Non-stop hustle on the MFBC-WTC business mission to the Philippines
A
ccompanied by several members of the Manitoba Filipino Business Council, President Jon Reyes led an advance mission trip to the Philippines in partnership with the World Trade Centre Winnipeg and the Winnipeg Chamber of Commerce. After a year of planning, it was time to get down to business as an intense meeting schedule was coordinated by our counterparts at the World Trade Centre Metro Manila. Business is definitely more fun in the Philippines except when you're stuck in traffic and trying to rush from meeting to meeting. The MFBC advance mission had several objectives which included identifying business opportunities for MFBC members and opening the door to a larger business mission in 2014. After meeting high calibre officials from several
key industry associations and business groups, the outlook of a larger business mission during the first quarter of 2014 looks extremely promising. Meetings with several industry groups left all MFBC member's heads spinning with ideas. Not just for their own interests but potentially those of many MFBC members. The MFBC-WTC team met with the following groups in Manila: Philippine Retailers Association, Canadian Chamber of Commerce Manila (CanCHAM), Philippine
Software Industry Association, Business Process Outsourcing Association of the Philippines and the Philippine Chamber of Commerce and Industry. Among the government groups that met with the MFBC included the Board of Investment (BOI), Department of Trade and Industry (DTI), Tourism Promotion
Board, Center of International Trade Expositions and Missions (CITEM). Also part of the busy meeting schedule was a short visit to the Canadian Embassy and a special visit by Canadian Ambassador, Christopher Thornley. Representing the World Trade Centre Winnipeg was

The summer for the Winnipeg Jets front office was a busy one as they were able to lock up Bryan Little and Blake Wheeler to long term deals solidifying their top line with captain Andrew Ladd. Defenseman Zach Bogosian also inked a deal for seven years. The Jets did lose forward Alexander Burmistrov to the KHL in Russia but managed to trade for former 30 goal scorer Devin Setoguchi from the Minnesota Wild. Back to school is the theme around this time of year and some new Jets prospects will try to make the grade and crack coach Claude Noel’s roster. Centre Mark Scheifele seems poised to finally make the team after spending the
past two years in the OHL with the Barrie Colts. Last year’s first round pick Jacob Trouba could round out the defensive core while 2013 first round selection Josh Morrissey will be learning the ropes in training camp. There will be plenty to watch out for this upcoming NHL season as the Winnipeg Jets will try to make the transition to the Western Conference. If the team can stay healthy, get some solid goaltending from Ondrej Pavelec, and possibly a breakout season from Evander Kane, the Jets may finally make the playoffs for the first time since moving from Atlanta. Senate finally approves FOI bill
A
fter being approved in the Senate during the last Congress but failing to get the same approval at the House of Representatives, the proposed Freedom of Information (FOI) bill was approved by a joint panel in the Senate on Wednesday after holding only two hearings. The FOI bill seeks to institute transparency and accountability in government by ensuring reasonable access to public documents and information. While the bill, if enacted into law, would allow access to government records, it also contains some exemptions and safeguards on
information concerning national security, bargaining position of the country in international transactions or when it would jeopardize criminal investigation, among others. Senator Grace Poe, head of the Senate committee on public information and mass media said a committee report on the approved bill will now be routed to members of the committees for signature before it will be submitted for plenary debates. The senator added that they were determined to submit a committee report on the floor on September 24, sponsor it for plenary debates
on September 25 and hopefully gets the approval of the chamber within the year. The senator further said that the controversial “right of reply” provision was not included in the approved measure. The provision mandates media organizations to allow officials to respond to reports that were obtained through the FOI requests.
Angara praises signing of Anti-Bullying Law President Benigno S. Aquino III has recently approved the law against bullying in schools. Aquino signed Republic Act No 10627 or the Anti-Bullying Act of 2013, as Senator Juan Edgardo “Sonny” Angara lauded the President, calling it a huge step in protecting our children from the earliest forms of violence. The law defines bullying as any severe or repeated use by one or more students of a written, verbal or electronic expression, or a physical act or gesture, or any combination thereof, directed at another student that has the effect of actually causing or placing the latter in reasonable fear of physical or emotional harm or

Angara, one of the principal authors of the anti-bullying bill, admitted that his own son was a victim of bullying in school. According to the senator, a study conducted by Plan International and UNICEF on Violence Against Children in Public Schools in the
Philippines in 2009 revealed that four out of 10 children in Grades 1 to 3, and seven out of 10 in both Grades 4 to 6 and high school have experienced some kind of violence in school.

