Let’s Avoid Divorce... For The Sake Of Our Kids

he proposed dissolution of our regional high school is like a divorce. Bonds are broken. There are fights over child support and custody. In the end, it’s the kids who suffer. Only the lawyers make out. Our school bond is as old as our state constitution. We promise to give each child a good education. We promise to pay, not by counting our children, but by counting our property value, and our ability to pay. We make this promise, regardless of the number of our children. We make this promise for the children’s sake, regardless of their zip code. We form a society for the purpose of preserving the general welfare, especially for the children. To dissolve our regional high school is to break the bonds of our society, fracture our foundation, and harm the next generation. Divorce soon becomes a fight over child support. After all, no one wants to hurt the kids. Likewise the regional school debate started as dissolution, but soon became a debate over school funding. And just like a divorce, when lawyers get involved, we have differing views on the funding formula.
BIRD IS THE WORD
On the one hand, the lawyer for Cape May City divided the number of their students into Cape May’s portion of the budget, and got a big number, as if an individual Cape May taxpayer were actually bearing that big number on their own. In truth, the big number is spread across a big number of taxpayers, such that the actual burden is quite small, especially when compared to the benefits. On the other hand, Lower Township also had to get a lawyer. He pointed Cape May to the constitutional vows, reminded
them that it was “for better or worse” when it comes to the student count, and closed by delineating the great damage that dissolution does to our educational program. As in divorce, there are grievances. No doubt, if the municipal roles were reversed, our Lower Township taxpayers would hear the big number in just the same way. Lower Township has more students, but less relative property value. Cape May has more property value, but fewer students. And when it comes to representation on the school board, this is based on population, and Cape May has far fewer people than Lower Township. Divorce also turns into a housing problem. Who will get the kids? Cape May wants a reduction on its child support while keeping the kids close and still remaining in mom’s house. Cape May wants to pay less for the students without paying for a new school. Finally, it’s the kids who get hurt, and not all at once. The damage drags out. When it comes to the school funding fight, it will drag in front of the kids through two public votes, back up to the Department of

Education and up to the courts. We will not see a settlement for years, and based on the settlements that have gone before us, it does not look good for Cape May, or West Cape May or Lower Township for that matter. Dissolution will end like divorce, dragged out with high legal fees, full of acrimony and alimony, with the damage being done to all of us. Let’s not separate. Let’s not divorce. Let’s not go to court. Cape May, come back home to Lower Cape May Regional High School. Please bring your tax bills in hand, and see exactly how good we have it. Please vote on November 4, and please vote “No” on the school funding ballot question.

irst of all, I hope that Cape May voters look past their own tax bill (which is consistently one of the lowest in the state) and take the higher ground by voting NO on November 4 and staying in the school district. To vote otherwise would seem an act of selfish recklessness. But that’s enough from me — read Norris Clark’s op-ed on the left for a thoughtful argument. This Tuesday, Cape May residents will also get to pick three new city council members. I’m excited by this election — in the last few years there has not been a wealth of healthy debate and energetic input in City Hall. As a result, Mayor Ed Mahaney has had things his own way. And while, as I’ve said before in these pages, Ed is a clever and capable man, he’s also, no matter how much he may pretend otherwise, not naturally drawn to transparency. This is why the people of Cape May have no clue as to how, for example, Convention Hall is performing — the smart money says it’s been mismanaged from day one and desperately needs some professional leadership. The mayor should not be acting as a promoter, for instance. Just as he
shouldn’t be acting as a publisher (that’s a story for another day). I think that Ed will get a wakeup call after the dust settles on this election since, no matter the result, he is no longer going to have a whole train set to play with. And that’s a good thing. Of the five folks running, Bea Pessagno, a lifelong educator, and Jerry Inderwies Jr, the recently retired fire chief, seem to me the strongest candidates by a comfortable distance. City Hall would immediately benefit from their experience, local knowledge and strength of character. These are people who know their own minds, and know this town. Of the three remaining candidates, John Van de Vaarst performed well at the candidates’ debate but hasn’t yet built a political track record in this town. Charlie Hendricks has proved himself a resourceful gadfly and could be relied upon to stir the pot. My hope, though, is that youth will get its chance, in the shape of Shaine Meier, who is running for a third time and who would, I believe, bring energy and integrity to the table. However you’re leaning, get out and vote!

