Taiwan's Progress and Europe’s Bottlenecks

From Q3 this year, EU importers will be required to submit actual carbon emissions data of imported products, and it will not be allowed to use default values as the basis for reporting. It means product suppliers will be required by their clients to provide actual data. Suppliers should pay extra attention to CBAM reporting to avoid impact on purchase orders.

CBAM is now the talk of the town and industry players are in urgent need to learn its latest development. This article summarizes the latest progress of Taiwan's regulations in response to CBAM, and examines the challenges for CBAM in Europe to help readers learn a broader landscape and react early.

In Taiwan

Taiwan Ministry of Environment Discloses 3 Legislative Drafts on Carbon Fee Collection

Taiwan Environmental Information Center reported that on April 29, the Ministry of Environment disclosed three drafts including "Carbon Fee Collection Principles", "Autonomous Reduction Plan Management Principles" and "Greenhouse Gas Reduction Goals Specified for Carbon Fee Collection Targets" in accordance with the Climate Change Response Act. These drafts aim to build a supporting mechanism for the future implementation of carbon fees. They utilize general and preferential rates in hope of encouraging the targets to speed up and increase carbon reduction. The drafts include High Carbon Leakage Risk Coefficient, through which an 80% discount as well as preferential rates are to be applied to carbon emission fees. The drafts are open to the public for comments and suggestions for the Ministry of Environment’s legislative amendments.

According to the drafts, the carbon fee targets large emitters with annual emissions of 25,000 metric tons of carbon dioxide equivalent or more. When calculating emissions, the 25,000 metric tons threshold is deductible. The threshold will gradually be lowered to 15,000 metric tons, and is expected to be 10,000 metric tons by 2030. Enterprises will complete registry of carbon inventory for the previous year at the end of every April and pay the carbon fee for the previous year before the end of May.

There are also transitional measures for industries with high carbon leakage risks, such as the steel and cement industries. If an enterprise applies for a voluntary carbon reduction plan and is approved to be recognized as having high carbon leakage risks, it can enjoy an initial carbon fee discount based on the carbon leakage risk coefficient. At a coefficient value of 0.2, an 80% discount is to be applied on carbon fees. The value will be gradually increased to 0.4 and then 0.6. On top of that, a preferential rate will follow the discount, but the 25,000 metric tons threshold can no longer be deducted from the emissions.

Regarding the preferential rates for voluntary carbon reduction, if an enterprise can meet the designated emission reduction goals, it can submit voluntary reduction plans and enjoy preferential rates. The designated goals will be divided into two approaches. One is to reference the Science Based Targets Initiative (SBTi) which uses 2021 as the base year to set reduction targets up to 2030 for various industries. This approach will provide more preferential treatment. The other one is to aim at 24% carbon emission reduction designated in the Nationally Determined Contributions 2030 and set technical benchmarks for different emission types to specify reduction rates.

Questions against the drafts have been raised by environmental protection groups who estimated that a carbon fee income of more than NTD 3.75 billion will be lost just by deducting the 25,000 ton threshold. Coupling that with the discount from the carbon leakage risk coefficient will result in more than NTD 30 billion loss of carbon fee income. That means no external costs on more than 60 million tons of emissions. The Ministry of Environment alleges to provide discounts in alignment with the "free allocation of EU ETS allowances", but the domestic carbon fee rates are still lower than the EU’s set rates. Companies exporting to the EU will still face the pressure of additional carbon tax, and they could dump that burden to downstream companies. Taiwan CSC could become an example of that, passing the pressure to downstream small and medium fastener enterprises and potentially intensifying the impact on industries and the society in Taiwan. Environmental protection groups suggest carbon fees be set at a higher rate in the future to yield substantial carbon reduction benefits. They hope that the Ministry of Environment will stick to the bottom line of NTD 500 charged per ton of emission and the minimum post-discount price of NTD 300 per ton.

OnMay 7, the Ministry of Environment held the third carbon fee review meeting, where it stated that enterprises must implement a "voluntary reduction plan" before they can obtain preferential rates, which is to force enterprises to reduce carbon emissions. Without

emission reductions, the preferential rates will not apply. During the meeting, some members had different opinions on whether to raise or lower the carbon fee rates. Therefore, the Ministry of Environment is trying its best to collect suggestions from all parties and entrusts ChungHua Institution for Economic Research to use models to calculate the potential carbon reduction performance, consumer price index and other economic influences under different rates. Related assessment data will also be made public for inspection by everyone.

Taiwan to Roll Out Carbon Reduction Guidelines for 8 Construction Categories Before CBAM’s Official Implementation in 2026

Inaddition, Public Construction Commission of Executive Yuan has begun planning and adopting a step-by-step approach to carbon reduction targets for public projects. A database of building materials’ carbon emission intensity has been launched in the first half of 2024. The Commission will start off from the design and building material aspects to help public projects reduce carbon emissions. The ultimate goal is to roll out carbon reduction guidelines for 8 categories of public projects, including buildings, railway, water facilities, bridges, etc., all of which must comply with carbon reduction standards covering aspects from design to construction. In addition, server rooms consume a lot of electricity, and particularly, Taiwan's electricity usage is higher than in other countries. Therefore, although server rooms are not included in the 8 construction categories, carbon reduction guidelines will be introduced to reduce ineffective power use from the design phase.

The guidelines are like operation manuals and will become mandatory upon introduction. The standard operation procedures for calculation methods, construction and design will be formulated for government authorities and enterprises to follow. The scope of the guidelines may be expanded to other types of construction in the future. The carbon reduction guidelines for public projects will also compel Taiwanese construction fastener companies to achieve carbon reduction on manufacturing process or launch low-carbon fastener products. During Taiwan International Fastener Show this June, Alexander Kolodzik, Secretary General of EFDA, flew to Taiwan to explain the implementation progress of CBAM as well as the points to note. On July 8, representatives from EIFI and TIER (Taiwan Economic Research Institute) held a conference inviting industry experts to discuss carbon content calculation of Taiwanese and European fasteners. The conferenced was held in expectation of helping Taiwanese companies better comply with CBAM regulations and requirements.

