Ramblings From The Editor
I
Ideas, idle gossip, and occasionally important odds ’n’ ends... by Jack Wright
am guessing that Ed Mahaney, Mayor of Cape May, has had better weeks. First of all, last Friday, Cape May County Prosecutor Robert Taylor sent a damning response to a lawsuit the city filed against the county. And a few days later, a group of citizens gave notice that they were seeking to gather a petition with the aim of forcing an election to recall the mayor. First, the report from the county. Most of you will know that there is an intense feud going on between the city and county over the city’s March demotion of Rob Sheehan, who is currently the former Chief of Police of Cape May (yes, I meant to word it that way). The city initially infuriated prosecutor Taylor by going public with snippets of information from an investigation that emanated from comp time being taken by the police department’s Lieutenant Chuck Lear. And since then things have rapidly gone downhill. I’ve written about this a fair amount since March so I don’t want to regurgitate too much. But to simplify – the county installed a monitor to act as a liaison between City Hall and the Cape May Police Department because relations between the two had become pain-

fully strained in the aftermath of Sheehan’s demotion – as captain, he’s still the highestranking officer on the force. The city didn’t like that move, which stopped City Manager Bruce MacLeod from communicating directly with Sheehan unless the monitor, a former policeman, was involved. Last week, the city showed just how much it disliked that move by filing suit against the county in a move to have the monitor removed. In doing so, they succeeded in stoking what was already a pretty bitter dispute between the city and Taylor, who, in his
response to the lawsuit, included some interesting snippets from this very sorry affair (some of which I revealed in my initial report on the demotion of Sheehan). Taylor once again underlined that Sheehan is NOT involved in a criminal investigation. Which means he will NEVER be exonerated by the county, since he has never been under investigation. Which renders moot any of the comments made by members of council that they will gladly vote to give Sheehan back his job if and when he is cleared by the county. Let me say it again — he WON’T be cleared because he wasn’t under investigation. So isn’t it about time Sheehan got his job back, wouldn’t you think? Taylor also refused to tell the city whether he is conducting a criminal investigation emanating from an investigation the city commissioned into the comp time affair — for the county to do so would violate state law, says Taylor. Let me translate this one — I think the city initially thought that a (badly worded) fax from Taylor’s office in March stated that

But since the county has made it clear Sheehan is NOT, the city is pretty desperate to find out exactly who MIGHT be the target of a potential criminal investigation. I have my own theories on this, but I can’t imagine prosecutor Taylor would be too happy with me either if I speculated. Taylor also said that the city manager, solicitor Tony Monzo and some city employees have so far refused to be questioned as part of his investigation. Interesting, given that Monzo and MacLeod made such a big deal of the fact that Sheehan had refused to co-operate with the city’s own investigation into comp time, implying that he must have had something to hide. Taylor also noted his displeasure at the fact that Monzo, “contrary to clear rules of court,” attempted to bypass the prosecutor’s office to get information from Cape May Police Department over the arrest of his son for an alleged burglary at Collier’s Liquor Store last December. The fact that Monzo continued to represent the city in this matter is, says, Taylor, a conflict of interest. So that was that. Another almighty rap
on the knuckles from the county to the city. The lawsuit, by the way, is due to be heard on May 22 in New Jersey Superior Court. And then, a few days after Taylor’s report, came news that a group of concerned citizens had filed notice that they were intending to circulate a petition with the aim of forcing an election to recall Mayor Mahaney. There hasn’t been such a thing in Cape May since 1990, when Bob Elwell and Jerry Gaffney replaced recalled councilmen Angelo Infanto and Joseph Tracy. These are the kinds of things that more likely happen a few miles up the road in Wildwood, right? The citizens — Charlie Hendricks, Tom Keene and MaryJo Pinelli — cited four reasons why they thought the recall necessary... 1. Mayor Mahaney has continued to violate the Faulkner Act, which states that the city manager, not he, runs the city. 2. He played a key role in the “unlawful” vote to demote Rob Sheehan. 3. He has wasted tax dollars by awarding questionable contracts to Temple University, his alma mater, and overseeing the “disastrous construction and operation of Convention Hall.” 4. He supports “drastic” spending cuts that are harming Cape May Fire Department. I don’t have any argument with the first
three issues — I’ve written about them extensively. As for the fourth — I don’t think the mayor takes the sole blame for this. Do all of these issues taken together merit a recall? I’m not qualified to answer that categorically. And I’m not a resident of Cape May. But then again, who IS qualified? I’ve been writing negative stuff about Mayor Mahaney for at least six years — hey, I started the trend! I think he’s bad for this city, despite his intellectual qualities. I think he’s poisoned the atmosphere at City Hall and, judging by what people who’ve known Bruce MacLeod a long time say, he might have poisoned his City Manager, too (though, obviously, not literally — that would just be too Shakespearean). A group of other citizens placed a fullpage ad in this issue, opposing the recall. Among them are some of the people I like and respect most in this town. And some have agreed with my anti-Mahaney stance in the past. But they apparently feel a recall would be messy, counter-productive and expensive. My view is that the sooner we get a new mayor (and the city manager likely will change with him), the better. Whether you, the taxpayers, want to do that this November or in 2016, well, that’s up to you. Until next time...

