Ramblings From The Editor
A
Ideas, idle gossip, and occasionally important odds ’n’ ends... by Jack Wright
s I left last Tuesday’s meeting of Cape May City Council, I felt like I had just witnessed an evening of entertainment consisting of Shakespearean drama, with some vaudeville and farce sprinkled throughout. It was likely one of the liveliest nights seen at Convention Hall for quite some time. As a a friend of mine later texted to say, “Finally, the mayor filled Convention Hall.” It was a wiseass reference to the fact that Mayor Ed Mahaney, who as well as running the town also acts as Convention Hall’s chief promoter, had previously failed miserably at filling seats in that $11 million (or so) beachfront behemoth — yet on this night he had succeeded in packing the place. How? By being the chief instigator in the March 3 demotion of Cape May’s Chief of Police Rob Sheehan. But at least the mayor was magnanimous enough to agree to hold the latest city council meeting at Convention Hall since he was acutely aware there was going to be a big crowd out to try and sway the council to rescind its vote against giving Chief Sheehan the top cop job permanently. As most of you will know by now, the

council did NOT vote to give the chief his job back, something which the crowd 0f 300 or so did not like. (For a full report of the meeting, see Susan Tischler’s article on page 35). I wasn’t surprised by this outcome, though I did hope that maybe, just maybe, the mayor would fight against his own stubborness and make a decision that would not only restore the good name of Chief Sheehan, but also arrest what I would say is the inevitable and sticky end of Mahaney’s administration. As someone else wrote to me the day after the meeting — “No way will Ed Mahaney ever be elected in this town again.”
I’d agree with that. Mayor Mahaney received a character assassination on this night, with the chief hitmen being Tricia and Charlie Hendricks and former council member Jerry Inderwies, Jr. He had it coming. What I didn’t like to see was the moments when the crowd were lurching towards lynch mob mentality, baying at council member Bea Pessagno, in particular, for failing to support council member Shaine Meier, who failed to get a backer for his motion to give Chief Sheehan his job back. I’m very disappointed that Pessagno has hung on to her opinion that there has been enough smoke around Chief Sheehan to warrant his demotion, though she has stressed she will gladly vote him back into the hot seat if he is shown to be an entirely innocent man. I thought my article of a few weeks ago demonstrated that this episode was nothing more than an administrative probe into comp time taken by a police lieutenant and that Chief Sheehan has done nothing wrong. But there is still enough confusion to ensure that this drama, sadly for Cape May, lurches on. To be continued...

Inside City Hall
I
Uproad and tension in Convention Hall. Somewhere, there was a council meeting happening. By Susan Tischler
t was a rough time in the old town Tuesday night, March 24 for city council. The upshot of it is, the two remaining rookie council members are rookies no more. Shaine Meier must be feeling lonely at the top. And Cape May now faces a lawsuit from former Police Chief Rob Sheehan, filed against the city two days after this meeting. Council faced a packed audience of at least 300 people at Convention Hall. Approval of the 2015 budget was the highpoint of the agenda but clearly there was a lot more in the air than the budget. Some 60 or so police chiefs and law enforcement officials entered the room en masse, coming from as far as Bergen County to express their support for the recently deposed Chief Sheehan — who, by all appearances, is one popular guy and not just among his fellow chiefs. When he entered the room, just about everyone in the audience stood and clapped. Yes, it was that kind of night. The goal clearly was not just to show
support but to pressure the governing body to reappoint Sheehan as chief. The fireworks started as soon as the meeting began. Councilmember Shaine Meier, who clearly has picked up the gauntlet laid down by Jerry Inderwies, Jr’s abrupt departure at the last council meeting, asked that a resolution be added to the agenda “reappointing Robert Sheehan as chief of police.” The room went wild with cheers, but their elation quickly faded when the motion died for lack of a second. This did not go unnoticed by some members of the crowd, who immediately
booed and jeered. The freshman councilman Meier wasted no time getting back in the saddle. He challenged a resolution on the agenda approving the contract of a new engineering firm claiming that the city ordinance calls for one year contracts as opposed to the three year term proposed in the agenda. At the last meeting, council unanimously approved the hiring of the engineering firm of Hatch, Mott & MacDonald and, in so doing, removing the local favorite — Remington, Vernick & Walberg as city engineers. City Solicitor Tony Monzo said he would investigate the ordinance, but the contract was approved. The next order of business was discussion of hiring a new attorney to replace Monzo in dealing with the Sheehan issue. For those who have been on planet Mars the last month, Chief Sheehan was removed from his post as chief at the last meeting because of questions which arose regarding