In Europe

High Hurdles for EU Importers to Trace Carbon Emission Data

DetNorske Veritas (Norway) issued a press release on April 15 stating that during discussions with customers, it was discovered that EU importers encounter many difficulties in sourcing and submitting actual emission data corresponding to their imports, including:

1. They’ve had difficulty tracing back to the third-country operator who manufactured the goods.

2. The third-country operators had difficulties determining the actual emissions according to the new CBAM methodology.

3. They were not confident in the credibility of emission information they received from the operators.

4. The third-country operators hadn’t taken necessary steps to determine actual emissions.

5. They opted for the simplest way of reporting (default values were pre-filled in the CBAM transitional registry).

Will CBAM Hinder Europe’s Renewable Energy and Green Electricity?

According to a report by the Financial Times on March 19, the energy industry warned that the EU's introduction of a new electricity carbon tax will lead to an increase in carbon dioxide emissions in Europe and lead to higher prices for EU consumers. CBAM could also reduce North Sea energy collaboration between the UK and Europe, and hinder investment in renewable energy infrastructure. Energy UK said: "CBAM is becoming a regulatory nightmare."

AnAnalysis by a consulting firm AFRY pointed out that CBAM may reduce the EU's import of green electricity from the UK, leading to an annual increase equivalent to 8.3 million cars’ carbon emission in Europe. This would be self-defeating given that both the EU and the UK share the goal of achieving net zero. Research suggests that CBAM's tax on a range of carbon-intensive products will significantly increase the price of electricity traded via interconnecting cables between the UK and the EU.

Danish

electricity transmission system operator Energinet said electricity imports from the UK will “fall significantly" once the carbon border tax is imposed. This will make the EU more reliant on domestic production, leading to higher prices and the use of natural gas for electricity generation.

CBAM Could Inflict Trade Disruption on Underdeveloped Countries

Areport by Bloomberg on April 26 pointed out that some emerging and developing countries brought up questions against CBAM. At the WTO's 13th Ministerial Conference, 66 countries called on the EU and other countries to "refrain from imposing of unilateral trade-related environmental measures to prevent such measures from creating unnecessary obstacles to trade." CBAM has been criticized for its lack of exemptions or phased implementation for underdeveloped countries.

In2023, a study pointed out that CBAM may lead to a 0.29% decrease in global exports of the metal products industry and a 1.49% decrease in steel industry exports. Exports from South and Central Asia will fall sharply, highlighting the disruption to trade that economies heavily reliant on these industries could face.

Shared Information Will be Crucial for Learning the Ropes of CBAM

CBAM

was launched on a trial basis last October. So far, Taiwan ranks fifth in the world in terms of the number of companies having submitted carbon emission data, showing that Taiwanese companies are closely monitoring CBAM. The Taiwanese government is striving to introduce carbon fee next year, and it is currently in a tug of war between enterprises and environmental protection groups regarding the calculation and preferential rates of the carbon fee. Despite that, the future roadmap is already set for Taiwan’s carbon fee regulations. Fastener World interviewed a number of Taiwanese companies and found that Taiwanese fastener companies attach great importance to this issue. Most of them have already carried out carbon reduction transformation and will actively cooperate with Taiwan’s regulations and CBAM regulations. However, outside of Taiwan, CBAM still faces many challenges, including difficulties in data tracing, concerns over the impact on renewable energy development, and trade barriers against underdeveloped countries. Everyone is fumbling for a way out of the CBAM maze. Fastener World will continue to actively monitor the latest news of CBAM and hopes to clear up the haze for readers by sharing information.

import value ( Figure 1) increased from US$806,808,846 to US$921,454,730, up 14.2%. Except for a 19.1% decline in 2020 when the pandemic broke out, the rest of the years have been positive growth. It is worth noting that the growth rate from 2020 to 2022 was the highest in the past five years, reaching 53%, showing that Brazil's demand for global fasteners has surged during the worst times of the pandemic. Another point to note is that when the pandemic in many countries ended in 2023, Brazil's fastener import value fell back to levels close to 2019. Overall, in the past five years, the amount of fasteners imported by Brazil from around the world experienced sharp declines and surges, and then returned to normal levels. The import value in the first half of 2024 was US$501,979,151, accounting for 54.4% of last year's. The import value for the whole 2024 has a chance to exceed last year's.

Figure 2 shows that Brazil’s top five fastener import sources in the past five years were China, the U.S., Germany, Japan, and Italy. Last year, China's fastener share accounted for 23.9%, the U.S. accounted for 19.5%, Germany 8.9%, Japan 8.1%, and Italy 7.7%. Although a large number of low-price fasteners were imported from China, a total of 44.2% of European, American and Japanese fasteners were also imported from Germany, Japan and Italy. The value of fasteners imported by Brazil from the U.S. continued to grow last year, while the amount of fasteners imported from China, Germany, Japan, and Italy all decreased last year.

Figure 3 shows the top five HS codes of fastener products with the highest import value in Brazil (see Table 2 for other product codes). Last year, the total import market size of these 12 HS codes in Brazil was approximately US$921 million. The import value of code 731819 increased slightly last year, while the import values of codes 731822, 731816, 731829, and 731815 all declined last year. In the first half of 2024, the total of these five HS codes has reached 54.4% of last year's total, and there is a chance that this year will surpass last year's scale.

Export

In the past five years, Brazil's fastener export value ( Figure 4) dropped from US$180,725,098 to US$170,326,934, a decrease of 6.1%. After falling 28.5% in 2020, when the pandemic broke out, it increased 31.8% in the following three years, returning to levels close to pre-pandemic levels in 2023. The export value in the first half of 2024 was US$72,378,922, accounting for 42.4% of the export value in 2023. This year's total export value is likely to be close to last year's.

