Penalties – Something to Think About
P
enalties are something that really makes errors, even accidental errors, a real concern when dealing with the Canada Revenue Agency (CRA). I have to admit, as a former income tax auditor with what was then called the Canada Customs and Revenue Agency, I have some feeling for the issues that have led to stricter rules and more aggressive penalties and interest. Having said that, it does appear the power has gone to CRA’s head. The most egregious example is the penalty on missed T-slips. If a taxpayer should happen to miss a T-slip in one year, there is no penalty other than paying interest on any increased debt. If, however, that taxpayer misses a second T-slip in the next three years the penalty is 20% (10% federal and 10% provincial) on the gross income amount of the T-slip, even if no tax is owing! For example: 2011: Missed T5 with Interest of $100 -No Penalty
2012: Miss another T5 with interest of $3,000-Penalty $600. This is an automatic penalty calculated once the matching process starts at CRA, usually in late August or September. There is no forgiveness if the T-slip has been lost. We did have one lady that came to us that missed a small T-slip the year her husband died after a long illness and two years later missed a small but significant T4 from an employer who went bankrupt. The former employer sent the salary information to CRA but she said she never received the slip. The penalty was around $800. One client of ours received a T5 for approximately $10 and it had made very little difference so she thought she would wait until next year. Luckily CRA did not notify her, but had recorded the information. We were able to amend her record before they had notified her. A second miss could have been extremely painful. In another instance a client had not
received a T4 but we estimated the amount because we could not get the information from her former employer. It is very important that even if the amount is not large that you report it and amend a return as soon as possible. Not controversial, in my opinion, are penalties for fraud and evasion. I don’t know of any good accountant who will do work for a client that they know is committing fraud or evading tax. So, if your accountant is doing your returns knowing there is fraud, you are getting what you deserve. The penalties are very severe: 1. For tax evasion or making false or deceptive statements, keeping deceptive records, etc. the fine is not less than 50% and not more than 200% of the tax evaded plus the possibility of imprisonment for up to two years. 2. If successfully indicted for tax evasion a fine of not less than 100% and not more than 200% in addition to any other penalty. Other penalties exist for not filing, for example, but space is limited, so I have one last example. There are probably thousands of people that have worked under the table, not paying income tax or Canada Pension. These individuals cannot buy RRSPs (no earned income reported), could not have any recorded income so they cannot invest and now, at an age in the 60s cannot work. The total income for the future is the Old Age Security and

the Supplement. Rather meagre! Then there are numerous cases where they have been caught and the actual tax bill looks quite small compared to the final debt. T
he collapse of the Soviet Empire in 1991 catapulted the United States as the only superpower on Earth. It ushered in a new age -- Pax Americana -- with the balance of power securely ensured by the United States encircling what is left of the once-mighty Union of Soviet Socialist Republics (USSR), the Russian Federation. But don't be fooled by the demise of the communist regime. Russia, with 6.6 million square miles of land area covering more than one-eight of the world's inhabited land area. In 2012, Russia was the world's sixth largest economy with a GDP of $2.22 trillion, behind the U.S. (firstranked at $16.66 trillion), China ($10.09 trillion), Japan ($4.31 trillion), India ($4.06 trillion), and Germany ($2.94 trillion). Endowed with rich natural resources, Russia has the world's largest reserves of natural gas, second-largest reserves of coal, and the eight-largest reserves of crude oil. In 2011, she became the world's largest producer of oil, surpassing Saudi Arabia; and the second-largest producer of natural gas. And she possesses the largest stockpile of weapons of mass destruction. With the election of Vladimir Putin to the presidency in May 2012 for the second time around -- he served as President for two terms (from 2000 to 2008) but was constitutionally prohibited to
serve a third consecutive term -there are high expectations that Putin would take Russia on the high road to economic progress and propel the country on a trajectory that would regain her share of dominance -- if not total dominance-- of world geopolitics. Enter the Dragon On March 14, 2013, China's rubberstamp national legislature elected Xi Jinping to the ceremonial title of president, which capped his rise to the pinnacle of power as China's undisputed ruler. Last November, Xi was named Secretary General of the Communist Party of China (CPC) and Chairman of the powerful Central Military Commission (CMC), which controls the CPC's military arm, the People's Liberation Army (PLA). As the country's de facto armed forces, the PLA has an active membership of 2.25 million, which makes it the world's largest standing army. Never before since the time of Mao Zedong had a Chinese ruler consolidated his power within a short time-- four months! Upon his ascension to the presidency, Xi's first venture outside China was to visit his Russian counterpart Vladimir Putin. At their summit in Kremlin last March 22, the two leaders agreed to form a "strategic partnership" to advance their countries' interests. They
affirmed their mutual support for each country's geostrategic and territorial interests, which include territorial disputes. With more than 20 territorial disputes that China is embroiled with various countries -- including Japan, Philippines, India, Malaysia, Taiwan, Vietnam -- this could put Russia squarely on the paths of conflict, which could involve the United States who has mutual defense treaties with at least four of China's adversaries. "Sweetheart deal" Signing 30 agreements in the areas of energy, trade, technology, and military exchange, the highlight of Xi's visit was a rare glimpse into Russia’s defense command headquarters -- or “war room” -- a first by any foreign leader. Chinese media videotaped the event showing Xi being briefed as he looked at computers and giant screens tracking military intelligence targets. On the economic front, the new China-Russia strategic partnership would bind the two countries in jointly developing Russia's most strategic economic resources -- oil, gas, and coal -- to meet China's massive current and future energy requirements. One of the summit's immediate results was an agreement for Russia to triple her oil supplies to China in exchange for a $2-billion loan. In addition, the two countries agreed on a preliminary deal to build a gas pipeline. Indeed, with Russia as one of the world's largest energy producers and China the world's number one energy consumer, one can say that Xi got a "sweetheart deal" he couldn't resist. At a joint press conference, Xi told the media: "China's friendship with Russia guarantees strategic balance and peace in the continuation on page 19