arvin Hume, owner of Sunset Beach Gifts & Grille, World War II veteran and the man who, for over 40 years, officiated over the flag lowering ceremonies held at Sunset Beach, died Saturday, April 25 at the age of 94. Born in Collingswood, NJ, Hume was a student of the University of Pennsylvania when he joined the US Navy. He was wounded in the battle of Saipan and, although eligible for the Purple Heart, consistently refused to accept it. After the war, he went to work for McDonald Aircraft in St Louis, Missouri as an engineer. It was there that he developed an interest in minerals and gems and found the hobby so lucrative that he decided to open the
Boardwalk Rock & Shell Shop in Atlantic City. During his 20 years on the boardwalk, he developed a wholesale business selling minerals and gems to customers like the Smithsonian Institute and the Museum of Natural History in New York as well as rock and mineral stores up and down the coast. One of his customers had a shop at Sunset Beach in Cape May Point. In 1972 the man offered to sell the property to Hume and there he remained until his death, running multiple stores with his family. But most people knew him as the man in charge of the sunset ceremonies at Sunset Beach. Wanting to honor veterans, Marvin Hume encouraged the families of deceased veterans to bring

When asked what his father’s greatest accomplishment to the community was, Hume’s son Larry said, “I think it was that he raised people’s awareness of the importance of patriotism and of what it means to be an American.” At the Sunset Beach ceremonies, everyone puts their hand on their heart. “They don’t do that at sporting events, but they do it here because my father told them to.” Larry remembers his father as a man who imparted his Scottish values to each of his five children: Never live extravagantly, save your money, work hard, be diligent about being a good steward of what you have, and give back when you can. Larry said he mostly remembers the little things. “I was in fourth grade and one day my dad said, ‘I’ll drive you to school and we’ll pick up your friend Billy.’ As we drove past the school I said, ‘Dad, where are you going?’ He said, “I have to go to New York on business and I thought I’d take you guys along for the day.’ And those are the moments I remember.”

Susan Tischler reports on the happenings from the Cape May City Council meetings
he April 21 regular meeting of Cape May City Council began innocuously enough with the introduction of three bond ordinances, but by the end of it we saw yet another round of jabs, sparring and baiting. The first round of sparring began with former mayor Jerry Gaffney and newly sworn-in councilman Jack Wichterman Gaffney objected to a resolution before council which would approve the expenditure of $109,725 for a new fence for the water tower. He asked why we needed a new fence and said this was the first time he heard about the plans. City Manager Bruce MacLeod said the project has been under consideration for over a year. “I brought it up Jerry,” said Wichterman, who just finished his term December, 31 of last year. “I guess you missed that meeting.” “I guess so,” said Gaffney, retorting, “Was it a secret meeting?” “No, it was right here, but you might have slept through it,” Wichterman shot back. Gaffney said he “resented that remark” and concluded, “This is a waste of taxpay-
ers’ dollars.” The upshot of it is that Mayor Ed Mahaney interceded, stating he had had reservations about the expense. Agreeing with Gaffney, he moved that the resolution be pulled pending modifications. The motion passed. City Solicitor Tony Monzo dropped the evening’s bombshell with the announcement that the city is suing Cape May County Prosecutor’s Office over the appointment of a monitor to act as a liaison between the city and deposed Cape May Police Chief Rob Sheehan. Sheehan also filed a lawsuit against the city regarding his demotion. According to a statement read by Monzo,

the monitor is preventing MacLeod from performing his day to day duties as the “appropriate authority by statute over the police department.” The lawsuit is looking to see how much authority the county has over the administrative function of the city’s police department. Sheehan is still acting as chief but without the title or money. MacLeod said if he needs to communicate with Sheehan, he has to ask the monitor to come to Cape May and speak on his behalf and vice-versa. Think of this as a nasty divorce in which both parties are sitting at a table, but both need a representative to ask the other if they will pass the salt. The hearing will be heard in NJ Superior Court May 22. In other matters, the passage of Resolution 106 should make people happy. There will be no Philly POPs concert this year. At the April 7 meeting, council approved the appropriation of $62,500 for a September 7 concert. But, funny thing, on April 8 Wildwood announced the Philly POPs will be performing a FREE concert there. Since that announcement came