Comparing Figures 1 and 4, we can find that Brazil's fastener import value has been greater than its export in the past five years. The country's fastener import demand is greater than its export demand.

Figure 5 shows that Brazil’s top five fastener export destinations in the past five years wee Argentina, the U.S., Paraguay, Germany, and France. Last year, Argentina's share accounted for 30.4%, the U.S 20.8%, Paraguay 8.7%, Germany 4.6%, and France 4.4%, showing that Brazilian fasteners were mainly sold to North and South America, followed by Europe. However, it is worth noting that Brazil’s export of fasteners to the U.S. reached a peak of US$77.37 million during the US-China trade war in 2019. Then, it declined sharply when the pandemic broke out the following year, and was preceded by the export to Argentina in 2021 when the pandemic was worst and then onwards to this day.

As shown in Figure 6 , the total import market size of these 12 HS codes in Brazil last year was approximately US$170 million. Except for code 731819, the export value of other HS codes has begun to increase in the past three years. In the first half of 2024, the total of these five HS codes has reached 42.4% of last year's total, which has a chance to exceed last year's scale or be equal to it.

Automobiles

Figure 7 is a chart of Brazilian automobile production trends over the past nine years up to the first half of 2024. Brazil has experienced two sharp declines during this period, one in 2016, and the other in 2020 when the pandemic broke out. It fell to about 150,000 vehicles in 2016, dropped to nearly zero in 2020, and rebounded to about 239,000 vehicles in 2021. It has been fluctuating back and forth from 2021 to 2023, and in the first half of 2024 it has returned to the level of 2021. Overall, Brazil's automobile production has averaged between 170,000 and 230,000 units over the past nine years. The Brazilian car sales in Figure 8 also reflect a similar trend.

From 2015 to 2019, the Brazilian housing index ( Figure 9) has stayed at around 130 points. The turning point occurred after 2020. Up to the first half of 2024, the index increased significantly by 25%, reaching 163 points, showing stable positive growth for 4.5 years, and there is even a good chance of continued growth until the end of this year. In addition, Brazil launched a new version of its Accelerated Growth Plan last August, planning to invest 371 billion Brazilian reals through the national budget within four years to drive domestic infrastructure investment. These signs indicate that the demand for Brazilian construction fasteners and the fastening tools required for them still has significant growth potential in the foreseeable future.

GDP & PMI

The annual growth rate of Brazil's GDP ( Figure 10) fluctuates greatly. According to calculations by FocusEconomics, on a 10-year average, the average annual growth rate is 0.6%. Although it does not seem high, it can be observed through the orange bar chart that the GDP has continued to increase from 1996 to the first half of 2024.

The Brazilian PMI ( Figure 11) has been swinging back and forth over the past decade. Although it bottomed out during the pandemic and then surged, it returned to the average level after the pandemic. The good news is that the latest data from S&P Global shows that Brazil's manufacturing PMI rose to 52.5 in June from 52.1 in May this year, reflecting the rapid growth in output, purchasing and inventories.

Emerging markets are another shining star besides advanced countries such as Europe, the U.S., and Japan, which are worthy of indepth development and exploration of potential business opportunities by all manufacturers. The Middle East, Southeast Asia, South Asia, Central and South America, Central and Eastern Europe, Turkey and Africa are all emerging markets. These markets, on the one hand, benefiting from the domestic medium and long-term industrial development policies, show rising demand for fasteners applied in important areas such as construction, automotive, electronics, machinery and other important areas; on the other hand, they also actively learn from the valuable experience of countries that have been quite successful in the development of the fastener industry, and gradually emerge in the global fastener supply chain and obtain the recognition of customers from advanced countries such as Europe, the U.S., and Japan, who continue to place their orders. This article compiles the fastener trade performance of the U.S., Canada, Japan, Taiwan, the EU in 2021-2023, and points out for readers the emerging countries currently showing great potential in fastener production and sales.

USA

Among the top 10 sources of fasteners imported into the U.S., India and Mexico were the countries with the most fasteners exported to the U.S. among the emerging countries, with an export scale comparable to that of Italy. India even surpassed Italy in 2022, and despite a slight drop in 2023, the export scale was still maintained at around US$200 million. Mexico, on the other hand, benefited from the U.S.-Mexico-Canada Agreement (USMCA) and its proximity to the U.S. market, with its export value growing from US$128 million in 2021 to US$181 million in 2023. In addition, in recent years, the fastener manufacturing industries of India and Mexico have introduced many high-efficiency processing machines from overseas, which not only greatly increase their manufacturing capacity, but also continue to improve the quality of products.

Among the top 10 trade partners of U.S. fastener exports , Mexico, Thailand and Brazil are emerging countries. Mexico was the top partner of U.S. fastener export, accounting for about 35% of the total U.S. fastener exports. Its export value grew from US$1.498 billion in 2021 all the way to US$1.936 billion in 2023. In addition to Canada's import scale being similar to Mexico’s reaching more than US$1 billion, other countries did not cross the US$300 million level. Thailand, ranked No. 6, showed a very obvious steep growth last year. Originally the scale of Thailand was only US$20-35 million in 20212022, but it suddenly grew to US$134 million in 2023, which is noteworthy for the rapid climb of demand in a short period of time. In Brazil, the import of fasteners from the U.S. was nearly US$100 million in 2021, and jumped to more than US$120 million in 2022-2023, indicating that Brazil increased the purchase of U.S.-made fasteners in response to the demand of market applications.

Canada

Vietnam and India were the 7th and 9th most important trade partners respectively in Canada's fastener imports. Vietnam exported about US$37 million to US$47 million of fasteners to Canada annually, surpassing Germany and Italy in 2022, but later was perhaps weakened by the poor macro economy, with the export decreasing to US$37 million in 2023, showing an inverted V-shaped trend. The size of India's exports to Canada were similar to those of the UK, growing gradually from US$19 million in 2021 to US$28.5 million in 2023 under a stabilizing trend, and may be expected to close the gap between its exports to Canada and those of South Korea in the next few months.