A Royal Good Time in Brandon
J
ust when I thought that the winter festivals were over, my friends introduced me to the Royal Manitoba Winter Fair in Brandon, Manitoba. For as long as I’ve lived in Manitoba, this was the first time I’ve heard of it and after some insightful hints and highlights by other friends, I decided to take the trip out to Brandon. The Royal Manitoba Winter Fair has been around for 106 years and in 1970, during a visit by Queen Elizabeth II granted the Manitoba Winter Fair with a “Royal” designation. There are only two other fairs in the world with that distinction. As well, the Royal Manitoba Winter Fair is the starting point for many of the equine competitions and competitors and exhibitors travel from far and wide to participate in this internationally renowned event. The Keystone Centre is home for the week long fair and with so many activities, it’s pretty easy to see why this event is well attended by families. The Ag-Awareness area is where city folk like myself can learn about agriculture and even get my hands dirty in sheep shearing demonstrations or even milking cows. In the stables, getting up close and personal to the huge Clydesdales was a breath taking. I’ve seen Clydesdales on TV during Budweiser commercials
during the Super Bowl. I didn’t realize how large these horses are until I visited the stables and saw them rumbling through the Keystone Centre during the fourhorse hitch championships. These horses are huge and majestic. The biggest draw in the nightly entertainment for me was the pig scramble where 20 kids/youth are let loose on 10 wriggly little pigs in the area. The goal is for the kids to catch a little pig and slide a band around the little pig’s neck. It’s largely amusing watching young teenage kids run after a screaming and waddling pig. I only wish they had a similar event for the big kid in all of us. Judging from the enthusiasm from the crowd, the horse jumping competition was pretty riveting. All I know about horse jumping is that if they jump the gates without knocking down poles, that’s good. Jumping and knocking down poles, is bad. The rider and horse that jumped the course in the best time without knocking down gates, won. While I did catch the President’s Choice Superdogs show, I missed out on the cattle auction. Maybe I’ll save that experience for next year’s Royal Manitoba Winter Fair. Lots of fun and excitement for your entire family.