Pivot to the Philippines
A
fter a two-year thunderous relationship, the U.S. and China seem to start warming up to each other. Not only did the two countries’ defense chiefs meet in Washington DC, Defense Secretary Chuck Hagel extended an invitation to China to participate in a joint naval exercise! And in a gesture of openness, Hagel showed Chinese Defense Minister Chang Wanquan the nerve center of the North American Aerospace Defense Command (NORAD), which is also known as the American strategic nuclear counterattack forefront. This is where the military’s top brass would operate in the event of a nuclear war with China or any other nuclear-armed country. Located inside a humongous bunker carved out of the Cheyenne Mountain in Colorado, not a lot of foreigners have been invited inside, let alone the Chinese defense minister. Indeed, Chang’s American hosts treated him royally. He could have reciprocated by just being polite. That would have been the right thing to do. Instead, he went on the offensive during a threehour bilateral meeting with Hagel on August 19, 2013 in Washington DC. Keep your friends close… In an AFP news report titled, “China will defend seas,” last August 21, Chang was quoted as saying: “We always insist that related disputes be solved through dialogue and negotiation.” That’s a nice and friendly opening. But what followed next was a strongly worded statement, to wit: “However, no one should fantasize that China would barter away our core interests, and no one should underestimate our will and determination in defending our territory, sovereignty and maritime rights.” Clearly, his remarks were directed at Japan, Vietnam, and the Philippines who are embroiled in territorial disputes with China. Nevertheless, Hagel invited China to participate in an antipiracy naval exercise in the Gulf of Aden, which was held the weekend of August 24. China was also invited to take part in a major
US naval exercise in 2014, which makes one wonder why is the U.S. suddenly cozying up to China? But then, Hagel could just be doing “Godfather” Vito Corleone’s favorite line: “Keep your friends close, but your enemies closer.” Pivot to Asia Two years ago, the Obama administration announced a plan -- which came to be known as “Pivot to Asia” -- to shift 60% of US air and naval forces to the Asia-Pacific region. As part of this strategic rebalancing of U.S. air and naval assets, the Pentagon developed the concept of Air-Sea Battle (ASB), which combines air and naval forces to counter “the increasingly formidable defenses of nations like China or Iran.” The first line of defense is along the First Island Chain that connects Japan, Taiwan, Philippines, Borneo and Malaysia. China has not broken through the chain; however, she is employing “salami-slicing” tactics to grab small islands – island by island -in the South China Sea. Part of ASB is to encircle China with a string of “small, bare bones bases” in the Pacific along the Second Island Chain, which connects Japan through Guam to Papua. ASB would provide the US with the ability to disperse her forces should the main bases (Guam’s Anderson Air Base and other Western Pacific airbases) come under attack by Chinese ballistic missiles. (Source: “US encircling China with military bases: Report,” Press TV) But no sooner had Chang gone back to China than Hagel took off on a four-nation trip to Malaysia, Indonesia, Brunei, and the Philippines. His trip to Brunei coincided with the annual meeting of the defense ministers of the 10-member Association of Southeast Nations (ASEAN). Hagel’s move didn’t dwell well with China. Weakest link in the chain Hagel’s visit to the Philippines on August 29-30 signified the US’s determination to strengthen the alliance between the two countries. But being the weakest