Mexico, Poland and Brazil also play an important role in Canada's fastener exports. Mexico, in particular, was Canada's 2nd largest fastener export partner, with an annual export value of US$20-27 million over the past 3 years, which also continues to grow. In addition, Poland and Brazil, respectively ranked the 8th and 9th largest export partner, both reached the export scale of US$3 million in 2023. However, exports to Brazil showed a slight decline in 2023, but if combined with its previous performance it should remain in a growth trend.

Taiwan

Although Taiwan is exported-oriented in terms of fastener trade, it also imports many fasteners from emerging markets such as Vietnam, the Philippines, Thailand, Malaysia, and Indonesia, with Vietnam and the Philippines in particular being the important sources of imports. 2,210 tons of fasteners were imported from Vietnam in 2023, which was a decrease from 2021 and 2022, but still accounted for more than 10% of the total imports, and the unit price of imports continued to rise. In 2023, Taiwan imported about 752 tons of fasteners from the Philippines, which was less than 100 tons, and the ranking was overtaken by S. Korea. Although Thailand, ranked 7th, exported more fasteners to Taiwan in 2023 than Malaysia and Indonesia, the unit price of fasteners Taiwan imported from Thailand was significantly lower than imports from Malaysia and Indonesia.

◢ Import

Among Taiwan's top 10 fastener export destinations, only Mexico is an emerging market. The sales are clearly focused too much on the European, U.S., Japanese and Chinese markets, while the deployment in emerging markets must still be strengthened. In order to maintain the industrial competitiveness and diversity, accelerating the expansion into emerging markets to avoid the risk of putting all eggs in one basket will be a special focus for Taiwanese manufacturers in the future. Data show that Taiwan's exports to Mexico in each of the past 3 years were more than 30,000 tons. Mexico was also Taiwan's third largest fastener trading partner in the entire American region, and its unit price of exports was higher than US$4/KG, higher than those of exports to the U.S., Germany, the Netherlands and other developed markets.

Japan

Among Japan's top 10 sources of fasteners imports, in addition to large purchases from China and Taiwan, nearly half of them came from emerging markets, mostly ASEAN and South Asian countries, including Vietnam, Thailand, Malaysia and India. Among them, the import from Vietnam each year was more than 10,000 tons, and Vietnam was the only emerging country among the top 10 showing growth in both import volume and value. The other major import origin was India, but Japan imported only about 300-600 tons of fasteners from India. Thailand, in 5th place, showed around 4,000 tons per year, and Malaysia was nearly 2,000 tons, with both countries showing a slight decline in 2023.

In addition to a large number of exports to the U.S. and China, the deployment of Japan in fastener exports to emerging markets can be said to be very extensive, not only in Southeast Asia and South Asia, but also as far as Latin America and Turkey. The top 10 export destinations were almost all emerging markets. The exports to Thailand and Indonesia were particularly significant, with more than 40,000 tons exported to Thailand and more than 20,000 tons exported to Indonesia in 2023, though slightly shrinking compared to the previous year. India, Mexico, Malaysia and Turkey showed various levels of growth. Exports to Brazil increased in value despite a decrease in volume.

EU

Emerging sources of fastener supply for EU were Turkey, India, Vietnam, Thailand and Malaysia. Each year the EU imported more than 100,000 tons of fasteners respectively from Turkey, India and Vietnam, and the sum of these three countries was about the total EU's imports from Taiwan. EU’s fastener imports from Taiwan in 2023 fell below the level of 2021, but Turkey, India and Vietnam basically remained at the level of 100,000 tons each year. Coupled with the FTA signed between Vietnam and the EU, these emerging countries are very likely to become the competitors of Taiwanese manufacturers in the future. Although the volume of imports from Thailand increased, the value of imports declined, and the unit price of imports decreased rather than increased. The scale of imports from Malaysia was not as large as those of other emerging countries, with both the volume and value of imports decreasing significantly, but it was still one of the top 10 sources of imports of the EU.

In addition to the U.S., China and the U.K. ranked in the top 3 places, EU fasteners were also exported to emerging countries such as Latin America, the Middle East/Turkey and India. The exports of fasteners to Mexico and Turkey both reached more than 40,000 tons in 2023, and both of their export volume and value continued to rise steadily. Fastener exports to Brazil fell to 26,000 tons in 2023, while exports to India remained roughly flat but continued to reach record levels of value. Morocco in North Africa, ranked 9th, was also a market worth exploring. Its demand for EU fasteners increased year after year, even more than the exports to Norway.

Wrap-up

Summarizing the above analyses, we can conclude that:

Fasteners the U.S., Canada, Japan, Taiwan and the EU imported from emerging markets were primarily from India, Mexico, Vietnam, the Philippines, Thailand, Malaysia, Indonesia and Turkey.

Fasteners exported to emerging markets were mainly sold to Mexico, Thailand, Brazil, Poland, Indonesia, India, Turkey, Malaysia and Morocco.

Most of these emerging countries have shown great development strength in the supply and demand of fasteners. For manufacturers who intend to develop the emerging markets, if they still cannot find out their potential markets and have no idea how to choose the suitable ones, perhaps they can strengthen their efforts first from the list of these countries that have gradually gained the recognition of customers in the developed markets and assess the supply and demand for fasteners and the current direction of the development of these emerging markets to decide on the direction of investment, which will definitely accelerate the expansion of sales in the emerging markets with half the effort and seize the first opportunity faster than the other industries.

The Fastest Way to Expand into the Japanese Market

Japan's largest manufacturing-related trade show, Manufacturing World Tokyo, kicked off on June 19-21 at the Tokyo Big Sight. About 2,100 exhibitors from Japan and overseas registered to participate in this annual industry event, and a wide range of fasteners and screw-fastening products were on display.

