arrival and you’ve secured your student visa, it’s time to start thinking of some of the practicalities of travelling to Taiwan. • It’s worth packing a few mementos from home that will give you some comfort when you’re missing your friends and family, but keep in mind that most airlines have a checked baggage restriction of about 20kg (about 44lb). • The type of clothing you should bring with you depends on the part of the country you will be living in, and the time of year you arrive. • You can bring your MP3 player along for the journey, and mobile phone and other electronic equipment, but make sure to get power adaptors suitable for use in Taiwan so you can charge it. • Lots of international students bring some pre-packaged food from home in their luggage. • You should also try to find a place for photocopies of all your important insurance documents, credit cards, ATM cards and your admission letter. • Make sure you also leave copies of all these documents with someone at home in case you lose the original copies.

• You also should bring enough Taiwan currency in cash for your first few days. Without carrying large amount of cash with you, credit cards are accepted at major hotels, resort, shops and restaurants. It is probably best, in terms of convenience and getting the best rates, to change money at the airport on arrival.
