Philippines bids for Guinness’ longest line of coins

world record of 64 km held by the United States. According to the Kabayanihan Foundation, the officers’ club of Bangko Sentral ng Pilipinas (BSP) and the BSP Employees Association, the event has three main objectives: First, to promote awareness among Filipinos of the importance of coins; second, to start raising funds to help build classrooms for public elementary schools; and lastly to unify Filipinos.

Congress approves bill on additional tax exemption

he House of Representatives has approved on second reading House Bill 5431 principally authored by former President and now Pampanga Rep. Gloria Macapagal-Arroyo, Sorsogon Rep. Deogracias Ramos, Pangasinan Rep. Marlyn Primicias-Agabas, and Camarines Sur Rep. Diosdado Arroyo, granting an additional P50,000 tax exemption for children requiring special needs. Batangas Rep. Hermilando Mandanas, chairman of the

House committee on ways and means, will present the bill at the plenary for approval. Mandanas introduced an amendment by setting the allowable income tax exemption at P50, 000 for each physically or mentally challenged dependent. Another key provision of the bill is the removal of limitation on the number of allowable dependents and the inclusion of children and parents in the definition of dependents.

Decrowning Corona

he Philippines is now polarized between two Titans! Either you’re for President Benigno “P-Noy” Aquino III or for Supreme Court (SC) Justice Renato Corona. There is no middle ground. The conflict between them could create a constitutional crisis, which could tear the country apart. Never in the history of Philippine jurisprudence had a sitting Chief Justice attracted so much criticism and opposition. Instead of dispensing Solomonic wisdom in interpreting the constitution that takes into account the broader application of the law, he has become a Machiavellian agent who narrowly – or loosely -- interprets the law to justify the desired outcome of cases brought before the High Court. And with the solid support of a block of at least eight justices, Corona has created a tyrannical majority that dictates how the rule of law is applied. Or is it “rule of man” disguised as “rule of law”? Inhibition Recently, Sen. Franklin Drilon started a clamor for Corona to inhibit himself in cases involving former President Gloria Macapagal Arroyo. Drilon cited 19 cases in which Corona sided with the position taken by Gloria. “The current score is 19-0. Chief Justice Renato Corona

consistently voted in favor of former President Gloria Macapagal Arroyo in all 19 cases brought before the Supreme Court. He never voted against her,” he said. The following are three major cases of those cited by Drilon: 1) Dissented in the Oct. 25, 2006 SC decision dismissing the petition of the pro-Arroyo Sigaw ng Bayan to allow a “people’s initiative” to amend the 1987 Constitution due to failure to comply with constitutional requirements of conducting a people’s initiative. 2) Concurred in the Oct. 10 2010 SC decision stopping the Aquino administration from revoking the appointment of alleged “midnight” appointees of Arroyo. 3) Concurred in the Dec. 7, 2010 SC ruling declaring President Aquino’s order creating the Truth Commission unconstitutional. It is interesting to note that had the Supreme Court ruled to allow a “people’s initiative” to amend the 1987 Constitution (Item No. 1 above), Gloria would have succeeded in changing the form of government to a parliamentary system with her as Prime Minister and with an indefinite term for as long as she controls the majority members of the parliament.

Judicial independence In my article, “Judicial Independence” (November 4, 2006), I wrote: “The recent decision of the Philippine Supreme Court to dismiss the petition for a people’s initiative to amend the constitution to replace the presidential system with a parliamentary form of government has created a political storm. With a bare 8-7 majority, the decision penned by Associate Justice Antonio T. Carpio caught a lot of people by surprise. People close to President Gloria Macapagal Arroyo were expecting the Supreme Court to vote in favor of the petition by at least a 9-6 majority.” Of the 15 Supreme Court justices, Gloria appointed 11 of them, of which six of them together with two appointees of former President Joseph Estrada voted for the rejection of the petition. The other five Arroyo appointees – Corona included -together with appointees of former President Fidel V. Ramos voted for approval of the petition. It was a major setback for Gloria for which she never recovered. The majority vote against the initiative was a manifestation that the Judicial Branch of the government maintained its independence and integrity — a healthy sign that democracy was still alive in the country. That was then. Stacking the deck During Gloria’s last year in office, seven justices retired. She saw it as a golden opportunity to appoint their replacements with justices with proven loyalty to her. And she was right on the ball when the seven new justices proved their loyalty to her when it came to their voting pattern, which mirrored Corona’s own voting pattern. It did not then come as a surprise that when Gloria appointed Corona during the ban on “midnight appointments” around the time of

