he collapse of the Soviet Empire in 1991 catapulted the United States as the only superpower on Earth. It ushered in a new age -- Pax Americana -- with the balance of power securely ensured by the United States encircling what is left of the once-mighty Union of Soviet Socialist Republics (USSR), the Russian Federation. But don't be fooled by the demise of the communist regime. Russia, with 6.6 million square miles of land area covering more than one-eight of the world's inhabited land area. In 2012, Russia was the world's sixth largest economy with a GDP of $2.22 trillion, behind the U.S. (first-ranked at $16.66 trillion), China ($10.09 trillion), Japan ($4.31 trillion), India ($4.06 trillion), and Germany ($2.94 trillion). Endowed with rich natural resources, Russia has the world's largest reserves of natural gas, second-largest reserves of coal, and the eight-largest reserves of crude oil. In 2011, she became the world's largest producer of oil, surpassing Saudi Arabia; and the second-largest producer of natural gas. And she possesses the largest stockpile of weapons of mass destruction. With the election of Vladimir Putin to the presidency in May 2012 for the second time around -- he served as President for two
terms (from 2000 to 2008) but was constitutionally prohibited to serve a third consecutive term -- there are high expectations that Putin would take Russia on the high road to economic progress and propel the country on a trajectory that would regain her share of dominance -- if not total dominance-- of world geopolitics.
"Sweetheart deal" Signing 30 agreements in the areas of energy, trade, technology, and military exchange, the highlight of Xi's visit was a rare glimpse into Russia’s defense command headquarters -- or “war room” -- a first by any foreign leader. Chinese media videotaped the event showing Xi being briefed as he looked at computers and giant screens tracking military intelligence targets. On the economic front, the new China-Russia strategic partnership would bind the two countries in jointly developing Russia's most strategic economic resources -- oil, gas, and coal -- to meet China's massive current and future energy requirements. One of the summit's immediate results was an agreement for Russia to triple her oil supplies to China in exchange for a $2-billion loan. In addition, the two countries agreed on a preliminary deal to build a gas pipeline. Indeed, with Russia as one of the world's largest energy producers and China the world's number one energy consumer, one can say that Xi got a "sweetheart deal" he couldn't resist. At a joint press conference, Xi told the media: "China's friendship with Russia guarantees strategic balance and peace in the world." But what he presumably meant to say was that the new China-Russia military-economic alliance would be so formidable that it would establish a new world order never seen before. In Xi's mind, only a China-Russia military-economic alliance could stop the United States' "pivot to Asia" strategy. And one of Xi's concerns was the United States' building of an intercontinental ballistic missile defense system, which could tilt the balance of power towards the U.S.
Enter the Dragon On March 14, 2013, China's rubberstamp national legislature elected Xi Jinping to the ceremonial title of president, which capped his rise to the pinnacle of power as China's undisputed ruler. Last November, Xi was named Secretary General of the Communist Party of China (CPC) and Chairman of the powerful Central Military Commission (CMC), which controls the CPC's military arm, the People's Liberation Army (PLA). As the country's de facto armed forces, the PLA has an active membership of 2.25 million, which makes it the world's largest standing army. Never before since the time of Mao Zedong had a Chinese ruler consolidated his power within a short time-- four months! Upon his ascension to the presidency, Xi's first venture outside China was to visit his Russian counterpart Vladimir Putin. At their summit in Kremlin last March 22, the two leaders agreed to form a "strategic partnership" to advance their countries' interests. They affirmed their mutual support for each country's geostrategic and territorial interests, which include territorial disputes. With more than 20 territorial disputes that China is embroiled with various countries -- including Japan, Philippines, India, Malaysia, Taiwan, Vietnam -- this could put Russia squarely on the paths of conflict, which could involve the United States who has mutual Kim goes ballistic But when Kim Jong-Un, defense treaties with at least four North Korea's young-- and of China's adversaries.

His scrapping of the 1953 Korean War Armistice and testing of a missile capable of delivering a nuclear warhead have prompted the U.S. to reassess her missile shield system against North Korea. Last March 15, Department of Defense Secretary Chuck Hagel announced that the U.S. will spend $1 billion to add 14 interceptors to the current 30 interceptors that are already based in Alaska. In addition, he said that the U.S. is planning to deploy an additional radar system in Japan, a move that would provide an "improved early warning and tracking of any missile launch from North Korea at the U.S. or Japan." Encirclement It is interesting to note that in January 2010, it was reported in the news that the U.S. had completed the transfer of a $6.4-billion weapons deal with Taiwan that included 200 advanced Patriot anti-ballistic missiles. It was also reported earlier that month that the U.S. had provided Taiwan with eight frigates equipped with the Aegis Combat System, which has the capacity to launch shipbased interceptor missiles. That completed the deployment of the Aegis component of the U.S. interceptor missile system in Japan, South Korea, Taiwan, and Australia. In addition, Taiwan has already a network of 22 missile sites around the country... ready to go! And that made China nervous... very nervous. The government-owned China Daily reported in its February 22, 2010, that China and Russia are encircled by chain of U.S. antimissile systems with a footprint that extends from Japan to South Korea to Taiwan. As one Chinese military strategist explained: Washington has deployed a ring of anti-missile systems around China's periphery forming a
crescent-shaped encirclement that begins in Japan, stretches through nations in the South China Sea to India, and ends in Afghanistan. In addition to the Aegis Combat System and batteries of Patriot anti-ballistic missiles, the U.S. had moved a squadron of 12 B-52 nuclear-armed bombers and two squadrons of the advanced F-22 Raptor stealth jet fighters to Anderson Air Force Base in Guam. And at least three nuclear attack submarines are also deployed in Guam, which is beyond the range of China's land-based Dong Feng 21D anti-ship ballistic missile. With the U.S.S. George Washington nuclear-powered super carrier battle group forwarddeployed in Yokosuka, Japan, the U.S. provides an awesome array of state-of-the-art defensive armaments that would keep North Korea, China or Russia from toying with the notion of attacking the U.S. or any of her allies in the Asia-Pacific. Conspicuously missing from the United States' military defense network is the Philippines, who was once identified as a "major non-NATO ally" of the U.S. Other than the Visiting Forces Agreement (VFA) and the untested Mutual Defense Treaty between the two countries, the Philippines has no role in the "Air-Sea Battle" plan of the U.S. in Asia-Pacific. Pax Pacifica Be that as it may, what we're seeing here is a geostrategic shift from a "one world power" -Pax Americana -- to a "strategic partnership" of countries with common interests that is centered in the vast Pacific. With more than 130 countries forming the rim of the Pacific, the age of Pax Pacifica is about to begin. And who would be the dominant force who would chart the destiny of Pax Pacifica -China or the United States? At the end of the day, one might say that Pax Pacifica could usher in a world of new order... or disorder?