Mayor Ed Mahaney, Deputy Mayor Terri Swain and freshman council member Bea Pessagno voted to rescind his appointment. Meier and Inderwies voted to keep him in place. As a result of that vote, Inderwies resigned his post. Meier again took the lead, asking Monzo how much the new firm would cost. Monzo has taken heat from some segments of the community and the prosecutor’s office for his handling of the Sheehan affair. The new law firm of Barker, Gelfand & James has handled similar cases in the past and later got a thumbs-up from some of the chiefs who spoke on behalf of reinstating Sheehan. Monzo replied that the new firm bills out at $150 an hour. Next, came the public hearing on the proposed 2015 budget. Patricia Hendricks, wife of Charlie Hendricks, who ran for council in November and came in last behind four other candidates, was the first to speak, followed by her husband. The Hendricks have made their discontent with the mayor and the city’s financial accountability no secret in the past couple of years. Mrs Hendricks asked for an accounting of the legal fees for the 2015 budget. $577,000 has been allocated, including $350,000 for litigation regarding the building of Convention Hall. When later pressed on the issue by Charlie Hendricks, City Solicitor Monzo said he felt the city would prevail in the law suit and recover its legal and insurance costs. $75,000 has been allocated for the Lower Cape May Regional school issue. The city wants LCMR to reduce the tax burden on Cape May and has threatened to pull
out of the district, if necessary. But the city must take the matter to court now that the fall referendum, polling all voters who are in the school district, resulted in a resounding vote in favor of keeping Cape May in the system. Cape May voters elected to pull out. $110,000 goes to the city solicitor’s work and the remaining funds are ear marked for the county prosecutor’s office and for special counsel services. Mrs Hendricks’ second question regarded the profitability of Convention Hall, a key talking point during her husband’s campaign. Hendricks asked for the figures for the Hall for 2012-2014. After a bit of wrangling, it was finally determined that the accumulative balance in the tourism Utility is $216,000 and that the venues booked for the hall resulted in a profit of $181,000 for 2014. City Auditor Leon Costello said the hall was “self liquidating.” Cape May Fire Department union vice-president Tim Gay spoke on behalf of the fire department urging city council “review, fund and support” increasing the wages and staff allowance for the department and to not decrease the fire budget. Because of the retirement of certain firefighters, former Chief Inderwies being among them, the budget for that department went down by $70,000. Former council Inderwies fought to have that money put back into the

Meier led the charge for that proposal as well by making a motion to remove a total of $70,000 from the legal fees allocation to put back into the fire department budget. Again, his motion died for lack of a second. The crowd heckled the other council members for not seconding the motion and one person could be heard yelling, “You’re never going to get elected again.” The budget passed by a 3-1 margin. Meier cast his vote with an “Absolutely not” dissent. Before turning the meeting over to the public portion, Mayor Mahaney bluntly stated the case the city faced, maintaining that, “When you seek and get paid for time off, you’re not entitled to, that’s theft. That’s public money. We are accountable. It had to be addressed.” He said Sheehan’s mishandling of the situation put the city in an “untenable position.” Leading the charge in Sheehan’s defense was the president of the New Jersey State Association of Chiefs of Police Ray Hayducka. Hayducka, who had an intimate grasp of the details of the case, said the matter was “at best a policy failure which you could have worked out with the chief.” He insisted that Sheehan did follow the law both when he discussed the case with the county prosecutor’s office and when he declined to cooperate with the local investigation into the probe, citing the Chiefs Responsibility Act, which he said was enacted to “prevent interference by elected officials” into internal departmental affairs. However, Hayducka also opened the door for mediation and applauded the hiring of Barker, Gelfand & James to represent the city in a matter which has become, to say the
least, a public relations nightmare. As the evening progressed, Mahaney, Swain and particularly Pessagno all acknowledged that they would vote to reinstate Sheehan if the investigation proves him to be blameless. Two former mayors, Jerry Inderwies, Sr and Jerry Gaffney, and former Deputy Mayor Bill Murray, all spoke in favor of reinstating Sheehan. Tension was particularly high when Inderwies, Jr came to the mic to speak. His tone underscored not just the recent issues which resulted in his resignation but old ones regarding City Manager Bruce MacLeod’s management of the city’s personnel and department heads. Inderwies accused MacLeod of “dereliction of duty,” not the first time that accusation was hurled that night. Nor did he spare the mayor. In a spirited exchange, he called the mayor a “liar.” The mayor retorted that he — the mayor — “was no quitter.” On the other hand, the former councilman asked Monzo about his resignation, acknowledging that he never put anything in writing leaving the door open perhaps for his return to his council seat. Monzo effectively slammed the door shut in stating that his verbal resignation was sufficient. That means city council must begin a search for a new councilmember to take his place until the November election. But who would appease this newly disenfranchised group? It seems council is caught between a rock and a proverbial hard place and might just opt to let the seat stay vacant until the voters decide in November. In any subsequent votes, a tie results in the motion going down to defeat. Certainly some movement must be made on both sides of the fence to reduce the tension and animosity which has turned Cape May upside down. We may have to call in Dr Phil.