This year, East Hall and South Hall were open to the public, with exhibits focusing on 3D printers, generative AI, DX for back office, factory DX, mechanical components, manufacturing & inspection, unique technologies, production management system, processing technology, accident prevention, ODM/EMS, global suppliers, 3D scanner, CAD/CAE, and medical technologies, etc. There were also other thematic exhibitions related to design and manufacturing, machining, medical, AI, aerospace and so on. In addition, the organizer provided free shuttle buses between the two halls for exhibitors and visitors.

According to the statistics of the organizer, the show attracted around 20,000 visitors per day to explore suppliers, partners and observe the latest technology, products and services of the industry, and attracted nearly 70,000 industry professionals in total over the 3 days. In addition, in order to enrich the experience of exhibitors and visitors, the organizer also arranged more than 20 seminars during the 3-day exhibition period, inviting local and international industry leaders and experts to share their professional observations and insights on current trends, product and technology applications, and future challenges (e.g. automotive, AI, digital transformation, green manufacturing, carbon neutrality).

Fastener World Magazine, which has the largest circulation and the highest marketing coverage in the world, was also present at this year's show. Not only did it distribute its latest publications on-site, but also actively visited potential Japanese exhibitors at the show, hoping to help customers interested in expanding into the Japanese market to continue to step up their promotional efforts and reach out to more potential business opportunities. High Demand for Construction and Industrial Fasteners in the South Asian Market

Astudy by Straits Research predicts that the Indian industrial fastener market is expected to reach US$17.868 billion by 2030, with a compound annual growth rate of 7.9% until 2030. India has become one of the hot markets for global manufacturing investment in recent years. This year's show was held against this backdrop with the expectations of market investors.

The show was held in Hall 6 of the venue, Pragati Maidan, divided into a three-day fastener show and a four-day parts and components show. Fastener World led 6 Taiwanese exhibitors to the show, including Ray Fu Enterprise, Chite Enterprises, Hurmg Yieh Machinery, L & W Fasteners, Homn Reen Enterprise, and Yih Tieng Machinery, bringing Taiwan's high-quality and well-received fastener and machinery suppliers with high cost performance ratio to the Indian market. Meanwhile, Fastener World introduced many Taiwanese suppliers to Indian visitors through its publications.

Fastener World’s exhibitor observed that a majority of the show’s exhibitors were local Indian companies, with the rest from Japan, China and other countries. The visitors were mainly local fastener importers, distributors and manufacturers. The products that visitors inquired about were mainly fasteners, CNC products, fastening tools, precision parts, and machines. It was quite good considering the number of visitors. In addition to interacting with visitors, many exhibitors took the opportunity to meet long-time customers. Many buyers were very interested in working with Taiwanese and Chinese fastener and machine manufacturers, looking to find more high-quality product sources. The demand for construction fasteners and various industrial parts was high there. Many Indian manufacturers said they once purchased machines from Taiwan. They said Taiwan provides better quality. There were also some Indian manufacturers looking to find Chinese suppliers who offer cheaper prices.

On another note, BIS certification will pose a future challenge. Initially, only Indian manufacturers were required to have this certification, but in the future, overseas manufacturers who want to sell products to India will also be required to pass this certification. However, the implementation details are currently only drafts and have not yet been officially in force. Companies interested in entering the Indian market must pay more attention to BIS information.

Fastener Fair Vietnam 2024 was a 3-in-1 hybrid show, combining VME, ViMAT, and the Fastener Pavilion, held at I.C.E. Hanoi on Aug. 7-9. According to the exhibitor list released by the organizer, there were 145 exhibitors, 44 of which were fastener-related exhibitors, accounting for 30% of the total. Fastener World brought 4 manufacturers representing Taiwanese high-quality fasteners and services to exhibit, including A-Stainless, Taiwan Kodai, Ching Chan Optical, and UniProtech. Fastener World’s staff on-site observed that this show attracted many Taiwanese companies to exhibit, and the show also had a Taiwan pavilion. From here, we can see that Vietnam has also become one of Taiwan's popular investment destinations in Southeast Asia.

With the growing market in Vietnam, we also organized a delegation for those interested in investing Vietnam to visit the factories of 4 local and Taiwanese companies located near Hanoi and Ho Chi Minh City, including Sheh Fung, Thread Industrial, AMA, and Brother Fasteners, and enjoyed a great time in a welcome banquet with Tycoons’ President.

Strong Export Potential for

Exhibitors

Th is must-visit annual show for fastener professionals across China was held on May 22 to 24. It used two exhibition halls totaling the area up to 42,000 square meters. According to the exhibitor registration statistics by the organizer, 690 fastener and related exhibitors participated in the show, which successfully attracted tens of thousands of visitors from home and abroad within the 3-day event, once again proving its status as the cornerstone for Chinese fastener industry to expand sales. Fastener World also exhibited at the show to bring you first-hand market intelligence.

Fastener World on-site staff observed that the exhibitors could be categorized into fastener products, forming machines, inspection and sorting machines, packaging machines, raw materials & steel, tools and dies, and heat treatment companies. In addition, there were overseas exhibitors such as Hyodong Machine from South Korea, Sacma from Italy, and Nedschroef, as well as many renowned fastener products and machine manufacturers from Taiwan. Fastener World was also one the exhibitors this year, distributing publications on-site and introducing the companies in the publications as well as the Fastener World export matchmaking platform to visitors from China and around the world to create export connections.

Fastener World's on-site staff reported that the overseas visitors were mainly from Central and South America, with Mexico being the largest visitor source, and some visitors from the United States coming to meet with Chinese suppliers. In addition, the prices of standard fasteners in China are now very low and competition is intense. The local Chinese market is saturating up, so many local companies are turning to export. Last but not least, due to EU anti-dumping duties and the US-China trade war, Chinese machinery exhibitors have now switched their sales targets from Europe and the U.S. to developing countries such as Mexico, India, and South America.