“Delicadeza” According to the latest Social Weather Stations (SWS) survey conducted between September 4 and 7, Corona has the worst satisfaction rating – “neutral” or zero – with 28% satisfied and 28% dissatisfied. No other public official in the three branches of government reached rock bottom like Corona did. As Sen. Francis Pangilinan said, “Corona’s inhibition will help spare the Supreme Court from doubts that, under Corona’s leadership, it is biased in favor of the former president and first gentleman.” It is not too late to restore the severely damaged image of the Supreme Court under the leadership of Corona. All he has to do is inhibit himself out of “delicadeza” and let the wheels of justice roll with fairness and impartiality. When Gloria appointed him as Chief Justice, Corona proclaimed that he attained the fulfillment of every lawyer’s dream. But let me remind him that fulfilling his dream is not the ultimate end but only the beginning of a journey to immortal greatness in the annals of Philippine jurisprudence or perpetual damnation in rogues’ gallery. It’s your choice, Chief Justice Corona.

Court of Last Defense In my article, “Arroyo’s Court of Last Defense” (December 8, 2010), I wrote: “The Supreme Court’s 10-5 decision that ruled the Truth Commission unconstitutional did not come as a surprise. It was expected. Indeed the seeds were sowed during the last few years of former President Gloria Macapagal Arroyo when she appointed nine Supreme Court justices who were perceived to have been appointed based on their loyalty to Arroyo more than their judicial credentials. By the time she stepped down from the presidency, fourteen of the justices – the 15th seat was vacant — were all her appointees including Chief Justice Renato Corona whose controversial ‘midnight appointment’ stained the high court’s integrity.” The arbitrariness and partiality towards Gloria demonstrated by

Corona and his cohorts in the Supreme Court makes one wonder if they might have taken a secret oath to Gloria using the famous Quezonian mantra with a twist, to wit: “My loyalty to the constitution ends where my loyalty to Gloria Arroyo begins.” Indeed, with the Supreme Court’s recent issuance of a Temporary Restraining Order (TRO) that would have allowed Gloria to skip the country to avoid criminal prosecution for electoral sabotage, this keeps piercing in my mind. If not for Justice Secretary Leila de Lima’s insistence to see the official TRO from the Supreme Court, Gloria would have been free as a bird and beyond the reach of Philippine law.

And on December 7, 2010 the High Court inflicted a crippling blow to P-Noy’s anti-corruption crusade when it declared the Truth Commission unconstitutional (Item No. 3 above). As Malaya columnist Amado Macasaet recently said, “It all started when the Supreme Court, obviously at the behest of Gloria Arroyo, ‘raped’ the Constitutional prohibition against appointment to the judiciary during a prohibited period.”

(On Humans’ Ability to Do Goodness and Capacity to Commit Evil with or Without the God)