Supporting Alberta’s post-secondary system

Alberta’s post-secondary system is among the best in the world. While we should be proud of our universities, colleges and polytechnical institutes, we must
also continue to find ways to become even better. With nearly $2 billion funding invested in postsecondary education, Alberta’s post-secondary institutions receive one of the highest rates of per capita funding in Canada. This is a significant investment because the importance of post-secondary education to Albertan’s personal growth and quality of life, the province’s economy and ability to compete on the world stage is undeniable. But at the same time, we need to make deliberate decisions on how to best position our Campus Alberta system to ensure quality educational opportunities that meet the needs of learners and our province.
Government has been working with our 26 publicly funded post secondary institutions over a number of years to better define roles and make our higher education system more responsive and flexible to learner needs. This coordinated system is called Campus Alberta, a term you may have heard just recently, but is not new. In fact, Campus Alberta partners meet regularly to discuss how to improve the post-secondary system. Through those discussions, leaders have highlighted the need for change, the need for better efficiency and strengthened partnerships and the need for greater clarity in how Campus Alberta works together to support Alberta’s students,
economy and industries. The next step in the conversation is how to collaborate more effectively to ensure our institutions continue to excel at offering world-class education and leading edge research, while also ensuring learners have accessible, affordable and relevant educational opportunities. This increased coordination will ultimately help our province become more globally competitive and make certain Albertans’ tax dollars are used in the most effective and efficient way possible. It is an opportunity for post-secondary institutions and students groups to lead the process to clarify the roles and identify opportunities for further partnerships within
Campus Alberta and between Campus Alberta and industry. Transforming our postsecondary system won’t happen overnight. I will be working closely with our institutions, students and all Albertans to ensure the changes that occur are in the best interests of learners and our province as a whole. Many institutions are already taking steps to streamline their administrative processes and work more efficiently within their budgets. I’m proud of Alberta’s outstanding post-secondary system and excited about the transformation taking place within it. The future holds even greater success for our learners and our province.
Citizens’ Panel Recommends Bold Action For Edmonton’s Environment To successfully meet the challenges of Edmonton’s environmental future, citizen involvement is paramount, which is why the City of Edmonton and its partners implemented the Citizens’ Panel on Edmonton’s Energy and Climate Change Challenges. The Panel presented its recommendations in a report to Executive Committee April 15. Their core recommendation is that the City of Edmonton take the measures needed to become a low carbon city by 2050. The Panel, organized by the City of Edmonton, Alberta
Climate Dialogue (ABCD) and the Centre for Public Involvement (CPI), was made up of Edmonton residents who were randomly selected for their diversity in ages, backgrounds, wards, experiences and views on energy and environment. The Panel’s deliberations were built on Edmonton’s Energy Transition Discussion Paper, a document created by external consultants for the City of Edmonton that proposes six goals for Edmonton’s energy future. In their report the Panel pointed to 6 areas of action by City Council and Administration
to put Edmonton on a low carbon path. Among other things, the panelists recommended measures to: build compact, mixed-use, transit-oriented neighbourhoods; encourage reduced energy use in industrial facilities; and increase the energy efficiency of old and new buildings in the city. To prepare their report and its recommendations, the 56 members of the Citizens’ Panel met for 6 Saturdays between October 13 and December 1, 2012, giving 42 hours of their time to this initiative. Each received a small honorarium for their service.
During the 6 sessions, Panel members heard from local, national and international experts about climate change and the energy vulnerabilities facing Canada. The panelists were provided with a variety of viewpoints on both issues to build their knowledge and understanding. As part of their deliberations, panelists were given opportunities for discussion around the information before them and all recommendations contained in their final report were ratified by a vote. presented to Executive Committee supported the 6 recommendations included in Edmonton’s Energy Transition Discussion Paper and also encouraged the City to be even more ambitious with its energy transition goals. Citizen Panel recommendations will be considered by City administration as they work to develop the Edmonton Energy and Climate Transition Plan. The Citizens’ Panel efforts and recommendations support The Way We Green, Edmonton’s Environmental Strategic Plan.