The Old Fogey

Ah, those good old Cape May days... by Jackson D’Catur
his scandal involving the local conbstabulary is wearying. I knew that we were going to have trouble the moment I gave up the office of Cape May Sheriff (after the legendary Gunfight at the Shoebie Corral, on Stimpson Lane) and handed over the day to day law and order to what we in those days called Peelers but came to be known as policemen. It is time to launch what I have long called Operation Robot-Cop (for some reason my faithful manservant, Smithers, titters every time I say this). I have the robot in the basement, a gleaming 9-foot-tall creation of brass, steel and glass. His face is cast after the actual visage of Henry Sawyer (a total blowhard of a man, who used to hold court at the Brown Room bar with his interninable stoties, but he had an undeniably fine profile), with the mouth set in a slightly mocking halfsmile. In one hand he holds a 5-foot billyclub of seasoned oak, the other is cupped a little in order to deliver clips around the ear to miscreants whose behaviour is not actually illegal, but who could do with a touch of corporal
punishment to keep them on the right side of the law. He does not talk as such, but atop his head is a powerful speaker (with the voice of the late great actor James Mason) and he will deliver pre-recorded statements ranging from “Now then, Lad, that’s enough of that” and “Where do you think you are, sonnyboy? Wildwood?” to “This will be painful for both of us, but mostly for you” and “Belly or Head?”. We were forced to scrub the segment of tape programmed by an Irish ex-cop, that offered: “We can forget all about this for a shilling, me’ boy, so we can”.

He is powered by a tiny revolutionary furnace that can burn virtually anything, and as such, any stop and searches that yield a misdemeanor will result in an instant penalty of the criminal’s clothes being handed over to be instantly burned for fuel. Justice will be swift and, at first glance, draconian: Robot-Cop has a space in his chest for the magnetic tape spools that provide a mighty 1kilobyte of RAM. This means he need only pause for five minutes (while gripping a suspect by the scruff of the neck) in order to formulate a verdict and sentence. The verdict will necessarily be “guilty” (we were unable to wipe the Irishman’s fiddly piece of programing in this instance), and the sentence will be generated by a complex algorithm going by the acronym “RANDOM” and will announce, variously, “A year of hard labor”, “A fine of ten dollars a week for life” and “Exile to Wildwood” (once in a while it will say “You are senteneced to Death by Saltwater Taffy”, for reasons we cannot pin down, but we think that is what passes for robotic humor. Or rather, we hope so).