theism, in its simplest definition, is the nonbelief in the existence of the God or any other deity or supreme being. Despite its having achieved popular status and support and adherence from many freethinking individuals worldwide, the non-belief continues to be misconstrued by many usually religious fanatics, who unfairly and ignorantly equate it to evil. Individuals who ascribe to atheism, those who do not believe in the existence of the God or any other deity, are called atheists. And contrary to what many think, atheists are not necessarily evil nor are they worshippers of the equally mythical Satan or the Devil. To atheists, both the God and the Devil are simply symbols or representations of good and evil, respectively. or god has become the norm for perhaps the majority of humankind, many people have ingrained in their psyches that goodness, kindness, and compassion can be achieved only with the belief in the God or any other supreme being; and conversely, that any individual who does not believe in the existence of the God is automatically evil. That’s the problem that arises when people judge others based on religion or the lack of it or when they center their lives on or define their lives with their religions or beliefs: They develop the tendency to be self-righteous, judgmental, and discriminatory— believing that their own belief is the one true absolute religion and judging and discriminating others based on religion and not on deeds or actions. Worse, many people assume that just because they believe in the God, they are automatically good persons; and worst, that they are better than people who do not believe in the existence of the God. They cannot accept the fact that, like them, atheists also have the ability to do goodness; and that all humans—atheists or believers—have the capability to commit evil. he Jets mid-November home stand resulted in a 3-game home winning streak against division rivals against the Tampa Bay Lightning, Washington Capitals and the Philadelphia Flyers at the MTS Centre. The Capitals visit marked the first time many Winnipeg fans were able to watch Alex Ovechkin, captain of the Washington Capitals who is known for brilliant on-ice moves and dazzling goals. Unlike their epic road trip earlier in November, the Winnipeg Jets went out on a relatively short road trip for three games against the Washington Capitals (3-4 loss in OT), Carolina Hurricanes (3-1 win) and Boston Bruins (2-4 loss). Closing out their games in November, the Winnipeg Jets lost to the Ottawa Senators in a 6-4 loss at MTS Centre last Tuesday. This is the second of four meetings between the Ottawa Senators.

December is going to be one epic home stand for the Winnipeg Jets. They play twelve of fourteen games at MTS Centre in December with the Phoenix Coyotes visiting on December 1st. How Immigration’s Anti-Fraud Unit Works

n September, the Federal Court decided the case of Mr. Wang Hui. In this case, Mr. Hui’s immigration application was refused because the visa office concluded that he provided fraudulent information regarding his work experience. While Mr. Hui lost his court case, the case is interesting in that it provides a glimpse as to how Citizenship and Immigration Canada’s Anti-Fraud Unit works. What is the Anti-Fraud Unit? Citizenship and Immigration Canada’s Anti-fraud Unit is a group that provides quality assurance verification of information and documents that potential immigrants to Canada submit. Essentially, the unit makes sure everything in the application package is truthful.

She said she was happy having represented the Philippines and that she did her best in the contest to make her country proud. APilgrimage to Italy

spiritual journey or a religious vacation to sacred sites and destinations commonly known as pilgrimage may be life-changing, faith-healing or faith-deepening. Our pilgrimage to grand Catholic Italy is more than a religious vacation, a combination of faith and travel exploring and experiencing its rich culture and history. From Lourdes, France, we drove to the French Riviera passing through many beautiful cities on the Mediterranean and arrived at Nice where we spent the night and dined at Best Western Nautica. Afterwards we took a walk along the Boulevard Des Anglais and enjoyed the scenery along the Mediterranean Sea. Early morning after sunrise we journeyed along the panoramic coast viewing Monte Carlo and the Principality of Monaco until we reached Padua (Padova), Italy, home of St. Anthony, the miracleworking saint and patron of lost and stolen articles. We visited the richly decorated tomb and reliquaries of the saint inside the Basilica of St. Anthony. The saint was actually a Portugeese, not Italian, having been born to a wealthy family in Lisbon, Portugal though he died in Padua,

Italy - that’s why both countries are trying to claim him. We travelled on and entered by private tourist motorboat to Venice, the city of canals and one of the world’s most romantic cities. We stayed for hours at the crowded St. Mark’s Square and marvelled at the golden Basilica of San Marco and the lavish Doge’s Palace. We strolled along the rims of the Venetian lagoon lined with colourful gondolas for hire, viewed the legendary “Bridge of Sighs” and walked on the Rialto Bridge, the oldest stone bridge in Venice. In the afternoon we were at Murano, internationally famous for glassmaking industry and watched a demonstration of glassblowing by the skilled artisans. The pilgrimage trip continued to Florence, the capital city of sunny Tuscany. Our guided tour of Florence included the Academy of Fine Arts where we admired in awe Michelangelo’s “David”. We climbed with a little difficulty the Giotto’s Bell Tower and spent hours at the sculpture-studded Signoria Square. A mass was held by our tour director-guide, Msgr. Jan from Yoguslavia at the magnificent Cathedral of Sta. Maria del Fiore (popularly known as the