Former Premier Ralph Klein passes away March 29

Ralph was elected as a Member of the Legislative Assembly for Calgary-Elbow on March 20, 1989, and on April 14, 1989, he was appointed Minister of Environment. With that portfolio, Klein oversaw the development of the Alberta Environmental Pro-tection and Enhancement Act, one of Canada's most progressive pieces of environmental protection legislation. Ralph was elected leader of the Progressive Conservative Party on December 5, 1992, in the first one member/one vote leadership race held in Alberta. He was sworn in as Alberta's 12th Premier on December 14 of that year — a post he would hold for 14 years. Several months later, Albertans gave the Progressive Conservative
Party a re-sounding victory in the provincial general election of June 15, 1993. Successive elec-tions would see the Klein Government re-elected with strong majorities in 1997, 2001 and 2004. Highlights of Premier Klein's time at the helm of the province include a commitment to fiscal restraint that served to eliminate the provincial deficit and make Alberta the coun-try's first debt-free province. On July 12, 2004, a day many Albertans remember with pride, Premier Klein announced that Alberta's debt, which once stood at $23 billion — $8400 for every man, woman and child in Alberta — was "paid in full." Ralph is also credited with efforts to open up the government's decision making proc-ess, launch sweeping public consultations, keep taxes low and encourage a strong cli-mate for private sector job development. He instituted Canada’s first Ministry of Chil-dren's Services, oversaw considerable growth in the province's medical research and post-secondary infrastructure, and led celebrations and legacy projects unveiled throughout Alberta's centennial year in 2005. Ralph stepped down as Premier on December 2, 2006. In his retirement, he served as executive in residence and inaugural
occupant of the Ralph Klein Chair in Media Stud-ies at Calgary's Mount Royal University, Executive Professor of Public Policy at the University of Alberta School of Business and as a Public Policy Scholar at the Wood-row Wilson International Centre for Scholars in Washington, D.C. The long list of recognitions offered to Ralph Klein includes membership in the Order of St. John and the Olympic Order, Man of the Year honours from the International Young Entrepreneurs Organization and Citizen of the Century honours from the City of Cal-gary. He held honourary degrees from SAIT, Olds College, the University of Calgary and Kangwon National University in China. In 1993, he was adopted into the Siksika Nation and given the name Otskoipiiksi (Bluebird). He was also an Honourary Chief in the Kainai Chieftainship. These two Aboriginal recognitions were particularly meaning-ful to him as they also represented a connection to Colleen's Métis heritage. He was invested into the Alberta Order of Excellence in 2010 and inducted into the French Le-gion of Honour in 2008 and the Order of Canada in 2012. who was slow to anger and quick to forgive. His political allies and opponents alike recognized the unique combination of powerful instincts, determination and cha-risma that served him well throughout his career. But for countless everyday Albertans, he was known simply as “Ralph” and celebrated as a leader who was a man of the people, a proud Albertan and a true original in every possible sense. I had the privilege of running on Mr Klein’s team in 2004, and found him to be an out-standing leader, premier and person. He will be greatly missed by all those who had a chance to work with him.
“Ralph Klein’s ability to connect with Albertans from all walks of life was absolutely remarkable. He could walk from the Petroleum Club in downtown Calgary to the curling rink in St. Paul and carry on a conversation with absolutely everyone he met. Ralph was a real man of the people. His passing is a loss to us all. On behalf of all my colleagues in the government caucus and my family, I want to offer my heartfelt condolences to his wife Colleen and their family during this very difficult time. Unang Bahagi Pasimula Ang petsang Mayo 10,1897 ay isa sa pinaka-kontrobersiyal na pangyayari sa kasaysayan ng Pilipinas ang naganap : namatay sa mga kamay ng kapwa Pilipino si Andres Bonifacio na kinilalang "Ama ng Himagsikan". Kung sa dahon ng kasaysayan ng Rebolusyong Pranses (na masusing pinag-aralan ni Bonifacio), ay mababasang ito ay lumamon at pumatay sa kanyang mga anak ,kabaligtaran ang naganap sa Himagsikang Pilipino, ang himagsikan mismo na kanyang pinangunahan ang lumamon at pumaslang sa kanyang ama. May katwiran si Adrian Cristobal na kanyang pamagatang "The Tragedy of the Revolution" ang kanyang aklat talambuhay ni Bonifacio. Ngunit bakit si Bonifacio ay pinaratangang taksil at nagnanais na pabagsakin ang bagong pamahalaang rebolusyonario na itinatag sa Kapulungan ng Tejeros noong Marso 1897? Dalawang kasulatan ang naging mitsa ng kanyang kamatayan: una ang "Acta de Tejeros" na hindi kumikilala sa naging bunga ng halalan naganap sa Tejeros at pinawawalang bisa ito dahil ayon sa mga nagsilagda ay nagkaroon ng dayaan o irregularidad sa eleksyon at pangalawa,ang Kasunduang Militar sa Naic,na doon ay nagtatag ng bagong hukbo si Bonifacio hiwalay sa hukbong sandatahan ng bagong pamahalaang itinatag sa Tejeros. Kung titignan sa puntong legal at sa pagpapatupad ng "strict interpretation of the law' ay aminadong maysala ang si Supremo Bonifacio ng "treason at rebellion" sa ilalim ng Codigo Penal. Ngunit bakit pinili niyang
humiwalay at hindi sumama sa pamumuno ni Aguinaldo? Sabi ng iba dahil sa hindi siya "sport" o ayaw tumanggap ng pagkatalo at nasaktan siya ng siya ay insultuhin nang may nagtanong ukol sa kanyang kuwalipikasyon nang siya ay nahalal bilang Secretario de Interior sa Tejeros Convention, na nagbunsod sa kanya at mga kapanalig na mag "walk out" at pawalang bisa ang naganap na eleksyon. Ngunit may mas malalim na dahilan kaya nagawa ni Bonifaciong talikuran at di makiisa sa bagong pamahalaan ng bagong pangulong si Aguinaldo. Ang dahilan: Napag-alaman ni Bonifacio na may lihim na kilos si Aguinaldo na NAKIPAGKASUNDO at SUMUKO SA MGA KASTILA. Ang Mga Liham ng Kapayapaan mula sa mga Kaaway Ayon kay Aguinaldo,noong Abril 19,1897,ay nagkaroon ng isang mahiwagang pulong na pinangunahan ng Haring Bayan na si Bonifacio sa bahay hacienda ng Naic, Cavite na doon ay narinig niya na ang Supremo ay tumaggap ng liham na walang lagda na "di umano 'y si Heneral Emilio Aguinaldo, ay isususuko sa pamahalaang Kastila ang lahat nang armas ng ating himagsikan,at di umano'y sabuwatan nila noong araw na sunulatan siya ng mga Pareng Heswita,na sina Padre Pio Pi at Fiscal General Comangue..."( Aguinaldo,,1998:258) May katotohanan kaya ang paratang ng sulat na binasa ni Bonifacio sa Naic? Nakarating sa kaalaman ng Supremo Bonifacio ang ukol sa pagtataksil at pagkakanulo ni Aguinaldo sa rebolusyon: "Si Capitan Emilio ay nakatanggap ng sulat na ipinadala ng isang Jesiuta na nagngangalang Pio Pi,at isang kastila na nagngangalang Rafael Comenge; ito ay nangyari bago nabihag ang Imus at sa sulat ay inanyayahan ang mga namumuno na isalong ang kanilang mga armas at sila ay pinangakuan ng kapatawaran. Si Capitan Emilio ay nagbigay ng maraming condicion: pagpapalayas sa mga fraile,d iputados sa Corte at iba pa..."( Liham ni A.Bonifacio kay Emilio Jacinto,,Abril 16,1897,matatagpuan sa Agoncillo,1963:86) Mapapatunayan na totoo ang nilalahad ng liham na walang