As the show closed, the organizer quickly announced that the 2025 edition will be held at Shanghai World Expo Exhibition & Center from May 22 to 24 again, contributing momentum to the development and prosperity of the fastener industry.

Vietnam's Largest Machine Tool, Precision Engineering and Metal Processing Technology Exhibition

Saigon Exhibition & Convention Center opened its gate for MTA Vietnam from July 2 to 5, 2024. According to the organizer’s released list of exhibitors, there were 322 exhibitors coming from Germany, India, Italy, Japan, Taiwan, South Korea, Malaysia, Poland, China, Singapore, Thailand, Turkey, the U.S. and Vietnam. The products displayed by the exhibitors related to the fastener industry included fasteners and hardware products, metal forming machines, power tools, tool holders, inspection equipment and gauges, packaging technology, dies, heat treatment technology, etc.

For this edition, the organizer planned pavilions of Germany, Taiwan, and China. In addition, an exhibitors exchange meeting titled "The Journey Towards Sustainability and Carbon Neutral in Manufacturing" was held for discussing topics including sustainability, carbon neutrality, greenhouse gases, and ISO 14064 certification.

Fastener World’s booth encountered visitors from Japan, the U.S., Hong Kong, Arabia, China and India. The largest number of visitors were from Vietnam, showing strong interest in Taiwan's high-quality fastener suppliers. Visitors from the U.S. and Japan were mostly specialized fastener traders, hoping to find more price-competitive fastener suppliers in Vietnam and around the world through Fastener World. The remaining visitors were mostly machine manufacturers and end users of fasteners. Using the most complete database across the fastener industry, Fastener World recommended suitable suppliers to these visitors based on their product needs, connecting Vietnam with the world’s fastener business opportunities.

A Manufacturing Event That Brings Together Six Major Industries Into One

From July 19th to 22nd, a significant international manufacturing show was held at Bangkok International Trade & Exhibition Centre (BITEC). This show was large and included six areas including auto parts, surface treatment, electronics, robots/automation, facility management, mold making, and plastics, to create the most comprehensive manufacturing and peripheral industry show in Southeast Asia.

A major feature of this show was having pavilions for many countries including China, Singapore, Germany, Taiwan, and Japan. The visual design of each pavilion showed the exhibitors came prepared in a form of unified allies. In addition to local Thai exhibitors, this show gathered a large number of Chinese exhibitors, exceeding the number of other foreign exhibitors. The foreign countries with the second largest number of exhibitors were Japan and Germany. Among the exhibitors, many were manufacturers of medium and large automotive parts. Among the exhibitors that provided fasteners as part of the product line, most were Chinese companies, and additionally there was a South Korean automotive fastener manufacturer. In terms of hardware and washers, there were several exhibitors from China, Thailand and Singapore. In terms of fastener-related peripheral products, there were several Japanese screw feeder manufacturers, as well as several Japanese fastener surface treatment companies.

It is worth noting that in the Taiwan pavilion, many Taiwanese hand tool manufacturers came to exhibit, including well-known manufacturers such as Mobiletron and Proxene. The exhibitors also included hand tool traders and distributors from Japan and Thailand. In addition, many Japanese exhibitors in this show participated in the name of their branches established in Thailand.

Most of the visitors who came to Fastener World’s booth for the latest publications were looking for electronic screws, standard screws, customized screws, hexagonal bolts, automotive bolts, washers, and springs. A Japanese trader representative revealed that his company used to solely import fasteners into Thailand from many Japanese suppliers via the branches in Thailand. However, price considerations have rendered them to begin looking for other suppliers from Asia (including Taiwan) and Southeast Asia this year. In addition, a well-known German fastener developer is about to set up a factory in Thailand and is looking for high-quality fastener suppliers in Asia. Fastener World did its best part to introduce suitable suppliers in the publications to these representatives and other visitors.

The next show will be held again at the same location from June 18 to 21, 2025, and is expected to continue this year's achievements.

Higher Inquiries on Auto Parts and Accessories

Inafastener was held at JIExpo Kemayoran in Jakarta, Indonesia, from May 15 to 17 this year, and was concurrently held with the shows for bicycle & motorcycle parts & accessories, tyre & rubber, bus & truck parts & accessories, construction/infrastructure/mining, and trucks & trailers. Although Inafastener, which exhibited a wide range of industrial fasteners and fastening elements, assembly and installation systems, as well as services related to warehousing and logistics, was one of the thematic zones, the number and proportion of exhibitors of hardware and fasteners was relatively small, as the overall exhibition area was still dominated by exhibitors from automotive and motorcycle related industries.

This year, Fastener World also participated in the exhibition and distributed our latest magazines on-site, in order to build a bridge with local supply chains and potential customers for those interested in expanding into the Indonesian market and deepening their business layout in the ASEAN markets. According to the observation of Fastener World's staff on-site, this year's show was more of a regional show. Although there were a few exhibitors from Japan, Taiwan, Vietnam and China, the majority of exhibitors were local. Automotive parts and accessories were the products with high enquiries this year. In addition, in response to the industry's concern about energy saving and carbon reduction, some exhibitors displayed products and services related to energy saving or low carbon technology.

China High Quality Collaborative Development Industry Alliance for Wind Power Fasteners is Launched

The High Quality Collaborative Development Industry Alliance was established at the Beijing Wind Power Fasteners Technology Exchange Conference on April 8. More than 40 companies participated in the meeting and discussed existing issues in all aspects of the entire life cycle of wind power fasteners.

The wind power industry is in a period of rapid development. Fasteners are key components in wind power equipment, and their quality and technological advancement are crucial to the safe operation and long-term stability of the equipment. Strengthening exchanges and cooperation across the wind power fastener industry chain, jointly promoting fastener technology innovation and application, and standardizing market-oriented behavior have become urgent for the development of the current wind power fastener industry.