INSIDE CITY HALL CONTINUED FROM PAGE 49 24 hours after the contract was signed, Cape May had a buyer’s regret clause and that was that. Council member Shaine Meier brought up a letter sent on April 15 to all council members, the city manager, Captain Sheehan as well as County Prosecutor Robert Taylor and signed by four former mayors, asking that all parties agree to bring in “a professional labor mediator provided by the sate” to resolve the CMPD comp time quagmire. Meier said that he agrees with the proposal, but felt we “have gone too far.” Council member Bea Pessagno objected to the letter’s suggestion that the mediator meet with, among others, the mayor and “a member of council.” “I find that a bit mysterious,” she said, “since all of us were asked to make the decision.” Note: It was recently revealed in a report dated April 2014 by State Comptroller Marc Larkins that the CMPD was in violation of state law and guidelines when it allowed Lt Lear to trade hours worked for hours off aka comp time. However, Cape May is certainly not alone in this. The study found 71 percent of New Jersey municipalities did the same thing. Jack Wichterman said he spent the past week catching up on the Sheehan-Lear comp time affair. He acknowledged that the problem came to his attention last year, while he was still in office, but thought since it was an administrative matter, it would be handled by the city manager. He said, “In my opinion, no one is clean in this matter.” He concluded that he should have been more diligent in following up on the problem and apologized for not doing so. He said the expenditure of taxpayers’ money to defend the city’s position is “a travesty.” He concluded, “I haven’t seen Chuck Lear since last December and I’m wondering why someone in the city doesn’t say, ‘Where’s Chuck Lear?’”
Several residents addressed the need for more firefighters, given the advancing age of the current volunteers and the city’s inability to attract new and younger volunteers. Former Fire Chief Jerry Inderwies, Jr, who resigned his seat on council in March in protest over the Sheehan demotion, came to the podium. Inderwies again reiterated the need to hire more professional firefighters. Directing his comments to the city manager, Inderwies accused MacLeod of “neglecting the public safety by not addressing this issue.” And then the gloves came off. Accusing the city manager of smirking, Inderwies said, “Bruce, you can smirk all you want. You did it when I sat at the table and you’re disrespecting me now. You’re lucky you’re still sitting there. I don’t know what else to say. Can you count? Everyone at this table can count.” Speaking of counting, Pessagno asked Inderwies how many firemen he thought were needed. He said, “Whatever the law requires. It could be up to 10 on a shift.” Currently there are four on the shift. MacLeod responded to Inderwies by pointing out that the increases from four to 10 firefighters “will increase our departmental salary two-and-a-half fold.” He also said, “The notion that I haven’t acted appropriately or made some severe cut to the department is simply not true,” noting that the CMFD still has 14 full-time employees, plus part timers brought in for the summer months. He said the suggestion of bringing the firefighters up to 10 per shift would be reviewed in the coming year, but that the increase would bring the budget from $1.4 million upward to $2.5 million “that probably will not survive a tax levy calculation.” Perhaps the city clerk could place some boxing gloves on the table with the agendas at the next meeting.