The Old Fogey
I
Ah, those good old Cape May days... by Jackson D’Catur
HAD visitors recently, from what they call “the big city” and I call “not Cape May.” As always when I have guests, I send a driver to collect them (in my vintage Robin Reliant: I have long been a fan of the legendary British sitcom “Only Fools and Horses” and purchased the original 3-wheeler used in the series) and when we approach the city, I insist on blindfolds being worn by all (even Kitchener, the driver; he knows his way around by now, and it all adds to the sense of mystery) until the car crunches to a halt at the Point as the sun goes down. I swear, there is never a dry eye in the house when the flag is lowered, and I reverently tell my guests that they’re looking at the sunken remains of the destroyer “D’Catur”, sunk whilst destroying three Nazi U-boats and coated in concrete as a memorial to the bravery of all on board.\ Then it’s off past the Lenape Observation Tower (yes, it IS amazing the native Americans had cement in these days) and to the Concrete Fort, washed up from the sea bottom in the Great Storm of ’37, and
a puzzle to archaelogists the world over: the latest theory, I tell visitors, is that it was built by the Mayans and is just a fragment of the great city they built that lies under the waves off our fine city. After that, we take a stroll round Congress Hall, pausing in the Brown Room to see how many of the bullet holes from the infamous duel between Ernie Hemingway and Henry Ford (they had six-shooters) they can spot in the walls. If I feel they are stout of heart I also point out the bloodstain on the floorboards, though I admit to
my slack-jawed companions that I confuse that one with the similar mark left by the assassination attempt on General George Patton. Well, I say “assassination” when in fact he was a little tipsy and telling the whole bar that we should have dropped The Bomb on Moscow, “while we were at it” and Igor the barman calmly reached under the bar, pulled out a bayonet and stabbed George with it before handing him a whiskey on the house. Once well oiled, we tour some of the more gingerbread-housey streets, and then stagger on to the beach, avoiding the tractor that rakes it (whose driver is an escaped mental patient who has some 30 “rake kills” to his name) and then we pick up Cape May Diamonds in the surf, while keeping an eye out for the one-eyed Great White who haunts the shore. Then it’s back to the Mansion for a nightcap, and to meet Young Albert, who I patiently explain is the 200th of his line, and possibly the area’s most dangerous predator. At this stage, an occasional guests scoffs out loud. But just the once.

ape May is one of the most haunted places in the country. Some people say that the quartz — in the form of those lovely Cape May diamonds — serves as a conductor to channel spirits to our shores. Some say the mist and the fog give our spirits form, so otherworldly visitors are easier to spot. Still others credit the historic houses for making ghosts feel at home, and another group insists that fine wine and full bellies are to blame. I’m a bit of a skeptic, but I’m willing to believe that spectral sightings result from people who carry that “vacation-is-over-butI-don’t-want-to-leave-Cape-May” feeling beyond the grave. More Americans believe in ghosts than you might expect — about 45%, according to a recent study. People who have had encounters are eager to tell their tales. I’ve heard of a benevolent, baby-watching ghost at the Grand who whispered soothing words to a fussy infant; restaurant tablecloths torn off by unseen hands at The Merion Inn; and an icy pat on the cheek at the Physick Estate.
There may be a century-old ghost ship visible at sunset. We can’t stroll Higbee Beach at twilight because word of the “hell hound” or “ghost dog” has reached the middle school. A neighbor has a radio that turns itself on and off. It may be an electrical problem, but the current residents always say, “Hello,” just in case the former resident is paying a visit. If you want to connect with a Cape May ghost, you can try Elaine’s Victorian Inn for a Ghost Hunter Weekend, November 7 and 8. The building dates back to the 1880s, and they are bringing in professionals to search for spirits. There’s a welcome reception on Friday
evening, with champagne, dessert, and private readings from psychic Laurie Hull. You’ll enjoy dinner theater, take a walking ghost tour and spend Saturday night “in search of spirits.” Call 609-884-1199 for details and pricing. Or take the Ghosts of Cape May Trolley Tour, run by the Mid-Atlantic Center for the Arts. For $12, you get to tour the streets of Cape May while you listen to ghost stories. My roommate invited me to his parents’ home and I want to accept his invitation, but it is hard to say no to my mom. HEIDI is a sweet girl who loves to play... with kids, cats and other dogs! She can be a little nervous in new situations but once she gets used to what’s going on, Heidi relaxes and has fun. And she’d really love to have some fun (and snuggles) with you, but that won’t happen unless you get yourself (and your heart) to the shelter soon.

LUCKY is lucky to be at the shelter; he followed some kids home looking for food and they called animal control. At the time, he was completely emaciated and not doing well, but now Lucky is healthy and ready for a home! He love dogs and cats and older kids, so why not give this dog a reason to be really lucky and give him a new home?

Dispatches from the nation’s birdwatching capital… by Seymore Thanu
ave you ever wondered why Cape May is so chock filled with birds? And why it is so popular among birders? It is not just because it is a peninsula. There are lots of peninsulas that don’t boast a wealth of birds. But location does have a great deal to do with Cape May’s magnetic appeal. The town is part of the last dry land that constitutes the eastern border of the North American continent. By happy coincidence, the winds that dominate in North America are westerly. So birds moving (ie, migrating) in this ocean of air are constantly being ferried toward the coast. At the same time, the habitat dominating the region north of us, the boreal forest, is the planet’s greatest bird hatchery. This places Cape May right on the main migration route for millions of birds migrating from Canada to the tropics. This is where the funneling effect of the peninsula comes in. So every fall you have millions of birds migrating south in an ocean of eastbound air that hit an ocean and make a left turn, ultimately being directed

In fact, I believe a case can be made for Cape May being the greatest birding destination on the planet. The only way to screw it up is to reduce the habitat birds depend upon here. But we’re too smart to do that, aren’t we? Everyone remembers the story about the Golden Goose. Well it’s alive and well and thriving in Cape May. Every Fall it deposits for residents and visitors another clutch of eggs, or at least hatchlings. So long as these inexperienced hatchlings survive to breed, the river of birds will keep flowing and Cape May’s fame will continue to grow. Current estimates are that there are 47,000,000 active birders in the US alone and birding is equally popular in Canada, the UK, the Netherlands, Scandinavia, Israel and elsewhere. Want a hot tip? Count on Cape May’s birding market to keep growing. Too bad Cape May Bird Observatory doesn’t offer stock.