To this end, the National Technical Committee on Fastener Standardization established the High Quality Collaborative Development Industry Alliance for Wind Power Fasteners. The committee invited wind power companies, machine manufacturing companies, fastener manufacturers, universities, scientific research institutes and related service agencies to join the alliance to jointly promote the high-quality development of China's wind power fasteners.

New Report Shows How Global South Can Minimize the CBAM Impact

The report by the Centre for Science and Environment (CSE) estimated that at a rate of €100 (or US $106) per ton of carbon dioxide equivalent, CBAM would impose an average tax burden of 25% annually over and above the value of CBAM-covered goods exported to the EU by India. The report shared recommendations on how developing countries can proactively take steps to mitigate CBAM's liability, while also transforming their manufacturing sectors to shift towards low-carbon processes. In line with their demand for financing, developing countries must have sectoral mitigation plans in place outlining specific measures and targets for emissions reductions in key emitting sectors of their economies, the report suggested. In order to lessen the effects of paying the tax to the EU (or any other nation enforcing a similar mechanism), developing nations should tax their exports domestically and reinvest the proceeds into a decarbonization fund under government management, the report recommended.

This strategy does not interfere with fair trading conditions with the EU and satisfies the EU's demand for the establishment of a domestic carbon pricing system, in this case, a carbon tax. Additionally, it keeps the money in the developing nation.

The report suggested that emerging nations take into consideration varied production techniques for various markets and trade partners as a stopgap strategy. Using green production methods for products going to areas with CBAMs may be a temporary measure while the nation's manufacturing sector progressively becomes less carbonintensive.

The report said that if climate policies are to permeate trade agreements, climate justice must be at the core of this development. This requires considering the burden-sharing aspect of climate policy in trade as well. In this light, the report proposed a system where developing countries could impose a ‘historical polluter tax’ on trade partners to fund their own decarbonization efforts. Trade partners who have contributed a specific amount to the total historical CO2 emissions since the pre-industrial era may be subject to this tax.

Thailand to Impose Carbon Tax Next Year, Starting at 200 Bahts Per Ton

Thailand plans to implement carbon tax when the Global Warming Act comes into effect in 2025. The carbon tax rate will be 200 bahts per ton. Thailand’s launch of carbon tax will help integrate with Europe’s CBAM regulations affecting five commodities in 2026.

Ekniti Nitithanprapas, head of Thailand Excise Department, said that the implementation of carbon tax will adopt international standards and emissions will be taxed at the source. For example, in the past, vehicles were levied based on engine exhaust volume, but now they are levied on carbon dioxide emissions. Vehicles with carbon emissions exceeding 200 grams per kilometer are subject to a tax rate of 35%; vehicles with carbon emissions below 150 grams per kilometer are subject to a tax rate of 25%.

Indian Government Bans Screw Imports Priced Less Than Rs 129 Per Kg

In a move to promote local manufacturing of screws, the government has prohibited the imports of certain kinds of screws- priced lower than Rs 129 per kg. “The import policy of screws...is revised from free to prohibited. However, import shall be free if CIF (cost, insurance, freight) value is Rs 129 or above per kg,” the Directorate General of Foreign Trade (DGFT) said in a notification. The ban is imposed on coach crews, machine screws, wood screws, hook screws, and selftapping screws.

The trust of Ludhiana-based industrialists got shattered as Finance Minister Nirmala Sitharaman did not announce relaxation in the 45-day payment rule for the micro, small and medium enterprises (MSMEs). During the campaigning for the Lok Sabha(House of the People) poll, the industrialists had met Sitharaman, who had promised a rollback of the rule. Further, the Finance Minister’s decision to reduce the Budget of the Ministry of Micro, Small and Medium Enterprises from Rs 23,177 crore to Rs 21,549 crore has taken the industrial hub by surprise.

Badish Jindal, president, Federation of Punjab Small Industries Association, said, “Finance Minister Nirmala Sitharaman didn’t speak a word on Section 43B (45-day payment rule), which she had promised to roll back while campaigning in Ludhiana. MSMEs are feeling cheated throughout India. Instead of announcing subsidies or incentives, the Budget of the Ministry has been reduced. The only saving grace is that one can avail loan up to Rs 20 lakh instead of Rs 10 lakh under the Pradhan Mantri Mudra Yojana (a load scheme by Prime Minister Modi),” said Jindal.

Gurmeet Kular, chief of the Federation of Industrial and Commercial Undertaking, said the industrialists had appealed to the Finance Minister to review the 45-day payment rule due to the cancellation of contracts by buyers and suppliers who need to pay tax on delayed payments. “This new clause came into effect from April 1. The Finance Minister had promised to review it, but nothing has been done in this regard,” he added.

Even the Fastener Manufacturers’ Association of India is extremely disappointed with the proposals. Narinder Bhamra, president, Fastener Manufacturers’ Association of India, said, “There is nothing much for the MSMEs. They should have taken steps to form a steel regulatory authority, upgradation of credit linked capital subsidy scheme, reduction in import duty on machinery and provisions of social security for taxpayers. There is no fresh subsidy or support in the Budget for the MSMEs. There is no word on withdrawal of Section 43B, which is hurting the MSMEs.” Several schemes such as credit support to the MSMEs during stress period and credit guarantee scheme for the MSMEs in the manufacturing sector existed only on paper, said Bhamra.

India imported screws, bolts, nuts, washers and similar articles worth US$468.15 million during April-October FY24 and US$827 million in entire FY23 mostly from France, China, Belgium, Australia, Bangladesh and Brazil.

EVs Flock in Brazil Before New Tariff Takes Effect

Brazil's car import soared in the first quarter of 2024, driven by an inflow of EVs from China. The data released by the Brazilian Ministry of Development, Industry, Trade and Services showed that from January to March, Brazil's passenger car import increased by 46.4% year-on-year, reaching a market value of USD 1.5 billion.