mericans have been holding Easter egg hunts since the 18th century, when German immigrants brought their traditional Osterhase, or Easter Bunny, to the new world. Children prepared little nests for the eggs and placed them in the woods. On Easter morning, they would find colorful boiled eggs in the nest. Egg hunts were still a novelty until the nineteenth century, but with the invention of chocolate eggs, their popularity soared. Most communities have an egg hunt. The largest in America was held in 1985 in the small town of Homer, Georgia — population 950 — when 80,000 eggs were hidden. The tradition is keeping pace with the times. A British candy company has introduced a geocaching Easter egg hunt — you redeem your prize by typing a code into your smartphone. Egg hunts are a good way to get winterweary kids outside, and they can also help to burn off the sugar associated with the holiday — Easter is second only to Halloween in candy consumption. The Cape May Kiwanis
will host their annual Easter Egg Hunt on Saturday, April 4 at 10am. The hunt will be held at the Cape May Elementary School Fields located on Lafayette Street, and children from preschool to third grade are welcome. This annual event is sponsored by the City of Cape May and the Kiwanis Club of Cape May. Admission is free. Call 609884-8888 or visit capemaykiwanis.com for more information. Guest of Cape Resorts can enjoy a traditional hunt for Easter eggs at 11am and again at 12:30 at Congress Hall. The Easter Bunny and his sidekick, Blue the Pig will make guest appearances. Bring your
camera, but don’t be surprised if your toddler shies away from the giant rabbit. Also bring a bag or basket for your child to carry the treats. Experienced parents surreptitiously bring a few treats of their own for those children who get distracted by the excitement or intimidated by the bigger kids. After the egg hunts, join another Easter tradition as you show off your stylish Easter clothes in the Easter parade on Washington Street mall. The Easter Fashion Stroll starts at 1pm. Prizes will be given to young fashionistas in several age categories, along with a special prize for the best Easter bonnet. Adults, couples and groups can also win. Music lovers can score a win with Deana Martin, appearing at Convention Hall on Saturday, April 4 at 8pm. Ms. Martin will sing selections from the Great American Songbook, including some her father Dean, and “uncles” Frank Sinatra and Sammy Davis, Jr made famous. Tickets are $35. Or, celebrate Easter with a relaxing brunch. Several Cape May restaurants offer specials — be sure to make a reservation.

You are correct that his presence probably is intrusive, but excluding him may cause more harm than good. The Answer Lady suggests a couple of strategies. Cease and desist from your Friday night forays for a couple of weeks.
Wise answers to perplexing questions
It is the Lenton/ Easter/ Passover season, after all. Gradually start up again, but rotate your meeting place. Oyster Bay one week. Cabanas another week. Then The Ebbitt Room and then you can feel safe returning to Hemingway’s. He may not like going to different venues and drop out. If that doesn’t work, you might have to consider meeting off island. Lastly, you can grin and bear it and save your venting for luncheon forays.

Dispatches from the nation’s birdwatching capital… by Seymore Thanu
n the beginning was the binocular — the beginning of modern bird watching, not Creation. Although creation was responsible for the deposits of quarts that eventually eroded down to high grade silica sand which lies at the heart of optics. Birds? They arrived on the planetary scene sometime later, having themselves eroded down from their ancestral stock... dinosaurs Humans and birds go back a long way. And while our first focus was gastronomic, it wasn’t long before birds were elevated into the fields of fashion, artistic expression, even divination. In ancient Egypt rulers on the verge of monumental (dynasty shaking) decisions sought out the wisdom of the “bird watchers” who were able to tease wisdom out of the comings and goings of birds. They were in essence the political advisors and stockbrokers of their day. We still use birds to gain insight — into the progression of seasons, the health of our planet, the workings of the natural world. What has changed is the access to this
wisdom. Four thousand years ago bird watchers were numerically few, limited to a handful of royal advisors and the odd artist or poet. Three thousand years later bird watching was still a closeted discipline, limited to scientists called ornithologists. Then less than 200 years ago, an Italian optical inventor, Ignazio Porro, devised a prism system that could be housed in a light, portable frame that could be mass produced. Not only did his binocular confer supernatural intimacy with distant objects, it made
birds come alive in the minds of observers. It was as we say today, a game changer, taking bird study out of the hands of a scientific few and putting it within reach of everyone, which according to the US Fish and Wildlife Service includes 47,000,000 Americans. On April 18 and 19, Cape May Bird Observatory host their annual Optics Sale at 600 Delsea Drive (Rt 47 North), doors open at 9:00. Saturday is for members only (but you can join on-site). Representatives from all the top optics companies will be present Saturday, to showcase the finest binoculars and spotting scopes since the Creation.