link in the First Island Chain, the Philippines is depending on the US-Philippines Mutual Defense Treaty (MDT) in defending her territory. But that is not enough. Currently under negotiation is a framework agreement that would allow the US to increase the presence of American troops and air and naval forces on a rotational basis. This would provide interoperability of US and Philippine forces to deter aggression or intrusion into Philippine territory. Given this scenario, China’s military leaders would think twice before they’d attempt to intrude into Philippine territory. Obama visit It was announced the other day that US President Barack Obama will visit Indonesia, Brunei, Malaysia, and the Philippines from October 6 to 12; the same countries Hagel visited last August. It’s interesting to note that since Obama assumed the presidency in 2009, he had made several trips to the Asia-Pacific region but the Philippines was never on his itinerary. For some reason, the Philippines didn’t seem to have a significant role in the geopolitical game in Asia-Pacific. Or, could it have been a subtle message that Uncle Sam didn’t appreciate what the Philippines did in 1992; that is, kick the US bases out? Whatever the reasons were, the nightmarish threat of Chinese encroachment of Philippine-held islands in the South China Sea is enough for Philippine President Benigno Aquino III to run to Uncle Sam for help! It did not then come as a surprise when Wang Guanzhong, a senior officer of China’s People’s Liberation Army (PLA), reportedly warned visiting US Defense Undersecretary James Miller that the US should handle issues “appropriately” to avoid damaging “mutual strategic trust.” “These issues should not become a problem between China and the United States, and China hopes that the United States does not become a third party in these issues,” Wang said. In short, what China was telling the U.S. is: “Stay out of my way.” 2020 timetable In an article published a few months ago in the Want China Times titled, “China to take Second Island Chain by 2020,” it said: “In 1982, Admiral Liu Huaqing, the former commander of the PLA Navy and the mastermind
of China’s modern naval strategy, said that it would be necessary for China to control the First and Second Island Chains by 2010 and 2020. The PLA Navy must be ready to challenge US domination over the Western Pacific and the Indian Ocean in 2040. If China is able to dominate the Second Island Chain seven years from now, the East China Sea will become the backyard of the PLA Navy.” If China succeeds in breaking through the First Island Chain and takes control of the Second Island Chain, the entire Western Pacific waters would become

9 “Lake Beijing.” And in the middle of this “lake” is the sea-locked Philippines, isolated from the rest of the world. Surmise it to say, “Pivot to the Philippines” is the linchpin of the US’s plan to rebalance her air and naval forces in Asia-Pacific. A century ago, the Philippines was America’s “Gateway to China.” Today, the Philippines is the “Gatekeeper of the Pacific,” which is to prevent China from dominating and controlling the sea lanes in the Western Pacific waters.

DILG, CAAP mull resumption of Zamboanga flights
T
he Department of Interior and Local Government (DILG) and the Civil Aviation Authority of the Philippines (CAAP) are planning to resume daily commercial flights at the Zamboanga International Airport. DILG Secretary Mar Roxas II said they are studying the possibility of resuming two flights on Thursday, adding that more inbound and out-bound flights will
be scheduled once flight schedules return to normal. Roxas also reminded stranded passengers including those with expired tickets to contact airline companies for processing. They are required to bring valid identification cards for security measures. The attack launched by members of the Moro National Liberation Front (MNLF) on the southern city last week prompted the cancellations of flights to
and from Zamboanga City. CAAP Director-General William Hotchkiss cited security reasons for closing the airport. Classes and government work were likewise suspended as a result of the MNLF attack