Out of this market value, Chinese cars alone accounted for about 40%, and the import surged by 450% compared with the same period in 2023. The Ministry said the growth in import was driven by cars imported from China, which were mainly pure electric and hybrid vehicles.

The import tax on EVs had been reduced to zero since 2015, but Brazilian President Lula reinstates it this year to encourage the development of the domestic auto industry. Starting in January, the import tariff for pure EVs was 10%, increased to 18% in July and will eventually reach 35% in July 2026. Hybrid vehicles were subject to a 15% import tax earlier this year, which rose to 25% in July, and will reach 35% in July 2026.

Mexico Levies Tariff on Chinese Fasteners, Effective Immediately

Mexican President López Obrador signed an act to impose temporary import tariffs of 5% to 50% on 544 items, including fasteners, steel, and aluminum. Mexico News Daily reported that new tariffs are imposed on hundreds of imported products from countries with which it has not signed a trade agreement, and said that this move seems to be mainly aimed at China.

The act is effective from April 23 and will be valid for two years. According to the act, fasteners will be subject to a temporary import tariff of 35%. The fastener products involved include square head screws, other wood screws, hook screws and ring screws, self-tapping screws.

Goods imported from regions and countries that have signed trade agreements with Mexico (including the U.S., Canada, the EU, as well as CPTPP signatory countries such as Australia, Chile, Japan, and Vietnam) will enjoy preferential tariff treatment if they meet the relevant provisions of the agreement.

USITC Tariff Revision: Different Rates for Chinese Fasteners

According to the recently announced revision to the General Schedule of Tariff Applications of the U.S. International Trade Commission (USITC), certain fasteners from People’s Republic of China under HS Code 7318 and its subcategories will be subject to different tariff rates (and up to 45% for some subcategories), in addition to the preferential rates for certain countries and the normal rates for the rest of the countries. Ukraine Announces Extension of AD Measures Against Steel Fasteners from China

Ukraine's Interdepartmental Commission on International Trade has announced the extension of anti-dumping duties on steel fasteners originating from China. The extension is force from April 17, 2024. Except for 2 Chinese producers subject to lower AD rates less than 40%, all other Chinese steel fastener producers and exporters are subject to a rate of 67.4%. The products involved are threaded steel screws, bolts, nuts imported from China, falling within the categories of 7318156990, 7318158190, 7318198169190 and 7318169990.

The AD measures were first introduced in Ukraine in 2020 and the AD investigation was launched in Dec. 2019 and completed earlier than expected. Ukraine also announced the final AD measures against steel wire originating from China last August, which will be valid for 5 years at a rate of 32.6%.

In the Turkish Automotive Sector, the Market Grew by 24 Percent in the First Quarter of the Year

The Automotive Industry Association (OSD) announced the data for the first quarter of 2024. Compared to the same period of the previous year, total production increased by 3 percent and amounted to 377 thousand 70 units. Together with tractor production, total production increased to 390,925 units. In the commercial vehicle group, production decreased by 4 percent in the first quarter of the year, and in the light commercial vehicle group by 5 percent, while there was a 1 percent increase in the heavy commercial vehicle group. Compared to the first quarter of 2023, the commercial vehicle market increased by 2 percent, the light commercial vehicle market increased by 3 percent, while the heavy commercial vehicle market increased by 1 percent. In the first quarter of the year, compared to the same period of the previous year, total automotive exports increased by 1 percent on a unit basis. In this period, total exports amounted to 256,511 units. Capacity utilization rates on the basis of vehicle group were 77 percent in light vehicles (cars + light commercial vehicles), 78 percent in the truck group, 64 percent in the midibus group and 74 percent in the tractor group.

Exports Increased by 5 Percent to 9.2 Billion US Dollars!

In the first quarter of the year, automotive exports increased by 1 percent on a unit basis compared to the same period of the previous year and amounted to 256,511 units. Tractor exports, on the other hand, decreased by 13 percent compared to the same period of 2023 and amounted to 4,562 units. According to the data of the Turkish Exporters Assembly, total automotive industry exports maintained their top position in the sectoral export ranking with 14 percent in the first quarter of 2024. In the first month of 2024, Turkey's exports increased in total, while the iron and steel sector accounted for 10.3 percent of exports. While the global decline in ferrous and non-ferrous metals also had an effect in January, there was an increase of 2.1 percent in the steel sector as a result of the increasing demand. The positive start of the year to the sector, which declined in the 12 months of last year, made the sector smile. In January, the Turkish top steel exporter was Germany with 178 million USD, followed by Italy with 113 million USD and Romania with 105 million USD. Among the top 10 markets, the most striking increases were seen in exports to Spain with 42 percent, Romania with 32 percent and the United Kingdom with 28 percent.

In ADMIB's exports, it was seen that Algeria ranked first with an export of 16.9 million USD, followed by Iraq with 16.3 million USD and Germany with 12.3 million USD. Among the top 10 markets, increases of 465 percent were recorded in Greece, 260 percent in Algeria, 90 percent in Romania and 79 percent in the United Kingdom.

Evaluating the export data for January, ADMIB President Fuat Tosyalı made the following statements: "We had a 17 percent increase in the January exports of our iron and steel sectors on a quantity basis. It is pleasing that the number of orders we receive is increasing. Especially in our steel sector, we could not increase exports last year, and starting this year with an increase gave morale to our sector. We can compete with the whole world with our quality. If we can add the competitiveness in price to this, we think that the demand will increase more. Considering today's conditions, we anticipate that our iron and steel sectors will receive more demand, especially in the second half of the year, and therefore will reach a higher export performance compared to the first half of the year. However, instead of waiting for the demand to come, we need to create an environment that will meet the demand. On the one hand, we focus on compliance with the EU Green Deal; on the other hand, we think that we will meet every demand that may come with increases in our capacities. We believe that the investments of many of our companies in our sector last year will make a positive contribution to both production and exports this year.