3 Pinoy indie films for 5th CPH PIX

hree Pinoy indie films will be screened at the 5th CPH PIX, an annual film festival to be held in Copenhagen, Denmark on April 11-24, including “Diablo,”“Six Degrees of Separation from Lilia Cuntapay,” and “Thy Womb”. The three films were commended in the fest’s website. Ramon Mez de Guzman’s “Diablo” is described as an “excellent and extremely well-produced drama.” “Six Degrees of Separation from Lilia Cuntapay” by Antoinette Jadaone, on the other hand, is deemed “touchingly sensitive” as it is “intensely moving” and “extremely relevant.” Brillante Mendoza “Thy Womb” was also applauded by
the website and describes as the multi-awarded director as “the Philippine film industry’s frontrunning maverick.” Recently, Mendoza and “Thy Womb” star Nora Aunor won the best director and best actress recognition at 6th ASIA-PACIFIC Awards (APSA). Manitoba Filipino Street Festival breakfast fundraising is an instant success!

lose to more than 470 people enjoyed the breakfast fundraising held recently at the newly opened Canton Food Gallery at Logan and McPhillps. With the usual
yummy breakfast menu of fried bangus, fried rice, scrambled egg and coffee (with so much refills), the officers, sponsors, volunteers and friends of the Manitoba Filipino Street Festival
Inc. savoured the Pinoy "almusal" from 7 until 11 a.m. Co sponsored by Sunnyday Environmental, the fundraising is the first attempt of the Manitoba Filipino Street Festival Inc. to
raise funds for the 2nd year festival which will be held on August 24, 2013 at Garden City Shopping Centre. And at the same time, to encourage more organizations and volunteers to join the festival
which had become a "talk of the town" of their 1st festival held last year, 2012. Door prizes were given away to the lucky winners.

The Spice Is Right For Yea Dim Sum
L
ocated in the heart of Chinatown, Yea Dim Sum is completely renovated and is a new Asian inspired restaurant founded by Edward Lam and Jonathan Tung. Chef Edward Lam has over 10 years of experience in the restaurant and food services industry, as well as serving as the executive head chef for a private Alberta resort. Jonathan Tung also has over 10 years of experience in the restaurant business as his travels have taken him to Toronto, Vancouver and Edmonton. The Tung’s former family business, well over 20 years was the former Dim Sum Garden, which was sold back in 2007. They’ve since taken the business back and renamed it as Yea Dim Sum Asian Cuisine.
Yea Dim Sum restaurant serves the traditional taste of dim sum with a new, modern twist. During the busy lunch service, carts of hot steamy dim sum roll through the two-tiered restaurant. The lower level seats approximately 70 people while the top level section at the back of the restaurant can accommodate 130 people. Dim sum happy hour is Monday-Friday, 2pm-10pm and Saturday/Sunday all day excluding holidays. Many of the items you’ll find on the Yea Dim Sum’s a la carte menu are inspired culinary dishes that have originated from regional Chinese communities in Japan, Malaysia, Thailand, Singapore, Taiwan, China and Indonesia. While keeping true to traditional Chinese dishes, Chef

In fact, one page in their menu is dedicated to the sauces used in their dishes. XO sauce is a spicy seafood sauce invented in Hong Kong. Belachan/belachan is a Malay style sambal, which is composed of freshly pounded chilis with sugar and lime juice. Sambals are popular in Indonesia, Malaysia, Singapore, southern Philippines and Sri Lanka. His scrapping of the 1953 Korean War Armistice and testing of a missile capable of delivering a nuclear warhead have prompted the U.S. to reassess her missile shield system against North Korea. Last March 15, Department of Defense Secretary Chuck Hagel announced that the U.S. will spend $1 billion to add 14 interceptors to the current 30 interceptors that are already based in Alaska. In addition, he said that the U.S. is planning to deploy an additional radar system in Japan, a move that would provide an "improved early warning and tracking of any missile launch from North Korea at the U.S. or Japan." Encirclement It is interesting to note that in January 2010, it was reported in the news that the U.S. had completed the transfer of a $6.4-billion weapons deal with Taiwan that included 200 advanced Patriot anti-ballistic missiles. It was also reported earlier that month that the U.S. had provided Taiwan with eight frigates equipped with the Aegis Combat System, which has the capacity to launch shipbased interceptor missiles. missile system in Japan, South Korea, Taiwan, and Australia. In addition, Taiwan has already a network of 22 missile sites around the country... ready to go! And that made China nervous... very nervous. The government-owned China Daily reported in its February 22, 2010, that China and Russia are encircled by chain of U.S. antimissile systems with a footprint that extends from Japan to South Korea to Taiwan. As one Chinese military strategist explained: Washington has deployed a ring of anti-missile systems around China's periphery forming a crescent-shaped encirclement that begins in Japan, stretches through nations in the South China Sea to India, and ends in Afghanistan. In addition to the Aegis Combat System and batteries of Patriot anti-ballistic missiles, the U.S. had moved a squadron of 12 B-52 nuclear-armed bombers and two squadrons of the advanced F-22 Raptor stealth jet fighters to Anderson Air Force Base in Guam. And at least three nuclear attack submarines are also deployed in Guam, which is beyond the range of China's landbased Dong Feng 21D anti-ship ballistic missile. With the U.S.S. George Washington nuclear-powered super carrier battle group forwarddeployed in Yokosuka, Japan, the U.S. provides an awesome array of state-of-the-art defensive armaments that would keep North Korea, China or Russia from toying with the notion of attacking the U.S. or any of her allies in the Asia-Pacific. Conspicuously missing from the United States' military defense network is the Philippines, who was once identified as a "major non-NATO ally" of the U.S. Other than the Visiting Forces Agreement (VFA) and the untested Mutual Defense Treaty between the two countries, the Philippines has no role in the "Air-Sea Battle" plan of the U.S. in Asia-Pacific.