I am an expatriate; nevertheless, my heart bleeds for the country that gave me birth. Since my family and I settled in a foreign land some decades ago, daily I long to return home. Before I creep on my bed, I always look up the sky by my window and murmur to myself, "Tomorrow, the Philippines". When you assumed power, the Filipino people tired of corruption perpetrated and perpetuated by those who had been abusing their delegated political powers, were hopeful that things in the old homeland would change for the better. It is disheartening to read news articles that the wrong practices of old---the systemic deception against the Filipino people---such as wanton thievery of powerful men and women who have access to public funds, appropriating the tax money for
themselves is still going on until this day. It is outrageous. It is revolting. Mr President, when your late Mother assumed power after the four day war in EDSA '86, her very first act to transform the birth land from the savages of abuses of the discredited regime, is the dismantling of the machinery of Martial Law. She appointed Nene Pimentel as head of the local government unit to carry out the presidential fiat to remove all incumbent officials from their seats. The misuse of government power for self-enrichment of the elected and appointed officials and their minions is clearly a gross betrayal of the fundamental purpose of government to serve the people. If the government was established to restrain evil and do well for the nation, the citizens must, in general, be subject to good governance and ought to obey its just laws. In the light, however, of the long train of abuses and usurpation of powers that the old homeland is undergoing since the days the country was subjugated by foreign powers, to correct the pattern of despotism, I am convinced, the Filipino people have the right to overthrow despotic officials in order to usher a new set of rulers who can provide safeguards for the future of the Philippines. Whether the change being proposed is to be carried out by military action, or revolt of the Filipino people, or, a Cory act---declaring a Revolutionary Government to cleanse government bureaucracy of
despotic leaders, do not matter anymore. What the nation need is restoration as a serene place to live in; not a paradise to be robbed. The Philippines is akin to a tree that evinces bitter fruit. ookmark Hamiota on Google Maps as the next hotbed of Filipino basketball talent! Yes, that's right, there's a Filipino basketball tournament in Hamiota, Manitoba. In an 8-team tournament, Filipino basketball players from surrounding communities came together on June 29-30 at the Hamiota Collegiate Gym. Teams from Neepawa, Brandon, Dauphin, Virden, Hamiota and Moosimin, SK were represented.
Neepawa had three teams at the tournament. Neepawa 1 was crowned the tournament champion with 1st runner up going to Virden. Neepawa 2 won 2nd runner up and Hamiota took 3rd runner up. In case you don't know where Hamiota is, it's approximate 3.5hrs west of Winnipeg nestled along Highway 21 between Hwy 1 TransCanada and Hwy 16 Yellowhead

Kapuso young actress wins award in New York film fest

nother young Filipino and Sciences (FAMAS) Awards actress gets internationally this year. Aside from the Harlem recognized for her acting talent. International Film Festival Barbara Miguel, the Kapuso “Nuwebe” was also shown in child star who starred in the various international film fests, Cinemalaya New Breed Category including Montreal World Film entry “Nuwebe” won the Best Festival in Canada and MovieMov Actress award in the recently Italian Film Festival in Rome. concluded Harlem International Film Festival Award in New York. The ten-year old Barbara played the role of Krista a nineyear-old child impregnated by her own father in the indie movie which was based on real-life accounts. Film Academy selects ‘Transit’ for 2014 Oscars

Government of Manitoba Working with Communities to Increase Recreation Choices Province’s Recreation Policy to be Updated to Improve Accessibility, Better Reflect Changing Face of Manitobans: Chief
S
tarting this fall, the province will begin a review of Manitoba’s Policy for Recreation Opportunities to help the government establish effective priorities that reflect the changing face of recreation across the province, Children and Youth Opportunities Minister Kevin Chief announced today. “We see an increasing role for recreation in building relationships and healthy communities,” said Chief. “And as the face of our communities is changing, so too is the way Manitobans like to spend their leisure time. We need to stay current and responsive to emerging
trends, whether that’s traditional play programs, or a game of cricket or ultimate frisbee.” The minister noted that recreation is widely recognized as an effective tool to address community issues such as crime prevention, physical activity rates and community development. Recreation professionals are increasingly partnering with local governments and community organizations to provide recreation programming that meets identified community needs, Chief added. “As well as alleviating the negative pressures of poverty, recreation builds a sense of belonging across all segments of
society, and we know improving accessibility to those recreation opportunities is key,” said Dennis Lewycky, executive director of the Social Planning Council of Winnipeg. “Recreation programs offer a positive alternative, especially for kids, and we need to ensure there are opportunities available for everyone.” The minister noted the government continues to make significant investments in recreation programming, with more than $2 million invested in children’s recreation programs this year. This summer, provincially supported summer recreation programs include:
• The Manitoba Camping Association Sunshine Fund – underprivileged children from all parts of the province were provided the opportunity to attend an accredited Manitoba Summer Camp; • Skateboard Ambassador and Instructional Camps in Brandon – eight youth ambassadors provided one-on-one coaching, education on skate-park etiquette, advice on proper safety equipment and also provided seven instructional skate camps in July and August to approximately 140 youth; • Youth Leadership Base Camp in Flin Flon – a project for youth
ages five to 13, which included educational activities, outdoor recreation and skill development activities, crafts, games, community volunteering and music/drama activities; and • Youth programming at the Broadway Neighbourhood Centre in Winnipeg – activities included cooking for kids, trips to Assiniboine Park and beaches, and the Wrench Program, where participants learned to fix bicycles. Chief said key partners will be consulted in the redevelopment of the policy, including local governments, school divisions, and sport and recreation organizations.