Ah, those good old Cape May days... by Jackson D’Catur
e need to restart Cape May’s Coyote Patrols. These animals are not like bears or wolves or even honey badgers, all of which have tried to invade our fair city in times past (although to be fair, some of the best bartenders in Cape May have been bears: there’s something about their quick tempers and aptitude for physical violence that suits our city’s drinking habits. And there was that time that rather than �ight the wolves, we gave them a contract to keep the beach clean when the tractor broke down. Every night the shore was alive with howls, yelps and the occasional scream, and by morning, not a trace of discarded food, clothing or drunken Shoebies. We asked no questions, the wolves volunteered no answers and at the end of summer they departed, fat and happy. Honey badgers are just trouble no matter what you do, with their motorcycles and sarcasm: I think we had to bribe them with a million dollars in cash that would be ready on the pier at The Point. I know what you’re saying — there IS no pier at the point!
Exactly! We learned a trick or two from one particularly smart coyote and commissioned that bearded genius of a local artist to paint a staggeringly convincing highway and pier on a giant sheet, which we hung across the end of the road. Some nights you can still hear the honk of motorcycle horns from under the waves.) Coyotes, though, are tricky customers: they are not well suited to bar work, tending to be rude to patrons who don’t tip fast enough, and prone to cloning credit cards when your back is turned. Also, after sun-
down they gather on street corners smoking, drinking and eating people. The last time, it was all-out war, and the tide was only turned in our favor when we dusted off the 88mm flak gun in the basement (a souvenir from my time with The Big Red One in WW2) and weaponized Young Albert (this was achieved by giving him a set of titanium dentures). I won’t pretend there wasn’t a horrid mess (Albert detests coyotes. Actually he detests pretty much every living thing except me. Well, sometimes me. And Yorkies have a terrible bloodlust in those tiny brains), or the odd bit of colateral damage (the 88 has a kick and a round hit the old Admiral Hotel, with startling consequences). But we taught those coyotes a lesson, and ensured we all had nice fur mittens for the winter that followed. Times have changed, though, and mass slaughter of animals is not ideal for a city’s tourist trade, so we have ordered 100 tranquilizer guns and a plentiful supply of darts. This time the Coyote Patrol will be authorized to put to sleep any who demonstrate coyote-like activity. You have been warned.

Buying a boat is complicated and expensive. You many want to consider renting for a season before you commit, and you should start small. At the end of the night, I picked up the bar tab for her, expecting at least a phone number in return. Instead, I got a, “Oh, it was really nice meeting you. And, I am sorry to say, the lady in question owes you nothing. You rolled the dice and came up craps. Next time, either listen to

our gimme* rule. I feel it is far too generous and gives the lead to someone not normally deserving of it. I don’t want to cause hard feelings but what do I do about it? It’s starting to bug me, especially when I end up on the losing end because of it. *A gimme is a final short putt that a player is not required to make in informal play. — Gimmie A Break Dear Break First off, you need to express your discontent and when you do, sight an old golfing rule of thumb. A gimme is often measured by placing the head of the putter in the hole and measuring back to the grip. If your pals need more of an allowance than that, perhaps they should take up bowling. Or lose the gimme altogether and play by tournament rules. Either way, it levels the playing field for everyone. As to your own game, you might want to take some putting lessons from Zak at Cape May National in order to sharpen your skills. Nothing puts an opponent in their place better than outplaying them.

The Movie Column By Tom Sims of Cape May Film Society

es, my daughters are grown (for the most part). Nope, I have no grandchildren. So why would I go see Disney Nature’s latest documentary, Monkey Kingdom? Call me adventurous. Or maybe I just wanted a break from a particularly busy two weeks of drudgery. Or maybe it was because the �ilm is less than an hour and a half — I’ve not been feeling how long the movies have been lately (as in, “wow that movie was good but could have been a half hour shorter!”). The Disneynature label has been around for several years now, but I’ve never seen the �ilms. There’s been penguins, bears, lions — you name it. And it seems that these movies are about nature in the raw with a Disney lens. This documentary focuses on a tribe of monkeys living among forgotten ancient kingdom ruins in Sri Lanka. Sounds cool already, right? Tina Fey narrates, which was very surprising when I found out at the end. All along, I never guessed it was her voice —
The feel-good Monkey Kingdom is worth a watch. Bring bananas instead of popcorn? but I did note the fun with which the narrator was treating the subject matter. In fact, the narration is told in a frivolous way, but serious enough so you can follow along and get the story. And yes it’s Disney, so there’s a story. This plot centers on Mya, a monkey who is at the bottom of the social ladder of the tribe, forced to forage for fruit dropped from the main tree of life at the center of the ruins by monkeys higher on that ladder than she is. As the �ilm continues, Mya
has a baby by a male who came to the tribe seeking companionship but was driven away by the alpha-male. Mya struggles to keep her baby alive through monsoons, lizard attacks, and all sorts of tribulation. Can Mya triumph over tragedy to �ind a better life for herself and her son? The story turns as the tribe comes under attack by an outside gang of monkeys seeking to take over the ruins. Forced out, Mya’s tribe has to run to nearby towns and cities for refuge and to �ind food. Eventually, they stage an attack against the outsiders who stole their home. Can they take back the ruins for themselves? Remember: this is Disney, so expect to feel good in the end. Oh, should I have said spoiler alert before that statement? Monkey Kingdom delivers on spectacular views, wonderful animal kingdom action, and fun storytelling. So I may still take my kids to see this �ilm (grown up as they are), and if you have grandkids who are smaller, take them. You will all have great fun... monkeying around!