“Duomo”). Across the Duomo is the octagonal “Baptistery” of San Giovanni famous for its heavy bronze doors of relief sculptures dubbed as “Gates of Paradise” that have miraculously withstood all kinds of weather, floods and two world wars. It didn’t take so long to reach and explore the hilltop village of Assisi, birthplace of one of the most beloved saints of all times, St. Francis, a patron of Italy and the ecologists, and the founder of the Franciscan Order of Friars. We’re able to see the crucifix that spoke to the saint, visited the St. Mary of Angels Basilica and the “Porziuncula” where St. Francis acquired his vocation and made it his home for the rest of his life. It is believed that St. Francis was the first person to bear the wounds of Christ’s Passion when he received stigmata in 1224. We went to see the Monastery of St. Damian, a Franciscan shrine built on the spot where St. Francis heard the voice of Christ. This is also the place where he wrote the “Canticle of the Creatures”. On to Cascia, a small town in the mountains of the Umbrian Valley, and home of Sta. Rita de Cascia, the “Patron Saint of the Impossible Causes”. Her intercession is also sought by abused women. After hearing mass at the Basilica of St. Rita we entered the chapel that houses the saint’s incorrupt body. Our Italian pilgrimage continues to Lanciano, San Giovanni Rotondo, Monte Cassino, and finally to Rome on the next issue.

ast year I ended my music column with an article listing my recommended albums released in 2010, proving that the music industry in general has a treasure trove of new and old materials released every year. It’s just that many so-called music fans rely on only commercial TV and radio, the reason they usually miss a lot of interesting new stuff being released or re-released every now and then. There are hundreds of artists— old and new—coming from various countries—releasing new materials, that I couldn’t help shrugging my shoulders every time I hear claims that the music of today is crap and that nothing beats the music of yesterday. This narrow-minded view on arts and music is the attitude that prevents many people from realizing that there will always be new and interesting music out there. Aquino hails growth in tourism, predicts better things ahead for the country

resident Aquino has cited the 12 percent-increase in tourism arrivals this year and expects that it will mark the start of better things ahead for the country. Aquino said the private and public sector must work together to promote tourism to generate more jobs and opportunities for our countrymen. Aquino has invited the world to visit the Philippines as he cited the reforms implemented by his administration, These include modernizing airports and seaports as well as improve roads and bridges to entice more tourists in the country’s prime destinations. Despite the growth in tourist arrivals, the President admitted that the Philippines is still lagging behind some neighbors in Asia in terms of tourism traffic as there were 32 million tourists in Malaysia and 14 million in Thailand this year.

UFC 140: Jones vs Machida

n Saturday, December 10th, UFC returns to Toronto to hold another stellar pay per view event at the Air Canada Centre. The first time they were in Toronto, on April 30th this year, the Ultimate Fighting Championship broke records in attendance, gate earnings and merchandise sales. Looking to get close to those numbers, they’ve put together a pretty stacked fight card that includes exciting up and comers, legends and is headlined by a title fight for the Light Heavyweight Championship. Champion Jon “Bones” Jones is a phenomenon and 2011 has been his coming out party. In

this past year, he’s finished off an undefeated fighter (Ryan Bader), destroyed two legends (Shogun Rua and Rampage Jackson) and in the process, captured the UFC Light Heavyweight Championship. Not to mention he also captured a mugger in the streets of New Jersey just hours before he won the title. Jones is equipped with the longest reach in MMA at 84 inches, throws wild strikes with speed and accuracy at the same time having solid take downs, wrestling and submissions. The challenger, Lyoto “The Dragon” Machida is a former Light Heavyweight Champion. He is elusive, patient and accurate. One mistake by

the champ and it could be lights out of Jones. Last time Machida came to Toronto, he used a jumping front-kick ala Karate Kid to knock out icon Randy Couture and put him into retirement. This is one of those fights that can truly go either way. Each fighter can be unpredictable, fast and accurate. However, I believe wrestling will be the difference and the fight will end without the title changing hands. Jones by rear naked choke, round 4. Other fights include a rematch between former UFC heavyweight champions, Frank Mir and Antonio Rodrigo Nogueira, the other Nogueira brother taking on Tito Ortiz and hometown hero, Winnipegger, Krzysztof Soszynski up against Igor Pokrajac.