Piolo Pascual leads "ON THE JOB"
T
he cycle of life and death and scheming at its highest level are on full display in ON THE JOB, a gritty crime thriller that delves deep into the inner-workings of the ingenious hitmen, honest cops, ambitious federal agents, and shady government officials. The film is based on the true scandal that rocked the Philippines where prison inmates were contracted by high-level politicians to temporarily leave jail and conduct a series of assassinations before returning to incarceration. After a prominent drug dealer is murdered by two criminals – Tatang (Joel Torre) and Daniel (Gerald Anderson) – Sergeant Acosta (Joey Marquez) takes the lead on the investigation, but their trail goes cold almost immediately. It might have to do with the fact that Tatang and Daniel get shuttled right back into prison after their killing spree and it’s the last place the cops are looking; the perfect cover-up. Federal agent Francis (Piolo Pascual) is called in to oversee the case by Manrique (Michael De Mesa), his controlling father-in-law and Congressman, on the orders of General Pacheco (Leo Martinez), but who is really pulling the strings? Not trusting his superiors to find the right leads, Acosta continues to stay involved and starts to show Francis just how immoral his orders are. Now caught in a web of deceit and corruption, Acosta and Francis are on a collision course with the government officials who will do anything to silence them – and no one is safe.

Business Is Still Good! Music Is Much Better (On Megadeth’s 2013 Gigantour in Winnipeg)
B
ecause we had other important appointments to attend to before the concert, we missed the front acts which included the U.S. Metal bands Hellyeah and Black Label Society; but that's all right, at least, by the time the headliners appeared onstage, our energy was freshly potent. I didn't care if I was wearing an Echo & the Bunnymen shirt; still I was practically headbanging and airdrumming through the whole set of Megadeth. The entire show was quite short—only about 14 songs, especially when compared with other gigs that we attended in the recent past. I think it was intentional, and I was already expecting that, considering the number of bands opening the show. Even so, Megadeth's fist-pounding brand of Thrash Metal remains as crunchy and sparklingly clear as always—Dave Mustaine's and Chris Broderick's
twin lead-guitar attack never failed to charge up the audience; add to that, the tubular-sounding bass playing of Dave Ellefson that connected well with the hits and kicks of drummer Shawn Drover. Megadeth opened their set with the tribal-drummingintroed "Trust," from the seventh album, Cryptic Writings (1997). Unsurprisingly they performed their most commercially popular song, "Symphony of Destruction," from the fifth album, Countdown to Extinction (1992), at the latter part of the set, which of course got the loudest sing-along response. They didn't play my most favorite song ("Mary Jane," from 1988’s So Far, So Good…So What!), but at least they played something from the same album—the Thrash ballad "In My Darkest Hours." One highlight of the show was the performance of the song "Dance in the Rain," from the latest album, Super Collider (2013), which featured on lead vocals