Panama City O
n the early morning of 20 April 2012 at a mild temperature of 26 degrees C the Coral Princess anchored at Fuerte Aamador just after a 9-hour journey through the massive system of locks of the Panama Canal. Because Fuerte Amador, a man-made peninsula extending out into the Pacific Ocean, is an anchorage port we have to transfer to the shore via ship's tender. With our comfortable airconditioned transportation our guided tour enroute to Panama Viejo begins as we drive along the one-mile Amador Causeway that connects four small islands of Flamenco, Perico, Culebra,
and Naos. Along the causeway are shops and restaurants centered around a marina that provides a panoramic vista of the city's impressive skyline. A diverse multicultural metropolis of almost 1.3 million and the most cosmopolitan in Central America, Panama City is the capital and largest city of the Republic of Panama. According to International Living magazine, Panama City ranks as one of the top places for retirement in the world. In 2003 the city was chosen as the "American Capital of Culture". Founded on 15 August 1519 by Spanish conquistador Pedro Arias Davila the city was burned

and destroyed by a band of pirates under buccaneer Henry Morgan. The site of the devastated city, the oldest Spanish settlement on the Pacific coast of America, is now known as "Panama Viejo" (Old Panama) referred to interchangeably as Casco Viejo, Casco Antiguo or San Felipe. Still in ruins, the historic quarter has been declared by UNESCO as a World Heritage site since 2003. Quite evident in the many structures of the old city is the architectural richness from Spanish colonial buildings to French and Antillean townhouses that reflect the cultural diversity of the country. Attesting to the country's past are the ruins of the churches, colonial palaces, bridges, and military edifices. On foot we explore the narrow streets amidst canopy of flowers hanging from balcony windows. In Panama City most of the residential streets either have no names or three different ones although residents, commonly referred to as "capitalinos", have post office boxes called "apartados". We notice that many of the key buidlings we see have small plaques with descriptive information on them. Strolling by the area's walkway of the French Plaza provides us with a view of the Amador Causeway, The Bridge
of the Americas (a road bridge completed in 1962 which spans the Pacific entrance to the Panama Canal) and the skycrapers of the modern Panama City. At the Cathedral Square (also known as Plaza de la Independencia) we admire the Metropolitan Cathedral's gleaming spires inlaid with mother-of-pearls. Built from ca. 1614 to 1626, the cathedral has two side chapels that give the church a cross-like shape. One of the greatest treasures of Panama is the famous golden altar (Altar de Oro) of the Church of San Jose. The massive baroque altar is made of carved mahogany and covered in gold flake, We continue walking through the quaint streets and see the beautiful "El Palacio de las Garzas" (the President's House) with its Moorish patio and fountain. Last in our must-see list is a visit to the "Teatro Nacional" built in neo-classical style of opulent baroque architecture
complete with giant chandelier, gilded scarlet red balconies and magnificent ceiling frescoes. Opened in 1908, it has been restored and revitalised and now is the venue for music, ballet, opera, and art/cultural performances. At the end of the day we toast the city with a "raspador" (a cone of ice shavings with a dash of fruit flavour and milk). Interesting Trivia - Panama is the largest international banking centre next to Switzerland. Wearing shorts or flip/flops is not permitted in some banks. The Panama hat is not made in Panama at all. They're imported from Ecuador!