The Alberta Government’s decision to reduce generic drug prices will keep more money in the pockets of Alberta families. As part of Budget 2013, the Alberta Government is lowering the price it pays for generic drugs to 18 per cent of the brandname equivalent, down from 35 per cent. The change becomes effective May 1 and will save taxpayers $90 million in 2013-14 alone. This decision is part of our efforts in Budget 2013 to spend smarter and deliver better value to taxpayers. Drug prices are among the highest cost drivers in health care and we must do what we can to contain costs. In fact, drug expenditures increased at an average annual rate of 6.2 per cent from 2004-05 to 2010-11. Albertans will also save money through this reduction in generic drug prices. While exact

Canada condemns killing of police officer guarding polio eradication health workers in Pakistan Canada condemns this senseless attack on Pakistani police officers guarding a team of polio-eradication workers in northwestern Pakistan today. New Government Regulations Regarding Spousal Sponsorship United States, the United Kingdom and Australia, all of whom use a form of conditional status as a deterrent against marriage fraud. In the past, the lack of such a policy increased Canada’s vulnerability to fake marriages or marriages of convenience.

On October 26, 2012 the Canadian government announced new regulations affecting spousal sponsorship. It was introduced in an effort to deter people from getting involved with marriages of convenience (fake marriages) to cheat their way to enter or stay in Canada. The new regulations requires that certain sponsored spouses live in a legitimate relationship with their sponsor for two (2) years or they risk having their permanent resident status revoked. This means that the sponsored person is initially issued a conditional PR status – which can be taken away, if the sponsored person fails to remain in the marriage for less than 2 years. This new regulation is in addition to the regulation implemented on March 2011 that prohibits sponsored spouses from sponsoring a new spouse for five (5) years following the date they become a permanent resident. The new conditional PR status regulation applies to the following people: • Persons sponsored by a permanent resident or Canadian citizen • Persons who have been in a relationship for two years or less with your sponsor • Persons have no children with their sponsor • Persons whose spousal sponsorship application was received on or after October 25, 2012 There are a few exceptions to the regulations. The regulations do not apply in situations where: a. There is evidence of abuse or neglect by the sponsor b. There is evidence that the sponsor fails to protect the sponsored spouse or partner from abuse c. The sponsor dies before the required two (2) years of cohabitation ( NOTE: The abuse or neglect can be perpetrated by the sponsor or persons related to the sponsor (ie. relatives of the sponsor). The regulation also covers situations whether or not the abusive party is living in the same house as the couple during the conditional 2 year period.) The new government regulations bring Canadian policy in line with that of many other countries including the
Frequently Asked Questions (FAQs) re: Spousal and Family Sponsorship: Q1. Who can sponsor a spouse (married or common-law) to become a PR in Canada? A. To be eligible to sponsor a spouse or family members, the person must: □ be 18 years of age or older □ be a Canadian citizen or Permanent Resident □ be sponsoring a spouse or commonlaw partner or family member □ live in Canada and continue to live in Canada after the sponsored person obtains PR status □ sign an agreement, along with your spouse or common-law partner, confirming that each of you understand each other’s obligations and responsibilities. □ sign an undertaking promising to provide for your spouse or commonlaw partner’s basic requirements and, if applicable, those of his or her dependent children □ prove that you have sufficient income to provide basic requirements for your spouse or common-law partner’s dependent child. To do this, you must provide documents that show your financial resources for the past 12 months.: This requirement applies only when dependent children who have dependent children of their own are included on the application. You may NOT be eligible to sponsor, if: □ you have an undertaking for a previous spouse or common-law partner and three years have not yet elapsed since he or she became a PR. □ you receive social assistance for a reason other than disability □ you are in default of an undertaking, immigration loan, performance bond, family or child support payments □ you are an undischarged bankrupt □ You were convicted of a sexual assault or an offence involving family violence, unless you were granted a pardon or five years have passed since the completion of your sentence □ You are under a removal order □ You are detained in a penitentiary, jail reformatory or prison □ You have already applied to sponsor your current spouse or commonlaw partner and a decision on your application has not yet been made. Q2: I recently became a Permanent Resident (PR) of Canada. Who can I sponsor to come to Canada? A: If you are a PR or a Canadian citizen you can sponsor the following people: a. your spouse or common-law partner b. your dependent child of your spouse or common-law partner’s dependent child c. a dependent child of a dependent child d. your parents and grandparents: via Super Tourist Visa – valid for 10 years e. brother, sister, nephew, niece, grandson, granddaughter under 18 yrs old and not a spouse or a common-law partner A spouse is a person you are legally married to and have a valid married certificate. By definition, a commonlaw partner is a person (same sex or opposite sex) you have lived with continuously as “husband and wife” for at least one (1) year. Short absences are allowed for business travel or travel for family reasons. You need supporting documents that prove that you have been living together for at least one year such: as joint residential lease/rental contract, joint ownership of home, joint bank accounts, joint utility or phone bills, joint credit cards, proof of joint purchases, etc.
A child is considered a “dependent child” when the person: □ is under the age of 22 and does not have a spouse or common-law partner; □ is over the age of 22 and has been continuously enrolled as a full-time student and depended substantially on the financial support of a parent since before the age of 22; □ became a spouse or a common-law partner before the age of 22 and has been continuously enrolled as a fulltime student and depended substantially on the financial support of a parent since becoming a spouse or common-law partner, or □ is over the age of 22 and depended substantially on the financial support of a parent since before the age of 22 because of a physical or mental condition.

