St. Jude’s Ranch for Children Healing Center is intended to be a community rooted in hope and healing committed to serving child victims of sex trafficking in our community. The Healing Center will be the only residential treatment center with housing and therapy options in Southern Nevada joining only a select few dedicated sex trafficking facilities in the country. The intent is to offer holistic residential homes which are specialized to meet the needs of child victims and provide the resources to expand our existing services to help the growing victim population that has nowhere else to turn. Their specialized program at the Healing Center will focus on assisting these young people in moving from victim to survivor. The staff at EV&A Architects and our current consultants have a long and successful history of providing innovative and cost effective solutions for our clients. Scope of Work
2.0 > Scope of Work The new Healing Center will be built upon an existing ridge in the land which will provide a natural separation from the existing campus. This provides an ideal location for the six intended homes that foster a sense of safety through familystyled residential services partnered with administrative services and an emergency shelter building. In addition, St. Jude’s Ranch for Children Healing Center will be home to a multi-purpose building that
will include an on-site school, meeting spaces, a library, computer lab, and wellness spaces for yoga, meditation, and general physical fitness. Therapy offices will be intertwined with outdoor areas that are designed and landscaped to encourage transformation through a connection to nature by featuring a outdoor gathering sites, tranquil trails, and possibly a tortoise habitat.

Scope of Services
> DISCIPLINE This RFP seeks professional design services for the above referenced scope of work to include schematic design, design development, construction documents, bidding/building department review and construction observation up to final build-out of the project. Further definition of the Scope of Work (SOW) is hereunder listed. The respondent agrees and acknowledges that the SOW is an outline only and is not a complete, detailed, or exhaustive description of each specific service that must be provided by the consultant. 1. The Consultant shall provide the services necessary to permit the complete design, development and construction of the project as required by the terms and conditions of any such final Consultant Agreement, whether or not such services are expressly identified or described in this RFP. 2. Engage in design meetings with the Owner, Grand Canyon Development Partners (“Owner’s Representative”) and Owner’s Consultants as necessary to complete the Schematic Design, Design Development and Construction Documents and review of all designs for constructability. 3. Contract Observation shall include but not be limited to: • • • • • •
Shop drawing review Respond to RFI’s Change order interpretations Certificate of Payment review and certifications Project closeout document review OAC meetings shall be held on-site each week. Consultants shall be required to attend either in person, via telephone or video conference depending on the specific needs of the project.
4. The Consultant shall consider in their design approach environmentally responsible design alternatives in developing a design that is consistent with the Owner’s program, schedule and budget for the Cost of Work.

CONTENT OF SUBMITTAL
The Proposer shall provide a comprehensive, concise submittal electronically, comprised of the following: 1. 2. 3. 4.

Proposal Form, Exhibit A. Qualifications and Exclusions. Information about your company I Name, Size, Address, Telephone and E-Mail address. Proposed Team that will be responsible to execute and manage the design and construction administration and resumes of each assigned team member. Show this in an Organization Chart the “chain of command”. Team resumes to include experience on similar projects and client references from each project. Owner reserves the right to reject the proposed team. List a minimum of three (3) projects completed by your firm that best represents a similar scope, budget, program, and complexity. For each project, please include: Name & Location, Completion date, Scope, Budget & Client Info. Submit your firm’s management approach demonstrating how the proposer intends to staff and manage all tasks and resources necessary to accomplish the work, commencing with the Notice to Proceed and ending with the completion of Construction. A statement of your current workload and your availability to staff this project through its completion and closeout should the project be awarded toyou. No substitutions of staffing will be permitted without prior written approval. Provide a minimum of five references. Unique Qualifications – Please state why your firm should be selected by the owner.

SUBMITTAL
The proposal shall be addressed to EV&A Architects | Attn: Matthew Burns, AIA. Submit three (3) hardcopies and one (1) electronic PDF 1160 N. Town Center Drive | Suite 170 | Las Vegas, NV | 89144 | mburns@edvanceassociates.com III.
RECEIPT OF PROPOSAL
1. Bid proposals shall include a completed Proposal Form provided in Exhibit B, for the work as described in the Documents: “Documents” (as used hereinafter) shall be defined as the sum of the Contract Documents and the “Proposal Requirements” as included herein; The Proposal Form must be appropriately filled in or completed with “N/A”. Do not leave blanks. 2. Proposer acknowledges Owner and Owners Representative’s right to: Reject any or all Proposals, in whole or in part; Waive any informality or irregularity in the Proposals. 3. Proposer shall warrant and guarantee its proposal without modification or withdrawal for 60 days. IV.
BASIS OF AWARD
The basis of award for the Professional Services for this Project will be based on provided rates, method of approach, the qualifications of the Architect and team based on relative experience, comments to the draft form of agreement for the AIA C-401 and in-person interviews limited to two (2) representatives only, to be conducted by the Owner and Owner’s Representative. The Owner may elect to short list the proposers of this RFP for further consideration in the form of in-person interviews or may elect to interview them all. No submission of a response guarantees the proposer any right for an in-person interview and the Owner reserves the right to reject any proposal at their sole discretion. V.
AWARD / EXECUTION OF CONTRACT
1. At their sole discretion, Owner reserves the right to award Contract to the most qualified firm. 2. Proposer shall submit proposed Contract language changes with the submission of the bid proposals or are forever waived except as it relates to any future modifications made in whole or in part to the draft form of agreement by the Owner. Any suggested changes to the sample form of agreement shall be reviewed and mutually agreed upon by the parties to the agreement. No architectural service will commence until a formal authorization to proceed is provided by the Owner in writing. 3. All Addenda and Pre-Award negotiations will be incorporated into the Contract Documents PRIOR TO Owners Representative’s issuance of the Contract.

Proposal Form EXHIBIT A | Proposal Form Proposal Submitted By : Hereinafter called “Proposer” : Organized and exiting under the Laws of the State of : Doing Business as : License No. : The Proposer, in response to your Request for Proposal, dated February 22th, 2021 for the referenced Work, having thoroughly reviewed the Proposal Documents, and being familiar with all of the conditions surrounding the site, offers to furnish all services necessary to complete the Work stated herein. The Proposer acknowledges that the Owner/Owners Representative reserves the right to reject any or all Proposals, in whole or in part, and to waive any informality or irregularity therein. The Proposer agrees that its Proposal may not be withdrawn for a period of 60 calendar days after the Proposal Submittal Deadline. The Proposer acknowledges that they are licensed in the State of Nevada and holds the appropriate license to perform the work as defined. Upon notification of the Award of Contract, the Proposer agrees to execute a Contract in the form of the sample provided in the Proposal Documents.