David Draiman of the U.S. band Disturbed. The moshpit though was a bit lackluster—no wild slamdancing—just full of Metalsign-flashing Metalheads. It didn't matter though, the music was enough to raise the dopamine levels of perhaps the majority of that night’s audience inside MTS Centre, and that meant Megadeth’s business is still good. In my honest opinion though, based on my having known the band since 1988, Mustaine and the rest of Megadeth seemed to be really past their wild and anarchic days. They remained passionate and hard-rocking onstage; but obviously, they had elevated onto the status of serious artists who were now simply happily reaping the fruits of their long labor and enjoying their music as usual. Come to think of it, 2013 is Megadeth's 30th anniversary. Gone were their youthful days of angst, rebellion, and drunken indulgence. And to me that’s actually better. His sobriety has surely helped Mustaine become more focused on the music rather than on the “art” of drinking.
I believe that the claim of many artists that drugs and alcohol enhance their creativity is just an illusion—a defense mechanism, justifying their follies by claiming that these are the seeds of their fruits. To me there is no better art than the kind which comes from a naturally potent and passionate mind. The last song was "Holy Wars...The Punishment Due," from the band's fourth album, Rust in Peace (1990). What sent shivers down my spine was the song that they selected to be played after the curtains had closed—"My Way" by Sex Pistols—Megadeth's

21 obvious tribute to one of their Punk Rock influences. (They covered Sex Pistols’ “Anarchy in the U.K.” in their third album.) Final Note Regarded as one of "The Big Four of Thrash Metal" (along with Metallica, Slayer, and Anthrax), Megadeth was founded by Dave Mustaine with Dave Ellefson in 1983, after Mustaine’s getting fired from Metallica because of his excesses. He was Metallica’s lead guitarist for two years. In its 30 years of activity, Megadeth has released 14 studio albums—from 1985’s Killing Is My Business... and Business Is Good! to this year’s Super Collider.

Bicol Association of Manitoba celebrates “Our Lady of Peñafrancia” annual fiesta at Kildonan Park
W
ith more than four hundred devotees at Kildonan Park, the annual "Pista ng Lady of Penafrancia" is considered as one of the biggest number in participation; and most food available during the lunch period. "Wow, ang daming tao, baka ma-short sila sa pagkain," one of the devotees said after joining a lone line leading to the two tables where volunteers handed food to everyone. "We have lots of food, Mama Mary provided us all what we need, nobody would go home with an empty stomach," Amado Mendoza, president of Bicol Association of Manitoba. Added by the balmy late summer wind and cloudy sky, the procession honoring the Lady of Penafrancia took a longer route around the football ground in Kildonan Park. Started at an early morning procession along the Red River, Lady of Penafrancia took a boat ride heading to Kildonan Park. Upon arrival, a mass was held with Fr. Sarsi, the officiating priest. People started coming and joined the mass and received the communion. After the procession, the line of devotees started forming and if one would have been present, one
would be alarmed by the hundreds of friends and guests of the Bicol Association of Manitoba, that the food would be short in supply. "Do not worry, maraming pagkain, our devotion to our Lady of Penafrancia helps us," one of the volunteers said. More donors came with pancit, ulam and desserts, and more lechons were chopped. Bicol Express and Bicol laing are some of the favorites. The Annual "Pista ng Lady of Penafrancia" has become one of the most popular events in the Filpino community. And every year, devotees attend the procession at the Red River, then to Kildonan Park and enjoy the Bicol's hot Bicol Express and other ulams!

Playing in the rain! I remember my childhood trips to the Philippines were always during rainy season. I recall the endless downpour as I played in the rain with my cousins in the province of Nueva Ecija, or driving through the water-filled streets of Quezon

an umbrella covering you on the greens and fairways. The Tagaytay Midlands Golf & Country Club is a private member golf course overlooking Taal Lake and Mount Makiling. It's quite a challenging course compared to the relatively flat golf courses across Manitoba. The abundance of greenery, Bermuda grass and an estimated 37,000 trees that line the course make every hole picturesque. I don't think I recall putting my camera phone away during my entire round. Or in my case, take a route off the beaten path to pick up pasalubong such as tawilis, lowa, jacobina and fresh buko pie. As luck would have it, driving back from Tagaytay, we picked up fresh buko pie from "The ORIGINAL Buko Pie Bakeshop" which now had an outlet in Santa Rosa, Tagaytay Road in Silang, Cavite. The freshly baked buko pies were crispy on the outside with large chunks of buko inside. Ang sarap!
The 2013/14 Winnipeg Jets pre-season kicked off while I was in the Philippines. As a true Winnipeg Jets fan, I brought it along with me for my version of “Hockey Morning In Manila�.