Q3. What responsibilities am I taking when I sponsor a spouse and dependents? A. When you agree to sponsor a spouse or common-law and dependents, you must sign an undertaking. The undertaking is a promise to provide financial support for your spouse and dependents basic living requirements and those of his or her dependent children. Basic living requirements are food, clothing, shelter and other needs for everyday living. Dental care, eye care and other health needs not covered by public health services are also included. The undertaking ensures the applicant and his or her dependent children do not have to apply for social assistance.
In Canada, a couple is considered in a common law relationship, if they have been continuously living together as husband and wife (conjugal relationship) for at least one year. This applies also to same sex couples who have been living together as “husband and wife” for at least one year. A conjugal relationship exists when there is a significant degree of commitment between two people – that they support each other emotionally, financially, etc., that they present themselves in public as a couple. Proof of commitment and living together would include but not limited to: living in same address, joint names in apartment lease agreements, joint names in telephone or utility bills, joint bank accounts, etc.
The length of the financial undertaking depends on the age and sponsor’s relationship with the person(s) who is/are being sponsored. The table below shows how long the financial undertaking will be valid and enforced: a. Your spouse or common-law partner Three (3) years after the day he or she becomes a permanent resident b. Dependent children over 22 years of age Three (3) years after the day he or she becomes a permanent resident c. Dependent children under 22 years of age 10 years after the day he or she becomes a permanent resident, or until the child reaches 25 years of age, whichever comes first NOTE: If payments from a federal, provincial or municipal assistance program are made while your financial undertaking is still valid, you (the sponsor) will be considered in default of your undertaking. You may have to repay the government for any benefits received by the person you sponsored and until the monies are paid, you will not be allowed to sponsor any other relative. Q4: Are there relationships that are not eligible under spousal sponsorship? A: Yes, you cannot be sponsored as a spouse, a common-law partner or a conjugal partner if: □ you are under 16 years of age □ you (or your sponsor) were married to someone else at the time of your marriage □ you have lived apart from your sponsor for at least one year and either you (or your sponsor) are the commonlaw or conjugal partner of another person your sponsor immigrated to Canada and, at the time he/she applied for permanent residence, you were a family member who should have been examined to see if you met immigration requirements, but you were not examined or □ your sponsor previously sponsored another spouse, common-law partner or conjugal partner, and five years have not passed since that person became a permanent resident. Q5: I am legally married in the Philippines but have been separated
A: Yes, you can sponsor your commonlaw partner in Canada – as a commonlaw partner. However, you cannot marry him/her until you first legally divorce your previous spouse. If you have been legally living in Alberta and separated from your spouse for at least one year... you can divorce your previous spouse in the Philippines by filing the necessary legal documents in Alberta. Your spouse in the Philippines has to be properly notified that you are filing for a divorce in Canada.
Q6: I am a Temporary Foreign Worker and my Work Permit (WP) has already expired. I recently got married to a Permanent Resident ... can my spouse still sponsor me under the spouse or common-law partner In Canada Class program even though my WP has expired? A: Yes. Your spouse can still sponsor you even though your work permit has already expired -under a special public policy that creates exceptions for spouses or common-law partners in Canada Class, if you are still in Canada. In your application, you and your spouse have to provide evidence that the marriage is genuine and not entered into just for the purpose of staying in Canada. Q7. I have been legally in Canada as a Tourist for 1 year, I have been living as a common-law partner with a Canadian citizen and we have a child born in Canada. My Tourist Visa has recently expired... can I apply for permanent residence (PR) under the spouse or common-law partner In Canada Class program? A. Yes, you can apply for PR under the special public policy relating to the spouse or common-law partner In Canada Class program. However, your application may not be approved, if there are reasons that prevent you from staying in Canada that are not related to your lack of legal status such as medical inadmissibility, or inadmissibility due to criminality or security problems. Q8: I am a Permanent Resident of Canada. Is it faster to apply for spousal sponsorship inside or outside Canada? A: It is normally faster to apply to sponsor a spouse from outside Canada. Couples living in Canada can chose to apply in or outside Canada. There are some differences between the application programs: Inside Canada a. average of 12 to 18 months to process routine applications b. no right of appeal –(not recommended, if difficult to prove your marriage is genuine) c. the sponsored person should stay in Canada while your application is being processed If you leave Canada and

cannot re-enter, the application will be abandoned. d. Sponsored person in Canada can apply even after Work Permit has already expired e. you can send an application for an open work permit with the sponsorship application. The work permit will be issued as soon as you are eligible for it. Outside Canada a. average of 6 to 12 months to process routine applications b. you have the right of appeal c. sponsored person in Canada should maintain valid Work Permit before and during the whole process d. you can leave and re-enter Canada while your application is being processed as long as you meet all requirements to enter Canada e. if you want to work in Canada while your application is being processed, you must maintain valid Work Permit . Q9: I just found out that my recently sponsored spouse is cheating on me. Can I cancel my spousal sponsorship after it is approved? A: No, you cannot cancel your spousal sponsorship after it is approved. You can cancel it before it is approved. If you change your mind about sponsoring a spouse or family member, you must write a letter to the appropriate Case Processing Centre before a Permanent Resident visa is issued. Once permanent resident visas are issued, the promise that you made to support your spouse or family member is valid for the term of your application. The application is an unconditional promise of support. You have signed a contract when you submitted the spousal sponsorship application. Problems like infidelity, relationship breakdown or moving to another province does not cancel the application. The application also remains in effect even if your financial situation changes and you can no longer afford to provide financial support. 2013 Honda Accord Coupe EX-L V6