However, the tail end of March proved to be a different story as they closed off the month with a 2-4 record and will now try to fend off the Carolina Hurricanes and Washington Capitals for the division title. sticks were relegated to resting in the front passenger cabin. While not entirely practical, the Accord Coupe is a one-person hockey vehicle. The leather interior is comfortable and touch controls are within easy reach. The large knob and touch screen displays make changing navigation and audio controls easy and painless, even with large bulky winter gloves. One of the neat features in the Honda Accord, which caught me by surprise was Honda's new blind-spot camera. The camera is
activated automatically when you engage your right turn signal or it can be toggled by pressing the end of the left steering column lever. The camera displays the blind spot on the centre dashboard screen. For a good stretch as I drove along Bishop Gradin Blvd, I kept my right turn signal on just to watch vehicles come in and out of view in my blindspot camera. I only wish they had a blind spot camera for the driver's side and I'm sure that will come in due time. Unfortunately, Acura doesn't make a 2-door sports coupe anymore and the Accord Coupe would be the closes thing to replacing my old Acura 3.2 CL. As far as other mid-size coupes, I could look at the competition which include the Mercedes C250, BMW 128i, Infiniti G37 and the Cadillac CTS. The Honda Accord Coupe, as tested, was priced at $35,390 and far less expensive than some of the luxury models I listed. It's just too bad that I only have the Honda Accord Coupe for a week.

oo hoo! OMG! We've got a 6-speed here folks! While I have in the past gotten really excited about vehicles that come with steering mounted paddle shifters, it's always nice to see a media car with a good old manual stick shift. Yes, while I was also going giddy over the manual transmission, I was busy grumbling about how the Accord came in Orchard White Pearl. It was a fun week driving the Accord and no so fun trying to keep the car clean as the spring roads in Winnipeg can turn a newly washed car dirty again in a matter of minutes. I have always had a strong affinity towards two-door sports coupes. My first coupe was a Toyota Solara and upgraded to an Acura 3.2 CL shortly thereafter. Sitting in the Accord Coupe EX-L brought back the joys of driving a manual stick shift. Even with all the advancements in vehicles that offer electronic manual shifting, nothing beats the feel of hitting the clutch and up/down shifting. The shifting in the Accord Coupe was quick and responsive. I was definitely in heaven. Under the hood, the Accord Coupe comes with a 3.5L 24-valve SOHC i-VTEC engine and cranks out 278hp at 6200rpm and 252lb.-ft. of torque. Just like my Acura CL, there's not much space in the rear which serves more as storage space for big bulky winter parkas and gym bags. My hockey back barely fit in the rear trunk and my hockey

Growing, Supporting and Sharing Business Success By Olia Skala, Independent Associate with USANA Health Sciences
We had the privilege of hearing from Tia Polvorosa, owner of Provici Cosmetics; speak at the March MFBC keynote. The focus was on building your business while supporting the community. She gave us guidance on how to focus within each of the key areas to most benefit our growing businesses. The key topics and questions to reflect upon set the foundation for growing your business while supporting one another, and sharing your business success. The first thought provoking topic was our plan for identifying
ourselves as individuals in our areas of business. She asked us to reflect upon our intention for our business. What type of reputation we are establishing? How do we want to be known within the community? Do we know our niche and what sets our product or service apart? How do our customers or fellow businesses speak about us? The message was clear in that, when we share and support one another we all succeed. She asked how we connecting with one another. This had us all thinking about our individual contributions.
Are we spending our time with like-minded individuals? What organizations, sports teams or clubs are we contributing to or are a part of? What positive compliments or support have we shared with one another? How are we giving back? Lastly, Tia had us interacting with the other like-minded business leaders in the room with a fun and valuable exercise leaving us with an action plan: To grow, what action will we take to spread the word about our business? Who can we
share our business with that we do not yet know? She challenged us to regularly support a business by letting someone else know about a positive experience we personally had and why. Tia was engaging and dynamic leaving the room buzzing with energy. Her presentation was of great value to the members of the MFBC and business owners in attendance.