Woo hoo! OMG! We've got a 6-speed here folks! While I have in the past gotten really excited about vehicles that come with steering mounted paddle shifters, it's always nice to see a media car with a good old manual stick shift. Yes, while I was also going giddy over the manual transmission, I was busy grumbling about how the Accord came in Orchard White Pearl. It was a fun week driving the Accord and no so fun trying to keep the car clean as the spring roads in Winnipeg can turn a newly washed car dirty again in a matter of minutes. I have always had a strong affinity towards two-door sports coupes. My first coupe was a Toyota Solara and upgraded to an Acura 3.2 CL shortly thereafter. Sitting in the Accord Coupe EX-L brought back the joys of driving a manual stick shift. Even with all the advancements in vehicles that offer electronic manual shifting, nothing
beats the feel of hitting the clutch and up/down shifting. The shifting in the Accord Coupe was quick and responsive. I was definitely in heaven. Under the hood, the Accord Coupe comes with a 3.5L 24-valve SOHC i-VTEC engine and cranks out 278hp at 6200rpm and 252lb.-ft. of torque. Just like my Acura CL, there's not much space in the rear which serves more as storage space for big bulky winter parkas and gym bags. My hockey back barely fit in the rear trunk and my hockey sticks were relegated to resting in the front passenger cabin. While not entirely practical, the Accord Coupe is a one-person hockey vehicle. The leather interior is comfortable and touch controls are within easy reach. The large knob and touch screen displays make changing navigation and audio controls easy and painless, even with large bulky winter gloves. One of the neat features in the Honda Accord, which caught me by surprise was Honda's new blind-spot camera. The camera is activated automatically when you engage your right turn signal or it can be toggled by pressing the end of the left steering column lever. The camera displays the blind spot on the centre dashboard screen. For a good stretch as I drove along Bishop Gradin Blvd, I kept my right turn signal on just to watch vehicles come in and out of view in my blindspot camera. I only wish they had a blind spot camera for
the driver's side and I'm sure that will come in due time. Unfortunately, Acura doesn't make a 2-door sports coupe anymore and the Accord Coupe would be the closes thing to
replacing my old Acura 3.2 CL. As far as other mid-size coupes, I could look at the competition which include the Mercedes C250, BMW 128i, Infiniti G37 and the Cadillac CTS. The Honda Accord
Coupe, as tested, was priced at $35,390 and far less expensive than some of the luxury models I listed. It's just too bad that I only have the Honda Accord Coupe for a week.

First Historic Feast Day of Saint Pedro Happy 46th birthday celebration of Jun Guina. March 21, 2013 Calungsod Commemorates by Jun Angeles
Saint Pedro Calungsod, the youngest Filipino saint canonized last October 21, 2012 at the Vatican celebrated his First Feast Day at St. Martin of Tours Church in Vegreville, Alberta on Wednesday April 3, 2013. A mass officiated by the Reverend Fr. Nilo Macapinlac with his co celebrants from neighboring towns included Fr. Savariappan Rajappa of St. Anthony's Catholic Parish in
Lloydminister and Deacon Tony Obleada from Edmonton and other priests from around Vegreville area. Considered the patron saint of migrant workers, Saint Pedro Calungsond a sacristan and an altar server became a migrant missionary catechist and was chosen to accompany Reverend Fr. Diego Luis de San Vitores on his mission off shores,and ended up in Guam to evangelize
the native Chamorros. The difficulty turned to success with perseverance and their mission prospered and they were able to baptize a significant number of locals known as "'Chamorros". He died in defense of his Jesuit priest Fr. Diego de San Vitores who was falsely accused of the death of infants of Chamorros. Santo Pedro Calungsod demonstrated a true disciple of Christ who will lay down his life in defense of the Catholic faith. A reception dinner and a program followed after the mass.

Penalties – Something to Think About

P
enalties are something that really makes errors, even accidental errors, a real concern when dealing with the Canada Revenue Agency (CRA). I have to admit, as a former income tax auditor with what was then called the Canada Customs and Revenue Agency,I have some feeling for the issues that have led to stricter rules and more aggressive penalties and interest. Having said that, it does appear the power has gone to CRA’s head.
The most egregious example is the penalty on missed T-slips. If a taxpayer should happen to miss a T-slip in one year, there is no penalty other than paying interest on any increased debt. If, however, that taxpayer misses a second T-slip in the next three years the penalty is 20% (10% federal and 10% provincial) on the gross income amount of the T-slip, even if no tax isowing! For example: 2011: Missed T5 with Interest of $100 No Penalty 2012: Miss another T5 with interest of $3,000 Penalty $600. This is an automatic penalty calculated once the matching process starts at CRA, usually in late August or September. There is no forgiveness if the T-slip has been lost. We did have one lady that came to us that missed a small T-slip the year her husband died after along illness and two
years later missed a small but significant T4 from an employer who went bankrupt. The former employer sent the salary information to CRA but she said she never received the slip. The penalty was around $800. One client of ours received a T5 for approximately $10 and it had made very little difference so she thought she would wait until next year. Luckily CRA did not notify her, but had recorded the information. We were able to amend her record before they had notified her. A second miss could have been extremely painful. In another instance a client had not received a T4 but we estimated the amount because we could not get the information from her former employer. It is very important that even if the amount is not large that you report it and amend a returnas soon as possible. Not controversial, in my opinion, are penalties for fraud and evasion. I don’t know of
any good accountant who will do work for a client that they know is committing fraud or evading tax. So, if your accountant is doing your returns knowing there is fraud, you are getting what you deserve. The penalties are very severe: 1. For tax evasion or making false or deceptive statements, keeping deceptive records, etc. the fine is not less than 50% and not more than 200% of the tax evaded plus the possibility of imprisonment for up to two years. 2. If successfully indicted for tax evasion a fine of not less than 100% and not more than 200% in addition to any other penalty. Other penalties exist for not filing, for example, but space is limited, so I have one last example. There are probably thousands of people that have worked under the table, not paying income tax or Canada Pension. These individuals cannot buy RRSPs
(no earned income reported), could not have any recorded income so theycannot invest and now, at an age in the 60s cannot work. The total income for the future is the Old Age Security and the Supplement. Rather meagre! Then there are numerous cases where they have been caught and the actual tax bill looks quite small compared to the final debt. Almost 900 census takers/ enumerators started going door to door April 1 to collect census data and enumeration information. All census takers/enumerators wear a photo identification badge issued by The City of Calgary. Census takers/enumerators are gathering information on the total number of residents, home ownership, number of pre-school children and school system support. In addition, they will collect the names of eligible electors for the enumeration. Participation in the census and enumeration is important and will only take a couple of minutes. New to this year, census takers/enumerators are collecting data on mobile tablet devices. These tablets allow information to be submitted live and increase efficient use of City resources. Mobile data collection offers benefits including improved data quality, overall cost savings, and sustainability and environmental improvements to the census taking process. Melanie Hulsker,

araming Filipino, nabanggit lang ang Pilipinas sa isang news segment sa local Canadian TV, e yumayabang na agad, na kesyo sikat na sikat daw ang Pilipinas sa buong mundo. I'm speaking as someone who has been living in Canada for almost 10 years and having been in interaction with people of various nationalities: For the most part of it,
every time the Philippines is in international news for whatever reason, most of the non-Filipinos I know simply get interested in the news only for that fleeting moment. After watching the news or learning about the news, about after a day or two—or even a few hours after—the news about the Philippines has faded away from their attention. Most often, only Filipinos living here are the ones who get affected and get caught up with such news about their homeland— of course, it’s their country! In fact, Filipinos who were born and raised here no longer have a strong affiliation or affinity with the Philippines. They are more attached to Canada. Of course, this is their country now. I notice too that this issue applies to other nationalities. For example, I have a coworker who immigrated to
Canada from Egypt; when the international news last year was ripe with news about the state of affairs in Egypt, that coworker of mine was the one who was really interested in the news—talking about it every now and then for a long time. Of course, he's from Egypt, so he's more attached to it. Bottomline, when Filipinos in the Philippines claim that the Philippines is really becoming very popular even in other countries, this is partly delusional and illusory. They think that the whole world is looking at the Philippines. I think, they are not. People in other countries, especially those from other races, have other more important and pressing things to think of and mind on a daily basis. To many of them, the Philippines is just another country in some corner of the world. And I am saying this without sarcasm.
Let's put it on the opposite perspective: What if I point to the fact that there are lots of killings in Sudan, and news about this are also on international news, do you think many Filipinos would spend hours thinking about it? I don’t think so, simply because the state of affairs in Sudan doesn't directly concern them, unless a certain Filipino has a family member or a relative working there. The whole issue here is what, in Psychology, we may associate with delusion of grandiosity, in which an individual assume that, just because he himself is very much attached or affected by a certain issue, all the other people are also affected by it in equal measures. This is a kind of delusion that involves also a false sense of personal or national pride.

After 12 weeks of firefighting, vehicle extrications, hose and ladder exercises, class room lectures and medical training, 33 Calgary Fire Department recruits graduated today. The new firefighters were celebrated by family, friends, Fire Chief Bruce Burrell and Mayor Naheed Nenshi this afternoon at the Calgary Fire Department Training Academy. “I am very proud to welcome this class of new probationary firefighters,” said Fire Chief Bruce Burrell. “They will be a great addition to our Fire Department as we are committed to sustainability; to managing growth, ensuring safe communities and leading in service
to citizens. With 33 new firefighters The Calgary Fire Department is well positioned to do this.” Today’s class of graduated recruits includes individuals from a variety of backgrounds, including former professional hockey player, air force corporal, cowboy hat maker and thirdgeneration firefighter, whose father is a Captain with the Calgary Fire Department and whose grandfather is a retired Deputy Chief. Calgary - Crews are starting construction today on Calgary’s first downtown cycle track. This two-way bike lane along the east side of 7 Street S.W. between the Bow River pathway and 8 Avenue will provide a designated space with a one metre wide concrete barrier the height of a sidewalk curb that will improve travel on 7 Street S.W. It is the first cycle track to be constructed as part of The City’s east-west, north-south downtown cycle track network and is scheduled to open in July. “This project is one that is responding to the rising number of people who choose to ride bicycles into the downtown,” explains City of Calgary Bicycle Coordinator Tom Thivener. “We’ve seen cycling trips in the downtown rise 20 per cent over the past year and 35 per cent over the past five years. The new roadway will provide the predictable space for people who ride bicycles and those who walk and drive.”
The protected bike lane will also provide a heightened sense of safety for Calgarians who may want to ride their bicycles into the centre city but are turned off by the high traffic volumes. “The City needs to provide transportation choices for Calgarians and this project, these cycle tracks, will offer a comfortable space making cycling a real choice for even more citizens,” says Transportation General Manager Mac Logan. The 7 Street S.W. cycle track is a convenient and direct connection to the west end of the downtown core. It will extend the highly used Bow River pathway system into the downtown and will connect directly to the Peace Bridge, which has the highest use of bicycle riders across the Bow River in the downtown area. On the south end, the cycle track connects to the existing 8 Avenue S.W. bikeway as well as the LRT system on 7 Avenue. It also

supports recent and future building developments in the core that have included secure bike parking and locker rooms, recognizing that the cycling commuter market is growing. As part of making Calgary a bicycle friendly city, the Councilapproved Cycling Strategy directs Administration to plan, design and build more bikeways and establish an east-west/north-south cycle track network in the downtown core. Through 2013, The City will be working with citizens on the Centre City Bicycle Project Committee and a third-party consultant to establish the remaining east-west/ north-south cycle track network with connections to the 7 Street S.W. cycle track. Panama City
n the early morning of 20 April 2012 at a mild temperature of 26 degrees C the Coral Princess anchored at Fuerte Aamador just after a 9-hour journey through the massive system of locks of the Panama Canal. Because Fuerte Amador, a man-made peninsula extending out into the Pacific Ocean, is an anchorage port we have to transfer to the shore via ship's tender. With our comfortable airconditioned transportation our guided tour enroute to Panama Viejo begins as we drive along the one-mile Amador Causeway that connects four small islands of Flamenco, Perico, Culebra, and Naos. Along the causeway are shops and restaurants centered around a marina that provides a panoramic vista of the city's impressive skyline. A diverse multicultural metropolis of almost 1.3 million and the most cosmopolitan in Central America, Panama City is the capital and largest city of the Republic of Panama. According to International Living magazine, Panama City ranks as one of the top places for retirement in the world. In 2003 the city was chosen as the "American Capital of Culture". Founded on 15 August 1519 by Spanish conquistador Pedro Arias Davila the city was burned and destroyed by a band of pirates under buccaneer Henry Morgan. The site of the devastated city, the oldest Spanish settlement on the Pacific coast of America, is now known as "Panama Viejo" (Old Panama) referred to
interchangeably as Casco Viejo, Casco Antiguo or San Felipe. Still in ruins, the historic quarter has been declared by UNESCO as a World Heritage site since 2003. Quite evident in the many structures of the old city is the architectural richness from Spanish colonial buildings to French and Antillean townhouses that reflect the cultural diversity of the country. Attesting to the country's past are the ruins of the churches, colonial palaces, bridges, and military edifices. On foot we explore the narrow streets amidst canopy of flowers hanging from balcony windows. In Panama City most of the residential streets either have no names or three different ones although residents, commonly referred to as "capitalinos", have post office boxes called "apartados". We notice that many of the key buidlings we see have small plaques with descriptive information on them. Strolling by the area's walkway of the French Plaza provides us with a view of the Amador Causeway, The Bridge of the Americas (a road bridge completed in 1962 which spans the Pacific entrance to the Panama Canal) and the skycrapers of the modern Panama City. At the Cathedral Square (also known as Plaza de la Independencia) we admire the Metropolitan Cathedral's gleaming spires inlaid with mother-of-pearls. Built from ca. 1614 to 1626, the cathedral has two side chapels that give the church a cross-like shape. One of the greatest treasures of Panama is the famous golden altar
(Altar de Oro) of the Church of San Jose. The massive baroque altar is made of carved mahogany and covered in gold flake, We continue walking through the quaint streets and see the beautiful "El Palacio de las Garzas" (the President's House) with its Moorish patio and fountain. Last in our must-see list is a
visit to the "Teatro Nacional" built in neo-classical style of opulent baroque architecture complete with giant chandelier, gilded scarlet red balconies and magnificent ceiling frescoes. Opened in 1908, it has been restored and revitalised and now is the venue for music, ballet, opera, and art/cultural performances.

At the end of the day we toast the city with a "raspador" (a cone of ice shavings with a dash of fruit flavour and milk). Interesting Trivia - Panama is the largest international banking centre next to Switzerland. Wearing shorts or flip/flops is not permitted in some banks. The Panama hat is not made in Panama at all. They're imported from Ecuador!

Philippine Ballet Theatre, Inc. Founded in 1986, PHILIPPINE BALLET THEATRE (PBT) has established itself as the premiere classical ballet company in the Philippines today. It was born out of an alliance of the leading dance groups in the 1980’s, but immediately won recognition as a Resident Ballet Company of the Cultural Center of the Philippines (CCP). PBT has provided incentives for aspiring dance artists to realize their technical and artistic skills, and for choreographers to carve out a distinctive repertoire. For the past 26 seasons, PBT made numerous accomplishments in the field of dance, highlighted by the finest in classical and contemporary performances, which include productions by Filipino talents that accrue honor to the country. PBT has provided the important training for many young Filipino dancers who have gone on to achieve greater heights in the international dance scene. Ronilo Janayrio currently leads the company as Artistic Director, with the capable assistance of Anatoli Panasyukov, a Russian Ballet Master who has dedicated the past 15 years to the company. The company has the
distinction of earning the trust of the Balanchine Foundation of the USA, which granted PBT the license to perform four Balanchine ballets, all classics of the 20th century: Prodigal Son, Concerto Barocco, Who Cares, and the perennial Serenade, a Balanchine masterpiece. Over the years the company has staged the old classics such as Swan Lake, Giselle, La Bayadere, La Sylphide, La Fille Mal Gardee, Esmeralda, Don Quixote, Raymonda and the Nutcracker. It has also performed new classics such as Romeo and Juliet, Madame Butterfly,
Carmina Burana, New Year’s Sacrifice and Dreams of the Red Chamber. Soon to be presented for the first time in April, 2013 is Le Corsaire. The company has memorable works of top Filipino choreographers such as Miri-nisa with music composed by Dr. Eliseo Pajaro, and which opened the inauguration festivities of the Cultural Center of the Philippines in 1969. Miri-nisa was choreographed by Julie Borromeo-Roche, Felicitas Layag-Radaic, and Eddie Elejar, three of the founders of PBT. Another full length ballet entitled Daranguen ni Bantuguen was choreographed by Gener Caringal and Ronilo Jaynario, Artistic Director with music by Jessie Lucas. Countless works by other top Filipino choreographers Tony Fabella+, Eric V. Cruz, Basilio (Steve Villacruz) have also been performed, and recently works by Herbert Alvarez, Novy Bereber, Stanley Canete, Breshnev Larlar. This collection of works forms a vast repertoire which has enriched and enlivened the cultural life of the communities that PBT has reached out to.
Philippine Ballet Theatre has now expanded its vision and pursues the goal of bringing the upscale art of dance for general appreciation among Filipino audiences through its outreach programs. Mayor Nenshi proclaims April 5 Ralph Klein Day Filed by Jose “Pepito” Magpayo
Today on the steps of the Municipal Plaza, Mayor Nenshi announced the proclamation of April 5, 2013 as Ralph Klein Day. Mayor Nenshi made the proclamation and presented the Calgary flag to Mrs. Colleen Klein and family during a brief ceremony prior to the formal Celebration of Life event hosted at the Jack Singer Concert Hall. “The outpouring of affection we see today is tangible evidence of the legacy that Ralph Klein leaves behind him, as Mayor, as Premier and as a Calgarian,” said Mayor Nenshi. “On behalf of City Council and the citizens of Calgary, it is my privilege to declare today ‘Ralph Klein Day’.” Ralph Klein begin his political career as Calgary mayor from 1980 – 1989. His legacy as mayor includes hosting the 1988 Winter Olympics, creating the Calgary Economic Development Authority and leading the development of Calgary’s Light Rail Transit (LRT) system. Klein passed away on March 29, 2013 in Calgary, at the age of 70. The City has released a special set of photos of Ralph Klein during his tenure as mayor.
